UH, SO LET ME GET STARTED AND I'LL LEAVE A FEW MINUTES FOR YOU TO ASK QUESTIONS AT THE END.

SO, JUST TO GIVE YOU A LITTLE BACKGROUND, UH, CLEAR GOV WAS STARTED IN 2015, AND AS WE'VE SPOKEN TO COUNTIES ACROSS THE COUNTRY AND IN VIRGINIA AND WARREN COUNTIES SPECIFICALLY, WE'VE LEARNED THAT AS FAR AS PUTTING TOGETHER THE BUDGET, A LOT OF THAT IS BEING DONE WITH EXCEL SPREADSHEETS.

AND IF YOU KNOW ANYTHING ABOUT WORKING A LOT IN EXCEL AND BUILDING MULTIMILLION DOLLAR GOVERNMENT BUDGETS IN EXCEL, THERE ARE A LOT OF EMAILS BACK AND FORTH, A LOT OF BROKEN FORMULAS, AND A LOT OF THE FINANCE TEAM'S JOB IS BOGGED DOWN WITH HAVING TO USE KIND OF THESE OUTDATED METHODS.

AND THEN EVENTUALLY ALL OF THIS INFORMATION HAS TO GET INTO A BUDGET BOOK THAT IS CURRENTLY BEING PRESENTED IN A PDF ON THE WEBSITE.

AND WE'RE SEEING GOVERNMENTS ALL ACROSS VIRGINIA SAY, LOOK, WE REALLY NEED TO MODERNIZE THIS PROCESS, UH, BOTH IN TERMS OF THE BUDGET PROCESS ITSELF AND ALSO IN TERMS OF COMMUNICATING YOUR BUDGET TO THE PUBLIC.

IT WAS VERY NICE SHELTER AND IT WAS SUCH A WONDERFUL GESTURE OF THEM.

THERE ARE FEW AND FAR BETWEEN, UH, SO WE DO APPRECIATE THAT WE HAD A JOINT BUILDING COMMITTEE WITH THE SCHOOL BOARD AT, UH, LF K.

AND UM, THAT'S COMING ALONG REALLY NICE.

WE'RE UNDER BUDGET AND WE'RE, UH, MR. ALDE AND, UH, MRS. SALANS, MR. MABE AND I ARE BEING WATCHDOGS ON THAT.

SO WE, WE HOPE THAT THIS WILL BE THE FIRST SCHOOL BUILT IN WARREN COUNTY TO COME IN UNDER BUDGET.

UM, JUST AS FRUSTRATED AS EVERYONE ELSE WITH IT.

AS I, UM, TOLD SOMEONE THE OTHER DAY HAVING A THREE-YEAR-OLD, ALMOST FOUR YEAR OLD, WHOSE IPAD WOULDN'T WORK BECAUSE WE HAD NO INTERNET, AND SHE WAS CRYING OVER THAT.

AND MY 92 YEAR OLD FATHER-IN-LAW COULDN'T WATCH TV BECAUSE WE COULDN'T STREAM ANYTHING.

SO I UNDERSTAND FULLY THE IMPACT OF POOR BROADBAND SYSTEM.

UM, AND IF I COULD PUSH THIS ROCK ANY FASTER UPHILL, I WOULD BE THERE 24 7.

BUT THE, LIKE I SAID, THE GOOD THING IS THEY ARE WORKING TOWARDS IT.

UM, I ATTENDED THE FUTURE FARMERS OF AMERICA BAG BINGO, DIDN'T WIN A DARN THING, BUT HAD A BLAST.

UM, AND I HIGHLY RECOMMEND THAT IF THEY DO IT AGAIN NEXT YEAR, UH, ROCKLAND PRAYER GARDEN DEDICATION THIS WEEKEND.

HIS MOTHER HAS PASSED ON.

AND, UH, YOU KNOW, WARREN COUNTY DOESN'T HAVE A WOMEN'S SHELTER.

WE NEED TO WORK ON THAT.

BUT ANYWAY, UH, BUT I ATTENDED THAT AND IT WAS GREAT.

THERE WAS SOME REALLY GREAT LIKE OLD ROCK AND ROLL MUSIC AND, UM, OF THAT ERA.

SO I ENJOYED THAT A LOT.

AND THEN, UM, THIS PAST SATURDAY MORNING, I HAD ALSO ATTENDED THE DEDICATION OF THE ROCKLAND COMMUNITY PRAYER GARDEN.

AND IT, THAT PRAYER GARDEN, UM, WAS YEARS IN THE MAKING.

AND, UM, THEY, UH, LIEUTENANT GOVERNOR WINSTON SEARS WAS THERE AND SHE GAVE QUITE A DELIGHTFUL SPEECH.

BUT I WOULD SUGGEST IF YOU'RE A PRAYING PERSON, IF YOU'RE A PERSON OF FAITH, YOU CAN GO OUT THERE AND SIT IN THAT GARDEN AND THERE'S THE BACKDROP OF OUR BEAUTIFUL MOUNTAIN RANGES.

AND IT IS THE MOST PEACEFUL PLACE THAT I'VE EXPERIENCED, EVEN IN THE MIDST OF ALL THOSE PEOPLE.

CARTER IN THE ASSURANCE THAT THERE IS A DIFFERENT POT OF MONEY THAT IS FOR HIGH PRIORITY AREAS, I'M MORE COMFORTABLE AGREEING WITH THIS THAN I WAS BEFORE BECAUSE, UM, AS MUCH AS I WANT SAFETY THINGS DONE FOR ALL OF WARREN COUNTY, I WAS NOT WILLING TO GIVE UP MY FUNDING FROM MY AREA TOO, BECAUSE I'M, I'M RESPONSIBLE FOR THE HEALTH AND WELFARE OF THAT END AS WELL.

SO I FULLY UNDERSTAND THAT I, AND, AND I WOULD NOT SUPPORT TAKING THE FUNDING FROM FROM YOURS TO, FOR, UH, FOR HA NO, EVEN THOUGH IT'S, IT'S MY CONSTITUENTS, UH, I THINK THAT THAT WOULD BE VERY UN UNFAIR TO FOR YOUR CONSTITUENTS.
