FORTUNATELY, WE DID NOT RECEIVE AS MUCH RAIN AS WAS FORECASTED FOR US.
SO WE'RE NOT QUITE AS IN BAD OF SHAPE AS WE THOUGHT WE WOULD BE.
UH, WE'RE PERFORMING DITCHING AND SHOULDING, UH, WORKED OPERATIONS IN THE ROCKLAND RELIANCE AREA THIS MONTH.
AND WE'RE ALSO GOING TO BE DOING DRY RUNS ON OUR SNOW REMOVAL EQUIPMENT IN PREPARATION FOR THE UPCOMING SEASON.

UH, THEY'RE RECOMMENDING GOING BACK TO THE WHICH NO DESIGN, WHEREAS THE LEFT LANE BECOMES THE THREE LANE INSTEAD OF A TURNING LANE.
AND THEN THE RIGHT LANE ALLOWS THE RIGHT LANE AND HOPEFULLY ELIMINATE SOME OF THE BACKUP THAT THEY EXPERIENCED IT THAT DURING PEAK HOURS, THE ENTRANCE TO THE KOA CAMPGROUNDS, TRAFFIC ENGINEERING, AND IT'S REVIEWED THAT.

WE RAN THAT APPLICATION THROUGH THE PLANNING DISTRICT COMMISSION FOR THE NORTHERN NECK, WHICH IS SIMILAR TO THE NORTHERN SHENANDOAH VALLEY REGIONAL COMMISSION.
THAT WE'RE IS THE APPROACH WE'RE TAKING HERE.
UM, THAT WAS ANOTHER PARTNERSHIP BETWEEN ALL POINTS AND SEVERAL ELECTRIC UTILITIES.
SO IN THAT CASE, IT WAS DOMINION ENERGY, VIRGINIA, AND THE NORTHERN NECK ELECTRIC COOPERATIVE AS PART OF THIS REGIONAL APPROACH, WE'RE WORKING AGAIN WITH DOMINION, UH, AND WITH THE RAPPAHANNOCK ELECTRIC COOPERATIVE AND WITH THE SHENANDOAH VALLEY ELECTRIC COOPERATIVE, THAT VAIDY APPLICATION WAS THE MOST SUCCESSFUL VIDEO APPLICATION IN THE HISTORY OF THE PROGRAM.
UM, ANOTHER IMPORTANT POINT ABOUT ALL POINTS IS THAT OUR LEAD EQUITY SPONSOR IS A FIRM CALLED SEARCHLIGHT CAPITAL PARTNERS.

UM, ANOTHER KEY POINT HERE, AND I'LL EMPHASIZE THIS A NUMBER OF TIMES, EVERYTHING THAT WE'VE DONE FOR THIS PROJECT IS SPECIFICALLY DESIGNED TO BE COMPETITIVE IN THE STATE'S VAIDY GRANT PROGRAM, UH, AND ALSO TO BE AN ELIGIBLE USE OF ARPA FUNDS.
SO IF YOU LOOK AT THE TREASURY GUIDANCE ON THE USE OF ARPA FUNDS, IN TERMS OF BROADBAND AND INFRASTRUCTURE, UH, THERE ARE TWO KEY COMPONENTS.
ONE IS AN EMPHASIS ON PARTNERSHIPS WITH ELECTRIC UTILITIES AND ELECTRIC COOPERATIVES, WHICH WE HAVE HERE.
AND THE SECOND IS THAT YOU'D BE BUILDING TRULY FUTURE-PROOF BROADBAND.
SO THE FEDERAL STANDARD IS A MINIMUM 100 DOWN, 100 UP MEGABITS PER SECOND.
UH, WE WILL INITIALLY BE OFFERING 1000 DOWN, 1000 UP, AND WE HAVE A NETWORK THAT IS DESIGNED TO BE SCALABLE IN THE FUTURE TO OFFER 10,000 DOWN 10,000 UP.
SO IT'S, THIS IS THE, THE VERY BEST INFRASTRUCTURE AVAILABLE.
UH, THE PURPOSE OF MY PRESENTATION TODAY IS TO SEEK THE BOARD'S ENDORSEMENT FOR PARTICIPATING IN THE REGIONAL VD APPLICATION THAT WE'LL BE SUBMITTING THROUGH THE NORTHERN SHENANDOAH VALLEY REGIONAL COMMISSION, AND ALSO TO OBTAIN YOUR ENDORSEMENT OF THE RECOMMENDED LOCAL MATCH COMPONENT FOR OUR GRANT, WHICH OF COURSE WOULD BE CONTINGENT ON SUCCESSFUL THE AWARD THIS POINT BEFORE, UH, WHEN I WAS HERE LAST TIME.
BUT I THINK SOMETHING THAT'S REALLY IMPORTANT TO UNDERSTAND AND BEARS EMPHASIS IS THAT WHAT WE ARE DOING IS DIFFERENT.
UM, IF YOU THINK ABOUT AN ELECTRIC UTILITY LIKE REC, UH, THEY HAVE A LOT OF DEVICES ON THEIR ELECTRIC GRID, THINGS LIKE SWITCHERS, SWITCHES RECLOSERS AND ALL THE INTELLIGENCE THAT AT, AT, AT AN ELECTRIC SUBSTATION.
AND SO AS PART OF MODERNIZING AND HARDENING THEIR ELECTRIC GRIDS, ELECTRIC UTILITIES ACROSS THE CUP, ACROSS THE COUNTRY, INCLUDING DOMINION, INCLUDING RDC, INCLUDING SVC, THEY ARE DEPLOYING THEIR OWN FIBER TO CONNECT DEVICES ON THEIR NETWORK.
AND THEY DO THAT BECAUSE IF THEY HAVE MORE INTELLIGENCE BUILT INTO THEIR NETWORK AND MORE INSTANTANEOUS REAL-TIME COMMUNICATION, THEY CAN MORE EFFICIENTLY MANAGE THEIR ELECTRIC GRID.
SO FOR EXAMPLE, IF A TREE FALLS ON A PARTICULAR LINE AND THE NERVE SYSTEM, UH, THE, THE OPERATION CENTER OF THE ELECTRIC UTILITY IS AWARE OF THAT THEY CAN QUICKLY RECLOSE OTHER AREAS OF THE CIRCUIT, UH, TO PROTECT THEM.

THEY'RE PROVIDING A LOT OF THE BASIC INFRASTRUCTURE THAT WE NEED TO GET CLOSER TO CURRENTLY UNSERVED CUSTOMERS.
UH, AND SO BEFORE I GET INTO THE DETAILS, THAT'S A LOT OF TECHNICAL JARGON AND MUMBO JUMBO ABOUT ELECTRIC GRIDS.

AND IF THE COUNTY ELECTED TO PROCEED AS PART OF THE REGIONAL APPLICATION, ITS LOCAL MATCH WOULD BE $6.9 MILLION OR 35% OF THE PROJECT.
AND AGAIN, THIS IS AN ELIGIBLE USE OF YOUR HRPA FUNDING IN TERMS OF THE OUTCOME OF THE PROJECT.
SO, UM, NUMBER ONE, FIBER TO THE HOME BROADBAND WOULD BE AVAILABLE TO ALL LOCATIONS IN THE COUNTY THAT ARE UNSERVED.
A LOT OF PEOPLE TALK ABOUT HOW THEY WANT GIGABIT.
YOU KNOW, YOU HEAR THAT A LOT.
I WANT GIGABIT INTERNET, WELL GIGA MEANS THOUSAND.
UH, AND SO THAT THAT'S A UNIT OF MEASUREMENT AND BROADBAND, AND THAT MEANS, UM, A GIGABIT IS A 1000.
THE NETWORK HAS THE CAPACITY OF DELIVERING 1000 AT A TIME.
UH, WE BELIEVE AT ALL POINTS BROADBAND, THAT WHAT WE'RE DOING TODAY IN PARTNERSHIP, THE ELECTRIC UTILITIES IS THE SAME TYPE OF THING THAT WAS HAPPENING 80 TO 100 YEARS AGO WITH THE ELECTRIFICATION OF THE COUNTRYSIDE.
IT'S A VERY SIMILAR PARADIGM AND OUR APPROACH TO DOING THIS IS TO DO IT ONCE TO DO IT THE RIGHT WAY FOR THE LONGTERM AND TO INCLUDE EVERYONE.
AND SO THE NETWORK THAT WE HAVE DESIGNED AND WOULD BUILD HERE IN WARREN IS, IS BASED ON WHAT'S CALLED THE X GS POND STANDARD X, MEANING 10 G GIGABIT.
SO IN THE FUTURE, UH, RATHER THAN JUST OFFERING ONE GIGABIT TO THE HOME SERVICE, WE WILL BE CAPABLE OF OFFERING 10 GIGABITS TO THE HOME OR 10,000 MEGABITS PER SECOND.
SO THIS IS, UM, THE STATE-OF-THE-ART BEST AVAILABLE TECHNOLOGY FOR ANY FIBER DEPLOYMENT, ESPECIALLY IN A RURAL, RURAL AREA.
UNDER THE MODEL WE PUT TOGETHER CUSTOMERS WHO WANTED TO SUBSCRIBE TO SERVICE WOULD PAY ONE TIME FEE INSTALLATION FEE OF $199.

AND SO OUR COMMITMENT AS PART OF THIS PROJECT AND THE GRANT APPLICATION AND THE RELATED AGREEMENTS IS THAT WE WILL MAINTAIN THIS BASE TIER 50 BY 50, THROUGHOUT THE LIFE OF THE PROJECT.
AND THE ONLY TIME THAT THIS PRICE WOULD BE ADJUSTED IS IN LINE WITH THE CONSUMER PRICE INDEX.
SO WE WOULD HAVE THE ABILITY TO ADJUST THIS PRICE OVER TIME BASED ON INFLATION, BUT WE WOULD NONETHELESS MAINTAIN THIS PRICE POINT THROUGHOUT THE LIFE OF THE PROJECT.
THERE ARE A LOT OF RATE PLANS ON THAT CARD THAT HAVE A LOT MORE ZEROS AFTER THEM.

IF THE COUNTY ELECTS TO PROCEED, THE LOCAL MATCH COMMITMENT WOULD BE CONTINGENT ON RECEIPT OF A VD GRANT AWARD AND EXECUTION OF RELATED PROJECT AGREEMENTS.

AND ON BEHALF OF THE APPLICATION UNDER THE CURRENT TIMEFRAME THAT HAS BEEN ANNOUNCED, THE STATE IS ANTICIPATING ANNOUNCING THE GREAT GRANT AWARDS FOR THIS CYCLE SOMETIME IN DECEMBER OF THIS YEAR, AFTER THAT PERIOD, UM, IF THEY FOLLOW THEIR CURRENT PRACTICE AND IT MAY TAKE A LITTLE BIT LONGER THIS YEAR, SINCE THE PROGRAM IS, UM, MUCH LARGER AND WE EXPECT THERE WILL BE MORE APPLICATIONS, BUT TYPICALLY THERE WOULD BE 90 DAYS AFTER GRANT AND A COUPLE MORE WEEKS, UH, FOR THE NOTICE PAPERWORK TO COME OUT, UH, DURING WHICH ALL POINTS AND THE PARTICIPATING COUNTIES WOULD NEED TO ENTER INTO THE FINAL AGREEMENTS REGARDING THE GRANTS AND ALSO FOR THE, THE SHENANDOAH VALLEY NORTHERN SHENANDOAH VALLEY REGIONAL COMMISSION, TO ACCEPT THE GRANT AWARD ON YOUR BEHALF.

THE FIRST THING IS THAT WE HAVE A VERY HIGH QUALITY NETWORK DESIGN, AS I MENTIONED, THIS IS AN XGS PON FIBER TO THE HOME NETWORK.
THAT'S THE BEST IN BREED FOR RURAL BROADBAND.
AND WE DESIGNED THE NETWORK FROM INCEPTION TO BE OPTIMIZED FOR VAT SCORING THAT'S THINGS LIKE THE, UM, THE WAIVER OF LONG DROP CHARGES AND THE OTHER THINGS THAT WE'VE DONE TO MAKE SURE THIS APPLICATION IS AS COMPETITIVE AS POSSIBLE.
WE ALSO HAVE STRONG PARTNERSHIPS IN PLACE.
SO IT'S, AS YOU KNOW, THIS INVOLVES NOT ONLY THE COUNTY AND ALL POINTS, BUT, UM, SEVEN OTHER COUNTIES IN THE REGION, A REGIONAL COMMISSION AND NOT ONE, NOT TWO BUT THREE ELECTRIC UTILITIES.

AND THEY HAVE PLEDGED, UM, APPROXIMATELY FIVE AND A HALF MILLION, 8.4 MILLION AND $8.9 MILLION OF LOCAL MATCH COMMITMENT RESPECTIVELY.
SO, UM, THE FINAL, THE THING I'LL SAY IS I MENTIONED EARLIER THAT WHAT WE ARE DOING IS NEW.
IT'S NOW TESTED, UM, A LITTLE OVER A YEAR AND A HALF AGO.

SO, UM, THE POINT HERE IS THAT WHAT WE'RE DOING IS NEW, BUT IT'S TESTED, UH, IT'S A VERY RELIABLE APPROACH AND WE THINK IT IS EXTREMELY COMPETITIVE AND A WAY TO FINALLY BRIDGE THE DIGITAL DIVIDE IN THE COUNTY ONCE AND FOR ALL.

AND IF THE STATE A PORTION OF THE PROJECT COST IS 30% AND THE COUNTIES IS 35 AND ONLY AFTER WE'VE SPENT A DOLLAR AND IT'S GOING THROUGH THAT DOCUMENTATION PROCESS, DOES THE STATE SPEND SEND US BACK 30 CENTS? AND THEN THE COUNTY WOULD SEND 35 CENTS.
SO, UM, THE MATCH COMMITMENT WILL ACTUALLY BE PAID OVER THE COURSE OF THE CONSTRUCTION PERIOD.
SO IT'S NOT, YOU'RE NOT OBLIGATED TO, YOU KNOW, PUT UP ALL THE FUNDING, UM, UPFRONT ALSO WE'VE HEARD.
UM, AND WE'VE SEEN THAT AT LEAST IN THE SENATE VERSION OF THE, THE NEW FEDERAL INFRASTRUCTURE BILL, UM, THAT WOULD BE AN ADDITIONAL SOURCE OF FUNDING IF APPROVED BY CONGRESS THAT WOULD FLOW TO THE COUNTIES AND IT COULD BE USED FOR THIS PURPOSE AS WELL.

UM, ON THE 26TH WE HAD THE DRUG COMMITTEE MEETING THAT WAS, UH, AS WELL, UH, WELL ATTENDED.
UH, WE NE WE WERE SEEKING INPUT AND WE'RE HELPING TO CONTINUE TO PUT PLANS TOGETHER TO HELP PROTECT AND IMPROVE THE COUNTY.
UH, AS FAR AS THE DRUG EPIDEMIC GOES, UM, UH, MRS. OATES HAS DONE A GREAT JOB ON, UM, CHAMPIONING CHAMPIONING THAT AND BETH REAVIS HAS AS WELL.
UH, ON THE 27TH OF VISITED WITH A WARREN COUNTY CITIZEN, DISCUSS THE STATE OF THE COUNTY, UM, ON THE 31ST, UM, WE ALSO HAD A SMALL, UH, BRIEFING ABOUT THE BROADBAND, UH, AND THE PROGRAM.
AND, UH, THAT BASICALLY SHOWED SOME OF THE THINGS THAT WE'RE TALKING ABOUT TODAY.
AND IT WAS, UH, UH, HELP, HELP TO DEVELOP SOME OF THE QUESTIONS.
UM, ON THE 1ST OF SEPTEMBER, I VISITED WITH SHANNON TOUR SHENANDOAH'S SHORE ZONE RESIDENTS, UH, AND THERE SOME OF THE CONSTITUENTS CONSTITUENTS THERE WITH THEIR CONCERNS, UM, THAT SAME DAY I HAD A SCHOOL BOARD MEETING.
AND ON THE SECOND I MET WITH THE TOWN MANAGER FOR COFFEE HAD NO GENERAL AGENDA JUST, UH, VISITED.
WE TALKED ABOUT A PLETHORA OF THINGS AND THAT'S ALWAYS GOOD JUST TO KEEP AHEAD OF IT.
I, UM, ACTUALLY WAS VISITING MY CHILDREN IN THE SOUTH AND WASN'T ABLE TO ATTEND THE DRUG COMMITTEE MEETING, BUT, UM, THE FRONT ROYAL WARREN COUNTY DRUG PREVENTION COMMITTEE IS AN ACTIVE PARTICIPANT IN, UH, WORKING TO, UM, ERADICATE DRUG ABUSE IN WARREN COUNTY AND EDUCATION IS KEY.
AND SO BECAUSE OF THAT, UM, THE, THE COMMITTEE SOUGHT TO HAVE AN INFORMATIONAL SESSION AT WARREN COUNTY HIGH SCHOOL.
AND, UM, IT WAS HELD ON SEPTEMBER 26TH.
AND I WOULD JUST LIKE TO THANK, THANK YOU, MR. MAYOR FOR ATTENDING IN MY ABSENCE.

SO, UH, ALL YOU HAVE TO DO IS GO ON THE RURAL EXAMINER AND YOU CAN SEE THE WHOLE MEETING ON AUGUST 24TH WAS THE DRUG EDUCATION PROGRAM THAT MRS. OATES COUNCILMAN GILLESPIE AND MS. RIVAS PUT ON, UM, IT WAS A SMALL GROUP THERE, BUT I'M, I'M TELLING YOU, IF YOU HAVE AN OPPORTUNITY TO GO TO ONE OF THEM, DO YOU NEED TO THE PERSON WHO SPOKE OF HER TESTIMONY, I LEFT THERE IN TEARS.

UM, I ATTENDED THE VALOR AWARD CEREMONY FOR FREDERICK COUNTY, CITY OF WINCHESTER AND CLARK COUNTY TO RECOGNIZE LAW ENFORCEMENT OFFICERS, FIREFIGHTERS, AND EMS PERSONNEL THAT HAD GONE ABOVE AND BEYOND.
AND MY SON WAS ONE OF THOSE WHO GOT, UM, A VALOR AWARD FOR LIFESAVING.
AND THAT WAS JUST A WONDERFUL EXPERIENCE.
UM, I'VE ALREADY TALKED TO, UM, NIKKI CALLAS, FOSTER, NIKKI FOSTER HOUSE AT THE CHAMBER.
I WANT TO BRING THAT TO WARREN COUNTY.
WE'VE GOT WONDERFUL STAFF AND OUR, UH, PUBLIC SAFETY AND THEY NEED TO BE RECOGNIZED.

BUT WE HAD 17 COMPANIES THAT WERE LOOKING FOR PEOPLE THAT WANTED TO VOLUNTEER SOME TIME AND IT TURNED OUT TO BE CANCELED.

I STILL WENT TO THE MEETING ALONG WITH A COUPLE OF MY ASSOCIATES.

AND WE GOT NAMES, WE GOT PHONE NUMBERS, WE GOT EMAIL ADDRESSES AND WE STARTED MAKING CONTACT AND ENSURE ENOUGH THERE WE'RE PUTTING PEOPLE IN PLACE.

SO OUR PUBLIC WORKS CREWS HAVE BEEN WORKING WITH THE FIRE AND RESCUE STAFF OUT THERE TO CONVERT THE, WHAT IS GOING TO BE THE MAINTENANCE BUILDING THAT USED TO BE THE PROPERTY OWNERS ASSOCIATION FACILITY.

UM, WE ALSO IDENTIFIED THAT THE AS 400 WAS NOT GETTING PROPER BACKUPS.
AND SO WE WERE WORKING TOWARDS THAT AS WELL.
ANOTHER BIG ISSUE WAS THE INNER GOV GIS SERVERS.
THEY WERE NOT COMMUNICATING PROPERLY AND IT WAS PREVENTING THE INSPECTIONS DEPARTMENT FROM DOING SOME OF THE WORK THAT THEY NEEDED TO DO.
AND THEN THERE WAS, UH, SOME QUESTIONS AND CONCERNS ABOUT VENDOR BILLING AFTER OUR MARCH EVENT AND, AND TRYING TO MAKE SURE THAT WE'RE NOT BEING OVERBILLED AND MAKING SURE THAT THE INSURANCE COMPANY IS PAYING THEIR PART AND NOT OUR PART AND SO ON AND SO FORTH.
OF COURSE, THERE'S ALWAYS A RUNNING CONCERN ABOUT A SECURITY POSTURE WITH THE COUNTY, AND WE'VE, WE'RE LOOKING INTO THAT.
AND THEN OF COURSE, YOU KNOW, WITH ANY IT DEPARTMENT, YOU'VE GOT TO BE PLANNING FOR THE FUTURE.
AND SO WE IDENTIFIED THOSE ISSUES RIGHT OFF THE RIGHT OFF THE BAT, AS FAR AS WHAT WE NEEDED TO DO.
UM, SOME EARLY ACCOMPLISHMENTS WE'VE UPDATED THE ASMR FOUR HUNDREDS OPERATING SYSTEM.

AND WE'VE ALSO, UM, PROGRAMMED THE BACKUP SYSTEM AND TRAIN STAFF ON HOW TO DO A FULL SYSTEM BACKUP EVERY NIGHT.
SO THAT IS KIND OF OFF THE LIST FOR RIGHT NOW.
THERE'S OTHER THINGS THAT NEED TO HAPPEN WITH THE AS 400, BUT THOSE WERE THE CRITICAL SITUATION, CRITICAL ISSUES WE WERE DEALING WITH RIGHT OFF THE TOP.
WE WERE ABLE TO ESTABLISH A CONNECTIVITY BETWEEN THE INTERGRATIVE SERVER AND THE GIS SERVER.
SO DAVID AND HIS CREW ARE RACING TO FINISH UP WHAT THEY NEED TO FINISH UP IN TO GET THEIR INSPECTION STUFF THE WAY THEY NEED IT.
UM, WE HAVE STARTED SOME DIALOGUE WITH FE CORP AND WE'RE REVIEWING THE VENDOR BILLING AS WE SPEAK.

WE'RE NOT COMPLETELY, UH, WE HAVEN'T SET OUR FIRST MEETING DATE ON THAT YET, BUT WE'RE IN THE PROCESS OF DOING THAT, JUST TO MAKE SURE THAT THE IT DEPARTMENT IS DOING EVERYTHING IT NEEDS TO DO TO MAKE SURE THAT PEOPLE ARE, AS IT NEEDS, ARE BEING MET.
THERE'S A THING THAT HAPPENS WITH AN IT DEPARTMENT THAT, THAT I AM REALLY CAUTIOUS OF WHERE, UM, PEOPLE GET FRUSTRATED BECAUSE THEIR PROBLEMS DON'T GET RESOLVED.
AND THEN THEY DON'T WANT TO REPORT THE PROBLEMS. AND WE DON'T KNOW THE PROBLEMS ARE THERE AND WE CAN'T FIX THEM.
SO ALL OF THIS IS IN AN EFFORT TO MAKE SURE THAT THAT DOESN'T HAPPEN.
AND WHEN WE BRING STAFF ON AND WE BRING SOME IT SUPPORT PERSONNEL AND WE'LL, WE'LL KIND OF MAKE IT VERY CLEAR TO THEM THAT WE NEED TO FINISH YOUR JOB.

IT'S A HUGE COST SAVINGS THING BECAUSE INSTEAD OF BUYING, SAY FIVE BOXES, ONE FOR EACH SERVER, YOU BUY ONE PIECE OF HARDWARE.
THAT'S A LITTLE BIT ELEVATED COMPARED TO WHAT YOU WOULD NORMALLY GET.
AND YOU RUN SERVERS AND CONGRUENCY ON THAT SERVER AT THE SAME TIME ON THAT HARDWARE AT THE SAME TIME, THAT'S A HUGE COST SAVINGS THING.
IT ALSO MAKES BACKUPS MUCH EASIER SO WE CAN SNAPSHOT THE SERVERS EVERY DAY.
AND THEN IF SOMETHING HAPPENS IN THE, IN THE MACHINE GOES DOWN, WE CAN REPLACE IT VERY QUICKLY.
UM, SO WE'LL LOOK AT USING SOME, SOME, UH, VIRTUAL MACHINES FOR APPROPRIATE SERVERS.

WE MAY LOOK AT THAT AS WELL AS ANOTHER ALTERNATIVE TO, TO BUYING INDIVIDUAL COMPUTERS.
JUST BEING ABLE TO LOG INTO A VIRTUAL WORKSTATION, IF YOU WILL, AND USE IT THAT WAY.
THERE'S SOME INTEGRATION, SOME TRICKY THINGS THAT HAVE TO HAPPEN WITH THE NETWORK AND PRINTING.
SO AGAIN, WE'RE JUST LOOKING AT EXPLORING THESE OPTIONS IS NOTHING WE'RE GOING TO DEPLOY ANYTIME QUICKLY, OTHER SOME FIBER CONNECTIVITY AND BASICALLY SOME BASIC NETWORK CONNECTIVITY THAT HAS TO BE DONE.
UH, THE, FOR INSTANCE, THE REGISTRAR'S OFFICE WORKS ON A DSL LINE WHEN IT RAINS, IT GOES DOWN.

AND SO THERE'S A LEARNING CURVE THAT'S INVOLVED IN THAT, AND I DON'T WANT TO MOVE ANYBODY INTO A ROLE OR USING A COMPUTER THEY'RE UNCOMFORTABLE WITH AND HAVE TO RELEARN WHILE THEY'RE ON THE JOB.
SO WE'LL AVOID THAT, BUT THAT'S SOMETHING WE PROBABLY NEED TO BE LOOKING AT, MAKING SURE WE'RE PREPARING FOR, BECAUSE AT SOME POINT WHEN WINDOWS 11 COMES OUT, THEY'LL PUT AN END OF LIFE PROCESS ON WINDOWS 10, AND WE NEED TO MAKE SURE THAT WE MOVE OFF OF 10 AND ONTO 11.

AND REALLY, I THINK THE VISION IS FOR THE COMMITTEE TO GO AWAY, BUT THERE BE A COUP REALLY SEPARATE ENTITY CREATED FOR TOURISM.

UM, IN YOUR PACKET, YOU'LL SEE AN EXAMPLE IS, UM, THE HEART OF THE APPALACHIA TOURISM AUTHORITY.
THIS WAS SPECIAL LEGISLATION THAT LOCALITY SOUGHT AFTER TO ESSENTIALLY GET PERMISSION, TO GET THE AUTHORITY FROM THE LEGISLATURE TO CREATE WHAT THEY WANTED TO CREATE THAT AS YOU CAN, WELL, IMAGINE IS A VERY LONG PROCESS, BUT WE COULD CREATE, UM, WITH THE HELP OF THE TOWN, WE COULD CREATE SOMETHING THAT IS VERY, YOU KNOW, THAT'S VERY SPECIFIC TO WHAT WE NEED, BUT IT IS GOING TO TAKE A LONG TIME.

UM, SO IT'S MY UNDERSTANDING THAT, UM, J L L, WHICH IS OUR CURRENT DMO, UM, THEY ARE LOOKING TO FORM A 5 0 1, 3 C, UM, FOR THE PURPOSE OF BENEFITING THE TOWN OF FRONT ROYAL AND WARREN COUNTY.
AND BECAUSE IF THEY DO FORM THAT ENTITY, THEN THE TOWN AND THE COUNTY CAN COME TOGETHER, ENTER INTO AN IMA MOU, SOMEWHAT SIMILAR TO WHAT WE HAVE NOW THAT ESSENTIALLY SAYS THE COUNTY IS GOING TO PROVIDE THIS MONEY.
THE TOWN'S GOING TO PROVIDE THIS MONEY.

UM, BUT THIS 5 0 1, 3 C WOULD OPERATE COMPLETELY SEPARATE FROM THE TOWN AND FROM THE COUNTY, WE CANNOT CREATE A 5 0 1 C3, NEITHER CAN THE TOWN, WE JUST DON'T HAVE THE AUTHORITY, UM, PER THE VIRGINIA CODE.
BUT IF J J L L MOVES FORWARD AND DOES THIS THEMSELVES, AND THEY COULD ASK THE TOWN AND COUNTY TO DO IT, AND WE COULD ENTER INTO AN AGREED MOU WITH THE TOWN.

SO WE NEED TO HAVE AT A RELATIONSHIP THAT WILL PREVENT SOME THE DIRECTION OF, OR THE INFLUENCE.
THAT'S THE WORD I'LL USE THE INFLUENCE OF TOWN OR THE COUNTY OVER THIS ENTITY.
MY UNDERSTANDING IS THE DMO, WHICH ALREADY EXIST IS CALLED, UM, WELL, OR HASN'T BEEN ESTABLISHED YET, BUT THEY WILL USE THE DISCOVER FRONT ROYAL BECAUSE IT'S ALREADY ESTABLISHED AND PEOPLE RECOGNIZE IT.
AND THERE ARE SIGNS ALL OVER 4 95 AND 66 FOR FRONT ROYAL.
SO THEY WILL CREATE A DISCOVER FRONT ROYAL, BUT THAT'S NOT A JLL ENTITY.

W AND I WAS GOING TO ASK THE QUESTION, ARE WE D DOES THE COUNTY SIT IN ON THE CAPITAL IMPROVEMENTS, UM, PROJECTS THAT, THAT SCHOOL SYSTEM DOES, WE RANK THEM.
UM, SO THEY SUBMIT THEM ALL TO US.
UM, AND THE PLANNING COMMISSION, WE RANKED THEM AT A WORK SESSION, UM, IN AUGUST.
SO ALL OF THE SCHOOL PROJECTS, I THINK THERE WERE ABOUT 13.
UM, AND THEY DO GO IN THE OVERALL CAPITAL IMPROVEMENT PLAN DOCUMENT.
SO TO GUIDE FUNDING, YOU KNOW, THAT IT WILL BASICALLY, THE WAY WE HAVE THE SCHEDULE WORKING IS YOU ALL WILL HAVE THIS CAPITAL IMPROVEMENT PLAN FOR YOUR NEXT BUDGET CYCLE TO REVIEW THE PROJECTS AND THE PLANNING COMMISSION RANKS THEM.
UM, THERE'S, UH, THERE'S ABOUT 12 CRITERIA THAT THEY RANK THEM AND YOU'LL HAVE ALL THAT AS WELL.
UM, WE HAVE FIRE AND RESCUE COUNTY ADMINISTRATION AND PUBLIC WORK STILL TO GO, BUT WE'VE RANKED ALL THE REST OF THE PROJECTS.
