HEAVENLY FATHER, GIVE US STRENGTH AND THE WISDOM WE NEED TO MEET THE CHALLENGES BEFORE US.
HELP ALL HERE LORD TO BE RESPONSIBLE AND ACT AND SPEAK WITH INTEGRITY AS WE MAKE DECISIONS THAT AFFECT THIS BEAUTIFUL COMMUNITY.

UH, MY NAME IS MARK BELANGER AND I HAVE BEEN A RESIDENT OF ARLINGTON COUNTY FOR OVER 30 YEARS, AND I HAVE VISITED THE COUNTY MANY TIMES, YEARS BEFORE THEN.
AND DURING THOSE 30 YEARS, I'VE COME INTO CONTACT WITH A LOT OF THE DIFFERENT GOVERNMENT SERVICES THAT ARE OFFERED HERE.
AND THEY'VE ALWAYS BEEN VERY OUTSTANDING.
AND I BRAG TO IT ABOUT MY FRIENDS ALL THE TIME THAT LIVE IN FAIRFAX AND OTHER PLACES THAT DON'T RECEIVE AS MUCH SERVICE OR AS GOOD A SERVICE AS WE GET HERE IN ARLINGTON OR IN WARREN COUNTY.
UM, RECENTLY IN THE LAST COUPLE YEARS I'VE HAD CONTACT WITH THE SHERIFF'S OFFICE WHO HAS BEEN VERY HELPFUL WITH A, UH, CITIZEN IN MY NEIGHBORHOOD WHO HAS ALZHEIMER'S AND WAS WANDERING AWAY.
UH, THEY DID AN OUTSTANDING JOB.
THEY WERE PATIENT, THEY WERE KIND, THEY WERE COURTEOUS.
THEY SPENT MORE THAN ENOUGH EFFORT TO TO RESCUE HIM FROM SEVERAL DANGEROUS SITUATIONS WHERE HE WAS LOST.
AND, UH, I WANT TO COMPLIMENT THE, THE SHERIFF'S OFFICE ON THEIR EFFORTS IN THAT AREA.
UH, THE OTHER REASON I'M HERE TONIGHT IS TO SPEAK ON BEHALF OF THE FIRE DEPARTMENT.
UM, AS YOU KNOW, RECENTLY WE HAD SOME HORRIBLE FIRES IN, IN ALL OF THE SHENANDOAH VALLEY AND, UH,

WARREN COUNTY WAS NO EXCEPTION.UM, THE MOST RECENT FIRE TOOK PLACE LITERALLY A THOUSAND YARDS FROM MY HOME.
UH, AND I LISTENED TO THE, THE SCANNER AND HEARD THE DIFFICULTIES THAT THE FIRE CHIEF AND ALL OF HIS PERSONNEL HAD TO GO THROUGH TO KEEP THE HOMES IN THAT NEIGHBORHOOD SAFE.
AND I DROVE THROUGH THE AREA DAYS LATER AND YOU COULD SEE WHERE THE FIRE CAME RIGHT UP TO PEOPLE'S DOORSTEPS AND NO HOUSES WERE LOST.
AS FAR AS I KNOW, THEY DID A FANTASTIC JOB.
UM, I I WANNA FURTHER SAY THAT I KNOW SOME OF THEM PERSONALLY BECAUSE ABOUT A YEAR AGO, THERE WAS A FIRE IN MY NEIGHBORHOOD WHERE THE FIRE CAME RIGHT UP TO MY BARN AND THEY WENT TO HERCULEAN EFFORTS TO MAKE SURE THAT BARN IS STILL STANDING TODAY.
UH, SO I COMPLIMENT THE FIRE DEPARTMENT FOR THOSE ACTIONS AND I WANTED TO MAKE YOU AWARE OF 'EM.
UH, THAT THIS IS TWO THINGS THAT ARE VERY IMPORTANT TO ME AND MY FAMILY AND THE PEOPLE IN MY CHURCH, IN MY COMMUNITY IS PUBLIC SAFETY, POLICE AND FIRE.
UH, I KNOW THEY'RE LOOKING FOR MORE MONEY.
EVERYBODY'S LOOKING FOR MORE MONEY.
UH, WE DON'T SUPPORT TAX INCREASES.

UM, WE'VE BEEN RE PERFORMING SHOULDER REPAIRS ON ROUTE 5 22 SOUTH, ROUTE 55 EAST AND ROUTE 6 0 4 HARMONY HOLLOW ROAD.
UM, WE'VE BEEN CONDUCTING ROADSIDE ROAD SIGN CLEANING.
UM, WE'VE ALSO BEEN CLEANING, UM, OUR PIPE CULVERTS AND SPILLWAYS WITH OUR PIPE FLUSHER.
AND WE'VE, UM, BEEN DOING POTHOLE REPAIRS AND WE'VE ALSO BEGAN OUR LITTER PICKUP WITH, UM, THE REGIONAL JAIL.
AND WE'RE ALSO GONNA BE ADDING IN OUR CONTRACTOR PICKUP, UH, LATER THIS MONTH.
UM, I HAVE A FEW ITEMS TO UPDATE THE BOARD ON, UM, NON MAINTENANCE RELATED.
UM, OUR TRAFFIC ENGINEERING SECTION DID A FIELD REVIEW OF THE ROUTE THREE 40, ROUTE SIX 19, WHICH IS RIVERMONT DRIVE SIGNALIZE INTERSECTION.
AND THEY FOUND THAT THE, THE MARKINGS AND THE SIGNAGE AND THE SIGNAL HEADS ALL WERE WITHIN VDOT STANDARDS, AND THEY DID NOT RECOMMEND ANY CHANGE TO THAT.
UM, I KNOW IT'S KIND OF CONFUSING.
THERE'S TWO SIGNAL HEADS OUT THERE, AND THAT'S STANDARD FOR THIS TYPE OF LANE CONFIGURATION.
THE, THE SECOND SIGNAL HEAD IS ACTUALLY REQUIRED AS A BACKUP FOR THE PRIMARY MOVEMENT, WHICH IS THE THROUGH MOVEMENT ON THE, UM, SOUTHBOUND THREE 40.
UM, AND IT'S NECESSARY IF ONE OF THE, IF THE OTHER SIGNAL MALFUNCTIONS, YOU'VE GOT A, A BACKUP THERE.
SO, UM, THAT, THAT SIGNAL'S NOT INTENDED TO BE OVER THE RIGHT TURN LANE.
UM, AND THAT, IF YOU'LL LOOK AT THE OTHER SIGNALS THAT WE ARE RESPONSIBLE FOR ALONG THREE 40, THEY'RE SET UP WITH THE SAME CONFIGURATION.
ALTHOUGH THIS ONE'S UNIQUE BECAUSE IT IS INSTEAD OF A DUAL LANE, IT'S A SINGLE LANE.
SO, UM, THE OTHER THING I WANTED TO UPDATE THE BOARD ON WAS THE, UM, ROCKLAND ROAD PROJECT.
UM, WE HAVE GONE OUT AND WE'VE LOWERED THE SPEED LIMIT, UM, OUT THERE ON ROCKLAND ROAD BETWEEN THE BRIDGE PROJECT AND FAIRGROUNDS ROAD.
SO THAT'S 30 MILES AN HOUR NOW, AND THAT WILL REMAIN EVEN AFTER THE PROJECT THAT'LL BE PERMANENT.
UM, THE CONTRACT, UH, THE PROJECT CONTRACTOR, UM, HAS BEEN ABLE TO DELAY THE CLOSURE OF ROCKLAND.
SO THAT HASN'T OCCURRED YET, UM, WHICH I GUESS IS GOOD.
UM, BUT WE DO ANTICIPATE THAT CLOSURE COMING LATER THIS MONTH.
AND BEFORE THAT OCCURS, WE WILL HAVE MESSAGE BOARDS OR MESSAGE SIGNS OUT THERE THAT'LL NOTIFY THE PUBLIC OF THAT COMING CLOSURE.
SO THERE, UM, THERE'LL BE NOTICE OF THAT.
UM, ALSO OUR MAINTENANCE CREWS WILL BE HEADING OUT THERE SOON TO DO WIDENING OF THE SHOULDERS, AND WE'RE GONNA PAVE THOSE SHOULDERS TOO.
THERE'S SOME DROP OFFS OUT THERE NOW, SO HOPEFULLY BEFORE THAT DETOUR GETS IN PLACE, UM, WE'LL HAVE ALL THAT CORRECTED.

'CAUSE I DON'T THINK THE, UM, THE ONE ON THREE 40 OR THE, UM, INDIAN HOLLOW HAVE BEEN SW UM, SWEPT YET, BUT OKAY.

THEY HAD TWO TRUCKS THERE AND A, UH, NUMBER OF PERSONNEL, UM, HAD PUT UP THE CONTAINMENT AND WERE MONITORING THE SITUATION.
UM, BUT, UH, THEY DID A PHENOMENAL JOB.
AND THE FACT THAT THERE WAS NO, UM, NO HOUSES LOST AND NO, NO ONE, UM, UH, NO LIVES LOST.

UM, I ALSO ATTENDED THE JOINT, UH, TRANSPORTATION COMMITTEE, UM, WITH THE TOWN, UH, COUNTY, UH, LIAISON, UH, ON TRANSPORTATION, UH, THAT SAME DAY.
AND, UH, ONE OF THE TOPICS WE TALKED ABOUT WAS GETTING, UM, EMERGENCY ACCESS INTO THE SHADO SHORES COMMUNITY, UM, WHICH IS KIND OF TIMELY GIVEN THE FIRE.
UH, SO I JUST WANNA SAY THAT THAT'S SOMETHING WE'RE WORKING ON.
UM, THERE ARE A FEW STAKEHOLDERS THAT WE'RE HOPING TO, TO GET THEIR SUPPORT.

I'VE SEEN A LOT OF FALSE INFORMATION BEING POSTED ON SOCIAL MEDIA, SO I FEEL LIKE, UM, I NEED TO PROVIDE SOME FACTUAL INFORMATION.
ONE, THERE HAS BEEN NO TAX INCREASE VOTED ON BY THE BOARD OF BOARD OF SUPERVISORS SINCE 2019.
THE TAX RATE OF 65.50 CENTS PER HUNDRED WAS SET IN 2019 DUE TO REASSESSMENT.
REAL ESTATE VALUES INCREASE SIGNIFICANTLY FOR MANY PROPERTY OWNERS AS WELL AS PERSONAL PROPERTY DUE TO THE APPRECIATION OF VEHICLES VERSUS DEPRECIATION THAT NORMALLY OCCURS.
THE DECISION TO LOWER OUR TAX RATE TO 49 CENTS PER HUNDRED WAS TO LEVEL FUNDING, NOT TO GOUGE TAXPAYERS WITH THE UNDERSTANDING THAT MAYBE WE WENT TOO LOW TO MEET OUR CORE SERVICES NEEDS.
THE BOARD OF SUPERVISORS VOTED TO LOWER THE PERSONAL PROPERTY TAX FROM $4 PER HUNDRED TO $3 AND 80 CENTS TO OFFSET THE INCREASE OF THOSE APPRECIATING CAR VALUES.
AND THIS WAS SEEN BY, UM, BY MANY AS A TAX INCREASE, BUT IT WAS NOT.
WE INCREASED THE TAX EXEMPTIONS FOR LEVELS FOR SENIORS AND, UH, VETERANS, WHICH DECREASED OUR INCOMING REVENUES.
BUT IT WAS THE RIGHT THING TO DO, BUT IT HAD CONSEQUENCES.
NONE OF US WANNA WRITE, WANT A TAX INCREASE, AND I WORRY EVERY DAY ABOUT EVERY PENNY OF TAXES AND HOW IT AFFECTS A FAMILY TRYING TO, UH, A FAMILY THAT'S TRYING TO RAISE A FAMILY OR SENIORS MAKING DECISIONS ON FOOD OR MEDICATIONS.
I UNDERSTAND THIS INFORMATION WILL LIKELY FALL ON DEAF EARS, AND I UNDERSTAND THE ANGER OF RISING TAXES AND THE HARDSHIP I RESENT BEING CALLED A CROOK OR CORRUPT.
I'VE WORKED HARD FOR THE RESIDENTS AS EACH OF THESE BOARD MEMBERS HAS, AND I DON'T REGRET

AND UNFORTUNATELY, THIS CAME A GREAT DEAL OF COST WHILE WE HAD NO SUPPORT FROM THE STATE OR FEDERAL GOVERNMENTS, I CAN'T EXPLAIN THAT.

WE'VE INCREASED FIRE AND EMS STAFF BOUGHT NEW APPARATUS FOR FIRE AND EMS AND NEW VEHICLES FOR THE SHERIFF'S OFFICE.

PRIOR TO 2000, UM, THE PARKS AND RECREATION DEPARTMENT WAS A TOWN, UM, DEPARTMENT.
WHEN WE CAME, WHEN WE TRANSFERRED OVER, WE HAD,

WE AS IN THE COUNTY OR PARKS OF REC HAD TO START PAYING UTILITY FEES AT ALL OUR DIFFERENT AREAS.IT WAS DETERMINED AT THAT TIME BY THE BOARD OF SUPERVISORS AND THE COUNTY ADMINISTRATION TO ACTUALLY ASSESS FEES, UM, FOR UTILITIES AND ALSO GETTING THE ACTUAL FIELDS READY, MOWING THE GRASS, GETTING THE FIELDS READY, MARKING THE FIELDS SO FORTH.
AND THAT STARTED UP IN, I THINK IT WAS 2001 OR 2002.
AND THIS CASE, UM, WHAT WE'VE DONE, THE UTILITIES, FOR EXAMPLE, I THINK THIS PAST YEAR WAS 11 OR $12,000 TOTAL IN PREVIOUS AGREEMENTS, UM, THAT WE'VE HAD.
WE WOULD BASICALLY, THE COUNTY WOULD PAY THE FIRST $2,000 OF THAT, OF THAT TOTAL FEE.
AND THE REMAINING FEE WOULD BE DIVIDED BY TWO AND THUS THE FRONT WORLD LITTLE LEAGUE WOULD BE PAYING IN THAT CASE WOULD BE, IS IF IT WAS $9,000, THEY WOULD BE PAYING THE $4,500 AS YOU CAN SEE IN THE INFORMATION THAT I GAVE YOU PREVIOUSLY TONIGHT.

BUT I I WILL GO AHEAD AND, UM, NOT ONLY I DO, I WANT TO EXPRESS CONCERNS ABOUT THE LEASE, BUT I ALSO WANT TO, UM, BRING UP SOME OTHER CONCERNS THAT WE HAVE, UM, REGARDING THE DIRE SHORTAGE OF FIELDS IN OUR YOUTH SPORTS, UH, PARTICULARLY IN SOFTBALL AND BASEBALL WITHIN OUR COMMUNITY.
UM, CURRENTLY OUR LEAGUE IS OPERATING WITH A SIGNIFICANT DEFICIT OF PLAYING FIELDS, WHICH SEVERELY IMPACTS THE ABILITY TO ACCOMMODATE OUR NEEDS OF OUR TEAMS AND OUR PLAYERS.
UM, JUST TO ILLUSTRATE THE GRAVITY, GRAVITY OF THE SITUATION, I MUST EMPHASIZE THAT DESPITE HAVING 20 TEAMS UNDER OUR LEAGUE'S UMBRELLA, WE ARE LIMITED TO TWO FIELDS AT CHIMNEY FOR OUR SOFTBALL GAMES.

LIMITATION FORCES US TO IMPOSE RESTRICTIONS ON THE NUMBER OF TEAMS THAT WE CAN FIELD LEADING INTO OVERCROWDED ROSTERS WITH AS MANY AS 16 GIRLS PER TEAM.NOT ONLY, UM, THIS NOT ONLY DIMINISHES THE QUALITY OF EXPERIENCE FOR OUR PLAYERS, BUT IT ALSO UNDERMINES THE FUNDAMENTAL PRINCIPLES OF FAIR PLAY AND EQUAL OPPORTUNITY.
UM, AND THEN COMPOUNDING OUR CHALLENGES AND THE FACT THAT SOME OF THE SOFTBALL FIELDS WHICH, UM, ARE BEING RENTED OUT TO TRAVEL TEAMS OUTSIDE OF OUR COUNTY.
WHILE I UNDERSTAND THE NEED TO GENERATE REVENUE, IT IS DISHEARTENING TO SEE OUR COMMUNITY RESOURCES BEING EXPLOITED FOR PROFIT WHILE LOCAL YOUTH ARE LEFT UNDERSERVED.
IT IS IMPERATIVE THAT OUR COMMUNITY BE GIVEN OPPORTUNITIES, UM, PRIORITY ACCESS TO THESE FACILITIES BEFORE THEY'RE LEASED OUT TO EXTERNAL ENTITIES.
FURTHERMORE, I WOULD LIKE TO ADDRESS THE RECENT, UM, INCREASE IN THE FEES ASSOCIATED WITH THE USE OF CHIMNEY FIELDS.
AS AN ORGANIZATION COMMITTED TO THE DEVELOPMENT OF THE YOUTH, WE BELIEVE IT IS UNJUST TO BURDEN US WITH ADDITIONAL FINANCIAL OBLIGATIONS FOR UTILIZATION OF TAXPAYERS FUNDED ASSETS.
WHILE WE'LL WE ARE WILLING TO CONTRIBUTE TOWARDS THE EXPENSES OF LIGHTS, UM, USAGE, IT IS UNREASONABLE TO EXPECT US TO BEAR THE FULL BURDEN OF OPERATIONAL COSTS WHEN VOLUNTEERS ARE READY SHOULDER THE RESPONSIBILITY OF FIELD MAINTENANCE AND UPKEEP.
AND THEN I WOULD LIKE TO SAY A LITTLE SOMETHING ABOUT BASEBALL AS WELL.
UM, UM, THE CHALLENGES EXTEND BEYOND SOFTBALL AND ENCOMPASSES BASEBALL AS WELL.
UM, BY TALK OF DENYING JUNIOR VARSITY BASEBALL, UM, TO A, UH, HIGH SCHOOL BASEBALL, TO ACCESS THE BING FOR GAMES, WE ARE INADVERTENTLY DEPRIVING OUR LITTLE LEAGUE SENIOR DIVISION OF CHAMPS FIELD.
THE BING, WHICH IS A SYMBOL OF COMMUN, UH, COMMUNITY GENEROSITY AND SUPPORT WE DEDICATED, IT WAS DEDICATED TO THE YOUTH OF FRONT ROYAL AND WARREN COUNTY.
AS A TESTAMENT TO OUR COMMITMENT TO THEIR WELLBEING.
IT IS DISHEARTENING TO WITNESS THE LEGACY COMPROMISED BY RESTRICTED POLICIES THAT HINDER RATHER THAN FACILITATE YOUTH PARTICIPATION IN SPORTS.
AS VOLUNTEERS DEDICATED TO NURTURING THE NEXT GENERATIONS OF LEADERS, WE FIRMLY BELIEVE OF THE TRANSF TRANSFORMATION POWER OF SPORTS AND FOSTERING TEAMWORK, UM, AND CIVIC PRIDE.
HOWEVER, WITHOUT ADEQUATE INFRASTRUCTURE AND SUPPORT FROM OUR COMMUNITY LEADERS, OUR EFFORTS ARE SEVERELY HAMPERED.
IN CLOSING, I URGE THE TOWN OF FRONT ROYAL AND WARD COUNTY BOARD SUPERVISOR TO PRIORITIZE THE DEVELOPMENT OF ACCESSIBILITY AND EXCLUSIVE SUPPORTS FACILITIES TO OUR YOUTH.
IT IS INCUMBENT UPON US TO PROVIDE THEM WITH THE OPPORTUNITY THE NEEDS OF THE DRIVE FOR SUCCESS.

AND THEY'RE HAVING TO TRAVEL AND JUST GO TO OTHER COUNTIES, UM, ALL OVER THE STATE TO JUST BE ABLE TO EVEN PLAY.
SO IT'S MY UNDERSTANDING THAT THEY DON'T EVEN HAVE THE ABILITY TO PRACTICE.
UM, SO I, I REALLY LIKE THE POINTS THAT MR. LOWE BROUGHT UP.
THE FACT THAT, UM, WE SHOULD KEEP THINGS WITHIN THE COUNTY.
I'M SURE YOU GUYS CAN COME UP WITH A, UM, REASONABLE WAY OF MITIGATING THIS ISSUE.

I'M SURE YOU'RE AWARE, LIKE OUR SCHOOLS ARE FULL OF KIDS THAT ARE

LIVING BELOW POVERTY MEANS, OR, YOU KNOW, SPORTS, IT COSTS A LOT OF MONEY TO SIGN KIDS UP.AND IF YOU HAVE THREE KIDS, YOU MIGHT SPEND $300 HAVING TO SIGN A KID UP AND THEN YOU GOTTA GO BUY THE BATS AND THE CLEATS AND, YOU KNOW, RAISING YOUR FEES.
YOU'RE JUST PRICING IT UP FOR THE KIDS BECAUSE THAT'S WHERE IT FALLS.
IT COMES BACK ON THE PARENTS TO PAY THE FEES.
AND THEN THE LEAGUES, THEY DO A WONDERFUL JOB OF MAKING SURE THEY DON'T TURN KIDS AWAY, BUT THEN THEY'RE EATING.
THAT CAUSED SOME OTHER END TOO.
SO I HOPE THAT YOU LOOK AT WAYS TO, TO WORK WITH THE KIDS BECAUSE THEM STAYING OUTTA TROUBLE AND HAVING A SENSE OF BELONGING IN OUR COMMUNITY.
THEY'RE NOT GONNA VANDALIZE YOUR BUILDINGS.
THEY'RE GONNA WANT TO CARE FOR IT.

SO I HOPE THAT YOU TALK TO ALL THESE LEAGUES AND THE WONDERFUL VOLUNTEERS THAT, YOU KNOW, KEEP EVERYTHING GOING FOR THESE KIDS AND MAYBE COME UP WITH A BETTER IDEA ON HOW TO WORK TOGETHER.

BEEN IN THE SOFTBALL COMMUNITY SINCE ABOUT 2004.
SO CURRENTLY, UH, WITH THE SITUATIONS AND FIELDS, I KNOW IN LATE OH 7, 0 9 WHEN TARGET WAS BUILT, THEY WERE GONNA EXTEND OUT THERE AND BUILD SOME OTHER FIELDS BACK IN THERE.
AND THEN, UH, I GUESS SIX YEARS LATER WE TALKED ABOUT MAYBE AT ROCKLAND BUILDING THE FOUR FIELDS.
BUT MAIN THING WITH, WITH FIRE, WE HAVE FIVE TEAMS. WE'VE BEEN AN ORGANIZATION FOR 17 YEARS IN THE COMMUNITY.
UH, WE HAVE AT LEAST 50 OVER 50 PLAYERS THAT'S WENT THROUGH THE PROGRAM THAT'S ACTUALLY GOT TO PLAY COLLEGE SOFTBALL.
SO WE, WE HAVE THE SAME CHALLENGES EVERYBODY ELSE, FIELD TIME, FIELD PRACTICE, UM, PEOPLE, I BELIEVE THAT, YOU KNOW, THE TAXPAYERS IN WARREN COUNTY SHOULD BE FIRST ON THE LIST TO USE THE FIELDS.
WE HAVE OUTSIDE TRAVEL TEAMS. I RESPECT THE OUTSIDE TRAVEL TEAMS 'CAUSE WE'RE ALL IN THE SAME GAME.
WE'RE ALL TRYING TO SUPPORT THE YOUTH IN THEIR COMMUNITIES AND BUILD GOOD PROGRAMS. AND SOME OF THOSE TEAMS COME INTO OUR AREA AND RENT, GET, LEASE TIME WHEN I THINK, YOU KNOW, PEOPLE WHO PAY THE TAXES HERE WHO LIVE IN THE COUNTY SHOULD, SHOULD BE THE ONES FIRST.
AND THERE'S OTHER GROUPS THAT ARE GETTING LARGER TOO.
SO, YOU KNOW, IN THE FUTURE WE DEFINITELY NEED TO LOOK AT EXPANDING SOME FIELDS AND FOR THE COMMUNITY.
BUT AS FAR AS RIGHT NOW, YOU KNOW, IT'S, IT'S, WE DO WINTER, UM, RENTAL ALSO IN THE GYM SOMETIMES.
BUT I THINK FIELD USAGE AND TIME, UH, I UNDERSTAND WHAT ROBERT'S TALKING ABOUT AND YOU KNOW, HAVING A BUNCH OF GIRLS IN, YOU KNOW, THOSE, THOSE FIELDS IN GENERAL MASON FIELDS ARE 300 FOOT FENCES THAT'S NOT CONDUCIVE TO GIRLS.
FAST PITCH EVERYBODY PLAYS ON ABOUT 200 FOOT FENCE.

UM, WHAT I, WHAT I THINK THE SOLUTION TO THAT IS FOR ALL OF THESE ORGANIZATIONS TO RALLY AROUND THAT SITUATION AND MAKE IT CLEAR TO PARENTS WHO NEED HELP THAT THE HELP WILL BE GIVEN TO THEM BY THE ORGANIZATION.
AND THE ORGANIZATION IS MADE UP OF PARENTS.
UM, SPORTS IS AN EXPENSIVE ENDEAVOR.
IT'S, IT'S JUST, ESPECIALLY TRAVEL SPORTS.
IF YOUR, IF YOUR CHILD IS IN A, IN A, UM, TRAVEL SPORTS SITUATION, THAT IS A HIGHLY PRIVILEGED, UH, UH, SITUATION FOR THEM.
AND, UH, I, I DON'T THINK MOST PEOPLE THAT ARE STRUGGLING WITH FINANCES TO, TO GET ONE OR TWO OR THREE KIDS INTO A TEAM ARE IN A TRAVEL TEAM.
UM, I THINK THAT, HAVING SAID THAT, THERE IS A GREAT DEAL OF MONEY THAT IS SPENT ON YOUTH SPORTS, A HUGE AMOUNT.
AND THE, THE OPPORTUNITY, YOU KNOW, OF THESE, FOR THESE ORGANIZATIONS TO CREATE STRUCTURES THAT SUPPORT THE LOW INCOME, THE, THE INCOME CHALLENGE TO GET THOSE KIDS ON THE TEAM IS, IS SOMETHING THAT IT HAS, YOU KNOW, HAS SOCIAL BENEFITS BECAUSE IT PULLS EVERYONE TOGETHER FOR ONE THING.
UM, IT PUTS THE ONUS REALLY ON THE ORGANIZATION TO BE ABLE TO DO THAT FILTERING.
UM, WHEN I WAS AN ATHLETIC DIRECTOR, I, I HAD A VERY DISCREET, UH, UH, SYSTEM SET UP FOR PEOPLE TO INDICATE THAT THEY, THEY NEEDED HELP AND, UM, IT WAS NEVER WITHHELD.
UH, BUT NEVERTHELESS, THERE WAS AN ASK.

UM, I LOOK AT THIS AS A SERVICE CONTRACT AND, AND I UNDERSTAND IT'S HARD TO DETERMINE HOW MUCH YOU'RE GONNA, UH, HOW MUCH NEED IS GOING TO, UH, WHAT THE NEED IS GOING TO BE FOR A GIVEN FISCAL YEAR.

ON THIS IS THAT WHEN WE HAVE SERVICE CONTRACTS THAT IS ON A AS NEEDED BASIS, CAN WE PUT NOT TO EXCEED AMOUNTS ON IT, YOU KNOW? RIGHT.BECAUSE, BECAUSE FOR, YOU KNOW, FOR THE FISCAL YEAR, RIGHT? SO, YOU KNOW, THE, IT YOU ONLY HAVE, YOU ONLY CAN SPEND $30,000 ON THIS.

WELL, SOMETIMES I'VE SEEN SOME CONTRACTS IN THE PAST WHERE THE ATTACHMENTS ARE NOT THERE, YOU KNOW, SO IF WE CAN PUT IT ON THE INITIAL CONTRACT, I WOULD REALLY APPRECIATE THAT.
AND UM, AND WITH THAT BEING SAID, I'D LIKE TO TABLE THIS UNTIL THAT'S DONE.
