UM, I DON'T KNOW WHY WE'RE DEALING WITH A PERSONAL PROPERTY TAX THAT'S MUCH HIGHER THAN A TON OF COUNTIES IN THE STATE OF VIRGINIA.

UM, I THINK YOU GUYS, UH, KNOW THAT THIS COUNTY HAS A SPENDING PROBLEM.

AND I'M NOT BLAMING THE INDIVIDUALS HERE.

I THINK IT'S BEEN GOING ON FOR A, A LONG TIME.

UM, AND NEEDS TO BE REIGNED IN.

WE NEED TO REASSESS WHERE WE'RE AT AND LOOK AT THINGS AS, HEY, MAYBE WE NEED TO DO THINGS TO BRING THE KIND OF PEOPLE HERE THAT WE WANT.

UH, PEOPLE THAT TAKE CARE OF THE COMMUNITY THAT ARE RESPONSIBLE.

UM, YOU CAN LOWER THE TAX BASE AND, AND BRING THOSE KINDS OF PEOPLE IN.

AND, UH, ON TOP OF THAT, I'M, I, I'M VERY KEENLY AWARE OF THE SCHOOL BUDGETING.

UM, AND THAT IT'S BEEN GOING UP ABOUT 2 MILLION.

YEAH, ABOUT 2 MILLION, 3 MILLION EVERY YEAR, MORE OR LESS.

AND, HEY, ROLL EXAMINER.

HOW YOU DOING? UM, I'VE BEEN LOOKING AT THE, UM, SCHOOL BOARD, UM, TO, LIKE, THEY LAY OUT WHAT THEIR AGENDA IS AND IT SEEMS THAT THERE'S A PATTERN OF THEM NOT PUTTING UP THEIR, UM, AGENDA ITEMS WHEN IT COMES TO THE BUDGET.

AND I'LL, I'M JUST GONNA COME UP REAL QUICK JUST TO SHOW YOU GUYS ON MY PHONE.

AND SO THEY DON'T BRING UP THE BUDGET, UM, ON A CONSISTENT BASIS.

THIS HAS HAPPENED REPEATEDLY.

AND THEN WHAT THEY DO IS THEY HAND THE OTHER SCHOOL BOARD MEMBERS THE BUDGET IN PERSON.

SO THERE'S A LACK OF ACCOUNTABILITY HERE.

THERE'S A LACK OF TRANSPARENCY HERE.

AND SO WHAT I'M SAYING IS DON'T LET THE SITUATION GET WORSE THAN IT ALREADY IS.

FLATTEN THEIR BUDGET, DON'T INCREASE IT WHATSOEVER.

THEY'RE SHOWING TO YOU THAT THEY'RE RESPONSIBLE.

THEY'RE CLOWNING YOU GUYS, THEY'RE LAUGHING IN YOUR FACE.

THEY'RE PRESENTING THESE MULTIMILLION DOLLAR BUDGETS.

AND THEN LIKE WHEN YOU GRAB, UM, A FRACTION OF IT, THAT'S STILL A VICTORY TO THEM AS LONG AS THEY'RE STILL DOING BAD BEHAVIOR, AS LONG AS THEY'RE, THEY'RE PAYING FAT CAT ADMINISTRATORS AND LEAVING THEIR TEACHERS BEHIND.

SO I IMPLORE YOU GUYS TO THINK ABOUT REDUCING

AND REVERSING THE TAX INCREASE AT NEXT OPPORTUNITY AND THEN REDUCING IT FURTHER TO COMPENSATE FOR THE FACT THAT THE TAXES WERE INCREASED.

BECAUSE THIS IS A SPENDING PROBLEM.

IT IS NOT, IT IS NOT A REVENUE PROBLEM.

AND THIS IS MOSTLY FOR, UM, PEOPLE IN THE ROOM, PEOPLE WATCHING ONLINE, UM, WHO'VE RECENTLY RECEIVED THEIR TAX BILL.

UNFORTUNATELY, THIS BOARD VOTED TO INCREASE THE TAX RATES ON BOTH THE PROPERTY TAX AND THE PERSONAL PROPERTY TAX.

AND, UM, I REALIZE EVEN IF RIGHT NOW IT'S, UH, TOO LATE TO REVERSE IT FOR THIS FISCAL YEAR, JUST GONNA KEEP COMING BACK AND REMINDING PEOPLE THAT THIS HAS HAPPENED SO THAT IT'S FRESH ON THEIR MEMORIES UNTIL THE NEXT TIME THAT YOU CAN REVERSE THESE TAX INCREASES COMPLETELY, BECAUSE SIMPLY IT'S UNJUST THAT PEOPLE HAVE TO KEEP SUFFERING AND ENDURING THIS.

UH, WE SHOULD COMPLETE THEM IN JUNE AND WE'RE ALSO STARTING JUNE MOWING THE SECONDARY ROUTES.

UH, WE CONDUCTED ASPHALT PATCHING ON VARIOUS ROUTES AND WE'LL ALSO CONTINUE THAT MONTHS THIS MONTH AS WE BEGIN THE PREP WORK FOR OUR SUMMER SURFACE TREATMENT SCHEDULE.

WE'VE REPLACED TWO STORM WATER PIPES ON THREE 40.

WE'VE DONE SOME SHOULDER REPAIRS ON VARIOUS ROUTES THAT WILL CONTINUE IN THIS MONTH, INCLUDING SOME SHOULDER REPAIRS ALONG 5 22 NORTH.

WE'VE TRIMMED THE BRUSH ON, UH, UH, SPEED LANE AND WE'LL CONTINUE THAT.

UH, WE'RE MOVING THAT CREW IN, UH, TO SPREAD OUT ON OTHER ROUTES.

THIS MONTH.

WE'VE CLEANED SEVERAL PIPE INLETS ON THE VARIOUS ROUTES AND EVERMORE PATCHING OF POTHOLES.

AND WE'VE ALSO GRADED OUR STABILIZED ROADS AND WE'VE APPLIED STONE WHERE NEEDED.

AND WE HAVE ALSO CONTINUED WITH LITTER COLLECTION, UH, SOME BOARD CONCERNS IN THE PAST.

UH, THE WARNING LIGHTS AT HIGH KNOB.

UM, I CHECKED ON THOSE AGAIN TODAY.

WE'VE BEEN WAITING ON THE CONTRACTOR TO SECURE THE MATERIALS AND BEGIN THE INSTALLATION.

THE LATEST WE GOT FROM 'EM, UH, TODAY WAS IN THE NEXT 30 TO 60 DAYS.

I HOPE THAT THEY CAN KEEP THAT UP.

UH, ROCKLAND ROAD BRIDGE HAD CONTRACTORS ON SCHEDULE.

WE HAVE COMPLETED THE COSMETIC IMPROVEMENTS ON THE DETOUR ROUTE AND, UH, THEY'RE CHECKING ON THAT ABOUT EVERY TWO WEEKS TO SEE IF THERE'S ANYTHING THAT NEEDS PASSING ON THAT.

THE SHE SHELL TRAIL, UH, RAIL TRAIL HAS BEEN CONTEMPLATED FOR MANY YEARS NOW, AND THERE ARE ARE NINE TOWNS AND THREE COUNTIES, UH, THAT HAVE, UH, YOU KNOW, ALONG THIS 50 MILE TRAIL THAT USED TO BE A RAIL BUT HASN'T BEEN USED FOR RAIL SERVICE FOR MANY YEARS.

AND, UH, THIS PROCESS WAS GOING ALONG QUITE WELL.

THERE WERE STATE APPROPRIATIONS AT ONE POINT, UH, AND THOSE KIND OF GOT HELD UP WHEN ANOTHER COMPETING INTEREST CAME IN.

IT WANTS TO MAINTAIN RAIL SERVICE AND OFFER A TRAIL OPTION.

UM, SO THIS COMPETING IDEA IS BEING EVALUATED BY VDOT AND, AND, UH, YOU KNOW, IT'S, IT'S, THEY'RE, HOPEFULLY EVERYBODY IS TRYING TO SET, SET UP A SITUATION WHERE THERE'S AN APPLES TO APPLES COMPARISON AND A FAIR EVALUATION CAN BE DONE.

BUT I WANT TO ENCOURAGE PEOPLE, UH, TO LEARN ABOUT THIS, UH, THAT THERE'S A, YOU KNOW, THE STUDIES THAT CAME OUT IN APRIL, 2023 OR, OR I'M NOT SURE IT WAS 23 OR 21, BUT, UM, THE POTENTIAL FOR BENEFITS OF THESE NINE TOWNS AND THREE COUNTIES.

THERE'S OVER $30 MILLION IN TERMS OF TOURISM OPPORTUNITIES FOR PEOPLE THAT ARE COMING INTO THE SHENANDOAH VALLEY.

SO, UH, FRONT ROW IN, IN WARREN COUNTY AT THE NORTH END OF THIS, AND IT GOES, UM, UH, DOWN SOUTH.

SO, UM, WE KIND OF SAT DOWN WITH, UH, THE SCHOOL BOARD FINANCIAL DIRECTOR AND KIND OF WANTED TO GET OUR ARMS AROUND THE, UH, CLOSED IN FOR FISCAL YEAR 23.

UM, I ALSO ATTENDED THE RSW FINANCE AND COMMITTEE MEETING, WHICH IS, I'M NEW TO THAT COMMITTEE, SO, UM, THINGS SEEMED TO BE GOING WELL AS FAR AS OUR DISCUSSIONS.

AND WE WILL BE APPLYING THAT TO THE $2,000 THAT THE KNIGHT PATTY FUND OF, UM, THESE, UH, SONS OF AMERICAN REVOLUTION HAVE CONTRIBUTED TOWARD THIS PROJECT.

AND WE ARE CURRENTLY IN THE DESIGN PHASE OF BOTH THE BENCH FOR HAVING THE SOLDIER'S NAMES PUT ON THAT AND, UH, ASSOCIATED, UH, PARTNERS AT SUCH AS MORIN COUNTY AND, UM, THE SONS OF AMERICAN REVOLUTION.

WE ALSO ARE WORKING ON A BROCHURE, UH, TO IDENTIFY THE SOLDIERS, BOTH THAT ARE ON THE BENCH, WHO ARE, UH, BURIED HERE IN WARREN COUNTY, BUT ALSO THOSE WHO WERE FROM WARREN COUNTY AND FOUGHT IN THE BATTLE.

UM, AND THEN ALSO A PLAQUE.

WE ARE DESIGNING A PLAQUE TO GO ADJACENT TO THE BENCH, WHICH WILL BASICALLY PAIR WITH THE EXISTING PLAQUE FROM THE DAUGHTERS OF AMERICAN REVOLUTION.

UH, AS I SAID, WE'RE MOVING FORWARD WITH THIS.

UM, SO I'LL GO, GO AHEAD AND READ THROUGH THESE CONDITIONS FOR THIS FIRST ONE AND LET YOU KNOW IT'S DIFFERENT FOR THE REMAINING SHORT TERM TOURIST RENTAL APPLICATIONS TONIGHT.

UH, CONDITION NUMBER ONE, THE APPLICANT SHALL COMPLY WITH ALL WARREN COUNTY HEALTH DEPARTMENT, WARREN COUNTY BUILDING INSPECTIONS AND VIRGINIA STATEWIDE FIRE PREVENTION CODE REGULATIONS AND REQUIREMENTS.

NUMBER TWO, THE MAXIMUM NUMBER OF OCCUPANTS SHALL NOT EXCEED THE SYSTEM CAPACITY AS DETERMINED BY THE HEALTH DEPARTMENT PERMIT PER WARREN COUNTY CODE SECTION 180 DASH 56 4 B.

THE CERTIFICATE OF ZONING SHALL ONLY BE ISSUED WITH APPROVED HEALTH DEPARTMENT RECORDS.

NUMBER THREE, THE APPLICANT SHALL HAVE THE WELL WATER TESTED ANNUALLY FOR E COLI AND COLIFORM BACTERIA AND A COPY OF THE RESULTS SHALL BE SUBMITTED TO PLANNING AND HEALTH DEPARTMENTS.

NUMBER FOUR, THE APPLICANT SHALL HAVE THE SEPTIC SYSTEM MAINTAINED ANNUALLY BY A LICENSED OPERATOR AS REQUIRED FOR AN ALTERNATIVE ONSITE SEWAGE DISPOSAL SYSTEM.

SO THIS, UH, IS NOT, BUT A COUPLE FEET ACTUALLY ABOVE THAT IT WOULD BE, IT'S, IT IS HIGHER GRADE.

SO I WOULD SAY ACTUALLY PROBABLY CLOSER TO MAYBE, MAYBE 10 FEET ABOVE WHAT THE EXISTING ONE MIGHT BE.

UM, THE PLANNING COMMISSION DID MOVE THIS FORWARD WITH THEIR RECOMMENDATION FOR APPROVAL WITH THE FOLLOWING CONDITIONS.

THE HOTEL SHALL NOT EXCEED 55 FEET IN HEIGHT.

NUMBER TWO, THE EXTERIOR FACADE OF THE HOTEL SHALL INCLUDE STONE OR A FAUX STONE FACADE.

ACCENT NUMBER THREE, ARCHITECTURAL RENDERINGS OF THE HOTEL MUST BE SUBMITTED TO THE PLANNING COMMISSION DURING THE FINAL SITE PLAN APPROVAL PROCESS, AND APPROVED BY THE PLANNING COMMISSION FOR COMPLIANCE WITH COUNTY ORDINANCES.

WE HAVE SINCE ADDED THE CAMPGROUND USE BACK IN 96 AND, UM, ESSENTIALLY EVERYTHING THAT'S BEEN CAMP RELATED HAS BEEN THROUGH, UM, THAT USE SINCE THEN.

UM, CURRENTLY IN OUR HANDBOOK AS IT'S WRITTEN, UM, OUR CANINE HANDLERS ARE COMPENSATED ON THEIR DAYS ON FOR ADDITIONAL TIME FOR HANDLING THEIR DOGS, AND IT SHOULD BE FOR THEIR DAYS OFF.

UM, SO WE HAVE TWO OPTIONS.

ONE IS THAT THEY RECEIVE AN HOUR OF PAY ON EACH OF THEIR DAYS OFF, AND OPTION B IS A FLAT RATE OR A STIPEND THAT EACH HANDLER WOULD BE, UM, GIVEN FOR HANDLING A DOG.

SO THAT WOULD BE ADDED TO THEIR BASE SALARY.

AND IF THEY NO LONGER SERVE AS A CANINE HANDLER, THAT WOULD BE REMOVED VERY SIMILAR TO WHAT WE HAVE IN PLACE FOR FIRE AND RESCUE FOR OUR CERTIFICATIONS.

UM, THE ONLY PHYSICAL DIFFERENCE IS THAT ONE OF OUR HANDLERS WORKS FIVE DAYS AND IS OFF TWO, WHEREAS THE OTHERS WORK FOUR ON FOUR OFF ON A ROTATION.

SO WITH THE STIPEND, HE WOULD RECEIVE SLIGHTLY MORE THAN THE OTHER HANDLERS WOULD GIVEN THE DAYS OFF QUESTION.

COUNTY OF WARREN WITH PHI HEALTH, LLC AND RIVERMONT FODDER DEPARTMENT ASSISTANT CHIEF TCO.

GOOD EVENING MADAM CHAIR.

MEMBERS OF THE BOARD AND COUNTY STAFF.

UH, WHAT WE HAVE BEFORE US IS

A MEMORANDUM OF AGREEMENT BETWEEN THE COUNTY OF WARREN PHI HEALTH LLC IN THE RIVERMONT VOLUNTEER FIRE DEPARTMENT.

OPTIMALLY, PHI HEALTH IS GOING TO REPLACE THE LIVING QUARTERS TRAILER AT THE FRONT ROYAL WARRING COUNTY AIRPORT.

UH, THAT PROCESS WILL INVOLVE, UH, A CONTRACTOR REMOVING THE CURRENT TRAILER, UH, TAKING DELIVERY OF A NEW TRAILER UNIT SET UP OF THAT TRAILER UNIT IN THE OUTFIT, ET CETERA.

SO DURING THAT TIME, PHI HEALTH, UH, WILL BE WITHOUT A, UH, LIVING QUARTERS IN AN OPERATIONAL HUB FOR THEIR STAFF.

UM, SO THEY APPROACHED, UH, THE COUNTY OF WARREN AND RIVERMONT FIRE DEPARTMENT ABOUT THE POSSIBILITY OF, UH, AN AGREEMENT OR PARTNERING WITH US TO, UH, RELOCATE THEIR STAFF LIMITED EQUIPMENT SO THEY CAN ENSURE THE CONTINUITY OF OPERATIONS.

UH, OUR STAFF HAS WORKED WITH PHI HEALTH, UH, THE RIVERMONT VOLUNTEER FIRE DEPARTMENT AND HAS DRAFTED THE AGREEMENT THAT YOU SEE BEFORE YOU WITH, UH, LEGAL REVIEW AS WELL AS P'S LEGAL REVIEW, UH, AND RIVER MONTHS, UH, BOARD OF DIRECTORS APPROVAL.

UH, ULTIMATELY WE THINK THAT THIS, UH, OPTION IS, UM, BEST FOR OUR RESPONSE SYSTEM AS WE ARE HEAVILY DEPENDENT ON PHI HEALTH, UH, AND THE AIR CARE UNIT, UH, TEAM FOR, UM, THE TRANSPORT OF OUR CITIZENS.

UM, SHOULD THEY GO OUT OF SERVICE AND NOT BE AVAILABLE FOR CALL OUT, WE FEEL THAT THAT WOULD BE EXTREMELY DETRIMENTAL TO OUR CITIZENRY.

SO THIS IS JUST A GOOD FIT.
