IS THE PRESENTATION FOR NORTHWESTERN COMMUNITY SERVICES.UH, FIRST OFF, I'D LIKE TO THANK YOU FOR, UH, POINTING ME TO THE BOARD OF, UH, THE NORTHWESTERN COMMUNITY SERVICES BOARD LAST YEAR.
UH, I APPRECIATE THE OPPORTUNITY TO SERVE THIS, UH, VERY IMPORTANT ORGANIZATION.
DOES A LOT OF IMPORTANT WORK IN OUR COMMUNITY.
UM, AND IT'S, IT'S STILL COMING AT US WITH THE MARCUS ALERT LEGISLATION COMING DOWN, AND HOPEFULLY WE'LL GET OUR DRUG COURT STOOD UP THIS, THIS MONTH.
UH, THIS, THIS ORGANIZATION PROVIDES, UH, A LOT OF SUPPORT FOR, UH, WHAT I CONSIDER TO BE ONE OF THE BIGGEST CRISIS THAT WE DEAL WITH IN OUR COMMUNITY, WHICH IS MENTAL HEALTH.
MUCH OF THE WORK THAT OUR BOARD HAS DONE OVER THE PAST, PROBABLY SIX, SEVEN MONTHS, EIGHT MONTHS, HAS BEEN IDENTIFYING, UH, A NEW EXECUTIVE DIRECTOR, UH, AS THE PREVIOUS EXECUTIVE DIRECTOR, MIKE ELWELL HAS RETIRED, AND, UH, WE'RE PLEASED THAT, UM, KATRINA MCCLURE HAS, UH, ACCEPTED OUR OFFER.
AND SHE'S NOW THE, UH, NEW EXECUTIVE DIRECTOR FOR NORTHWESTERN COMMUNITY SERVICES.
SHE STARTED JULY 1ST, AND I JUST WANTED TO GIVE HER AN OPPORTUNITY TO KIND OF TALK TO YOU GUYS ABOUT SOME OF THE, UH, SOME OF THE THINGS THAT NORTHWESTERN COMMUNITY SERVICES DOES HERE IN WARREN COUNTY.
SO, WITH THAT, KATRINA, WELL, THANK YOU SO MUCH.
AND, UM, I'M, SO, I'VE BEEN IN THE POSITION FOR A MONTH NOW, AND IT REALLY IS A GREAT, GREAT ORGANIZATION THAT DOES IMPORTANT WORK.
UM, SO JUST TO GIVE YOU A BROAD OVERVIEW OF WHAT NORTHWESTERN COMMUNITY SERVICE BOARDS DOES, UM, WE HAVE FOUR LARGE AREAS OF SERVICE, UM, INTELLECTUAL AND DEVELOPMENTAL DISABILITIES.
WE TAKE CARE OF MENTAL HEALTH NEEDS, PSYCHIATRIC REHABILITATION, AND SUBSTANCE USE TREATMENT.
AND WE DO THAT FOR BOTH KIDS AND ADULTS.
OUR CATCHMENT AREA IS ABOUT 250,000 PEOPLE, SO A QUARTER OF A MILLION PEOPLE LIVE IN OUR SERVICE AREA.
WE COVER CLARK FREDERICK PAGE, SHANNON DOA, FREDERICK, AND THE CITY OF WINCHESTER.
AND OF COURSE, WARREN COUNTY, WHERE I LIVE, WE OFFER REALLY COMPREHENSIVE SUPPORT.
SO PEOPLE WHO ARE GOING THROUGH A MENTAL HEALTH OR BEHAVIORAL HEALTH EPISODE OR CHRONIC CONDITION, THEY TEND TO NEED A LOT MORE SUPPORT THAN SAY, SOMEBODY WHO HAS A LOT OF RESOURCES, WHO IS WORKING ON THEIR HYPERTENSION OR A MEDICAL ISSUE.
BECAUSE OF THE WAY MENTAL HEALTH IMPACTS, NOT JUST THE PERSON WITH THE MENTAL HEALTH ISSUE, BUT ALSO THEIR FAMILIES AND THEIR ENTIRE COMMUNITY, THE ENTIRE SOCIAL FABRIC IS DEEPLY AFFECTED BY PEOPLE WHO ARE GOING THROUGH, GOING THROUGH MENTAL HEALTH AND SUBSTANCE USE ISSUES.
SO WE PROVIDE REALLY COMPREHENSIVE SUPPORT.
SO WE HAVE THE MEDICAL CARE SIDE, THE MEDICATIONS TO HELP PEOPLE GET THROUGH THEIR SCHIZOPHRENIA AND STABILIZE, STABILIZE THEM AND STABILIZE THEIR SYMPTOMS. UM, WE HAVE CERTIFIED PEER RECOVERY SPECIALISTS, WHICH IS FANTASTIC.
THINK OF, UM, ARE ANY, ARE YOU ANY OF YOU FAMILIAR WITH THAT CONCEPT? YES.

SO OUR CASE MANAGEMENT TEAM, THEY REALLY GET TO UNDERSTAND THE CLIENTS AND HELPING THEM FIND THE SERVICES THEY NEED SO THEY CAN HAVE, SO THE CLIENTS COULD HAVE MENTAL WELLNESS AND THEY'RE JUST A VERY CONSTANT PRESENCE, I THINK IN CHILDREN'S ESPECIALLY.'CAUSE NOT ONLY DO YOU HAVE THE KIDS, YOU HAVE THE FAMILIES, YOU HAVE THE SCHOOLS, YOU HAVE THEIR PROVIDERS.
SO THERE'S A LOT OF DIFFERENT PLAYERS AND THAT NEEDS A LOT OF COORDINATION FOR IT TO WORK.
SO OUR CASE MANAGERS WHO ARE ALSO LICENSED WITH, WITH VIRGINIA TO DO THIS WORK, UM, ARE HUGE PARTS OF THE CARE TEAM NOW, NORTHWESTERN COMMUNITY SERVICE BOARD, WE DON'T ACT ALONE.
WE HAVE, WE ARE IN PART OF THE SOCIAL FABRIC THAT, YOU KNOW, EVERYONE NEEDS AND EVERYONE RELIES ON.
SO WE ARE INVOLVED WITH THE SCHOOLS COURTS, INCLUDING DRUG COURT.
WE HAVE OUR FIRST PARTICIPANT FROM WARREN COUNTY.
WE'RE VERY EXCITED ABOUT REALLY GROWING THAT PROGRAM WITH THE CONCEPTS OF RESTORATIVE JUSTICE AND TREATING MENTAL ILLNESS AND DRUG USE AS A CONDITION THAT NEEDS SUPPORT AND HELP TO MOVE, MOVE PAST.
UM, WE'RE INVOLVED WITH JAILS, DIFFERENT NONPROFITS, UM, OF COURSE HOSPITALS AND MEDICAL CENTERS AND, UM, MEDICAL OFFICES, AND THEN YOUR DEPARTMENTS OF SOCIAL SERVICES.
AND THIS IS JUST A FEW, BUT WE REALLY UNDERSTAND THAT PARTNERSHIP IS WHERE IT'S AT.
SO CHARTING OUR COURSE FORWARD.
SO WE HAVE BEEN, THERE'S LARGE OPPORTUNITY THAT I SEE FOR NORTHWESTERN TO GROW.
WE KNOW THAT THERE ARE A LOT OF PEOPLE OUT THERE, A LOT OF PEOPLE OUT THERE WHO NEED OUR SERVICES.
I AM THERE AND I'M COMMITTED TO GROWING THE, AND GROWING ACCESS TO THESE INCREDIBLY IMPORTANT SERVICES.
UM, SO WE ARE CREATING A STRATEGIC PLAN ON HOW TO GET THERE, INCLUDING BUILDING A VERY STRONG EMPLOYEE TRAINING PIPELINE THAT WOULD NOT ONLY BENEFIT OUR REGION BY PULLING IN APPLICANTS FROM ACROSS THE REGION, UM, TO TRAIN THEM AND GIVE THEM THE HOURS AND THE SUPERVISION AND THE SUPPORT TO GROW THE NEXT GENERATION OF MENTAL HEALTH PROFESSIONALS.
AND THEN THERE ARE ALSO JUST VERY, UM, THERE ARE OPPORTUNITIES TO REALLY STREAMLINE SOME OF OUR OPERATIONS SO WE CAN BE BETTER, OF BETTER SERVICE AND PROVIDE GREATER ACCESS TO THESE DESPERATELY NEEDED SERVICES.
SO, UM, I'M HAPPY, HAPPY TO ANSWER ANY QUESTIONS YOU HAVE.
THE, THE, ANY, HOW MANY, JUST BALLPARK, I DON'T EXPECT YOU TO HAVE AN EXACT, UM, PROVIDERS PER, UM, CLIENT.
SO IT REALLY DEPENDS ON THE SERVICE.
SO, UM, SO COMMUNITY ASSERTIVE TREATMENT IS WE'RE TRYING TO KEEP PEOPLE OUT OF THE HOSPITALS, AND THAT'S VERY, VERY INTENSIVE.
WE GO INTO PEOPLE'S HOMES, WE HELP THEM WITH A WHOLE TEAM TO KEEP PEOPLE OUT OF THE HOSPITAL.
UM, WHEREAS SOME PEOPLE JUST GET MEDICAL MANAGEMENT.
SO WE, SO THE PEOPLE, SO OUR PSYCHIATRIST CAN SEE MORE MED MANAGEMENT THAN ASSERTIVE TREATMENT.
UM, SO IT REALLY, IT REALLY DEPENDS ON WHICH SERVICE THAT WE'RE PROVIDING.
WELL, I CURRENTLY AM, I'M ON THE C P M T AND, YOU KNOW, WORKING MORE WITH THE CHILDREN.
AND I KNOW FROM WHEN I WAS A SCHOOL NURSE THAT, YOU KNOW, A LOT OF THE KIDS, UM, AT MY SCHOOL THAT WERE IN WORKED WITH, UM, I THINK DR.
REKER, I THINK AND ANYWAY, THROUGH NORTHWESTERN.
AND, UH, WAS JUST CURIOUS AS TO, YOU KNOW, WHAT YOUR NUMBERS LOOK LIKE.
I KNOW NUMBERS ARE INCREASING POST COVID AND DURING COVID, SO I JUST, YOU KNOW, WAS CURIOUS IF YOU HAD ENOUGH PROVIDERS TO WORK AND WHAT THE LOAD LOOK LIKE.
NO, WE DON'T HAVE ENOUGH PROVIDERS.
WE REALLY DON'T TO MEET THE NEED THAT'S OUT THERE, THERE, AND THAT'S ACROSS ALL OF THE COMMUNITY SERVICE BOARDS ACROSS THE STATE.
WE DON'T HAVE ENOUGH LICENSED PEOPLE, HEALTHCARE PROVIDERS AND MENTAL HEALTH PROVIDERS TO MEET THE NEED.
AND THAT'S WHY LOOKING STRATEGICALLY, LOOKING ON HOW TO BUILD THAT WORKFORCE IS GOING TO BE IMPERATIVE

IF WE'RE TO NOT MEET, NOT ONLY MEET THE NEEDS NOW, BUT TO MEET THEM IN 5, 10, 15 YEARS.I DON'T SEE MENTAL HEALTH BECOMING SOMETHING WE'RE GONNA USE NEED LESS OF.
UM, SO WE DON'T HAVE THE WORKFORCE THAT WE HAVE NOW.
WE'RE BUILDING PLANS, ACTIVELY BUILDING PLANS NOW TO DEVELOP THAT PIPELINE FOR TRAINEES.
SHANNON DOE UNIVERSITY IS MOVING TOWARDS OFFERING A LICENSED COUNSELING PROGRAM.
LIKE THAT'S GONNA BE GREAT AND IT'S GONNA BE HUGE, BUT THERE'S ALSO FINDING PEOPLE THAT COULD QUALIFY TO BE A QUALIFIED MENTAL HEALTH PROFESSIONAL, A Q M H P AS THEY CALL THEM.
I'M LEARNING ALL THE ACRONYMS, BUT THEY HAVE TO KNOW THAT THIS IS A CAREER OPTION THAT COULD WORK FOR THEM.
AND RIGHT NOW THERE'S JUST NOT A REALLY STRONG PIPELINE BETWEEN THE SCHOOLS THAT HAVE THOSE DEGREES AND THE KNOWLEDGE THAT THEY COULD MAKE A HUGE DIFFERENCE IN THE COMMUNITY IN THAT PER IN THAT PROFESSION.
DO YOU STILL CURRENTLY DO THE C I T TRAINING WITH THE LOCAL LAW ENFORCEMENT? WE JUST HAD ONE LAST WEEK, SO YES.
AND I KNOW THAT WIND UP IN THE FALL HAS BEEN THE AIM TO GET AS MANY CERTIFIED.
UM, AND I GUESS THIS WOULD BE A QUESTION FOR YOU.
IS THERE, YOU KNOW, WITH THE TOWN POLICE BEING MORE ACTIVE, WALKING BEATS AND SO FORTH, DO, DO YOUR GUYS AND GIRLS, UH, WORK TO MENTOR LIKE, YOU KNOW, THE KIDS THAT NEED THAT C I T AND INTERACTION, UM, MA WORKING WITH THEM? YES, MA'AM.
SO MY GOAL IS TO GET MY ENTIRE DEPARTMENT, AND IT'S A GOAL THAT WILL NEVER BE FULFILLED, BUT TO GET MY ENTIRE DEPARTMENT C I T CERTIFIED, UH, BECAUSE IT'S SOMETHING THAT HAS INCREASED, THOSE TYPES OF CALLS HAVE INCREASED EXPONENTIALLY, PARTICULARLY IN THE PAST FEW YEARS.
UM, AND I LOOK FOR THAT TO INCREASE IN COURSE THE, WITH THE MARCUS ALERT LEGISLATION THAT'S GONNA BE ENACTED IN TWO, IN 26, THERE'S GONNA BE A REQUIRED CO RESPONSE BETWEEN LAW ENFORCEMENT AND MENTAL HEALTH.
UM, SO WE GOTTA BE READY FOR THAT.
AND, AND THAT'S ONE OF THE THINGS THAT WE'RE REALLY TRYING TO, TO GEAR UP FOR.
UM, AND THE C TAC, UH, PROGRAM THAT WE'VE, NORTHWESTERN GOT A GRANT A FEW YEARS AGO, UM, HAS BEEN VERY SUCCESSFUL.
I THINK YOU GUYS HEARD ABOUT THAT SOMETIME IN THE PAST COUPLE OF MONTHS, UM, ESSENTIALLY WHERE IT'S STAFFED BY C I T TRAINED POLICE OFFICERS.
UM, AND THEY'VE HAD SOME SUCCESS BRINGING FOLKS IN, UH, UNDER E C O.
UH, AND, AND THEY'RE, THE POLICE OFFICERS THAT WERE TRAINED, UH, ARE OCCASIONALLY ABLE TO, TO, YOU KNOW, JUST SPENDING THAT TIME WITH THE, WITH THE, UH, MENTAL HEALTH CLIENT, BRING THEM OUT OF CRISIS TO THE POINT WHERE THEY DON'T HAVE TO GO TO THE STATE HOSPITAL.
UM, AND IT, IT HELPS TO, YOU KNOW, IT, IT, IT HELPS EVERYTHING, UH, EVEN DOWN TO THE STREET LEVEL, JUST THE, THE OFFICERS THAT HAVE THAT TRAINING ARE ABLE TO, UH, TO, UH, DEESCALATE SITUATIONS AND DEESCALATE PEOPLE.
AND THAT'S BEEN BEEN SOMETHING THAT WE'VE SEEN REALIZED WITH WITHIN THE, UH, OFFICERS THAT STAFF THE, UH, THE CTAC, UH, LOCATION IN WINCHESTER.
AND IT, OF COURSE, IT SAVES US HAVING TO HAVE PEOPLE OFF THE STREET NECESSARILY SITTING IN A HOSPITAL.
WE'RE ABLE TO TAKE THEM TO THE CTAC LOCATION, DROP THEM OFF TO OFF-DUTY OFFICERS THAT ARE WORKING THAT DUTY OVER THERE.
AND, UH, WE'VE, WE'VE HAD SOME SUCCESS WITH, WITH BRINGING THOSE PEOPLE OUT OF CRISIS.
SO IT'S, IT'S A FANTASTIC PROGRAM.
WOULD C I T BE SOMETHING BENEFICIAL TO TEACH TO, UH, TO EMPLOYEES OF THE SCHOOLS? I, I, I DON'T KNOW WHAT, UH, I MEAN, CERTAINLY IT WOULD, I I I, I GUESS MY QUESTION WOULD BE IS IF THEY, THEY ALREADY RECEIVED SOME OTHER MAN TRAINING, SORT OF TRAINING THAT'S, THAT'S SIMILAR, THAT'S, THEY CALL IT SOMETHING ELSE.

SO ONE OF THE THINGS WITH, WITH THE C I T TRAINING WITH LAW ENFORCEMENT, IT REQUIRES AN OFFICER TO HAVE TWO YEARS OF EXPERIENCE OUT OF, OUT OF BASIC ACADEMY BEFORE THEY'RE ACTUALLY ABLE TO ATTEND THAT CLASS.
THAT'S WHY IT'S ALWAYS A MOVING TARGET, BECAUSE YOU HAVE NEW RECRUITS THAT COME IN AND YOU, YOU'VE GOTTA KIND OF GIVE 'EM SOME TIME ON THE STREET BEFORE THEY'RE ACTUALLY ELIGIBLE TO GO TO THAT TRAINING.
THE CLASSES FILL UP ALMOST AS SOON AS THEY'RE POSTED.

THIS WILL BE A SOLE SOURCE PROCUREMENT.
FLOCK SAFETY IS THE SOLE SOURCE MANUFACTURER AND DEVELOPER OF THE FLOCK SAFETY, A L P R CAMERA, AND THE SOLE PROVIDER OF THE COMPREHENSIVE MONITORING PROCESSING AND MACHINE VISION SERVICES.

SO WE FEEL CONFIDENT WITH ACTUALLY COVERING THE FLOOR.
UM, RATHER THAN HAVING TO REMEDIATE THE TILE, HOWEVER, WE WOULD HAVE TO MAKE SURE THAT,

IT'S ON THE NORTH END OF TOWN OF FRONT ROYAL UNDER THE SOUTHERN BRIDGE IN THE DOUBLE BRIDGES AREA.
UM, I WENT A LITTLE OLD SCHOOL TONIGHT, SO I GAVE YOU PAPER.
I DON'T HAVE ELECTRONIC PRESENTATION, BUT THERE'S A MAP IN THERE THAT SHOWS THE 26 ACRES THAT RUNS ALONG THE SHENANDOAH RIVER.
THE BRIDGE DOES, UH, CUT OVER IT AND THEN IT LOOPS ALL THE WAY AROUND.
UM, AND SO FRED'S INTEREST, YOU KNOW, HE HAS THIS PROPERTY HERE.

SO FRED FELT THAT THIS WAS A GOOD OPPORTUNITY TO INCREASE THOSE TRAILS AND CONNECTIVITY THROUGHOUT THE COMMUNITY AS AN OPPORTUNITY.
UM, THEY'RE INTERESTED IN, IN GRANT OPPORTUNITIES IF THE COUNTY WAS THE HOLDER.
UM, AND THEY JUST SAID THAT THERE WAS A LOT OF OPPORTUNITY THERE WITH THIS BEING BOTH HISTORIC.
UH, IF YOU'RE DOWN ON THIS SITE, IF YOU'RE LOOKING AT THE MAP TO THE FERRY RIGHT AT ROYAL AVENUE, IF YOU'VE EVER BEEN DOWN TO THE END, THERE IS A CIVIL WAR TRAIL SIGN THAT TALKS ABOUT THE OLD BRIDGE THERE FROM THE CIVIL WAR.
UM, THERE ARE, UH, SPECIES OF OAK TREE DOWN THERE THAT ARE RARE NATIVE TO THE AREA AND JUST IT'S RIVER ACCESS.
AND SO, AND AGAIN, THIS, THIS COULD BE A GREAT CONNECTIVE POINT TO A RAIL TRAIL.
UM, OUR WORK ON THE AFEC TRAIL AND UM, ALSO COMMUNITY INFRASTRUCTURE JUST LINKING, UH, FRONT ROYAL AS A WHOLE.
UM, AND SO, YOU KNOW, OBVIOUSLY WITH, WITH THE WALKING TRAILS, POSSIBLY OVERFLOW PARKING FOR THE, THE PROPOSED RAIL TRAIL, V O F SAID THAT THAT WOULD BE ACCEPTABLE, BUT FOR THE MOST PART IT WOULD JUST BE PASSIVE RECREATION.

'CAUSE THE CONCEPT WAS ORIGINALLY TO THINK WE COULD RUN THIS ALL THE WAY ALONG THE RIVER, CONNECT OVER TO THE PROPOSED AF TEX TRAIL.
BUT BECAUSE OF THE STEEP TERRAIN, THIS IS A VERY ACTIVE RAILROAD RIGHT IN THIS SECTION.
UM, AND THE RIVER, IT'S JUST TOO TIGHT.
SO WE'RE, WE'RE THINKING OF OTHER ALTERNATIVES, UM, BUT THIS IS KIND OF THE CONCEPT AS OF RIGHT NOW, JUST TO GET PEOPLE DOWN CLOSER TO IT.
UM, FRED WAS UNABLE TO TO BE HERE THIS EVENING, BUT WE WANTED TO GET THIS IN FRONT OF YOU BECAUSE THERE, IF THIS IS SOMETHING THAT THE COUNTY COULD, MIGHT BE INTERESTED IN, WE CAN EXPLORE FURTHER AND UNDERSTAND MORE WITH THOSE, UH, B O F LAND OPPORTUNITIES.

SO WE TALKED ABOUT, YOU KNOW, FRED, IF HE WERE TO GIFT IT, WHAT WOULD THAT LOOK LIKE? AND HE WOULD WANNA MAKE SURE THAT WE DON'T TURN AROUND AND SELL IT FOR SHEETS OR SOMETHING.
