SO I'M HERE TO, I THINK WE CAN AGREE ON TWO THINGS ABOUT THE INTERSECTION OF ROUTE 55 AND HAINA ROAD.

IT'S DANGEROUS AND, UM, THERE'S BEEN SEVERAL ATTEMPTS TO REQUEST FUNDING TO MAKE SAFETY IMPROVEMENTS TO ROUTE 55 THAT KEEP FALLING SHORT.

SO RECENTLY, UM, THE COUNTY HAS SUBMITTED A REQUEST FOR FUNDING THROUGH THE SMART SCALE PROCESS.

I'M ASSUMING THAT EVERYBODY'S FAMILIAR WITH THAT PROCESS.

UM, IF APPROVED, THAT FUNDING WILL ALLOW FOR EXTENDED EAST AND WESTBOUND TURN LANES ON ROUTE 55 IF APPROVED, IS THE KEYWORD THERE.

UM, AND THEN IT BECOMES PART OF THE SIX YEAR IMPROVEMENT PLAN.

SO UNFORTUNATELY THE FUNDING REQUEST DID NOT MAKE THE CUTOFF.

WHAT HAPPENS IS THE STAFF REVIEWS ALL THE SUBMISSIONS FOR FUNDING AND THEN THEY MAKE A RECOMMENDATION IN THE COMMONWEALTH TRANSPORTATION BOARD FOR FUNDING.

AND THAT PROJECT DID NOT MAKE THE CUTOFF.

HOWEVER, THE CTB CAN, UM, ADD PROJECTS TO THE LIST BASED ON PUBLIC INPUT.

SO, , WHAT WE'VE DONE SO FAR IS WE'VE GOT A PETITION WITH 770 SIGNATURES ON IT, CALLING FOR FUND, UH, FOR SAFETY IMPROVEMENTS TO ROUTE 55.

WE'VE KICKED OFF A LETTER WRITING CAMPAIGN TO THE CTB TODAY.

UM, IT'S BEEN SENT OUT TO THE RESIDENTS OF WARREN COUNTY.

OBVIOUSLY HIGH KNOB RESIDENTS ARE BEHIND THIS.

I'VE GOT A LETTER FROM THE HIGH KNOB HOMEOWNERS ASSOCIATION SUPPORTING THIS PROJECT.

DELEGATE WEBERT IS ON BOARD.

HE'S GONNA WRITE A LETTER SUPPORTING THIS PROJECT.

AND I'M HERE TONIGHT ASKING FOR THE BOARD'S SUPPORT IN WRITING A LETTER TO THE COMMONWEALTH TRANSPORTATION BOARD.

SUPPORTING THIS PROJECT.

PUBLIC INPUT GOES A LONG WAY TO GETTING THINGS MOVED FROM, SORRY, WE'RE NOT GIVING YOU MONEY TO, OKAY, LET'S GET THIS FUNDED.

AND I KNOW THAT THE BOARD HAS SUPPORTED THESE PROJECTS IN THE PAST, YOU KNOW, WE'VE MADE SEVERAL ATTEMPTS TO GET FUNDING TO KEEP FALLING SHORT, BUT WE CAN'T GIVE UP THAT, THAT I GOT ALL THE SHERIFF'S DEPUTIES BACK THERE CAN PROBABLY ATTEST IT AND WE ALL KNOW HOW DANGEROUS THAT INTERSECTION IS.

AND SO I'M ASKING TONIGHT FOR YOUR SUPPORT AND YOUR CONSIDERATION TO WRITE A LETTER TO THE COMMONWEALTH TRANSPORTATION BOARD.

I GO TO THOSE MONTHLY AND THOSE ARE ALWAYS, UM, GOOD MEETINGS OF WHAT'S GOING ON IN THE AREA AND THEIR CONCERNS ON, UM, THEIR AREA AS WELL ATTENDED, UM, A SPECIAL MEETING OF THE SOUTH HORN FIRE DEPARTMENT.

UH, WE HAD A PRESENTATION FROM CAPTAIN CERNA ON A PIECE OF EQUIPMENT AND HOW TO FUND THAT.

THAT WAS A REALLY GOOD MEETING AND LOOK FORWARD TO HAVING BETTER DISCUSSIONS ON THAT WITH THE BOARD IN THE FUTURE.

UM, AND I ALSO SPOKE TO A GROUP OF, UM, COLLEGE REPUBLICANS LAST NIGHT AT THE CHRISTO COLLEGE.

I SERVED ON A PANEL TO DISCUSS LOCAL GOVERNMENT SERVICE AND HOW TO BE ENGAGED WITH YOUR GOVERNMENT AND HOW TO PARTICIPATE IN YOUR GOVERNMENT AND HOW TO BUILD YOUR RESUME, UM, BY SERVING ON A COMMITTEE IN YOUR GOVERNMENT.

AND, UM, I WOULD LIKE TO REMIND EVERYONE THAT THE SHENANDOAH RAIL TRAIL MEETING IS THURSDAY EVENING AT 7:00 PM IT HAS BEEN MOVED, UH, TO THE FRONT ROYAL FIRE DEPARTMENT BECAUSE OF THE ANTICIPATED NUMBER OF PARTICIPANTS.

SO AGAIN, THAT'S 7:00 PM THIS THURSDAY, UM, AT THE FRONT ROYAL FIRE DEPARTMENT ON COMMERCE AVENUE.

UH, I THINK IT WAS A VERY GOOD MEETING.

UM, I TYPICALLY GO TO A BUMPER MEETING OR A BUMPER, A BLUE MOUNTAIN, UM, POA, THEY, UH, CANCELED THEIR MEETING CUZ IT'S SO COLD UP IN THAT BUILDING.

AND WE DID HAVE A COUPLE OF COLD DAYS LAST WEEK.

UH, WE HAD A BOS MEETING.

UH, I WAS ALSO A, A PART OF A MINISTERIAL ASSOCIATION MEETING WHERE WE TALKED ABOUT COMMUNITIES AND HOW THE CHURCHES ARE REACTING TO THE COMMUNITIES.

AND THE WAY, UM, DSS NOW HAS STARTED TO, UH, NOT STARTED, THEY HAVE ACTUALLY CHANGED SOME OF THEIR RULES AND, UM, FOOD IS GONNA BE AN ISSUE.

SO WE'RE TRYING TO HELP WITH THERE.

UM, I ALSO, UH, APPLY, UH, NOT APPLIED.

I WAS PART OF THE DSS ADVISORY BOARD MEETING AND WE TALKED ABOUT, UM, LOTS OF DIFFERENT ISSUES THAT DSS IS GOING THROUGH, UH, TO DEAL WITH NEW PEOPLE, TO DEAL WITH THE PHONE CALLS, TO DEAL WITH THE, UM, YOUNG PEOPLE THAT, THAT THEY'RE TRYING TO SERVE, THE OLD PEOPLE THAT THEY'RE TRYING TO, TO SERVE.

UM, AND JUST, I CAN ONLY IMAGINE WHAT THOSE PEOPLE GO THROUGH ON A DAILY BASIS.

I, UH, I THINK MY JOB IS HARD, BUT I LOOK AT THOSE PEOPLE THAT WORK AT THE DEPARTMENT OF SOCIAL SERVICES AND THEY GO INTO HOMES THAT THE AVERAGE PERSON JUST WOULD NOT UNDERSTAND AT ALL.

AND I'M ONE OF THOSE PEOPLE AND I SYMPATHIZE WITH THEM AND I APPLAUD THEM.

UM, I THINK THEY'VE DONE A GREAT JOB AND CONTINUE TO DO A GREAT JOB.

I THINK IT WAS LAST WEEK, OH, ACTUALLY THE WEEK BEFORE.

I REMEMBER CUZ DR.

DALEY WAS ON VACATION.

ANYWAY, OUT OF THOSE, UH, EIGHT BUDGETS, UH, WE, WE LOOKED AT THE PUBLIC WORKS, SANITARY DISTRICTS, THE MAINTENANCE AND GROUNDWORKS IN OUR AIRPORT.

SO THOSE WENT VERY WELL.

UM, I ALSO WAS A FIREFIGHTER FOR A DAY.

AND LET ME TELL YOU, UM, THIS WAS ONCE IN A LIFETIME EXPERIENCE FOR ME.

AND I, ALL I WANT TO DO IS REALLY THINK ALL THE FIRE AND RESCUE STAFF FOR GIVING ME THIS OPPORTUNITY.

THE EXPERIENCE TO HAVE A DAY IN THE LIFE WITH E EVERYONE WHO SERVES, UM, ON, IN FIRE AND RESCUE.

UM, I WANNA ADD THAT, UM, I, I, I WAS VERY, VERY PROUD TO, TO, TO BE WITH, WITH THE MEN AND WOMEN ON, ON THAT DAY.

AND, UH, THEY'RE VERY PROFESSIONAL, VERY WELL TRAINED.

NEVER PLAYED POOL WITHOUT CUE STICKS, BUT, UM, IT WAS, IT, NEEDLESS TO SAY IT, IT WAS A GOOD TIME AND, UM, SOMETHING NEW AND, AND WE ALL HAD, WE HAD A, WE HAD FUN, BUT, UM, UH, THEY WILL BE CONTINUED TO HAVE THESE LITTLE COMMUNITY EVENTS OUT THERE.

AND SO IF YOU HAVE AN OPPORTUNITY TO LEARN ABOUT, UM, ANOTHER DAY TO LEARN HOW TO PAY CRUD, I THINK YOU SHOULD COME OUT AND CH AND TAKE A LOOK AT IT AND WE'RE HAVE SOME FUN.

BALLINGER AND I HAVE TALKED THAT TENTATIVELY THE BOARD WOULD MEET WITH THE SCHOOL BOARD ON APRIL THE 13TH.

IN BETWEEN THAT WE HAVE MARCH 30 AND APRIL 6TH TO FINISH UP OUR BUDGET ITEMS, WHICH WE HOPE TO DO IN THERE.

AND ALSO EQUALIZATION.

WE'LL GO THROUGH THE EQUALIZATION OF THE RATE.

UM, REMIND YOU THAT ALSO ON THE AGENDA FOR THE NEXT 90 DAYS IS THE RENEWAL OF THE AGREEMENT WITH FRONT ROYAL GOLF AND THE RENEWAL OF THE AGREEMENT WITH THE HUMANE SOCIETY.

I HAVE TALKED TO FRONT ROYAL GOLF A COUPLE OF TIMES AND MRS. COOK HAS BEEN WITH ME ONCE AND THEY DEFINITELY INTEND TO RENEW.

SO YOU ARE ADVISED OF THAT AND MRS. SCOTT HAS BEEN WORKING BACK THERE WITH HUMANE SOCIETY AND THE SHERIFF'S OFFICE WORKING ON THAT AGREEMENT.

ITEM IS, UM, REQUEST TO APPROVE A GRANT FROM THE VIRGINIA DEPARTMENT OF AVIATION OF 17,600 FOR A HANGAR SITE PREPARATION AND ENVIRONMENTAL COORDINATION.

FOR MANY YEARS THE FRONT ROYAL, UH, WARREN COUNTY AIRPORT HAS RECEIVED GRANTS FROM THE VIRGINIA DEPARTMENT OF AVIATION OR THE D DOV TO HELP FUND PROJECTS FOR THE AIRPORT.

IN 2010, THE DAV BEGAN UTILIZING A MASTER AGREEMENT ON TERMS AND CONDITIONS FOR ACCEPTING STATE AVIATION FUNDING, WHICH WILL HELP IMPROVE THE EFFICIENCY IN GRANT IN GRANT MANAGEMENT.

THE MASTER AGREEMENT CONSOLIDATED THE TERMS AND CONDITIONS FOUND IN GRANT AGREEMENTS PREVIOUSLY ISSUED FOR VARIOUS FUNDING PROGRAMS ADMINISTERED BY THE DAV.

ON OCTOBER 5TH, 2010, THE BOARD OF SUPERVISORS FOR WARREN COUNTY APPROVED THE MASTER AGREEMENT.

AND THEN IN NOVEMBER OF 2017, THE DAV NOTIFIED THE BOARD THAT THERE WERE, UM, MODIFICATIONS TO THE TERMS AND CONDITIONS WHICH WERE SUBSEQUENTLY APPROVED BY THE BOARD ON JANUARY 3RD, 2018.

AND THE REVISED MASTER AGREEMENT WAS ATTACH, UM, WAS INCLUDED IN YOUR PACKET ON FEBRUARY 16TH, 2023.

THE DAV DID APPROVE A GRANT OFFER TO THE COUNTY FOR THE HANGAR SITE PREPARATION.

THE ENVIRONMENTAL COORDINATION, THIS GRANT OFFER PROVIDES THE FOLLOWING TERMS AND CONDITIONS IN ADDITION TO THE MASTER TERMS. AS THE GRANT OFFER IS SUBJECT TO THE TERMS AND CONDITIONS OF THE MASTER AGREEMENT, THE MAXIMUM OBLIGATION OF THE COMMONWEALTH WILL NOT EXCEED $17,600.

THE COUNTY, UM, DOES NOT HAVE TO HAVE A COMMITMENT FROM THE FFA FAA FOR FEDERAL FUNDS FOR THE PROJECT.

THE GRANT TERMS WILL EXPIRE MARCH 31ST, 2024.

AND THE GRANT OBLIGATION TERM IS, UH, 20 YEARS.

THE COUNTY CALLS FOR THE PROJECT IS APPROXIMATELY $4,400, AND THIS GRANT OFFER ITSELF WILL EXPIRE ON APRIL 17TH, 2023.

AND, UH, WITH THAT WE WILL BE HAPPY TO ANSWER ANY QUESTIONS THE BOARD MAY HAVE.

DOES ANYBODY HAVE ANY QUESTIONS? NO.

CAN YOU TELL US WHAT THE STA HOW THIS PLAYS INTO THE NEW HANGAR AND WHAT THIS DOES TO RECOUP OUR, UH, $160,000? SO, UM, OUR CURRENT AIRPORT COMMISSION, ONE OF THEIR PRIORITIES THAT WE'VE BEEN TALKING ABOUT FOR THE LAST TWO YEARS HAS BEEN ADDITIONAL HANGERS.

UM, AND, UM, BEFORE WE EVER PUT A NEW HANGAR UP, WE'LL HAVE IT FILLED.

UM, THE, THE CURRENT SITE WE'RE TALKING ABOUT IS IT'S ENVIRONMENTAL COORDINATION FOR SITE PREPARATION.

UM, THE HANGERS WOULD BE LOCATED, AND I THINK I'VE, I'VE GIVEN YOU SOME PICTURES OF THESE IN SOME OF OUR OTHER MEETINGS, BUT IT WOULD BE NEAR CURRENT PHI FACILITY AND THE CURRENT FALCON FACILITY.

UM, AND BASICALLY WHAT WE WOULD DO IS WE, WE, ANYTHING YOU DO ON THE AIRPORT PROPERTY, YOU HAVE TO HAVE ENVIRONMENTAL COORDINATION.

WE HAVE TWO PHASES.

THIS IS GONNA BE THE FIRST PHASE.

THIS IS ALREADY ON THE AIRPORT PROPERTY, UM, AND THERE'S NO FEDERAL MONEY INVOLVED.

AND THEN OUR HOPE IS, AND WE RECENTLY DISCUSSED OUR A C I P FOR THE AIRPORT WITH OUR FEDERAL DOLLARS.

SO OUR HOPE IS, AND I'VE MENTIONED BEFORE, TYPICALLY YOU CAN GET MONEY FOR SITE PREPARATION FOR HANGERS, UM, BUT YOU DON'T USUALLY GET IT FOR THE ACTUAL INFRASTRUCTURE BUILDING.

AND OUR, OUR GOAL IS TO ACTUALLY USE OUR INFRASTRUCTURE FUNDING, UM, THAT WE RECEIVE FROM THE FEDERAL GOVERNMENT TO BUILD HANGERS IN THE NEAR FUTURE.

SO, UM, IN LOOKING AT OUR BILL FUNDING, IF YOU, UM, ARE, I GUESS IT WAS, LET'S SEE, OUR HANGAR BUILDS CONSTRUCTION.

WE WERE LOOKING AT POTENTIALLY SPENDING, UM, OUR FISCAL YEAR 22 AND 23 FUNDS.

SO IT WAS 159,000 145 K.

SO AFTER OUR ENVIRONMENTAL ASSESSMENT IS DONE, THEN WE CAN BEGIN TO BUILD THESE AND WE WILL BE ABLE TO USE THAT FEDERAL DOLLARS.

YOU KNOW, IF, YOU KNOW, AND THAT'S, IT'S BASICALLY ALREADY SET THERE FOR THE AIRPORT TO USE, BUT WE HAVE TO HAVE AN IMPROVED PROJECT.

SO WE DO HAVE A LOCAL BROKER, ADAM S. NELSON, ON CONTRACT IN ADDITION TO THIS COMPANY AS WELL.

SO THEY'RE THE ONLY TWO WHO RESPONDED TO THE SEALED REQUEST FOR PROPOSALS.

AND THIS IS CON THIS IS SOLICITED EVERY FIVE YEARS.
