THAT WAS A PROJECT WE STARTED IN 2020, AND IT TOOK A WHILE, BUT I WANNA GIVE THANKS TO, FIRST OF ALL, TARYN LOGAN, WHO DID A GREAT JOB PUTTING IN THE GRANT APPLICATION, THE FIRST ONE, UM, TO GET THE MONEY FROM THE DUPONT, UM, CLEANUP FUND. AND JEFF HAYES WAS, UM, INSTRUMENTAL IN THAT. THEN WHEN HE RETIRED, HE PASSED THE TORCH ON TO MICHAEL FEL, WHO THEN PASSED THE TORCH ON TO JANE MEADOWS. AND TO HAVE SAID, UH, HAVE IT BE BY, UH, CONDITIONAL USE PERMIT IN THE AGRICULTURAL ZONING DISTRICT AND HOW THAT MIGHT IMPACT AN ACTIVITY SUCH AS A PRIVATE PARTY OR A FUNDRAISER AT SOMEONE'S HOUSE. UH, I COULD CONFIRM THAT THE NON-CON CONFIRM NON-COMMERCIAL FAIRGROUND USE HAS NOT BEEN REFERENCED OR USED FOR PERMITTING PURPOSES SINCE THE ADOPTION OF THE ZONING ORDINANCE AND HAS NEVER BEEN USED TO CLASSIFY SUCH A PRIVATE PARTY OR A FUNDRAISER AS A FAIRGROUND USE. UH, FOLLOWING THE PUBLIC HEARING, THE PLANNING COMMISSION HAD CONCERNS RELATED TO THE MINIMUM LOT SIZE REQUIREMENT WITH THE POSSIBILITY OF RESTAURANT ACCOMMODATIONS WITHIN A RURAL RESENT CENTER. THERE WAS DISCUSSION OF ADDING A RESTRICTION ON PERMANENT RESTAURANT FACILITIES FOR RURAL RESORT CENTERS ON PARCELS LESS THAN 30 ACRES IN SIZE. UH, SO WE DID BRING IT BACK TO THE PLANNING COMMISSION ON UH, JULY 10TH. UH, AND IT INCLUDED A NEW PROPOSED SUBSECTION C FOR RESTAURANT ACCOMMODATIONS. UH, THESE PROPOSED SUPPLEMENTARY REGULATIONS, UH, AT A 30 ACRE MINIMUM LOT SIZE REQUIREMENT FOR THE ESTABLISHMENT OF A PERMANENT RESTAURANT FACILITY ACCESSORY TO THE RURAL RESORT CENTER WITH THE ABILITY OF THE BOARD OF SUPERVISORS TO ALSO LIMIT OR PROHIBIT PERMANENT RESTAURANT FACILITIES, UH, ON THOSE THAT ARE GREATER THAN 30 ACRES IN SIZE IF THERE'S A LOCATION ISSUE. UH, AND THERE'S ALSO A REQUIREMENT FOR OFF STREET PARKING, WHICH WOULD BE IN ADDITION TO WHAT'S ALREADY REQUIRED UNDER SUBSECTION A FIVE OF THE DRAFT SUPPLEMENTARY REGULATIONS. AND THE MAXIMUM OCCUPANCY SET BY THE CONDITIONAL USE PERMIT CONDITIONS OR THE HEALTH DEPARTMENT PERMIT WOULD INCLUDE THE TOTAL PERMISSIBLE OCCUPANCY OF ALL LODGING, RECREATIONAL, AND RESTAURANT ACTIVITIES. UH, OTHER THAN THAT, THE PLANNING COMMISSION DID DISCUSS FURTHER CHANGES TO THE OFF STREET PARKING REQUIREMENTS. UH, INITIALLY THERE WERE CONCERNS THAT WE WOULD BE REQUIRING TOO MUCH PARKING OR IT WAS TOO UNCLEAR. UH, SO THEY, THEY DETERMINED THAT THERE SHOULD BE A SET NUMBER OF, UH, SPACES REQUIRED PER LODGING UNIT AND PER EMPLOYEE. AND THAT IT WOULD BE DETERMINED DURING REVIEW OF THE ILLUSTRATIVE DEVELOPMENT PLAN AS TO WHAT PARKING WOULD BE NECESSARY FOR THE VARIOUS, UH, RECREATIONAL AND RESTAURANT ACTIVITIES. UM, BUT WITH THOSE CHANGES, THE PLANNING COMMISSION DID MOVE THIS FORWARD WITH A RECOMMENDATION OF APPROVAL. IT'S UNANIMOUS.
