I'M THE DIRECTOR OF LOCAL GOVERNMENT POLICY FOR THE VIRGINIA ASSOCIATION OF COUNTIES, OTHERWISE KNOWN AS VACO.

UM, I'M HERE TONIGHT, UH, FOR A VERY SPECIAL OCCASION, WHICH IS TO RECOGNIZE TWO OF YOUR BOARD MEMBERS, MADAM CHAIR, AND MS. , UH, FOR COMPLETING A TRAINING PROGRAM FOR THE VIRGINIA CERTIFIED COUNTY SUPERVISORS PROGRAM.

AND THIS IS DONE IN CONJUNCTION WITH VIRGINIA COOPERATIVE EXTENSION AND VIRGINIA TECH, UH, JUST A LITTLE BIT ABOUT THE PROGRAM AND, UH, WHY, WHY THESE TWO SHOULD BE COMMENDED.

UH, IT WAS AN 18 MONTH PERIOD AND IT WAS, UH, IT WAS DONE REMOTELY THIS TIME, WHICH WAS SOMETHING NEW FOR US, BUT WE THINK IT WORKED REALLY WELL.

AND WHAT WAS INTERESTING IS JUST THE WATCH, UM, THIS CLASS OF NINE, HOW THEY REALLY BONDED EVEN REMOTELY, UH, ON, ON THESE TOPICS, JUST A LITTLE BIT MORE ABOUT THIS, THEY COMPLETED 65 HOURS OF CLASSROOM INSTRUCTION AND ALSO 35 HOURS OF HOME STUDY REQUIREMENTS, UM, TO, TO GET THIS CERTIFICATE ON A RANGE OF TOPICS AND REALLY WHAT IT POINTS TO INTO ALL THE OTHER TIME COMMITMENTS THAT YOU ALL HAVE TO MAKE THIS TIME, UH, TO BETTER SERVE THE CITIZENS OF WARREN COUNTY, I THINK IS DEFINITELY TO BE COMMENDED.

AND OF COURSE THE STAFF HERE, UM, WITH ED AND EMILY AND OTHERS, AND MATT HAVE ASSISTED, UH, ME AND THE SONS OF THE AMERICAN REVOLUTION, THEY SHUNNED ALL CHRISTIAN ALLIANCE AND SOME OTHER CIVIC GROUPS THAT HAVE SUPPORTED THE IDEA THAT WE ARE VERY IMPORTANT COUNTY NAMED AFTER ONE OF THE GREATEST REVOLUTIONARY WAR HEROES IN HISTORY.

AND, UH, SO WE CAME TO YOU SOMETIME AGO WITH PROPOSAL THAT WE, WE NAME OUR BRIDGES, WHICH RIGHT NOW, UH, ARE UNNAMED, UM, EXCEPT BRIDGE OVER THE NORTH AND SOUTH FORK OF THE SCHENDEL RIVERS.

AND, UM, AND I APPRECIATE YOUR SUPPORT FOR THE NAME OF THOSE BRIDGES.

UH, THE FIRST WOULD BE AFTER DANIEL MORGAN, WHO WAS, UH, ONE OF THE GREATEST, UH, SOLDIERS AND AMERICAN HISTORY, UH, WHEN I WENT INTO THE MARINE CORPS AND I'M SURE THAT WALKED A, GOT THE SAME CLASS AS I DID IN, IN THE CORPS.

ONE OF THE FIRST CLASSES IN COMBAT WAS, UH, THINGS THAT GENERAL MORGAN, UH, TAUGHT THE AMERICAN SOLDIERS, UH, WHEN HE WAS, WHEN HE WAS AN OFFICER IN THE REVOLUTION, THEN, UH, WE ALL KNOW THE STORY NOW, HOPE WE KNOW THE STORY OF DR.

JOSEPH WARREN FOR WHOM THE COUNTY, HIS NAME.

MY, UH, MY SECOND THING IS I JUST WON'T CALL YOUR ATTENTION.

AND I DID GIVE EMILY COPIES OF THIS.

THIS IS CONSTITUTION WEEK, AND, UM, WE HAVE DONE SOME CELEBRATING WITH YOUNG PEOPLE HERE AND CALLING ATTENTION TO THE HISTORY OF OUR, OUR COUNTY AND THE HISTORY OF OUR CONSTITUTION, SO THAT, UH, THIS IS PROBABLY THE SHORTEST PRESENTATION I'VE EVER DONE.

AND I LOOK FORWARD TO, UH, MAKING A, SOME TYPE OF, UH, EFFORT TO HELP YOU, IF YOU SHOULD SEE FIT TO DEVELOP INFORMATION ON MATERIAL THAT COULD BE DISTRIBUTED TO TOURISTS WHEN THEY COME, UM, HERE EXPLAINING THOSE NAMES AND THE RICH HISTORY THAT THIS COUNTY HAS.

AND, UM, I ATTENDED THAT, UH, SEPTEMBER 8TH OF FREDERICK.

UH, I WENT TO THE FREDERICK COUNTY BOARD OF SUPERVISORS MEETING THE FREDERICK COUNTY WORK SESSION, UH, TO ATTEND A DISCUSSION WITH FREDERICK WATER ABOUT EXTENDING POTENTIALLY EXTENDING WATER RESOURCES TO THE NORTH CORRIDOR.

UM, AND, UH, SEPTEMBER 13TH, I ATTENDED THE BOARD OF TRUSTEES MEETING FOR SAMUEL'S PUBLIC LIBRARY.

THE LIBRARY IS DOING SOME AMAZING THINGS.

SO IF YOU GET A CHANCE TO DROP BY THE LIBRARY OR YOU CAN EVEN ACCESS ONLINE BOOKS, UM, IF YOU DON'T FEEL COMFORTABLE GOING INTO THE LIBRARY, UH, IT'S JUST AN INCREDIBLE ORGANIZATION.

UM, ON, UH, SEPTEMBER 15TH, WE DID THE JOINT TOWN AND COUNTY LIAISON MEETING.

AND I JUST HAVE TO SAY THAT, UM, THE US AND THEM MENTALITY SEEMS TO BE MELT IN A WAY EVENTUALLY, HOPEFULLY THERE'S GOING TO BE AN US IN US.

AND, UM, ON SEPTEMBER 17TH I ATTENDED A CONSTITUTION DAY EVENT WITH THE GUY BACK THERE WHO HAS ON HIS REGULAR CLOTHES.

AND, UM, THE THING THAT I REALLY WISH IS THAT HE HAD BEEN MY HISTORY TEACHER BECAUSE I WAS FASCINATED AND ENGAGED.

I RECORDED IT AND SENT IT TO MY CHILDREN WHO LIVE IN OTHER STATES, UM, AND ARE GROWN AND WILL PROBABLY SAY, UM, WHAT IS SHE SENDING ME THIS FOR? BUT ANYWAY, IT WAS THAT ENGAGING.

UM, IN 2018 OR 2019, UM, 20, 20 NUMBERS ARE NOT IN YET, BUT 2019, UH, WE HAD $155 MILLION COME INTO THIS COMMUNITY AND TOURISM REVENUE, 35 MILLION OF THAT SUPPORT PAYROLL, 1700 JOBS AND $7 MILLION GOES TO THE STATE REVENUE FUNDS.

AND 3 MILLION LOCALLY TOURISM IS OUR ONE INDUSTRY.

AND I WANTED ALL OF YOU TO KNOW THAT WE ARE AMBASSADORS TO PEOPLE WHO VISIT HERE.

AND LARRY, UH, MR. JOHNSON MENTIONED THAT, THAT

AND THE BOARD ALSO HAS THE OPTION OF EMPLOYING PEOPLE DIRECTLY AND BECAUSE OF THE OPPORTUNITIES THAT ARE AVAILABLE AT THIS TIME, IT IS RECOMMENDED THAT THE BOARD PROCEEDS CREE AUTHORIZED THE CREATION OF A COUNTY DEPARTMENT OF ECONOMIC DEVELOPMENT, WHICH WOULD WORK, WOULD SERVE FOR THE BOARD FOR COUNTY STAFF, FOR THE EDA AND ANOTHER ENTITIES, AS THEY MAY DECIDE TO PARTICIPATE ANY QUESTIONS, UM, FOR DR.

DAILY, IF NOT, IS THERE A MOTION? I MOVED THE BOARD OF SUPERVISORS APPROVED THE CREATION OF THE WARREN COUNTY OFFICE OF ECONOMIC DEVELOPMENT, AUTHORIZED THE COUNTY ADMINISTRATOR TO RECRUIT AN EMPLOYEE, A DIRECTOR OF ECONOMIC DEVELOPMENT AND AN ADMINISTRATIVE ASSISTANT PREPARE INFORMATION.

SO THE BOARD CAN ADD THESE POSITIONS TO THE COUNTY COMPENSATION AND CLASSIFICATION SYSTEM AND PREPARE BUDGET TRANSFERS TO THE NEW DEPARTMENT FOR A BOARD APPROVAL.

UM, THIS PROPERTY IS LOCATED AT 7 9 7 FAIRGROUND ROAD AND THE NORTH RIVER DISTRICT IS ZONED AGRICULTURAL AND IDENTIFIED ON TAX MAP FIVE AS PARCEL 15 B B ZERO.

UM, THE APPLICANT IS REQUESTING THAT THE CONDITIONAL USE PERMIT BE MODIFIED TO CHANGE THEIR HOURS OF OPERATION ALSO TO ALLOW FOR DOGS TO BE GROOMED ON THE SITE THAT AREN'T CURRENTLY BEING BOARDED AND TO ALLOW FOR ADDITIONAL DOGS TO BE, TO USE THE THREE OUTSIDE RUN AREAS.

THE ORIGINAL CONDITIONS LIMITED, UH, THE DOG'S GROOMING TO DOGS WHO ARE ONLY BOARDING AT THAT TIME.

UM, THEIR DAILY HOURS OF OPERATIONS WERE ORIGINALLY FROM MONDAY THROUGH FRIDAY, 9:00 AM TO 6:00 PM AND SATURDAYS FROM 8:00 AM TO 12:00 PM.

AND THEN THEY, MS. CAVALIER REQUESTED THIS BECAUSE THEY WERE LIMITED TO ONLY TWO DOGS OUTSIDE AT ONE TIME.

AND THAT WAS BETWEEN THE THREE RUNS THAT THEY HAVE.

SO, UM, THERE ARE 15 CONDITIONS FROM THE ORIGINAL IF MADAM CHAIR WITH LIKE, I CAN JUST READ THE ONES THAT ARE BEING CHANGED AND THE OTHER ONES ARE RIGHT THERE IN YOUR CONSENT.

AT THAT POINT, UH, TO THE WEST, THERE'S SOME NATURAL VEGETATION THAT WAS THERE DURING THE, UH, THAT WAS LEFT THEREAFTER, THE CONSTRUCTION, WHATNOT.

AND THAT, UH, THAT HOUSE IS THAT'S

THERE IS NO VEGETATION, BUT, UH, IT'S A PRETTY SIGNIFICANT DISTANCE.

UM, OBVIOUSLY IT'S, IT'S UP TO YOU IF YOU CHOOSE TO DECREASE THAT AMOUNT, UH, THAT, YOU KNOW, UM, I, I I'M SURE THE APPLICANT WOULD UNDERSTAND THAT, BUT THIS WAS JUST SOMETHING THEY FELT THAT THEY COULD KEEP FOUR DOGS PER, UH, EACH ONE, UH, MS. CAVALIER SAID, TYPICALLY, YOU'RE NOT GOING TO SEE THAT YOU'RE GOING TO SEE MAYBE A COUPLE IN EACH ONE AND THEN THEY'RE CYCLING THEM IN AND OUT, UM, IN ORDER TO GET THEIR, YOU KNOW, THEIR KENNEL HERE.

I THOUGHT OF THAT AS WELL.

AND TO HAVE 12 DOGS POTENTIALLY THERE AT ONE TIME, IT'S JUST A LOT.

AND, UM, I DON'T KNOW.

I WOULD LIKE TO PROBABLY REDUCE THAT DISTANCE.

SO MR. MAY, IF I CAN SPEAK TO THIS, ACTUALLY USE THESE FOLKS SERVICES BEFORE THEY KEPT FOUR.

I HAVE FOUR FAMILY DOGS AND THEY KEPT FOR THOSE DOGS.

AND I SPECIFICALLY ASKED THAT THEY KEEP THEM TOGETHER, UM, BECAUSE I WAS GOING TO BE GONE FOR 10 DAYS AND I WANTED THEM KEPT TOGETHER AND THEY ACTUALLY HOUSED THEM TOGETHER AND THEY TOOK THEM OUTSIDE TO PLAY TOGETHER SO THAT THEY WOULDN'T BE, UM, IN SEPARATE PLACES AND THEY GET ANXIOUS.

AND SO, UM, I'VE ACTUALLY BEEN THERE AND SEEN IT.

AND IT'S NOT AS CROWDED AS YOU'RE IMAGINING.

THERE'S A LOT OF, OF OPENINGS.

TWO OF THE PINS ARE A LITTLE SMALLER THAN THE THIRD PEN.

THE THIRD PEN IS PRETTY, PRETTY BIG AREA.

AND I IMAGINE THEY USE THAT FOR THE LARGER DOGS.

UM, I'LL TELL YOU IN THE TIME THAT WE'VE HAD THIS CONDITIONAL USE FROM THE TIME IT WAS ISSUED, WE HAVE NEVER HAD A COMPLAINT FROM ANY NEIGHBORS ABOUT NOISE OR ANYTHING.

AND SINCE OF THAT, SO BECAUSE THEY'RE ONLY REQUESTING A MAC MAXIMUM OCCUPANCY OF 10 AND NOT NECESSARILY 20 TO FILL THE 10 BEDROOMS THAT WE ARE WITHIN THE, THE ZONING REGULATIONS THEN.

UM, GHILLEAN REALLY WELL.

SHE IS ONE OF MY GOOD FRIENDS AND MY BROKER ALSO, BUT FOR THE COMMUNITY THAT WE LIVE IN HERE, I THINK IT'S JUST FINDING BALANCE.

I RECENTLY WAS TRYING TO HELP A LADY THAT WAS TRYING TO MOVE A LOT THAT SHE HAD THERE, THAT SHE HAD BOUGHT IN 1959 AND SHENANDOAH SHORES.

UM, HER FAMILY LIVES IN MARYLAND, AND SHE CAME IN WITH THE CUTEST LITTLE BROCHURES, CAUSE IT USED TO BE A RETREAT COMMUNITY.

IT HAD AN INDOOR POOL AND IT HAD A CLUBHOUSE, WHICH I DIDN'T EVEN KNOW.

SO IT'S PRETTY NEAT TO SEE THE TRANSITION.

AND I THINK OUR COMMUNITY, A LOT OF THESE AREAS, INCLUDING SOME OTHER SUBDIVISIONS THAT HAVE COMMUNITY WATER AND HOUSES THAT ORIGINALLY HAD WOOD STOVES, THEY WERE MEANT FOR RETREATS.

SO NOT FULL-TIME LIVING, YOU KNOW, SO NOW THERE IS A HIGHER IMPACT ON WATER AND THE HOUSING BECAUSE THEY WEREN'T MEANT TO LIVE IN HERE AROUND, BUT AGAIN, JUST FINDING THAT BALANCE OF BRINGING THE TOURISM, LIKE THE GENTLEMAN SAID EARLIER AND HAVING, YOU KNOW, ENTRY-LEVEL HOUSING AND ALL DIFFERENT TYPES OF HOUSING, I FEEL LIKE IS REALLY IMPORTANT TO THE COMMUNITY.

ONE IS THAT AT THE LAST BOARD MEETING IN AUGUST, UM, THE FORMER PRESIDENT WHOSE TERM EXPIRED AT THAT MEETING, HE MENTIONED TO THE MEMBERS THAT, UM, THE BOARD OF SUPERVISORS HAD REACHED OUT TO THE SHENANDOAH SHORES BOARD TO ASK THEIR OPINION ON THIS APPLICATION.

AND HE S HE SAID THAT THEY HAD RESPONDED THAT IT WAS AGAINST THEIR BYLAWS.

AND I ASKED HIM AT THE MEETING WHERE IN THE BYLAWS, IT FORBIDS SHORT-TERM RENTALS.

UH, IN ORDER TO BE ABLE TO BE CLOSE TO THE RESTORATION PROCESS, UH, IT WAS A HISTORIC HOME.

THEY WERE TRYING TO RESTORE IT TO AS CLOSE TO POSSIBLE WAS IS TO ITS ORIGINAL CONDITION.

UM, THEY LIVED IN THIS FOR 16 MONTHS.

IT WAS APPROVED FOR ALL ZONING AND BUILDING INSPECTIONS, PERMITS, UH, FOR THAT THE APPLICANT'S INITIAL INTENT WAS NOT TO USE IT FOR A SHORT TERM TOURIST RENTAL, BUT AFTER MOVING BACK INTO THEIR PRINCIPAL'S STRUCTURE, THOUGHT IT WOULD BE A GOOD IDEA, UH, IN ORDER TO RECOUP SOME OF THEIR COSTS AND SUPPLEMENT THEIR INCOME, UM, FOR THE MAINTENANCE OF THE PROPERTY, THE OWNERS DO LIVE IN THE PRINCIPAL, UH, STRUCTURE FULL TIME.

THEY WILL BE THE PROPERTY MANAGERS.

UM, THE HEALTH DEPARTMENT HAD SOME, A LITTLE BIT OF ISSUES AT FIRST, BUT WE'VE, WE'VE RECEIVED A LETTER FROM THEM THAT THEY HAVE GIVEN APPROVAL FOR THE USE OF THE PRIMARY DWELLING IS ONE BEDROOM AND A STUDIO DWELLING AS, UH, THE SECOND BEDROOM FOR THE, UH, SEPTIC AND DRAIN FIELD.

SO, UH, THAT WOULD ALLOW FOR TWO PERSON OCCUPANCY IN THE STUDIO DWELLING UNIT.

SHE HAS THREE FABULOUS BOYS WHO LIVE HERE IN TOWN.

SO WE'VE BEEN PART OF THIS COMMUNITY FOR A LOT OF YEARS.

IT WAS A TRAGEDY WHEN WE LOST OUR HOME IN FEBRUARY 18.

AND THE DECISION WE MADE WAS TO RESTORE IT TO WAY IT WAS INSTEAD OF PLOWING IT DOWN AND BUILDING ANOTHER STRUCTURE.

SO WE LIVED IN THE, IN THE BARN APARTMENT THAT WE BUILT ABOUT, UH, A STUDIO AND WATCHED THE RESTORATION OF MY HOME.

WELL, IN JUNE OF 19, WE MOVED INTO THE HOUSE NOW, UH, I'M RETIRED AFTER 30 YEARS IN THE ARMY AND WE HAD THIS PLACE UP ON THE, IN THE BARN.

AND SO WE THOUGHT, WELL, IT'D BE NICE IDEA IF WE COULD BRING PEOPLE INTO OUR COMMUNITY TO ENJOY WHAT WE LOVE FOR SO MANY YEARS.

AND SO WE HAVE OFFERED IT AS A SHORT TERM RENTAL.

I DIDN'T REALIZE AT THE TIME THAT I WAS VIOLATING THE LAW.

SO I GOT A LETTER FROM THE PLANNING COMMISSION TELLING ME THE CEASE AND DESIST, AND WE DID THAT.

AND, UH, SO WE HAVE GONE THROUGH THE PROCESS OF TRYING TO BRING, UH, A POSSIBLE WAY TO SUPPLEMENT MY MILITARY RETIREMENT FOR MY WIFE.

AND WHEN I'M I'M 82, SHE'S 62.

SO SHE'S GOING TO BE HERE A LOT LONGER THAN ME.
