I GOT IN TOUCH WITH A GENTLEMAN UP IN , UH, FOR VDOT.

HE WAS HELPFUL, BUT THERE'S STILL SOME UNANSWERED QUESTIONS THAT I HAVE AND MY COLLEAGUES FROM CEDARVILLE HEIGHTS.

FIRST AND FOREMOST IS FIRE AND RESCUE.

UH, WILL THERE BE A WAY THAT A RESCUE VEHICLE COULD GET ACROSS THE RAILROAD TRACK WITHOUT GOING TO FAIRGROUND ROAD? I HOPE THAT IS WILL, THAT WILL BE, WOULD HAPPEN.

UM, AND IF ANY OF ANY PROPERTY YOU HAVE, IF YOU'VE TRAVELED FROM 6 58 AROUND TO FAIRGROUND ROAD FROM CEDARVILLE HEIGHTS, IT'S A PRETTY CROOKED ROAD.

AND I WAS NOT, DIDN'T GET RUN OUTTA THE ROAD, I HAD TO GET IN THE DITCH BECAUSE OF THE WAY BOX, BODY TRUCK, JUST A LOT OF TRUCKS ON THAT HIGHWAY AND MAKES IT, UH, DANGEROUS.

UM, I WOULD LIKE TO KNOW IF YOU, IF YOU HAVE THIS INFORMATION, MAYBE YOU DON'T, ESTIMATED TIME THAT WE COULD EXPECT THE ROAD TO CLOSE IF IT IS TO BE CLOSED.

IS THE ROAD GOING TO HAVE ANY EMERGENCY ACCESS TO GET ACROSS IN CASE SOMEBODY HAS A HEART ATTACK ON MY SIDE OF THE RIVER OR RAILROAD, EXCUSE ME, TO GET ACROSS? UM, AND IS THERE, I'VE HEARD ANYTHING FROM 18 MONTHS TO TWO YEARS FOR COMPLETION, YOU SAID ANYBODY CAN HELP ME OUT WITH THAT.

I WOULD APPRECIATE IT.

AND AGAIN, MY MAIN CONCERN, IT IS GONNA BE INCONVENIENT, BUT IN THE LONG RUN IT'S GONNA BE GOOD 'CAUSE I'VE HAD TO SIT THERE FOR 15, 20 MINUTES, THEN GO AROUND TO, TO, UH, ON FAIRGROUND ROAD.

IT'S GONNA BE A GREAT RELIEF FOR US.

UH, BUT WE DO HAVE SOME, SOME CONCERNS AND IT HAS TO DO REALLY WITH THE CLOSURE AND THE LENGTH OF THE CLOSURE.

UM, JUST BY WAY OF OF INTRODUCTION, I, I'M, I'M RETIRED.

I'M A RETIRED PUBLIC WORKS DIRECTOR.

I'VE WORKED ON A HALF A DOZEN GREAT SEPARATION PROJECTS MYSELF, UH, PERSONALLY, UH, AND I KNOW HOW THEY'RE DONE.

UM, LOOKING AT THIS PARTICULAR PROJECT, THE BRIDGE ITSELF IS GONNA BE SHIFTED OVER TO THE NORTH, WHICH LEAVES, UH, AN OPPORTUNITY FOR, UH, FOR DETOURS TO, TO OCCUR.

AND IT DOES LEAVE ITSELF ALSO TO, UH, TO ALLOW FOR JUST LIMITED CLOSURES.

SO WHEN WE HEARD THAT THIS, THE CLOSURES ARE GONNA BE FOR 18 MONTHS TO TWO YEARS, THAT JUST SEEMED A LITTLE ODD TO ME.

I, I BELIEVE THAT THERE, THERE ARE OP OPPORTUNITIES AND OPTIONS FOR US TO TAKE A LOOK AT, UM, TO JUST REALLY TO MINIMIZE, UH, THE LENGTH OF THE CLOSURES BECAUSE THERE ARE A LOT OF PEOPLE, UH, UH, WHO LIVE OUT THERE AND JUST WITH THE ONE WAY IN AND OUT IS, IS GONNA BE VERY DIFFICULT.

UM, JUST THREE POINTS.

UH, JIM TALKED ABOUT SOME OF THEM, UH, ALREADY, BUT EMERGENCY VEHICLE ACCESS AND RESPONSE TIMES, THAT'S A BIG THING.

'CAUSE THE FIRE STATIONS JUST, UH, ACROSS THE TRACKS TO GO WAY AROUND IS GONNA BE, UH, IT'S GONNA INCREASE THE, THE RESPONSE TIMES, UH, QUITE A BIT.

HAS THE, UH, AND I REALIZED, BY THE WAY, SINCE I AM NEW HERE, I, I UNDERSTAND THERE WAS A PUBLIC HEARING, UH, TWO YEARS AGO IN JULY.

UM, I WASN'T AROUND TO OFFER ANY COMMENTS.

I HAD I BEEN HERE, I PROBABLY WOULD'VE TALKED ABOUT THIS, BUT, UH, THE ENVIRONMENTAL DOCUMENT THAT WAS DONE FOR THIS IS CALLED A CA CATEGORICAL EXEMPTION.

YOU DON'T LOOK AT ANYTHING WITH A, WITH A CADEX.

UM, THE REASON FOR, IT'S, IT'S A SAFETY PROJECT.

I GET THAT.

UH, BUT THERE ARE SOME, SOME ENVIRONMENTAL ISSUES.

AND ONE OF 'EM IS GONNA BE, UH, THE EMERGENCY VEHICLE ACCESS.

THE OTHER ONE IS THE, THE, THE, THE LEVEL OF SERVICE AT THE INTERSECTION OR THE CONGESTION AT FAIRGROUNDS ROAD AND ROCKLAND ROAD.

WHEN YOU TAKE THE 2,700 VEHICLES THAT NOW GO, UH, TO THE SOUTH AND THEY ALL GO TO THIS ONE INTERSECTION, HAS THAT BEEN LOOKED AT? I DON'T THINK IT HAS.

AND, UM, ROCKLAND ROAD, NORTH OF BENNY BEACH, BENNY'S BEACH ROAD IS PRETTY, UH, IS PRETTY NARROW AND WINDY AS YOU KNOW.

AND, UM, SO THAT THERE'S A CONCERN THERE.

SO ALL WHAT WE'RE ASKING FOR, JUST TO REQUEST IS TO WORK WITH, UM, AND MAYBE TO GET YOUR ASSISTANCE IF POSSIBLE, TO WORK WITH, UM, UH, VDOT, UM, AND THE CONTRACTOR JUST TO, TO, SO JUST SO, SO WE CAN SOMEHOW MINIMIZE, UM, THE, THE CLOSURES AND, AND DO SOME, SOME PHASING.

AND THEY HAD NO KNOWLEDGE AT ALL OF, OF THAT WAS GONNA HAPPEN.

I ALSO CALLED THE ASSISTANT FIRE CHIEF DOWNTOWN, UH, JERRY MIKO.

UH, I DIDN'T GET TO TALK TO HIM INITIALLY, BUT I LEFT A MESSAGE FOR HIM, UH, OF WHY I WAS CALLING.

AND, AND HE CALLED ME BACK, UH, A WEEK OR SO LATER.

AND HE DID TELL ME THAT, UH, THEY WOULD, UH, HE WAS SURE THEY WERE GONNA HAVE, UH, EMERGENCY CROSSING IF, IF THE AMBULANCE HAD A FIRE, UH, CHARTS HAD TO GO, THEY WOULD BE ABLE TO DO THAT.

I ALSO GOT THE IMPRESSION THAT THE FIRE, UH, PERSONNEL HERE DID NOT HAVE ANY CONTACT WITH THE EARLY PLANNING.

I GUESS WE'RE TALKING MAYBE TWO OR THREE YEARS AGO, SINCE IT'S BEEN PROBABLY THAT LONG.

SO ANYWAY, THAT'S, THAT WAS SURPRISING THAT, THAT THEY WEREN'T, UH, IN ANY SORT OF PLANNING, UH, FOR, FOR THAT, UH, ON SINCE, SINCE THAT CROSSING WILL CLOSE ROCKLAND ROAD FOR HOWEVER LONG IT IS, BUT IT APPARENTLY WILL BE OPENED FOR EMERGENCY VEHICLES.

AND LIKE, UH, MY NEIGHBORS HAD SAID IT'S A REAL NARROW, CROOKED ROAD AND IT MAYBE HAS GONE TOO FAR THAT, UH, IT CAN'T BE RECONSIDERED ABOUT, YOU KNOW, GOING UP A NEW PLAN.

I'M SURE A LOT OF THINGS ARE IN ORDER NOW TO START, BUT, YOU KNOW, IF THEY COULD JUST RECONSIDER IT, YOU KNOW, TALK ABOUT IT A LITTLE BIT MORE AND COME UP WITH A DIFFERENT PLAN AT THE RAILROAD, MAYBE, YOU KNOW, COULD LOOK INTO THAT, THAT'D BE GREAT IF THEY COULD.

AND I LOOKED AT THE REGISTRAR GENTLEMAN, I SAID, WHAT IS THIS BOX HERE FOR? IT HAD A LID WITH A SLOT AND A LOCK, A NICE BRAND NEW LOCK ON IT.

AND HE SAID, WELL, THAT'S FOR ABSENTEE BALLOTS IF PEOPLE WANNA BRING THEM IN.

AND I LOOKED AT THE GENTLEMAN, I SAID, WEBSTER DE DESCRIBES ABSENTEE AS NOT PRESENT PRESIDENT.

THIS TO ME, IS A SIGN OF THE UTTERED CANCER AND DECAY IN OUR VOTING SYSTEM ENTIRELY IN THIS COUNTRY.

WHEN WE HAD FINISHED VOTING, WE WENT OUT THE SAME WAY WE CAME IN AND WE WERE LAMBASTED WITH MORE VERBAL AGGRESSION THAN WHEN WE WENT IN.

UM, HE'S GONNA BE SORELY MISSED.

UM, SYCAMORE SPRING FARM IN WARREN COUNTY WON, UM, AN AWARD.

AND THEN THE COMMUNITY CONSERVATION AWARD, UH, WAS GIVEN TO THE ADVISORY COMMITTEE FOR ENVIRONMENTAL SUSTAINABILITY, UH, IS STATIONED HERE IN FRONT WELL.

SO, UM, JUST WANTED TO PASS THAT ALONG.

I'M A BIG PROPONENT OF AGRICULTURE, SO ALWAYS NICE TO, TO SEE THAT THRIVING.

UM, AND THEN I ATTENDED ON NOVEMBER 12TH THROUGH THE 14TH VACO CONFERENCE AT THE HOMESTEAD IN BATH COUNTY.

A LOT OF GOOD, UH, BREAKOUT SESSIONS ON DIFFERENT TOPICS.

A LITTLE BIT DISAPPOINTED IN THE HOMESTEAD, BUT, UM, IT WAS BEAUTIFUL DOWN THERE, THAT'S FOR SURE.

UH, NOVEMBER 15TH, WE HAD A BUILDING COMMITTEE MEETING, UH, SHORT MEETING, UM, AND, UH, CONTINUING TO DISCUSS THE THINGS THAT WE'VE GOTTEN ALONG GOING ON WITH BUILDING REPAIRS, THE YOUTH CENTER, UM, AND WHAT WE'RE TRYING TO GET STARTED THERE.

THE SENIOR CENTER, HOPEFULLY WE'RE GONNA GET THAT, UH, DONE AND GET THEM IN.

I'D LIKE TO SAY FOR CHRISTMAS, BUT I DON'T KNOW THAT WE CAN PROMISE THAT.

BUT WE'RE HOPEFUL.

YOU NEVER KNOW WHAT SANTA CAN COME UP WITH.

UM, OUR TRANSPORTATION COMMITTEE MET, MET, UM, THAT WAS ALSO A SHORT ONE, I GUESS THE HOLIDAYS.

WE DIDN'T HAVE EVERYONE THERE THAT HAD SAID THEY WERE GONNA BE THERE.

SO WE CONTINUED TO, TO LOOK AT OUR TRANSPORTATION ISSUES.

AND THEN ON THE 16TH, THAT WAS A BUSY DAY.

WE HAD AN EMERGENCY MANAGEMENT MEETING, UM, AT THE AIRPORT, CONTINUING TO DISCUSS, UM, WITH OUR STAKEHOLDERS IN, UM, DIFFERENT AREAS OF, UM, THE CORRIDOR BUSINESSES AND SUCH TO MAKE SURE WE'VE, WE ALL HAVE AN ACTIVE, UH, FLUID PLAN FOR ANY EMERGENCIES THAT COME UP IN THE COUNTY.

UM, ALSO HAD A NORTHERN SHENANDOAH VALLEY REGIONAL COMMISSION MEETING.

AND THAT, UM, THEY WORK WITH US ON DIFFERENT PROJECTS AND THINGS AND ALL THE SURROUNDING COUNTIES HAVE REPRESENTATIVE ON THAT.

THEN ON SATURDAY, I DID A FUND.

IT WENT TO A FUNDRAISER RESERVE FOR THE HUMANE SOCIETY.

AND THAT WAS, UH, A SUCCESS AS ALWAYS.

AND I MEANT TO BRING A JAR OF THE FAMOUS SOUTH WARM FIRE DEPARTMENT'S APPLE BUTTER.

I HAD IT IN MY BAG, TOOK IT OUT, GOT TO PUT IT BACK IN.

BUT, UM, IT'S WONDERFUL.

APPLE BUTTER.

AND THEY'RE, THEY'VE BEEN SELLING THIS SINCE THEY DECIDED TO START, UH, THE FIRE DEPARTMENT IN THE EARLY SEVENTIES.

IT, UM, THEY'RE DOING THAT.

THEY'RE TRYING TO PAY FOR A FIRETRUCK, UM, A FIRE ENGINE, A TANKER, RATHER.

UM, ALSO THEY REPORTED THAT TO DATE, THEY HAVE EXCEEDED THEIR UNRESTRICTED DONATIONS BY 1500%.

SO, UH, THAT'S GOOD NEWS FOR THEM.

UM, AND WHEN IT'S UNRESTRICTED DONATIONS, WHAT THAT MEANS THAT THEY CAN SPEND IT ANY WAY THAT THEY WANT TO.

UH, THEY ALSO HAD AN AUDIT PRESENTATION, UH, FOR THEIR FISCAL YEAR 22.

UM, IF YOU WANNA READ THE, THEIR, UH, BUDGET REPORT, IT'S ON THEIR WEBSITE.

YOU CAN TAKE A LOOK AT THAT.

UH, OF COURSE, DURING THE, UM, MOA NEGOTIATIONS, THE LIBRARY HAD RELOCATED AND, UM, UH, HAD RELOCATED THE SEXUALLY EXPLICIT MATERIALS TO A NEW AREA CALLED THE NEW ADULT SECTION.

YOU KNOW, THE LIBRARY CALLS IT MATURE FOR MATURE AUDIENCES, BUT THAT'S BASICALLY WHAT IT IS.

AND PER THE MOA, THEY'RE GONNA CONTINUE TO HONOR THAT.

THEY'LL KEEP, UH, UH, HAVING A SEPARATE, UH, HAVING A SEPARATE SECTION THAT'S LOCATED IN THE ADULT SECTION.

SO THEY'VE TAKEN IT ALL OUT OF THE CHILDREN'S.

MEMBERS OF THE BOARD, UH, THIS REQUEST IS BEING REQUESTED BY COUNTY STAFF IN ORDER TO MEET THE NEED AND FOR ADDITIONAL OPTIONS FOR HOUSING FOR FAMILIES WHO LIVE AND WORK IN WARREN COUNTY.

AND THE GOAL OF THE COMPREHENSIVE PLAN, THE LAND USE AND DEVELOPMENT CHAPTER NUMBER FOUR, THE COMP PLAN SECTION THREE ON HOUSING AND COMMUNITY DEVELOPMENT STATES AS A GOAL TO PROVIDE THROUGHOUT THE COUNTY RESIDENTIAL AREAS THAT OFFER QUALITY RESIDENTIAL DEVELOPMENT THAT DOES NOT DEPLETE COUNTY RESOURCES AND PROTECTS RURAL CHARACTER.

THIS REQUEST PROVIDES A SOLUTION TO PROPERTY OWNERS OF WARREN COUNTY HAVE LIVED AND OWNED THEIR PROPERTIES FOR MORE THAN FIVE YEARS, TO HAVE AN ADDITIONAL TWO LOTS FOR FAMILY MEMBERS WHO PLAN TO STAY IN THE COUNTY FOR FIVE OR MORE YEARS.

ONCE THIS SUBDIVISION HAS BEEN APPROVED, IT ALSO ALLOWS FOR PARENTS TO REMAIN IN THEIR HOMES OR BUILD SMALLER HOMES ON A NEW LOT AND ALLOW THEIR IMMEDIATE FAMILY MEMBER TO PURCHASE A HOME THEY MAY HAVE GROWN UP IN PROVIDING HOUSING TO, FOR BOTH EXISTING AND FUTURE NEEDS OF FAMILIES INTO THE COUNTY WITHOUT LOSING THE RURAL CHARACTER OF THE COMMUNITY.

AT THE PUBLIC HEARING FOR THE TEXT AMENDMENT CHAIRPERSON COOK ASKED IF, UH, THE FIVE-YEAR TIME LIMIT WAS SUFFICIENT BASED ON THE MAXIMUM LIMIT SET BY THE STATE.

AT 15 YEARS AFTER CONSULTING WITH THE COUNTY'S ATTORNEY'S OFFICE, MR. BOWMAN OF LITTEN AND SIPE, LLP SUBMITTED AN EMAIL STATING THAT THE FIVE-YEAR PERIOD OF OWNERSHIP REQUIREMENT WITH RESPECT TO FAMILY SUBDIVISIONS IS A REASONABLE REQUIREMENT IMPOSED BY WARREN COUNTY UNDER THE AUTHORITY OF VIRGINIA STATE CODE 15.2 2244 C AND WAS THEREFORE LEGAL CHAIRPERSON COOK.

ALSO INQUIRED AS TO WHEN THE CURRENT FIVE-YEAR PERIOD WAS ESTABLISHED IN WARREN COUNTY.

AND AFTER RESEARCH BY THE PLANNING STAFF, WE FOUND THAT IT WAS ADOPTED TO THE SUBDIVISION ORDINANCE ON DECEMBER 2ND, 1991 TO BUILD ON PROVISIONS FOR FAMILY SUBDIVISION REQUIRED UNDER THE STATE CODE.

THE 15 YEAR PERIOD OF OWNERSHIP WAS ADOPTED BY THE STATE IN 2006 IN CODE SECTION 15.2 22, 44 0.1, SETTING THAT MAXIMUM PERIOD OF OWNERSHIP THAT COULD BE REQUIRED BY LOCALITIES.

THE WARREN COUNTY PUBLIC PLANNING COMMISSION MOVE THIS TEXT AMENDMENT REQUEST FORWARD WITH UNANIMOUS APPROVAL AT THEIR SEPTEMBER 13TH PUBLIC HEARING.

AND IT WAS TABLED BY THE BOARD AT THEIR OCTOBER 24TH MEETING.

AND AS A A LITTLE BIT OF BACKGROUND DATA, UH, IN THE PAST 10 YEARS, WE HAVE APPROVED 65 FAMILY SUBDIVISIONS AND WHICH AVERAGE IS ABOUT 6.5 PER YEAR.

UH, THIS IS A LETTER OF SUPPORT FROM THE BOARD OF SUPERVISORS THAT WOULD SUPPORT THAT REQUEST FOR AN EXTENSION TO THEIR OPPORTUNITY FUND GRANT THROUGH VEDP AND THE VI PROGRAM.

THOSE STIPULATED THAT THEY WOULD BE PUTTING APPROXIMATELY 6 MILLION IN CAPITAL IN 249 JOBS.

THIS WOULD GIVE THEM AN ADDITIONAL 15 MONTHS TO COMPLETE THAT.

UM, AS, UH, MR. BISHOP MENTIONED LAST WEEK, UH, YOU KNOW, THEY'VE HAD TO PIVOT THAT BUSINESS STRATEGY.

WE'RE WORKING ON FINDING THEM LARGER LOCATIONS, BUT AS FAR OF THIS, THEY HAVE TO APPLY FOR THAT EXTENSION THROUGH PEDP, WHICH IS DUE BY THE, THE EXTENSION NEEDS TO BE GRANTED BY THE END OF THIS CALENDAR YEAR.

WE USED THE PROCUREMENT PROCESS, UM, THROUGH PARTNERSHIP WITH FINANCE AND WE HAD TWO BIDS COME IN.

UM, AND THEY BOTH WERE LOWER THAN THE INITIAL BID.

UM, THE BID THAT WE WOULD LIKE TO AWARD IS TO, UM, KEY CONSTRUCTION AND SO IT'S FOR 890.
