ON NOVEMBER 4TH, 2022.

WHILE ATTENDING THE SKYLINE VERSUS WARREN COUNTY HIGH SCHOOL FOOTBALL GAME, PARKER AND CARSON WITNESSED A FEMALE, A FEMALE ACTIVELY CHOKING JUST FEET AWAY FROM WHERE THEY WERE STANDING WITHOUT HESITATION.

PARKER IMMEDIATELY RUSHED HER AID AND BEGAN PERFORMING LIFESAVING, A LIFESAVING HEIMLICH MANEUVER.

WHILE CARSON WENT TO NOTIFY EMERGENCY MEDICAL SERVICES WITH THEIR COMBINED ACTIONS, THEY SUCCESSFULLY DISLODGED THE STUCK FOOD, CLEARING THE PATIENT'S OBSTRUCTED AIRWAY.

THANKS TO PARKER AND CARSON'S QUICK RECOGNITION AND FAST REACTION, THE VICTIM AVOIDED ANY SERIOUS COMPLICATIONS.

IT DID NOT REQUIRE ANY FURTHER MEDICAL TREATMENT.

WHEN ASKED PARKER HUMBLY ATTRIBUTED HIS ACTIONS AND SKILLS HE LEARNED TO THE CPR COURSE HE ATTENDED DURING HIS FRESHMAN YEAR AT, AT SKYLINE HIGH SCHOOL IN 2016, THE COMMONWEALTH VIRGINIA ADOPTED THE GWENETH LAW, WHICH REQUIRES ALL HIGH SCHOOL STUDENTS AND FRESH, UH, AT THEIR FRESHMAN YEAR TO BECOME CERTIFIED IN EMERGENCY FIRST AID, CPR

AND A E D AS A REQUIREMENT TO GRADUATE.

CURRENTLY, 39 STATES HAVE ENACTED SIMILAR LAWS, WHICH RESEARCH HAS SHOWN HIGHER RATES OF BYSTANDER CPR IN STATES THAT REQUIRE CPR CERTIFICATION IN HIGH SCHOOL.

MOST PEOPLE GO THEIR ENTIRE LIVES WITHOUT EVER BEING PLACED IN A SITUATION LIKE THIS ONE, WHICH YOU TWO FACE THAT NIGHT.

AND IF SO, THEY TYPICALLY DON'T ACT LIKE YOU TWO DID.

SO ON BEHALF OF THE WARREN COUNTY DEPARTMENT OF FIRE RESCUE SERVICES, CHIEF BONANO WOULD LIKE TO THANK BOTH OF YOU FOR EXTRAORDINARY ACTIONS PERFORMED THAT NIGHT.

YOU'VE GOT A FEW PEOPLE IN BETWEEN YOU AND THE ADVISORY BOARD THAT ARE STONEWALLING YOU AND GIVING YOU MISINFORMATION.

THAT THAT ROAD IS GONNA BE A HEADACHE FOR YOU.

SOMETHING THAT YOU PROBABLY BETTER LOOK INTO A WHOLE LOT MORE THAN YOUR TRUSTED FOLKS ARE TELLING YOU.

UM, OUR SOUTH WARREN, UH, ROTAN CLUB SERVED 160 MEALS TO THOSE IN NEED IN THE COMMUNITY.

AND I HAPPENED TO BE AT THE GAME WHERE THOSE GENTLEMEN THAT WERE HERE, UM, HELPED THE LADY THAT WAS CHOKING.

AND, UM, AND TO THINK THAT WE HAVE YOUNG PEOPLE THAT WOULD JUMP IN TO DO THAT, UM, IS, IS JUST A TESTAMENT TO WHAT OUR FAR AND EMS IS DOING TO TEACH THESE YOUNG PEOPLE.

AND THEN WENT TO COMPANY TOO FOR THEIR FUNDRAISER, SPAGHETTI DINNER, WHICH I APPRECIATED SINCE I DIDN'T FEEL LIKE FIXING SUPPER AFTER STAYING AND DOING THE BOOT DRIVE ALL DAY.

UM, WE HAD SOME LOCAL FARMERS THAT WERE RECOGNIZED AT THE LORD FAIRFAX SOIL AND WATER FOR THEIR BEST LAND PRACTICES.

AND, UM, THAT WENT TO THE ATWOOD FAMILY THIS YEAR.

SO THAT'S A, A BIG AWARD, A LOT OF WORK TO GET THAT AWARD.

AND WE APPRECIATE THEM FOR THEIR BEST PRACTICES TO KEEP OUR WATER STREAMS CLEAN.

THE SUBDIVISION CONSISTED OF A TOTAL OF 640 ACRES WITH 741 PREVIOUSLY PLATTED PARCELS.

UM, CURRENTLY THE CONSERVATION EASEMENT RESTRICTS THIS TO SIX PARCELS.

UH, AND AT THIS TIME, UH, PARCEL FOUR HAS TWO MORE SUBDIVISION RIGHTS.

I I STAND CORRECT THAT IN MAY, 2021, THE BOARD GRANTED THE, UH, REZONING TO MICHAEL AND BARBARA OLSON FOR THE 30 ACRE LOT.

UM, THIS WAS THE REASON BEHIND THIS.

THEIR REQUEST WAS TO BUILD A 40 BY 60 POLE BARN THAT EXCEEDED THE HEIGHT LIMIT IN THE R ONE ZONING DISTRICT.

UM, THESE PROPERTIES, UH, PROBABLY SHOULD HAVE BEEN REZONED IMMEDIATELY AFTER THE YEAR AFTER THEY WERE BROUGHT UNDER THE CONSERVATION EASEMENT.

YOU KNOW, FOR WHATEVER REASONS THEY WERE NOT.

UH, SO THE APPLICANT HAS, HAS MOVED FORWARD AND REQUESTED THIS, UM, THEY HAVE NOT SUBMITTED ANY PROFFERS WITH THE APPLICATION.

UM, THE ROADS LEADING TO BLUE RIDGE RESERVES GO THROUGH SHENANDOAH FARMS, BUT BECAUSE OF THE DECREASED AMOUNT OF, UH, IMPACT FOR LOTS THAT PREVIOUSLY WERE PLOTTED 741, WERE NOW DOWN TO SIX.

BASICALLY, WE COPIED A LOT OF WHAT WAS IN THE VIRGINIA OUTDOORS FOUNDATION, BUT BECAUSE WE GENERAL FORMS WAS SUCH A MESS, NOT TO DIMINISH ANYBODY HERE OR ANYTHING, I, WARREN COUNTY WANTED TO STEP FORWARD AND TAKE THAT PARTICULAR EASEMENT AT THE TIME.

AND ON PAGE THREE OF THE DEED FROM THE COUNTY, UH, WHERE THE COUNTY IS THE GRANTEE AND WP ASSOCIATES IS THE GRAND TOUR.

IT SAYS SPECIFICALLY, AND IT WAS ZONED BOTH AGRICULTURE AND RESIDENTIAL.

THERE WERE SEVERAL PARCELS IN THE ENTIRE AREA THAT WERE ZONED AGRICULTURE.

AND THEN THERE WERE 700 AND SOME PARCELS THAT WERE ZONED RESIDENTIAL IN BASICALLY HALF ACRE LOTS.

SO IN WORKING WITH THE COUNTY, UH, TRYING TO RUSH THINGS THROUGH FOR TAX PURPOSES ON DECEMBER THE 25TH OR SIXTH, WHENEVER MR. FOX SIGNED THE DEED, WE NEGLECTED TO PUT IT IN AS AGRICULTURAL.

ALL THE DEED REFERS TO IS WHAT YOU CAN DO IN AN AGRICULTURALLY ZONED AREA.

UH, WHEN THE OLSONS BOUGHT THEIR PIECE FORWARD, IT WENT THROUGH FAIRLY SMOOTHLY.

THAT'S THE SMALLEST TRACK.

THAT'S A 30 ACRE TRACK.

I SEE A LOT OF AREAS ON THIS PROPERTY THAT COULD BE USED AS A VINEYARD.

THEY HAD ACCESS THROUGH THESE ROADS.

SO I'VE, I'VE HEARD FROM PEOPLE SAY, WELL, YOU'RE NOT PAYING SANITARY DISTRICT FEES.

WE PAID OVER $250,000 WHEN WE FORECLOSED ON THIS PROPERTY IN TAXES, SANITARY DISTRICT FEES AND THE GRANTING OF EASEMENTS, WHICH WERE IMPROPERLY LOCATED ON WP PROPERTY.

SO IT WAS A NEGOTIATION.

EVEN IF WE WERE TO PAY SANITARY DISTRICT FEES, IT WOULD TAKE A COURT ORDER.

AND WE'RE TALKING ABOUT SIX LOTS, SIX HOUSES ON 600 AND SOMETHING ACRES.

I'VE, I'VE MENTIONED BEFORE TO SOME OF THE PEOPLE WHO HAVE RAISED QUESTIONS.

UH, THE APPLICANT CURRENTLY USES THE PROPERTY FOR STORAGE OF OUTDOOR AND RECREATIONAL EQUIPMENT AND THIS CONDITIONAL USE PERMIT WOULD ALLOW THE OWNER TO ERECT A SINGLE ACCESSORY STRUCTURE UP TO 200 SQUARE FEET IN SIZE FOR STORAGE OF RECREATIONAL AND PROPERTY MAINTENANCE EQUIPMENT UPON ISSUANCE OF THE BUILDING AND ZONING PERMIT.

UM, SO LIKE I MENTIONED, THIS IS IN THE SHEO RIVER STATE SUBDIVISION.

IT IS ALL ZONED RESIDENTIAL ONE, THEY'RE ALL FAIRLY OLD, VERY SMALL LOTS.

THIS ONE IS 0.15 ACRES AND I WANTED TO MENTION NEARLY ALL LOTS ALONG AVALON DRIVE IN THIS SUBDIVISION ARE LOCATED ENTIRELY WITHIN THE SPECIAL FLOOD HAZARD AREA, WHICH IS ZONE AE.

UM, AND THE LOTS ON THE RIVERSIDE OF AVALON DRIVE ARE ALL LOCATED WITHIN THE REGULATORY FLOODWAY.

UM, THIS PROPERTY HAS NOT HAD ANY PREVIOUS CONDITIONAL USE PERMITS ISSUED FOR USES IN THE RESIDENTIAL ONE ZONING DISTRICT.

THE PROPERTY OWNER HAS WORKED WITH PLANNING STAFF TO RESOLVE ZONING VIOLATIONS IN THE PAST AND MOST RECENTLY THE PROPERTY OWNER WAS ISSUED A NOTICE OF VIOLATION IN AUGUST OF LAST YEAR, UH, FOR USE OF THE VACANT OF THIS VACANT ONE LOT IN QUESTION, UM, FOR PRIVATE USE CAMPING WITHOUT THE APPROVED CONDITIONAL USE PERMIT.

AND HE AT THE TIME RESOLVED THE VIOLATION BY MOVING THE RECREATIONAL VEHICLE STORED ON THE LOT TO THE DRIVEWAY OF HIS DWELLING, WHICH IS I THINK HE HAD MENTIONED LIKE SEVEN LOTS AWAY.

AND I ALSO, UM, MOST OF THE LOTS ON THE RIVERSIDE OF AVALON DRIVE HAVE BEEN DEVELOPED WITH SINGLE FAMILY DWELLINGS.

HOWEVER, THESE DWELLINGS ARE NON-CONFORMING TO THE REQUIRED 50 FOOT REQUIRED SETBACK FROM THE EDGE OF THE REGULATORY FLOODWAY.

AND SINCE THESE LOTS ARE LOCATED ENTIRELY WITHIN THE REGULATORY FLOODWAY, NEW RESIDENTIAL CONSTRUCTION IS PROHIBITED.

THE CAMP BUILD HOUSE WITHOUT SEVERAL VARIANCES, THAT WOULD NOT BE RECOMMENDABLE .

UM, WHEN THE OCTOBER 25TH MEETING OF THE BOARD, UH, AND YOUR PUBLIC HEARING WAS HELD AND CLOSED, AND AFTER SOME DISCUSSION BY THE BOARD OF SUPERVISORS, UM, YOU DECIDED TO POSTPONE YOUR DECISION UNTIL MR. TAYLOR AND THE COUNTY COULD DETERMINE IF A BUILDING PERMIT COULD BE ISSUED WITH A CONDITIONAL USE PERMIT AND WHAT EXACTLY MR. TAYLOR'S PLANS FOR THE PROPERTY WOULD BE OTHER THAN CAMP THAT AAMP THE APPLICANT STATED HE DOES PLAN TO ERECT THE FAMILY, SINGLE FAMILY DWELLING IN THE FUTURE AND WOULD LIKE TO USE THE LOT FOR RECREATIONAL PURPOSES.

IN THE MEANTIME, UH, STAFF IS RECOMMENDING, AND THIS IS BASED ON SOME OF OUR RESEARCH STAFF IS RECOMMENDING THAT THE PROPERTY WILL NEED, NEED TO BE BROUGHT INTO COMPLIANCE WITH THE CONDITIONS OF THE PERMIT PRIOR TO ISSUANCE OF ANY BUILDING, ZONING OR ELECTRICAL PERMITS.

IF THE CONDITIONAL USE PERMIT IS APPROVED AND THE APPLICANT IS ALLOWED FOR, UH, FOR UNSCHEDULED, APPLICANT ALLOWS FOR UNSCHEDULED INSPECTIONS AT LEAST TWICE A YEAR.

UM, NUMBER ONE, THE APPLICANTS SHALL COMPLY WITH ALL WARREN COUNTY HEALTH DEPARTMENT REGULATIONS AND REQUIREMENTS.

UM, ONE OF THOSE RE REQUIREMENTS IS THAT THERE IS TO BE NO TRASH OR JUNK DISPOSED OF ON THE LOT THAT'S IN A LETTER FROM THEM.

NUMBER TWO, MATERIALS ASSOCIATED WITH THE CAMPERS ARE TO BE STORED IN A NEAT AND ORDERLY FASHION DURING THE TIME OF USE CENTER TO BE REMOVED FROM THE SITE WHEN NOT IN USE.

NUMBER THREE, ANY DEVELOPMENT STRUCTURE OR FENCING SHALL REQUIRE A BUILDING AND ZONING PERMIT.

NUMBER FOUR, THE APPLICANT SHALL POST THE PROPERTY WITH A LOT PARCEL NUMBER FOR FIRE AND EMERGENCY RESCUE SERVICES AND HAVE AN EMERGENCY EGRESS PLAN FOR REMOVAL OF RECREATIONAL VEHICLES AND A PORTABLE COMMODE PRIOR TO A PREDICTED FLOOD EVENT.

AND THE ADDITIONAL TWO ARE NUMBER FIVE, THE OWNERS SHALL HAVE THE 2002 TOYOTA TUNDRA TRUCK INSPECTED.

UH, THE UTILITY TRAILER TAGGED AND THE MOTORCYCLES REMOVED WITHIN 30 DAYS FROM THE DATE OF APPROVAL AND PRIOR TO, TO ANY BUILDING OR ZONING PERMITS BEING ISSUED FOR ANY STRUCTURE.

AND NUMBER SIX, THE APPLICANT SHALL ALLOW COUNTY STAFF TO INSPECT THE PROPERTY WITHOUT PRIOR NOTIFICATION AT LEAST TWICE A YEAR UNTIL HE HAS BEEN ISSUED THE APPROPRIATE PERMITS FOR THE CONSTRUCTION OF A SINGLE FAMILY DWELLING.

THIS PROPERTY ALSO LAYS ALONGSIDE VENUS BRANCH AT TRIBUTARY OF THE SHENANDOAH RIVER, WHICH IS ALSO WITHIN THE CHESAPEAKE BAY WATERSHEDS.

CAN THE COUNTY GUARANTEE THAT MR. TAYLOR WILL NOT BE USING THE AVAILABLE CREEK FOR DUMPING? OUR LOTS ARE ALL WITHIN THE FLOOD ZONE, MEANING ANY MAJOR FLOOD, OUR LOTS ARE AT RISK FOR BEING UNDERWATER.

WE TRY AND SET UP A SCHEDULED PERMIT, UH, OR A SCHEDULED REVIEW THE ONCE A YEAR AROUND, YOU KNOW, THIS YEAR I THINK WE'RE DOING JANUARY AND FEBRUARY, BUT THERE ARE MANY TIMES, JUST PERIODICALLY FROM THE FLOODPLAIN MANAGER'S STANDPOINT, IF I'M OUT IN THE FIELD OR IF MR. LENS IS OUT IN THE FIELD, HE'S ALSO A CERTIFIED FLOODPLAIN MANAGER.

WE JUST TAKE A LOOK TO MAKE SURE THAT THERE IS NO DEVELOPMENT THAT HAS BEEN, LOOKS LIKE IT'S NEW AND MAYBE NOT PERMITTED, WHETHER IT BE FENCES OR SHEDS OR WHATEVER.

UM, IT'S JUST IN ORDER TO MAINTAIN OUR STANDING WITH FEMA, UM, AS FAR AS SHOWING THAT WE ARE COMPLYING WITH OUR ORDINANCE AND MAKING SURE THAT RESIDENTS WHO LIVE IN THE FLOOD PLAIN ARE COMPLYING WITH OUR ORDINANCE.

SO, UH, BUT HE HAS REMOVED THAT, I BELIEVE IT WAS KIND OF A OLD, NOT IN THE BEST OF SHAPE, BUT HE WAS USING IT AS MUCH FOR STORAGE AS HE WAS FOR, UH, CAMPING.

SO, UM, YEAH, SO RIGHT NOW THE PROPERTY DOES NOT HAVE A CAMPER.

HE'S RE AND HE'S REMOVED THE TRUCK, IT'S IN THE SHOP GETTING MAINTAINED, AND THEN IT'S JUST THE MOTORCYCLES THAT HE HAS COVERED UP.
