SO WE'RE GONNA BEGIN WITH OUR, OUR WORK SESSION.

SO THE FIRST TOPIC WILL BE, UM, THE CONVEYANCE OF THE A AEX PROPERTY AND, UM, MR. PETTY AND, UM, MS. MARTIN AND SCOTT JENKINS, UM, AND SCOTT.

UH, CHAIRPERSON, COOK AND BOARD OF SUPERVISORS.

UM, , OUR COMMITTEE IS THE AD HOC COMMITTEE OF THE E D A, AND IT WAS A DIRECT OUT, DIRECTLY CAME OUT OF THE STRATEGIC PLANNING SESSIONS FOR THE E D, AND OUR COMMITTEE WAS FORMED TO LOOK AT AVTEX AS A WHOLE AND LOOK AT HOW TO REDEVELOP IT, AND THE BEST WAY TO MOVE FORWARD WITH GETTING THE PROPERTY MOVING.

UM, THE PURPOSE OF TONIGHT'S PRESENTATION IS THAT AFTER LOOKING AT THE COMPLETE PROPERTY, WE FEEL THE FIRST STEP IS TO TRANSFER THE CONSERVATION PARCEL OF 240 ACRES TO THE COUNTY OF WAR, WARREN COUNTY, SPECIFICALLY, TO GO UNDER PARKS AND RECS, BECAUSE IT MAKES SENSE, BECAUSE WARREN COUNTY HANDLES ALL OF THE PARKS AND RECS FOR THE TOWN OF FRONT ROYAL AND WARREN COUNTY.

AND WHEN WE GO THROUGH THE PRESENTATION AND THE HISTORY, YOU'LL SEE THAT THERE'S BEEN A LOT OF STUDY ON THE CONSERVANCY SIDE, AND A LOT OF WORK HAS ALREADY BEEN DONE.

WE ALSO FEEL THAT THE DEVELOPMENT OF THE TRAIL AND THE PASSIVE RECREATIONAL WILL SET THE TONE FOR HOW THE REST OF THE PARCELS ARE DEVELOPED.

AND SO NOW I'LL MOVE FORWARD.

THIS, WE HAVE BEEN WORKING ON THIS PROJECT NOW FOR FIVE MONTHS, SCOTT.

IT'S BEEN FIVE MONTHS, AND A LOT OF INFORMATION AND A LOT OF HISTORY CAME FORWARD.

SO, AND ALSO TARAN LOGAN, AND SHE SPENT A LOT OF TIME WORKING BEHIND THE SCENES.

SO WE FEEL LIKE WE'RE REALLY WELL PREPARED FOR THIS.

UM, LET ME GO INTO THE, OH, HISTORY OF, UH, ATECH, UM, IN 1940, UH, AND I PROMISE I WON'T GO YEAR BY YEAR, , BUT AVTEX AND FRONT ROYAL HAVE BEEN FOREMOST IN THE DEFENSE AND ALSO IN SPACE INDUSTRY FOR THE UNITED STATES.

IN 1940, UH, THERE WERE PATENTS THAT WERE TRANSFERRED, IF YOU DID NOT KNOW FROM ENGLAND TOO,

UH, THE UNITED STATES.

AND THAT ALLOWED AVTEC TO PREPARE AND, AND MAKE THE PARACHUTES AND OTHER ITEMS THAT WERE NEEDED FOR WORLD WAR II.

WE WERE ALSO INSTRUMENTAL IN, UH, THE SPACE SHUTTLE, UH, WINDINGS.

AND WE WERE THE ONLY MAN RATED, UM, UH, PROGRAM THAT ALLOWED FOR THE WINDINGS TO BE, YOU KNOW, FOR THE MATERIAL AND THE WINDINGS THAT USED WERE USED IN THE SPACE SHUTTLE.

AND WE ALSO, UH, WERE INSTRUMENTAL WITH THE D FIVE NAVY INTERCONTINENTAL MISSILE.

AND THAT IS, THANKS TO MY HUSBAND, WHO VERIFIED THAT THOSE FACTS SAID THEY WERE, THAT WE, UP UNTIL THE VERY END, UH, WHEN BEFORE APTEX CLOSED, WERE INCREDIBLY, UH, IMPORTANT TO THE SAFETY AND SECURITY OF THE UNITED STATES.

UH, APTEX WAS CLOSED IN 1968, AND, UH, THE E D A, UH, STARTED, WE BOUGHT THE PROPERTY IN 2000, AND WE BOUGHT IT FOR $60,000.

AND ALSO THE TOWN OF FRONT ROYAL.

AND, UH, WARREN COUNTY CONTRIBUTED BECAUSE THEY FORGAVE ALL THE DELINQUENT TAXES ON THE PROPERTY.

SO WE CERTAINLY HAVE PAID OUR DUES AS WE MOVED FORWARD.

AND WE STARTED LOOKING AT, UH, ABEC AS A WHOLE.

YOU BEGIN TO THINK, HOW DO YOU EAT THE ELEPHANT? YOU KNOW, WE'VE LOOKED AT IT MANY, MANY TIMES, AND IT WAS WONDERFUL TO SEE THAT THE CONSERVANCY HAS ALWAYS BEEN SOMETHING THAT THE TOWN AND THE COUNTY, AND FRANKLY, ALL OF THE OTHER STAKEHOLDERS HAVE AGREED ON, THAT AT SOME POINT, WE WERE LOOKING TO DEVELOP THAT PROPERTY INTO A PASSIVE PARK WHERE PEOPLE COULD ENJOY THE RIVER AND ENJOY RECREATIONAL.

UM, PART OF THAT IS ALSO THE, UH, THERE ARE A LOT OF RESTRICTIONS ON THE COVENANT RESTRICTIONS ON THE CONSERVANCY SIDE.

SO IT'S VERY NARROW WINDOW OF WHAT WE CAN AND CANNOT DO.

UM, IN 1993, JUMPING BACK BEFORE WE BOUGHT IT, UH, THERE WAS A PROGRAM FROM FRONT ROYAL THAT THEY DID THE, FROM THE RIVER TO THE MOUNTAINS, UH, AND THEY LOOKED AT THE PARKS, THEY LOOKED AT THEIR COMMUNITY AND LOOKED AT ACTUALLY THE AVTEC SITE.

THEY DID NOT WANT TO PURCHASE IT, BUT THEY KNEW AT SOME POINT THEY WOULD WANNA WORK WITH E D A FMC OR WHOEVER OWNED IT, TO EXPAND THAT PROPERTY FOR JUST THE USE THAT WE'RE PROPOSING TONIGHT.

UH, IN 2000, UH, WE HAD THE CONSERVANCY PLAN THAT, UH, WELL, THIS IS IN 1993, AND I BELIEVE YOU ALL HAVE THE HANDOUT.

IF THERE'S ANY QUESTIONS THAT WE CAN ANSWER, UH, LET, LET ME KNOW AT THE END.

BUT IT OUTLINES, UH, JUST THE DEVELOPMENT OF THE PROPERTY AS THEY SAW IT IN 1993 AS WE MOVED TO 2000, THE CONSERVANCY MASTER PLAN, UH, AGAIN, REITERATED WHAT 1993 DID.

WE LOOKED AT TRAILS ALONG THE RIVER.

WE, UH, THEY HAD, UH, DISCUSSED THAT EVERYTHING WOULD HAVE TO BE WITH STRICTLY FOR PARK USE, LIKE A PARK, RANGER STATION, THINGS LIKE THAT.

BUT NO, NO, UH, LARGE BUILDINGS OR ANYTHING LIKE THAT CAN EVER BE PLACED ON THAT PROPERTY.

UM, SCOTT IS GONNA COVER ALL THE MISTAKES THAT I MAKE LATER ON IN A SECOND.

SO ANYTHING THAT I'VE FORGOTTEN, PLEASE ASK HIM.

UM, HERE ARE THE STAKEHOLDERS, WHICH I FIND VERY INTERESTING FOR US.

IF YOU LOOK, WE HAVE EVERYONE, UH, IN THE WORLD, BASICALLY, WHO CAME TOGETHER AND LOOKED AT THIS MASTER PLAN AND AGREED THAT THIS IS THE DIRECTION THAT WE NEEDED TO MOVE INTO.

AND FMC, UM, D E Q, ALL OF THE TOWN AGENCIES, UH, WARREN COUNTY, UH, GOVERNMENT, ALL OF US WERE THERE AND LITERALLY FI THOUGHT THAT THIS WAS A PLAN THAT SHOULD MOVE FORWARD.

AND FRANKLY, IT REALLY WASN'T AVAILABLE TO DO IT TILL NOW.

I MEAN, YOU KNOW, AS WE'VE, AS WE'VE DEVELOPED, AND WE'VE STILL HAD A LOT OF CLEANUP, THE PLAN'S BEEN IN PLACE, BUT NOW IS THE TIME FOR US TO MOVE FORWARD BECAUSE MONEY'S AVAILABLE.

IT SEEMS LIKE A GOOD TIME AS MORE AND MORE PEOPLE APPRECIATE THE RECREATION OF, UH, AND, AND, AND BEING OUTDOORS.

AND AGAIN, WE ARE LOOKING FORWARD TO DEVELOPING THE INDUSTRIAL SIDE, AND TO HAVE THE GREEN SPACE NEXT TO US AND TO SET THE TONE FOR WHERE WE NEED TO BE.

WE THINK THAT NOW DEFINITELY IS THE TIME TO TRANSFER THIS PROPERTY TO THE COUNTY WHO COULD REALLY DO THE JOB.

AND IT'S NOT REALLY UNDER THE PURVIEW OF THE E D A TO BE ABLE TO CARRY

SO THE CONSERVANCY PLAN, UH, WAS, UH, A VERY DETAILED PLAN, UH, BUT IT'S A VISIONARY DOCUMENT, AND, AND IT WAS A, IT WAS PUT TOGETHER IN 2000, UH, BEFORE THE LAND WAS TRANSFERRED BACK OVER, UH, TO ED A, UH, AND SO SOME OF THE RESTRICTIONS AND, UH, COVENANTS WERE NOT, UH, FULLY UNDERSTOOD AT THAT TIME.

SO IT, IT'S A DIRECTIONAL DOCUMENT.

THERE'S GONNA BE A LOT OF CHANGES TO THAT AS, AS WE GO FORWARD WITH, UH, WHAT HAPPENS WITH THIS PIECE OF THE PROPERTY.

UM, THERE WAS, UM, UH, COST STUDY DONE IN 2017, UH, TO TAKE A LOOK AT, UH, WHAT THE, UH, WHAT THE COST WOULD BE TO ESTABLISH A CONSERVANCY PARK THERE.

UM, WE'VE TALKED WITH JOE ABOUT THAT.

AND THERE'S SOME, UH, FUNDING AVAILABLE NOW, UH, FOR 2023, UH, THROUGH, UH, A GRANT, UH, TO DO SOME INITIAL TRAILS.

SO OUR, OUR FOCUS IN THINKING FOR 2023 IS NOT THE GRAND VISION OF WHAT WAS LAID OUT IN THE ENTIRE CONSERVANCY PLAN FROM 2000, BUT TO FOCUS ON WHAT CAN BE ACCOMPLISHED IN THE NEAR TERM, UH, AND THEN THINK LONGER TERM WE CAN ADD ON AND BUILD TO ONTO THAT.

UM, AND WE REALLY LOOK AT, UH, THE GREEN SPACE, UH, AS AN EXCELLENT COMPLIMENT TO, UH, WHAT DEVELOPMENT CAN BE DONE WITH THE REST OF THE SITE.

WE THINK THAT THE GREEN SPACE WILL, UH, REALLY ENHANCE THE VIABILITY OF THE COMMERCIAL SPACE NEXT DOOR TO IT.

WE ALSO LOOK AT THAT AND SAY, THE LOCATION OF OF THIS PIECE OF PROPERTY GIVES IMMEDIATE BENEFITS BECAUSE IT'LL CREATE A WALKING CORRIDOR BETWEEN PARTS OF THE TOWN AND EASTHAM PARK IN THE HIGH SCHOOL THAT JUST DON'T EXIST RIGHT NOW, BECAUSE THAT PROPERTY IS ALL FENCED OFF.

AND WE LOOKED AT SOME EXAMPLES OF WHAT CAN BE DONE WITH A BROWNFIELD.

UH, ARE YOU ALL FAMILIAR WITH THE, THE TERM BROWNFIELD, UM, MEANING REMEDIATION OF A CONTAMINATED SITE? UH, AND, AND THIS IS A BROWNFIELD THAT WE'RE LOOKING AT, UH, BUT THERE ARE SOME GREAT EXAMPLES.

SOME ARE MUCH MORE ELABORATE THAN OTHERS.

UH, WE'RE FOCUSED ON GETTING AN INITIAL START AND, UH, FOCUSING ON WALKING TRAILS.

UM, BUT THERE ARE SOME GREAT THINGS THERE.

AND WE REALLY LOOK AT THIS AS A LOGICAL FIRST STEP, AND THEN REDEVELOPING THE ENTIRE ABEC SITE.

WE THINK IT'S A, A STEPPING STONE TO SOMETHING REALLY GREAT.

BUT WE LOOKED AT, UH, TWO OR THREE DIFFERENT EXAMPLES, UM, AS WE WENT THROUGH, UH, OVER THE LAST FEW MONTHS.

UH, SPECIFICALLY LOOKING AT OUR TIMELINE.

UM, WE WANT TO MOVE QUICKLY.

WE WANT TO GET THINGS DONE THIS YEAR, AS JOY MENTIONED, THE TIME IS RIGHT.

SO IN THE FIRST HALF OF THE YEAR, WE WANT TO WORK WITH ALL OF OUR STAKEHOLDERS.

WE WOULD LIKE TO GET CONCURRENCE THAT THIS IS THE RIGHT THING TO DO.

WE'D LIKE TO GET AN AD HOC COMMITTEE STOOD UP THE FIRST HALF OF THE YEAR TO START LOOKING BEYOND THOSE INITIAL TRAILS AND BEGINNING TO FORMULATE PLANS FOR THE NEXT, UH, SEVERAL YEARS OUT, WHAT CAN BE DONE, UH, TO CONTINUE TO ENHANCE THAT PROPERTY FOR RECREATIONAL USE.

AND THEN BY THE END OF THIS FISCAL YEAR, WE'D LIKE TO GET THE LAND CONVEYED TO THE COUNTY, UH, SPECIFICALLY THE PARTS AND REC.

SO IN THE SECOND HALF OF THE YEAR, UH, THE GRANT FUNDING THAT WILL EXPIRE AT THE END OF THIS YEAR, UH, CAN BE FULLY UTILIZED.

WE CAN TAKE FULL ADVANTAGE OF THAT, AND BY THE END OF THE YEAR, HAVE, UH, THE PARK OPEN FOR WALKING TRAILS, UH, WITH A FOCUS ON CONNECTING, UH, BETWEEN A RIVER TRAIL OVER TO EAST HAM PARK, AND THEN CONNECTING INTO THE EXISTING GRAVEL ROADS THAT ARE ALREADY ON THE SITE.

SO NOT A HUGE INVESTMENT WITH THE FIRST PHASE.

SO A QUICK SUMMARY.

IT'S THE RIGHT TIME.

THERE'S BEEN A LOT OF TIME PUT INTO THIS OVER THE YEARS.

A LOT OF INTEREST.

THERE ARE RESTRICTIONS IN WHAT CAN BE DONE WITH THIS PROPERTY, AND WE THINK THIS IS THE BEST AND MOST IMPORTANT USE OF IT TO GET IT BACK INTO GENERATING BENEFIT FOR OUR COMMUNITY.

SULFATE BASIN IS, IS THAT A BODY OF WATER THAT IS SAFE FOR, I SEE THERE'S GONNA BE A PICNIC AREA, YOU GET KIDS IN WATER AND THEY'RE AUTOMATICALLY IN IT.

IS THAT A, A BASIN THAT THE WATER IS SAFE IF THEY WOULD HAPPEN TO GET IN IT? UM, AT, AT THIS POINT, ALL OF THESE ARE CONCEPTUAL DRAWINGS FROM PREVIOUS.

SO IT'S NOT AN EXISTING BODY OF WATER? NO.

THAT WAS MY QUESTION.

I DIDN'T KNOW IF THAT, THAT THOSE WERE POOLS THERE AT SOME POINT.

AND I DIDN'T KNOW IF THESE WERE ONE OF THOSE POOL.

THERE ARE SOME POOLS ON THE PROPERTY.

SO THAT BASIN DOES EXIST.

YOU KNOW, AND IN OUR MEETING, SO, UH, MYSELF, MS. LOGAN AND, UM, EMMA FROM GIS TOWARD THE SITE WITH PARSONS LAST SUMMER, AND BASICALLY THEIR EXPLANATION IS ALL THE SPACES THAT ARE UNSAFE FOR THE PUBLIC ARE FENCED OFF.

CURRENTLY, THIS SPOT IS NOT FENCED OFF, BUT IT IS CONSIDERED SAFE IF, IF SOMEBODY WERE TO TRESPASS AND GO IN THERE, ESSENTIALLY.

BUT WITH THAT BEING SAID, WE UNDERSTAND THAT IMPLEMENTING THIS TRAIL, WE KNOW THERE ARE GONNA BE SECURITY AND SAFETY PROTOCOLS THAT HAVE TO BE PUT IN PLACE IN ORDER FOR THE PUBLIC TO ENTER THIS SITE.

THAT IS SOMETHING THAT IF THE PROPERTY WERE TO BE CONVEYED AND THIS TRAIL WERE TO BE CONSTRUCTED, THAT THE COUNTY WOULD WORK CLOSELY WITH FMC, THE EPA AND PARSONS TO IDENTIFY WHAT THOSE BARRIERS MAY BE.

IT COULD BE AS MINIMAL AS SIGNAGE, OR IT MAY REQUIRE SOME FENCING OR OTHER BARRIER PHYSICAL BARRIERS.

IF YOU GO DOWN THERE THOUGH, UM, THE GRASS IS THIS, YOU, YOU CAN'T EVEN GET TO IT BECAUSE OF THE, YOU KNOW, TOPO AND EVERYTHING.

BUT THAT WILL BE PART OF THE PROCESS.

WE ARE AWARE OF THAT, AND WE'VE ALREADY STARTED THOSE CONVERSATIONS, AND I THINK YOU'RE VERY MUCH CORRECT.

YOU KNOW, THIS IS A ILLUSTRATIVE, THIS IS A, A FANCY PLAN THAT WE AS CURRENTLY RIGHT NOW, UM, AS, AS SCOTT SAID, WOULD LOOK TO IMPLEMENT.

THEY HAVE EXISTING ROADS, EXISTING INFRASTRUCTURE THAT WE WOULD WANT TO TAP INTO.

SO WE'RE NOT EXPENDING FUNDS.

AND ALSO BECAUSE OF THE REQUIREMENTS THERE, WE CAN'T DIG A LOT OF DIRT.

WE CAN'T CREATE A LOT OF NEW TRAILS.

SO WE WOULD WANT TO USE WHAT'S ALREADY IN EXISTENCE AND TO MAKE IT EASIER AND JUST MAKE IT ACCESSIBLE.

AND I, I, KNOWING THAT THERE USED TO BE POOLS, I JUST, I WASN'T SURE.

SO IS THERE A BUDGET THAT IS, SO, JOE, DO WE HAVE A BUDGET TO MAINTAIN THIS AS A PARK FOR THE COUNTY? BECAUSE I WANNA UNDERSTAND WHAT IT'S GONNA COST THE COUNTY TAXPAYERS SHOULD WE ACCEPT THIS CONVEYANCE AND WHAT WE'RE GETTING OURSELVES INTO? CORRECT.

SO, SO OBVIOUSLY WE HAVE TRAILS NOW THAT WE HAVE TO MAINTAIN.

UM, AGAIN, THERE IS, THERE WAS SOME COST ESTIMATES DONE IN 2017 FOR THESE DRAWINGS.

UM, WHETHER THE COUNTY GETS THE LAND OR NOT, I THINK THERE'S A MOVEMENT TO GET THIS TRAIL DONE.

AND YEAH, IT MIGHT, AGAIN, TAKE SOME TIME.

IT'S GONNA TAKE A LITTLE BIT OF MONEY.

UM, BUT I THINK IT WILL BE A POSITIVE STEP FOR OUR COMMUNITY.

IT'S GONNA BRIDGE NEIGHBORHOODS TO SERVICES TO SCHOOLS THAT WE DON'T HAVE.

AND I JUST THINK OVERALL, THI THIS IS JUST A NET POSITIVE FOR WARREN COUNTY AND FRONT ROYAL.

AND LIKE THEY SAID, I THINK THIS ALSO BEGINS THAT PROCESS TO GET THE DEVELOPABLE SIDE GOING.

RIGHT NOW IT'S JUST SEEN AS THIS CONTAMINATED 240 ACRES.

AND SO ALL THAT WOULD LIKELY BE OUT AND WE WOULD OBVIOUSLY WORK WITH OUR FLOODPLAIN MANAGER ON ANYTHING THAT WE DID THAT DID TOUCH THE FLOODPLAIN.

WE WENT BACK AND FORTH WITH WHAT THESE DATES ARE GONNA BE, BUT, UM, MEGAN AND I TALKED TODAY AND, UM, THAT'S WHAT'S GOING TO BE IN THE BUDGET.

UM, SO YOUR DESK I GAVE YOU, UM, THE EVALUATION FORM THAT, THE PLANNING COMMISSION, THEY MET ON DECEMBER 8TH AND DECEMBER 14TH TO SCORE EACH INDIVIDUAL PROJECT THAT WE RECEIVED FROM COUNTY DEPARTMENTS AND AGENCIES AT THE END OF NOVEMBER.

AND WE RECEIVED 36 PROJECTS.

UM, THEY'VE ACTUALLY SCORED ALL BUT ONE, THEY ASKED FOR SOME ADDITIONAL INFORMATION, UM, ON THE SALLY PORT THAT THE SHERIFF'S DEPARTMENT HAD, UM, SUBMITTED.

SO THEY WILL SCORE THAT AT, UM, AT ONE OF THEIR UPCOMING MEETINGS.

AND THEN, UM, SO I GAVE YOU ALL THE SCORES AND A LIST OF ALL THE PROJECTS THAT WE HAD SUBMITTED.

UM, FIRE RESCUE, PARKS AND RECREATION PUBLIC SCHOOLS, SOLID WASTE, SAMUEL'S PUBLIC LIBRARY, THE COURTS BUILDING INSPECTIONS AND SOCIAL SERVICES, UM, SUBMITTED PROJECTS.

AND FOR, JUST SO YOU KNOW, UM, FOR PURPOSES OF THE COUNTY'S CAPITAL IMPROVEMENT PLAN, THE PROJECTS HAVE TO BE NON-RECURRING.

THEY NEED TO HAVE A USEFUL LIFE OF FIVE YEARS OR MORE.

AND THE ESTIMATED COST OF THE EXPENDITURE, UM, MUST EXCEED 50,000 FOR A GENERAL GOVERNMENT PROJECT AND $100,000 FOR A SCHOOL PROJECT.

UM, ANYTHING UNDER THAT DOESN'T FALL INTO THE CAPITAL PLAN.

AND THEN WE'VE ALSO, FINANCE HAS ESTABLISHED, UM, THE ASSET REPLACEMENT PLAN.

SO SOME OF THESE WILL ACTUALLY MOVE TO THAT.

UM, SPECIFICALLY THE FIRE AND EMS APPARATUS REPLACEMENT.

UM, THAT IS ACTUALLY GOING TO BE IN THE ASSET REPLACEMENT PLAN THAT ACTUALLY SCORED OUR HIGHEST ON THE CIP.

BUT, AND THEN, BUT, BUT WE'RE GONNA KEEP ALL THE SCHOOLS TOGETHER IN THE CAPITAL IMPROVEMENT PLAN.

SO THEY, THEY'VE SUBMITTED ALL THE BACKGROUND INFORMATION, EACH DEPARTMENT, SO IT'S, UM, ABOUT A FIVE OR SIX PAGE FORM THAT THEY'VE SUBMITTED TO.

THEY'VE SUBMITTED ESTIMATES, IF THEY HAVE ESTIMATES OF A PROJECT THEY'VE SUBMITTED, UM, YOU KNOW, ALL THE DETAILS THAT THEY HAVE OF THEIR SPECIFIC PROJECT.

AND THE, THEN THE PLANNING COMMISSION USES THAT, YOU KNOW, TO, TO GO DOWN THROUGH THE CRITERIA AND RANK THEM.

AND THEN PRIOR TO THE PUBLIC HEARING AT THE PLANNING COMMISSION, ONCE WE GET THE ACTUAL PLAN TOGETHER, THAT GOES TO THE, WE SEND A COPY OF THAT TO THE DEPARTMENTS AND THE DIFFERENT AGENCIES, AND THEN THEY CAN COMMENT ON THAT.

IT IDENTIFIES A DEPRECIATION THRESHOLD.

IT IDENTIFIES THE CAPITAL IMPROVEMENT PLAN AND MAJOR CAPITAL ASSET FUND, AND HOW THE, UH, FUND WILL, UM, UH, BE FUNDED ESSENTIALLY.

THE NEXT TOPIC FOR DISCUSSION, WHICH IS THE DEPARTMENT UPDATES AND POSITION RECLASSIFICATIONS, MS. MEADOWS.

ALL RIGHT, SO THIS IS THE INFORMATION THAT I WENT OVER LAST MONTH IN THE WORK SESSION.

IT HAS SOME ADDITIONAL INFORMATION INCLUDED.

UM, SO WE'LL GO THROUGH THAT AND I'LL BE ABLE TO GET INTO SOME QUESTIONS THAT I BELIEVE THE BOARD HAD ADDITIONALLY.

SO WITH THE HISTORICAL PAY INFORMATION IN 2020, AND WE WENT BACK JUST A COUPLE YEARS, 2020, THERE WAS A 4% PAY INCREASE FOR ALL COUNTY EMPLOYEES.

AND THIS WAS PART OF THE TIERED COMPENSATION PLAN.

UM, AND THEN THERE WAS ALSO THE THOUSAND DOLLARS BONUS ISSUED IN DECEMBER, AND THAT WAS PART OF THE COVID UM, PACKAGE.

AND THEN IN JULY OF 2021 OF 5% PAY, UM, RAISE WAS GIVEN TO ALL COUNTY EMPLOYEES.

AND THEN IN NOVEMBER THE SHERIFF'S OFFICE RECEIVED A $3,000, UM, BONUS.

AND THAT WAS FROM THE STATE, SO IT WAS COMP BOARD FUNDED, UM, AND THEN THE COUNTY DID SUPPLEMENT FOR THOSE POSITIONS THAT ARE NOT COMP BOARD FUNDED.

UM, AND THEN IN 2022 IN AUGUST, WE IMPLEMENTED A 5% PAY RAISE FOR ALL COUNTY EMPLOYEES.

UM, THE NEW POSITIONS FROM 2022, UM, I HAVE THOSE LISTED, THE POSITIONS FOR 2021.

I DON'T HAVE A COMPREHENSIVE LIST.

THIS IS WHAT I KNOW SINCE I CAME TO THE COUNTY.

UM, AND THAT IS TO BUILD OFF OF THE, UM, BASICALLY THE, UM, POSITION LISTING THAT WAS APPROVED IN 2020.

WE'VE BEEN BUILDING OFF OF THAT.

SORRY, A LITTLE TONGUE TWISTED TONIGHT.

SO I WANNA GO OVER AND I REALIZE THAT THIS IS PROBABLY VERY SMALL, SO HOPEFULLY THIS, UH, THE COPIES THAT YOU HAVE ARE A LITTLE EASIER TO VIEW, UM, THE POSITIONS THAT ARE IMPACTED BY OUR RECLASSIFICATIONS.

SO WITH PARKS AND RECREATION, UM, WE HAVE PROBABLY THE MOST SIGNIFICANT IMPACT.

UM, THE, WE CURRENTLY HAVE AN ASSISTANT DIRECTOR POSITION THAT WE WILL BE BLENDING WITH THE, UM, RECREATION SUPERVISOR AND BLENDING THOSE POSITIONS.

IT WILL BE THE SAME PAY GRADE AS THE PREVIOUS ASSISTANT DIRECTOR.

UM, AND SO THERE IS A COST SAVINGS OF $82,000 AND SOME CHANGE, UM, IN THAT BLENDING WITH THE OFFICE ASSISTANT POSITION.

UM, SINCE WE SHIFTED THE YOUTH CENTER FROM A SEPARATE BUILDING TO THE COMMUNITY CENTER, THERE IS A HIGHER, I GUESS, QUANTITY OF ADMINISTRATIVE PERSONNEL AT THE, UM, COMMUNITY CENTER FOR PARKS AND REC.

SO WE REALIZE THAT WE'RE ABLE TO ACTUALLY UTILIZE THEM IN OTHER DEPARTMENTS IN ORDER TO HELP SUPPORT THEM.

UM, SO THIS IS WHERE WE START TO GET INTO KIND OF THE CONFUSION.

UM, WE HAVE MOVED THE ADMINISTRATIVE ASSISTANT FROM THE ADMINISTRATION OFFICE TO PUBLIC WORKS.

AND SO WE'LL BE UTILIZING THE PARKS CENTER REC ADMINISTRATIVE ASSISTANT AS A BACKUP FOR THE ADMIN OFFICE AND THEN ALSO TO HELP KIND OF GAUGE WHAT THEIR NEEDS ARE AND MAKE SURE THAT WE HAVE A SMOOTH TRANSITION SO THAT THERE AREN'T ANY REALLY GAPS IN FUNCTIONS FOR PARKS AND REC.

UM, SO THERE'S NO FINANCIAL CHANGE WITH THAT.

UM, WITH THE VARIETY OF PART-TIME POSITIONS, WE WANNA REGRADE, WELL, NOT REGRADE, WE WANNA RENAME THEM.

UM, IT'S CONFUSING IN THAT THERE'S A FACILITY SUPERVISOR, THERE'S A RECREATION SUPERVISOR, BUT THEY'RE BASICALLY DOING THE SAME THING.

SOME OF THEM WILL SET UP TABLES AND SET UP LAYOUTS AND OTHERS WILL ADMINISTER PROGRAMS AND SOME DO BOTH.

SO A LOT OF TIMES THE PART-TIMERS THAT ARE HIRED ARE ACTUALLY HIRED AS BOTH.

SO THIS WOULD JUST KIND OF STREAMLINE THE PROCESS OF HAVING ONE TITLE AND BASICALLY THEY WOULD HAVE A LARGER SCOPE OF ABILITIES.

UM, POTENTIALLY IN THE FUTURE, SINCE WE ARE LOOKING AT PARKS PROGRAMS AND KIND OF REVAMPING THEM, WE MAY NEED TO ACTUALLY HAVE ONE OF THESE PART-TIME POSITIONS, UM, CHANGE THEM FROM PART-TIME TO FULL-TIME.

THAT WOULD PROBABLY BE IN A YEAR TO TWO YEARS.

UM, AND IT WOULD PROBABLY BE AN EVENING POSITION BECAUSE THAT'S WHEN THE MAJORITY OF OUR PROGRAMS ARE.

AND WE HAVE A HIGH NUMBER OF ADMINISTRATIVE AND RECREATION PERSONNEL ALREADY DURING THE DAY.

UM, THE NEXT POSITION IS THE PUBLIC WORKS ADMINISTRATION, UM, KIND OF SHIFT.

SO THIS IS WHERE, UM, THE ADMINISTRATIVE ASSISTANT FROM THE ADMINISTRATION OFFICE HAS NOW MOVED OVER TO PUBLIC WORKS, UM, IN ORDER TO PROVIDE SUPPORT THERE.

WITH THE SHIFT OF THE GROUNDS FOR PARKS AND REC GOING UNDER PUBLIC WORKS, THERE'S A REALLY HIGH

VOLUME OF WORKLOAD THAT THE ADMINISTRATIVE ASSISTANT WAS NEEDED TO HELP MANAGE.

UM, THAT POSITION WILL PROBABLY NEED TO BE REVISED, UM, OR KIND OF REVISITED ONCE WE'RE ABLE TO SEE WHAT THE WORKLOAD ACTUALLY IS.

AND, UM, POTENTIALLY IN THE NEXT BUDGET YEAR, WE RECLASSIFIED AS AN OFFICE MANAGER, BUT WE'RE NOT SURE WHETHER THAT'S NECESSARY YET.

UM, THE NEXT POSITION FOR PUBLIC WORKS, UM, WE CURRENTLY HAVE OUR CUSTODIAL SUPERVISOR WHO BASED OFF OF THE WORK AND THE SCOPE THAT SHE'S DOING, WE WANNA RECLASSIFY ALL, UM, EACH OF THE SUPERVISORS AS AN OPERATIONS MANAGER, THEY SHOULD BE ABLE TO SUPPORT EACH OTHER AND BASICALLY FULFILL THE SAME DUTIES.

UM, SO THIS POSITION IS PROBABLY ONE OF THE LARGEST ONES, UM, IN THAT A POI OR THE CURRENT JOB DESCRIPTION FOR A CUSTODIAL SUPERVISOR IS TRULY TO WORK SIDE BY SIDE WITH THE CUSTODIANS AND BASICALLY JUST MAKE SURE THINGS ARE GETTING CLEANED RATHER THAN ACTUALLY DOING A LOT OF THE PLANNING AND EXECUTION THAT, UM, THE CURRENT SUPERVISOR IS ACTUALLY DOING AND MANAGING LARGER PROJECTS, UM, SUCH AS THE COURTHOUSE.

UM, THE NEXT ONE IS OUR PUBLIC WORKS CREW SUPERVISOR, AND THIS IS THE POSITION THAT CAME OVER TO PUBLIC WORKS FROM PARKS AND REC.

AGAIN, WE WANT TO RECLASSIFY THE POSITION TO AN OPERATIONS MANAGER, UM, SLIGHTLY MORE RESPONSIBILITY THAT THEY SHOULD BE TAKING ON THAT THEY WEREN'T DOING PREVIOUSLY.

UM, AND THEN ALSO THE ONE AFTER THAT IS OUR, UM, PUBLIC WORKS FOREMAN.

UM, WE'VE RE OR WE'RE PROPOSING TO REALLOCATE THE RE REPORTING RELATIONSHIPS.

UM, SO THIS POSITION WOULD TAKE ON A LARGER ROLE IN REALLY OVERSEEING THE SANITARY DISTRICTS, UM, PRIMARILY THE FARMS AND THEN REALLY SPECIAL PROJECTS WITH ANY OF THE OTHER DISTRICTS.

UM, AND THEN THE NEXT ONE IS A MAINTENANCE FOREMAN.

UM, WITH THAT, IT'S A POSITION THAT WE USED TO HAVE AN ASSISTANT CREW SUPERVISOR, UM, AND WE REALIZE THAT WE WANNA HAVE A BACKUP, UM, SO THAT WE ARE ABLE TO REALLY DEVELOP PEOPLE.

UM, SO THIS WOULD BE AN INTERNAL PROMOTION FROM ONE OF OUR CURRENT, UM, EMPLOYEES WHO WOULD BE ABLE TO POST FOR THAT POSITION.

UM, AND THEY WOULD BE A BACKUP FOR THE GROUNDS POSITIONS, UM, OUR ACCOUNTING TECHNICIAN.

UM, IN LOOKING AT THE ACTUAL JOB DESCRIPTION FOR THE ACCOUNTING TECHNICIAN, IT DOES NOT TOUCH ON WHAT THE PERSON IN THE POSITION IS ACTUALLY DOING.

SO WE FEEL THE NEED TO COMPLETELY REVAMP THE ROLE.

UM, AND WE'VE SET SOME ADDITIONAL PARAMETERS IN ORDER TO ENSURE THAT AS A COUNTY WE ARE PAYING OUR BILLS WEEKLY, UM, IN ORDER TO MAKE SURE THAT PEOPLE KNOW IF THEY DO BUSINESS WITH THE COUNTY, THEY'RE GONNA GET PAID ON TIME AND IN A TIMELY MANNER, AND WE'RE NOT GONNA HAVE LATE FEES OR ANY SORT OF COST THAT WE SHOULD NOT HAVE DUE TO THAT.

UM, THAT IS, UM, THE NEXT POSITION IS AN ACCOUNTING TECHNICIAN.

SO IN THE FINANCE DEPARTMENT WE DID SOME SHIFTING.

UM, WE HAD AN ADMINISTRATIVE ASSISTANT IN THE DEPARTMENT THAT WHEN THEY WENT INTO ANOTHER ROLE, UM, AFTER MEETING WITH THE FINANCE LEADERS, THEY WANTED TO REGRADE THE POSITION.

SO IT WAS A MORE FUNCTIONAL ROLE RATHER THAN AN ADMINISTRATIVE ROLE.

SO WE WANTED TO HAVE SOMEONE WHO WAS ABLE TO FOCUS ON DATA ENTRY AND REALLY BALANCING THE FINANCES, UM, THAT THEY'RE GETTING IN FROM OTHER DEPARTMENTS.

SO THAT'S WHERE IT TRULY WOULD BE AN ACCOUNTING TECHNICIAN ROLE.

THE NEXT POSITION IS A BUYER.

UM, WITH MS. SCOTT'S PROMOTION INTO THE DIRECTOR OF FINANCE, WE REALIZED THAT WE NEEDED SOMEONE WHO HAD A BACKGROUND IN PROCUREMENT AND THAT'S WHERE WE'RE ACTUALLY DOWNGRADING A POSITION.

SO INSTEAD OF HAVING A DEPUTY FINANCE DIRECTOR, WE WANTED A FUNCTIONAL BUYER AND WE ARE CURRENTLY RECRUITING FOR THAT POSITION AND THAT'S A SIGNIFICANT COST SAVINGS AS WELL FOR THE RECLASSIFICATIONS.

UM, THE NEXT POSITION IS THE PAYROLL PERSONNEL TECHNICIAN.

UM, WITH THE IMPLEMENTATION OF THE U K G H R I S AND PAYROLL SYSTEM, WE'VE BEEN ABLE TO ACTUALLY DEVELOP THAT POSITION BEYOND PAYROLL.

IT USED TO BE THAT THAT WAS THE ONLY THING THAT THE PERSON DID WAS THEY FOCUSED ON PAYROLL AND NOW THE POSITION HAS BECOME MUCH MORE.

WE'RE WORKING ON RECRUITING.

THEY'RE WORKING ON EVERY REALLY ASPECT OF HR AND CONT CONTINUING TO DO MORE WITHIN THE FULL REALM OF EMPLOYEE DEVELOPMENT AND MANAGEMENT.

SO IT TRULY HAS EVOLVED INTO A HR GENERALIST ROLE, UM, AND SHIFTED AWAY FROM A PAYROLL DATA ENTRY ROLE.

THE FINAL POSITION IS FOR A BUILDING INSPECTIONS.

UM, WE WANT TO UPGRADE ONE OF OUR INSPECTORS INTO A SENIOR BUILDING INSPECTOR.

UM, AND THIS IS A PERSON WHO HAS STRONG KNOWLEDGE AND WOULD BE ABLE TO BE THAT GO-TO
