AND I'D LIKE TO TRY THAT AVENUE BEFORE I'M SPENDING THIS AMOUNT OF MONEY, BECAUSE THEY'VE GOT ANOTHER ITEM ON HERE WITH THE SHERIFF'S DEPARTMENT.

THEY COULD USE THAT AMOUNT OF MONEY.

SO I'D LIKE TO TRY THAT ROUTE FIRST.

AND WHEREAS RICHARD L MAYBE THROUGH BOTH HIS CHARACTER AND PERFORMANCE HAS SIGNIFICANTLY CONTRIBUTED TO THE ADVANCEMENT OF THE FIRE AND RESCUE PROTECTION OF WARREN COUNTY.

AND WHEREAS RICHARD E MAYBE ESTABLISHED A WIDE RANGING COMBINATION OF FIRE AND RESCUE RESPONSE SYSTEMS COMPROMISE IF YOU DEDICATE THE DEDICATED CAREER AND VOLUNTEER EMERGENCY RESPONDERS.

AND WHEREAS RICHARD MAYBE

FORESTED AN ENVIRONMENT THAT CREATED THE DEPARTMENT SLOGAN OF OUR DEPARTMENT, ONE MISSION, WHICH EXEMPLIFIES THE DEPARTMENT'S MISSION STATEMENT TO SERVE THE COMMUNITY AS ONE SINGLE DEPARTMENT WITH A CO A COMMON MISSION TO DELIVER THE HIGHEST OF SERVICES AND FOR, FROM AT OUR BEST TO THOSE IN NEED OF THE, OF THEIR WORST.

WHEREAS DR.

MAYBE, EXCUSE ME, RICHARD.

HE MAYBE WASN'T ANNOUNCED HIS OR HER AUDIO HAS GONE FOR ME.

WHEREAS RICHARD, HE MAYBE HAS ANNOUNCED HIS RETIREMENT AS THE CHIEF OF DEPARTMENT OF FIRE AND RESCUE SERVICES EFFECTIVE DECEMBER 30TH, 2020 NOW THEREFORE BE IT RESOLVED THAT THE WARREN BOARD OF SUPERVISORS EXPRESSES THIS EXTERIOR APPRECIATION TO RICHARD E MAYBE FOR THE OUTSTANDING LEADERSHIP AND SERVICE, WHICH HE HAS UNSELFISHLY GIVEN ON BEHALF OF THE CITIZENS OF WARREN COUNTY FOR THE PAST 25 YEARS AND FIVE MONTHS.

AND BE IT FURTHER RESOLVED THAT THE WARREN COUNTY BOARD OF SUPERVISORS HOLDS RICHARD EMA B IN THE HIGHEST ESTEEM AS AN HONORABLE MEMBER OF WARREN COUNTY DEPARTMENT FIRE AND RESCUE SERVICES WHO HAS REPEATEDLY DEMONSTRATED HIS COMMITMENT TO WARREN COUNTY AND BE IT FURTHER RESOLVED THAT THE WARREN COUNTY BOARD OF SUPERVISORS EXTENDS TO RICHARD III, MAYBE IT'S DEEP APPRECIATION AND SINCERE GRATITUDE FOR HIS DEDICATED EFFORTS ON BEHALF OF THE COMMUNITY FOR THE BENEFIT BENEFIT OF ALL OF ITS CITIZENS.

AND BE IT FINALLY RESOLVED THAT THE WARREN COUNTY BOARD OF SUPERVISORS AND THE DEPARTMENT OF FIRE AND RESCUE SERVICES AFFIRMS THAT RICHARD III MAY BE, IS WORTHY OF RECEIVING DEPARTMENT OF FOREIGN RESCUE SERVICES, HIGH STORED, AND HEREBY CON CONFERS THE DISTINGUISHED SERVICE AWARD UPON RICHARD EMH ADOPTED THIS EIGHTH DAY OF DECEMBER ON 2020 SIGNED BY MR. UM, AND I THINK WE'VE SEEN TREMENDOUS, UM, GAINS NOT ONLY IN THE PAID STAFF, BUT ESPECIALLY WITH THE VOLUNTEERS.

AND I KNOW THAT'S NOT AN EASY THING TO KIND OF COORDINATE SOMETIMES, CAUSE THERE'S ALWAYS THAT BACK AND FORTH.

BUT I REMEMBER SOMETIME BACK THAT IT SEEMED LIKE YOU TALKED TO A COMPANY ONE AND THEY ONLY ASKED WITH COMPANY TWO AND YOU CHECK COMPANY TWO AND COMPANY ONE WERE BEST BUDDIES AND EVERYONE ELSE WITH SOMEBODY ELSE, BUT IT SEEMS LIKE A LOT OF THAT HAS GONE AWAY.

AND I THINK, YOU KNOW, YOU DESERVE A LOT OF THAT CREDIT.

UH, AND AS YOU SAID TO, UH, MY UNDERSTANDING IS, UH, IT'S MANDATORY RETIREMENT AND IT WASN'T BY CHOICE BECAUSE I THINK THAT'S WHAT YOU SAID YOU'D LIKE TO STAY, BUT, UH, I THINK THAT'S THE STATE REGS OR WHATEVER.

SO, YOU KNOW, WE APPRECIATE YOUR SERVICE.

UM, YOU FIGURE YOU CAN WORK WITH ALLOWABLE,

THE BOSSES, RIGHT? UM, IN 25 YEARS, I'VE WORKED FROM A LOT OF BOARDS, YOU KNOW, CERTAINLY WE NEVER EXPECT TO AGREE ON EVERYTHING.

UM, I'M GOING TO PRAISE THIS BOARD HERE GOES, THAT'S THE ONE I'M GOING OUT WITH.

WE SPENT A LOT OF MONEY WITH GRANTS AND SO FORTH THAT Y'ALL ARE SUPPORTED.

AND, UH, I CAN HONESTLY SAY WHAT A WAY TO GO OUT, UM, MILLIONS OF DOLLARS AND STUFF THAT WE NEEDED.

AND, UH, REMEMBER THERE'S SOMETHING ON THE AGENDA TODAY, TOO, THAT WE NEED AS WELL.

SO I THOUGHT I'D GET THAT ONE IN BEFORE LAST, BUT, UM, I REALLY DON'T KNOW WHAT ELSE TO SAY.

UM, I AM GOING TO BE AROUND.

I USED TO BE A JOKE THAT I WAS GOING TO BE THE BEST DRESSED HERBIE DON'T WITH THIS BOY, WHATEVER I SAW, I DON'T THINK THAT'S GOING TO HAPPEN.

UM, BUT, UH, YOU KNOW, I'LL STILL BE HERE.

UM, THIS HAS BEEN A VERY GOOD BOARD TO WORK WITH.

I WISH I HAD SOME MORE TIME TO DO WORK WITH YOU.

UM, I WILL SAY THIS, THAT THIS IS THE BEST GROUP OF GUYS YOU COULD EVER HAVE OUT THERE WATCHING YOUR BACK EVERY DAY.

AND, UH, I'M SURE FROM HERE, UH, WE'VE GIVEN THE NEW CHIEF A LOT TO WORK WITH AND ON, AND I DON'T KNOW WHAT ELSE TO SAY, BUT I APPRECIATE EVERYTHING THAT THIS BOARD HAS DONE FOR THE FIRE AND RESCUE DEPARTMENT AND EVERYTHING.

THIS GROUP OF GUYS HERE HAS DONE FOR ME.

SO I APPRECIATE EVERYTHING THAT YOU'VE DONE, EVERYTHING THAT YOU'VE GIVEN TO THIS COMMUNITY AND TO US AS INDIVIDUALS YOU'RE HELPLESS, UM, VERY EMOTIONAL FOR ME TO READ THE RESOLUTION.

IT WAS, UM, BECAUSE I BELIEVED IT.

I DON'T KNOW YOU AS WELL AS MANY OTHER FOLKS IN THIS ROOM, BUT, UM, YOU'VE DONE THIS AT A GOOD SERVICE AND I APPRECIATE IT.

I SAID OUT A COMMENT.

I SPOKE TO HIM.

UH, I HAD A CALL FROM SOMEBODY.

I HAD AN EMAIL FROM SOMEBODY ON SUNDAY REGARDING A HIGH KNOB ENTRANCE, WHICH HAS BEEN AN ONGOING CONCERN FOR MANY, MANY YEARS.

UM, THERE'VE BEEN A FAIR NUMBER OF ACCIDENTS THERE.

UM, AND WE HAD LOOKED AT THAT A COUPLE OF YEARS AGO, I BELIEVE.

AND WE HAD A LOT OF PEOPLE SHOW UP.

AND WHAT HAPPENS IS YOU'RE MAKING A LEFT HAND TURN HEADING WEST AND PEOPLE POP OVER THE HILL AND THERE'S NOT ENOUGH FOR THEM TO BREAK.

UH, THE PEOPLE THAT I SPOKE WITH, THEY, THEY, THEY, THEY GOOD INTENTIONS.

THEY SUGGESTED MAYBE A TRAFFIC LIGHT.

I DISCUSSED THAT WITH MR. CARTER AND HE SAID B DOT DOESN'T PUT TRAFFIC LIGHTS ON PRIMARY ROADS WITH 55 MILE AN HOUR SPEED LIMIT.

UM, WE HAVE RUMBLE STRIPS THERE.

WE HAVE FLASHING LIGHTS, BUT SOMETIMES PEOPLE JUST KINDA THEY'D WELL-PAID INTO THE SCENERY.

UH, THE OTHER THING WE TALKED ABOUT TWO YEARS AGO WAS, UM, PUTTING UP A WARNING SIGN WITH A FLASHING LIGHTS ARE THAT WOULD DETECT WHEN A CAR WAS, UH, STOPPED, GETTING READY TO MAKE A TURN.

I ASKED MR. CARTER TO FOLLOW UP ON THAT.

AND HE CAME BACK AND SAID, INITIALLY, THEY THOUGHT HE'D BE ABLE TO DO IT WITH A WIFI OR SOMETHING LIKE THAT.

BUT THE DISTANCE AND THE HILL WAS TOO MUCH TO HAVE THAT, UH, WORK.

AND HE SAID, IF IT, IF I'M NOT NECESSARILY IN FAVOR OF PROCEEDING WITH IT, BUT I GUESS WE CAN LOOK AT IT WHEN WE HAVE THEIR, UM, PUBLIC HEARING WHERE THEIR PRIMARY ROAD SYSTEM.

BUT HE SAID THE ONLY WAY IT WOULD WORK WOULD BE, UH, LAY CABLE ABOUT 1400 FEET, WHICH WOULD BE ABOUT A HUNDRED, $120,000.

UM, AND IT'S ON THE SMART PLAN FOR V DOT IT'S ON THAT RIGHT NOW.

AND CURRENTLY IT'S ESTIMATED TO PUT THE TRAFFIC TURN LANE IN THERE.

IT WOULD BE ABOUT A HUNDRED AND NOW IT'D BE ABOUT 2.3, 2.4 MILLION.

AND THEN WHEN YOU FACTOR IN INFLATION, BY THE TIME THEY ACTUALLY GET TO IT, IT'D BE MORE LIKE 3.3.

AND I THINK 55 FOR LANDING THAT IS, UH, CURRENTLY THE TOP PRIORITY ON THE SIX-YEAR PLAN FOR THIS BOARD.

AND AGAIN, THAT CAN BE MORE DISCUSSIONS, UH, WITH THE NEXT PUBLIC HEARING.

AND ALSO I ASKED HIM WHILE I WAS ON THE PHONE WITH HIM, WHAT THE, UM, CURRENT STATUS OF THE ROCKLAND OVER PASS, CAUSE THAT'S ANOTHER MAJOR PROJECT.

AND THAT REALLY IMPACTS A LOT OF PEOPLE WHEN THE TRAINS ARE BLOCKING IT.

AND HE SAID RIGHT NOW, CAUSE I THINK LAST REPORT WE HAD FROM HIM THEY'D RUN INTO SOME SINKHOLES AND THAT INCREASED THE COST AND WHAT HE TOLD ME, IF I UNDERSTOOD CORRECTLY, THEY HAVE PUT IN A, UM,

A REQUEST FOR SOME GRANT OR SOME, SOME POT OF MONEY FOR ABOUT 5 MILLION.

AND HE SAID THAT WOULD STILL BE ABOUT A MILLION DOLLAR SHORT, BUT HE FELT, HE THOUGHT THAT MAYBE ONCE THEY RE-ENGINEERED IT, THEY COULD MAKE THAT DIFFERENCE UP.

SO I THINK THAT'S GOOD NEWS.

IT'S STILL ON TRACK.

IT'S STILL GOING TO BE A COUPLE, HOPEFULLY A COUPLE OF YEARS DOWN THE ROAD.

I'M NOT SURE EXACTLY WHAT THE TIMEFRAME IS FOR THAT, BUT I JUST WANNA LET YOU KNOW, I DID TALK TO HIM THE OTHER DAY ABOUT THESE ISSUES AND, UH, HE, HE TOLD ME THAT HE WAS NOT GONNA BE ABLE TO MAKE IT BECAUSE OF THE VTS PROTOCOLS AND I TRIED TO GET HIM CAUSE THAT'S THE THING TOO IS THE FIRST YEAR IN MANY, MANY YEARS, WE'VE NOT HAD THE SCHOOL KIDS COME AND SING CHRISTMAS CAROLS.

UH, I TRY TO GET THEM TO COME AND SING A FEW CHRISTMAS CAROLS, BUT HE DECLINED TO DO THAT.

SO WE JUST HAVE TO DO WITHOUT THIS YEAR AND THAT'S ALL PASS IT OFF ON COVID YEP.

THIS HOLIDAY, THE SEASON PROSPECTS WE HAVE HAD EXCELLENT PROGRESS ON THREE PROJECTS.

UH, GENERALLY OUR PROSPECT ACTIVITY IS UP EVEN WITH THE COVID CRISIS AND THE HOLIDAYS.

AND PERHAPS IN LARGE PART BECAUSE OF THE COVID CRISIS.

THERE ARE CERTAIN INDUSTRY SECTORS THAT ARE ACTUALLY SEEING AN INCREASE IN ACTIVITY AND THAT'S LED TO MORE PROSPECTS, I THINK FOR, FOR OUR BUILDINGS AND OUR SITES, ESPECIALLY TAKING ADVANTAGE OF THE VIRGINIA INLAND PORT, THAT CONTINUES TO BE A HUGE DRAW FOR PROSPECTS TO OUR AREA.

UM, WE ALSO NOW HAVE THREE SHORT TERM STORAGE LEASES IN PLACE FOR FOUR 26 BALL DRIVE THAT WILL COVER 30% OF THE TOTAL COST OF OWNERSHIP WHILE WE WORK TOWARD ULTIMATELY SELLING THE BUILDING.

WHEN OUR BUSINESS READY SITES PROGRAM THROUGH THE STATE ECONOMIC DEVELOPMENT OFFICE, THE FRONT ROW OF TOWN COUNCIL APPROVED THE REZONING TWO PARCELS AT HAPPY CREEK FROM RESIDENTIAL TO INDUSTRIAL.

I WANT TO THANK DAN FARRELL AT THRASHER ENGINEERING AND THE FRONT ROYAL PLANNING AND ZONING DEPARTMENT, UM, AND THEIR COMMISSION, AS WELL AS THE TOWN COUNCIL FOR THIS APPROVAL.

THIS WILL HELP TO RAISE THE TIER RANKING WITH VDP AND THE OVERALL COMPETITIVENESS OF THAT

AND I WAS HOPING TO HAVE SOME GOOD NEWS TODAY, BUT THAT VOTE WAS DELAYED UNTIL MARCH, BUT, UM, THE SHENANDOAH VALLEY PARTNERSHIP, ALTHOUGH WE'RE NOT A MEMBER OF THAT GROUP, UH, THEY WERE GOOD ENOUGH TO INCLUDE US IN THEIR GRANT APPLICATION FOR SOME FUNDING FOR THE DUE DILIGENCE WORK AT STEVENS.

AND IF WE GET THAT MONEY, UH, THAT WOULD BE, UM, A PROJECT THAT THEY WOULD ADMINISTER FOR US.

AND WITHIN SEVEN MONTHS TIME, WE SHOULD HAVE A LOT OF THE DUE DILIGENCE WORK IN PLACE FOR STEPHENS THAT COULD JUMP US FROM A TIER TWO TO A TIER FOUR AT THAT SITE.

AND I WOULD MAKE THAT SITE SUPER COMPETITIVE AS WELL.

UM, COLLABORATIVE EFFORTS, UM, MY BOARD CHAIR, JEFF BROWN PARTICIPATED IN A BLUE RIDGE ASSOCIATION OF REALTORS, UH, MARKETING AND ECONOMIC SUMMIT BY ZOOM TO REPORT ON THE CURRENT RESIDENTIAL AND COMMERCIAL MARKETS AND FRONT ROW IN WARREN COUNTY.

AND I WANTED TO THANK JEFF FOR STEPPING UP WHILE I WAS OUT THAT DAY LEACH RUN PARKWAY, AND WE'RE MAKING PROGRESS THERE TO FINAL CONTRACTOR, VOICE HAS BEEN SUBMITTED AND PAID.

UH, THE ENGINEER HAS PREPARED IT COMPILED THE DOCUMENTS FOR THE NOTICE OF TERMINATION AND WE'RE WORKING RIGHT NOW OR RATHER HE IS ON A MAINTENANCE AGREEMENT WITH THE TOWN THAT THEY'LL NEED TO, UH, TO SIGN OFF ON AND THEN WE'LL HAVE THE NOTICE OF TERMINATION DONE AND THE PROJECT WILL BE DONE TO, AND AS PART OF THAT, UM, UH, WE WILL NEED TO TRANSFER OWNERSHIP OF THE PROPERTIES DIRECTLY UNDER THE ROAD ON LEACH RAY LEECH, RUN PARKWAY TO THE TOWN AS PART OF THAT MAINTENANCE AGREEMENT.

SO THAT'S SOMETHING THAT WE'LL BE WORKING WITH THE ENGINEERS AND VIDOT ON GOING FORWARD TO GET THAT TAKEN CARE OF.

SO WITH THAT, ANY QUESTIONS, QUESTIONS FROM THE BOARD, JUST I READ IN THE PAPER, UH, AND I DON'T THINK YOU MENTIONED THAT, OF COURSE THAT'S BETWEEN THE ADA AND THE TOWN, BUT THE AFTERNOON PROPERTY THAT I, THERE, I THINK THERE WAS A TWO-PRONGED APPROACH THAT YOU WERE GOING TO GO, I DON'T KNOW WHERE YOU'RE SEEKING AUTHORIZATION TO SELL IT TO THE TWO EAST MAIN OR WHOEVER ELSE.

SO WE'RE WORKING WITH OUR ATTORNEYS RIGHT NOW TO TRY TO COME TO A RESOLUTION SO THAT WE CAN SELL THE AFTERNOON AND GET IT INTO THE HANDS OF, OF TWO EAST MAIN.

YOU KNOW, YOU HAVE A NATIONALLY RECOGNIZED ARCHITECT AND A VERY EXPERIENCED DEVELOPER WHO WE BELIEVE WILL DO A GREAT JOB WITH THE PROPERTY AND TURN IT INTO WHAT WE ALL WANT TO SEE, WHICH IS A JUUL INSTEAD OF AN EYESORE AND HAVE IT BE SOMETHING THAT, UH, WILL ATTRACT BUSINESS AND TOURISM AND SO FORTH TO DOWNTOWN.

SO WE'D REALLY LIKE TO BE ABLE TO GO THROUGH WITH THE SALE.

UM, WE'D LIKE TO REACH OUT TO THE TOWN AND WORK WITH THEM COOPERATIVELY TO COME TO SOME RESOLUTION.

UH, WE BELIEVE THE SALE PROCEEDS SHOULD GO BACK TO THE LINE OF CREDIT FROM WHERE THE FUNDS CAME TO DO THE WORK THAT'S ALREADY BEEN DONE TO THE PROPERTY TO GET THAT TAX PAYER THAT PAID BACK DOWN AND SAVE THE TAXPAYERS FEATURE INTEREST EXPENSE ON THAT AMOUNT OF THE PRINCIPAL OF THAT ONE.

I THINK THE OTHER THING WAS TOO THAT IF IT DIDN'T COME TO FRUITION, UH, AND THEY LOOKED AT THAT BEFORE AND EVERY DEMOLITION AS A SECOND OPTION, UM, YOU KNOW, AGAIN, MY FEELINGS AND I'M ONLY SPEAKING FOR MYSELF, I WOULD LOVE TO SEE THAT BUILDING FIXED UP AND RESTORED AND SEE IT IN THE HANDS OF THESE VERY EXPERIENCED ARCHITECTS AND DEVELOPERS WHO I THINK I HAVE A GREAT DEAL OF FAITH IN THESE TWO INDIVIDUALS.

SO I'M REALLY HOPEFUL THAT WE CAN WORK OUT SOMETHING WITH THE TOWN.

AND I KNOW THE PRIMARY FOCUS, I GUESS, IN INDUSTRY AND BRINGING IN JOBS AND TAX BASE.

BUT I GUESS SOME YEARS BACK WHEN THEY EXPANDED THE SCOPE OF THE IDA AND TURNED IT ADA COMMERCIAL WAS A PART OF IT TOO.

UM, AND JUST GOING THROUGH TOWN ON A DAILY BASIS, I NOTICED ON SOUTH STREET USED TO BE THE OLD FIRST CITIZENS BANK.

WE REFERRED THAT GENTLEMAN TO, UM, A BUILDING OWNER DOWNTOWN WHO DID HAVE THE KIND OF SPACE, UM, THAT HE WAS LOOKING FOR.

AND I DON'T THINK THEY'VE CONSUMMATED A DEAL YET, BUT THAT THEY'RE, THEY'RE, THEY'RE A LONG WAY DOWN THE ROAD.

BE GLAD TO WORK WITH ANYONE IN TOWN WHO HAS PROPERTIES THAT THEY WANT TO MARKET.

AND THEN IN, IN LIKE AGAIN, I GO DOWN MAIN STREET FAIRLY FREQUENTLY AND IT SEEMS LIKE, UH, THERE'S VERY FEW OPEN PARKING SPACES THERE TOO.

UM, THE DRUGS ISSUE, THE DRUG ISSUE IS SO PERVASIVE IN WARREN COUNTY AND WE HAVE TO, TO DO SOMETHING AND WE'D LIKE TO START WITH, UM, THE YOUNG PEOPLE AND MAYBE PREVENT A POINT OF ENTRY, WHICH IS WHERE WE CAN, WE FEEL WE CAN IMPACT, UM, THE MOST.

UM, I ALSO, UH, ATTEMPTED TO ATTEND THE VIRGINIA DEPARTMENT OF TRANSPORTATION MEETING ON THE FLY OVER, WHICH IS, UM, ALSO IN MY DISTRICT.

AND SO, UH, UNFORTUNATELY THE TECHNOLOGY WASN'T WORKING THAT DAY, WE SWITCHED PLATFORMS AND, UM, I DIDN'T HAVE PERMISSION TO GET IN, BUT DR.

DALEY ATTENDED ON MY BEHALF AND REPORTED TO ME AFTERWARDS.

WE, WE CHOSE AN ORGANIZATION TO HELP US MOVE THE TOURISM INDUSTRY FORWARD.

UM, WARREN COUNTY IT'S NUMBER ONE INDUSTRY IS TOURISM.

UH, FOLKS COME HERE, THEY COME HERE TO VISIT OUR BEAUTIFUL AREA.

THEY SPEND THEIR DOLLARS AND THEY GO HOME AND, UM, IT'S, WE DON'T HAVE TO BUILD SCHOOLS FOR THEM.

UH, WE DON'T HAVE TO WORRY ABOUT WATER, LOTS OF OTHER ISSUES LIKE THAT.

AND SO I THINK THAT WE SHOULD WORK DILIGENTLY TO MAXIMIZE OUR ABILITY TO ATTRACT THOSE FOLKS.

AND, UM, SO THE TOURISM COMMITTEE IS WORKING HARD TO MAKE SURE THAT THAT HAPPENS.

SO JUST FOR PEOPLE TO, UH, BE AWARE, AND I GUESS THIS YEAR TOO, PROBABLY WE WILL BE TAPING IN SOME FASHION, THOSE SESSIONS LIKE WE DO NOW AND PUT THEM ON YOUTUBE OR LIKE A WORK SESSION.

WE TAPE OUR WORK SESSIONS NOW FOR THE MOST PART, RIGHT WHEN THEY'RE OUT HERE.

SO WE MIGHT WANT TO CONSIDER THAT TOO.

I DON'T KNOW IF THERE'S BEEN ANY DIRECTION GIVEN AS FAR AS LOOKING AT A ZERO-BASED BUDGET.

UM, I HAVE, THE STAFF HAS NEVER MET A BOARD THAT WANTED TO RAISE TAXES.

WE DO NOT ANTICIPATE AT THIS POINT THAT WE'RE GOING TO BE RAISING TAXES.

WE ARE NOT USING A, A ZERO BASE BUDGET.

UM, UH, PLAYED WITH THEM, TAUGHT ABOUT THEM LONG ENOUGH THAT I'M NOT CONVINCED THAT'S THE WAY TO DO IT.

I'M GOING TO, WE'RE GOING TO USE A LINE ITEM AND THEY'RE GOING TO HAVE TO JUSTIFY ANY INCREASES THAT THEY PUT IN THERE.

UM, THIS GIVES THE STAFF A LITTLE BIT MORE FLEXIBILITY WHEN THEY DEVELOP THEIR BUDGET.

I ALSO TOLD THEM NOT TO GO HOG WILD.

UM, WE'VE GOT ISSUES THAT WE'RE GOING TO HAVE TO DEAL WITH.

I DON'T ANTICIPATE INCREASING TAXES, BUT THE REALITY IS THE REALITY.

AND I THINK WITH THE COMPUTER SYSTEM, IF YOU'RE TALKING ABOUT LIKE FOR FINANCE AND I THINK, UH, IN YEARS PAST WHAT WE'VE BEEN ABLE TO DO TOO, WHICH I THINK IS A GOOD LONG-TERM STRATEGY, AS OPPOSED TO PAYING FOR IT ALL IN ONE YEAR, WE'VE BEEN ABLE TO PUT MONEY ASIDE EACH YEAR.

SO WHEN IT CAUGHT TIME CAME, UH, WE HAD THE MONEY READY TO GO FORWARD.

AND WE'VE DONE THAT TOO.

AND I'M NOT SURE WAS IT TWO YEARS AGO? MAYBE WE DID REASSESSMENT I BELIEVE TWO YEARS AGO.

SO THAT'S GOING TO BE COMING UP TO, I GUESS WE'LL BE STARTING THAT NEXT YEAR, THE THIRD YEAR WE'VE BEEN DOING IT EVERY FOUR YEARS.

AND AGAIN, THE COST OF THAT HAS BEEN ROUGHLY 400,000.

AND THAT'S ANOTHER THING, I GUESS THE MONEY IS IN SPECIAL FUNDS AND WE'VE BEEN ABLE TO PUT ASIDE EACH YEAR ABOUT A HUNDRED THOUSAND.

SO THEY THEY'RE GETTING AS A CAPITAL IMPROVEMENT OR YEAH.

BASICALLY, OR A SPECIAL FUND.

SO IT'S NOT AN ONGOING EXPENSE.

SO THERE AGAIN, THAT'S WHAT WE'VE BEEN ABLE TO DO.

SO, SO THERE'S LIKE I SAID, THE REASSESSMENTS COMING UP, PROBABLY THE BEGINNING OF IT NEXT YEAR AND THEN PROBABLY A YEAR AFTER WE'LL LOOK AT IT AND SEE WHAT THAT WOULD BE.

WE HAVE TO GIVE THEM WITHIN REASON, UM, WHAT THEY NEED HAVING SAID THAT I DO WANT TO SEE OUTCOME FOR WHAT I'M PUTTING IN.

SO IF YOU'RE GOING TO COME TO ME FOR MORE PERSONNEL AND THAT KIND OF THING, YOU BETTER GIVE ME SOME NUMBERS TO BACK IT UP JUST TO TELL YOU BECAUSE, UM, I WANT EVERYBODY TO BE ABLE TO DO THEIR JOB EFFICIENTLY, SAFELY AND WITH THE BEST EQUIPMENT.

UH, SO, YOU KNOW, IF THERE'S A PLACE WHERE I THINK THAT WE COULD, UH, LOOK AT IN TERMS OF CUTTING EXPENDITURES, THAT'S THE FIRST PLACE I WOULD START.

UM, IT, BECAUSE I'M NOT SURE THAT OUR COMMUNITY IS GOING TO RECEIVE, UH, THE RETURN ON INVESTMENT FOR $3 MILLION IN EXPENDITURES AT THIS POINT IN TIME.

SO I THINK THAT WOULD BE THE FIRST PLACE WE SHOULD LOOK.

UH, BETTER KNOWN AS, UM, GENTLY FARM, WHICH HAS BEEN IN THE ROCKLAND AGRICULTURE DISTRICT FOR 42 YEARS.

I I'M ALSO A MEMBER OF OUR LOCAL AGRICULTURE DISTRICT ADVISORY COMMITTEE.

I'M VERY PROUD THAT OUR AGRICULTURE DISTRICT IN ROCKLAND WAS THE FIRST TO BE ESTABLISHED IN VIRGINIA IN 1978, SHORTLY AFTER THE STATE ENABLED LEGISLATION FOR THESE DISTRICTS IN 1977.

AT THAT TIME, LIKE MANY OF OUR RURAL COMMUNITIES IN OUR STATE, WE WERE EXPERIENCING THE LOSS OF PRIME, PRODUCTIVE FARM LAND TO DEVELOPMENT.

WE WANTED ANY TOOL WE COULD FIND AND USE TO HELP PROTECT THE BEAUTIFUL RURAL CHARACTER OF OUR LARGE AND SMALL FARMS IN ROCKLIN, AND SIMPLY TO PROTECT OUR WAY OF LIFE.

WE NOW HAVE THREE AGRICULTURE DISTRICTS IN NORTHERN AND SOUTHERN WARREN COUNTY AND EVERY CITIZEN TRULY BENEFITS FROM THEM.

THEY ENSURE THE PRODUCTION OF FOOD FOR PEOPLE AND ANIMALS.

THEY PROVIDE THE ESSENTIAL OPEN SPACE FOR CLEAN AIR AND WATER FOR AND FOR WILDLIFE HABITATS, AS WELL AS PROVIDING BEAUTY TO US, ALL OUR LOVELY GENITAL RIVER AND THE MANY STREAMS FLOWING THROUGH WARREN COUNTY ARE PROTECTED BY LAND.

IN THESE THREE DISTRICTS.

MY ROCKLAND DISTRICT CONTAINS NEARLY 10,000 ACRES AND WE'RE HAPPY TO ADD CLOSE TO 500 MORE ACRES.

THIS YEAR IN 2020, OUR FARMS ARE BEING CARED FOR AND ARE AS PROJECT AND AS PRODUCTIVE AS EVER.

AND I THINK WE MUST ALL TO SEE THAT THIS CONTINUES.

IT IS MY HOPE THIS MORNING THAT YOU WILL VOTE TO CONTINUE OUR ROCK LAND SELF-AWARE THROUGH AND LIME TO AGRICULTURE, AS FAR AS SCHOOL DISTRICTS FOR ANOTHER 10 YEAR PERIOD, ALONG WITH ANY NEW ADDITIONS OF LAND.

UM, AND THE BIGGER CRITICAL NEED IS NOW WE'RE REACHING THE END OF EFFECTIVE LIFE OR END OF SUPPORT.

SO TO ADDRESS THESE NEEDS, WE'VE, UH, PROPOSED A, AN UPGRADE OF THE DISPATCH EQUIPMENT.

THIS IS, UH, THE LATEST AND GREATEST TECHNOLOGY.

UM, IT ALSO OPENS THE DOOR FOR GRANT FUNDING OPPORTUNITIES.

SO AT THE STATE LEVEL AND FEDERAL LEVEL, UH, IT'S RE VIRTUALLY A REQUIREMENT NOW TO HAVE THIS STANDARD BASED EQUIPMENT TO BE ABLE TO APPLY AND BE AWARDED A GRANT OPPORTUNITIES.

THERE'S OVER 50 JURISDICTIONS ACROSS THE STATE THAT HAVE THE COMMONWEALTH THAT HAVE, UM, THESE SAME CONSOLE, RADIO DISPATCH CONSOLES, AS WELL AS YOUR NEIGHBORS AND, UH, FREDERICK COUNTY, UH, CLARK COUNTY AND SHENANDOAH IMPLEMENTING RIGHT NOW.

IT'S VERY THICK WALLS, REBAR AND CONCRETE, WHICH POSES A CHALLENGE FOR RADIO SIGNALS TO PENETRATE INSIDE THE BUILDING.

UM, YOU MAY EVEN HAVE ISSUES WITH CELL PHONE COVERAGE AS WELL.

SO WE'VE PROPOSED A BI-DIRECTIONAL AMPLIFIER, IT'S AN AMPLIFIER SYSTEM INSIDE THE BUILDING.

IT HAS AN ANTENNA ON THE ROOF THAT RECEIVES THE RADIO SIGNAL FROM OUTSIDE.

RETRANSMIT IT, THAT SIGNAL INSIDE THE BUILDING SO THAT, UH, THE PUBLIC SAFETY FOLKS THAT WORK THERE EVERY DAY CAN CONTINUE TO LISTEN TO AND INTERACT AND, AND COMMUNICATE OVER THE RADIO SYSTEM, YOUR FIRE AND RESCUE, UH, FIRST RESPONDERS USE, UH, AN ANALOG BASED SYSTEM.

UM, AT OUR MEETING ON DECEMBER 1ST, WE DID REVIEW THOSE SIX CRITICAL ITEMS. UM, WE HAVE NOT CHANGED ANYTHING SINCE THAT TIME.

AND I CAN'T THINK OF A BETTER SITUATION FOR A NEW ADMINISTRATOR TO WALK INTO AND IS A STABLE, UH, EMPLOYEE BASE.

I WOULD THINK ANY POTENTIAL CANDIDATE WOULD WELCOME THAT OVERCOMING INTO A CHAOTIC SITUATION.

SO I THINK THAT THOSE WERE SOME OF OUR CONSIDERATIONS DURING THE STRATEGIC VISIONING PLAN.

AND I CAN APPRECIATE THAT, BUT BY THE OPPOSITE SIDE, TOO, YOU CAN HAVE A NEW HEAD MAN WALK IN.

AND THE STAFF THAT HAD PREVIOUSLY BEEN HIRED MAY NOT CLICK, AND THAT COULD BE A WORST POSSIBILITY.

WELL, I THINK THEN THAT, THAT WOULD PUT MORE OF THE ONUS ON THE SUPERVISORS TO MAKE SURE THAT WE HIRE THE RIGHT FIT SO THAT THEY DO, UH, WORK WELL

I THINK I WENT THROUGH THREE SEPARATE PRINCIPALS AND AT LEAST THREE, MAYBE FOUR SYSTEM PRINCIPLES.

AND AGAIN, WHEN WE AGREED TO HIRE MR. DALEY IN JULY, HE PUT FORTH THAT HE THOUGHT WE COULD HAVE SOMEONE HERE IN NOVEMBER AND THAT CHANGED.

AND THAT'S FINE.

I MEAN, THERE, AGAIN, MAYBE THE ONES WE GOT, I THINK, 18 APPLICATIONS, UM, AND, AND MAYBE THEY DIDN'T FIT THE BILL, OR MAYBE IT WAS ALREADY PREDETERMINED THAT WE DIDN'T WANT TO MAKE ANY CHANGES AT THAT TIME.

ONE WAS ALREADY THERE WHEN I TOOK OFFICE FOR THE TOWN.

I WAS HEAVILY INVOLVED IN HIRING HIS REPLACEMENT.

AND THEN MR. STANLEY WAS HERE WHEN I GOT ON THE BOARD, UH, WHEN WE DID IT ON THE TOWN, WE DID IT OURSELVES.

WE HAD LIKE 150 APPLICATIONS AND WE WENT THROUGH THEM ONE BY ONE, BUT IT'S KIND OF COME DOWN TO, UM, UH, CASTING AS WIDE A NET AS POSSIBLE.

I KNOW MR. DALEY HAS NUMEROUS CONTACTS, UH, THROUGH THE DIFFERENT ORGANIZATIONS AND HE CAST THE NET AND WE HAD PEOPLE I THINK, FROM WEST COAST, BUT I JUST SEEM TO THINK IN THERE AGAIN, UH, UH, MS. OAKS CAN, CAN, CAN TESTIFY AS FAR AS, UH, HER RECRUITMENT EXPERIENCES.

YOU KNOW, IF YOU GET AN OUTSIDE FIRM TO DO THIS, UM, AND WHAT I WOULD SUGGEST IS WE, WE LET HR JODI PUT TOGETHER AN RFP FOR AFFIRM, AND THAT COULD BE DONE RELATIVELY QUICK, CAUSE IT COULD BE PRETTY STANDARD.

AND THEN WE CAN START, UH, REVIEWING THOSE FIRMS JANUARY TO MARCH, AND THEN WE CAN START HAVING APPLICATIONS OR INTERVIEWS AND COULD THEORETICALLY HAVE SOMEBODY ON BOARD BY JULY ONE, WHICH I THINK WOULD BE A LOT BETTER TIMING BECAUSE THEN WE'RE DONE WITH THE BUDGET.

AND THEN THAT GIVES THEM TIME TO CATCH THEIR BREATH AND SEE WHAT WE DO.

AND MOST OF THESE CONTRACTS THAT I'VE SEEN, UM, AND JUST, I THINK LIKE THE TOWNS, THEY PAID AN X AMOUNT OF DOLLARS AND THEY WENT THROUGH THAT FIRST TIME AND I THINK THEY GOT LIKE 40 APPLICATIONS AND NONE OF THOSE SUITED.

SO THE FIRM ITSELF, AND THAT WOULD BE INCORPORATED IN OUR RFP OR THE CONTRACT, THE FIRM WOULD,
