THANK YOU MADAM CHAIR AND THIS UNFINISHED BUSINESS. TONIGHT WE ARE TAKING A LOOK AT SOME SLIGHT REVISIONS MADE TO MR. CHRISTENSEN'S AIRPORT HANGAR LEASE AGREEMENT. LAST MONTH THIS BOARD HELD A PUBLIC HEARING FOR THIS COUNTY REAL PROPERTY AND THIS, UH, TONIGHT IS REQUESTING THE BOARD TO APPROVE THE LEASE AGREEMENT WITH MR. CHRISTENSEN. I'D BE HAPPY TO ANSWER ANY QUESTIONS ANYONE ASK. DOES ANYBODY HAVE ANY QUESTIONS FOR MS. SCOTT? YES. UH, MS. SCOTT, COULD YOU GIVE US A LITTLE BIT OF BACKGROUND ON THAT JUST TO SURE. MR. CHRISTENSEN HAS, UH, A PLAIN THAT IS CURRENTLY BEING WORKED ON IN CALIFORNIA WHILE THAT PLANE WAS BEING WORKED ON, HE HAD SOME GLIDERS THAT HE WAS STORING IN THAT HANGAR. SO THIS CURRENT LEASE THAT YOU HAVE IN FRONT OF YOU TONIGHT ENCOMPASSES THOSE GLIDERS. SO I HAD ASKED MR. CHRISTENSEN TO REDLINE THAT SENTENCE INSIDE OFF ON THAT AND WE'VE THE COUNTY, EVERYONE SIGNED OFF ON THAT AND WE'RE GOOD ON THAT. YES. ALL OF THE TENANTS THAT HAVE ALREADY AGREED AND HAVE BEEN EXECUTED, THOSE AGREEMENTS ENCOMPASS THAT THE COUNTY IS RESPONSIBLE FOR PLOWING SNOW. OKAY. UM, YOU KNOW, I, I'M, I'M ASKING QUESTIONS BECAUSE I'VE HAD PEOPLE REACH OUT TO ME WITH CONCERNS ABOUT THE CONTRACTS AND I'M NOT A HUNDRED PERCENT UP ON THE AIRPORT AND HOW IT'S DOING AND AND SO FORTH. SO I'M, I'M, I JUST WANNA MAKE SURE I'M VOTING IN, YOU KNOW, WITH THE RIGHT INFORMATION AND THAT THE PEOPLE, AND I'M ASSUMING MR. CHRISTENSEN NOT HERE TONIGHT, SO I DON'T WANNA ASSUME THAT THAT'S BECAUSE HE'S IN TOTAL AGREEMENT WITH THIS AND THAT'S WHY I WANNA MAKE SURE BEFORE I VOTE, HE'S ALREADY ASSIGNED THE LEASE. THE RECOMMENDATION WAS THAT NONE OF THE LEASES THAT THE TENANTS, UH, HAD WERE WITH THE COUNTY AND THE STATE REQUIRES THAT EACH LEASE BE WITH A GOVERNING BODY APPROVED BY THE GOVERNING BODY AND WITH THE GOVERNING BODY. SO THAT'S THE MAIN REASON FOR THESE CHANGES AND THAT YOU'VE NEVER SEEN THESE BEFORE, NOR HAVE YOU APPROVED THESE BEFORE BECAUSE THEY'VE NEVER BEEN BROUGHT BEFORE THIS BOARD. SO EVERY LEASE THAT WE HAVE WITH EACH HANGAR WILL BE APPROVED BY THE BOARD FROM NOW ON GOING FORWARD. MM-HMM. , DR. DR. DALEY, IF I MAY ADD TO THAT, SIR. UH, MR. AND THEN THE REASON THAT THESE ARE NOW COMING TO THE BOARD IS THAT THE WARREN COUNTY IS THE ACTUAL OWNER OF ALL THIS PROPERTY AND THERE'S A VIRGINIA CODE SECTION THAT SAYS BEFORE THE COUNTY LEASES ANY OF ITS PROPERTY, IT HAS TO HAVE A PUBLIC HEARING. SO THAT'S WHY, AND THEY ALL, THEY'RE PRETTY KIND OF SMALL POTATOES. IT'S ONE LITTLE AIRPORT LEASE AND IT'S KIND OF IRRITATING, I KNOW TO HAVE TO DEAL WITH THESE EACH TIME. BUT THAT'S WHAT THE CODE OF VIRGINIA SAYS, SO THAT'S WHY WE'RE DOING IT. YEAH. MISS OAKS, WE HAVE PREVIOUSLY VOTED ON AIRPORT LEASES. I I REMEMBER VOTING ON AIRPORT LEASES IN WITHIN 20 20, 20 21 SOMEWHERE AT THAT TIME. SO WHO HAD THE LEASES BEFORE? WE DID, I'M NOT SURE WHICH LEASES WERE APPROVED BY THE BOARD. NONE OF THE LEASES THAT I SAW WERE APPROVED BY THE BOARD. THEY WERE ACTUALLY SIGNED BY SOMEBODY WHOSE SIGNATURE WAS NOT RECOGNIZABLE TO ME. SO I DIDN'T KNOW WHO ACTUALLY HAD THE AUTHORITY TO SIGN THE LEASE. WAS IT, WAS IT THE PERSON RUNNING THE, THE AIRPORT AS AN NO, IT WAS, THEY WERE, I CAN HELP YOU WITH THAT. OKAY. IT WAS OUR FORMER FBO CASE, UM, CAS AVIATION. OKAY. THAT'S WHAT I THOUGHT. OKAY. YEAH. AND, AND THE LEASES, AT LEAST SOME OF 'EM WERE LIKE REALLY, REALLY OLD AND THEY WERE BETWEEN THE AIRPORT AUTHORITY AND THE INDIVIDUAL, WHICH SORT OF MAKES SENSE FROM THE OUTSIDE. BUT WHEN YOU LOOK AT THE, THE AIRPORT AUTHORITY DOESN'T ACTUALLY OWN THE AIRPORT, WARREN COUNTY DOES. SO THE LEASE NEED TO BE BETWEEN THE OWNER OF THE PROPERTY AND THAT'S, YOU KNOW, THAT'S ALL BEING DONE CORRECTLY NOW. RIGHT. OKAY. THANK YOU. THAT'S WHAT I SUSPECTED WAS THE, THE FORMER ARRANGEMENT. AND HISTORICALLY I BELIEVE WE'VE GONE WITH THE 150 MAX THAT MEDICARE DOES ALLOW, UH, FOR THE FEES. UH, JUST TO GO OVER SOME OF THE CHANGES. SO WE WERE GONNA GO FROM A BLS TRANSPORT RATE OF $602 AND PROPOSING THAT TO $662, WHICH IS A RAISE OF $50. OUR ALS ONE CURRENT FEE IS $715 [00:55:01] AND WE'RE PROPOSING RAISING THAT TO $774, WHICH IS AN INCREASE OF $59. OUR ALS TWO TRANSPORT RATE CURRENTLY IS 1030 $4 AND WE'RE PROPOSING INCREASING THAT TO $1,120, WHICH IS AN INCREASE OF $86. OUR MILEAGE BETWEEN ONE AND 17 MILES IS CURRENTLY $18. PROPOSING RAISING THAT TO $20 PER MILE, WHICH IS AN INCREASE OF $2. OUR MILEAGE IS CURRENTLY, OR EXCUSE ME, OUR MILEAGE OVER 18 MILES, UH, IS CURRENTLY $12 AND WE'RE PROPOSING TO INCREASE THAT TO $13 WITH WHICH IS A $1 INCREASE. UH, BASED ON THESE NUMBERS. IF WE DO INCREASE THAT, WE'RE EXPECTING APPROXIMATELY A $30,000 INCREASE IN REVENUE. UM, BUT THESE RATES ARE BASED OFF OF THE MEDICARE FEE SCHEDULE. SO THESE ARE, THIS IS THE MONEY THAT IS COMING FROM MEDICARE THROUGH THE INSURANCE, THROUGH MEDICAID. UH, WE ARE STILL REMAINING A SOFT BILLING, WHICH MEANS WE DO NOT TAKE ANYONE TO COLLECTIONS.
