UH, THE, THE APPLICANT'S REQUESTING THIS CONDITIONAL USE PERMIT FOR A PRIVATE SCHOOL.

UM, THE PROPERTY IS, UH, CURRENTLY THE BOWLING GREEN SOUTH GOLF COURSE.

UH, THAT GOLF COURSE WAS, UH, HAS BEEN CLOSED SINCE ITS RECENT PURCHASE IN 2023.

BY HELL, TOWN RIVER, UH, INVESTMENTS, LLC.

UM, THE SCHOOL CURRENTLY SERVES 141 STUDENTS AND HAS A 20 FULL-TIME AND 18 PART-TIME EMPLOYEES, UM, AND HAS A CURRICULUM BASED ON THE CATHOLIC MONTESSORI APPROACH AS STATED IN THEIR MISSION STATEMENT.

UH, THEY CURRENTLY OPERATE THE, THEIR SCHOOL IN THE TOWN OF FRONT ROYAL.

THEY PROPOSED THAT THIS FACILITY WILL INCLUDE OPEN AREAS FOR OUTDOOR RECESS, DAYTIME SPORTS, RECREATION, AND DEVELOPMENT OF OCCUPATIONS RELATING TO LIVESTOCK, HU HUSBANDRY, FARMING AND GARDENING.

UH, THEY CURRENTLY HAVE FIVE PROGRAMS FOR PRESCHOOL CHILDREN THREE DAYS A WEEK, AND ELEMENTARY AND MIDDLE SCHOOL AGE, CHILDREN FIVE DAYS A WEEK.

THEIR LONG-TERM PLANS ARE TO EXPAND TO INCLUDE TODDLERS AND HIGH SCHOOL STUDENTS, BUT NOT TO EXCEED ENROLLMENT OF MORE THAN 200 STUDENTS.

UM, THE PROPERTY HISTORY IS THAT, UM, THERE WAS A CONDITIONAL USE PERMIT ISSUED TO LINWOOD MORRISON IN 1981 FOR A GOLF COURSE.

THERE WERE NO CONDITIONS ON THAT PERMIT.

UH, AND AS, AS I MENTIONED, THE GOLF COURSE, UH, RECENTLY CEASED OPERATIONS.

UM, UH, THE COMP PLAN, THIS DOES, UH, IS IN COMPLIANCE WITH, UH, UH, CONFORMANCE OF THE, UH, LAND USE MAP FOR PRIVATE SCHOOL AND THE COMP PLAN.

UM, FOR VARIOUS REASONS.

THE PROPOSED DEVELOPMENT IS NOT CON, UM, IS NOT CONTIGUOUS WITH, UH, FRONT ROW AND DOESN'T QUALIFY FOR USE OF TOWN WATER AND SEWER SERVICES.

THE PREVIOUS USES A GOLF COURSE AND CLUBHOUSE WAS SERVED BY A PRIVATE WELL AND SEPTIC SYSTEM.

UM, THEN DEVELOPMENT INCENTIVES TO PRESERVE LAND FOR FORESTED USE, OPEN SPACE AND RURAL CHARACTER.

UM, THIS LAND WOULD KEEP A SIGNIFICANT AREA OF THE PROPERTY AND OPEN SPACE TO BE USED FOR ATHLETIC FIELDS, GARDENING, FARMING AND LIVESTOCK CONTAINMENT AREAS FOR EDUCATIONAL PURPOSES.

ALSO, THE DEVELOPMENT OF A PRESERVATION PLAN THAT IDENTIFIES AND PROTE PROTECTS HISTORICALLY SIGNIFICANT AREA SITES AND PROPERTIES.

UM, A PRIVATE SCHOOL WITHIN THIS COMMUNITY MAY PROVIDE A BENEFIT FOR PROVIDING HISTORICAL CONTEXT FOR EDUCATION SCHOOLS AND SITES WITHIN THE COMMUNITY AND BE A DESTINATION FOR INTERPRETIVE SIGNAGE.

AND THEN LASTLY, MAINTAIN THE COUNTY'S RURAL CHARACTER.

THIS SCHOOL'S PROGRAM INVOLVES A CURRICULUM THAT

DOES INCLUDE FARMING SKILLS, ANIMAL HUSBANDRY, GARDENING, AND AGRICULTURAL RESOURCE MANAGEMENT.

THESE SOURCES ALONG COURSES ALONG WITH SPORTS AND ATHLETIC RECREATION, NECESSITATES A NEED FOR PRESERVING OPEN SPACE OUTSIDE OF THE BUILDING AND PARKING AREAS FOR THE EDUCATION OF THE STUDENTS.

UM, STAFF HAS RECEIVED COMMENTS FROM ALL OUTSIDE AGENCIES.

UM, THE APPLICANT WILL BE ADDRESSING SOME OF THOSE, UM, IN THEIR PRESENTATION.

UM, STAFF IS RECOMMENDING THE FOLLOWING, UM, COMMENTS AND CONDITIONS.

NUMBER ONE, THE APPLICANT SHALL MEET ALL VIRGINIA DEPARTMENT OF TRANSPORTATION, WARREN COUNTY BUILDING INSPECTIONS, WARREN COUNTY HEALTH DEPARTMENT, VIRGINIA DEPARTMENT OF HEALTH, OFFICE OF WATER PROGRAMS, VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY, AND WARREN COUNTY FIRE AND RESCUE, VIRGINIA STATEWIDE PREVENTION CODE RULES AND REGULATIONS.

NUMBER TWO, A SITE PLAN SHALL BE PREPARED AND APPROVED BY COUNTY PLANNING DEPARTMENT PRIOR TO ISSUANCE OF A BUILDING PERMIT SHOWING THE BUILDINGS INGRESS, EGRESS PARKING AREAS, OUTDOOR LIGHTING, LANDSCAPING SCREENING, STORAGE AREAS, TRASH RECEPTACLE, SIGNAGE, AND OTHER APPLICABLE ZONING REQUIREMENTS.

NUMBER THREE, THE PROPERTY SHALL HAVE A LANDSCAPE BUFFER TO SCREEN THE ADJACENT PROPERTIES TO THE SOUTHEAST AND TO THE WEST.

ALONG THE DEEDED 30 FOOT ACCESS EASEMENT, THE EXISTING VEGETATION WITHIN THE EASEMENT MAY BE REMOVED AND LANDSCAPING SHALL BE RELOCATED OUTSIDE OF THE EASEMENT.

IF THAT'S THE CASE, THE LANDSCAPING SHALL COMPLY WITH STANDARDS SET FORTH IN SECTION 180 49 0.1 OF THE WARREN COUNTY ZONING ORDINANCE REGARDING LANDSCAPING.

THE BUILDING AND PARKING LOT LIGHTING SHALL BE AUTOMATED TO TURN OFF ONE HOUR AFTER DARK AND BACK ON ONE HOUR BEFORE DAWN, WITH THE EXCEPTION OF SECURITY LIGHTING.

AND NUMBER FIVE, THE OCCUPANCY OF THE SCHOOL SHALL BE NO MORE THAN 200 STUDENTS.

AND NUMBER SIX, THE USE OF THE PARKING AREA IDENTIFIED ON TAX MAP.

LOT 24 SHALL BE ALLOWED WITH WRITTEN APPROVAL OF THE PROPERTY OWNER SUBMITTED TO PLANNING STAFF.

UM, THERE'S A ROW OF TREES ALONG THE ROAD AND THEN THERE'S A ROW OF TREES KIND OF ALONG THE PROPERTY LINE TO THOSE NEIGHBORS.

SO, UM, WITH THE, UM, APPROVAL OF THE EXEMPT SUBDIVISION FOR THIS 20 ACRE LOT, THEY WERE REQUIRED TO HAVE A 30 FOOT PRIVATE OR 20 FOOT PRIVATE ACCESS EASEMENT.

BUT THEY PUT, THEY PLATTED A 30 FOOT PRIVATE ACCESS EASEMENT TO THE 53 ACRES BEHIND IT.

AND THAT IS WHERE THAT 30 FOOT PRIVATE ACCESS EASEMENT IS.

AND WE'VE ADDRESSED THAT WITH OUR, UH, CONDITION IN THE, IN THE CONDITIONAL USE PERMIT.

SO THIS IS OUR, UM, ONLY GREEN SITE ANALYSIS UPDATE.

UM, WE, UH, WE HAVE A PETITION OF SUPPORT FROM THE ROCKLAND RESIDENTS.

SO WE'VE REACHED OUT TO THE LOCAL RESIDENTS BY ATTENDING A RECENT ROCKLAND ALLIANCE MEETING TO BETTER UNDERSTAND WHAT THE LONG-TERM VISION WAS FOR ROCKLAND AREA AND ITS RESIDENTS.

UH, THE ROCKLAND ALLIANCE HAVE ANALYZED THE DATA FROM THE PLANNERS AND CONCURRED THAT THEY RECOMMEND THE PLANNING LIST OF RECOMME RECOMMENDATIONS TO BE IMPLEMENTED.

WE ARE ATTACHING A LIST OF ROCKLAND RESIDENTS WHO HAVE VOICED THEIR SUPPORT FOR THE PRIVATE SCHOOL, UH, WHICH IS ON THE NEXT SLIDE.

WE'VE CONTINUED TO WORK WITH LOCAL RESIDENTS OVER THE LAST FEW WEEKS IN A TRANSPARENT MANNER ON ANY QUESTIONS THEY MAY HAVE ABOUT OUR PROPOSED USAGE.

UM, HERE'S THE LIST OF ROCKLAND RESIDENTS IN THE AREA ALREADY THAT HAVE SIGNED OUR PETITION THAT ARE IN FAVOR OF JOHN PAUL, THE GREAT MOVING INTO THIS LOCATION WITH THE ADDRESSES TO THE RIGHT.

SO THE NAMES ARE TO THE LEFT AND THE ADDRESSES ARE TO THE RIGHT TRAFFIC ANALYSIS RESULTS.

THIS WAS A HOT TOPIC ON THIS APPLICATION.

SO WE'VE HIRED A THIRD PARTY ENGINEERING FIRM, GREENWAY, TO ANALYZE THE IMPACTS ON TRAFFIC WITH OUR USAGE VERSUS WHAT IS ALLOWED BY RIGHT ON THE PROPERTY, WHICH IS BREWERY AND WINERY.

THE DATA IS ATTACHED ON THIS PACKAGE.

THE SUMMARY FROM GREENWAY BASICALLY, UH, SAID THAT A WINE TASTING ROOM AND BREWERY TAP ROOM, WHICH ARE PERMITTED BY RIGHTS IN THE AGRICULTURAL JUST DISTRICT, WOULD GENERATE COMPARABLE OR GREATER WEEKDAY TRAFFIC COMPARED TO THE PRIVATE SCHOOL USE.

WHILE THE TAP ROOM USE IS PROJECTED TO GENERATE AN ADDITIONAL 107 TRIPS PER WEEKDAY AND AN ADDITIONAL 46 TRIPS PER WEEKDAY PM PEAK HOUR, THE INCREASED TRAFFIC IMPACT OF THESE BUYRIGHT USES INTENSIFIES ON THE WEEKENDS.

SPECIFICALLY ON SATURDAYS ALONE, THE WINE TASTING ROOM AND BREWERY TAP ROOM USES ARE PROJECTED TO GENERATE 1,608 ADDITIONAL TRIPS AND 964 TRIPS ACCORDING TO GREENWAY ENGINEERING RESPECTIVELY.

WHILE THE PROPOSED PRIVATE SCHOOL WILL NOT GENERATE ANY TRAFFIC ON THE WEEKENDS EXCEPT FOR OCCASIONAL, UM, PRIVATE SCHOOL, UM, UH, STUFF THAT'LL BE GOING ON.

SO, UM, I'LL GO ON TO THE NEXT SLIDE, GUYS.

THIS IS THE DATA THAT BACKS UP THOSE TRAFFIC COUNTS FROM GREENWAY ENGINEERING AND HOW THEY, HOW THEY GOT THEIR DATA ALL TOGETHER, PARKING ANALYSIS, RESULTS.

PARKING WAS DEFINITELY GONNA BE A CHALLENGE BASED UPON, UH, THE EXISTING PARKING LOT ON THE SCHOOL SIDE OF THE BUILDING.

UH, AFTER VDOT HAD HAD LOOKED AT THE RECOMMENDATIONS, WE DISCOVERED THAT THE ROAD WAS PRETTY CLOSE TO THE PARKING LOT AND WE HAD TO MAKE NEW, NEW UPDATES TO THE PROPERTY.

SO, UM, THEN WE WENT DOWN AND, UH, GOT A CONTRACT AND OUR, OR AN ADDENDUM TO OUR CONTRACT TO PURCHASE THE PARKING LOT ACROSS THE ROAD, WHICH GAVE US AN ADDITIONAL 90 PARKING SPACES, WHICH WAS A, A BIG GAME CHANGER FOR THE PROPERTY.

SO PARKING WAS GOING TO BE A CHALLENGE BASED UPON THE EXISTING PARKING LOT IN THE SCHOOL.

SO WE HAVE A CONTRACT TO PURCHASE THE PARKING LOT ACROSS THE ROAD WITH ADDED ADDITIONAL 90 CARS, SEE THE ATTACHED REVISED PARKING ARRANGEMENT FROM OUR ENGINEERS, GREENWAY, A NEW TRAFFIC FLOW, WHICH INCORPORATES THE NEW DROP OFF MODEL, WHICH WILL TAKE ANY BURDEN OFF THE TRAFFIC OFF THE MAIN ROUTE.

SO I'D JUST LIKE TO POINT OUT ON THIS PARTICULAR LIST HERE, UH, YOU CAN SEE THE 90 SPACES TO THE PARKING LOT AT THE TOP OF THIS DRAWING, UH, WHICH IS CURRENTLY NOW AN ADDENDUM TO OUR PURCHASE CONTRACT.

AND THEN TO THE SOUTH THERE YOU CAN SEE WHERE WE HAVE ON THE EASTERN SIDE TO THE RIGHT OF THE DRAWING, AN ENTRANCE COMING IN ONE WAY, TRAFFIC, WHICH WOULD ALLOW DROP OFF AT THE TOP OF THE BUILDING, GOING OUT, EXITING IN THE OTHER BUILDING.

WHAT THAT HAS DONE IS IT'S TAKEN AWAY A BUNCH OF HER PARKING IN THAT LOT, BUT WE HAVE PLENTY OF PARKING ON THE OTHER SIDE.

UH, WE WERE APPROVED FOR, WELL, I'LL JUST READ THIS, SORRY.

GREENWAY ENGINEERING WAS HIRED TO EVALUATE WHETHER THE SEPTIC AND DISPOSAL AREA COULD SUPPORT AN ESTIMATED 3000 GALLONS PER DAY FOR THE PROPOSED SCHOOL USAGE.

A SOILS EVALUATION WAS COMPLETED BY EXCAVATING SEVERAL BACKHOE TEST PITS, WHICH WAS DONE RECENTLY, AND SUITABLE LANDSCAPE POSITIONS THAT ALSO MET, UH, REQUIRED SETBACKS.

THE PHOTO BELOW SHOWS THE LOCATION OF THE PROPOSED DRAIN FIELD AREAS TO INCLUDE BOTH INSTALLATION AREA ALONG WITH THE REQUIRED RESERVE DRAIN FIELD.

UM, SO HERE'S THE, UH, THE PITCHES AGAIN AND TO THE SOUTHEAST.

IF THEY'RE HERE TO MAKE MONEY, THAT WOULD BE SOMETHING THAT WOULD PUSH 'EM TO WANT TO EXPAND LATER ON.

IT WAS CHEAPER TO DESTROY IT.

AND THAT'S WHEN HE DECIDED TO TURN IT INTO A GOLF COURSE, WHICH, UM, HE DID VERY BEAUTIFULLY.

UM, SO HE WAS ALWAYS A FARMER.

NELLIE MAY LOVED BEAUTY.

SHE WAS ALWAYS PLANNING HER GARDEN AND HER FLOWERS.

I ALWAYS, I STILL COME OUT AND RUN AROUND OUT HERE, RIDE MY BIKE OUT HERE 'CAUSE IT'S SO BEAUTIFUL.

AND SO I UNDERSTAND THE DESIRE TO, TO KEEP IT, UM, RURAL AND BEAUTIFUL.

I PERSONALLY AM ON THE BOARD AT J-P-G-M-A AND I TEACH THERE.

OUR ROADS HAVE VERTICAL AND HORIZONTAL CURVES, NO SHOULDERS, AND A LOT OF SLOW AGRICULTURAL EQUIPMENT.

UM, TRAFFIC IS CUMULATIVE AND WE ALREADY HAVE A LOT OF CUT THROUGH TRAFFIC WITH NUMBERS THAT WILL ONLY INCREASE IN TIME AS 5 22 BECOMES MORE AND MORE CONGESTED.

SOON WE WILL HAVE DETOURED TRAFFIC ADDED DUE TO THE BRIDGE IN CEDARVILLE AND NOW PROPOSED, UM, ADDITIONAL 450 CONCENTRATED VEHICULAR VISITS DAILY, WHICH ADDS UP TO 2,250 ADDITIONAL TRIPS PER WEEK.

THIS IS A SIZEABLE INCREASE I REQUEST BEFORE ANY CONDITIONAL USE PERMIT IS CONSIDERED OR GRANTED.

LET THE COUNTY AND VDOT PROVIDE PROTECTION FOR ROCKLANDS RESIDENTS FROM THIS ADDITIONAL TRAFFIC BY INSTALLING TRAFFIC CALMING SUCH

IT'S IMPORTANT TO CRAFT CONDITIONS THAT ONLY ALLOW USES THAT ARE COMPATIBLE WITH ROCKLANDS RURAL CHARACTER AND THEY DO NOT PERMIT USES THAT ARE INCOMPATIBLE WITH ROCKLANDS RURAL CHARACTER.

FOR EXAMPLE, I COULD IMAGINE THAT A NEW BUILDING SUCH AS A BARN FOR THE ANIMALS, UH, MIGHT BE NEEDED OR A SHED FOR GARDEN TOOLS OR AN ADDITION TO THE GOLF CLUBHOUSE COULD BE COMPATIBLE.

WHEREAS A CAMPUS OF RESIDENTIAL HOUSING FOR FACULTY AND BOARDING STUDENTS WOULD NOT BE COMPATIBLE.

UM, THEREFORE THE CONDITIONS MUST BE CLEAR AND DELINEATE EXACTLY WHAT IS PERMITTED EITHER AS A DETAILED CONCEPT PLAN OR, UM, IN A SPECIFIC CONDITION SO THAT THE PUBLIC AND COUNTY OFFICIALS CAN FULLY UNDERSTAND THE SCOPE OF THE PROJECT AND IT WILL BE BINDING TO A HYPOTHETICAL FUTURE OWNER, EVEN THOUGH I KNOW THAT'S NOT WHAT THE INTENTION IS.

THE, THE G-P-G-M-A OR JOHN PAUL, THE GREAT MONTESSORI ACADEMY, UM, CONDITIONAL USE PERMIT HAS BEEN REQUESTED AGAINST THE GREATER BACKDROP OF OUR WARREN COUNTY COMMUNITY, IN WHICH OUR BOARD OF SUPERVISORS IS WRANGLING WITH A BUDGET THAT NECESSITATES THE UNPOPULAR TAX INCREASES.

A VERY LARGE PORTION OF THE COUNTY BUDGET, AS YOU KNOW, IS TO FUND OUR PUBLIC SCHOOLS.

ALL COUNTY RESIDENTS WHO OWN PROPERTIES SUPPORT THESE SCHOOLS FINANCIALLY BY DEFAULT.

YET THE SCHOOLS ARE AT CAPACITY.

WE SIMPLY DON'T HAVE THE FUNDS TO BUILD NEW SCHOOLS IN OUR COUNTY BUDGET YET WE HAVE HUNDREDS OF STUDENTS THROUGHOUT THE COUNTY WHO COULD ENROLL TOMORROW, AND WE WOULD SIMPLY NOT HAVE ANY WAY TO IMMEDIATELY SERVE THEIR NEEDS.

AS AMANDA SLATE NOTED, LOCAL PRIVATE SCHOOLS AND HOMESCHOOLERS TAKE A NOT INSIGNIFICANT AMOUNT OF THE BURDEN OFF THE COUNTY RESIDENTS AND THE COUNTY BUDGET.

UM, HAVING ATTENDED MANY BOARD OF SUPERVISORS AND TOWN COUNCIL MEETINGS OVER THE YEARS, I MUST SAY THAT OBJECTIVELY I'M VERY IMPRESSED BY THE DILIGENCE THAT J-P-G-M-A HAS TAKEN BOTH TO PREPARE THEIR PROPOSAL AND TO WORK WITH THE LOCAL RESIDENTS WHO MAY BE AFFECTED BY THEIR CONDITIONAL USE PERMIT.

UM, UN OBJECTIVELY, I DO HAVE FOUR CHILDREN AT THE SCHOOL AS WELL.

AND EVEN THOUGH IT'LL BE A FARTHER DRIVE FOR ME, IT WILL BE WELL WORTH IT BECAUSE OF THE BEAUTIFUL SETTING THAT AS EVERYONE HAS TALKED ABOUT.
