THE FIRST PRESENTATION IS EXPANSION OF BROAD BAND IN WARREN COUNTY, ALL POINTS BROADBAND.I THINK WE'VE WORKED IT OUT THAT IF I'M SITTING OVER HERE, THE PRESENTATION WILL WORK AND I'M NOT SURE THAT'S TRUE IN THE OTHER SIDE OF THE ROOM.
SO YEAH, YOU HAVE BEFORE SARAH, SO GOOD EVENING AS THE COUNTY ADMINISTRATOR MENTIONED, UM, I'M JIMMY CARR, I'M THE CHIEF EXECUTIVE OFFICER OF ALL POINTS BROADBAND.
UM, AND I'M HERE TONIGHT TO DISCUSS WITH YOU AN INVITATION ON BEHALF OF ALL POINTS, THE SHENANDOAH VALLEY, ELECTRIC COOPERATIVE, THE RAPPAHANNOCK ELECTRIC COOPERATIVE, UM, AND DOMINION ENERGY, VIRGINIA TO JOIN A REGIONAL BROADBAND INITIATIVE.
UM, WE HAVE PARTNERED ALL POINTS, THE TWO ELECTRIC COOPERATIVE SERVING WARREN COUNTY DOMINION ENERGY, VIRGINIA, WHO DOES NOT HAVE SERVICE TERRITORY INSIDE YOUR COUNTY, BUT IS PROVIDING THE BACKBONE FOR THE REGIONAL INITIATIVE, UH, ARE PARTNERING TO BRING A FIBER TO THE HOME BROADBAND SOLUTION TO ALL OF THE CURRENTLY UNSERVED LOCATIONS REMAINING IN EACH PARTICIPATING COUNTY.
UM, I'M HERE BECAUSE WE'RE OBVIOUSLY INVITING YOUR COUNTY TO JOIN.
UM, I THOUGHT THAT I WAS GOING TO BE JOINED THIS EVENING BY MARK PONTON FROM THE RAPPAHANNOCK ELECTRIC COOPERATIVE.
HE'LL PROBABLY BE COMING IN LATER, BUT, UM, MARK HAS, UH, BEEN WORKING CLOSELY WITH US ON THIS INITIATIVE AND EXPANDING IT TO INCLUDE WARREN, UM, A COUPLE OF VERY IMPORTANT POINTS THAT ARE IMPORTANT ABOUT OUR PHILOSOPHY AND ALSO IMPORTANT FOR TAKING ADVANTAGE OF THE PRIMARY STATE GRANT FUNDING PROGRAM, THE VADI PROGRAM, WHICH THE GOVERNOR ANNOUNCED LAST FRIDAY, HE HAS A PROPOSAL TO SUBSTANTIALLY INCREASE.
UM, FIRST IS WE ARE PURSUING EXCLUSIVELY WHOLE OF JURISDICTION SOLUTIONS.
WHAT I MEAN BY THAT, THAT WE, AS PART OF A PROCESS, WE'LL IDENTIFY 100% OF THE REMAINING UNSERVED LOCATIONS AND WE DEVELOP A PLAN TO, TO SERVE ALL OF THEM, NOT TO CHERRY PICK CERTAIN POCKETS.
AND I'VE GOT A COUPLE OF SLIDES I'LL SHOW YOU TO, TO ILLUSTRATE THAT CONCEPT.
UM, WE'RE PARTNERING WITH DOMINION AS PART OF THIS INITIATIVE.
SO EVEN THOUGH DOMINION IS NOT AN ELECTRIC SERVICE PROVIDER IN WARREN COUNTY, UM, THE COUNTY, IF IT DECIDED TO PARTICIPATE WOULD BENEFIT FROM THE INFRASTRUCTURE INVESTMENT IN THE REGIONAL BACKBONE THAT DOMINION ENERGY WILL BE MAKING.
UM, HISTORICALLY INTERNET SERVICE PROVIDERS AND ELECTRIC UTILITIES HAVE BEEN FRENEMIES, UH, A PORTMANTEAU OF FRIENDS AND ENEMIES.
UM, OUR MODEL AT ALL POINTS BROADBAND, WHICH WE'VE SPENT THE LAST COUPLE OF YEARS, PIONEERING WITH DOMINION AND SEVERAL OTHER ELECTRIC UTILITIES, INCLUDING RAPPAHANNOCK ELECTRIC AND THE NORTHERN NECK ELECTRIC COOPERATIVE TURNS THAT ON TED.
SO WE ENTER A COMMUNITY WITH ONE OR MORE PARTNERS WHO ARE ELECTRIC UTILITIES FROM DAY ONE, AND THAT IS DIFFERENT.
SO THE, THE LARGEST PROJECT, UH, FIBER TO THE HOME PROJECT EVER FUNDED BY VIRGINIA'S VAIDY PROGRAM WAS THE PARTNERSHIP THAT WE PUT TOGETHER ON THE NORTHERN NECK WITH DOMINION AND ANOTHER ELECTRIC COOPERATIVE, BUT IT IS DIFFERENT.
UM, SO NOT NEW BUT DIFFERENT AND AT A VERY HIGH LEVEL.
HOW DOES THAT WORK? ELECTRIC UTILITIES OWN A LOT OF THINGS ALREADY THAT THEY HAVE TO MAINTAIN AS PART OF THEIR ELECTRIC NETWORK THAT ARE RELATED TO GETTING BROADBAND TO PLACES THAT DON'T HAVE IT.
WHAT DO I MEAN BY THAT POLES? CONDUITS RIGHTS OF WAY.
THEY ALSO HAVE A LOT OF THINGS, A LOT OF DEVICES ON THEIR ELECTRIC GRIDS THAT BENEFIT THEM OPERATIONALLY.
IF THOSE DEVICES ARE TALKING TO THE CENTRAL NERVOUS SYSTEM OF THE ELECTRIC COMPANY IN REAL TIME.
SO THOSE ARE DEVICES CALLED SWITCHES RECLOSERS AND THE ELECTRIC COMPANY CAN BE A LOT MORE EFFICIENT ABOUT MANAGING ITS GRID AND PREVENTING OUTAGES FROM SPREADING, IF IT HAS REAL TIME CONNECTIVITY TO SOME OF THESE KEY DEVICES ON ITS GRID.
SO WHAT WE DO IS WE COME INTO A COMMUNITY WITH AN ELECTRIC PARTNER OR IN THIS CASE PARTNERS FROM THE BEGINNING, AND WE WORK WITH THEM COLLABORATIVELY TO DESIGN A NETWORK THAT OPERATES THEIR GRID, SORRY, BENEFITS THE OPERATIONS OF THEIR GRID, AND ALSO MAKES IT EASIER AND MORE COST EFFECTIVE FOR US TO GET FIBER TO PEOPLE WHO ARE CURRENTLY UNSERVED.

UM, AND I MENTIONED EARLIER, SO WE'RE, WE'RE FOLLOWING A SUCCESSFUL FORMULA THAT ALL POINTS AND DOMINION AND ANOTHER ELECTRIC COOPERATIVE USE, UM, IN THE FIVE COUNTIES ON VIRGINIA, NORTHERN NECK, A LITTLE BIT ABOUT OUR COMPANY.
SO WE'RE A VIRGINIA BASED COMPANY.

UM, WE ANNOUNCED EARLIER THIS MONTH THAT WE HAVE A NEW LEAD EQUITY SPONSOR, WHICH IS A FIRM CALLED SEARCHLIGHT CAPITAL PARTNERS.
SO SEARCHLIGHT HAS BEEN THE NUMBER ONE MOST ACTIVE INVESTOR IN FIBER TO THE HOME IN AMERICA IN THE LAST TWO YEARS.
AND, UH, THIS YEAR, YEAR TO DATE, THEY ARE THROUGH THEIR PORTFOLIO COMPANIES, THE NUMBER FOUR BUILDER OF FIBER TO THE HOME PASSINGS IN THE COUNTRY.
SO VERY AGGRESSIVE BUILDER, A VERY LARGE INVESTMENT FUND WHO UNDERSTANDS THE RURAL BROADBAND CHALLENGE WAS ATTRACTED TO ALL POINTS IN THE MODEL THAT WE'VE BUILT.
AND ALSO THE FRAMEWORK THAT WE HAVE IN VIRGINIA FOR PARTNERSHIP BETWEEN PEACE AND ELECTRIC UTILITIES.
UM, YOU TALKED BEFORE ABOUT THE IMPORTANCE OF THE WHOLE JURISDICTION SOLUTION.
AND I JUST, I WANT TO RUN THROUGH A SLIDE OR TWO HERE TO SHOW YOU HOW THAT WORKS IN PRACTICE.
SO YOU UNDERSTAND HOW IMPORTANT THAT IS TO FINALLY BRIDGING YOUR DIGITAL DIVIDE.
SO THERE IS A VERY COMMON MISCONCEPTION, AND IT'S UNDERSTANDABLE THAT, YOU KNOW, IF WE JUST DO ONE NEIGHBORHOOD AT A TIME, WE JUST GET ADDITIONAL CABLE DOWN THAT STREET WE'RE MAKING PROGRESS, YOU KNOW, WE'RE CHIPPING AWAY AT THE PROBLEM.

IF YOU THINK ABOUT IT, BROADBAND IS KIND OF LIKE INSURANCE, YOU HAVE SOME RELATIVELY CHEAPER TO SERVE LOCATIONS OR PATIENTS, AND YOU HAVE SOME RELATIVELY MUCH MORE EXPENSIVE TO SERVE AND RIGHT NOW, AND YOU CANNOT SAY, IF WE WANT TO KEEP COSTS DOWN TO PASS EVERYONE, YOU CAN'T PUT ALL THE HEALTHY PATIENTS IN ONE POOL AND SAY, WELL, THE GOVERNMENT'S JUST GOING TO INSURE THE SICK PEOPLE.
IT JUST THAT THE MATH DOESN'T WORK.
UH, AND SO I'LL SHOW YOU A MAP ON THIS IN A SECOND, BUT EVERY TIME YOU TAKE ONE OF THOSE ON THE MARGIN NEIGHBORHOODS OR GROUPS OF CUSTOMERS WHO COULD JUST BARELY SUPPORT A DEPLOYMENT WITH CUSTOMER REVENUE ALONE, YOU'RE MAKING IT HARDER AND HARDER TO SERVE EVERYONE.
WHO'S NOT IN THAT LUCKY CHERRY PICKED AREA.
AND SO ULTIMATELY IF YOU DON'T HAVE A WHOLE OF JURISDICTION SOLUTION, YOU'RE REALLY KICKING THE CAN DOWN THE ROAD IN TERMS OF FINALLY GETTING TO UNIVERSAL COVERAGE.
AND THIS IS SOMETHING THAT THE STATE AND ITS VAIDY GUIDELINES HAS REALLY UNDERSTOOD.
AND VIRGINIA HAS BEEN VERY AGGRESSIVE AND FORWARD THINKING ABOUT RE UH, ENCOURAGING PROJECTS TO BE WHOLE OF JURISDICTION.
SO IN THE VAT PROGRAM THAT WE WOULD BE APPLYING FOR, WITH YOU, THEN NUMBER ONE, THAT THE SINGLE HIGHEST CATEGORY POINTS YOU CAN GET, IT'S 50 OUT OF 300 IS IF YOU HAVE A WHOLE OF JURISDICTION SOLUTION.
IS IT A WHOLE JURISDICTION? YES.
AND THEY'VE DONE THAT BECAUSE THE FOLKS AT THE STATE HAD BEEN WORKING ON THIS FOR A LONG TIME AND THEY UNDERSTAND THE ECONOMIC REALITY.
SO LET ME SHOW YOU HOW THIS WORKS IN PRACTICE.

SO THE 300 LOCATIONS ON THE SCREEN, THE AVERAGE COST PER LOCATION, IF YOU DID THEM ALL $3,500, WHY IS THAT? LITERALLY HALF OF THE PASSINGS ARE IN THIS ONE DENSELY POPULATED AREA.
WE'RE GOING TO CALL THAT GROUP A SO HALF THE LOCATIONS ARE IN GROUP A HALF.
THE LOCATIONS ARE IN GROUP B, GROUP B IS EVERYWHERE THAT ISN'T INSIDE THE GREEN CIRCLE.
SO IF YOU BUILT THIS PROJECT ALL AT ONCE, DO YOU HAVE 300 PASSINGS? THE AVERAGE COST PER LOCATION IS $3,500.

HOW MANY YEARS OF REVENUE, UM, IS THE TOTAL CAPITAL INVESTMENT? OKAY.
AND WE USE IN THIS HYPOTHETICAL EXAMPLE, PEOPLE HAVE DIFFERENT NUMBERS AND DIFFERENT METRICS, FOUR AND A HALF YEARS.
SO FOUR AND A HALF YEARS OF REVENUE IS YOUR CAPEX OR LESS.
SO THE TAKEAWAY HERE IS IF YOU DID ALL THESE PROJECTS, ALL OF THESE LOCATIONS IN ONE FELL SWOOP, AVERAGE COST PER LOCATION, IT'S A LITTLE HIGHER THAN IT WOULD BE A GROUP A, BUT YOU CAN JUST BARELY MAKE IT WORK.
NOW THE PRIVATE SECTOR WOULD PREFER TRADITIONALLY TO JUST DO GROUP PAY.
WHY IS THAT? BECAUSE INSTEAD OF JUST UNDER THE THRESHOLD, YOU'RE WAY UNDER THE THRESHOLD.

SO THAT'S WHAT I'M TALKING ABOUT.
THE FALSE LOGIC OF CHERRY PICKING SOME PROJECT THAT HAS SOME PROGRESS THAT IT DOES NOT END UP CONNECTING EVERYONE IS ACTUALLY MAKING IT HARDER TO FINALLY GET BROADBAND TO EVERYONE.
AND WHY IS THAT? BECAUSE THERE'S A FIXED POOL OF POTENTIAL CUSTOMER REVENUE LEFT, IT'S FINITE.
AND SO YOU NEED A POLICY THAT'S GOING TO CHANNEL AS MUCH OF THAT CUSTOMER REVENUE INTO BUILDING UP THE BROADBAND TO AREAS WHERE IT'S NOT AVAILABLE TODAY.
AND THAT'S REALLY, THIS IS AMERICA'S BROADBAND PROBLEM.
IN A NUTSHELL, WE HAVE, WE'VE HAD A LOT OF CHERRY PICKING DIFFERENT DEPLOYMENT MODELS IN VIRGINIA.
WE'RE VERY FORTUNATE TODAY THAT WE HAVE A STATE LEVEL BROADBAND PROGRAM THAT IS ABSOLUTELY PRIORITIZING WHOLE OF JURISDICTION PROJECTS.
NEXT, I WANT TO TALK TO YOU REALLY QUICKLY ABOUT, UM, A VERY IMPORTANT CHANGE.
THE LAW IN VIRGINIA, THAT HAPPENED ABOUT TWO AND A HALF YEARS AGO, AND THAT WAS, UM, SOME PEOPLE CALL IT THE UTILITY LEVERAGED, UH, STATUTE.
SOME PEOPLE CALL IT THE BROADBAND STATUTE, BUT, UM, THEY CHANGED THE LAW SO THAT THE INVESTOR OWNED UTILITIES, NOT THE COOPERATIVES, BUT THE INVESTOR OWNED UTILITIES, DOMINION AND AEP COULD MAKE INVESTMENTS IN MIDDLE MILE FIBER TO CONNECT ALL THOSE DEVICES I WAS TALKING ABOUT EARLIER.
AND THEY COULD PARTNER WITH COMPANIES LIKE ALL POINTS BROADBAND TO WHILE THEY WERE CONNECTING ALL THOSE DEVICES, BUILD A BACKBONE THAT WE CAN USE TO GET BROADBAND TO PEOPLE WHO DON'T HAVE IT TODAY.
UM, WE'VE USED THIS MODEL WITH DOMINION AND ANOTHER COOPERATIVE ON THE NORTHERN NECK.
I MENTIONED, UH, IN THE LAST SIX MONTHS, THAT PROJECT ALONE RECEIVED $22 MILLION IN STATE AND FEDERAL SUPPORT.
UM, WE HAVE SIMILAR PROJECTS UNDERWAY TODAY INVOLVING DOMINION, RAPPAHANNOCK ELECTRIC, AND THE NORTHERN VIRGINIA ELECTRIC COOPERATIVE.
UH, WE HAVE ONE JUST OVER THE MOUNTAINS IN, IN LOUDON AND WE HAVE ANOTHER ONE RIGHT DOWN THE ROAD AND COLEPEPPER, UM, AND SEVERAL MORE PROJECTS USING THE SAME APPROACH.
AND WE'RE HERE TO INVITE YOU ALL TO PARTICIPATE IN THE PROJECT THAT WE'RE PUTTING TOGETHER FOR THIS YEAR'S VAIDY APPLICATION DEADLINE.

WE'RE WORKING TOGETHER TO OVERCOME THE CHALLENGES THAT ARE TOO GREAT FOR ONE ENTITY TO TACKLE ALONE.

THEY SAY, HEY, IF ANY LOCATION INSIDE A GIVEN CENSUS BLOCK IS SERVED BY A PARTICULAR TIME TYPE OF TECHNOLOGY.
FOR EXAMPLE, CABLE, WE'RE GOING TO ASSUME THAT THE ENTIRE CENSUS BLOCK HAS SERVED.
THAT MAKES A LOT OF SENSE IN DOWNTOWN RICHMOND OR ROANOKE OR HARRISONBURG OR LEESBURG, BUT THE MODEL REALLY BREAKS DOWN IN MORE RURAL AREAS.
SO WHY IS THAT? WELL, THE CENSUS BLOCK BOUNDARIES ARE USUALLY THE MAJOR ROADS, UH, YOU KNOW, YOUR LARGER SECONDARY ROADS OR EVEN PRIMARY ROAD.
SO IF THERE IS ANYWHERE IN THE MORE RURAL AREAS WHERE FOR EXAMPLE, CABLE, CABLE, TV IS GOING TO BE, IT WILL BE ALONG THOSE MAJOR ROADS.
UM, SO THIS IS ANOTHER REAL EXAMPLE FROM A STUDY AREA.
SO THE AREAS SHADED IN PURPLE ARE WHERE ACCORDING TO THE FCC BROADBAND IS AVAILABLE.
THESE EIGHT LOCATIONS OUT ALONG THE MAJOR ROAD ARE SERVED BY A CABLE BROADBAND.
HOW DO WE KNOW THAT? BECAUSE WE SENT CREWS INTO THE FIELD TO IDENTIFY ON A SPECIFIC LOCATION, SPECIFIC BASIS WHERE BROADBAND WAS AVAILABLE AND WHERE IT'S NOT WITH THESE EIGHT LOCATIONS OVER HERE IN YELLOW, WHICH THE FCCS MAPS SAY ARE DEEMED SERVE.
THEY ARE, IN FACT, NOT SERVED.
THEY HAVE THE MISFORTUNE OF LIVING IN A CENSUS BLOCK WHERE SOMEONE HAS ACCESS TO CABLE.
AND SO THE CURRENT MAPPING REGIME SAYS, OH, THEY MUST ALSO BE SERVED.

BUT THE FACT THAT DOMINION IS HELPING TO BUILD THIS LARGE RED, REGIONAL BACKBONE REDUCED COSTS INSIDE RICHMOND.
SO IT'S A VERY GOOD REAL-WORLD EXAMPLE OF HOW, WHY IS THIS GUY TALKING ABOUT DOMINION? WHAT'S THAT MATTER TO MINIONS? NOT IN OUR COUNTY.
IT DOES MATTER, RIGHT? IF YOU'RE PART OF A REGIONAL NETWORK WHERE DOMINION IS MAKING SOME INVESTMENT, UM, THAT HELPS REDUCE COSTS FOR EVERYONE.
SO YEAH, WE TAKE THESE UNSERVED AREAS.
WE WORK WITH THE ELECTRIC UTILITIES TO DEFINE THE ROUTES FOR FIBER.
YOU CAN SEE IN RED AND WHITE AND WE OPTIMIZE THE NETWORK SO THAT IT HAS THE GREATEST BENEFIT FOR THE ELECTRIC UTILITIES AND GIVES US THE GREATEST ABILITY TO SERVE ALL OF THE REMAINING UNSERVED LOCATIONS IN EACH COUNTY.
AND WE'VE DONE THIS WORK, A PRELIMINARY ANALYSIS IN WARREN COUNTY.

UM, WE HAVE OUR PRELIMINARY FIELD SURVEY HAS IDENTIFIED APPROXIMATELY TWENTY ONE HUNDRED AND FORTY EIGHT LOCATIONS IN THE COUNTY TODAY.
UM, THIS IS A PRELIMINARY EFFORT.
A LOT MORE WORK WOULD GO IN AS WE MOVED INTO HIGH LEVEL DESIGN AND DID MORE FIELD WORK AND STUFF.
UM, BUT YOU KNOW, WE'VE GOT A PRETTY GOOD LOOK HERE AT WHERE THE AREAS THAT ARE ACTUALLY UNSERVED ARE WITHIN THE COUNTY, THE BLUE SHADED AREA, OR THE UNSERVED POLYGONS AND THE PURPLE DOTS ARE THE CURRENTLY UNSERVED LOCATIONS.
AND THAT WOULD BE THE INITIAL BASIS FOR OUR DESIGN ACTIVITIES.
UH, IF WARREN WANTED TO BE PART OF THIS REGIONAL INITIATIVE, THE APPROACH THAT WE'VE LAID OUT IN THE MOU THAT SHENANDOAH VALLEY ELECTRIC COOPERATIVE RAPPAHANNOCK ELECTRIC COOPERATIVE, ALL POINTS IN DOMINION ARE INVITING YOU TO JOIN IS, IS A TWO PHASE PROCESS.
THE FIRST PHASE BEGINS AT THE END OF THIS MONTH OR SOONER IF THE COUNTY ELECTS TO JOIN AND WOULD CONTINUE THROUGH THE MIDDLE OF SEPTEMBER DURING THAT FIRST PHASE COUNTIES THAT WANT TO JOIN WOULD ENTER INTO THE MOU TO JOIN THE INITIATIVE.
UM, THE ELECTRIC UTILITIES AND ALL POINTS WOULD DO THAT COLLABORATION WORK THAT I JUST SHOWED YOU TO DETERMINE WHERE TO LOCATE, UH, LONG HAUL AND MIDDLE MILE AND LAST MILE FIBER TO BEST BALANCE ALL OF OUR OBJECTIVES AND TO REDUCE COSTS.
UM, WE WOULD THEN PREPARE WHAT ARE KNOWN AS HIGH LEVEL DESIGNS.
SO THIS IS NOT A FINAL CONSTRUCTION DRAWING, BUT IT'S A, IT'S A VERY GOOD CUT AT THE DESIGN.
WE GET A BILL OF MATERIALS AND INDICATIVE PRICE STRUCTURE, AND IT'S, UM, UH, A VERY DETAILED LEVEL OF WORK FOR A GRANT APPLICATION.
UM, THEN, AND PRIOR TO THE SUBMISSION OF THE VAT GRANT APPLICATION, WE WOULD COME BACK BEFORE THE COUNTY, WE WOULD PRESENT THE MORE SPECIFIC DESIGN, UH, AND PARAMETERS FOR THE COUNTY AND THE COUNTY WOULD DETERMINE WHETHER OR NOT IT WANTED TO PARTICIPATE IN MOVE INTO PHASE TWO.
UM, AND THEN AT THE END OF PHASE ONE, WE WOULD BE SUBMITTING VAIDY APPLICATIONS IN CONJUNCTION WITH EACH COUNTY THAT ELECTS TO PROCEED.
UM, THE APPROACH THAT WE HAVE WORKED OUT FOR THIS REGIONAL PROJECT WOULD BE THAT THE NORTHERN SHENANDOAH VALLEY REGIONAL COMMISSION WOULD ACTUALLY SERVE AS THE SINGLE, UH, FISCAL AGENT AND ADMINISTRATIVE AGENT AND COORDINATE THE OVERALL PROJECT.
THAT'S AN APPROACH THAT WE'VE USED ELSEWHERE AND ALSO ONE THAT THE STATE BROADBAND TEAM, RIGHT COMMANDS.
UM, THEN AS WE GOT INTO PHASE TWO, WHICH IT BEGAN IN THE MIDDLE OF SEPTEMBER AND CONTINUE THROUGH THE END OF THE YEAR, WE WOULD FINALIZE THE MORE DETAILED NETWORK DESIGN FOR ALL THE COUNTIES THAT ELECTED PROCEED, UM, BECAUSE DOMINION'S PARTICIPATION IS SUBJECT TO AN APPROVAL PROCESS AT THE STATE CORPORATION COMMISSION, ALL POINTS THAT A KEY ROLE THAT WE PLAY WITH THEM AS THEIR PARTNER IN THE ISP, UM, WE SUPPORT THE PROCESS OF THE DATA GATHERING AND THE NETWORK PLANNING ACTIVITIES THAT THEY NEED IN ORDER TO SECURE FINAL APPROVAL AT THE STATE CORPORATION COMMITTEE.
UM, THE VANITY, THE STATE LEVEL PROGRAM THAT, UH, THIS PROJECT WOULD BE APPLYING FOR IS THERE IS SOME BACK AND FORTH.
THERE'S SOME ITERATIVE WORK THAT USUALLY IS DONE WITH THE APPLICANTS AND THE STATE.

UM, THE STATE HAS STATED THAT THE, THIS YEAR'S VAIDY AWARDS, THE FIRST TRAUNCH OF THE 700 MILLION, THE GOVERNOR HAS PROPOSED WOULD BE ANNOUNCED IN DECEMBER OF THIS YEAR, EVERY YEAR, AS THEY SAY, DECEMBER, EVERY YEAR, IT ENDS UP BEING JANUARY EXCEPT FOR ONCE.
BUT, UH, SO IN THE FOURTH QUARTER, BEGINNING OF FIRST, UM, WE FEEL THAT THE, THIS FOR THE REASONS I DISCUSSED EARLIER, IT WOULD BE A VERY SUCCESSFUL, LARGE REGIONAL APPLICATION.
UM, BUT IF, IF, AND WHEN THE PROJECT WAS AWARDED,

SO WE COULD BEGIN, UM, DRAWING GRANT FUNDS AND PROCEEDS WITH CONSTRUCTION.
UM, AND AGAIN, AND ON THE TIMELINE, WE'RE HOPEFUL FOR SOME OF IT IS OUT OF OUR CONTROL, BUT I DO THINK THE STATE HAS BEEN VERY AGGRESSIVE ABOUT BROADBAND.
SO OUR PRE-CONSTRUCTION ACTIVITIES WOULD BEGIN IN THE FIRST QUARTER NEXT YEAR.
SO AGAIN, I'M HERE TONIGHT TO INVITE YOU TO JOIN THIS REGIONAL PROJECT.
UM, WE ARE ASKING COUNTIES TO JOIN BY THE END OF THE MONTH BECAUSE THERE'S A WHOLE LOT OF WORK THAT NEEDS TO BE DONE IN ADDITION TO THE FIELD WORK THAT WE'VE ALREADY DONE IN THE COUNTY TO GET A HIGH LEVEL DESIGN TOGETHER.
SO WE HAVE A ROBUST AND COMPETITIVE GRANT APPLICATION.
UH, WE LAID OUT THIS TIMEFRAME SO THAT WE HAD THE OPPORTUNITY TO COME BACK BEFORE THE BOARD OF SUPERVISORS IN EACH PARTICIPATING COUNTY, UH, WITH THE RESULTS OF THAT DESIGN WORK AND THE FINAL GRANT SUBMISSION PACKAGE.
UM, AND AS I'VE SHOWED YOU WITH SOME OTHER REGIONS, THIS IS, THIS IS A NEW PARADIGM, BUT IT'S NOT BRAND NEW.
SO WE HAVE A MODEL THAT IS PROVEN AND WORKS.
UH, IN FACT, I'VE GOT A PHOTO HERE AT THE END.
WE WERE LITERALLY WITH THE GOVERNOR AND THE LEADERS OF FIVE DIFFERENT COUNTIES AND TWO DIFFERENT ELECTRIC UTILITIES TWO WEEKS AGO, I THINK TOMORROW BREAKING GROUND, UH, ON FOR CONSTRUCTION ON THAT THE NORTHERN NECK BROADBAND PROJECT.
IT'S ONE THAT'S BEEN ENCOURAGED BY THE STATE BROADBAND TEAM, AND IT IS DESIGNED TO BE ATTRACTIVE AND, AND VERY COMPETITIVE FOR THE STATE SOURCES THAT ARE AVAILABLE.
UM, ANOTHER KEY THING, AND THIS SLIDE WAS PUT TOGETHER BEFORE THE GOVERNOR'S ANNOUNCEMENT LAST FRIDAY, BUT WE HAVE A, A NARROW WINDOW OF CONSENSUS IN AMERICA THAT WE FINALLY NEED TO SOLVE OUR RURAL BROADBAND PROBLEM.
AND THERE'S A PRETTY UNPRECEDENTED AMOUNT OF FEDERAL SUPPORT FOR BROADBAND STATE LEVEL SUPPORT FOR BROADBAND, AND VERY IMPORTANTLY, THE OPPORTUNITY TO USE AT THE LOCAL LEVEL FEDERAL DOLLARS TO MATCH OTHER FEDERAL DOLLARS THAT DOESN'T USUALLY HAPPEN WITH GRANTS, RIGHT? YOU CAN'T TAKE ONE POT OF FEDERAL MONEY AND USE IT TO MATCH ANOTHER, BUT THAT IS WHAT THE VAT RULES ALLOW.
THAT'S WHAT THE RPA STRUCTURE ALLOWS.
AND SO THERE'S RARELY A ONE-TIME OPPORTUNITY TO THINK BIG AND TO SOLVE THIS REALLY IMPORTANT CHALLENGE ONCE.

UM, THE INTENT WAS TO PROMOTE COMMUNITY SAFETY, PARTICULARLY IN AREAS OF YOUTH AND FAMILY.
SO NOT JUST BUSINESSES, BUT FOCUS ON SPECIAL, UNIQUE ELEMENTS BECAUSE EVERY COMMUNITY IS DIFFERENT.
UH, THEY'RE ALL UNIQUE IN THEIR OWN WAY.
SO DCGS HAS DEVELOPED A PROGRAM AND IT'S A, IT'S A PRETTY EXCLUSIVE CLUB.
IF YOU THINK OF THIS AS A MEMBERSHIP, WE'VE GOT ABOUT 18,000 LAW ENFORCEMENT AGENCIES IN THE COUNTRY, 340 IN VIRGINIA, THERE ARE ONLY 12.

WE HAD ATV REPORTS AND WE PUT THEM TOGETHER.

SO AS YOU LOOK AT THE, REALLY THE THREE, THE COPS GRANT, WE DON'T EVEN KNOW IF WE HAVE YET.
WHAT WE DO KNOW IS WE GOT THIS SRO GRANT THAT IS A LOT OF HARD WORK THAT WE GOT THAT REALLY SAVES OUR COUNTY QUITE A BIT OF MONEY OVER THE NEXT THREE YEARS.
AND WE CAN LOOK AT IT AND SEE IF WE WANT TO CONTINUE IT ON.
DOESN'T MEAN YOU HAVE TO KEEP THAT POSITION.
IT'S JUST A GRANT FOR THREE YEARS AND IT DOES HELP US.
SO I THINK IT'S SOMETHING WE REALLY SHOULD CONSIDER IF WE'RE BUILDING INFRASTRUCTURE.

SO, UM, I ATTENDED ON SIX 30, THE JOINT TOURISM MEETING.
THAT'S THE TOURISM ORGANIZATION THAT IS FORMED BETWEEN THE TOWN AND THE COUNTY.
UM, THINGS ARE MOVING FORWARD VERY WELL.
WE ARE ACTUALLY MAKING PROGRESS ON IT.
UM, ORGANIZING WITH THE DESTINATION MANAGEMENT ORGANIZATION.
WE HAVE SOCIAL MEDIA CAMPAIGNS THAT ARE GOING ON.
UM, THERE ARE LOTS OF GOOD THINGS HAPPENING THERE.
UM, I ALSO PARTICIPATED IN THE WARRING COALITIONS, SIX DIMENSIONS OF WELLNESS, AND I GOT TO DO THEIR PODCASTS FOR COMMUNITY WELLNESS AND, UH, REACHING INTO THE COMMUNITY AND ESTABLISHING COMMUNITY PROGRAMS. AND THAT WAS FUN.
I MET ALSO ON JULY SIX WITH THE HENSEL STONE HOA, MYSELF AND ROBBIE SEAL WHO'S OVER THERE.
WE WENT TO THEIR HOA MEETING AND ADDRESS SOME OF THEIR CONCERNS AND WE'RE FOLLOWING UP ON THOSE CONCERNS.
UM, AND I WOULD ALSO, MY FINAL IS I'D LIKE TO CONGRATULATE MELANIE SAILINGS FOR HER APPOINTMENT TO THE SCHOOL BOARD, FILLING THE VACANCY OF ARNOLD WILLIAMS DUE TO A MOVE THAT IS IN THE NORTH RIVER DISTRICT.
UM, I ATTENDED, UM, FIRE CHIEF'S MEETING AND IT WAS HOSTED THIS TIME BY THE SHANDO SHORES VOLUNTEER FIRE DEPARTMENT WAS WELL ATTENDED.
TOPICS DISCUSSED, WERE TRAINING STRATEGIC PLAN FOR THE FUTURE STAFFING OPERATIONS AND EQUIPMENT.
AND I THINK EACH AND EVERY COMPANY WAS, UM, UH, PRESENTED THERE THAT NIGHT ALSO MET WITH V DOT AND A RESIDENT.
MY AREA ABOUT ROAD CONCERNS, UH, MET WITH MR. BARRY AND MS. KOHLFELD ABOUT EROSION ISSUES AT A BOAT LANDING.
UM, VERY NICE JOB AND THAT YOU DID ON THAT.

RYAN BALDWIN CAME TO THE RESCUE TWICE ON THE SAME INCIDENT AFTER RESPONDING TO A SMALL CHILD WHO SUSTAINED A LACERATION TO HIS LEG AFTER HIS TURTLE TANK FELL OFF THE STAND THUS BREAKING CAPTAIN CROSS IN FIREFIGHTER, BALDWIN TALKED TO THE CHILD WHILE TRANSPORTING TO THE HOSPITAL AND DETERMINED.
HE WAS UPSET THAT HIS TURTLE NAMED SQUIRTLE NO LONGER HAD A TANK.
BOTH MEMBERS WENT TO A LOCAL RETAILER AND PURCHASED A NEW TANK FOR SQUIRREL AND DELIVERED IT TO THE CHILD WHILE HE WAS IN THE EMERGENCY ROOM.
LIEUTENANT BRANDON OLIVER AND FIREFIGHTER MEDIC ANDREW RECENTLY ARRIVED ON THE SCENE OF AN EMS INCIDENT TO FIND AN ELDERLY FEMALE WHO HAD FALLEN WHILE SHE WAS ATTEMPTING TO SWEEP AND STRAIGHTEN HER FRONT PORCH.
THE FEMALE WAS DETERMINED TO BE UNINJURED AND ONLY REQUIRED ASSISTANCE OFF THE GROUND AND INTO A COMFORTABLE POSITION WITHIN EXTENSION EXTENSIVE MEDICAL HISTORY, AND ONLY BEING ABLE TO AMBULATE WITH ASSISTANCE OF A WALKER.
MEDIC ONE, ASSISTED HER UP AND INTO HER ROCKING CHAIR, THEN PROCEEDED TO STRAIGHTEN UP AND SWEEP OFF HER FRONT PORCH.
SHE WAS GRATEFUL AND IT MADE OUR CRUISE DAY VOLUNTEER.
WYATT STRICKLAND WAS RECENTLY RECOGNIZED BY HIS EMPLOYER FOR SAVING.
I FELL A COWORKER WHO BECAME UNRESPONSIVE ON THE JOB.
FIREFIGHTER STRICKLAND, ALONG WITH ANOTHER COWORKER WHO HAD PREVIOUSLY BEEN TRAINED IN CPR, JUMPED INTO ACTION, PERFORMING CPR UNTIL THE AMBULANCE ARRIVED.
AND FIRST AID KNOWLEDGE SAVE THE MAN'S LIFE THAT IS COMMITTED TO SAFETY GOES BEYOND THAT WYATT AND HIS TEAM WERE WELL-PREPARED.
AND I JUST WANTED TO, EXCUSE ME, READ THOSE IN, BECAUSE I DON'T THINK WE'RE QUICK TO CRITICIZE, BUT WE'RE NOT QUICK TO RECOGNIZE.

SINCE A PORTION OF THE LOT IS LOCATED OUT OF THE FLOODPLAIN IN A NON FLOOD ZONE AREA.
