THEY HAVE TO ADDRESS THOSE NEEDS, UH, WHEN THOSE VARIOUS DIFFERENT PROGRAMS ARE OPEN FOR RECEIVING APPLICATIONS.
SO WE ARE CURRENTLY IN, UH, THE ROUND FIVE OF SMART SCALE.
THE PRE-APPLICATION WINDOW IS CURRENTLY OPEN.

UH, BEFORE THAT THE STATE RELIED ON A FORMULA HOOK PROGRAM WHERE, UH, LOCALITIES BASED ON POPULATION LANE MILES, THEY RECEIVED A CERTAIN AMOUNT OF, OF TRANSPORTATION FUNDING EACH YEAR, BASED ON THOSE METRICS IN TERMS OF A FORMULA.
UM, THOSE LOOK, LOOK HOW THIS COULD THEN HOLD IT ALL INTO THAT MONEY OR SPEND IT, AND THEN THEY COULD A LOT OF IT AND USE IT AS A PIGGY BANK TO BUILD UP FUNDS OVER TIME TO ADDRESS A LARGER PROJECT AS NEEDED.
SO THE FORMULAS HAVE ALL GONE AWAY AND NOW THE SMART SCALE HAS REPLACED IT.
SO THIS IS A COMPETITIVE GRANT PROGRAM WHERE, LIKE I SAID, DOT CANNOT MAKE APPLICATIONS.
IT'S ONLY FOR LOCALITIES AND NPOS AND OTHER REGIONAL BODIES TO SUBMIT APPLICATIONS THROUGH THIS PROCESS.
THEY ARE SCORED ON A SET OF FACTORS, UM, STATEWIDE FACTORS.
AND THEN, UH, THOSE SCORES ARE PRESENTED TO THE COMMONWEALTH TRANSPORTATION BOARD FOR THEIR INFORMATION IN DECISION MAKING AND DECIDING WHERE TRANSPORTATION FUNDING SHOULD BE ASSIGNED.
SO, AS I SAID, WE'RE CURRENTLY IN THE PRE-APPLICATION WINDOW FOR ROUND FIVE.
UM, ONCE THAT APPLICANT PRE-APPLICATION IS CLOSED THIS MONTH, UM, YOU HAVE TO SUBMIT A PRE-APPLICATION TO BE ELIGIBLE FOR FINAL APPLICATION.
THE STATE THEN DOES TWO MONTHS OF FILAMENTARY EVALUATION JUST FROM AN ELIGIBILITY STANDPOINT.
AND THEN THE FINAL APPLICATION WINDOW OPENS JUNE 1ST AND IS OPEN TILL AUGUST 1ST.
AND SO THAT'S WHEN THE LOCALITIES CAN REFINE THEIR APPLICATIONS, PUT IN A MORE DETAILED COST ESTIMATE, UM, THAT SORT OF THING.
SO ALL THROUGHOUT THE BEAT OUT STATE AND DISTRICT, ALL OF OUR ELIGIBLE APPLICANTS ARE LIMITED TO FOUR APPLICATIONS A YEAR.
YOU'RE ALLOWED TO SUBMIT FIVE PRE APPLICATIONS, BUT ONLY FOUR CAN ADVANCE, UM, AS A FINAL APPLICATION.
