MADAM CHAIR, MEMBERS OF THE BOARD, I WAS REALLY PRAYING THAT YOU WOULD POSTPONE AGENDA ITEM H THREE ON THE CONSENT AGENDA REGARDING CANCELLATION OF THE TWO REMAINING OLD OAK LANE V DOT ROGUE REVENUE SHARING PROJECTS.

THOSE HAVE BEEN IN THE PIPELINE FOR MANY, MANY YEARS NOW.

PHASE THREE.

WELL, THE ONES THAT ARE UP FOR CANCELING, UM, ARE FOUR AND FIVE.

SO PHASE THREE WAS COMPLETED IN 2015.

I WAS THERE AND MET WITH THE FORMER MANAGER, BOB CHILDRESS WHEN HE WAS INSPECTING THAT FINAL THING, THAT FINAL PART OF PHASE THREE IN 2015.

AND HE ASSURED ME EVERYTHING WAS IN ORDER FOR THE FINAL TWO PROJECTS, PHASE FOUR AND PHASE FIVE THAT YOU ALL ARE CONSIDERING CANCELING THIS EVENING WOULD BE FINISHED NO LATER THAN 2018.

SO SOME THINGS HAPPEN THAT WE DON'T NEED TO GO INTO.

NOW THAT CAUSED SOME DELAYS.

IT'S IN THE EMAILS I SENT YOU AND I HAVE COPIES FOR THE RECORD, BUT THE POINT IS EVERYTHING WAS IN ORDER AND HE KNEW HIS BUSINESS.

HE HAD WORKED AT BEAT UP FOR 22 YEARS.

SO SOME THINGS CAME UP AND THEY WERE NOT THE COUNTY'S FAULT AT ALL.

IF ANYTHING, THEY WERE SQUARELY THE FAULT OF POS STAFFING.

NOW, POS F INC IS THE ONE WHO HAS REQUESTED THE CANCELLATION OF THESE CONTRACTS.

EVEN THAT THESE ROAD PROJECTS, EVEN THOUGH THEY HAVE ALREADY GIVEN NOTICE OF TERMINATION, THAT THEY'RE NO LONGER GOING TO SERVE AS THE ADVISORY BOARD FOR THE SHANANDOAH FARM SANITARY DISTRICT OF THE END OF THIS FISCAL YEAR.

SO IT DOESN'T SEEM WISE OR PRUDENT TO RUSH INTO CANCELING THESE PROJECTS.

THE P THE FIRST THREE PHASES OF OLD OAK HAVE ALREADY BEEN DONE.

THE WHOLE POINT WAS TO GET THEM ALL INTO THE DOT.

SO IT WOULDN'T, WE WOULDN'T HAVE TO PAY FOR MANAGING THAT ROAD AT ALL.

NO MAINTENANCE, NO NOTHING EVER AGAIN.

IF THE DOT TAKES IT OVER, THE DOCK ALREADY HAS THE FIRST THREE SEGMENTS OF THAT ROAD.

IT'S NOT THAT LONG.

AND THE POINT OF GETTING INTO V.IN ADDITION TO, WE WOULD NEVER HAVE TO PAY ANOTHER DIME ON THAT ROAD FOR ETERNITY.

AS LONG AS VIRGINIA EXISTS IS THEN THE SCHOOL BUSES WOULD BE ABLE TO GO THROUGH IT'S A CROSSROAD.

SO INSTEAD OF ALL THOSE KIDS, HAVING TO WALK ALL OVER THE PLACE IN THE DARK, IN THE WINTER, INSTEAD OF THE SCHOOL BUS, ONLY BEING ABLE TO PICK THEM UP AT THE ENTRANCES, THE SCHOOL BUS WILL BE ABLE TO COME UP AND THEN GO ALL THE WAY ACROSS SHENANDOAH FARMS TO THE OTHER SIDE, AND THEN BACK DOWN AGAIN.

SO WE COULD PICK UP THE KIDS ALL ALONG THE WAY, THE SCHOOL BUS WON'T GO IN THERE NOW, BUT IT WOULD, IF THE ROAD WERE COMPLETED, IT WAS JUST GOING TO BE A WONDERFUL THING.

AND PEOPLE HAVE BEEN WAITING AND WAITING AND WAITING, AND THEY'VE APPROVED SEVERAL SIGNIFICANT FEE INCREASES THAT SUPPOSEDLY ALREADY PAID FOR THIS PROJECT AND HAD ALREADY PAID FOR IT BY 2015.

AND NOW IT LOOKS LIKE SOMEBODY'S TRYING TO CANCEL IT.

SO ONCE AGAIN, I'M HERE TO BEG YOU, PLEASE JUST POSTPONEMENT.

BUT, UM, YESTERDAY, UM, I WAS WITH DEPARTMENT OF SOCIAL SERVICES AND WE HAD A SPECIAL MEETING TO LET THEM TO LET THE PARTNERS IN THE COMMUNITY THAT WORK WITH DEPARTMENT OF SOCIAL SERVICES AND THE PUBLIC OUT THERE, UM, WHAT WAS, WHAT THE CHANGES WERE GOING TO BE.

AND I FELT THAT IT IS NECESSARY OR WAS NECESSARY TO LET IT BE KNOWN.

SOME OF THE THINGS THAT'S GONNA CHANGE, UM, BECAUSE I'M GLAD MR. MERTZ IS HERE BECAUSE HE'S GOING TO CORRECT ME IF I'M WRONG.

BUT, UM, THE PUBLIC PUBLIC HEALTH EMERGENCY, UH, HAS BEEN, HAS BEEN EXTENDED UNTIL JULY 15TH, 2022, WHICH IS A GOOD THING.

IT WAS SUPPOSED TO END SOONER THAN THAT, BUT THEY'VE EXTENDED IT, UH, SNAP, WHICH IS THE SUPPLEMENTAL NUTRITIONAL ASSISTANCE PROGRAM THAT WAS SIGNED IN MARCH, 2021, EXTENDED THE TEMPORARY ALLOTMENT INCREASE THE TEMPORARY SUPPLEMENTAL NUTRITIONAL ASSISTANCE PROGRAM INCREASED, RAISED THE MINIMUM ALLOTMENTS BY 15% EFFECTIVE JANUARY 1ST, 2021.

NOW THAT WE'RE GETTING READY TO END, UH, THE POST PANDEMIC, ONCE THE FEDERAL ELECTRICAL REGULATIONS ARE LIFTED, HOW SO-SO HOUSEHOLDS WILL RESUME RECEIVING ALLOTMENTS BASED UPON INCOME, NOT THE CURRENT MAXIMUM LEVEL, WHICH IF YOU REMEMBER, IT WAS 15% HIGHER.

SO THAT'S GOING TO COME DOWN POST PANDEMIC.

SO THOSE FOUR LOTS HAVE BEEN USED UP AT THIS POINT.

UM, BUT EVEN WITH THAT, THEY WOULD BE ALLOWED FAMILY SUBDIVIDE.

THIS PROPERTY IS 22 ACRES IN SIZE.

SO IF THIS VARIANCE WERE TO BE APPROVED WITH ANY CONDITIONS, UM, THEY WOULD BE ALLOWED TO DO THE SUBDIVISION FAMILY SUBDIVISION OF TWO 10 PLUS ACRE LOTS.

SO WE ACTUALLY HANDLE THESE PROJECTS INTERNALLY.

WE APPLY TO HANDLE THEM OURSELVES WITH OUR CONTRACTORS THAT WE HAVE, UM, THROUGH THE COUNTY.

SO WE USE HOURLY CONTRACTS WITH GEI.

WE USE OUR ASPHALT CONTRACTORS WHEN WE GET THE ASPHALT, WE USE ENGINEERS THAT WE HAVE ON CONTRACT.

SO THESE ARE LOCAL MINISTERED.

WE BUILD THEM AS WE GO THE BIG CHANGE WITH, WITH THE OLDER FOUR AND IS, AS WE LOOKED AT THESE PROJECTS ORIGINALLY MANY YEARS AGO, WHEN THE SANITARY DISTRICT WAS STARTED, THERE WAS A ROAD AND RAIN STUDY DONE.

UM, THERE'S BEEN A LOT OF CHANGE WITH V DOT.

UM, THEY, THEY USE THE TYPICAL BOX CULVERT AND I DON'T WANT TO GET INTO ALL THE ENGINEERING, BUT AS WE MOVE THROUGH THIS AND WE'VE BEEN THROUGH MULTIPLE CYCLES WITH V IT'S GOING FROM THE LOCAL LEVEL TO THE STATE LEVEL, UH, WE HAVE WING WALLS.

WE'RE NOT JUST A STANDARD BOX CALL, BUT WE'RE, WE'RE, WE'RE WE'RE WHAT ARE, UM, WHAT'S THE WORD I'M LOOKING FOR? HEADWATERS HERE, WATER REQUIREMENTS.

UM, THE AGREEMENT WAS DONE IN 2018.

THE PE OPENED IN 19 AND THE WORD DATE WAS IN 20.

SO WE'VE BEEN WORKING ON THIS PROJECT.

IT'S GOTTEN TO A POINT THAT WE KNOW THAT WE ARE GOING TO EXCEED BUDGET.

IT'S GOING TO HAPPEN.

ADDITIONALLY, WE WE'VE DISCUSSED THIS A LITTLE BIT, BUT THIS SHOWS OUR, SHE HAD NO FARM CIP THAT WAS ADOPTED.

UM, INITIALLY OLD OAK FOUR WAS GOING TO COST THE SANITARY DISTRICT $269,644 AND OLDER CLAIM FIVE WAS GOING TO COST THEM 350 1003 61.

AND I'LL GO THROUGH THOSE NUMBERS AGAIN.

SO YOU SEE THOSE.

SO RIGHT NOW, AS WE'RE WORKING ON CONSTRUCTION, WE'RE GETTING NUMBERS BACK AS WE GO THROUGH COMMENTS WITH V DOT ON THESE PROJECTS, WE'LL NOTE OAK FOR WHICH WE'VE PAUSED.

WE'RE LOOKING AT ROUGHLY A $600,000 CONSTRUCTION DEFICIT.

OUR INITIAL PROJECT WAS FUNDED AND APPROVED AT 9 98, 2 50.

AS I MENTIONED, THE ORIGINAL COST TO THE SANITARY DISTRICT OF 2 69, 6 44.

SO RIGHT NOW, IF WE CONTINUE ONE, WE'RE LOOKING AT A MINIMUM

5 98, 9 50 DEFICIT.

WE WILL NOT GET ANY ADDITIONAL FUNDING FROM V DOT AND IF NO ADDITIONAL COUNTY FUNDING, UNLESS YOU DECIDE TO GIVE MORE MONEY TO THE PROJECT, IT'LL BE A HUNDRED PERCENT CEMETERY DISTRICT COST.

SO BASED ON OUR CURRENT COST, IF NO ADDITIONAL COUNTY OR FEE THAT FUNDING IS GIVEN, THE SANITARY DISTRICT SHARE WILL BE $868,594 FOR ALL THOSE FOUR.

AND THESE COST ARE, ARE VERY TRUE.

UM, WE MIGHT HAVE A LITTLE BIT OF VARIANCE IN OUR ENGINEERING, BUT AS WE MOVE FORWARD WITH, UM, THE STRUCTURES, YOU KNOW, WE'RE GETTING THIS COSTUME AS ESTIMATES AND WE'RE WORKING WITH THE CONTRACTORS AND THE ENGINEERS TO TRY TO MAKE THE ADJUSTMENTS THAT ARE FEED ON ARE REQUIRING US IN REGARDS TO OLDER FIVE.

WE DON'T HAVE HARD NUMBERS YET, BUT VERY SIMILAR, A LOT OF, A LOT OF, UH, WATER, A LOT TO DEAL WITH THERE, SEVERAL, UM, STRUCTURES THAT WE'RE GOING TO HAVE TO BUILD THERE AS WELL.

UM, THE ORIGINAL COST THAT IT WAS APPROVED BY WAS 1,000,070 7, 903.

AND FOR THE SANITARY DISTRICT WOULD HAVE BEEN $351,361.

AGAIN, VERY SIMILAR TO OLDER FOUR.

BUT THE THING WE HAVE TO REMEMBER, UM, IF WE GO INTO THIS PROJECT, WHICH HAS ALREADY APPROVED, UNLESS THE COUNTY GIVES A DIFF ADDITIONAL FUNDING V.IS NOT GOING TO ADD TO THIS AMOUNT CURRENTLY.

SO WE KNOW WE WILL EXCEED IN THIS PROJECT TOO, BUT TO TURN THIS ONE OVER TO THE STATE, WE WOULD HAVE TO COMPLETE ALL THE WORK FOR, BECAUSE IT HAS TO JOIN THE STATE ROAD.

OH, LOOK, ONE, TWO, AND THREE ARE DONE.

SO THE TREASURER AND THE COMMISSIONER OF THE REVENUE CAN BASICALLY START WORKING ON THOSE WHILE WE WAIT FOR THE STATE TO FIGURE OUT WHAT THEY'RE DOING WITH THE BUDGET.

SO WE CAN APPROVE THE PERSONAL PROPERTY TAX RATE AND THE REST OF THE BUDGET.

SO THIS INCLUDES ALL OF THE TAX RATES THAT YOU HAVE BEEN PRESENTED, WHICH REMAINED FLAT FOR COUNTY-WIDE, UM, TAXES WITH REAL ESTATE MACHINERY AND TOOLS, CONTRACT CARE, AND MANUFACTURED HOMES.

THE ONLY CHANGES THAT YOU'LL SEE ARE IN THOSE THREE SANITARY DISTRICTS, UM, HIGH KNOB LAKE, FRONT, ROYAL, AND LAND ESTATES.
