AND THEIR, THEIR AIM IS TO, UH, IS TO HELP, UH, THE SURROUNDING COUNTIES TO INCLUDE, UH, WARREN COUNTY, UM, UH, SHENANDOAH COUNTY CLARK COUNTY, UH, IN THE, UH, IN THE PROMOTION OF AVIATION FOR THE BETTERMENT OF THE, UH, OF THE COUNTIES AND OF THE, UH, OF THE BUSINESSES IN THE AREA. UM, I ALSO ATTENDED THE COUNTY ITALIAN LIAISON MEETINGS, AND THE TOPICS THAT WE DISCUSSED WAS OF COURSE, THE MOU TOURISM MOU. UH, WE ALSO TALKED ABOUT THE BUILDING INSPECTIONS, UH, AGREEMENT, AND WE TOUCHED ON A LITTLE BIT ON THE WATER SERVICES FOR THE CORRIDOR. UM, WE ARE CONTINUING WITH THE FISCAL YEAR 23, 20 22 23 BUDGET PROCESS. UM, I'VE BEEN WORKING AND REVIEWING ALL THE DEPARTMENT AND PARTNER AGENCIES BUDGETS. UM, UH, AS FAR AS THE ADJUSTMENTS GOES, THEY KNOW, UH, THEY WERE PROPOSING A NEW ACCOUNT. AND, UM, SO I'M PRETTY POSITIVE ABOUT ALL THOSE THINGS THAT ARE HAPPENING. UM, I ATTENDED MY FIRST FIRE AND RESCUE ADVISORY BOARD WITH MS. CALLERS. AND, UM, THE INFORMATION THAT IS SHARED AT THIS BOARD WAS VERY INFORMATIVE. AND, UM, I WANT TO THANK ALL THE BOARD MEMBERS FOR WELCOMING ME TO MY FIRST MEETING. UM, I ATTENDED MY FIRST DRUG PREVENTION COMMITTEE AND THE FIRST DRUG COURT TOWN AND COUNTY LIAISON MEETING. AND I'M GOING TO READ THIS BECAUSE I, I MEAN, IT SINCERELY, I WANT TO APPLAUD THE COMMITTEE FOR THEIR SUCCESSES AND BRINGING THE COUNTY TOWN FRONT ROYAL POLICE AND SHERIFF LOCAL LEGAL JUSTICE DEPARTMENTS, SOCIAL SERVICES, AND OTHER EXTERNAL EXTERNAL PARTNERS, BRINGING THEM ALL TOGETHER, THAT TO SUPPORT THIS DRUG PREVENTION INITIATIVE, I LOOK FORWARD TO WATCHING THE PROGRESS OF THE INITIAL INITIATION PHASE OF A SPAD ESTABLISHING WARREN COUNTY DRUG COURT. IT WAS A REALLY GOOD MEETING AND IT'S AMAZING WHAT YOU GUYS DID. I, I WAS, YOU KNOW, TO BRING THAT MANY PEOPLE TOGETHER FOR SOMETHING THAT'S REALLY IMPORTANT, IT WAS, UM, IS, IS AN ACCOMPLISHMENT. UM, THE EIGHTH I WENT TO THE LOCAL MINISTERIAL ASSOCIATION, UH, DISCUSSED FAITH-BASED FAITH-BASED INITIATIVES FOR THE AREA. UM, ON THE EIGHTH, WE HAD A BOARD OF SUPERVISORS MEETING ON THE NINTH, THE WARREN COUNTY PLANNING COMMISSION MEETING, UH, ON THE NINTH ALSO HAD A MEETING WITH CHIEF BIZONO AND WARREN COUNTY ABOUT WARREN COUNTY FIRE DEPARTMENT MATTERS, UH, ON THE 10TH, UH, WE HAD A DRUG COMMITTEE MEETING. IT WAS JUST, IT WAS A GENERAL MEETING AND WE ESTABLISHED A LOT THAT WAS GOING ON. AND, UM, I TOO, AND I'M PART OF THAT GROUP AND I JUST CAN'T BELIEVE HOW MUCH IT'S GROWN IN THE LAST 12 MONTHS. IT JUST IT'S, IT'S GROWING LEAPS AND BOUNDS. UM, WE ALSO HAD THE DRUG MEETING WITH THE, UH, HEALTH DEPARTMENT AND, UH, WITH THE TOWN ON THE 11TH. AND, UH, THAT CONCLUDES MY REPORT. THANK YOU, MRS. OATES. YES. UM, SO I WON'T REPEAT WHAT THEY'VE, UM, MENTIONED, BUT I ALSO PARTICIPATE ON THE DRUG PREVENTION COMMITTEE. I'M ACTUALLY THE CHAIR. SO THE, OR THE CO-CHAIR WITH GARY GILLESPIE FROM THE TOWN, AND WE ARE ACTIVELY PURSUING A DRUG COURT FOR FRONT ROYAL AND WARREN COUNTY. AND, AND USING THE TERM DRUG COURT IS KIND OF A MISNOMER BECAUSE IT'S REALLY A DRUG RECOVERY EFFORT. AND SO WHAT THAT IS, IS AN INTENSIVE PROGRAM OVERSEEN BY THE JUDICIAL SYSTEM. INSTEAD OF PUTTING SOMEBODY IN JAIL, THEY'RE GIVEN A CHANCE TO RECOVER, UH, IT'S VERY INTENSIVE. SO, UM, EVERY MOMENT OF THEIR DAY IS MONITORED. AND, UM, AND THERE HAVE BEEN SOME SUCCESS QUITE A BIT SUCCESS. IN FACT, WINCHESTER IS ABOUT 37% OF THE PARTICIPANTS HAVE GRADUATED. AND, UM, I DON'T KNOW IF YOU'RE A BASEBALL FAN, BUT 37% MEANS YOU WIN THE WORLD SERIES. SO, UH, I, UH, I AM ABSOLUTELY, UH, CONVICTED THAT THIS IS THE WAY THAT THIS COMMUNITY [00:10:01] SHOULD GO. AND, UM, IF YOU, UH, FEEL AS STRONGLY AS I DO, I WOULD SUGGEST THAT YOU CALL, UM, MEMBERS OF YOUR GOVERNMENT TOWN COUNCIL AND LET THEM KNOW THAT THIS IS A GOOD INITIATIVE AND THAT WE ALL ARE IN THIS TOGETHER. UM, THE NEXT THING I DID WAS A JOINT TOURISM COMMITTEE. AND, UM, I WANT TO ANNOUNCE THAT THE FESTIVAL OF LEAVES IS GOING TO BE HELD ON SATURDAY, OCTOBER 15TH, 2022 FROM 10 TO SIX. THIS IS, I THINK WE TOOK SOME TIME OFF BECAUSE OF COVID. I'M SO EXCITED. THIS IS A, UM, IT'S KIND OF A HALLMARK FOR THIS COMMUNITY. UM, WE ARE KNOWN FOR LEAVES, SO I'M EXCITED TO BE A PART OF IT. UM, WE NORMALLY, THE LIAISON IS TWO MEMBERS FROM EACH AND WE HAD THE WHOLE BOARD THERE. UM, I THINK THERE'S CONFLICTING AS TO WHETHER THAT'S GOOD OR BAD, BUT I THOUGHT IT WAS PRODUCTIVE TO HAVE US ALL IN THE ROOM THAT WAY WE ALL HEAR THE SAME THING AT THE SAME TIME. SO I CONTINUE TO LOOK FORWARD TO BUILDING A POSITIVE RELATIONSHIP THERE ON MARCH 9TH, TODD JONES. AND I HAD A ZOOM MEETING WITH TWO GENTLEMEN FROM LUMEN, WHICH OWNS CENTURY LINK. AND THIS IS PART OF THE OUTCOME. I BELIEVE FROM THE STATE CORPORATION COMMISSION HEARING THAT WE HAD, WHERE EIGHT OTHER COUNTIES AND WARREN COUNTY WENT TOGETHER FOR A REGIONAL DISCUSSION, ONE, THE SERVICE OF CENTURY LINK. AND WE NOW HAVE A POINT OF CONTACT. THEN YOU NEED TO PUT IN A TROUBLE TICKET. I THINK YOU CALLED THE 4 1, 1 NUMBER TO DO THAT. IT JUST, IT HAS GROWN EXPONENTIALLY ON COMMUNICATING AND MOVING TOWARDS, UM, BETTER RELATIONSHIPS WITH IN THE, THE, UH, COUNTY COMPANIES AND GRADUATION. VOLUNTEERS ARE ALWAYS NATIVE FOLKS. AND IF YOU DON'T WANT TO FIGHT FIRE OR RUN RESCUE WALLS, THAT'S FINE. THEY CAN ALWAYS USE HELP WITH ADMINISTRATIVE WORK AND FUNDRAISING. UM, I, I'M ALWAYS ASKING PEOPLE GO DOWN TO YOUR LOCAL FIRE DEPARTMENT AND JUST GET TO KNOW THE FOLKS THERE. UM, MARCH 23RD IS GOING TO BE A GRADUATION OF A FIREFIGHTER, [00:15:01] ONE FIREFIGHTER, TWO CLASS. AND THEN I BELIEVE THERE ARE SEVEN STUDENTS THAT WILL GRADUATE IN AUGUST FROM PARAMEDIC TRAINING. THIS IS GOING TO BE A MAJOR ACCOMPLISHMENT, WHICH WE'LL PUT PARAMEDICS ON STAFF DAILY, WHICH GIVES BETTER ALS ADVANCED LIFE SUPPORT SERVICES TO THE COMMUNITY. UM, THEY CONTINUE TO DO PLANNING FOR FUTURE NEEDS IN REGARDS TO EQUIPMENT AND STAFF AND, AND, AND WE ARE WORKING WITH THEM THE BEST WE CAN WITH THE FUNDING THAT WE HAVE. AND WE'RE ALWAYS LOOKING FOR GRANTS AND SO FORTH. UM, MRS. COOK AND I MET WITH THE SEVERAL BOARD MEMBERS FROM THE CHANDON FARMS AREA AT THEIR REQUEST TO DISCUSS THEIR DESIRE TO ONCE AGAIN, RETURNED TO MANAGING THE GROUNDS IN ROAD INFRASTRUCTURE OF THE SANITARY DISTRICT OF, OR FARMS. THEY'VE SUBMITTED A LETTER TO WARREN COUNTY REQUESTING THAT, UM, THAT BECOME EFFECTIVE JUNE 31ST, 2022. UM, WE WILL HAVE A PUBLIC HEARING, I BELIEVE MARCH 29TH IS WHEN WE'RE LOOKING AT THAT TO GIVE THE RESIDENTS OF THE SHAMBA FARMS COMMUNITY, UM, UH, UH, THE OPPORTUNITY TO SPEAK ON THAT. AND, UH, WE'RE ASKING THE POS F BOARD TO COME AND SPEAK ON THE RATIONALE OF WHY THEY WANT TO DO THIS. AND WE'LL HAVE ALL THE INFORMATION THAT WE HAVE ON THIS. AND SIMILAR TO WHEN EVERY TIME WE HAVE A BUILDING PERMIT, THEIR PLANS FOR THEIR HOUSE HAVE TO HAVE THE SAME AMOUNT OF BEDROOMS THAT'S ALLOWED BY THE HEALTH DEPARTMENT, OR IF THEY WANT TO DO. IN ADDITION, WE REQUEST THAT THEY HAVE HEALTH DEPARTMENT RECORDS TO MAKE SURE THAT ANY ADDITIONAL BEDROOMS MATCH, WHATEVER THE HEALTH DEPARTMENT RECORDS SHOW, BECAUSE THAT OCCUPANCY AND THAT SYSTEM DESIGN DETERMINES HOW MANY PEOPLE CAN USE IT. SO AGAIN, WITH A LOT OF THESE OLDER HOMES, HEALTH PHARMA, CAN'T FIND THE ORIGINAL RECORDS AND PEOPLE HAVE TO GO GET AN OSC. SO I DON'T UNDERSTAND THE DISCONNECT. WE GET THAT A LOT TOO. UM, WHAT HOMES ARE SOLD AS BY REALTORS OR APPRAISERS? QUITE DIFFERENT? UM, ONE OF THE PROPERTIES, CARL I, WHO CAME IN WITH THE REALLY LARGE HOME, UM, HE BOUGHT IT VERY NICE HOME. HE THOUGHT IT WAS FIVE BEDROOMS, SIX PERSON OCCUPANCY, BECAUSE THAT'S HOW MANY HE PURCHASED IT AT. BUT WHEN WE FOUND THE HEALTH TERM RECORDS, THAT IT WAS ONLY EVER APPROVED FOR A THREE BEDROOM, HE HAD TO GO BACK TO THE HEALTH DEPARTMENT AND THEY GAVE HIM A NEW PERMIT FOR FIVE BEDROOMS, 6% OCCUPANCY. SO WHAT WE TELL PEOPLE IS ALWAYS MAKE SURE YOU'RE CHECKING, UM, WHEN YOU'RE PURCHASING THESE HOMES, UM, DO THAT DUE DILIGENCE BECAUSE WHAT MAY BE ADVERTISE MAY NOT ACTUALLY BE WHAT'S ESSENTIALLY IN THE GROUND. UM, AND, AND WHAT'S BEEN APPROVED IN THE PAST. UM, SO YES, WE, WE OBVIOUSLY GET THAT QUESTION QUITE OFTEN WHEN IT COMES TO BUILDING PERMITS OR, OR OTHER PEOPLE SEEKING SHORT-TERM RENTALS, THINKING THEY PURCHASED X AMOUNT OF BEDROOMS, BUT REALLY IT WAS ONLY EVER APPROVED FOR CERTAIN AMOUNTS. SO THIS SEPTIC SYSTEM, FROM WHAT I'M READING HERE DOES NOT HAVE A DISTRIBUTION BOX AND I'M MAYBE THAT'S BECAUSE THERE'S ONLY ONE LINE COMING OFF OF IT. UM, IT'S A THOUSAND GALLON TANK. I, I'M NOT SURE HOW MUCH WATER SOMEONE WOULD USE DURING A WEEK. UM, AND THAT LINE GOES TOWARDS THE RIVER. SO I HAVE TWO CONCERNS HERE. AS FAR AS YOU KNOW, THE TANK IS IN GOOD CONDITION, THE LINES LOOK GOOD, BUT CAN ONE, ONE LINE, IF, IF THAT, IF SOMEONE WOULD USE A THOUSAND GALLONS, WHEN THAT TANK FILLS UP, IT'S GOT TO PUSH OUT THAT LINE AND OKAY. SO IN A MONTHS TIME, THAT TANK IS FULL AND IT'S PUSHING OUT. IT WAS DRY WHEN THEY DID IT. SO THEY DON'T KNOW IF IT'S GOING TO COME TO THE SURFACE OR NOT.
