I'VE IT'S, IT'S ONLY BEEN PROBABLY FOUR MONTHS SINCE I LASTED UP HERE. UM, WE, I WORK FOR MCGRIFF INSURANCE SERVICES AND WE HELP COUNTIES AND SCHOOL SYSTEMS NAVIGATE THE PROCESS OF LOOKING AT HEALTH INSURANCE OPTIONS. AND THE REASON I WAS HERE ABOUT FIVE MONTHS AGO WAS WARREN COUNTY SCHOOL BOARD, UM, KIND OF THROUGH THE PROCESS. AND MANY OF YOU PROBABLY READ IN THE PAPERS BACK IN FOURTH QUARTER OF LAST YEAR, ANTHEM WAS HAVING TROUBLE WITH THEIR HOSPITAL NEGOTIATION AND A LOT OF THE SCHOOL SYSTEMS AND COUNTIES AT THAT POINT, DECIDED WE'VE GOT TO HAVE A BACKUP PLAN, WENT OUT TO BID AND ULTIMATELY THE SCHOOL SYSTEM LEFT BLUE CROSS AS WELL AS MANY OTHER SYSTEMS, SHENDRO COUNTY, SHANNON COUNTY SCHOOLS, CITY WINCHESTER. UM, BUT IT JUST WAS FORTUITOUS THAT THE COUNTY WARREN COUNTY WAS GOING TO BE DOING AN RFP THIS YEAR. ANYWAYS, IT WAS EVERY FOUR OR FIVE YEARS THAT YOU ALL DO ONE. SO THE TIMING WAS RIGHT. YOU CERTAINLY DIDN'T DIDN'T NEED TO DO ANYTHING BACK IN JANUARY, FEBRUARY. SO THAT BROUGHT US TO THE, TO WHERE WE ARE TODAY, WHICH WAS WE WITH THE HELP OF DR. DALEY AND KI AND JODY, WE PULLED TOGETHER AN RFP, PUT IT ON THE STREET FOR, FOR MEDICAL OPTIONS, DENTAL OPTIONS, ENVISION OPTIONS. AND TO GIVE YOU A LITTLE BIT OF SOME, SOME BACKGROUND ON WHAT THE COUNTY HAS TODAY, YOU'RE COVERED THROUGH, WHAT'S CALLED THE LOCAL CHOICE, WHICH IS A STATE SET UP PROGRAM. YOU'RE STILL KIND OF, THE RATES ARE BASED ON YOUR OWN EXPERIENCE, BUT IN A LOT OF RESPECTS, IT IS A SET PACKAGE OF PLANS, A FEW TO CHOOSE FROM. AND YOU, WITHIN THAT PACKAGE, YOU GET MEDICAL, DENTAL AND VISION IT'S PACKAGED. SO IF YOU TAKE FAMILY MEDICAL, YOU GET FAMILY DENTAL. IF YOU TAKE SINGLE MEDICAL, YOU GET SINGLE DENTAL IN A SINGLE VISION. SO THAT'S WHERE YOU'RE SITTING TODAY. SO IN THIS PROCESS THAT WE DID IN THE RFP PROCESS, WE OBVIOUSLY ASKED FOR AN APPLES TO APPLES COMPARISON WHEN WE WERE LOOKING AT, AT THE DIFFERENT COMPANIES. AND HOPEFULLY YOU'VE GOT A COPY OF THIS, BUT ON THE, ON THE PRESENT, ON THE, ON THE SLIDE SHOW, SEVERAL COMPANIES QUOTED, UM, THIS YEAR, WHICH IS, WHICH IS EXCITING. WE DON'T HAVE A TREMENDOUS NUMBER OF HEALTH INSURANCE OPTIONS IN OUR PART OF THE NORTHERN SHENANDOAH VALLEY. SO IT'S NICE WHEN WE, WHEN WE DO GET SOME COMPETITION. SO AGAIN, WE HAD THE LOCAL CHOICE RENEWAL IN HAND, WHICH WAS ABOUT A 2% REDUCTION. WE GOT QUOTES FROM ANTHEM. AND WHEN YOU SEE WHOLE PACKAGE, IT MEANS THEY QUOTED THE MEDICAL, THE DENTAL AND THE VISION ANTHEM DIRECT, MEANING NOT THROUGH THE LOCAL CHOICE. AETNA QUOTED THE WHOLE PACKAGE, CIGNA QUOTED THE WHOLE PACKAGE [00:05:01] AND UNITED AS WELL. ALL OF THOSE COMPANIES, WHEN I SAY THE WHOLE PACKAGE BY, BY QUOTING THE DENTAL AND THE VISION, ALONG WITH THE MEDICAL, THEY ALSO GIVE YOU SOME DISCOUNTS BY PACKAGING IT TOGETHER. SO WE ALSO GOT INDIVIDUAL QUOTES FOR DENTAL AND VISION FROM AMERITAS, GUARDIAN, DELTA, DENTAL, AND THE STANDARD. THEY DON'T DO MEDICAL. SO THEY JUST QUOTED WHAT THEY COULD. AND THEN A COUPLE OF COMPANIES THAT JUST QUOTED VISION ONLY AS AN OPTION. SO THROUGH THE PROCESS, WE OBVIOUSLY DID A LOT OF SPREADSHEETING AND HAD MULTIPLE COLUMNS OF DIFFERENT COMPANIES. AND WE KIND OF WEEDED IT DOWN PRETTY QUICKLY, OR WE'LL WHITTLE IT DOWN PRETTY QUICKLY TO UNITED HEALTHCARE, PRIMARILY BECAUSE THEY OFFERED SUCH A DISCOUNT ON THE MEDICAL RATES BY THEMSELVES, AND THEN A SIGNIFICANT ANOTHER, BASICALLY TWO AND A HALF PERCENT DISCOUNT OFF THE MEDICAL. IF WE LOOKED AT THEIR DENTAL AND VISION, WHICH ALMOST IN MANY, MANY RESPECTS GAVE US DENTAL AND VISION AT A VERY REDUCED RATE. SO WHAT WE DIDN'T PUT UP HERE TODAY, AND JUST SO WE DIDN'T, I GUESS HAVE TOO, TOO MANY SLIDES TO GO THROUGH WAS THE SIDE-BY-SIDE COMPARISON OF THE BENEFITS. SO WHAT YOU BE REST ASSURED OF THE TOP HALF OF THIS SPREADSHEET THAT YOU DON'T SEE HERE IS BASICALLY A LINE ITEM COMPARISON OF DOCTOR COPAYS AND DEDUCTIBLES, AND CO-INSURANCE THE 80 TWENTIES AND THE MAXIMUM OUT-OF-POCKETS AND ALL THE PIECES THAT OBVIOUSLY ARE IMPORTANT WHEN YOU'RE COMPARING APPLES TO APPLES. AND AT THE SIZE THAT WARREN COUNTY IS ALL THE, ALL THE PLANS, THE CARRIERS THAT QUOTED QUOTED PLANS IDENTICAL, OR WITHIN JUST A FRACTION OF BEING EXACTLY LIKE THE PLANS THAT EMPLOYEES HAVE TODAY. OKAY. SO WITHOUT GOING THROUGH ALL THAT, WE FIGURED WE'D KIND OF FOCUS MORE ON THE COST PIECE OF IT, BUT HAPPY TO ANSWER QUESTIONS RELATED TO ANY OF THE ASPECTS OF THE BENEFITS THEMSELVES. SO IF YOU LOOK AT THIS SPREADSHEET ON THE LEFT HAND SIDE, YOU'VE GOT YOUR CURRENT PLAN TODAY WITH THE LOCAL CHOICES HAS ANTHEM BLUE CROSS BLUE SHIELD ENROLLMENT. WELL, THAT'S NICE FOR ENROLLMENT. AND IF YOU'VE GOT TWO PLANS TODAY THAT THE EMPLOYEES CAN CHOOSE FROM A $250 DEDUCTIBLE AND A THOUSAND DOLLARS DEDUCTIBLE. AND OBVIOUSLY YOU'VE GOT, YOU CAN SEE THE BULK OF YOUR EMPLOYEES ARE IN THAT THOUSAND DOLLAR DEDUCTIBLE PLAN BENEATH THAT ARE THE RATES, THE PLANS KEY ADVANTAGE TWO 50 KEY ADVANTAGE 1000. THAT'S JUST THE NAME THAT THE LOCAL CHOICE GIVES THE PLANS THAT YOUR EMPLOYEES HAVE ACCESS TO. UM, AND YOU CAN SEE THE MONTHLY TOTAL, THE ANNUAL TOTAL. AND IF YOU WORK YOUR WAY DOWN TO THE BOTTOM, YOU CAN SEE THE DIFFERENCE. THE NEW RATES THAT WE'VE GOT THAT GO INTO EFFECT JULY 1ST WITH THE LOCAL CHOICE ARE ABOUT 63, ALMOST $64,000, LESS THAN THE CURRENT RATES. SO YOU HAD A GOOD YEAR WITH LOCAL CHOICE. THEY GAVE YOU A GOOD RENEWAL OVERALL. UM, SO THE RIGHT TWO COLUMNS ARE THE UNITED HEALTHCARE PLANS. AGAIN, WE FOCUSED ON THEM. NOBODY ELSE WAS IN THE BALLPARK AS FAR AS COST GOES COMPARED TO THEM. AND YOU SAW ON THE PREVIOUS SLIDE WHERE RATES WERE HIGHER AND A COUPLE OF CASES, A COUPLE WERE SLIGHTLY LOWER UNITED WAS VERY COMPETITIVE OVERALL. SO YOU CAN SEE THE RATES THERE AGAIN FOR SINGLE DUAL AND FAMILY. BUT IF YOU WORK YOUR WAY DOWN TOWARDS THE BOTTOM, YOU'RE GOING TO START TO SEE SOME PRETTY SIZABLE SAVINGS. BUT FOR STARTERS, UNITED DOESN'T BUNDLE PRODUCTS, THE WAY THE LOCAL CHOICE DOES. SO, AS I MENTIONED, WHEN I STARTED, IF YOU TAKE SINGLE MEDICAL WITH LOCAL CHOICE, YOU HAVE, YOU ONLY GET SINGLE DENTAL, YOU CAN'T GET ANYTHING BETTER AND YOU GET THAT DENTAL PLAN, WHETHER YOU WANT IT OR NOT UNITED HEALTHCARE DOESN'T CARE, THEY ALLOW FOLKS TO PICK INDIVIDUALLY. SO IF YOU WANT SINGLE MEDICAL AND FAMILY DENTAL THAT'S OKAY. SO WHAT WE TRIED TO DO TO MAKE SURE WE WERE COMPARING APPLES TO APPLES, AS WE PULLED IN THE TOTAL DENTAL COST, BASED ON THE ENROLLMENT TODAY THAT WE KNOW FOLKS HAVE. SO YOU'LL SEE THAT ADDITIONAL COST ADD DENTAL OF 164,000. SINCE IT'S IN THE RATES FOR THE LOCAL CHOICE, WE WANTED TO BE FAIR WHEN WE PULLED IT INTO THE COST COMPARISON, SAME THING FOR VISION PULLED THAT RATE IN JUST SO WE HAVE SOME COMPARISON THERE, BUT FOLKS CAN CHOOSE WHAT THEY WANT WITH THOSE TWO COVERAGES. THEY DON'T HAVE TO MATCH THEIR MEDICAL ENROLLMENT. OKAY. OOP, CAN YOU GO BACK, SORRY, BENEATH THAT REAL QUICKLY. UM, SOME OF THE THINGS THAT UNITED OFFERED WAS BASICALLY SOME DISCOUNTS. FIRST. THEY KNOW THAT THERE'S COST IN CHANGING AND THERE'S TIME. CAUSE IT'S, IT'S THERE'S TIME INVOLVED IN CHANGING FOR THE STAFF. SO THEY'RE GIVING WARREN COUNTY A QUARTER PERCENT, A QUARTER OFF OF THEIR FIRST MONTH PREMIUM, WHICH IS ABOUT 60,000. THEY'RE ALSO GIVING A $5 PER EMPLOYEE PER MONTH, BILLING CREDIT, WHICH ACCOUNTS TO ABOUT 16 OR 17,000. SO IF YOU LOOK AT THE VERY BOTTOM, YOU CAN SEE WE'RE TALKING ABOUT FOR JULY 21, JULY, 2021, A TOTAL COST OF AROUND 29, 2.98 MILLION, WHICH IS ABOUT $346,000, LESS THAN THE COST TODAY, OR ABOUT $282,000, LESS THAN THE RENEWAL RATES THAT WE GOT FROM THE LOCAL CHOICE. SO SIZABLE COST SAVINGS. UM, WE ALWAYS GET QUESTIONS ABOUT, WELL, WHAT IS, WHO IS UNITED? HOW IS THEIR NETWORK? THEY'VE GOT A STRONG, PROBABLY 98% OVERLAP. AS FAR AS THE NETWORK GOES WITH ANTHEM BLUE CROSS BLUE SHIELD. IT'S NATIONWIDE. IF SOMEBODY WANTS TO GO TO THE MAYO CLINIC OR JOHNS HOPKINS, IT'S NOT AN ISSUE. THEY'VE GOT WELLNESS PROGRAM. THEY'VE GOT A COUPLE OF NICE LITTLE PERKS THAT THEY'VE PUT IN THE PLAN. ONE OF THEM IS CALLED CARE CASH, WHICH JUST GIVES THE EMPLOYEES FOR EMPLOYEE ONLY $250. IF THEY GO TO CERTAIN PHYSICIANS THAT THEY CAN USE TOWARDS THEIR CO-PAYS. SO REALLY IN A LOT OF CASES, THEY WOULDN'T EVEN HAVE COPAYS FOR CERTAIN VISITS FOR $500 FOR FAMILY COVERAGE. WE TALKED ABOUT THE DENTAL AND THE VISION DISCOUNTS THAT THEY GIVE YOU OFF THE MEDICAL. SO THAT WAS THE TWO AND A HALF PERCENT THAT CAME INTO THE MEDICAL RATES. I TALKED ABOUT THE PLANS MATCHING. THEY ALSO PUT IN, IT'S A PRETTY INNOVATIVE KIND OF PROGRAM CALLED BENEFIT ALLY, WHICH BUNDLES AN ACCIDENT PLAN, A CRITICAL ILLNESS AND A HOSPITAL INDEMNITY PLAN. AND IF YOU'LL GO TO THE NEXT SLIDE, EMILY, I'LL KIND OF COVER IT QUICKLY. BUT IN A NUTSHELL, IT, AGAIN, ANYONE THAT TAKES THE MEDICAL PLAN AND THEIR DEPENDENCE THAT THEY PUT ONTO THIS MEDICAL PLAN UNITED AS BUILT IN, AND I'M GOING TO WORK ON THAT ENHANCED PLAN ON THE RIGHT HAND SIDE OF EACH OF THOSE PIECES, UM, AN ACCIDENT PLAN AND HOSPITAL INDEMNITY THE CRITICAL ILLNESS. THEIR BENEFITS ARE GOING TO BE THERE UNDER THE STRUCTURE THAT WE'VE TALKED ABOUT, THE EMPLOYEE IN THIS CASE WOULD GET A $200 CHECK IN THE MAIL JUST BECAUSE THEY HAD TO GO TO THE EMERGENCY ROOM FOR A FINGER CUT IN THAT, IN THAT SITUATION. SO IT'S MUCH MORE ROBUST. THIS IS JUST KIND OF A HIGH-LEVEL VERSION OF IT, BUT IT GIVES THE EMPLOYEES SOME MONIES BACK. THESE NORMALLY ARE BENEFITS THAT, THAT THE EMPLOYEES WOULD PURCHASE ON A VOLUNTARY BASIS. AND THEY'RE JUST BUNDLED WITH THE MEDICAL PLAN. THERE'S NO CLAIMS NECESSARY. THEY DON'T HAVE TO FILE A SEPARATE CLAIM TO UNITED FOR THAT ACCIDENT CLAIM. IN THAT EXAMPLE, UM, JUST, JUST A NICE EXTRA PERK THAT'S BUILT INTO THE PLAN THAT WILL GIVE THE EMPLOYEE SOME MONEY BACK TO HELP COVER MAYBE SOME OF THEIR OUT-OF-POCKET EXPENSES. THIS PROPOSED REZONING OF GREEN AGRICULTURAL LAND TO COMMERCIAL WOULD HAVE LED TO A SHEETZ GAS STATION TO BE BUILT LITERALLY IN THE BACKYARD OF SOME OF OUR NEIGHBORS, THE SERENE MOUNTAINOUS LANDSCAPE THAT RESIDENTS AND TOURISTS NOW ENJOY WHEN ENTERING WARREN COUNTY WOULD HAVE BEEN CHANGED FOREVER INTO A HARSH THREE ACRE CITYSCAPE OF CONCRETE AND METAL.
