SO GOOD.

UH, GOOD EVENING EVERYBODY.

UM, IT'S A REAL PLEASURE TO BE HERE WITH YOU TONIGHT.

UH, I AM PATRICK KENNEY.

I AM THE NEW SUPERINTENDENT OF SHENANDOAH NATIONAL PARK.

I, UH, JUST ARRIVED HERE LAST OCTOBER, SO I'M STILL GETTING MY FEET UNDER ME, SO TO SPEAK, UH, IN THIS, UH, BRAVE NEW WORLD.

SO TO SPEAK THAT WE'RE DEALING WITH, UH, WITH COVID-19.

I HAVE TO SAY THAT, UH, BEING A SUPERINTENDENT OF THE NATIONAL PARK IS AN HONOR, AND IT'S GREAT TO HAVE LANDED AT SHENANDOAH.

IT'S A GREAT PLACE.

UH, JUST A LITTLE BIT ABOUT ME PERSONALLY, I'VE BEEN AROUND THE SERVICE FOR 30 PLUS YEARS.

I'VE MOVED ACROSS THE COUNTRY.

MY LAST ASSIGNMENT, I'M COMING HERE FROM YELLOWSTONE NATIONAL PARK, WHERE I SERVED AS THE DEPUTY SUPERINTENDENT.

PRIOR TO THAT, I WAS A SUPERINTENDENT AT CAPE LOOKOUT NATIONAL SEASHORE IN NORTH CAROLINA.

SO I'VE BEEN AROUND A BIT, UM, AND A REAL PLEASURE TO, TO LAND AT AN ICONIC PARK LIKE SHENANDOAH.

IT'S REALLY NICE TO BE IN A COMMUNITY THAT SUPPORTS THE PARK AND APPRECIATES THE PARK AND LOVES TO COME OUT AND VISIT THE PARK.

I HAVE TO SAY LOOKING BACK AT 2020, WE HAVE TO OBVIOUSLY ADMIT THAT IT WAS A REALLY INTERESTING YEAR DEALING WITH THE PANDEMIC.

UM, BUT WHAT WAS SURPRISING TO ME, UM, IS WE SAW A REALLY HIGH VISITATION THROUGHOUT NATIONAL PARKS ACROSS THE COUNTRY.

UM, AND SHENANDOAH WAS ONE OF THEM IN 2020 SHENANDOAH ENDED THE YEAR WITH A VISITATION THAT WAS 15% OVER 2019.

AND I WILL REMIND YOU ALL THAT.

WE WERE CLOSED FOR SIX WEEKS AND IN THE EARLY PART OF THE SEASON.

AND, UH, AND THEN, UM, AS, AS I MENTIONED, I ARRIVED IN OCTOBER.

WELL, OCTOBER WAS JUST OFF THE CHARTS, UH, BY ANY STANDARD, UH, SHENANDOAH SAW A VISITATION THAT EXCEEDED 19 LEVELS BY 53%.

THAT'S QUITE ASTOUNDING TO THINK ABOUT CONSIDERING WE WERE CLOSED FOR SIX WEEKS.

UM, I WAS TELLING MR. DALEY THAT, UH, I RECOGNIZE THAT THAT PUTS HIM, THAT PUTS STRAIN ON LOCAL COMMUNITIES.

UM, I INTENTIONALLY DROVE OUT OF THE NORTH ENTRANCE OF THE PARK ON AN OCTOBER WEEKEND, CAME INTO FRONT ROYAL AT A CUP OF COFFEE AND TRIED TO GET BACK INTO THE PARK, THROUGH THE NORTH ENTRANCE OF THE PARK AND, UH, EXPERIENCED AN HOUR AND A HALF TO GET THROUGH YOUR TOWN AND, AND BACK INTO THE PARK.

SO I FEEL LIKE THERE'S AN OPPORTUNITY THERE FOR SOME DIALOGUE BETWEEN THE COUNTY AND THE TOWN.

AND, UH, I THINK IT'S IMPORTANT THAT WE TRY TO FIGURE OUT SOME IDEAS AND HOW WE IMPROVE TRAFFIC FLOW INTO THE PARK AND THROUGH YOUR COMMUNITY.

UM, THERE'S A LOT OF ECONOMIC BENEFIT COMING TO THE COMMUNITIES THAT SURROUND THE PARK.

UM, BUT I THINK I UNDERSTAND THAT THERE ARE SOME IMPACTS AS WELL.

SO I THINK THAT'S WHERE IMPORTANT.

AND ONE OF MY PHILOSOPHIES IS WE CAN'T MANAGE THE PARK AS AN ISLAND.

WE HAVE TO WORK WITH OUR LOCAL COMMUNITIES.

AND SO THAT'S ONE OF THE REASONS I'M REALLY HAPPY TO BE HERE AND INTRODUCE MYSELF AND SAY HELLO AND START THAT DIALOGUE.

CAUSE IT'S REALLY IMPORTANT.

UM, I WILL TELL YOU, 2021 IS SETTING UP FOR A BUSY YEAR ALREADY.

UH, WE SAW REALLY HIGH VISITATION AND IN APRIL, UM, YOU KNOW, COMPARED TO OTHER YEARS, I DON'T HAVE THE STATS, BUT WE'RE SEEING HIGH LEVELS.

OUR DEMAND IS UP TALKING TO OUR PARTNER, DELAWARE, NORTH CORPORATION THAT RUNS THE COMMERCIAL VENTURES IN THE PARK, THE LODGE

AND THE RESTAURANTS THERE, THEIR DEMAND FOR RESERVATIONS IS UP.

OUR CAMPGROUND RESERVATIONS ARE UP.

SO WE'RE SEEING, UH, AGAIN, THAT DEMAND BEING HIGH TO COME TO SHENANDOAH NATIONAL PARK.

AGAIN, WE'RE HERE TO WORK WITH YOU, THE COMMUNITIES AND, AND TRY TO FIGURE OUT SOLUTIONS THAT CAN HELP.

THERE ARE A COUPLE OF PROJECTS THAT I WANT TO HIGHLIGHT QUICKLY.

UM, SO YOU'RE AWARE OF THEM, UM, THAT ARE GOING ON IN THE PARK.

THERE'S SOME, SOME GOOD THINGS HAPPENING.

UH, MANY OF YOU ARE FAMILIAR WITH SKY LAND.

UM, IT IS, UH, THE TERRACE THERE, THAT'S OFF THE LODGE BUILDING.

THE DINING ROOM, UH, IS UNDER MAJOR RENOVATION.

IT'S GOING TO BE CLOSED A LOT OF THE SEASON THIS YEAR.

UM, WE'RE HAVING SOME DRAINAGE ISSUES WITH THAT, THAT BUILDING THE FOUNDATION OF THE BUILDING WAS BEING IMPACTED.

UH, THE PROJECT TURNED INTO A BIGGER PROJECT THAN WE ANTICIPATED.

UM, AND IT HAS STRETCHED THE SCHEDULE INTO THE SUMMER.

SOMETHING WE ARE REALLY TRYING HARD TO AVOID, BUT IT'S, IT'S JUST UNAVOIDABLE.

THE, THE, THE PRE-CONTACT THE PRE-CONSTRUCTION MEETING WAS TODAY.

SO CONSTRUCTION WILL BE STARTING SOON.

UM, UH, THE PRO THE FINISHED PRODUCT IS GOING TO BE VERY NICE THOUGH.

UH, THERE, YOU KNOW, THERE ARE TWO SEASONS IN NATIONAL PARKS, THERE'S WINTER, AND THEN THERE'S ROAD CONSTRUCTION SEASON.

UM, WE WILL HAVE ROAD CONSTRUCTION AGAIN IN SHENANDOAH NATIONAL PARK, A MILEPOST 50 THROUGH MILEPOST, 65 WILL BE UNDER CONSTRUCTION THIS YEAR.

AGAIN, WE'LL DO OUR BEST TO MINIMIZE TRAFFIC FLOW THROUGH THAT AREA.

UH, AND ESPECIALLY DURING THE WEEKENDS, YOU MAY HAVE HEARD ABOUT THE GREAT AMERICAN OUTDOORS ACT THAT WAS PASSED AT THE END OF THE PREVIOUS ADMINISTRATION.

UH, THIS IS A FUNDING SOURCE THAT IS FOCUSED ON PUBLIC LANDS, SUCH AS NATIONAL PARKS.

IT IS MONIES THAT IS BEING DIRECTED FROM OIL AND GAS SALES, UM, THAT PROJECTING THAT PARKS AND OTHER PUBLIC LANDS COULD SEE, UH, SOMETHING IN THE ORDER OF $6.3 BILLION OVER THE NEXT FIVE YEARS FOR ADDRESSING THE MAINTENANCE BACKLOG AND NATIONAL PARKS AND OTHER, AND US FOREST SERVICE LANDS AND FISH AND WILDLIFE SERVICE PLANS.

SHENANDOAH HAS BEEN VERY FORTUNATE.

WE'VE CAPTURED FOR FISCAL YEAR 21.

WE'VE CAPTURED JUST SHY OF $30 MILLION, UH, OF THAT MONEY.

WELL, ONE OF THE PROJECTS WILL BE FOCUSED ON SKYLINE DRIVE.

MOST OF THAT WORK THIS YEAR WILL BE IN THE DESIGN PHASE AND CONSTRUCTION MOST LIKELY WILL HAPPEN IN, UH, IN OUR 22 SEASON.

UM, WE'VE ALSO CAPTURED SOME MONEY TO, TO, TO, TO DEMOLISH SOME BUILDINGS THAT ARE NO LONGER NEEDED IN THE PARK.

AGAIN, THAT'S, UH, ABOUT, UH, ALMOST A $30 MILLION WINDFALL THAT'LL RESULT IN MONEY COMING INTO THE COMMUNITIES THROUGH JOBS AND THINGS LIKE THAT WE'RE POSITIONED WELL FOR THE OUT YEARS.

THE FUNDING SOURCE ALLOWS PROJECTS TO BE SUBMITTED UP THROUGH FISCAL YEAR 25, THE FEDERAL FISCAL YEAR, UH, WE'VE SUBMITTED PROJECTS TOTALLY TO $250 MILLION FOR SHENANDOAH.

THERE'S NO GUARANTEE WHERE THEY'LL SEE THAT KIND OF MONEY, BUT WE, WE ARE WELL-POSITIONED TO CAPTURE SOME OF THOSE MONIES TO DEAL WITH THE MAINTENANCE BACKLOG.

IF YOU'RE NOT REAL FAMILIAR WITH THE LAW, UH, SENATOR WARNER FROM VIRGINIA WAS ONE OF THE MAJOR SPONSORS, UM, AND HAS TAKEN A HIGH INTEREST IN SHENANDOAH AND WHAT FUNDS WE MAY SEE.

SO THAT HELPS US PRETTY WELL.

LET'S JUST TALK A LITTLE BIT ABOUT PARTNERSHIPS.

I THINK IT'S REALLY IMPORTANT.

AS I SAID EARLIER IN MY OPENING REMARKS, BEING A NATIONAL PARK, WE CAN'T MANAGE IT AS AN ISLAND.

UM, AND THERE ARE GREAT OPPORTUNITIES FOR THE COMMUNITIES TO WORK TOGETHER WITH THE PARK SERVICE AND COME UP WITH SOLUTIONS TO ISSUES AND, AND FORM PARTNERSHIPS THAT MAY HELP THE COMMUNITIES AS WELL.

UM, I'VE BEEN OUT ON THE ROAD A LOT IN THIS SPRING.

UM, WE'RE TRYING TO REINITIATE, UH, A GROUP CALLED THE BLUE RIDGE COMMITTEE THAT THE PARK HAS HAD FOR SOME TIME.

IT INVOLVES ALL THE EIGHT COUNTIES THAT ABUT THE PARK, AND WE'RE WORKING TO GET THAT MEETING IT'S SCHEDULED, I BELIEVE FOR THE 27TH OF MAY MR. DALEY'S ON THE INVITE LIST.

AND I KNOW HE'S, HE'S ALREADY RSVP TO COME, SO THAT'S GREAT.

THERE WAS A GROUP CALLED CELEBRATE SHENANDOAH THAT THAT IS A MORE TOURISM FOCUSED.

AND, UH, WE'RE TRYING TO REINITIATE THAT GROUP AS WELL TO GET THE DIALOGUE GOING WITH THE LOCAL COMMUNITIES AND THE COUNTIES, UM, TO TALK ABOUT TOURISM.

UH, THERE ARE, UH, MANY OPPORTUNITIES TO PARTNER WITH THE NATIONAL PARK SERVICE, AND WE LOOK FORWARD TO THAT.

I DO BELIEVE IN DIALOGUE WITH, WITH LOCAL COMMUNITIES AND I HOPE WE CAN KEEP THOSE RELATIONSHIPS STRONG.

I KNOW JEN FLYNN, MY PREDECESSOR HAD A GOOD RELATIONSHIP WITH LOCAL COMMUNITIES, JIM NORTHRUP BEFORE.

UM, AND I JUST WANT TO TELL YOU THAT MY COMMITMENT IS TO KEEP THOSE RELATIONSHIPS GOOD AND STRONG AND COME BACK ANYTIME YOU NEED TO.

AND WE'LL TALK ABOUT ANY ISSUES YOU WANT TO TAKE ANY QUESTIONS IF YOU HAVE, IF I MAY, THEY ARE OPEN, THEY'LL BE OPENING MORE AS, AS THE SUMMER.

UM, LIKE MANY PEOPLE, THE SHENANDOAH NATIONAL PARK ASSOCIATION IS HAVING TROUBLE WITH EMPLOYEES RIGHT NOW GETTING EMPLOYEES.

BUT, UH, I AGREE WITH YOU.

I, ONE OF THE THINGS WE'RE ACTUALLY HAVING A MEETING, THERE'S A PROGRAM TO LOOK AT CONGESTION AND NATIONAL PARKS.

UM, IT'S, THERE'S SOME MONIES THAT ARE TIED TO THE FEDERAL HIGHWAY ADMINISTRATION, UH, THAT COME TO FEDERAL LANDS.

UM, WE'RE, WE'RE DEFINITELY GOING TO TRY TO SEEK SOME OF THOSE DOLLARS AND GET SOME EXPERTISE.

UM, THERE ALSO, I WILL TELL YOU, I WORKED ON THIS ISSUE IN YELLOWSTONE.

WE HAD A COMMUNITY CALLED WEST YELLOWSTONE MONTANA.

UM, OUR WEST ENTRANCE OF THE PARK WAS EXTREMELY CONGESTED.

WE WERE BACKING TRAFFIC UP ON, ON BUSY WEEKENDS AND WEEKDAYS, AND, UH, WE'RE ABLE TO WORK OUT AND GET A GRANT.

WE STUDIED THE ISSUE, UH, WITH A CONSULTANT AND WE CAME UP A SERIES OF SOLUTIONS THAT, THAT THE PARK COULD, UH, IMPLEMENT IT AS WELL AS THE TOWN COULD IMPLEMENT.

AND THEN THERE ARE DOLLARS THAT COMES THROUGH THAT FEDERAL FUNDING SOURCE THAT COMMUNITIES CAN APPLY FOR THROUGH THE FEDERAL LANDS ACCESS PROGRAM.

IT'S USUALLY ADMINISTERED BY THE STATE DEITIES.

UM, SO THOSE ARE SOME THINGS THAT WE COULD HAVE SOME DIALOGUE ABOUT AND TRY TO FIGURE OUT SOME SOLUTIONS THAT WOULD BE WONDERFUL.

IT WAS SO CONGESTED IN OUR TOWN AND, YOU KNOW, THE GPS HAS ROTATION MUSICALS INTO THE SIDE ROADS, AND IT WAS NOT PRETTY, YOU ARE FACE STORY POST.

WE ALL GOT TAGGED AND YEAH, WELL, LIKE I SAID, I'LL LEAVE EMILY SOME CARDS AND WE'LL BE HAPPY TO GET TOGETHER AND WORK WITH YOU ALL OR YOUR STAFF, AND TRY TO FIGURE OUT SOME IDEAS THAT MAYBE WE CAN COME UP SO DIFFERENT WAYS.

TYPICALLY FOR EVERY DOLLAR THAT'S DIRECTLY SPENDING YOU'RE, UH, COMING TO A PARK, IT RESULTS IN LIKE A $10 TO $12 TRICKLE DOWN EFFECT.

THE PROPERTY IS ON A STATE MAINTAIN ROAD IN 65 ACRES IN SIZE.

THE HOUSE WAS CONSTRUCTED IN 1903, AND IT'S ONE OF THE OLDER DWELLINGS THAT WE'VE DONE FOR A CONDITIONAL USE PERMIT, WHICH PROVIDED SOME ADDITIONAL CHALLENGES THAT WE HAVEN'T SEEN.

SO UNFORTUNATELY WE WERE UNABLE TO GET HEALTH DEPARTMENT DOCUMENTS FOR THIS SPECIFIC USE.

UM, THEY ARE CURRENTLY WORKING WITH AN OSC TO PROVIDE ADEQUATE DOCUMENTATION FOR THE SIZE.

SO IN OUR STANDARD CONDITIONS, WE TYPICALLY LIST THAT OCCUPANCY OR BEDROOM.

AND WHAT WE'VE DONE IN THIS INSTANCE IS THE NUMBER TWO CONDITION.

REID IS THE MAXIMUM NUMBER OF OCCUPANTS SHALL NOT EXCEED THE SYSTEM CAPACITY AS DETERMINED BY THE HEALTH DEPARTMENT PER WARREN COUNTY CODE ONE 80 DASH 56.4 B.

AND THE CERTIFICATE OF ZONING SHALL ONLY BE ISSUED WITH APPROVED HEALTH DEPARTMENT RECORDS.

SO WITH ANY SHORT-TERM TOURISTS RENTAL, IF IT'S APPROVED BY THE BOARD, THEY THEN NEED TO APPLY WITH A ZONING APPLICATION AND A BUILDING PERMIT FOR A CHANGE OF USE.

AND PART OF THAT CHANGE OF USE IS TO HAVE APPROVED HEALTH DEPARTMENT DOCUMENTS TO VERIFY THE BEDROOMS

IN THE HOME AND THE CAPACITY OF THE SYSTEM.

SO THAT'S ONE CHECK THAT WE WERE ABLE TO ENSURE THAT THEY'RE MEETING THAT THIS CONDITION.

AND THEN IN ADDITION TO THAT, AFTER THAT'S APPROVED, THEY WILL THEN NEED A CERTIFICATE OF ZONING AS WITH ANYONE TO GET THEIR BUSINESS LICENSE FOR THE TRANS AND OCCUPANCY TAX, WHICH WE WILL ALSO CONFIRM THAT THEY HAVE APPROVED HEALTH DEPARTMENT RECORDS.

SO WE FELT LIKE THIS CONDITION STILL COVERED EVERYTHING.

AND UNTIL THEY'RE ABLE TO GET THE OSC AND HEALTH DEPARTMENT APPROVAL, THEY WILL NOT BE ALLOWED TO USE THIS AS A SHORT-TERM TOURIST RENTAL.

AND THEY ARE AWARE OF THAT.

UM, FOR ME, I'VE LIVED ON BLUE MOUNTAIN.

UM, WE MOUNTAIN ROAD FOR SEVEN YEARS PRIOR TO MOVING TO SLIGO STATES AND I LIVE NEXT TO A SHORT-TERM RENTAL.

UM, AND IT WAS NOT A HAPPY EXPERIENCE FOR THOSE SEVEN YEARS.

UM, I COULD GET INTO ALL THE DETAILS, BUT THE BIGGEST ONE WAS I FOUND, UH, ONE OF THE RENTERS TAKING PICTURES OF MY TODDLERS.

UM, THERE WERE A LOT OF SAFETY CONCERNS.

UH, MR. CARPENTER HAS PRIMARILY ADDRESSED THE NOISE CONCERNS.

UM, BUT, UM, ONE OF THE CONCERNS IS OUR ROAD.

IT'S A DIRT ROAD.

IT'S BASICALLY WHAT WE CALL LONG DRIVEWAY THAT WE ALL SHARE, UH, HAS SOME REALLY DANGEROUS CURVES IN IT.

THIS PAST, THIS PAST YEAR, WE HAD A RESIDENT WHO'S LIVED HERE FOR 30 YEARS, GO OFF THE BRIDGE, WHICH IS ABOUT A 15 FOOT DROP.

UM, SO IF THAT HAPPENS TO SOMEONE WHO HAS LIVED HERE FOR 30 YEARS, IT CAN EASILY HAPPEN TO SOMEONE WHO'S VISITING FOR THE WEEKEND.

WE ARE INSURED, UM, BUT BOARD MEMBERS ARE VOLUNTEERS.

SO THERE'S, THERE'S FOUR OF US.

WE VOLUNTEER OUR TIME.

IT TAKES A LOT OF TIME TO KEEP OUR ROAD MAINTAINED.

UH, AND THAT'S JUST NOT SOMETHING THAT WE WANNA, THAT WE WANNA SPEND OUR TIME DEALING WITH IN TERMS OF, UM, POTENTIAL LAWSUITS.

UM, THERE'S, THERE'S THE NOISE, UH, WHICH MR. CARPENTER HAS, HAS ADDRESSED.

UM, UH, A BIG CONCERN IS PRIVACY.

THIS IS A PRIVATE RESIDENCE.

UM, AND WHEN I SAW THE COVENANTS AND THAT THEY PROHIBITED SHORT TERM RENTALS, THAT WAS, THAT WAS KIND OF THIS, UH, THAT SEALED THE DEAL FOR US.

UM, ALL OF THE RESIDENTS HERE, WE REALLY VALUE OUR PRIVACY.

WE REALLY ENJOY ALL OF OUR NEIGHBORS, UH, AND WE LOVE KNOWING EXACTLY WHO IS IN OUR RESIDENCE, BUT WE REALLY VALUE OUR PRIVACY.

UM, AND ANOTHER, ANOTHER OUTCOME OF THIS IS IF, IF THIS PERMIT IS APPROVED, IT SETS A PRECEDENT.

HALF OF THESE RESIDENTS ARE NOT, ARE NOT FULL-TIME RESIDENTS.

SO HALF OF OUR COMMUNITY, UM, THESE ARE VACATION HOMES, SO IT'S, UM, AND ALL THOSE COMMUNITY MEMBERS ALSO WHO DO NOT LIVE HERE, FULL-TIME VOTED AGAINST THIS, VOTED AGAINST THIS MEASURE, VOTED TO PROHIBIT SHORT TERM RENTALS.

UM, BUT IF ONE IS PASSED, THEN IT SETS A PRECEDENT FOR OTHERS TO, UM, TO COME, UM, AND ESTABLISH, UM, MORE OF THESE SHORT-TERM RENTALS, UM, ON OUR ONE MILE DIRT ROAD.

AND WE DON'T WANT TO SET THAT PRECEDENT, UM, AND THEN HAVE TO DEAL WITH THE LITIGATION COSTS INVOLVED WITH ENFORCING OUR RULES.

UM, AT THE END OF THE DAY, THIS JUST DOESN'T FIT WITH OUR CULTURE OF OUR COMMUNITY.

UM, AND IT'S JUST NOT WHAT, WE'RE, WHAT WE WANT.

WE KNOW THAT IT'S BEEN, UH, THAT APPLICATIONS HAVE BEEN, UM, UM, DENIED TO RAISE IT TO IN COMMUNITIES WHERE RESIDENTS HAVE, HAVE OPPOSED THIS BEFORE.

UH, IT'S SOMETHING PERSONAL BETWEEN US IN THE CARPENTERS.

UM, IT'S JUST REALLY, IT'S NOT WHAT WE AS COMMUNITY ONE.

AND SO I'M NOT ASKING THE BOARD TO ENFORCE OUR LAWS.

I'M JUST ASKING FOR YOU TO, TO PLEASE CONSIDER AND RESPECT, UM, WHAT THE COMMUNITY HAS SPOKEN THROUGH THROUGH A UNANIMOUS VOTE.

UM, THEY OWN THE HOME AND THEY'RE THE ONLY ONES WHO ARE USING IT IN MR. CARPENTER'S CASE.

I GET THAT.

BUT THE PEOPLE THAT ARE SECOND HOME DWELLERS, THEY'RE DOING PRETTY MUCH THE SAME THING.

AND YES, YOU DO KNOW THEM, BUT HE'S GOING THROUGH THE PROCESS OF VETTING, THE PEOPLE THAT ARE COMING.

AND I BELIEVE THERE IS A TRUST THAT HAS TO BE PROVIDED TO MR. CARPENTER, THAT HE'S PUTTING PEOPLE IN THERE THAT YOU CAN RESPECT.

AT LEAST I WOULD HOPE THAT I WOULD HOPE THAT TOO.

UH, AND THE AIRBNB THAT I LIVED NEXT TO WENT THROUGH THAT SAME PROCESS, BUT AT THE END OF THE DAY, HUMAN BEINGS HAVE FREE WILL.

AND THEN IT WAS AN ALGORITHM THAT PREDICTS HUMAN BEHAVIOR.

UH, MOST OF THE RESIDENTS WERE FINE WHEN I LIVED NEXT TO THEM, BUT THERE WERE QUITE A FEW THAT WERE ALSO NOT FINE.

UM, SIR, THE BIG DIFFERENCES THAT BETWEEN MR. CARPENTER SITUATION AND PEOPLE WHO, UM, WHO HAVE SECOND RESIDENTS HERE IS EITHER THEY'RE GOING TO BE MOVING THERE FULL TIME, BUT, UM, WHEN THEY RETIRE, BUT TH THE BIG DIFFERENCE IS THAT THEY'RE NOT, IT'S NOT A BUSINESS ENTERPRISE, IT'S THEIR HOME THAT THEY, THAT THEY OWN.

SO THERE'S NOT STRANGERS COMING INTO OUR COMMUNITY ALL THE TIME.

UH, AND THAT'S WHAT WE REALLY, THAT'S A REALLY CORE THING HERE.

OUR KIDS BEING ABLE TO PLAY, AND WE KNOW EVERYONE, WE DON'T HAVE TO WORRY ABOUT STRANGERS COMING IN, EVEN IF THEY'RE, EVEN IF THEY'RE VETTED.

IT'S JUST THE FACT THAT THIS WAS UNANIMOUS WAS, WAS PRETTY POWERFUL.

WE WEREN'T REALLY EXPECTING THAT.

UM, BUT THE DIFFERENCE IS IT'S A BUSINESS, UM, RATHER THAN A SECOND HOME, W WAS IT UNANIMOUS FOR 21 FAMILIES, OR WAS IT UNANIMOUS WITH, UM, HALF OF IT AFTER THE GROUP, THERE ARE 22 OWNERS AND THERE WERE, UM, AND THERE WERE 20 VOTES.

SO WE, UH, IT WAS UNANIMOUS AMONG THE 20 PEOPLE WHO VOTED.

AND AGAIN, UH, HALF OF THOSE ARE ALSO HALF OF THOSE RESIDENTS.

THE POINT I WAS TRYING TO MAKE WAS THAT FOR, FOR THE, FOR THE 10 RESIDENTS WHO THIS IS A SECOND HOME FOR, THEY DO NOT WANT THIS.

UM, AND THEY COULD VERY WELL MAKE A LOT OF MONEY OFF OF THIS, QUITE FRANKLY, BUT IT'S, IT DOESN'T FIT WITH THE CULTURE OF THE COMMUNITY, UM, AND OUR COVENANTS, UM, WHICH IS WHY EVERYONE OWNS A PROPERTY HERE IN THE FIRST PLACE.

WE WANTED TO RAISE OUR TWO YOUNG DAUGHTERS WHO ARE TWO AND FOUR YEARS OLD IN THIS SAFE AREA.

THERE'S VERY LITTLE TRAFFIC.

THERE'S VERY FEW PEOPLE AND FELL IN LOVE WITH IT.

AND IT'S BEEN EVERYTHING WE'VE EVER WANTED SINCE WE'VE BEEN OUT HERE, WE ESCAPED LOUDON COUNTY, ALL THE CRAZINESS.

IT'S BEEN GREAT BEING OUT HERE.

UM, BUT THIS CONCERN ABOUT HAVING A SHORT TERM RENTAL, I'M ACTUALLY PROBABLY ONE OF THE CLOSEST, UH, FULL-TIME RESIDENTS TO THIS INDIVIDUAL'S HOUSE.

THAT IT'S A BIG CONCERN.

HAVING THIS IN OUR COMMUNITY.

IT'S SOMETHING THAT WE ALL RESPECTED.

WE UNDERSTOOD THAT IN THE COVENANTS AND WE BOUGHT, WE ALL HAD SIGN OFF ON THAT.

UH, WE ALL KNEW WHAT THAT MEANT.

I MEAN, WE UNDERSTOOD THAT, HEY, WHEN WE GO OUT OF TOWN FOR A MONTH OR A FEW WEEKS OR WHATEVER, WE'RE NOT RENTING OUT OUR HOUSE.

SO WE UNDERSTOOD THAT.

WE'VE WE'VE WE KNEW THAT GOING IN, WE SIGNED OFF ON THAT.

UM, AND TO KIND OF LATER CRY, FOUL, AND TRY TO LOOK FOR A WAY TO MAKE A PROFIT OFF A NEIGHBORHOOD THAT AN INDIVIDUAL HAS NEVER LIVED IN.

WE'VE NEVER CALLED THEM NEIGHBOR.

THEY'VE NEVER BEEN AROUND.

IT'S SOMETHING WHERE THEY'RE JUST TRYING TO MAKE MONEY OFF OUR, OUR QUIET NEIGHBORHOOD.

UH, WHAT ALSO FRUSTRATES ME IS WE HAD A MEETING TWO WEEKS AGO AND WE, WE TALKED WITH, UM, UH, MR. CARPENTER AND HIS WIFE ABOUT OUR CONCERNS AND WHAT WE WANTED TO DO TO KIND OF ADDRESS THOSE.

AND HIS THING WAS BASICALLY, HEY, IF THE WHOLE NEIGHBORHOOD COMES OUT AGAINST IT, I'LL DROP MY APPLICATION.

AND WE ARE IN A 17 ACRE LOT.

AND WHEN MY HUSBAND ISN'T HOME, I'M VERY VULNERABLE AND I FEEL VERY VULNERABLE AND UNSAFE, AND I DON'T WANT TO BRING MORE UNSAFETY AND I DON'T WANT TO BE MORE SCARED OF MY HOME THAT I SOUGHT, FOUGHT SO HARD ALL THESE YEARS TO SAVE FOR AND FINALLY FOUND.

UM, IT'S ALSO KNOWN IT'S A WELL-KNOWN FACT WHEN YOU BUY A HOME, IT'S AN INVESTMENT.

YOU WANT TO SEE IT APPRECIATE SHORT-TERM RENTALS, DEVALUE YOUR INVESTMENT.

IF WE HAD KNOWN THAT THIS WAS GOING TO HAPPEN, WE WOULDN'T HAVE BOUGHT IN THIS, THIS COMMUNITY.

WE JUST MOVED IN LAST AUGUST.

I WOULD HAVE INSTEAD BOUGHT IN A COMMUNITY WHERE IT WAS STRICTLY PROHIBITED AND WE THOUGHT IT WAS PROHIBITED.

I THINK THE INTENTION OF THE DOCUMENTS ARE CLEAR.

THE FIRST STATEMENT OF THE DOCUMENT STATE FOR RESIDENTIAL USE.

AND PART OF AN HOA AS AN ASSOCIATION IS TO PRESERVE AND ENHANCE AND PROTECT THE PROPERTY OF THE ASSOCIATION, THE COMMON ELEMENTS AND THE PROPERTY VALUES.

WELL, WHAT DOES HIS ACT DOING IS IN DIRECT VIOLATION OF THE CONTRACT THAT MR. CARPENTER SIGNED WITH THE ASSOCIATION.

IT'S NOT LIKE ANYTHING I'VE EVER LIVED IN.

IT'S A WONDERFUL PLACE.

UH, THE POLICE HAVE ALWAYS DONE A GREAT JOB WHEN THEY'VE COME, BUT THEY DON'T COME UNTIL AFTER THERE'S A PROBLEM.

AND SOMETIMES IT CAN TAKE AN HOUR OR MORE TO GET A POLICE OFFICER UP THERE.

UM, AND THERE'S BEEN SEVERAL PROBLEMS FROM OUTSIDERS COMING IN UP THERE UP TO INCLUDING A MURDER, WHICH, UM, UM, I HAD TO GO HELP MY NEIGHBOR FROM THAT.

SHE WAS AFRAID TO CALL THE POLICE BECAUSE IT TAKE TOO LONG.

AND SO SHE CALLED ME AND ALMOST GOT KILLED FROM IT.

UH, HE WAS CHARGED WITH ATTEMPTED MURDER.

UM, SO THERE'S A LOT OF PROBLEMS UP THERE WITH OUTSIDERS COMING UP, COMMITTING CRIME.

AND, UH, WE HAVE A BIT OF AN INFORMAL, UH, NEIGHBORHOOD WATCH THAT'S, UH, WORKS REAL WELL UP THERE.

ONE THAT IS FAR BIGGER AND COULD ABSORB THESE KINDS OF RENTAL SHORT TERM RENTAL SITUATIONS FAR BETTER THAN A TINY LITTLE COMMUNITY LIKE WEEKEND.

WE HAVE 20 SOME HOUSES WHEN SOMEBODY COMES IN, IT'S A MUCH DIFFERENT IMPACT, AND THAT WAS A FIVE NOTHING VOTE TO DENY.

AND AS YOU HAVE HEARD, THOSE ARE PRECISELY THE SAME CONCERNS THAT THE MEMBERS OF THE SLIDO ESTATES HOA HAS THAT ALLOWING THIS PERMIT FOR AN AIRBNB IS COUNTER TO THE NATURE OF THIS COMMUNITY AND AGAINST THE WISHES OF ITS RESIDENTS.

THE PEOPLE OF THIS HOA HAVE SPOKEN AND VOTED OVERWHELMINGLY AGAINST THE SHORT-TERM RENTAL PLAN, AS YOU'VE HEARD OVER AND OVER TONIGHT, THE BOARD AT THIS TIME ALSO ADOPTED CHANGES TO THE REGULATIONS, INCLUDING ONE THAT I THINK HE MENTIONED THAT REQUIRES THAT FUTURE PERMIT APPLICATIONS COME WITH INPUT FROM PROPERTY OWNERS GROUPS.

IF THE HOME IS IN A NEIGHBORHOOD WHERE THERE IS AN HOA.

SO I CAN ONLY ASSUME THAT GIVEN THAT REGULATION AND THAT 2015 VOTE, THAT THE SHORT-TERM RENTAL REQUEST, THAT THIS BOARD TAKES THESE THINGS VERY SERIOUSLY, GIVEN THAT REGULATION AND THAT VOTE.

BUT THE S THE SPIRIT OF THIS AGREEMENT WAS TO PROHIBIT THOSE.

I'M CONCERNED FOR OUR SAFETY AND SECURITY FROM THE NUMEROUS AND UNKNOWN RENTERS ROAMING ON AND AROUND OUR PROPERTIES, PARTICIPATING IN LETTER LITTERING, TRESPASSING IN THEFT, MY PRIVACY PEACE AND QUIET WILL BE VIOLATED BY HAVING A CONSTANT FLOW OF PARTIERS ACROSS THE ROAD FROM MY PROPERTY WHO HAVE NO RESPECT OR VESTED INTEREST IN THE NEIGHBORHOOD.

I'M CONCERNED THAT SPEEDING AND RECKLESS DRIVING BY THE NUMEROUS RENTERS ON OUR GRAVEL ONE LANE STEEP ROAD THAT ALSO HAS SEVERAL AREAS TO DRIVE EXTRA CAREFULLY WILL RESULT IN LOSS OF LIFE INJURY AND PROPERTY DAMAGE TO THE SLIGO ESTATES RESIDENTS.

LIKES LEGO STATES ARE PROTECTIVE COVENANTS STATES THAT QUOTE SAID LOTS SHALL BE USED ONLY FOR RESIDENTIAL PURPOSES.

SEEKING JUSTICE FOR THE CITIZENS OF WARREN COUNTY, MR. HAM, AS EVERYBODY KNOWS, UH, THERE WAS A CRIMINAL PROSECUTION OF JENNER FROM MCDONALD'S AND NOW THERE IS NOT, UM, WE UNDERSTAND THERE TO BE SOME FEDERAL INVESTIGATION, BUT THERE HASN'T ACTUALLY BEEN CHARGES FILED AGAINST HER.

AND THERE ARE NO CRIMINAL CHARGES CURRENTLY AGAINST HER.

AND THIS IS A RESOLUTION THAT, THAT URGES THAT THAT TO HAPPEN.

SO THE RESOLUTION, I DON'T KNOW HOW WELL PEOPLE ARE GOING TO HEAR ME WITH MY GOLF, THE RESOLUTION OF THE BOARD OF SUPERVISORS OF WARREN COUNTY, SEEKING JUSTICE FOR THE CITIZENS OF WARREN COUNTY AND A DULY CALLED MEANING OF THE WARREN COUNTY BOARD OF SUPERVISORS.

THE BOARD HELD IN ACCORDANCE WITH ALL APPLICABLE LEGAL REQUIREMENTS, INCLUDING OPEN MEETING LAWS ON THE 18TH DAY OF MAY, 2000, 2021, THE RESOLUTION WAS INTRODUCED AND ADOPTED.

WHEREAS JENNIFER, OUR MCDONALD MCDONALD WAS THE EXECUTIVE DIRECTOR OF THE INDUSTRIAL DEVELOPMENT AT THE WORDING OF THE TOWN OF PORT ROYAL AND THE COUNTY OF WARREN, VIRGINIA, THE EDA.

AND WHEREAS THE MISSION OF THE EDA IS TO STRENGTHEN THE INDUSTRIAL TAX BASE OF OUR COMMUNITY, TO FOSTER A FRIENDLY BUSINESS ENVIRONMENT, TO BRING OUR COMMUNITY WORKFORCE HOME, TO WORK AND TO CREATE A LIVING WAGE JOBS FOR OUR RESIDENTS.

AND WHEREAS MCDONALD HELD A POSITION OF PUBLIC TRUST AS THE EXECUTIVE DIRECTOR OF THE EDA.

AND WHEREAS INSTEAD OF SUPPORTING THE MISSION OF THE ADA FROM AT LEAST 2016, UNTIL 2018 MCDONALD, ALONG WITH VARIOUS OTHERS, ENGAGED IN A VARIETY OF SCHEMES TO UNLAWFULLY TAKE MILLIONS OF DOLLARS IN MONEY AND PROPERTY FROM THE EDA FOR HER OWN PERSONAL BENEFIT.

AND WHEREAS MCDONALD'S WAS CRIMINALLY PROSECUTED BY THE COMMONWEALTH OF VIRGINIA, BUT THAT PROSECUTION WAS DISMISSED BY THE COMMONWEALTH.

AND WHEREAS CURRENTLY NO CRIMINAL CHARGES ARE PENDING AGAINST MCDONALD'S.

THEREFORE BE IT RESOLVED BY THE BOARD AS FOLLOWS THE BOARD REQUESTS THAT OUR CRIMINAL PROSECUTION BE INSTITUTED AS SOON AS POSSIBLE AGAINST MCDONALD'S AND ANY OTHER PARTIES WHO AIDED OR CONSPIRED WITH MCDONALD'S TO STEAL EDA FUNDS OR PROPERTY.
