STRUCTURES WERE FALLING DOWN. UM, THE DAMS WERE FAILING. THE COMMUNITY WAS A TRASH DUMP FOR THE SURROUNDING AREAS. CRIMINALS USE THE COMMUNITY AS A HIDE OUT THE PARK AREAS WERE USED AS OPEN AIR DRUG MARKETS. THE SHERIFF AT THE TIME CALLED OUR ROADS CREEK BEDS AND REFUSE TO LET THE DEPUTIES DRIVE OVER THEM. THE FIRE DEPARTMENT COULDN'T GET THEIR EQUIPMENT TO CALLS OUR COMMUNITY WAS CALLED WHERE THE SLEEVES MEETS THE TREES IN A LOCAL NEWSPAPER ARTICLE. I DON'T, I DIDN'T KNOW ABOUT MOST OF THAT STUFF. WHEN I BOUGHT MY HOUSE, MY WIFE AND I BECAME ACTIVE IN THE COMMUNITY RIGHT AWAY. SHE VOLUNTEERED AT THE FIRE DEPARTMENT AND GOT HER EMT CERTIFICATION. OUR SON JOINED THE CUB SCOUT PACK AND I BID ON AND BECAME THE FIRST SANITARY DISTRICT MANAGER, UH, PICKED UP TRASH, UH, CUT BACK TREES, CUT GRASS, AND DID REPAIRS ON THE COMMUNITY CENTER. AND THE DOCS, THE CREATION OF THE SANITARY DISTRICT MADE THIS POSSIBLE. AS WELL AS ROAD CONSTRUCTION AND ROAD REPAIRS. WHEN I WAS OUT WORKING, PEOPLE WOULD STOP THEM, THREATENED ME, AND THEY WOULD ACCUSE ME OF ALL KINDS OF THINGS. SO WHAT YOU'RE DOING IS NOT NEW TO ME, AND IT'S NOT NEW TO THE LONG-TERM BIRD WARDEN MEMBERS. AND AS THE ROADS BECAME DRIVABLE, THE LOCAL CONTRACTORS STARTED BUILDING THE REVENUE INCREASED, AND WE WERE ABLE TO REPAIR MORE ROADS. THE SANITARY DISTRICT LOT FEE AT THAT TIME WAS $50 A YEAR. SO I WAS PAYING A HUNDRED DOLLARS A YEAR FOR MY TWO LOTS, AND NOW PAY $700 A YEAR. IT, SINCE THAT TIME, MORE THAN 1700 HOMES HAVE BEEN BUILT IN SHADOW FARMS UNTIL THE LAST COUPLE OF YEARS, THE COUNTY GOVERNMENT HAS BEEN A WILLING AND HELPFUL PARTNER IN THE IMPROVEMENT OF OUR COMMUNITY. WE WERE ALL SHOCKED AT THE EDA SCANDAL. WE'RE NOW BEING TREATED LIKE WE'RE A PART OF THAT. SOMEHOW YOU CAME IN AND GOT RID OF ALL THE PEOPLE THAT KNEW WHAT THEY WERE DOING IN THIS COUNTY FOR THE PAST TWO DECADES. NOW YOU'RE LOST WITHOUT A CLUE. YOU DON'T KNOW HOW TO MAKE THIS COUNTY WORK. AND SINCE YOU TOOK CONTROL OF OUR ROAD, SINCE YOU TOOK CONTROL A ROAD, CONSTRUCTION HAS STOPPED. WE HAVE NO CLUE OF WHERE OUR TAX MONEY IS. WE'RE STILL GETTING ROAD MAINTENANCE. WE'RE STILL GETTING SNOW REMOVAL, BUT WE WERE GETTING THAT FOR $50 A YEAR. OUR COMMUNITY HAS PAID MILLIONS OF DOLLARS IN ROAD, CONSTRUCTION TAXES, AND NOTHING TO SHOW FOR IT. GIVEN THAT OUR NATION HAS ENTERED AN UNCERTAIN HISTORICAL PERIOD WHERE WE WILL BEGIN FACING SIGNIFICANT INFLATION AND RISING INTEREST RATES, IT CALLS FOR SERIOUS REEVALUATION OF PRIORITIES. GIVEN THIS, I DO NOT FEEL THAT IT WOULD BE WISE TO MERELY GO FORWARD WITH A BUSINESS AS USUAL, AND JUST CONTINUE BLINDLY AHEAD WITH THE PLANS WE MADE YESTERYEAR TO WISELY, MOVE AHEAD OF THIS NEW ECONOMIC PLAYING FIELD CALLS FOR CONSIDERING ALTERNATIVE COST METHODOLOGIES, AND MOST IMPORTANTLY VALUE ENGINEERING TO FIND THE BEST SOLUTIONS FOR THE ENTIRE COMMUNITY. AS THOSE MEMBERS ARE ACTUALLY VOTED UPON IN A NORMAL DEMOCRATIC PROCESS RATHER THAN BEING MERELY APPOINTED BY THE BOARD OF SUPERVISORS. AND FOR, FROM NOW ON, I AIM TO ANNUALLY ATTEND 10 OUT OF THE 12 POS F GENERAL MEETINGS. IT IS FAR MORE CONVENIENT FOR ME TO ATTEND THOSE MEETINGS AS THEIR NORMAL MEETING TIMES DO NOT NORMALLY CONFLICT WITH MY CAREGIVER ACTIVITIES. WE DO NOT NEED ANY INCREASE IN TRAFFIC ON OUR ROADS NOR THE POSSIBILITY OF VANDALISM AND POLLUTION ON OUR BEAUTIFUL MOUNTAIN. IT IS NOT RIGHT THAT SHENANDOAH FARMS, BUT THE BILL FOR A PUBLIC COMMODITY NEXT IS FROM BRUCE BOYLE, 3 43 SUSAN'S COURT. I AM ADAMANTLY OPPOSED TO THE BOARD OF SUPERVISORS TRYING TO CIRCUMVENT THE ELECTED BOARD OF THE ELECTED BOARD OF THE PROPERTY OWNERS OF SHENANDOAH FARMS. BY TRYING TO REPLACE THE ELECTED ADVISORY BOARD WITH AN APPOINTED BOARD, ANY APPOINTED BOARD WILL HAVE ITS LOYALTY TIED TO THE BOARD OF SUPERVISORS AND NOT THE RESIDENTS OF THE SHENANDOAH FARM SANITARY DISTRICT. THE CURRENT ADVISORY BOARD IS ELECTED BY THE RESIDENTS OF THE DISTRICT. THUS, WHAT WOULD MOTIVATE THE BOARD TO DO THIS ONE? VERY LOGICAL CONCLUSION IS THE BOARD OF SUPERVISORS HAS NOT KEPT THE COURT ORDERED SEGREGATION OF SHENANDOAH FARMS. SANITARY DISTRICT FUNDS SEPARATE FROM THE COUNTY FINANCES IN ESSENCE, SHOW US THE MONEY, NOT A BALANCE SHEET, WHICH LISTS IT, BUT BANK STATEMENTS SUPPORTING THE SEGREGATION AND CURRENT TOTALS FOR THE SHANANDOAH FARMS, SANITARY DISTRICT FUNDS. THE POS THAT FINANCES WERE AUDITED BY THE MADAM CHAIRWOMAN AND ANOTHER BOARD MEMBER, AND NO PROBLEMS WERE FOUND WITH THE POS F ACCOUNTING OF ITS MONEY. CAN THE SAME BE SAID FOR THE MANAGEMENT OF THE SANITARY DISTRICT FUNDS CURRENTLY MANAGED BY THE COUNTY. ADDITIONALLY, THE BOARD OF SUPERVISORS GRABBED FOR THE SHANANDOAH FARMS, SANITARY DISTRICT, COMMON PROPERTIES NEEDS TO BE STOPPED IMMEDIATELY. THE COMMON PROPERTIES OF THE SHENANDOAH FARM SANITARY DISTRICT WERE BOUGHT, DEVELOPED FINANCED AND MANAGED BY THE POF [01:05:01] BOARD. THE SHENANDOAH FARM SANITARY DISTRICT RESIDENTS SHOULD NOT HAVE TO PROVIDE USE OF THESE ASSETS TO GENERAL COUNTY RESIDENTS WHO DO NOT RESIDE IN THE SANITARY DISTRICT. THESE FUNDS WERE FROM TAXES SLASH FEES FOR THE SANITARY DISTRICT ONLY, AND SHOULD NOT BE CO-MINGLED WITH COUNTY ASSETS. WE, THE RESIDENTS OF THE FARMS, THE FEAR OF THE POWER GRAB OF THE BOARD OF SUPERVISORS, POS F HAS SUCCESSFULLY MANAGED ITSELF AND ITS COMMON PROPERTIES BY ASKING DETERMINATE THE JOINT MANAGEMENT CONTRACT, THE POS BOARD SEEKS TO BETTER MANAGE THE SANITARY DISTRICT BY UTILIZING COMPETITIVE BIDDING, LOWER COSTS FOR PROJECTS AND BETTER FINANCIAL ACCOUNTING PRACTICES. FINALLY, THE LAST INCREASE OF SANITARY DISTRICT FEES WAS NOT FOR FINANCING OLD OAK FOR AN OLDER FIVE. THIS INCREASE WAS TO FINANCE THE NEXT THREE PROJECTS ON THE SHANANDOAH FARMS CIP LIST. THE FUNDING FOR OLD OAK FOUR AND FIVE WAS ALREADY SET ASIDE PER VIETA COUNTY AND SANITARY DISTRICT REQUIREMENTS. THIS MONEY SHOULD BE ACCOUNTED FOR IN THE COUNTY FINANCES AND SHOULD ALSO BE SEGREGATED FROM THE COUNTY FINANCES. SHOULD THE BOARD CONTINUE TO PUSH FOR THE COMPLETION OF OLD OAK FOUR AND FIVE? THE COUNTY WILL ADVOCATE SPENDING WELL OVER $2 MILLION JUST TO PAVE FOUR TENTHS OF A MILE. THIS IS AN ADDITION TO VETO MONIES. THIS IS NOT FINANCIALLY VIABLE. AS OLD OAK FIVE HAS YET TO BE PRICED THE PREVENTION OF THE MISMANAGEMENT OF OUR FUNDS AS OUR PRIMARY FUDICIARY RESPONSIBILITY. WHILE THE ENGINEERING FEES, TOTAL TENS OF THOUSANDS OF DOLLARS THAT CONTINUATION OF THROWING GOOD MONEY AFTER BAD MONEY OR IN THIS CASE, SUNK MONEY NEEDS TO BE PREVENTED. MY SON ARRIVED HOME ONE DAY TO SAY THAT DURING A DARE PROGRAM, THE OFFICER SPOKE ABOUT HOW HE TIGHTENS HANDCUFFS AS MUCH AS POSSIBLE TO HURT PEOPLE HE ARRESTS BECAUSE THEY'RE BAD PEOPLE. IN ADDITION TO OTHER INAPPROPRIATE COMMENTS, I TOOK THIS STRAIGHT TO THE PRINCIPAL. I NEVER HEARD ANYTHING BACK REGARDING THIS OFFICERS ARE NOT IN THE BUSINESS OF ADMINISTERING PAIN OR JUSTICE, LET ALONE BRAGGING ABOUT SUCH THINGS TO ELEMENTARY SCHOOL CHILDREN. IT IS MY WISH THAT THE COUNTY CREATED A CIVILIAN OVERSIGHT COMMITTEE TASKED WITH REVIEWING AND IMPROVING POLICE OFFICER CONDUCT. I HAVE DEEP CONCERNS ABOUT INTEGRITY AND ETHICS WITHIN THE DEPARTMENT AND PUBLIC TRUST IS FRAGILE. HOPEFULLY AN OVERSIGHT AND OVERSIGHT COMMITTEE CAN ASSIST IN HOLDING EMPLOYEES ACCOUNTABLE AND TO WORK, TO ENSURE SAFE AND ETHICAL PRACTICES IN THE FUTURE. AND THE LAST EMAIL I RECEIVED IS FROM DR.
