THAT FORUM WAS MODERATED BY A MEMBER OF SAID CHURCH, WHOM IT HAS BEEN SINCE DISCOVERED, HAD ALREADY GIVEN MONEY TO A LOCAL POLITICAL CANDIDATE AT THE SAME FORUM.

KNOWINGNESS THE OPPONENT OF SAY, CANDIDATE CHOSE NOT TO PARTICIPATE, EXPECTING AN AMBUSH

FROM THESE INDIVIDUALS PEDALING A FAIR AND NON-PARTISAN DEBATE.

I FIND IT PECULIAR THAT A SMALL BUSINESS LIKE MINE COULD POSSIBLY BE PAYING MORE IN TAXES THAN A LARGE BUSINESS SLASH POLITICAL CONGLOMERATE LIKE SAID RELIGIOUS ORGANIZATION.

USING THE WORD CHURCH HAS MORE OF A CONVENIENCE AS OPPOSED TO AN ACTUAL OUTREACH OF THE POOR AND DESTITUTE TO INCLUDE OUR IMPOVERISHED LOCAL PUBLIC SCHOOL CHILDREN WHO SIMPLY WANT TO LEARN BELOVED AND HAVE A SAFE PLACE FOR A FEW HOURS A DAY.

I LIVE AT 5, 5, 7 LAKE CROPS, SHENANDOAH FARMS. UM, I'D LIKE TO DISCUSS A LITTLE BIT ABOUT THE REVENUE SHARING PLAN AND THE COMPREHENSIVE PLAN.

WE HAVE A MAIN ARTERY IN SHENDO FARMS CALLED LAKE DRIVE.

I'VE LIVED IN SHANDO FARM FOR 37 YEARS TO ROW CONDITION OF LAKE DRIVE IS THE SAME CONDITION.

IT IS WHEN I MOVED THERE IN 1984, I'VE BEEN TO MEETINGS WITH THE HOMEOWNERS ASSOCIATION AND I'VE BEEN TOLD EVERY SINGLE YEAR THAT THAT ROAD WILL BE PAVED.

IT IS NOT BEEN PAID.

AND THE LAST BOARD MEETING I JUST WENT TO, THEY TOLD ME TO SET BACK TILL 19 OR 2024.

AND WE HAVE A LOT OF TRAFFIC ON THAT ROAD.

IT'S A MAIN ARTERY RIGHT OFF THE HOUSE VILLE ROAD.

THE PROPERTY OWNERS PAID FOR THE APRON INTO THAT DRIVE LAKE DRIVE.

WE ALSO PAVED THE TOP OF LAKE DRIVE WHERE IT'S REAL BAD AND STEEP, BUT WE DON'T HAVE ANYTHING DONE WITH THE MIDDLE.

THE ROADS ARE DOWN TO BEDROCK AND SHALE.

THEY DON'T HAVE A ROAD PROJECT.

THEY HAVE A PACIFICATION PROJECT.

THEY, THEY TAKE THE GRAVEL, RUN IT UP TO SENATOR ROAD.

IT'S WASH BOARDED.

I LIVE AT SIX MASSEY HERE IN FRONT ROYAL.

SO I AM THE PASTOR AT THE FIRST BAPTIST CHURCH HERE IN FRONT ROYAL, AND ALSO, UM, AND THE PRESIDENT FOR THE FRONT ROYAL WARREN COUNTY MINISTERIAL ASSOCIATION THIS YEAR.

UM, OUR CHURCHES AND THE MINISTERIAL ASSOCIATION ARE COMMITTED TO FINDING WAYS TO CARE FOR OUR NEIGHBORS WHO FIND THEMSELVES IN DIFFICULT SITUATIONS.

FOR ONE EXAMPLE, SINCE, UH, JANUARY, 2020, OUR CHURCHES HAVE COME TOGETHER TO SERVE HOT MEALS TO THOSE IN NEED.

WHEN COVID HIT, WE TRANSITIONED TO HOT TO GO MEALS IN OUR PARKING LOT.

THERE ARE NINE OTHER CHURCHES AND FOUR CIVIC GROUPS TO PARTNER WITH US TO PROVIDE THESE MEALS IN OUR COMMUNITY.

WE ESTIMATE THAT WE HAVE SERVED OVER 14,000 HOT NUTRITIOUS TO GO MEALS IN THE LAST 12 MONTHS.

AND UNFORTUNATELY IN THE LAST THREE WEEKS, WE'VE SEEN A LARGE INCREASE IN THE NUMBER OF MEALS THAT WE'RE SERVING.

UM, ON WEDNESDAY NIGHTS, WHEN FIRST FAB THIS SERVES, WE NORMALLY WOULD SERVE 65 PEOPLE, BUT WE SAW HAVE BEEN SEEING 90 PEOPLE THE LAST THREE WEEKS.

WE DON'T REALLY UNDERSTAND WHY, BUT WE ARE SEEING LOTS OF NEW FACES FOR

THESE MEALS.

MOST OF OUR CHURCHES IN THE MINISTERIAL ASSOCIATION ARE SMALL CHURCHES AND WE HAVE OLDER MEMBERS AND OUR BUILDINGS ARE AGING.

WE ARE SMALL, BUT WE ARE A MIGHTY GROUP OF LITTLE PEOPLE.

AND WE HAVE A CALLING TO LOVE AND TO SERVE GOD AND OUR NEIGHBORS FOR THE FIRST THREE YEARS OF THE THERMAL SHELTERS OPERATION, THE THERMAL SHELTER, YOU USED OUR BUILDINGS, THE CHURCHES PROVIDED HOT MEALS.

WE PROVIDED VOLUNTEERS TO INTERACT WITH THE GUESTS AND WE ALSO HELPED TO FUND THE PAID POSITIONS FOR THE THERMAL SHELTER.

WELL, LAST WINTER, WHEN COVID-19 HIT, OUR CHURCHES WERE CONCERNED ABOUT HOUSING FOLKS IN OUR BUILDINGS, YOU KNOW, WITH OLDER VOLUNTEERS.

UM, WE JUST WEREN'T COMFORTABLE WITH THAT.

SO THE COUNTY DID A WONDERFUL THING BY STEPPING UP AND HELPING TO PROVIDE A SPACE FOR OUR HOMELESS FRIENDS, CHURCHES STILL PROVIDED THE MEALS.

WE STILL PROVIDED VOLUNTEERS.

WE STILL PROVIDED FUNDING, BUT THE SHELTER COULD NOT HAVE OPERATED WITHOUT THE COUNTY.

SO THANK YOU VERY MUCH FOR STEPPING UP TO THE PLATE IN THAT DESPERATE SITUATION AND THE SPACE THAT THE COUNTY PROVIDED WAS EXCELLENT.

THERE WAS A LARGE KITCHEN TO SERVE FOOD AND PREPARE BREAKFAST AND LUNCH.

THERE WAS LAUNDRY FACILITIES WHERE LINENS COULD BE WASHED AND ALSO THE CLOTHES COULD BE WASHED OF, OF OUR FRIENDS WHO WERE STAYING IN THE SHELTER.

AND FOR THIS COMING SEASON, UM, YOU MAY KNOW THAT CHURCHES AND COMMUNITY GROUPS HAVE COME TOGETHER TO FUND A SHOWER TRAILER.

THAT'S BEING BUILT FOR THE THERMAL SHELTER.

UM, IT'S BEING BUILT BY A VOLUNTEER AND IT'S GONNA HAVE THREE SHOWER STALLS.

AND I UNDERSTAND LOTS OF HOT WATER, WHICH WILL BE WONDERFUL FOR OUR GUESTS.

UM, AS YOU PROBABLY KNOW, THE THERMAL SHELTER IS A SHELTER WITH NO BARRIERS, WHICH MEANS THAT ANY ADULT CAN STAY THERE.

UM, THERE'S NO BACKGROUND CHECKS.

UM, PEOPLE THAT COME MAY HAVE ADDICTION ISSUES AND THEY MAY HAVE MENTAL HEALTH ISSUES.

BUT THE POINT OF THE SHELTER IS BASICALLY JUST TO KEEP PEOPLE FROM FREEZING TO DEATH OUTSIDE.

SO WE FEEL LIKE AS CHURCHES THAT OUR HOMELESS NEIGHBORS ARE JUST AS IMPORTANT AS YOU AND ME, THAT THEY ARE, WE ALL ARE GOD'S BELOVED CHILDREN.

THE NUMBER OF HOMELESS HAVE INCREASED SO MUCH IN OUR COMMUNITY OVER THE LAST YEAR THAT CHURCHES ARE CONCERNED THAT WE WILL NOT BE ABLE TO HOUSE THE GROUP ANYMORE.

FROM WHAT I UNDERSTAND THE NUMBERS HAVE GONE UP FROM 15 TWO YEARS AGO TO 30 PEOPLE LAST YEAR.

AND DID YOU KNOW THAT WARREN COUNTY HAS THE FASTEST GROWING NUMBER OF HOMELESS AND ALL OF VIRGINIA? SO WE DO HAVE A LARGE HOMELESS POPULATION HERE.

SO THIS YEAR, ONCE AGAIN, THE THERMAL SHELTER, THIS COUNTY HAS AGREED TO LET THE THERMAL SHELTER USE THE BUILDING AGAIN.

AND WE WERE SO EXCITED ABOUT THAT.

BUT DESPITE THIS PROMISE, IT WAS RECENTLY DISCOVERED THAT THE COUNTY HAS NOW RIPPED OUT THE BATHROOMS THAT ARE CLOSE TO THE AREA WHERE OUR HOMELESS FRIENDS WILL STAY.

SO WHY WOULD THE COUNTY ALLOW THIS TO HAPPEN WHEN THE SHELTER IS GOING TO OPEN IN DECEMBER, WHICH IS VERY SOON.

SO WHERE ARE OUR FRIENDS SUPPOSED TO GO TO THE BATHROOM? NOW, OUR HOMELESS FRIENDS, WHEN THEY STAY IN THE SHELTER, USE THE BATHROOM A LOT.

AND I THINK THAT'S BECAUSE THEY GET LOTS OF GOOD THINGS TO DRINK COFFEE, WATER, GATORADE.

AND I GUESS WHEN YOU'RE ON THE STREET ALL DAY, UM, YOU MIGHT NOT HAVE A PLACE TO GO TO THE BATHROOM AND YOU PROBABLY DON'T HAVE MUCH TO DRINK.

SO THEY GO TO THE BATHROOM A LOT.

I WOULD SAY THAT FROM EXPERIENCE, STAY IN WITH THE SHELTER FOLKS.

WHEN THEY STAYED AT OUR CHURCH, WE HAD A LOT OF TRIPS BACK AND FORTH TO THE BATHROOM.

SINCE THE COUNTY RIPPED OUT THE BATHROOMS, WHERE, WHERE WILL OUR HOMELESS NEIGHBORS USE THE BATHROOM? NOW IT'S BEEN SUGGESTED THAT A SHOWER TRAILER, BATHROOM COMBO WOULD BE RENTED, BUT LET ME TELL YOU WHY WE DON'T FEEL LIKE THAT'S A GOOD IDEA.

SINCE THESE FOLKS GO TO THE BATHROOM ALL NIGHT LONG, THEY WOULD NEED TO BE CHAPERONED.

UM, FOR LOTS OF REASONS, ONE, THEY MIGHT WANDER OFF, THEY MIGHT HIDE ALCOHOL OR DRUGS IN THE BUSHES.

THEY MIGHT GET IN A FIGHT.

AND THAT, THAT WOULD BE REALLY DIFFICULT TO MANAGE.

WE WOULD HAVE TO FIND THERMAL SHELTER WOULD HAVE TO FIND WAYS TO HIRE EXTRA PEOPLE, TO, TO, TO MANAGE A BATHROOM OUTSIDE.

AND HONESTLY, WHEN YOU THINK ABOUT IT, WHO WANTS TO GO TO THE BATHROOM OUTSIDE WHEN IT'S 19 DEGREES IN JANUARY OR FEBRUARY? I KNOW I, I DON'T WANT TO.

SO WHY WOULD WE WANT OUR HOMELESS FRIENDS TO HAVE TO DO THAT TOO? SO OUR LITTLE CHURCHES HERE IN WARREN COUNTY, WE'RE WORKING AS HARD AS WE CAN TO CARE FOR OUR NEIGHBORS WHO LACK THE VERY BASIC THINGS THEY NEED TO SURVIVE.

AND MANY OF OUR CIVIC ORGANIZATIONS ARE DOING THE SAME, BUT WE CAN'T MEET ALL OF THESE NEEDS BY OURSELVES.

WE NEED OUR COUNTY GOVERNMENT TO STEP IN AND HELP US.

SO WE AS CHURCHES, WE'RE GOING TO CONTINUE TO HONOR OUR COMMITMENT TO THOSE WITHOUT HOMES, BY PROVIDING MONEY TO HIRE STAFF, BY BUYING SUPPLIES FOR THE THERMAL SHELTER, WE WILL ALSO CONTINUE TO PROVIDE HOT MEALS, BREAKFAST, FOODS, AND SNACKS, AND WE'LL CONTINUE TO SEND VOLUNTEERS.

I KNOW OUR LITTLE, LITTLE CHURCH, FIRST BAPTIST, WE DONATED OVER 6,000 IN DIRECT CONTRIBUTIONS TO THE SHELTER, ALSO IN PURCHASING FOOD AND THEN ALSO HELPING TO PURCHASE THE SUPPLIES FOR THE SHOWER TRAILER.

AND I KNOW OTHER CHURCHES HAVE DONE THE SAME.

SO AS CHURCHES, WE WILL HONOR OUR COMMITMENT TO THE THERMAL SHELTER AND TO THOSE THAT DON'T HAVE A HOME, BUT WE ARE CONCERNED ABOUT THE FACT THAT THE BATHROOMS ARE RIPPED OUT OF THE THERMAL SHELTERS SPACE.

AND WE UNDERSTAND THAT IT WILL BE IMPOSSIBLE TO REBUILD THEM BY THE TIME THE SHELTER STOP STARTS.

SO JUST A COUPLE OF THINGS.

PLEASE LET OUR HOMELESS FRIENDS USE THE BATHROOM DOWN THE HALL AND THE HEALTH AND HUMAN SERVICES BUILDING NEAR THE SOCIAL SERVICE OFFICES.

THOSE OFFICES ARE NOT OCCUPIED AT NIGHT.

THEIR OFFICES ARE LOCKED AND OUR GUESTS WON'T HAVE TO GO OUTSIDE TO USE THE RESTROOM AND IT WILL BE EASIER TO BE FOR THEM TO BE MONITORED.

AND ONE MORE THING, PLEASE DO NOT CONTINUE THE CONSTRUCTION ON THAT BUILDING BEFORE THE THERMAL SHELTER IS FINISHED.

SO I'LL ASK THAT YOU PLEASE WAIT UNTIL THE THERMAL SHELTER IS OVER FOR THE SEASON.

THIS PAST SEASON, CHRISTIE GAVE YOU A, A REALLY GREAT BACKGROUND OF OUR LAST SEASON AND IT WORKED OUT REALLY WELL FOR OUR THERMAL SHELTER.

AND WE WERE TOLD THAT WE WERE ABLE TO OCCUPY THE SAME SPACE AGAIN FOR THE 20 21 20 22 SEASON.

WE FEEL LIKE WE WERE BLINDSIDED TO FIND OUT BY CHANCE THAT BOTH BATHROOMS THAT SERVE THE THERMAL SHELTER AND THE DSS ONE-STOP RESOURCE CENTER PROGRAM WERE GUTTED AND RENDERED UNUSABLE, NOT EVEN A PHONE CALL TO ANY OF US IN THIS WAS DISHEARTENING.

OUR SEASON STARTS IN NINE WEEKS.

WE NEED VOLUNTEERS.

IF NOT ALL OF OUR LOCAL CHURCH BUILDINGS, BOTH FOR SLEEPING AND FOR FOOD PREPARATION.

ADDITIONALLY, IT PROVIDES PLENTY OF COLD AND DRY STORAGE AREAS WITH THE ASSISTANCE OF LOCAL CONGREGATIONS AGENCIES, ORGANIZATIONS, GENEROUS INDIVIDUALS, INCLUDING THE COUNTY.

WE ARE ABLE TO PROVIDE AN ANNUAL TEMPORARY SHELTER THAT RECOGNIZES AND ADDRESSES THE DIGNITY OF OUR HOMELESS COMMUNITY.

UNFORTUNATELY, THOUGH, AT THIS LATE DATE, WE HAVE A DILEMMA WHERE CAN THE GUESTS WASH THEIR HANDS, BRUSH THEIR TEETH, GO TO THE BATHROOM, COMB THEIR HAIR, AND TAKE CARE OF PRIVATE HYGIENE MATTERS.

PERMISSION WAS GRANTED BY THE COUNTY ADMINISTRATOR FOR THE THERMAL SHELTER TO USE THE SPACE AND THE HEALTH AND HUMAN SERVICES BUILDING FOR THE 2122 SEASON AND OPERATING A SHELTER REQUIRES ACCESSIBLE RESTROOM FACILITIES.

SO I OFFER TWO OPTIONS THAT MAY HELP TO GET THE BALL ROLLING, TO ADDRESS THIS ISSUE IMMEDIATELY.

THE FIRST IS TO ALLOW THE USE OF OTHER RESTROOM FACILITIES LOCATED IN THE BUILDING.

YOU'VE HEARD THAT TWICE BY THE TWO PREVIOUS SPEAKERS.

UM, SECOND, UH, OPTION THAT I WOULD THROW OUT IS THAT ASSUMING THEY CAN BE MADE CLEAN AND SAFE IS TO MAKE THE RESTROOMS RECENTLY GUTTED USABLE FOR THE SEASON, INSTALL TOILETS WITH TEMPORARY DIVIDERS BETWEEN THEM AND SINKS AND LIGHTING.

AND RE-INSTALL THE ENTRY DOORS.

IF THEY HAVE BEEN REMOVED AS WELL.

NOW, THE IDEA OF USING PORTABLE OUTDOOR TOILETS OR ANY SIMILAR FACILITIES LOCATED OUTSIDE THE BUILDING ARE NOT ADVISABLE.

THE THERMAL SHELTER SAFETY POLICY WOULD REQUIRE ADDITIONAL STAFF DEDICATED SOLELY TO RESTROOM DUTY BOWELS AND BLADDERS CANNOT BE PUT ON A TIMER, WORKERS, VOLUNTEERS, AND SHELTER GUESTS DESERVE A BETTER AND MORE FEASIBLE SOLUTION.

NOW THIS ISSUE IS NOT INSURMOUNTABLE, BUT IT DOES REQUIRE EXPEDIENT ACTION AS A CITIZEN OF FRONT ROYAL AS A CHRISTIAN, AS A PASTOR OF A LOCAL CONGREGATION THAT HAS ACTIVELY PARTICIPATED IN THE THERMAL SHELTER SINCE ITS INCEPTION.

I CARE ABOUT THE WELFARE AND DIGNITY OF OUR LOCAL RESIDENTS, REGARDLESS OF

WE'VE TALKED ABOUT MOVING TO FRONT ROYAL AT SOME POINT, SINCE WE SPENT A LOT OF TIME HERE IN THE PAST YEAR DURING THE PANDEMIC AND REALLY LOVED THE AREA AND THE SCENERY AND ALL OF THE HIKING THAT'S AVAILABLE.

UH, ESPECIALLY SINCE SEAN RECENTLY TOOK A NEWSPAPER JOB THAT ALLOWS HIM TO WORK REMOTELY.

I MYSELF, HOWEVER, WORK AT WALTER REED HOSPITAL IN BETHESDA, WHICH REQUIRES ME TO BE THERE IN PERSON.

SINCE I WORK IN A LAB, BUILDING MEDICAL DEVICES FOR TROOPS AND THEIR FAMILIES, BECAUSE OF THIS, WE ARE REQUESTING TO RENT OUR HOME ON SACRED DRIVE TO GIVE US FLEXIBILITY ON WHEN WE CAN USE IT.

THIS IS A PROPERLY PROPERTY THAT WOULD BE GREATLY REVITALIZED BY USING IT AS A SHORT-TERM RENTAL, SOMETHING COMMISSION CHAIRMAN MYERS NOTED AS A LONG-STANDING BENEFIT OF THESE FOR THE COUNTY.

BEFORE WE BOUGHT THIS HOUSE, THE SEPTIC SYSTEM WAS CORRODING, WHICH HAD LED TO SEWAGE BACKUP ON THE SIDE OF THE HOUSE, CLOSEST TO THE RIVER FOR TWO YEARS, TRASH WAS BURNED IN A BARREL IN THE BACKYARD, WHICH I'M SURE WAS NOT GOOD FOR THE AIR QUALITY.

AND OUR HOME INSPECTOR SHOWED US.

THE FURNACE HAD SCORCHED WIRES, WHICH HE SAID WAS AN IMMEDIATE FIRE THREAT.

THESE ARE THE KINDS OF THINGS THAT WE WOULD NEVER LET HAPPEN, NOT JUST BECAUSE WE TAKE CARE OF AND TAKE PRIDE IN OUR PROPERTY AND OUR HOME, BUT BECAUSE WE WOULD HAVE A FINANCIAL INCENTIVE TO FIX THEM BEFORE GUESTS ARRIVE THE $600,000 THAT THE COUNTY AND CITY HAVE JOINTLY AGREED ON THIS YEAR TO FUND TOURISM.

MARKETING SHOWS YOUR COMMITMENT TO THIS INDUSTRY, BUT YOU DON'T JUST WANT TO SPEND MONEY.

YOU AND THE TAXPAYERS WANT TO GET A RETURN ON THAT INVESTMENT.

WE HAVE DOZENS OF PEOPLE WHO HAVE SUBMITTED COMMENTS TO THE BOARD SAYING THEY WOULD LIKE TO COME RENT OUR PLACE.

MANY OF WHOM WOULD BE FIRST-TIME VISITORS TO WARREN COUNTY, BUT PEOPLE WE TALKED TO AT THE VISITOR CENTER AND THE COUNTY TOURISM BOARD SAID THEY ROUTINELY HAVE TO TURN AWAY POTENTIAL TOURISTS BECAUSE THERE ISN'T ENOUGH LODGING.

THEY EVEN SAID THE HOSPITAL HAS TROUBLE FINDING PLACES FOR TRAVELING NURSES TO STAY THE CONCERNS ABOUT TRESPASSING, PARTYING, AND OTHER INAPPROPRIATE BEHAVIOR THAT OUR NEIGHBORS BROUGHT UP AT THE PLANNING COMMISSION LAST MONTH ARE THINGS THAT WE HAVE EXTENSIVELY TRIED TO MITIGATE.

WE ARE GOING TO USE OUR MONEY TO PUT UP SIGNS AND BARRIERS AROUND OUR PROPERTY SHOW GUESTS CLEARLY WHERE THEY CAN AND CANNOT GO.

AND WE ARE GOING TO HAVE A SET OF QUIET HOURS BETWEEN 10:00 PM AND 7:00 AM SO THAT OUR GUESTS ARE QUIET TO KEEP THE PEACE OF THE COMMUNITY.

AND THESE ARE ALSO HYPOTHETICAL CONCERNS THAT ARE THE SAME FOR EVERY SHORT-TERM RENTAL RENTAL APPLICATION.

THIS BOARD HAS CONSIDERED OURS IS A SPOT FOR FAMILIES AND OUTDOORS ENTHUSIASTS WHO WANT TO GO TO THE PARKS AND GO CANOEING, NOT BACHELOR PARTIES, WANTING TO HIT UP THE CLUBS

THIS IS WHY CHAIRMAN MYERS CALLED IT A GREAT LOCATION FOR A SHORT TOURNAMENT.

SHORT-TERM RENTAL AND WHY ONLY A SMALL MINORITY OF THE HOMEOWNERS AND NONE IN OUR SUBDIVISION HAVE EXPRESSED OPPOSITION.

ALL OF THE PEOPLE WHO HAVE EXPRESSED OPPOSITION ARE OVER A THOUSAND FEET AWAY FROM US, WHICH IS 10 TIMES THE REQUIRED SETBACK BY THE COUNTY.

I UNDERSTAND THERE HAVE BEEN CASES WHERE DOZENS OF PEOPLE HAVE COME TO THE BOARD AND ASK YOU TO DENY SOMETHING LIKE THIS.

THE BYLAWS EXPLICITLY ALLOW IT AND APPLICANTS TRY ANYWAY, BUT THAT'S NOT THE CASE HERE.

THERE'S PRECEDENT FOR THIS BOARD, APPROVING SHORT-TERM RENTALS, OVER MINORITY COMMUNITY OPPOSITION, AND ALSO ON PRIVATE ROADS.

HOW HAS THAT TURNED OUT? WE'VE ACTUALLY GOTTEN TO KNOW A FAMILY THAT WAS IN A SIMILAR SITUATION EARLIER THIS YEAR, WHERE THEY HAD CONCERNS FROM NEIGHBORS ABOUT TRESPASSING AND PARTYING.

UM, THE, YOU APPROVED THEIR APPLICATION EARLIER THIS YEAR, THEY'VE BEEN UP AND RUNNING AND THERE HAVE BEEN NO PROBLEMS. IN FACT, THE NEIGHBOR WHO WAS MOST ADAMANT AGAINST IT, THEY ARE NOW FRIENDS WITH, AND HE MOWED THEIR LAWN WHILE THEY'RE OUT OF TOWN.

WE'RE NOT ASKING OUR NEIGHBORS TOMORROW LAWNS, BUT WE WOULD LIKE FOR THEM TO GIVE US A CHANCE, A CHANCE TO MAKE THIS WORK.
