SO THE APPLICANT WILL NEED TO WORK WITH THE HEALTH DEPARTMENT TO GET THEIR SEWAGE DISPOSAL SYSTEM PROPERLY PERMITTED AND THE DWELLING DOES MEET THE SETBACK REQUIREMENT TO ADJACENT SINGLE FAMILY DWELLINGS WITH THE CLOSEST SWELLING 770 FEET TO THE SOUTHWEST.

NUMBER TWO, THE MAXIMUM NUMBER OF OCCUPANTS SHALL NOT EXCEED THE SYSTEM CAPACITY AS DETERMINED BY THE HEALTH DEPARTMENT PERMIT PER WARREN COUNTY CODE SECTION 180 DASH 56.4 B.
THE CERTIFICATE OF ZONING SHALL ONLY BE ISSUED WITH APPROVED HEALTH DEPARTMENT RECORDS.
NUMBER THREE, THE APPLICANT SHALL HAVE THE WELL WATER TESTED ANNUALLY FOR E COLI AND COLIFORM BACTERIA AND A COPY OF THE RESULTS SHALL BE SUBMITTED TO THE PLANNING AND HEALTH DEPARTMENTS.
NUMBER FOUR, THE APPLICANT SHALL HAVE THIS SEPTIC SYSTEM I INSPECTED ANNUALLY BY A STATE LICENSE INSPECTOR AND A COPY OF THE RESULTS SHALL BE SUBMITTED TO THE PLANNING AND HEALTH DEPARTMENTS.

UM, AND DURING THE PLANNING COMMISSION PUBLIC HEARING, WE DID HEAR CONCERNS REGARDING THE ROAD AND, AND PEOPLE NOT FAMILIAR WITH THE AREA TRAVELING ON IT.
UM, AS FAR AS THE RECOMMENDED CONDITIONS, IT IS THE STANDARD CONDITIONS WE'RE RECOMMENDING IN THE PLANNING COMMISSION AFTER HEARING THE, THE PUBLIC HEARING, THEY DID VOTE ON A, UH, RECOMMENDATION OF DENIAL THREE TO ONE.
SO OTHER THAN THAT, THE PUBLIC HEARING HAS BEEN PROPERLY ADVERTISED.
ADJACENT PROPERTY OWNERS NOTIFIED THE APPLICANT IS HERE THIS EVENING.

I OBSERVED THAT THIS BOARD HAS A PRECEDENT TO GRANT PERMITS TO APPLICANTS WHO FULFILL THE CRITERIA.
AND I CURRENTLY REQUEST THE SAME REVELATION TO BE APPLIED TO MYSELF, UH, BEYOND THE OBJECTIVE DOCUMENTS AND CHECKLISTS WITHIN THE APPLICATION THAT I SUBMITTED.
I BELIEVE APPROVAL MEETS EVEN THE MORE SUBJECTIVE CRITERIA AND WOULD BE IN HARMONY WITH THE ADOPTED COMPREHENSIVE PLAN OBJECTIVES DESCRIBED IN ECONOMIC DEVELOPMENT SECTION, WHICH I HIGHLIGHT HERE.

AND SECOND, THAT ALSO SEEKS THE TRACK INDIVIDUAL LEISURE TRAVELERS AND NANDO NATIONAL PARK VISITORS ALLOW ME TO LEASE PART OF MY HOME WHILE I'M NOT USING.
IT HELPS INCREASE THE INCOME OF A RESIDENT, UH, ME, A FEDERAL EMPLOYEE, WHILE ALSO CONTRIBUTING TO THE PLANS GOAL OF INCREASING TOURISM BY INCREASING THEIR PLACES TO STAY.
UM, AS I UNDERSTAND IT, THIS HEARING IS REQUIRED, UH, FOR EVEN, UH, ONE DAY OF LEGAL RENTALS, EVEN IF THE INTENTION IS TO DO IT.
UH, THE MINORITY OF THE YEAR, I SHOULD KNOW THAT I APPLIED FOR PERMIT TO ALLOW ME TO USE MY PERSONAL PROPERTY WHILE I'M STATIONED ABROAD FOR WEEKS AT A TIME.
UH, AS A PART OF MY EMPLOYMENT AND NATIONAL SECURITY, RESEARCHING AND BELIEVING I I MET THE CRITERIA WAS ONE OF THE FACTORS THAT AFFECTED MY DECISION TO CHOOSE WARREN COUNTY, UH, AS MY HOME WHEN I LEFT WASHINGTON DC UH, DURING THE MEETING, UH, WITH THE PLANNING COMMISSION, UH, TO ADJACENT PROPERTY OWNERS EXPRESS CONCERNS WITHOUT ANY EVIDENCE, UH, THAT DO NOT HOLD UP, UH, WELL TO CLOSE OUR ANALYSIS AND WHICH COULD BE ATTRIBUTED TO NIMBYISM.
MY HOUSE SITS ON THE LOAD AT THE END OF THE DIRT ROAD AND THE NEIGHBORS EXPRESS CONCERNS, UH, THAT THERE WOULD BE INCREASED TRAFFIC, UH, WHICH COULD PRESENT RISK TO CHILDREN OR IN INCREASED WEAR AND TEAR.
UM, BUT THE ASSUMPTION, UH, THAT THERE WOULD BE INCREASED TRAFFIC IS A FALLACY.
I FREQUENTLY LEAVE AND, UH, RETURN TO MY HOME, UH, SEVERAL TIMES A DAY FOR ERRANDS AND ROUTINES THAT SOMEONE, UH, VISITING WOULD LIKELY, UH, WOULDN'T EVEN IF THE TRAFFIC PATTERNS WERE THE SAME, THE VACANCY THAT IS A PART OF ANY SHORT TERM RENTAL WOULD LOWER THE ULTIMATE TRAFFIC, UH, RELATIVE TO A FULL-TIME OCCUPANCY.
MOREOVER, I HAVEN'T SEEN ANY CHILDREN ALONG THE ROAD IN MY SIX MONTHS OF OWNERSHIP, AND MANY OF THE HOMES IN THE COMMUNITY HAVE SEVERAL VEHICLES EACH THEMSELVES CONTRIBUTING TO WEAR AND TEAR THOSE CLAIMS. ALONG WITH UNFUNDED SKEPTICISM ABOUT THE INTEGRITY OF MY, UH, INSPECTED AND PERMITTED SEPTIC SYSTEM, MADE IT FEEL, UM, LIKE THEY WERE REALLY REACHING FOR POTENTIAL COMPLAINTS THAT ULTIMATELY WOULD NOT AFFECT THEIR, UH, PRIVATE PROPERTY RIGHTS.
UH, REPRESENTATIVE FROM SKYLINE ESTATE SANITATION DISTRICT SHARED THEIR, UH, STANDARD BLANKET OBJECTION TO ANY RENTAL, UH, WHEN THE OWNER IS NOT AT HOME.
UH, BUT I THINK IT IS IMPORTANT TO CONSIDER WHAT I HAVE PREVIOUSLY EXPLAINED THEM, UH, DURING THEIR FEBRUARY MEETING.
UM, AS, UH, WE WILL OCCUPY IT IS OUR HOME.
THE MAJORITY OF THE YEAR WE'RE ESPECIALLY INVESTED IN BOTH, UM, RELATIONSHIP WITH THE COMMUNITY AND SAFETY OF OUR HOME AND COMMUNITY.
UH, THE DRAFT MANAGEMENT PLAN THAT I HAVE CREATED OVERLAPS, UM, MOST, UM, ALMOST COMPLETELY WITH THE CRITERIA WHICH THAT COMMITTEE CREATED TO GET SKYLAND ESTATE, UH, ENDORSEMENT.
UM, MOREOVER, IT INCLUDES NOISE SENSING HARD WIRE IN ADDITION TO MY EXISTING NET NETWORK OF SECURITY CAMERAS TO DETER PROBLEMATIC BEHAVIOR.

MADAM CHAIR, THE, I WANTED TO FIND OUT FROM THE, UH, FROM MR. LANCE, WHAT WAS THE PURPOSE THAT THE, UH, THAT THE PLANNING COMMISSION, UH, UH, DENIED THE REQUEST? YEAH, THERE WERE SOME QUESTIONS ASKED ABOUT HOW THE PROPERTY WAS GONNA BE MANAGED.
THERE WERE THESE, UM, YOU KNOW, IT WAS RAISED THAT, YOU KNOW, THE APPLICANT WOULD BE TAKING TRIPS AND THAT HIS SPOUSE WOULD COVER IT IN THE MEANTIME.
AND I THINK THAT THEY ESSENTIALLY ASKED FOR THE APPLICANT TO KIND OF SPEAK ON HOW THEY WERE GONNA MANAGE THE PROPERTY AND THEY WERE NOT SATISFIED WITH THE ANSWER.
WHAT WAS THE ANSWER? UM, AND WERE YOU GONNA MANAGE? WELL, ULTIMATELY, UM, WE, LIKE I TRIED TO REACH OUT SEVERAL, UH, LOCAL COMPANIES, PROPERTY MANAGEMENT COMPANIES.

AND I PERSONALLY, UM, HAVE DONE JUNE WITH ESTATES AND WE WELCOME THEM FROM OUR HOA.
AND EVERYBODY THAT HAS HAD ONE THERE HAS MANAGED IT BEAUTIFULLY.

UH, AGAIN, THE BOARD HAD SEEN THIS PRIOR TO, UH, AND, AND INCLUDED ALL OF OUR FEES.
UM, THEY HAD SEEN THIS PRIOR TO AND, AND, AND HAD BASICALLY FORWARDED WITH, WITH THEIR APPROVAL.
I'LL, I'LL JUST MENTION, UM, I'VE WORKED FOR THE COUNTY FOR 18 YEARS AND IN THAT TIME, UM, WE'VE NOT SEEN ANY, UH, INCREASES IN OUR FEES.
UH, AND THERE, THERE ARE SER SERVICES THAT WE'VE BEEN PROVIDING TO THE COUNTY FOR, TO, TO SOME RESIDENTS FOR, FOR BASICALLY NO COST.
AND THESE TAKE TIME TO, TO MANAGE OUR TIME AND, AND RESOURCES.
UM, ONE OF THE SPECIFIC THINGS I'D LIKE TO MENTION IS THE GIS.
BECAUSE THE GIS AND, AND IT'S THE POSITION WE HAVE FOR THAT HAS BEEN MUCH MORE CRITICAL NOW AS WE MOVED INTO THE FUTURE, AS WE'VE BECOME MORE AND MORE DEPENDENT ON IT.
AND FOR ONE OF THE PRIMARY THINGS IS THE NG 9 1 1 AND OUR EMERGENCY DISPATCH SERVICES, OUR SOFTWARE THAT WE USE FOR PERMITTING IN THE BUILDING INSPECTIONS AND ZONING PERMITS, IT'S ALL GIS, BA, GIS BASE ORIENTED.
UM, AND THE UPCOMING UH, UH, SOFTWARE THAT THE, THE COMMISSIONER REVENUE WAS UTILIZING, THAT'S G GONNA BE GIS GEO REFERENCE.
SO WE HAVE TO HAVE THAT STAFF POSITION AND POTENTIALLY AN EXTRA STAFF PO POSITION IN THE FUTURE TO BE ABLE TO MANAGE THAT AND BE ABLE TO AFFORD AND, AND SCHOOLING DOESN'T COME CHEAP AND GOOD, GOOD EMPLOYEES DON'T COME CHEAP.
AND THIS WILL HELP US TO GENERATE ADDITIONAL REVENUE TO ADDRESS SOME OF THOSE CONCERNS AND ISSUES THAT WE HAVE AT THIS POINT IN TIME IN OUR DEPARTMENT.
SO WE APPRECIATE YOU CONSIDERING THE, THE FEE SCHEDULE.

AND THAT WOULD BE, IF YOU WANTED TO CHANGE THAT FEE, THEN THAT MOTION WOULD'VE BEEN, WOULD BE USED.
BUT IF THERE'S NO QUESTIONS ABOUT ANY OF THE FEES OR ANYTHING, THEN MY FIRST MOTION WOULD ADOPT THE WHOLE FEE SCHEDULE.
