THE NATIONAL WEATHER SERVICE, WARREN COUNTY STORM READY DESIGNATION.

AND MR. FOLEY FROM WARREN COUNTY FIRE AND RESCUE.

GOOD EVENING, MADAM CHAIR AND LADIES AND GENTLEMEN OF, OF THE BOARD OF SUPERVISORS.

UM, IN EARLY 2023, UH, WE BEGAN WORKING WITH THE NATIONAL WEATHER SERVICE TO MAKE WARRING COUNTY A STORM READY COUNTY.

AND SOME OF THE CRITERIA THAT WAS, UM, THAT WE HAD TO WORK THROUGH TO, TO GET THIS HONOR, UH, WAS MAKING SURE WE HAD 24 HOUR, UH, EXCUSE ME, I CAN'T EVEN SEE.

24 HOUR WARNING POINT IN EMERGENCY OPERATIONS CENTER, WHICH WE ALREADY HAD.

UH, WE NEEDED TO CREATE A SYSTEM THAT MONITORS WEATHER CONDITIONS LOCALLY.

AND WE DID THAT WHEN WE GOT A, UH, GRANT FOR A WEATHER STATION THAT'S AT OUR PUBLIC SAFETY BUILDING.

THEN ONE OF THE OTHER THINGS THAT, UM, WE DID WAS WE HAD A EDUCATIONAL SEMINAR WITH, UH, THE NATIONAL WEATHER SERVICE COMING OUT TEACHING THE BASIC SKY

WORN AND THE WINTER SKY WORN, UH, CLASSES THAT, UH, MADAM CHAIR YOU ACTUALLY HAVE ATTENDED YOURSELF.

AND WE WERE ALSO ABLE TO, UH, PUT WEATHER RADIOS IN ALL OF OUR SCHOOLS.

SO WHEN THE NATIONAL WEATHER SERVICE SENDS OUT, UH, A WEATHER WARNING, THE SCHOOLS AUTOMATICALLY WILL GET IT.

UM, AND IT JUST HELPS US BE PREPARED, UH, WITHIN THE COUNTY.

UM, SO LUCKILY BACK IN MARCH OF THIS YEAR, THE NATIONAL WEATHER SERVICE CAME OUT, UH, OR PREVIOUSLY CAME OUT, REVIEWED ALL OF OUR, THE CRITERIA THAT WE NEEDED TO MEET TO MAKE SURE WE MET IT.

UH, AND THEN THEY ARE APPROVED OUR COUNTY AS BEING STORM READY.

UH, SO I'D LIKE TO INTRODUCE, UH, CHRIS STRONG WITH THE NATIONAL WEATHER SERVICE IN STERLING.

IT DOES THE WEATHER WARNINGS FOR THE AREA HERE.

AND STORM READY IS REALLY ABOUT CONNECTING US WITH THE COMMUNITY BECAUSE AS WE KNOW HERE, WE, WE GET EVERY KIND OF WEATHER THREAT YOU COULD POSSIBLY IMAGINE AT DIFFERENT TIMES.

AND IT'S ONE THING TO FORECAST IT, IT'S ANOTHER THING TO GET IT TO THE COMMUNITY, TO HAVE THEM RESPOND APPROPRIATELY TO BE READY FOR IT.

'CAUSE IF WE'RE READY FOR DISASTERS, WE'RE READY FOR ALL THESE HAZARDOUS WEATHER EVENTS.

IT TURNS OUT SO MUCH BETTER, SO MUCH LESS IN THE WAY OF IMPACT, LESS CHANCE OF FATALITIES, LESS CHANCE OF, UH, UH, ECONOMIC IMPACT.

SO IT, IT'S REALLY JUST ALL ABOUT BEING READY AS A, AS IN THE NAME.

AND THIS IS A NATIONAL PROGRAM THAT STARTED IN THE MIDDLE OF THE COUNTRY AND TOOK OFF LIKE, LIKE WILDFIRE BECAUSE IT'S, IT'S A GRASSROOTS EFFORT THAT JUST MAKES SENSE.

CONNECT THE WEATHER SERVICE WITH THE COMMUNITIES.

SO OUR WEATHER WARNINGS, OUR INFORMATION THAT WE HAVE AT OUR OFFICE GETS WHERE IT NEEDS TO BE, UH, SO EVERYONE CAN STAY SAFE FROM ALL THE WEATHER THREATS THAT WE HAVE.

SO, BRIAN'S DONE A LOT OF GREAT WORK, UH, TO CONNECT US WITH, WITH THE COUNTY TO MAKE SURE THAT THERE'S MULTIPLE WAYS.

SO WE TALKED ABOUT WITH WEATHER RADIOS IN THE SCHOOLS AND OTHER WAYS TO MAKE SURE WEATHER WARNINGS GET TO THE COUNTY TO MAKE SURE THAT INFORMATION FROM THE COUNTY IS GETTING BACK TO US TO MAKE SURE THERE'S TRAINING, UH, WE HAVE CLASSES, THINGS LIKE THAT FOR THE CITIZENS HERE.

SO IT'S JUST, IT'S A GREAT, UH, EFFORT TO CONNECT, UH, THE NATIONAL WEATHER SERVICE WITH EVERYONE HERE IN WARREN COUNTY AND KEEP EVERYBODY SAFE FROM ALL THE HAZARDOUS WEATHER EVENTS.

SO I'M HERE TO TALK ABOUT A BATHROOM, MORE SPECIFICALLY, A PUBLIC BATHROOM AT EASTON PARK.

I GO TO THE PARK DAILY.

I'M THERE USUALLY TWICE A DAY TAKING A WALK.

SO, UH, I CAN SAY THAT I FULLY ENJOY THIS PIECE OF LAND THAT HAS, THAT SOMEONE BEFORE ME PLANNED AND NAVIGATED ALL THE, THE HURDLES TO GET TO.

UM, I WOULD TO SAY THAT EASTON PARK IS A FIRST CLASS PARK IS AN UNDERSTATEMENT.

ITS BEAUTY IS KNOWN FAR AND WIDE.

THERE ARE THE REGULARS LIKE ME, BUT I'VE ALSO ENCOUNTERED MANY PEOPLE WHO WERE FROM NEARBY COUNTIES AND TOWNS.

UM, PEOPLE OUTTA STATE WHO ARE DRIVING THROUGH.

AND OCCASIONALLY YOU COME ACROSS SOMEONE WHO'S EVEN AN INTERNATIONAL VISITOR.

SO EVERY, UM, MARCH, I LOOK FORWARD TO THE REOPENING OF THE RESTROOM, MYSELF INCLUDED WITH MANY OTHER PEOPLE WHO WALK IN THE PARK AND USE IT ON A, ON A, ON A, A REGULAR BASIS.

SO YOU CAN IMAGINE OUR DISMAY LAST MARCH WHEN WE SAW THE BATHROOM BEING CARTED AWAY, AND WHEN WE ASK, WE WERE TOLD IT'S NEVER COMING BACK.

SO THE, MY FRIENDS AND I ASK A QUESTION, HOW DOES A FIRST RATE PARK ONLY MERIT A SECOND CLASS JOHNNY BLUE? THEN I BECAME CURIOUS ABOUT THE CIRCUMSTANCES THAT LED TO THE CONSTRUCTION OF THE BATHROOM IN THE FIRST PLACE, THINKING MAYBE WE COULD USE THE SAME METHODS THAT THEY USED TO GET ANOTHER BATHROOM.

SO I'M GONNA TELL YOU WHAT I WAS TOLD AS A LITTLE BIT OF A HISTORY OF THAT BATHROOM.

IT TOOK PLACE ABOUT 13 YEARS AGO WHEN THE PARK WAS BEING DEVELOPED.

THE RESIDENTS OF WARREN COUNTY RAISED ABOUT $12,000 TO BUILD A BATHROOM.

THE ONLY STIPULATION BEING THAT THEY WANTED IT TO HAVE SOLAR PANELS, PANELS SO THAT IT COULD BE OPEN THROUGHOUT THE YEAR, THE MONEY WAS GIVEN TO THE TOWN AND THEY EVENTUALLY GAVE IT TO THE COUNTY TO BUILD.

AND SOMEWHERE AROUND 2014, A BATHROOM WAS ERECTED AND PLACED IN A PERFECT SPOT NEAR THE PICNIC AREA.

NO SOLAR PANELS WERE INSTALLED.

SO IT WAS ONLY OPEN FROM MARCH 31ST TO NOVEMBER 1ST.

I REMEMBER BEING DELIGHTED AT HAVING A BATHROOM WITH A COMMODE FLUSHED MOST OF THE TIME, AND A SINK WHERE YOU COULD WASH YOUR HANDS.

BUT I DID NOTICE THAT THERE WERE LE NOUM FLOORS, AND I WAS A LITTLE CURIOUS ABOUT THIS BECAUSE THIS IS AN AREA WHERE PEOPLE SWIM AND FISH IN THE RIVER.

UM, RAIN COMES IN.

SO THE FLOORS WERE, UM, YOU KNOW, OFTEN SUBJECT TO GETTING WET AND I WONDERED HOW THAT WOULD HOLD UP LONG TERM.

AND, UM, AND SURE ENOUGH, THE FLOORS DID START THE BUCKLE IF YOU'RE CLOSE TO C BEING DONE.

SO MY C OKAY, MY CHALLENGE TO YOU IS THIS.

CAN WE WORK TOGETHER OR FIND A PATHWAY TO, UM, TO PUT ANOTHER BATHROOM THERE THAT IS A CLASS A BATHROOM.

I'M HERE TO TALK ABOUT SOMETHING THAT I'M SURE YOU ALL ARE TIRED OF HEARING ABOUT TAXES, .

UM, HOWEVER I'LL BE APPROACHING THIS TOPIC FROM A SLIGHTLY DIFFERENT PERSPECTIVE.

I'LL, I'LL BE DISCUSSING THE RECENT TAX INCREASE AT I BELIEVE YOUR, UH, APRIL 9TH MEETING.

IS THAT

RIGHT? UM, I INITIALLY SUPPORTED THE TAX INCREASE FROM THE INFORMATION THAT WAS PRESENTED TO EVERYBODY.

I BELIEVE THAT IT WAS IMPORTANT TO ENSURE THAT THE FIRE DEPARTMENT AND THE SHERIFF'S DEPARTMENT ARE ADEQUATELY FUNDED AND EQUIPPED TO TAKE ON ANY POTENTIAL CHALLENGE.

I STILL BELIEVE THIS AS I AM A FIRM SUPPORTER OF THE FIRE AND SHERIFF'S DEPARTMENT.

HOWEVER, WITH THE INFORMATION WE ALL HAVE NOW, I BELIEVE THAT WE CAN PROVIDE MORE THAN ENOUGH FOR THE FIRE AND SHERIFF'S DEPARTMENT WITHOUT THE ADDED BURDEN OF A TAX INCREASE.

MR. PURDY PUT IT QUITE WELL AT THE APRIL 9TH HEARING THAT WARREN COUNTY PUBLIC SCHOOLS HAVE BECOME A MONEY PIT THAT THE MU THAT THE COUNTY CAN'T GET OUT OF.

IT'S ABOUT TIME THAT THE PUBLIC SCHOOLS TAKE A MUCH NEEDED CUT AND POTENTIALLY EVEN A FUNDING FREEZE.

SO MORE NECESSARY PUBLIC RESOURCES CAN BE FUNDED AND EQUIPPED.

I DON'T BELIEVE THAT THE PUBLIC SCHOOLS SHOULD RECEIVE ANOTHER CENT UNTIL THERE'S PROOF OF, UH, PROOF OF IMPROVEMENT IN ENROLLMENT AND QUALITY.

THEY DO NOT NEED TO BE OPERATING WITH SUCH A LARGE BUDGET WHEN THERE'S BEEN A DRASTIC DECREASE IN ENROLLMENT, AN INCREASE IN FUNDING AND PLUMMETING TEST SCORES.

WE CAN THROW ALL THE MONEY IN THE WORLD AT THE SCHOOLS AND IT WON'T FIX THE INTRINSIC PROBLEMS THAT THEY FACE.

I'M SURE THERE ARE MANY WITH ME TONIGHT WHO'VE ATTENDED EITHER SKYLINE OR WARREN.

AND I'M SURE THAT THEY CAN PROVE BEYOND ANY DOUBT THAT THE PROBLEM WITH THE SCHOOLS IS NOT A MONEY PROBLEM.

IT'S AN ADMINISTRATIVE PROBLEM.

MEMBERS OF BOTH THIS BOARD AND THE SCHOOL BOARD HAVE EXPRESSED THIS QUITE LOUDLY, BUT IT SEEMS TO HAVE FALLEN ON DEAF EARS.

THE FIRE AND SHERIFF'S DEPARTMENT HAVE A TANGIBLE PROBLEM WITH A TANGIBLE SOLUTION.

MORE FUNDING, MORE EQUIPMENT, MORE PERSONNEL.

THE SCHOOLS HAVE AN INTRINSIC PROBLEM WITH A SOLUTION THAT CANNOT BE FIXED WITH MORE MONEY.

IT CAN ONLY BE FIXED BY DISCIPLINE, DISCIPLINE IN THE SCHOOLS AND DISCIPLINE WITH THE POCKETBOOKS.

IT'S UP TO THE SCHOOLS TO IMPLEMENT STUDENT DISCIPLINE, BUT IT'S UP TO THIS BOARD TO IMPLEMENT DISCIPLINE WITH THE POCKETBOOKS, REDIRECT THE MONEY TO PUBLIC RESOURCES THAT NEED IT.

AT THAT POINT, YOU WON'T NEED TO BURDEN THE PUBLIC WITH THIS TAX INCREASE.

CITIZENS IN WARREN COUNTY ARE ALREADY HAVING TROUBLE GETTING BY DESPITE THE RELATIVELY LOW TAXES THAT WE HAVE NOW.

THESE PROBLEMS WILL ONLY FESTER ONCE TAXES ARE RAISED.

CITIZENS OF WARREN COUNTY SHOULDN'T HAVE TO DECIDE BETWEEN EATING THREE MEALS A DAY OR PAYING THEIR TAXES.

I ALWAYS WANT TO ECHO ONE THING TO SPEAK RIGHT BEFORE ME SAID THAT THE PERSONAL PROPERTY TAXES IN WARREN COUNTY ARE, ARE, WERE ALREADY SIGNIFICANTLY HIGH AND NOW THEY'VE GONE EVEN HIGHER.

AND THAT'S A LOT TO PAY, ESPECIALLY LIKE CAR TAXES AND STUFF.

JUST I WAS SURPRISED THAT YOU GUYS ADDED THAT ON.

SO I'M HERE TO SPEAK ABOUT JUST BEING TRANSPARENT.

BUT WHAT THEY DID AT THIS SPECIAL TOWN COUNCIL MEETING IS THEY SENT $150,000 OF GENERAL RESERVE FUND MONEY TO THE VRSA VIRGINIA RISK SHARING ASSOCIATION.

THAT 150,000 CAME OUT OF THE GENERAL RESERVE FUND.

THAT'S CITIZENS THAT LIVE IN A TOWN OF FRONT ROW THAT'S, UH, REAL ESTATE TAXES, PERSONAL PROPERTY TAXES, TOWN TAXES, BUSINESS TAXES.

AND THAT CAME RIGHT OUT OF THE GENERAL RESERVE.

AND HE SENT IT TO THE VRSA AND THEY MADE THE MOTION AND SAID IT WAS FOR LITIGATION FEES.

AND WHAT IT WAS, IT WAS FOR A SETTLEMENT.

AND THEN THEY, THEY, SO TO SAVE FACE, THEY MADE IT AND COUCHED IT THAT WAY.

AND WHAT, WHAT I'M JUST ASKING THE GOVERNMENTS HERE IN WARREN COUNTY TO DO IS IF YOU'RE GOING TO DO SOMETHING LIKE THAT, JUST BE OPEN ABOUT IT.

IF YOU'RE AFRAID SOMEBODY MAY BE MAD AT YOU OR SOMETHING OF THAT NATURE, THEN JUST TAKE IT ON THE CHIN AND ACCEPT IT.

BUT TO TAKE $150,000 AND SEND IT TO VRSA AND NOT LET THE GENERAL PUBLIC KNOW.

AND EVEN I WAS INTERRUPTED BY AMBER MORRIS ON THE, ON THE COUNCIL AND, AND THE TOWN ATTORNEY MADE THE MOTION.

BUT TELL ME EXACTLY WHAT HAS THE SCHOOLS HAVE THE SCHOOL DONE TO DESERVE MORE MONEY? OKAY, THAT'S THE PART THAT I DON'T QUITE UNDERSTAND.

I WAS A HIGH SCHOOL TEACHER IN FLORIDA AND I SAW THE DISCIPLINE PROBLEMS DOWN THERE.

THEN THIS IS BEFORE NINE I I GOT LAID OFF AFTER NINE 11 LIKE SO MANY OTHERS DID.

THE DISCIPLINE PROBLEMS HAVEN'T GOTTEN PROBABLY ANY BETTER.

THEY'VE PROBABLY GOTTEN WORSE.

SO WHY ARE WE GIVING THE SCHOOLS ANY MORE, ANY MORE MONEY UNTIL THEY GIVE, GIVE THE COMMUNITY A REASON FOR ADDITIONAL FUNDING.

THIS TAX INCREASE IS NOT NECESSARY.

AS SOMEBODY SAID EARLIER, THERE IS PROBABLY PLENTY OF MONEY TO DO FOR THE POLICE AND FIRE WHAT NEEDS TO BE DONE.

UNFORTUNATELY, THE SCHOOL SYSTEMS ARE FINDING THERE'S A, UH, WELL THEY'RE GETTING SMALLER.

THE STUDENT BODIES ARE GETTING SMALLER, SO WHY ARE WE GIVING THEM MORE MONEY? OKAY, THAT'S ALL I HAD TO SAY.

AND I THINK THAT IF WE LOOK BACK IN THE PAST, UH, DECADE, WE KNOW THAT THE PUBLIC SCHOOLS HAVE GAINED ABOUT $20 MILLION WHILE, UM, IN THE PAST, LET'S SEE HERE.

YEAH, IN THAT SAME AMOUNT OF TIME, THE AMOUNT OF STUDENTS HAS GONE DOWN BY ABOUT 400 STUDENTS.

SO, UM, AND ON TOP OF THAT, THEY'RE FAILING OUR CHILDREN.

THESE SCHOOLS ARE FAILING OUR CHILDREN AND WE STILL ARE EVEN CONSIDERING GIVING THEM ASCENT.

I THINK THAT'S WRONG.

I THINK THE ONLY WAY WE'RE GONNA INCENTIVIZE THESE PEOPLE TO ACTUALLY MAKE THE CORRECTIONS THAT NEED TO BE MADE IS TO FREEZE THE BUDGET AND SAY, YOU KNOW WHAT? YOU GUYS HAVE FAILED TO FULFILL YOUR OBLIGATIONS.

YOU GUYS HAVE FAILED OUR PUBLIC SCHOOL KIDS.

I FIND THAT KIND OF INTERESTING.

SO, UH, BUT YOU KNOW, ALL I JUST WANTED TO SAY IS THAT, UH, PEOPLE LIKE MYSELF ARE GONNA CONTINUE TO SHOW UP.

WE'RE GONNA CONTINUE TO PUT ON PRESSURE, UH, UNTIL THE TAX INCREASES ARE REPEALED.

AND I BELIEVE THERE'S MORE THAN ENOUGH ROOM TO MAKE THESE CUTS.

UH, ESPECIALLY WHEN YOU CONSIDER THE MONEY THAT COULD BE MADE FROM PEOPLE THAT HAVE NOT PAID THEIR PERSONAL PROPERTY TAX AND THEIR PROPERTY TAX.

THERE'S THREE OR $4 MILLION READY TO BE TAKEN WITH REVENUE FROM THOSE THINGS AND YOU CAN USE THAT.

AND YET I HAVE STILL DRAGGED MY KEYS THROUGH OVER HERE TONIGHT TO PROTEST THE RECENT PERSONAL PROPERTY TAX INCREASES AND THE PROPERTY TAX INCREASES AND ASK FOR YOU TO REVERSE THEM.

UM, WE JUST WERE AT THE APPLE HOUSE WHERE WE SPOKE TO THE CASHIER THERE.

SHE IS A PUBLIC SCHOOL TEACHER.

UM, AND SHE HAD, SHE HAS TO HAVE A SECOND JOB AT THE APPLE HOUSE BECAUSE SHE HAD TO TAKE OUT A LOAN IN ORDER TO PAY OFF HER CAR TAX.

THIS IS UNJUSTIFIABLE.

UM, MOST PEOPLE ARE NOT AWARE OF WHAT GOES ON WITH THE SCHOOLS.

I KNOW YOU HAVE LOOKED AT THIS, BUT I'LL TAKE YOUR ATTENTION TO THE, UM, PROPOSED 2025 BUDGET FOR THE WARREN COUNTY SCHOOLS.

THERE'S DOZENS OF THINGS HERE THAT ARE SUSPICIOUS, BUT JUST AS AN EXAMPLE, ON PAGE 10 OF THIS, WE HAVE TECHNOLOGY CONSUMABLES WHERE THE ORIGINAL 2023 BUDGET AND THE 2024 BUDGET ARE BOTH A $10,000.

THE 23 ACTUALS ARE $3,700.

SO THEY'RE MORE THAN $6,000 UNDER THE BUDGET, AND YET THEY'RE INCREASING THEIR ASK TO $17,000 FOR SOME REASON.

AND YOU SEE DOZENS OF LINES LIKE THIS WITH, UM, CERTAIN THINGS LIKE OTHER PROFESSIONAL SERVICES, WHATEVER THAT IS.

UM, WHY DO THE PRINCIPLES OF THESE FAILING SCHOOLS NEED SALARY INCREASES? UM, IT SEEMS AS IF THERE'S, UH, A LACK OF APPROPRIATE SCRUTINY ON THE SCHOOLS AND THE WARREN COUNTY TAXPAYERS ARE THE ONES GETTING THE SHAFT FOR THIS.

NOTHING JUSTIFIES OPPRESSING THE TAX PAYERS LIKE THEY HAVE BEEN.

THEIR LONG-TERM PLANS ARE TO EXPAND TO INCLUDE TODDLERS AND HIGH SCHOOL STUDENTS AND NOT TO EXCEED IN ENROLLMENT OF MORE THAN 200 STUDENTS.

THE PROPERTY HAS BEEN ZONED.

WE'VE REACHED OUT TO THE LOCAL RESIDENTS BY ATTENDING A RECENT ROCKLAND ALLIANCE MEETING TO BETTER UNDERSTAND WHAT THE LONG-TERM VISION WAS FOR ROCKLAND AND ITS RESIDENTS.

THE ROCKLAND ALLIANCE HAVE ANALYZED THE DATA FROM THE PLANNERS AND CONCURRED THAT THEY RECOMMEND THE PLANNING LIST OF RECOMMENDATIONS TO BE IMPLEMENTED.

IN ADDITION TO THE TWO ADDITIONAL ONES, UH, THAT MR. WENDLING JUST MENTIONED, WE ARE ATTACHING A LIST OF ROCKLAND RESIDENTS WHO HAVE VOICED THEIR SUPPORT FOR THE PRIVATE SCHOOL.

ON THE NEXT SLIDE, WE HAVE CONTINUED TO WORK WITH LOCAL RESIDENTS OVER THE PAST FEW WEEKS IN A TRANSPARENT MANNER ON ANY QUESTIONS THEY MAY HAVE HAD ABOUT OUR PROPOSED USAGE.

HERE'S A LIST OF THE CURRENT, UH, RESIDENT ADDRESSES ON THE RIGHT AND THE RESIDENT NAMES ON THE LEFT WHO SUPPORT THE SCHOOL GOING INTO THIS PROPERTY.

THE TRAFFIC ANALYSIS RESULTS, THIS WAS ANOTHER HOT TOPIC ITEM, UH, TRAFFIC ON THE PROPERTY.

THE CURRENT PROPERTY WAS USED FOR A GOLF CLUB AND WEDDINGS AND EVENTS.

UM, AND THAT IS THE CURRENT APPROVED USAGE.

WE HAVE HIRED A THIRD PARTY ENGINEERING FIRM, GREENWAY, TO ANALYZE THE IMPACTS ON TRAFFIC WITH OUR USAGE VERSUS WHAT IS ALLOWED BY RIGHT ON THE PROPERTY, WHICH IS BREWERY AND WINERY.

THE DATA IS ATTACHED ON THIS PACKAGE.

THE BASIC SUMMARY OF THAT DATA, UM, BY, I, I'M NOT JUST GONNA GET INTO IT 'CAUSE IT'S VERY DETAILED, BUT THEY'RE ATTACHED IN ESSENCE, A WINE TASTING ROOM AND BREWERY TAP ROOM, WHICH ARE PERMITTED BY RIGHT IN THE, A DISTRICT WOULD GENERATE COMPARABLE OR GREATER WEEKDAY TRAFFIC COMPARED TO THE PRIVATE SCHOOL USE.

WHILE THE WINE TASTING ROOM WOULD GENERATE ROUGHLY THE SAME DAILY TRAFFIC.

THE BREWERY AND TAP ROOM USES PROJECTED TO GENERATE AN ADDITIONAL 108 TRIPS PER WEEKDAY AND AN ADDITIONAL 47 46 TRIPS PER WEEKDAY PM.

HOWEVER, THE INCREASED TRAFFIC IMPACT OF THE WINE TASTING AND BREWERY ROOMS ARE PRO PROJECTED TO GENERATE OVER 1,608 WINE TA UM, TRIPS AND 964 TRIPS RESPECTIVELY ON THE WEEKENDS.

WHILE THE PROPOSED PRIVATE SCHOOL WILL NOT GENERATE ANY TRAFFIC ON THE WEEKENDS EXCEPT FOR OCCASIONAL SCHOOL EVENTS.

BASED ON THESE FINDINGS, GREENWAY HAS CONCLUDED THAT ESTABLISH AN ESTABLISHMENT OF THE PRIVATE SCHOOL WILL NOT RESULT IN ANY ADVERSE CONDITIONS ON THE SURROUNDING ROAD NETWORK.

HERE'S THE ANALYSIS JUST FOR YOUR OWN DATA AS WELL, WHERE WE'VE BROKEN DOWN EXACTLY WHAT GREENWAY HAVE PROVIDED THIS INFORMATION HERE.

UH, PARKING WAS ALSO GONNA BE A CHALLENGE BASED UPON THE EXISTING PARKING LOT ON THE SCHOOL SIDE OF THE BUILDING.

SO WE HAVE A CONTRACT TO PURCHASE THE PARKING LOT ACROSS THE ROAD, WHICH ADDED AN ADDITIONAL 90 CARS TO THE PARKING FOR THE SCHOOL.

THE ISSUE WAS WE WANTED TO MAKE SURE WE HAD A GOOD THOROUGH FAR FOR THE DROP OFF OF THE KIDS SO WE COULD KEEP THEM OFF THE MAIN ROAD.

SO WE DID AWAY WITH MOST OF THE TRAFFIC AROUND THE EXISTING BUILDING, WHICH I'LL SHOW YOU ON ANOTHER SLIDE.

SO WE BOUGHT THE PARKING LOT ACROSS THE ROAD SO WE COULD BRING THE TRAFFIC OFF THE ROAD AND INTO THE FRONT OF THE SITE TO DO A GOOD DROP OFF AND THEN LEAVE ENOUGH SPACE FOR THE CARS TO GET ON THERE WITHOUT BLOCKING TRAFFIC ON THE ROAD.

UM, SO THE ATTACH REVISED PARKING ARRANGEMENT FROM OUR ENGINEERS, GREENWAY AND NEW TRAFFIC FLOW, WHICH INCORPORATES THE NEW DROP OFF MODEL, WILL TAKE ANY BURDEN OFF TRAFFIC OFF THE MAIN ROUTES.

SO AS YOU CAN SEE HERE, UM, THE SCHOOL IS TO THE SOUTH AND JUST TO THE NORTH YOU CAN KINDA SEE THE LIGHT LINES WHERE THE NEW TRAFFIC PATTERN TO THE NORTH OF THE SCHOOL.

UH, WE'RE LOSING A LOT OF PARKING SPACES BECAUSE WE'RE DOING THIS, BUT AGAIN, WE HAVE 90 NEW PARKING SPOT SPOTS ACROSS THE ROAD.

SO IN ADDITION TO THE, TO THE FEW WE KEPT ON THAT SITE, I THINK IT'S 98.

UM, AND YOU CAN ALSO SEE, UH, THE TRAFFIC PATTERN AS WELL.

WE ARE NOT GOING THROUGH THE NEIGHBORHOOD TO THE WEST.

WE ARE BASICALLY GOING TO BE COMING THROUGH DALE TO THE SOUTH AND, AND ON THE MAIN FLOOR FAIR AND NOT THROUGH THE NEIGHBORHOOD.

UH, HERE'S ALSO JUST A LITTLE BLOW UP OF THE PARKING LOT, SO YOU CAN SEE A LITTLE BIT BETTER AGAIN, TO THE SOUTH AS THE DROP OFF LINES.

WE HAVE TWO ENTRANCES, THAT'S ONE WAY TRAFFIC AND THEN YOU CAN SEE HERE TO THE LEFT ALL THAT INFORMATION.

THE ONE, THE ONE THING I WOULD LIKE TO HIGHLIGHT IS THE, UM, NUMBER FIVE ON THE FIRST ROW, WHICH BASICALLY SAYS PARKING REQUIRED ACCORDING TO GREENWAY IS 78 SPACES.

PARKING PROVIDED IS 94 SPACES.

SO WE HAVE PLENTY OF PARKING, UH, FOR THE, FOR THE NEEDED USE FOR THE SCHOOL.

UM, THE NEXT HOT TOPIC ITEM WAS SEP SEPTIC ANALYSIS RESULTS.

UH, GREENWAY ENGINEERING WAS HIRED TO EVALUATE WHERE THE SEPTIC AND DISPOSAL AREA COULD SUPPORT AN ESTIMATED 3000 GALLONS PER DAY FOR THE PROPOSED SCHOOL.

A SOIL EVALUATIONS WAS COMPLETED BY EXCAVATING SEVERAL BACKHOE TEST BITS AND SUITABLE LANDSCAPE POSITIONS THAT ALSO MET AND REQUIRED SETBACKS.

THAT'S, WE'VE ALREADY CONCLUDED THAT WORK.

THE RESULTS OF THE SOIL INVESTIGATION

THAT WE COULD PROPOSE ADDITIONAL DRAIN FIELD AREAS IN THE PROPERTY FOR MS. ESTIMATED 3000 GALLONS PER DAY NEEDED TO SUPPORT THE SCHOOL.

THE PHOTO BELOW SHOWS THE LOCATION OF THE PROPOSED DRAIN.

FULL AREAS TO INCLUDE BOTH INSTALLATION AREA ALONG WITH THE REQUIRED RESERVE DRAIN FIELD, THE RESERVE AREA THAT THE AERIAL SHOWS THE EXISTING WELLS AND SEPTIC SYSTEM COMPONENTS.

UM, HERE YOU CAN SEE WE, UH, THE DARK OR LIGHT BLUE IS A PROPOSED, UH, SOCCER OR I SHOULD SAY FIELDS FOR THE FUTURE FOR THE KIDS.

UH, AND THEN BELOW THAT IN THE YELLOW MARKED OUT LINE IS WHERE GREENWAY SAID WE COULD PUT THE PROPOSED, UH, FIELD.

THEY SAID THE SOILS WERE GOOD FOR THIS AND THERE WAS REALLY GOOD PERCOLATION AREA IN THAT AREA.

UM, AND YOU CAN ALSO SEE FROM THIS DRAWING ON THE RED AND THE ON THE GREEN LINES.

THE TRAFFIC FLOW I DISCUSSED EARLIER COME FROM NOAL AND OF THE SCHOOL THERE TAKING THE TRAFFIC OFF THE NEIGHBORHOOD.

WATER QUALITY ANALYSIS RESULTS WERE GOOD.

WE'VE HIRED A WATER TESTING COMPANY TO TEST THE WATER AND THE GOOD NEWS IS THE WATER QUALITY CAME BACK WITH CLEAN WATER AND NEGATIVE FOR ANY CONTAMINANTS.

WE HAVE SUBMITTED THESE WATER LAB FINDINGS BACK TO THE OFFICE OF DRINKING WATER AND COLD PEPPER FOR A COMMENT, BUT EVERYTHING LOOKS GOOD AT THIS POINT.

UH, BUILDING CODE, INTERIOR IMPROVEMENTS.

UH, WE HIRED AN ARCHITECTURAL FIRM TO SEE WHAT INTERIOR IMPROVEMENTS.

WE WERE PRETTY UPFRONT WITH WARREN COUNTY AND WE HAD MR. BEAM COME OUT TO THE SITE AND SEE WHAT WAS NEEDED.

THEN WE HIRED THE ARCHITECT TO GO AHEAD AND DO THESE DRAWINGS FOR THE INTERIOR OF THE BUILDING.

BASICALLY, WE'RE NOT ASKING FOR ANY MODIFICATIONS TO THE EXTERIOR OF THE BUILDING AT THIS POINT.

WE'RE JUST ASKING FOR, UH, INTERIOR MODIFICATIONS, WHICH EVERYTHING WILL BE DONE BY CODE.

THAT REALLY INVOLVES, UM, A DA COMPLIANCE OF RAMPS, UH, PANIC HARDWARE ON DOORS, UH, BETWEEN THE BASEMENT AND THE UPPER LEVEL.

BASICALLY PUTTING IN A A, A STAIRWAY THAT IS TO CODE AND, UH, RELAYING OUT THE BATHROOMS TO MAKE SURE THEY'RE A DA COMPLIANT.

NOTHING CRAZY, BUT THE EXISTING BUILDING WILL REMAIN THE SAME AND THERE ARE NO PLANS FOR THE FUTURE FOR FOR THE IMMEDIATE FUTURE FOR DOING ANY OTHER BUILDINGS.

AND LIKE WE SAID EARLIER, IF THERE ARE, THERE ARE ANY PLANS TO DO THAT, WE HAVE TO COME BEFORE THE PLANNING PERMISSION AND GET THAT APPROVAL BEFORE WE DO THAT.

IF IT'S OVER 256 SQUARE FEET.

UM, AND SUMMARY, BASED UPON ALL THE ATTACHED INFORMATION, WE BELIEVE THAT THE SOLID ROADMAP TO BRING THE CURRENT PROPERTY UP TO CODE AND REGARD TO BUILDING TRAFFIC, PARKING, SEPTIC, AND WATER QUALITY AND ACTUAL FACT WITH THE CURRENT APPROVED USAGE IS A GOOD THING THAT ALL THESE ITEMS WILL BE BROUGHT UP TO THE CURRENT CODE AND APPROVALS.

AN EXAMPLE OF THAT IS THE CURRENT SYSTEM, THE CURRENT SEPTIC SYSTEM IS RATED FOR 750 GALLONS.

THAT'S A LITTLE STRANGE 'CAUSE THERE'S A GOLF CLUB AND A WEDDING VENUE.

IT'S VERY, SO WE'RE GONNA BRING THAT ENTIRE BUILDING UP, UP TO CODE.

UM, I'M AN ACTIVE DUTY MILITARY OFFICER AND I'M AN ATTORNEY AND I'M A PROUD MEMBER OF THE COMMUNITY.

AND MY CHILDREN ARE, ARE ABSOLUTELY HAPPY AT THIS SCHOOL.

IT HAS BEEN, UM, A WONDERFUL EXPERIENCE FOR THEM.

THE SCHOOL IS TRULY A BEACON OF LEARNING OF, UH, INSTILLING CHRISTIAN VIRTUE IN THE CHILDREN AND ALSO CIVIC VIRTUE AND MODELING, UH, A LOT OF WHAT THEY DO ABOUT SPIRITS OF, UH, MUTUAL SUPPORT AND, UH, UM, VOLUNTEERISM, WHICH THEY PARTICIPATE IN ACTIVE ACTIVITIES ON A WEEKLY BASIS.

UH, THIS WOULD BE A PHENOMENAL OPPORTUNITY FOR THE CHILDREN TO REALLY GROW AND FLOURISH IN INNOCENCE AND TO REALLY BREATHE NEW LIFE INTO THAT OLD CLUBHOUSE AND INTO THE FUTURE OF OUR COMMUNITY.

SO BY APPROVING THE CONDITIONAL USE PERMIT, YOU'RE, YOU'RE, YOU'RE MAKING AN INVESTMENT IN THE COMMUNITY AND IN THE FUTURE OF THE FUTURE LEADERS OF THIS COMMUNITY.

AND SO I CAN COMPARE IT A LOT TO BUILDINGS THAT ARE LEFT, LIKE THIS BUILDING WOULD DETERIORATE PRETTY QUICKLY.

UM, IF LEFT ABANDONED AND FRONT FREDERICK COUNTY, YOU KNOW, YOU HAVE A SIMILAR GOLF COURSE COMMUNITY THAT HAS ALSO BEEN ABANDONED AND HAS BEEN A BURDEN, UM, TO THAT COMMUNITY IN OTHER AREAS LIKE LOUDOUN COUNTY.

SO I THINK IT'S A GREAT USE FOR THE BUILDING TO BRING IT BACK, YOU KNOW, TO ITS LIFE.

AND KIND OF GO BACK TO THE ORIGINAL USE OF THE COMMUNITY THERE.

YOU KNOW, WE ALL EXPERIENCE TWO THINGS IN LIFE, RIGHT? IT'S TAXES AND DEATH, BUT I THINK THE THIRD IS CHANGE.

AND WHILE CHANGE IS HARD, I'M SURE SOME OF THE COMMUNITY WASN'T HAPPY WHEN IT CONVERTED FROM A FARM TO A GOLF COURSE.

UM, BUT THE PROPERTY THERE IS ALL AGRICULTURE.

EVEN THE COMMUNITIES WITH HOMES, THEY DO NOT HAVE AN HOA OR ANY COVENANTS AND RESTRICTIONS.

SO SOME OF THEM EVEN HAVE OTHER ANIMALS ON THEIR PROPERTIES.

AND I THINK IT'S JUST A GREAT ADD TO THE COMMUNITY AND WE APPRECIATE YOUR APPROVAL.

AND, UH, SO NATURALLY WHILE WE WERE IN THE PROCESS OF BUILDING IT AND HEARD THAT THE LAND HAD BEEN SOLD, WE WERE VERY CONCERNED, UM, ABOUT, UH, YOU KNOW, WHAT WAS GOING TO HAPPEN WITH IT.

I THINK OUR NUMBER ONE CONCERN ABOVE ALL WAS THE POTENTIAL FOR IT TO BE CHOPPED UP INTO, YOU KNOW, MANY SMALL PIECES OR DEVELOPED IN A WAY THAT WOULD REALLY, UH, TRANSFORM THE CHARACTER OF IT, UM, YOU KNOW, IN A WAY THAT WOULD CHANGE THE, THE BEAUTY AND PEACEFULNESS OF THE NEIGHBORHOOD AS WE SAW, WHICH, YOU KNOW, WAS WHY WE COMMITTED OURSELVES TO THE COMMUNITY TO BEGIN WITH.

UM, I, UH, SO FOR THAT REASON, I THINK THIS PROPOSAL, WHICH KEEPS THE, THE LAND OR A LARGE PART OF THE LAND IN ONE PIECE.

AND, UH, WE'VE ALSO JUST BEEN VERY IMPRESSED BY THE RESPONSIVENESS OF THE SCHOOL LEADERSHIP, UH, TO THE CONCERNS OF THE COMMUNITY.

UM, WE THOUGHT WITH THE, THE APPROVAL OF THE YOUTH PERMIT, THE CONDITIONS THAT WERE PLACED ON IT WERE VERY WISELY THOUGHT OUT.

UM, SO IN SHORT, UM, YOU KNOW, WE'RE VERY MUCH IN FAVOR OF IT AND HOPE THAT IT CONTINUES TO MOVE FORWARD.

AND ONE OF THE REASONS THAT WE CHOSE TO SEND OUR CHILDREN TO THIS SCHOOL IS BECAUSE THE RURAL ASPECT, WE ARE IN TOWN.

WE ARE NOT IN A PLACE TO BUY 20 ACRES, UM, OFF OF DALE AT THIS POINT.

WE'D LOVE TO, BUT THAT'S NOT WHERE WE ARE.

AND SO THIS SCHOOL CREATES AN OPPORTUNITY FOR OUR KIDS TO EXPERIENCE THIS.

WE WANTED TO RAISE THEM IN AN AREA THAT HAD THAT SIMILAR VALUES.

AND I THINK THAT THE SCHOOL VERY MUCH MIRRORS THE VALUES OF WARREN COUNTY, BUT ALSO ROCKLAND IN PARTICULAR.

UM, MY FAMILY IS HERE, MY SIBLINGS ARE HERE.

I HAVE SOME, MY KIDS HAVE SOME COUSINS AT THE SCHOOL, WHICH IS AMAZING.

WE ARE, A LOT OF US ARE SMALL BUSINESS OWNERS.

I THINK SOMETHING ABOUT PROBABLY AROUND 50% OF THE PARENTS WHOSE CHILDREN ATTEND THIS SCHOOL OWN SMALL BUSINESSES LOCALLY.

SO WE ARE HOMEOWNERS, BUSINESS OWNERS AND INDIVIDUALS WHO ARE PAYING TAXES IN WARREN COUNTY AND STILL CHOOSING TO MAKE THE SACRIFICES TO SEND OUR KIDS TO THESE, TO THIS PRIVATE SCHOOL BECAUSE WE BELIEVE IN THE MISSION AND WANNA BE ABLE TO EXPOSE OUR CHILDREN TO THINGS LIKE ANIMAL HUSBANDRY, WHICH I DID NOT GROW UP WITH.

I NO IDEA.

UM, AND AT THE TIME THAT WAS ALL, UH, SOYBEAN FIELDS AND CORN FIELDS, AND I REMEMBER IT WAS REALLY HARD ON LINWOOD WHEN HE HAD TO TURN IT, UH, THE GOVERNMENT MADE IT TOO DIFFICULT TO RAISE CROPS ANYMORE, SO WE TURNED IT INTO A GOLF COURSE, WHICH MY CHILDREN ENJOYED FINDING GOLF, GOLF, GOLF BALLS AND SELLING 'EM BACK TO GOLFERS.

UM, BUT ONE OF THE THINGS THAT, UH, THE, THE NEIGHBORS WERE CONCERNED THAT WE WERE GONNA KEEP THE MISSION, KEEP THE, THE SENSE OF ROCKLAND ALIVE.

AND I'VE, I'VE LOVED ROCKLAND ALL MY LIFE.

I I STILL GO OUT THERE ALL THE TIME.

UM, AND I THINK THAT THIS SCHOOL WILL DO THAT.

UH, LINWOOD LOVED THE, THE FARM, AND THIS IS WHAT THIS SCHOOL IS ALL ABOUT.

UM, AND THEN THE OTHER, THE OTHER QUESTION THAT SOME OF THE RESIDENTS HAD WAS, UH, SOME OF THE OLDER RESIDENTS, SOME OF THE RETIRED PEOPLE WHO LIVE OUT THERE, THEY WERE CONCERNED ABOUT A WILD, CRAZY SCHOOL.

WELL, I ALSO HAVE ALL MY GRANDCHILDREN AT THIS SCHOOL.

I ALSO TEACH PART-TIME.

I GO TO ALL THEIR SPORTS GAMES.

AND I CAN TELL YOU, THESE ARE WONDERFUL CHILDREN.

AND IF ANYTHING, THEY'LL BE VOLUNTEERING TO, TO SHOVEL DRIVEWAYS AND, AND, UM, THEY'RE, THEY'RE WONDERFUL CHILDREN TO BE AROUND.

AND I THINK THAT, UM, THE COMMUNITY WILL REALLY BENEFIT BY HAVING THIS SCHOOL.

AND SO I UNDERSTAND, YOU KNOW, THE THE SITUATION THAT YOU FOUND YOURSELVES IN.

HOWEVER, I THINK IT HAS ALSO SHOWN THAT THE SCHOOL BUDGET CANNOT BE ADEQUATELY EXPLAINED NOR DEFENDED IN SUCH A WAY THAT MAKES IT SO THAT THEN INCREASING THE TAXES TO BE ABLE TO PAY FOR SOMETHING ELSE MAKES SENSE.

I WOULD IMPLORE YOU THAT THE SCHOOL BUDGET IS REASSESSED AND THAT THEY ARE REQUIRED TO FULLY DEFEND THE LINE ITEMS THAT THEY HAVE BEEN SEEKING TO INCREASE THAT SEEM LIKE THEY HAVE LITTLE TO NO REASON FOR THEM.

AND, UM, I, I'M JUST REALLY IMPRESSED THAT IN SUCH A SHORT PERIOD OF TIME, KIDS OF THAT AGE GROUP HAVE DONE AS MUCH COMPETITION WISE.

WE GOT PEOPLE WHO GO INTO STATES AND PLACE IN COLLEGE IN STATES IN THEIR COMPETITIONS THERE.

AND LASTLY, THIS IS TEACHER APPRECIATION WEEK.

THE COUNTY HAS PREVIOUSLY SOLICITED AN AWARDED A CONTRACT TO BFI WASTE SERVICES LLC DOING BUSINESS AS REPUBLIC SERVICES OF WINCHESTER FOR SOLID WASTE TRANSPORTATION AND DISPOSAL FOR THE PUBLIC WORKS DEPARTMENT IN APRIL, 2024.

THE INITIAL TERM OF THE CONTRACT IS FOR 12 MONTHS WITH THE OPTION OF NINE ONE YEAR RENEWALS FOR A MAXIMUM TOTAL CONTRACT PERIOD OF 10 YEARS.

AT THE BEGINNING OF EACH RENEWAL TERM, THE PRICE SHALL BE INCREASED BY A FACTOR EQUAL TO THE INCREASE IN THE CONSUMER PRICE INDEX FOR ALL URBAN CONSUMERS, WHICH IS KNOWN AS A-C-P-I-U FOR ALL ITEMS OR SUCH SIMILAR INDEX AS MAY BE SUBSTITUTED, THEREFORE, AS PUBLISHED BY THE UNITED STATES DEPARTMENT OF LABOR, UM, AS OF JUNE 15TH OF SUCH YEAR NOT TO EXCEED A 5% INCREASE TO EACH RENEWAL TERM.

AND THEN TALKING WITH, UM, THE PUBLIC WORKS DIRECTOR, MR. BARRY, I ASKED, WELL, IS IT JUST 537 K OR IS IT 537 K PLUS THESE OTHER IDENTIFIED, UM, EXCEPTIONS FROM, YOU KNOW, FROM THE 5 37? AND HIS ANSWER WAS YES.

SO HE CAME BACK AND HAD SAID THAT, YOU KNOW, UH, THESE OTHER EXCEPTIONAL EXCEPTIONS OF SERVICES WOULD EQUATE THIS CONTRACT FOR THE YEAR TO BE APPROXIMATELY $1.5 MILLION.

WHICH IS NOT REFLECTED HERE.

IT JUST SAYS 500, 537 K, AND OH BY THE WAY, THESE OTHER SERVICES ARE WILL BE OCCURRING.

SO AGAIN, I WOULD LIKE TO SEE IN SECTION THREE OF THE COMPOSITION AND METHOD OF PAYMENT OF SOMETHING OF NOT TO, YOU KNOW, A A, A NUMBER OF THE PRICE.

DURING FISCAL YEAR 2023, VIRGINIA ADULT PROTECTIVE SERVICES RECEIVED OVER 43,000 REPORTS OF ADULT ABUSE, NEGLECT AND EXPLOITATION.

AN 8% INCREASE FROM THE PREVIOUS YEAR.

THE VIRGINIA DEPARTMENT FOR AGING REHABILITATION SERVICES, ADULT PROTECTIVE SERVICES DIVISION WORKS COLLABORATIVELY WITH STATE AND LOCAL PARTNERS ACROSS THE COMMONWEALTH TO HELP OLDER VIRGINIANS AND VIRGINIANS WITH DISABILITY LIVE FREE OF ABUSE, NEGLECT AND EXPLOIT EXPLOITATION.

UM, SO YOU GOT A LOT MORE REQUIREMENTS IN AND STUFF FOR CAMPGROUND.

AND SO, UH, BASICALLY RIGHT NOW UNDER THE ORDINANCE, IF SOMEONE'S LIKE, WELL, I DON'T WANNA MEET ALL OF THIS, UH, CAMPGROUND REQUIREMENTS, I'M APPLYING FOR A VACATION CAMP.

THE USES ARE STILL BY COMMERCIAL, OR I'M SORRY, THE USES ARE STILL BY CONDITIONAL USE PERMIT IN THE AGRICULTURAL AND, UM, COMMERCIAL ZONING DISTRICTS.

THERE'S STILL A 10 ACRE MINIMUM.

UM, EVEN THOUGH WE'RE LOW, WE WOULD LOWER THE, UH, CAMP NUMBER OF CAMPING UNITS ALLOWED TO FIVE.

UM, WE'RE NOT CHANGING THE OVERALL, UM, UH, ACREAGE REQUIREMENT AND ALSO PROPOSED IS THE ADDITION OF A REQUIREMENT THAT THE PROPERTY BE ACCESSED FROM A STATE MAINTAINED ROAD TO ADDRESS SOME OF THE IMPACTS OF, UH, RV TRAFFIC ON, ON ROADS.

AND THAT IS ACTUALLY NOT IN THE ORDINANCE NOW.

UM, BUT WE DO POSE IT AS A SUPPLEMENTAL REGULATION.

SO IF, UH, IF IT'S NOT NECESSARY, THEN YOU ALL WOULD HAVE THE OPTION TO WAIVE THAT.

UH, THAT WAS A REALLY LONG ANSWER.

I I WAS WONDERING IF IT MAKES THINGS EASIER OR, OR HARDER FOR PEOPLE TO, I WOULD SAY HARDER BECAUSE OF THE STATE MAINTAINED ROAD ACCESS REQUIREMENT.

WE'VE, WE'VE HAD A NUMBER OF PEOPLE ASK ABOUT THEIR PROPERTIES IN SUBDIVISIONS WHERE THEY MIGHT HAVE 20 ACRES OR 30 ACRES, BUT THEY'RE NOT PRIVATE ROAD, THEIR PRIVATE ROADS, NOT PUBLIC ACCESS ROADS.

AND THIS WOULD ALLOW US TO JUST CLEARLY SAY, NO, YOUR PROPERTY DOES NOT MEET THE REQUIRED REQUIREMENT FOR PUBLIC ROAD.

AND UH, IT WILL ALLOW US TO BE ABLE TO SAY, THIS IS A, A LAND USE THAT YOU WOULD NOT BE ABLE TO DO.

THIS ALSO WILL KIND OF FILL IN THAT LITTLE GAP OF A SMALL SCALE PRIMITIVE CAMP SITES VERSUS WHAT WE HAVE IN THE WAY OF, UH, OUR OTHER.

SO IT'S OPENING UP MORE OPPORTUNITIES IN THAT REGARD.

IT DOES.

IT IT DOES, BUT IT CLARIFIES IT AND REGULATES IT MUCH EASIER FOR PEOPLE, UH, TO SAY, OKAY, WELL I I WANT TO DO THIS.

SO FOR THE 24 25, UM, INSURANCE RENEWAL, UM, FOR OUR GROUP HEALTH, DENTAL, AND VISION, UM, WE RECEIVED A OVERALL 7.7% INCREASE, UM, ALONG WITH A $40,000, UM, PREMIUM HOLIDAY FOR THE JULY BILL.

UM, THE PROPOSED RATE SHEET HAS BEEN, UM, GIVEN TO, UM, EACH OF YOU WITH TWO DIFFERENT OPTIONS.

UM, OPTION A REFLECTS THE COUNTY ABSORBING THE INCREASE IN THE RATES AND THE EMPLOYEE CONTRIBUTION TO THE PREMIUMS REMAINING THE SAME AS, UM, PLAN YEAR 24.

OPTION B REFLECTS A PORTION OF THE INCREASE BEING ABSORBED BY THE EMPLOYEES IN THE HIGHER DEDUCTIBLE, UM, A THOUSAND DOLLARS PLAN AND THE PREVENTATIVE DENTAL PLAN AND THE COUNTY CONTRIBUTIONS BEING MIRRORED FROM THE THOUSAND DOLLARS PLAN TO THE $250 PLAN.

UM, AND THEN AS WELL FOR THE COMPREHENSIVE DENTAL, UM, WE ARE CURRENTLY REMAINING WITH THE A THOUSAND DOLLARS AND $250, OR SORRY, DOLLAR DEDUCTIBLE PLANS.

UM, AND THEN THE PREVENTATIVE AND COMPREHENSIVE DENTAL PLANS ARE REMAINING THE SAME.

THE VISION PLAN DID NOT CHANGE.

THE PRICING FOR THAT WAS LOCKED IN FOR THIS YEAR DURING OUR RENEWAL.

UM, PREVIOUSLY, UM, FROM THE PROPOSED 24 25 BUDGET, UM, APPROXIMATELY 3.345, UM, MILLION DOLLARS HAVE BEEN ALLOCATED FOR INSURANCE PREMIUMS FOR OUR, OUR FULL-TIME EMPLOYEES.

UM, THE ESTIMATED INCREASE IN THE ANNUAL COSTS FOR FY 25 VERSUS FY 24 IS $269,000.

UM, AND THAT COST WILL VARY DEPENDING ON THE NUMBER OF PARTICIPANTS IN EACH PLAN.

THEY LOWERED IT TO 7.7 AND GAVE US $40,000 BACK.

SO THAT WAS THE INSURANCE COMPANY'S EFFORTS TO BASICALLY RETAIN US AS A CLIENT.

WHETHER OR NOT THAT WORKS, THAT'LL DEPEND ON NEXT YEAR.

BUT IT'S SOMETHING THAT EVERY YEAR WE HAVE TO LOOK AT ALL OF THE FACTORS.

SO I GUESS WE'LL JUST HAVE TO PUT GUIDANCE OUT TO THE EMPLOYEES, DON'T GET SICK, DON'T HAVE ACCIDENTS, AND DON'T GET CAVITIES.

WELL, AND IT'S SOMETHING THAT PART OF OUR WELLNESS PROGRAM IS IN ORDER TO ACTUALLY IMPROVE THAT EXPERIENCE RATING.

UM, BECAUSE THE MORE THAT WE CAN PREVENT, AND ESPECIALLY EXPENSIVE ILLNESSES, IF WE CAN CATCH IT EARLY ON, IT'LL ACTUALLY LOWER THAT EXPERIENCE RATING.

SO WHAT YOUR VISION SHOULD BE IS TO LOOK FOR A UNIFORM RATE WHERE THE FAMILY RATE IS YOUR BASELINE.

AND WITH THAT BASELINE, YOU GIVE ALL EMPLOYEES THAT AMOUNT OF MONEY TO WORK WITH AS HEALTHCARE DOLLARS AND THEY GO SHOPPING.

IF THEY WANT TO PUT IT ALL INTO HEALTH INSURANCE, THEY CAN, IF THEY WANT TO PUT IT INTO THEIR PRESCRIPTIONS, THEY CAN, THEY WANT TO PUT IT INTO DENTAL EYE, ET CETERA.
