HOOVER, MADAM CHAIR, MEMBERS OF THE BOARD OF SUPERVISORS IN MARCH, 1836, THE YEAR OF THE ALAMO, THE GENERAL ASSEMBLY CREATED WARREN COUNTY OUT OF PARTS OF SHENANDOAH AND FREDERICK COUNTIES 185 YEARS AGO. NOW THOSE KNOW ME KNOW THAT I PREFER SPENDING MY TIME IN THE EVER PRESENT PAST THAN IN THE EVER PRESENT PRESENT. SO WHEN WE RETIRED AND MOVED TO WARREN COUNTY, WE FOUND OURSELVES IN A PARADISE IN A WHOLE PAST FULL OF HISTORIC PASSION, A GENUINE PAST FULL OF AMERICAN EXPERIENCE. SO WE WILL RECEIVE THE BENEFIT OF $67,000 WORTH OF DUE DILIGENCE WORK TO INCREASE THE TIER RANKING OF THAT LAND AND DRAPER ADEN, UH, ENGINEERING GROUP WILL PERFORM THAT WORK, UH, LIKELY WITHIN SEVEN MONTHS. AND AGAIN, THIS IS PHASE ONE, ENVIRONMENTAL, UH, WETLANDS, RARE, THREATENED SPECIES DETERMINATIONS, UM, AND AN ALTA SURVEY FOR THAT PROPERTY. AND THIS WILL ALLOW OUR PROPERTY TO BE ELEVATED TO AT LEAST THE TIER THREE AND MOST LIKELY A TIER FOUR SINCE THE PHYSICAL INFRASTRUCTURE, THE WATER SEWER, ELECTRIC GAS AND FIBER ARE ALL IN PLACE OUT THERE, AND IT SHOULD MAKE, UH, THOSE PROPERTIES THAT MUCH MORE COMPETITIVE WITH OTHERS IN OUR REGION FOR INVESTMENT. JUST TO GIVE YOU A LITTLE BIT OF INFORMATION IN FEDERAL FISCAL YEAR 2019 4.4 MILLION REPORTS WERE MADE, UH, FOR CHILD PROTECTIVE SERVICES NATIONWIDE, UH, THE US CENTERS FOR DISEASE CONTROL AND PREVENTION LINKS, ADVERSE CHILDHOOD EXPERIENCES WITH A LONG, UM, A RANGE OF LONG-TERM HEALTH ISSUES, DISEASES SUCH AS ISCHEMIC, HEART DISEASE, CHRONIC OBSTRUCTIVE PULMONARY DISEASE, LIVER DISEASE, AND OTHER HEALTH RELATED ISSUES, UM, ARE TIED TO A HISTORY OF CHILD ABUSE. AS MANY AS TWO THIRDS OF THE PEOPLE IN TREATMENT FOR DRUG ABUSE REPORTED BEING NEGLECTED AS CHILDREN IN VIRGINIA IN 2020, THERE ARE 33,880 REPORTS OF CHILD ABUSE INVOLVING 52,000 CHILDREN. 33% OF ALL VICTIMS WERE AGE THREE OR YOUNGER. 40% WERE AGES FOUR TO 11. 60% OF THE MALTREATMENT REPORTED WAS DUE TO PHYSICAL NEGLECT, 26% DUE TO PHYSICAL ABUSE, 9% SEXUAL ABUSE AND 3% MENTAL ABUSE OR NEGLECT HERE IN WARREN COUNTY. LAST YEAR, WE RECEIVED 965 PHYSICAL ABUSE AND NEGLECT REPORTS BEFORE HE USED THE HANDS OVER 40, ALMOST 50 YEARS OF EXPERIENCE IN PROTECTING THE YOUTH AND CHILDREN OF WARREN COUNTY. YOU HAVE IN FRONT OF YOUR PROCLAMATION ASKING YOU TO, UM, DECLARE APRIL AS CHILD ABUSE PREVENTION MONTH IN WARREN COUNTY. UH, THERE ARE 10 PINWHEEL GARDENS THROUGHOUT THE COUNTY ONES RIGHT OUTSIDE OUR BUILDING HERE. IN ADDITION, THE COUNTY STAFF NOTIFIED THEM AGAIN, WORKING WITH LAW ENFORCEMENT, BOTH THE FBI CYBER CRIMES DIVISION AND THE VIRGINIA STATE POLICE HIGH-TECH CRIMES DIVISION WARREN COUNTY STAFF ALSO GAVE NOTICE TO ITS CYBER INSURANCE PROVIDER WHO IN TURN ENGAGED, CYBER SECURITY LAWYERS, CYBER SECURITY FORENSICS TEAMS ON THE BEHALF OF WARREN COUNTY TO INVESTIGATE THIS WARREN COUNTY STAFF HAVE BEEN HARD AT WORK, RESTORING THE SERVICES TO S TO A SECURE AND SAFE ENVIRONMENT, INCLUDING MOVING A NUMBER OF THE SERVICES INTO THE CLOUD. WHILE WE ARE EAGER TO RESUME OPERATIONS, WE NEED TO DO SO IN THE MOST PRUDENT WAY POSSIBLE. THERE WAS NO, NO ADDITIONAL SPACE TO THAT TECHNOLOGY AS IT IS. WE STILL NEED TO CARRY A LOT OF EQUIPMENT FOR WHAT WE DO. WE FOUND THAT THE SPACE WAS NOT SUFFICIENT FOR THOSE. SO WE WENT TO AN EXTENDED CAB RIGHT NOW, THE VEHICLES THAT WE HAVE, WE HAVE, UH, FOUR, I THINK, FOUR, UH, EXTENDED CABS. WE'RE ACTUALLY FINDING THAT THERE'S NOT ENOUGH SPACE STILL WITH THE EXTENDED CAB TO CARRY THE CODE BOOKS, THE EQUIPMENT THAT WE USE TO DO THE INSPECTIONS. SO WE, WE PRETTY MUCH KNEW AT THAT POINT IN TIME THAT WE WEREN'T GOING TO GET ANYTHING BETTER THAN WHAT THE SCAPE STAY CONTRACT WAS. AND MOST OF THE DEPARTMENTS HANDLE IT THAT WAY. WHEN WE LOOKED AT THIS YEAR TO DO A PURCHASE, THE VERY FIRST THING I LOOKED AT IS PICKUP TRUCKS, JUST TO MAKE SURE THE ACTUAL COLORADO WITH A FOUR-DOOR ACTUALLY COLORADO ACROSS THE BOARD. THE LAST TIME THAT WE COULD ACTUALLY ORDER THAT WAS BACK IN DECEMBER, THE COLORADO IT'S SULFUR FOUR-DOOR IS APPROXIMATELY $2,000 LESS. THAT'S NOT WITH THE EXACT SAME TYPE OF FEATURES AS THE EXPLORER HAS THAT STANDARD. SO WE LOOKED AT THAT. HOWEVER, THE PROBLEM WITH THAT IS THE COLORADO THAT WE HAVE RIGHT NOW ARE APPROXIMATELY THREE MILES PER GALLON, LESS FUEL EFFICIENT THAN WHAT THE EXPLORER IS JUST BECAUSE OF THE ENGINE TYPE AND, UH, ECONOMY BASIS. IF YOU TAKE THAT THREE MILES PER GALLON OVER A YEAR, 12,000 MILES AVERAGE, DEPENDING, AND I'VE HEARD ESTIMATES AS FAR AS GOING UP TO $4, YOU'RE TALKING ABOUT $500 PER YEAR IN FUEL. SO IN FOUR YEARS, THAT $2,000 BECOMES A MUTE POINT. OUR VEHICLES, OUR LAST ONE IS EIGHT YEARS OLD. THAT'S THE EXPLORER THAT WE HAVE AT THIS POINT IN TIME. THAT'S THE NEWEST VEHICLE THAT WE HAVE THE OLDEST ONE, OBVIOUSLY, AND IT WAS IN 1998. SO THAT WAS KIND OF THE GENESIS, AS FAR AS WHERE WE'RE AT WITH UTILIZING THE SPORT UTILITY VEHICLE, AS OPPOSED TO A PICKUP TRUCK BODY. AND, UM, FRANKLY THE SAFETY OF THOSE BUSES WAS A CONCERN. SO WHAT, WHAT I BELIEVE THIS BOARD IS ATTEMPTING TO DO IS TO MAKE SURE THAT THAT, THAT, THAT MILLION DOLLAR SURPLUS GOES TOWARD THE BUS FUND. YES. SO THAT'S WHAT WE'RE ATTEMPTING TO DO TODAY. MOST CLOSELY FITS THAT IS PUPIL TRANSPORTATION, BUT AS DR. DALEY POINTS OUT, THAT'S NOT JUST BUSES THE, UM, THE FIRST TWO ITEMS, THE CAPITAL IMPROVEMENT AND THE BUSES, IF YOU WANT. AND DR. BELL, I THINK DR. BALLENGER IS COMING FORWARD. IF YOU WANT, UM, SPECIFY, WE'RE GOING TO BUY EIGHT BUSES, THEN YOU CAN SET UP THESE FUNDS THAT ARE IN YOUR MOTION, THE 380,000. AND THEN FOR US TO SAY, WE WANT TO, WE WANT 500,000 THIS YEAR FOR BUSES, AND THEN HAVE THAT APPROPRIATION COME THROUGH, WHICH IS SIMILAR TO THE TEXTBOOK BECAUSE ALSO THE TEXTBOOK AT THAT, WHEN WE DO TEXTBOOKS, WE STILL HAVE TO HAVE AN APPROPRIATION FOR THAT TEXTBOOK ACCOUNT. SO WE HAVE TO INCLUDE AN APPROPRIATION FOR THAT TEXTBOOK ACCOUNT IN, FOR US TO LEGALLY SPEND THOSE FUNDS. AND SO THAT'S ALL PART OF THAT APPROPRIATION WHEN YOU LOOK AT WHICH ACCOUNT IT'S IN AND, AND HOW, HOW THAT WORKS. AND THEN WHAT HAPPENS IS, IS THAT THE BUDGET, THEN THAT'S THE NUMBER OF THE BUDGET'S GOING TO BE BASED ON NEXT YEAR AND THAT, AND THIS IS ACTUALLY A SURPLUS AND WE WANT TO MAKE SURE THE SURPLUS IS DESIGNATED TO A SPECIFIC, UM, I COUNT SO THAT WE AREN'T BUILDING A BUDGET THAT YOU, AS YOU ASTUTELY PUT, WE'RE GOING TO HAVE TO MAINTAIN EVERY YEAR FROM THIS POINT FORWARD. AND, AND THE THING WITH WHEN YOU LOOK AT YOUR CARRY OVER THOSE FUNDS NEVER GO INTO THE OPERATING BUDGET. SO EVEN WITH THE CAPITAL IMPROVEMENT PLAN OR AT CAPITAL IMPROVEMENT ACCOUNT, THAT'S NOT PART OF THE OPERATING BUDGET. SO THOSE ARE, THOSE ARE ALWAYS PULLED OUT SEPARATELY. UM, THE SAME THING WITH, UM, WITH, WITH OUR BONDS AND, AND PAYING THAT BACK, YOU KNOW, WE, THOSE ARE SEPARATE ITEMS OUTSIDE OF THE, THE OPERATING BUDGET.
