TONIGHT, WE STAND BEFORE YOU TO HONOR, UH, CAPTAIN WAYNE DOTSON AND CAPTAIN RICHARD FLETCHER, THE DEPARTMENT OF FIRE AND RESCUE SERVICES UPON ANNOUNCING THEIR RETIREMENT EFFECTIVE APRIL ONE, 2021 FOR OVER 20 YEARS, THESE TWO INDIVIDUALS HAVE SERVED THE CITIZENS OF OUR COMMUNITY IN VARIOUS CAPACITIES OF OUR FIRE AND RESCUE SYSTEM, BOTH INSTRUMENTAL IN DEVELOPING AND ORGANIZING OUR FIRE AND RESCUE SYSTEM.

UH, BOTH OF WHICH WERE EARLY MEMBERS OF OUR CAREER ORGANIZATION, UM, AND PERSONALLY, UM, HAVE EFFECTED MY CAREER AND BEEN INSTRUMENTAL IN MY CAREER AS WELL AS IF YOU CAN LOOK BEHIND US, UH, THE VARIOUS DIFFERENT MEMBERS OF OUR ORGANIZATION THAT HAVE TURNED OUT TONIGHT TO SUPPORT THESE TWO INDIVIDUALS.

FIRST, WE'D LIKE TO CALL FIRST, WE'D LIKE TO CALL CAPTAIN WAYNE DOTSON.

THIS IS A RESOLUTION OF THE WARREN COUNTY BOARD OF SUPERVISORS HONORING WAYNE D. DODSON FIRE AND RESCUE CAPTAIN.

WHEREAS WAYNE D. DOTSON WAS HIRED AS ONE OF THE FIRST FIREFIGHTER PARAMEDICS OF THE WARREN COUNTY DEPARTMENT OF FIRE AND RESCUE SERVICES ON OCTOBER 1ST, 1998.

AND WHEREAS WAYNE D. DOTSON SERVED IN THE POSITION OF TRAINING OFFICER AND WAS RESPONSIBLE FOR THE TRAINING AND EDUCATION OF OUR COMMUNITY'S CAREER AND VOLUNTEER FIREFIGHTERS AND FUTURE LEADERS OF OUR ORGANIZATION.

AND WHEREAS WAYNE D. DODSON SERVED AT THE RANK OF CAPTAIN AND FOSTERED AN ENVIRONMENT THAT SUPPORTED THE DEPARTMENTAL SLOGO SLOGAN OF ONE DEPARTMENT, ONE MISSION, WHICH EXEMPLIFIES THE DEPARTMENT'S MISSION STATEMENT OF TO SERVE THE COMMUNITY AS ONE SINGLE DEPARTMENT WITH A COMMON MISSION TO DELIVER THE HIGHEST LEVEL OF SERVICES AND PERFORM AT OUR BEST TO THOSE IN NEED AT THEIR WORST.

CURRENTLY WE CANNOT STOP THE CHINESE COMMUNIST PARTY CCP FROM BECOMING FROM THIS CRIME, BUT WE CAN PREVENT KANTAR RESIDENTS FROM BECOMING THE UNWEIGHTING COMPOSERS TO THE MURDER OF INNOCENT PEOPLE.

THE PRACTICE OF NON CONSENSUAL ORGAN HARVESTING IN CHINA HAS RECEIVED ALMOST NO COVERAGE IN THE US MEDIA.

AS A RESULT, WE FIND THAT MANY RESIDENTS HERE IN WARREN CANTEEN HAVE NEVER HAD OFF OF THIS ISSUE.

EVEN LESS KNOWN IS THE FACT THAT ORGAN HARVESTING IS ONE OF THE MOST HANDLERS METHODS.

THIS MEDITATION PRACTICE OF TRUTHFULNESS, COMPASSION AND TOLERANCE HAS HELPED ME GET THROUGH TOUGH TIMES IN LIFE, BUT IN CHINA, FALLING ON PRACTITIONERS THAT HAVE BEEN UNJUSTLY TORTURED AND IMPRISONED FOR THE PAST 21 YEARS.

NOW, THEY ARE BEING EXECUTED FOR THEIR ORGANS IN WHAT HAS BECOME A MASSIVE NEW INDUSTRY.

THE FORCED ORGAN HARVESTING WAS AT FIRST A REPORTED IN 2006 AND CONTINUES TO TODAY.

THEY'RE TRYING TO COME IN AS A PARTY HAS BEEN ABLE TO GET AWAY WITH THE HUMAN RIGHTS VIOLATIONS AND TRYINA BECAUSE THEY HAVE AN EXTENSIVE INFLUENCE CAMPAIGN RIGHT HERE IN THE U S THEY TARGET OUR POLICYMAKERS AND OUR BUSINESS WITH A BILL MILLIONS OF DOLLARS OF PAID AD IN ALMOST ALL THE MAJOR NEWSPAPERS ABOUT BUSINESS OPPORTUNITIES IN CHINA DIGEST.

DON'T TELL US ABOUT THE FIRST LABOR CAMPS THAT ARE USED TO PRODUCE PRODUCTS MADE IN CHINA.

THEY TARGET OUR COLLEGES AND THE UNIVERSITIES BY GIVING THEM MILLIONS OF DOLLARS TO OPEN CONFUCIUS INSTITUTES, TO SUPPOSEDLY ASHTRAY THE STUDENTS ABOUT TRYING THIS CULTURE.

THEY JUST DON'T TELL US THAT THEY ARE DESIGNED TO INFLUENCE OUR STUDENTS WILL WITH A COMMUNIST IDEOLOGY.

IT'S CALLED QUALIFYING IMMUNITY.

AND THAT IS EXACTLY WHAT IS GOING TO HAPPEN.

WE ARE GOING TO LOSE LAW ENFORCEMENT OFFICERS BY THE DOZENS.

WE CAN'T ALLOW THIS 'CAUSE I, I HATE CUTTING PEOPLE OFF, BUT YOU HAVE GONE OVER A YEAR, THREE MINUTES.

I COME TO YOU THIS EVENING AS A FORMER PUBLIC SCHOOL TEACHER, FORMER PRIVATE SCHOOL ADMINISTRATOR, FORMER COACH BUS DRIVER AND LAW ENFORCEMENT OFFICER.

MORE IMPORTANTLY, I COME TO YOU THIS EVENING AS A CARING MEMBER OF THIS COMMUNITY, A HUSBAND AND FATHER OF A GRADUATE OF EVIL, SOME MORRISON ELEMENTARY SCHOOL.

AS I UNDERSTAND HISTORY, THE CURRENT SCHOOL THAT SITS WHERE ED WILSON MORRISON RESIDES IS NOW 80 YEARS OLD.

THE ORIGINAL WOODEN SEATS STILL EXIST IN THE CURRENT AUDITORIUM.

AND UPSTAIRS CLASSROOM HAS BEEN CREATIVELY USED FOR SEVERAL YEARS AS A PLAY AREA FOR THE CHILDREN.

WHEN IT IS TOO COLD TO GO OUTSIDE, DUE TO COVID REGULATIONS.

THIS ROOM HAS NOT BEEN ABLE TO BE USED THIS YEAR, SINCE IT WAS NEEDED TO STORE EXTRA DESKS AND CLASSROOM MATERIALS TO COMPLY WITH MITIGATION PROCEDURES.

CONSEQUENTLY, WHEN THE TEMPERATURE IS BELOW FREEZING OUTSIDE, THE YOUNG PEOPLE FOREGO THEIR MUCH NEEDED EXERCISE.

THIS OCCURS DESPITE MY UNDERSTANDING THAT 90% OF THE CHILDREN WHO ATTEND D WILSON MORRISON ELEMENTARY LIVE AT OR BELOW THE POVERTY LEVEL, I'M LED TO UNDERSTAND AT THE HIGHEST LEVEL OF AFRICAN-AMERICAN LATINO AND OTHER MINORITY ELEMENTARY AGED CHILDREN, WHICH OUR COUNTY SERVES ATTENDEE WILL SOME MORRISON.

DESPITE THIS, MY UNDERSTANDING IS THAT HE WILL SOME MORRISON ELEMENTARY SCHOOL IS STILL THE ONLY SCHOOL ELEMENTARY, MIDDLE OR HIGH SCHOOL, WHICH DOES NOT HAVE A DESIGNATED GYMNASIUM.

HOW IS THIS POSSIBLE IN 2021? HOW CAN THE PORES CHILDREN IN OUR COMMUNITY CONTINUE TO BE TREATED LIKE THE POOREST CHILDREN IN OUR COMMUNITY WHILE OTHER SCHOOLS RECEIVED NICE NEW DESK CHAIRS AND STATE-OF-THE-ART SUPPLIES.

THE CHILDREN OF THE WILSON MORRISON RECEIVE HAND-ME-DOWNS FROM OTHER SCHOOLS, FRIENDS IT'S 2021 FOR THE SAKE OF COMMON KINDNESS, PLEASE AGREE THAT WE CANNOT AFFORD TO WRECK CANNOT AFFORD NOT TO RECTIFY THIS.

YOU ARE ABOUT TO RECEIVE A BUDGET PROPOSAL IF YOU HAVE IT ALREADY FROM OUR LOCAL SCHOOL BOARD IN THAT PROPOSAL, OR SEVERAL ITEMS OF NEED OF ATTENTION TO

IF YOU LOOK CAREFULLY AT THE AMOUNT OF REQUESTS THAT IS NOT NEARLY ENOUGH IN MY VIEW, BUT THE MOST CONSERVATIVE AND RESPONSIBLE REQUESTS TO HELP US ALL LIVE WITHIN OUR MEANS.

FINALLY, WHILE I REALIZE THAT NAMING A BUILDING SEEMS FAR AHEAD, RIGHT NOW, I OFFER THIS MARGARET HOLMES.

AN AFRICAN-AMERICAN WOMAN SERVED AS THE PRINCIPAL AT EAGLESON MORRISON FOR MANY YEARS.

SHE WAS MY NOW 19 YEAR OLD SON'S PRINCIPAL FOR FIVE OF THOSE YEARS BECAUSE OF HER AND MANY OTHERS.

MY SON IS NOW A STUDENT AT JAMES MADISON UNIVERSITY.

PLEASE CONSIDER WHAT THE SCHOOL BOARD TO NAME THE RENOVATE OF THE AUDITORIUM IN HER HONOR, SINCE SHE HAS LEFT THE WILSON E WILSON HAS HAD FIVE PRINCIPALS IN THE PAST EIGHT YEARS, MRS. HOLMES SO MUCH WANTED TO SEE THAT AUDITORIUM FIXED TO SHOW THE CHILDREN AND OUR COMMUNITY AND THE STAFF THAT WORKED THERE THAT THEY TRULY MATTERED.

AS FAR AS THE NEW BUILDING IN OUR, IN OUR COMMUNITY, RESIDES A FAMILY THAT TRULY SHED PHYSICAL BLOOD, SWEAT, AND TEARS TO ENSURE THAT ALL OF US, ESPECIALLY THOSE WHOSE LIVES WERE SHATTERED AND CONTINUED TO STRUGGLE DUE TO THE LONGTERM EFFECTS OF RACISM IN OUR COUNTRY.

AGAIN, WHILE I REALIZED THAT THIS IS EARLY IN THE PROCESS, I PLAY WITH YOU TO DO YOUR PART IN HELPING HEAL THESE WOUNDS BY HONORING THE MANY SACRIFICES OF THE KILBY FAMILY, BY WORKING WITH THE SCHOOL BOARD, TO NAME THE NEW BUILDING AFTER THIS BEAUTIFUL FAMILY, WITH A FITTING MEMORIAL OF HONOR IN FRONT OF THE BUILDING, I'LL PERSONALLY PAY FOR THE MEMORIAL, WHAT BETTER PLACE THAN IN THE CENTER OF OUR TOWN TO SHOW OUR CHILDREN AND COMMUNITY THAT WE ARE MOVING FORWARD AS A COMMUNITY IN A GENUINE AND SUBSTANTIVE MANNER.

UM, THE APPLICANT AT THAT TIME, THE APPLICANT PROFFER TO DEDICATE A 60, UM, 60 FEET OF RIGHT AWAY FOR THE COUNTY'S PROPOSED COLLECTOR ROAD AT THE TIME OF FINAL SITE PLAN APPROVAL.

UM, THEY ALSO PROFFERED OTHER TRANSPORTATION IMPROVEMENTS AS I'VE LISTED IN MY COVER SHEET.

UM, I HAVE ATTACHED ALL THE PROPER STATEMENTS AND CONDITIONAL USE PERMIT IN YOUR PACKET.

UM, JUST THIS ROAD THAT I'M REFERRING TO, UM, IF YOU'RE BEHIND LIKE PANDA EXPRESS BETWEEN SEVEN 11 AND THE TARGET SHOPPING CENTER, YOU'LL SEE THAT THE ROAD STUBS OFF THERE AND THE COUNTY HAS PLANNED ON THEIR PLANS FOR THE PAST 20 YEARS TO HAVE A ROAD THAT WOULD CONNECT RIGHT OFF OF THAT, UP TO DIAMOND RIDGE ROAD AND, AND FURTHER IN THE FUTURE.

BUT, UM, AND THAT IS TO TAKE TRAFFIC OFF OF THE MAIN CORRIDOR HIGHWAY AND JUST, UM, TO HAVE THE TRAFFIC FLOW HAVE A BACK WAY TO GET TO THE BUSINESSES BASICALLY.

SO YOU DON'T HAVE TO GET BACK OUT ONTO THE CORRIDOR HIGHWAY.

UM, WE DO HAVE 50 FEET OF RIGHT AWAY THAT WAS, UM, GIVEN TO THE COUNTY AT THE REAR OF THE RURAL FARMS DEVELOPMENT.

AND THEIR REQUIREMENT IS THAT THERE'D BE THREE ACRES OF USABLE SPACE FOR THEIR STORAGE FACILITIES, UH, WITH THE 60 FOOT, RIGHT OF WAY IN PLACE AT THE BACK.

THIS CONSTRAINS THE ABILITY TO PROVIDE THEM WITH THE THREE ACRES IN ORDER TO GIVE THEM THE THREE ACRES, THE LINE WOULD HAVE TO MOVE FORWARD TO THE FORWARD PLATS, CUTTING OFF THE AVAILABLE ACREAGE FOR THOSE PLATS AND MAKING THEM LESS DESIRABLE FOR NATIONAL BUSINESSES AND FRANCHISEES.

SO WHAT WE'RE TRYING TO DO HERE TONIGHT, IN ADDITION TO GETTING APPROVED USAGE FOR THE ENCLOSED STORAGE IN THE SCREENED RV, UH, PARKING, WHICH DOESN'T INCLUDE ANY RV SERVICING OR SEWAGE DISPOSAL OR ANYTHING, IT'S JUST PARKING, GET THESE VEHICLES OFF THE STREETS OF THE COUNTY AND THE TOWN.

UH, WE ARE ASKING FOR A REDUCTION IN THE 60 FOOT WIDE PROFFERED RIGHT OF WAY AT THE BACK LINE OF THE BACK LOT, THIS WOULD ALLOW THE ACREAGE TO BE USED BY THE NEW INVESTOR, ALLOW THE STORAGE UNITS TO BE PLACED AND ALLOW FOR THE DEVELOPMENT, WITHOUT A REDUCTION.

IT'S GOING TO BE VERY DIFFICULT FOR MARLO AND SILENT TO MARKET THESE PARCELS FOR DEVELOPMENT, UH, AND WITHOUT DEVELOPMENT, YOU'RE GOING TO LOSE TAX DOLLARS AND YOU DON'T WANT TO DO THAT.

UH, IT SHOULD NOT BE AN ISSUE IF YOU LOOK AT THE PLATS, YOU'LL SEE THAT THE CORRIDOR THAT WAS PROPOSED IN 2018 DIPS WILDLY, AND DOESN'T EVEN USE ALL THAT MUCH OF THE 60 FOOT RIGHT OF WAY.

SO THE COUNTY IS GOING TO HAVE TO DEAL WITH THAT ISSUE.

IF THAT'S THE ROUTE TO BE USED, IF IT'S NOT THE ROUTE TO BE USED.

AND WE HAVE AN ALTERNATIVE SKETCH THAT SHOWS THAT THERE CAN BE OTHER, UH, PLACEMENT OF THAT RIGHT OF WAY, THEN, UH, WE COULD PERHAPS WORK OUT SOME SORT OF ARRANGEMENT, BUT THE BEST AND MOST FEASIBLE FOR, UH, ARRANGEMENT FROM OUR COMMERCIAL STANDPOINT IS TO REDUCE THE 60 FOOT WIDE EASEMENT TO A 30 FOOT EASEMENT.

IT SHOULD NOT IMPACT THE COUNTY.

THE COUNTY STILL HAS TO DEAL WITH OTHER LANDOWNERS THAT DOES IT HAVE PROFFERS WITH.

AND WE FEEL THAT THIS IS A REASONABLE REQUEST, GIVEN THE CONCESSIONS THAT MARLOWE AND SILAK HAVE MADE OVER THE YEARS.

AND, UM, FROM LOOKING AT WHAT WAS IN OUR PACKET, IT'S MUCH EASIER TO SEE THE ROADS ON THESE THREE THEN WHAT'S WAS IN OUR PACKET.

BUT MY QUESTION IS THE ROAD DIPS DOWN INTO THE LOT WHERE IT, HOW, HOW DO YOU DEVELOP THAT WHEN THE ROAD GOES THROUGH THERE? BUT THAT ISN'T PART OF THE PROFFER.

THE PROFFER IS A STRAIGHT LINE, 60 FEET ON THE BACK.

YEAH, I SEE THAT.

AND I JUST ASSUME THAT'S WHERE THE ROAD WAS GOING TO GO IN LINE WITH THAT, BUT WHAT'S ON HERE DIPS DOWN, RIGHT.

IT JUST GOES UP LIKE YOU SAY, AT AN ANGLE, BUT IF THE ROAD IS GOING TO BE CONSTRUCTED THIS WAY, AND YOU'RE BUILDING A BUILDING THERE IT'S, WE DON'T KNOW THAT WOULD BE A TAKING.

AND WE HOPE THAT THAT WOULDN'T OCCUR.

ANOTHER PIECE, ANOTHER PIECE, I THINK AROUND 2007 IS WHEN THE, THE, A PROFFER WAS GRANTED FOR THE, UH, NORTH SOUTH.

UH, IT A ROAD ACROSS THE VAC, UH, AT THE TIME ALSO HAD TO GIVE A HUNDRED THOUSAND DOLLAR BOND THAT IT WOULD BE, UH, BUILT.

AND AFTER 10 YEARS, UH, IN THE PROFFER WAS IF THE ROAD WASN'T BUILT, I'D GET THE A HUNDRED THOUSAND BACK IN THE 10 YEARS PAST WASN'T BUILT.

NOW WE HAVE A LITTLE BIT OF A DILEMMA WITH SOLD THREE ACRES, AND WE HAVE TO GIVE THEM THREE USABLE ACRES.

BUT IF WE PUSH IT TOO FAR TO THE EAST, THEN WE TAKE THE VALUE AWAY AS FAR AS, UH, THE NATIONAL, UH, COMPANIES WHO WANT TO COME IN NOW.

AS THE GOLF COURSE WAS CONSTRUCTED IN 1963 AND WAS CONSIDERED GRANDFATHERED AT THAT TIME.

IN 1999, THE GOLF CLUB OWNERS REQUESTED A MODIFICATION TO THE CUP TO RENOVATE AND EXPAND THEIR BANQUET HALL, RESTROOM FACILITIES, CLUBHOUSE CART BARN, AND MAINTENANCE FACILITY, AND A GOLF COURSE FOR A CHANGE OF USE FOR THE GUEST HOUSE TO A THREE BEDROOM BED AND BREAKFAST AT THIS TIME, THE CURRENT OWNER, UM, AND APPLICANT RICHARD RONDON JR IS REQUESTING TO ADD CANOE, KAYAK AND TUBING RENTALS IN ORDER TO DIVERSIFY THEIR OUTDOOR RECREATIONAL ACTIVITIES AT THE SHENANDOAH GOLF CLUB.

THIS WILL OFFER BOTH TOURISTS AND RESIDENTS OF WARREN COUNTY.

ANOTHER OUTLET.

THE GOLF CLUB WILL OFFER CANOE TRANSPORT SERVICES TO MORGAN FORWARD BOAT, BRIDGE FARMS, RIVERVIEW, BOAT, LANDINGS, AND BERRIES FERRY RAMP OFF ROUTE 50 IN CLARK COUNTY.

THE EXISTING BARN THAT'S ON THE PROPERTY WILL BE USED TO STORE AND MAINTAIN THEIR FLEET AND THEIR HARD SURFACE PARKING LOT, WHICH DOES HAVE SUFFICIENT PARKING WILL ACCOMMODATE THE CUSTOMER AND VEHICLE TRANSPORT.

CURRENTLY THEIR CONDITIONAL USE PERMIT ESTATE IS FROM 1984.

IT HAS BEEN MODIFIED.

IT'S AN AUTHORIZED USE OF A 27 HOLE GOLF COURSE AND RELATED FACILITIES.

AND NUMBER TWO APPLICANT SHALL COMPLY WITH ALL V DOT AND HEALTH DEPARTMENT REQUIREMENTS AND REGULATIONS.

WE ARE, UM, THEY ARE SEEKING TO JUST ADD AN ADDITIONAL USE THAT WOULD BE FOR CANOE, KAYAK, TUBING RENTALS, AND TRANSPORTATION SERVICE.

I, I PLAN TO SAY I'M VERY ACTIVE IN, IN, IN RENTING OUT, UM, THE HOUSE AND THEN USING A LOCAL PROPERTY MANAGER AS WELL.

THAT'S, THAT'S EVEN CLOSER TO THE PROPERTY, UM, ON A DAILY BASIS.

UM, ON TOP OF THAT, I DID WANT TO ADDRESS THE CONCERN BROUGHT UP DURING THE PLANNING COMMISSION'S MEETING.

UM, I ALTERED SLIGHTLY THE, THE PROPERTY MANAGEMENT PLAN, YOU KNOW, WE DID MENTION THE GRAVEL ROAD AND WE WANTED TO MAKE SURE ANY, ANY POTENTIAL RENTERS WERE AWARE OF THE DANGERS.

IT IS A SINGLE LANE ROAD AND VERY NARROW, UM, AND STRICTLY PUT IN A 10 MILE PER HOUR SPEED LIMIT ON TOP OF, UH, YOU KNOW, JUST WARNING THE DANGERS OF IT.

SO WE'RE BACK TO WARREN COUNTY PLANNING COMMISSION, 2020 ANNUAL REPORT, MRS. LOGAN, THE CODE OF VIRGINIA REQUIRES THAT LOCAL PLANNING COMMISSIONS MAKE AN ANNUAL REPORT TO THE GOVERNING BODY CONCERNING THE OPERATION OF THE COMMISSION AND THE STATUS OF PLANNING WITHIN ITS JURISDICTION.

THE PLANNING COMMISSION DISCUSSED AND APPROVED THE REPORT AT THEIR MEETING LAST WEEK.

UM, IN YOUR PACKETS, YOU SHOULD HAVE THE REPORT, UM, JUST TO GO THROUGH AND HIGHLIGHT, UM, BUILDING PERMITS THE COUNTY, UM, DID APPROVE 191 NEW HOUSING UNITS LAST YEAR.

AND, UM, THIS FOR THE YEAR 20, 20 AND 40 OF THOSE WERE IN THE TOWN AND 151 WERE OUTSIDE OF THE TOWN.

AND THE COUNTY IS AT A 1.1% ANNUAL GROWTH RATE.

WE MONITOR THAT, UM, EACH YEAR, ACCORDING TO THE NEW HOUSING PERMITS, THE PLANNING COMMISSION AND STAFF WERE BUSY, UM, IN 2020 REVIEWING A VARIETY OF PLANNING ISSUES.

AND OBVIOUSLY WE STILL ARE THIS YEAR.

UM, WE WORKED WITH THE AGRICULTURAL UNFORESEEABLE DISTRICT COMMITTEE TO RENEW ALL THREE DISTRICTS, UM, FOR A TOTAL OF 12,602 ACRES IN THE DISTRICT.

AND WE CONTINUE TO MANAGE THE COUNTY'S CONSERVATION EASEMENT PROGRAM.

WE WORKED WITH THE PROPERTY OWNER, UM, TO INCLUDE 443 ACRES IN AN EASEMENT.

HOW BY THE COUNTY AND THE COUNTY NOW HOLDS 3,543 ACRES IN EAST BENNETTS.

AND THESE MAPS ARE INCLUDED IN YOUR, UM, REPORT.

THE PLANNING COMMISSIONER REVIEWED 21 CONDITIONAL USE PERMITS LAST YEAR.

UM, AND WITH THE COVID 19 PANDEMIC, OUR OFFICE ISSUED A RECORD NUMBER OF HOME OFFICE PERMITS TOTALING 260 PERMITS.

THE PLANNING COMMISSION AND STAFF SPENT A GOOD AMOUNT OF TIME REVIEWING THE PROPOSED REZONING FOR THE SHEETZ CONVENIENCE STORE.

UM, WE WORKED WITH CHIPOTLE AND FIVE GUYS RESTAURANTS AND THE MULTI-TENANT BUILDING AT RIVERTON COMMONS, UM, FOR THEM TO OPEN.

UM, BY THE END OF LAST YEAR, THE PLANNING COMMISSION APPROVED A SITE PLAN FOR THE EXPANSION OF THE AUTO CARE CLINIC.

UM, WE'RE WORKING WITH ORANGE WAREHOUSE COMPANY FOR WAREHOUSE FACILITY ON THE CORNER OF BALL DRIVE AND FAIRGROUND ROOM.

AND WE WORKED WITH THE TECHNOLOGY COMPANY, UM, TO ISSUE A BI-RITE PERMIT FOR THEM TO BE LOCATED FRONT ROW WARREN COUNTY AIRPORT.

AND WE CONTINUE TO MEET WITH, UM, COMMERCIAL INDUSTRIAL BUSINESSES ALL THE TIME TO HELP GROW THE TAX BASE AND THE COUNTY, WE CONTINUE TO ORGANIZE AND LEAD THE DEVELOPMENT REVIEW COMMITTEE.

UM, WE REPRESENT COUNTY ON THE JOINT TOWN COUNTY TOURISM ADVISORY COMMITTEE.

I'M ON THE ANTI-LITTER COUNCIL ON THE TOWN'S COMMUNITY DEVELOPMENT BLOCK GRANT AND ON THE NORTHERN SHANDO REGIONAL COMMISSION, TRANSPORTATION TECHNICAL COMMITTEE.

WE, UM, THE PLANNING COMMISSION AND STAFF, UM, THE DEPARTMENT HANDLES THE WELL AND SEPTIC APPEALS BOARD.

WE HAD ONE OF THOSE APPLICATIONS LAST YEAR AND WE HANDLE THE BOARD OF ZONING APPEALS AND WE HAD TWO VARIANCES LAST YEAR.

UM, OUR GIS COORDINATOR CONTINUES TO WORK, UM, WITH THE SHERIFF'S DEPARTMENT AND THE TOWN AND THE NEXT GENERATION.

I'M A ONE PROJECT.

AND, UM, SHE CONTINUES TO DO MAPPING FOR A LOT OF VARIOUS COUNTIES AND AGENCIES AND PROJECTS WHEN WE DID WELCOME THREE NEW PLANNING COMMISSIONERS, UM, LAST YEAR.

AND, UM, WE LOOK FORWARD TO WORKING WITH THE BOARD OF SUPERVISORS AND THIS COMING YEAR TO CONTINUE TO REVIEW LAND USE ISSUES.

AND, UM, HOPEFULLY BEGINNING OF OUR CONFERENCE, A PLAN UPDATE AND RECOMMENDING AN UPDATED CAPITAL IMPROVEMENT PLAN.

WE'RE WAITING FOR PROJECTS TO BE SUBMITTED TO US BY THE END OF THIS MONTH TO GET THAT GOING.

AND, UM, WE LOOK FORWARD TO CONTINUING TO ASSESS THE PUBLIC.

I THINK THIS, THE NEW MEMBERS OF THE BOARD HAD TALKED ABOUT MAYBE GETTING AN IPAD AND STUFF.

I THINK MS. SHIRAKI HAD RESEARCHED THIS PREVIOUSLY, AS FAR AS THE COST BENEFITS, I WOULD SUGGEST THAT MAYBE LOOK AT THIS FOR A BUDGET MATTER.

SO THE NET WAS, YOU WERE ABOUT FOUR AND A HALF MILLION TO THE GOOD COMPARED TO THE BUDGET.

YOU ALSO INCREASED YOUR GENERAL FUND CASH BALANCED BY APPROXIMATELY $900,000.

SO IT WAS A, IT WAS A GOOD YEAR THERE.

AND DESPITE EVERYTHING ELSE THAT YOU LOOKED AT AND TALKED TO THE NET WAS, WAS VERY GOOD.

UH, THIS YEAR'S REVENUES AND EXPENDITURES LOOKING AT THE FEBRUARY, THE BIG CHART, YOU SEE WHERE WE'RE NOW TWO-THIRDS OF THE YEAR, 66.7%, WHATEVER.

AND WE'RE AT, UM,

APPROXIMATELY 68% OF OUR REVENUE, OUR FACT, EXCUSE ME, 62% OF THE REVENUE, BUT THAT'S BECAUSE YOUR SECOND HALF TAXES DON'T COME IN UNTIL SPRING AND YOUR REVENUE, YOUR EXPENDITURES RATHER, OR AT 68.

SO THEY'RE RIGHT IN LINE WITH WHERE YOU ANTICIPATE BEING IN CONSIDERING ALL OF YOUR COVID EXPENDITURES THIS PAST YEAR, I COMMEND YOUR DEPARTMENTS FOR WHAT THEY'VE BEEN ABLE TO DO.

UH, WOULD NOTE THAT NEXT WEEK WE HAVE THE MEETING WITH THE SCHOOL BOARD AT SIX O'CLOCK.

AND WHEREAS THE CHINA TRIBUNAL AND INDEPENDENT TRIBUNAL SITTING IN LONDON CHAIRED BY SIR JOFFREY, NICE QC, WHO WAS A PROSECUTOR AT THE INTERNATIONAL CRIMINAL TRIBUNAL FOR THE FORMER YUGOSLAVIA CONCLUDED ON JUNE 18TH, 2019 IN A UNANIMOUS DETERMINATION AT THE END OF ITS YEAR LONG HEARINGS, THAT THE KILLING OF DETAINEES IN CHINA FOR ORGAN TRANSPLANTS IS CONTINUING AND VICTIMS INCLUDE IMPRISONED FOLLOWERS OF THE FELON GONG MOVEMENT.

AND WHEREAS THE 2017 FREEDOM HOUSE REPORT QUOTE THE BATTLE FOR CHINA'S SPIRIT AND QUOTE STATES THAT AVAILABLE EVIDENCE SUGGESTS THAT FORCED EXTRACTION OF OREGON'S FROM FALUN GONG DETAINEES FOR SALE IN TRANSPLANT.

OPERATIONS HAS OCCURRED ON A LARGE SCALE AND MAY BE CONTINUING.

AND WHEREAS AN INVESTIGATIVE REPORT PUBLISHED IN JUNE, 2016 BY HUMAN RIGHTS ATTORNEY DAVID MADIS, FORMER CANADIAN SECRETARY OF STATE FOR ASIA PACIFIC DAVID KILGORE AND JOURNALIST.

ETHAN GUTMANN IS ESTIMATED THAT CHINA HAS PERFORMING TRANSPLANTS AT A RATE OF MOUNTING TO AN INDUSTRIAL SCALE STATE DIRECTED ORGAN TRANSPLANTATION SYSTEM CONTROLLED THROUGH NATIONAL POLICIES AND FUNDING AND IMPLICATING BOTH THE MILITARY AND CIVILIAN HEALTHCARE SYSTEMS AS KILGORE DESCRIBED THESE PRACTICES IN HIS SPEECH TO THE EUROPEAN PARLIAMENT IN 2016, AND WHEREAS PHELAN GONG, A SPIRITUAL PRACTICE INVOLVING MEDITATED QIGONG EXERCISES AND CENTERED ON THE VALUES OF TRUTHFULNESS, COMPASSION AND FORBEARANCE BECAME IMMENSELY POPULAR IN CHINA IN THE LATE 1990S WITH MULTIPLE ESTIMATES PLACING THE NUMBER OF PRACTITIONERS AT UPWARDS OF 70 MILLION.

HUNDREDS OF THOUSANDS OF FALUN GONG PRACTITIONERS HAVE BEEN DETAINED EXTRA LEGALLY IN CHINESE RE-EDUCATION THROUGH LABOR CAMPS, DETENTION CENTERS AND PRISONS WHERE PHYSICAL AND MENTAL TORTURE IS COMMON.

WHEREAS IN JUNE, 2016, THE UNITED STATES HOUSE OF REPRESENTATIVES UNANIMOUSLY PASSED HOUSE RESOLUTION THREE, FOUR, THREE, CONDEMNING THE SYSTEMIC STATE SANCTIONED ORGAN HARVESTING FROM PAK, FROM PRACTITIONERS OF FALUN GONG AND OTHER PRISONERS OF CONSCIENCE.

AND WHEREAS THERE HAS BEEN LITTLE MEDIA COVERAGE OF THIS YET DOZENS OF WARREN COUNTY CITIZENS PETITION TO THE BOARD OF SUPERVISORS TO TAKE UP THIS MATTER.

AND WHEREAS WARREN COUNTY RESIDENTS SHOULD BE FULLY INFORMED OF THE OREGON SOURCE IN CHINA BEFORE THEY MAKE THE DECISION TO ENGAGE IN OREGON TRANSPLANT TOURISM IN CHINA AND THE WARREN COUNTY BOARD OF SUPERVISORS THAT SHOULD ASSIST IN RAISING AWARENESS IN THIS REGARD.

NOW THEREFORE BE IT RESOLVED BY THE WARREN COUNTY BOARD OF SUPERVISORS THAT THE RESIDENTS AND THE MEDICAL COMMUNITY SERVICING WARREN COUNTY IN THE IMMEDIATE REGION, BE INFORMED ABOUT THE RISKS OF TRAVEL TO CHINA FOR ORGAN TRANSPLANTS, TO HELP PREVENT LOCAL CITIZENS FROM BECOMING ACCOMPLICES IN STATE SPONSORED FORCED ORGAN HARVESTING FROM PRISONERS OF CONSCIENCE AND WILL PROVIDE COPIES OF THIS RESOLUTION TO THE GOVERNOR OF VIRGINIA AND THE VIRGINIA DEPARTMENT OF HEALTH.

2018 WARREN COUNTY AND THE TOWN OF FRONT ROYAL CONTRACTOR WITH FRAZIER AND ASSOCIATES TO DESIGN A WAY FINDING SCIENCE SYSTEM FOR, UM, ART COMMUNITY.

I, I DID A PRESENTATION LAST WEEK AT THE BOARD OF SUPERVISORS WORK SESSION.

THE WAYFINDING SIGN PROGRAM WAS A PRIORITY OF THE COUNTY AND TOWN.

WHEN, WHEN THE JOINT TOURISM COMMITTEE WAS FORMED IN 2017, UM, WE'VE WORKED THROUGH 2019, UM, WHEN THE LIST OF DESTINATIONS AND THE SIGNS WHERE DESIGN AND DEVELOPMENT OF CONSTRUCTION DOCUMENTS, UM, MAKING AN ACCORDANCE WITH COMMUNITY WAYFINDING MANUAL AND IN 2020, THE PLANS WERE SUBMITTED TO BEAT OUT FOR REVIEW, WHICH HAS SINCE BEEN APPROVED.

UM, STAFF WILL BE WORKING WITH THAT THROUGHOUT THE INSTALLATION PROCESS TO ENSURE COMPLIANCE WITH ALL OF THEIR REGULATIONS.

THE TOWN HAS BED, THE TRAILBLAZING SIGNS PORTION OF THE PROGRAM.

I RECEIVED NINE BEDS.

THE COUNTY'S CALLS FOR THE 18 TRAILBLAZING SIGNS, UM, IN THE COUNTY WILL BE $84,900.

UM, THE TOWN WOULD BE, UM, COVERING THEIR COSTS FOR THE 37, 12 TRAILBLAZING SIGNS LOCATED IN THE TOWN.

UM, THE DEADLINE TO USE THEIR GRANT FUNDING, UM, THROUGH THE CDBG GRANT THEY HAVE AS QUICKLY APPROACHING.

SO IN YOUR PACKETS, DO YOU HAVE A PROPOSED MEMORANDUM OF AGREEMENT WITH THE TOWN, FOR THE WAYFINDING SIGNS AWARD? UM, THE MEMORANDUM LIST OF RESPONSIBILITIES FOR THE TALENT AND COUNTY.

AND, UM, WE WOULD BE WORKING WITH THE ONE CONTRACTOR FOR THE SIGNS, WHICH WOULD ALLOW THE FABRICATION, THE SCIENCE TO BE COHESIVE.

UM, THE COUNTY'S COST WOULD COME FROM THE SPECIAL PROJECTS FUND, WHICH HAS BEEN SET ASIDE FOR THE PAST.

UM, PROBABLY ABOUT THREE YEARS SINCE THE COUNTY BEGAN COLLECTING, UM, THE ADDITIONAL 3% TRANSIENT OCCUPANCY TAX AND FISCAL YEAR, 2017, 2018.

WE'VE HAD A WAYFINDING, UM, PROJECTS FUND, UM, IN ANTICIPATION OF THIS PROJECT HAPPENING.

UM, AT SOME POINT IN THE FUTURE, UM, MS. JORDAN HAS REVIEWED THE, UM, MEMORANDUM OF AGREEMENT.

SHE HAD HAD SOME CHANGES AND HAD SUBMITTED THEM BACK TO THE TOWN AND THAT THE FINAL AGREEMENT IS IN YOUR PACKETS.

SO THIS WOULD, UM, IF YOU DECIDE TO MOVE FORWARD, BE AN OPPORTUNITY TO PICK UP SOME OF THE REMAINING MATURITIES.

UM, AS WE'VE TALKED ABOUT BEFORE, UM, GOING THROUGH THE VIRGINIA PUBLIC SCHOOL AUTHORITY, UM, YOUR, YOU KNOW, YOUR PAYMENT DATES ARE SET BY THAT PROGRAM.

THIS SPRING, THAT MONEY WOULD BE INVESTED IN AN ESCROW SPECIFIC TO THE 2014 BONDS SIZE TO THE PENNY.

UM, THERE'D BE AN INVESTED IN US TREASURIES.

AND THEN THE 2014 BONDS WOULD ESSENTIALLY BE DEFEASE.

THEY WOULD NOT BE NEAT.

ONE OF THOSE PARAMETERS IS WE DON'T WANT TO ISSUE, UM, DEBT ABOVE X.

WELL, WE WON'T, WE'VE GOT A LITTLE BIT OF CUSHION IN THAT NUMBER.

I THINK THE NUMBER IS 24 MILLION.

WE'RE ONLY IF YOU MOVE FORWARD, WE'RE ONLY GOING TO ISSUE AS MUCH DEBT AS YOU NEED TO REFUND.

UM, THESE BONDS.

UM, ANOTHER PARAMETER IS WE DON'T WANT THE TERM OF THE DEBT TO BE BEYOND A CERTAIN DATE, AND IT WON'T BE, IT'S GOING TO BE MATCHED MATURITY.

WE'RE NOT GOING TO EXTEND THE PAYMENTS AND THE THIRD AND PROBABLY MOST IMPORTANT PARAMETER IN THAT RESOLUTION IS A MINIMUM SAVINGS THRESHOLD.

AND SO WE, WE DO, WE'VE INCLUDED THAT AS A NET PRESENT VALUE PERCENTAGE AND AS A MINIMUM, AND WHAT WHAT'S IN THERE RIGHT NOW IN BRACKETS IS 3% NET PRESENT VALUE SAVINGS.

SO WE'RE ABOVE THAT CURRENTLY, BUT YOU CAN SEE, UH, AN INCREASE IN 10 TO 15, MAYBE 20 BASIS POINTS.

YOU'RE GOING TO GET CLOSER TO THAT, THAT MINIMUM THRESHOLD, A 3% SAVINGS TRANSACTION WOULD YIELD ABOUT $40,000 A YEAR OR $725,000 IN TOTAL FOR A LITTLE BIT OF PERSPECTIVE.

UM, YOU CAN AMEND THAT PARAMETER IF YOU WANT TO, YOU COULD CONSIDER PUTTING IT INTO A HIGHER LEVEL IF YOU'D LIKE TO DO THAT.

UM, AND I WANTED TO TALK A LITTLE BIT ABOUT HOW THE PARAMETER WOULD, WOULD WORK, HOW THE RESOLUTION WOULD, WOULD WORK.

UM, ACTUALLY I WANT TO COVER PAGE THREE REAL QUICK, QUICKLY, UM, ON PAGE THREE, WE'RE SHOWING YOU THE MATURITIES THAT ARE ELIGIBLE TO BE REFUNDED, AND THAT SUMS UP TO THAT ROUGHLY $20 MILLION.

UM, AND YOU'LL SEE EITHER BY THE DOLLAR AMOUNTS OR THE PERCENTAGES THAT SOME OF THESE MATURITIES ARE CREATING OR GENERATING MORE SAVINGS THAN OTHERS.

GENERALLY THOSE THAT ARE TOWARDS THE END OF THE, THE AMORTIZATION SCHEDULE ARE WORKING BETTER.

UM, THE PARAMETER THAT'S IN THE RESOLUTION, AND LET'S SAY, YOU, YOU, YOU DECIDE TO CONSIDER APPROVING THE RESOLUTION AND YOU LEAVE IT AT 3% SAVINGS.

WHAT THAT PARAMETER IS SAYING IS IF,

IF, IF WE'RE OVER THREE, IF WE'RE UNDER 3%, WE MIGHT WANT TO PICK AND CHOOSE, LIKE WE DID THIS LAST TIME, BUT IF WE'RE AT 3% OR ABOVE, THEN WE GOT TO TAKE THEM.

SO IF YOU HAD ESTABLISHED 5%, AND THIS IS WHERE IT CAME IN ON APRIL 20TH, YOU DO NOT HAVE, THIS WILL NOT TAKE PLACE BECAUSE WE DIDN'T HIT 5%.

UNLESS YOU DECIDE THAT YOU WANT TO TAKE THOSE LAST THREE MATURITIES, WHICH YOU, THE COUNTY CAN DO AT THEIR DISCRETION THAT DAY, IN WHICH CASE YOU'RE GOING TO BE PROBABLY CLOSER TO, YOU KNOW, YOU'LL, YOU'LL BE ABOVE 5%, BUT I MEAN, WHEN YOU, THEORETICALLY, WOULDN'T YOU TAKE 20, 26 AND 37 38 AND 39.

AND IF THE COUNTY HAD JUST DECIDED TO DROP OUT ENTIRELY, IT WOULD NOT HAVE IMPACTED THEIR SALE IN ANY REAL MEANINGFUL WAY.

SO THEY WERE ABLE TO GIVE YOU ALL AND OTHERS MORE FLEXIBILITY.

BUT IN THIS CASE, WE WANTED TO BE VERY CLEAR WITH THEM.

UM, WHAT'S IN THAT RESOLUTION WILL DRIVE THE DECISION OF WHERE W WHETHER WE'RE IN OR OUT, NOT SOME OTHER SORT OF, UM, MORE SUBJECTIVE DECISION POINT.

AND, AND, AND SO WE WANTED TO REALLY EMPHASIZE THAT THIS GO ROUND, THAT THE PARAMETER IN THAT RESOLUTION WILL DRIVE WHETHER WE'RE IN OR OUT, UNLESS WE CAN IMPROVE ON IT BY DROPPING SOME MATURITIES, WHICH YOU WOULD ONLY DO IF YOU WANTED TO, UM, YOU KNOW, TAKE THAT NEXT STEP.

SO, WOULD IT MAKE MORE SENSE FOR US TO DO A THRESHOLD OF FOUR? EXACTLY.

I WAS GOING TO SAY 4%, WHICH WOULD GIVE US LATITUDE WITH THAT.

I THINK THAT GIVES YOU A LITTLE BETTER OPTION THERE.

MA'AM, UM, I LIKED THE 4.86.

I JUST AM SKEPTICAL OF WHAT THE MARKET WILL DO IN THE NEXT MONTH.

AND I WOULD FEEL A LITTLE BETTER THAT IT PUTS YOUR SAVINGS APPROXIMATELY 50,000.

I HAVEN'T DONE THE CALCULATION, BUT I HAD 40 WRITTEN DOWN OVER HERE BEFORE TED.

SO I FIGURED FOUR IS GOING TO BE ABOUT 50,000, A LITTLE BIT LESS, 48, 49.

AND IF SOME OF THESE DROPOUTS, SO BE IT.

RIGHT, RIGHT.

SO WE NEED TO ADOPT THE RESOLUTION WITH THAT THRESHOLD TONIGHT.

BRETT, IF YOU WANT TO ADOPT THE RESOLUTION THAT I WOULD ADMIT, I WOULD RECOMMEND AMENDING IT TO 4%.

AND IF THAT IS WHAT YOU ALL ULTIMATELY DECIDE TO DO, THAT WILL BE THE, THE, THE ONLY ACTION NECESSARY.

SO WE WOULD BE AHEAD OF THAT.
