ALLEGIANCE, ALLEGIANCE, FLAG, FLAG OF THE UNITED STATES OF AMERICA TO REPUBLIC FOR WHICH IT STANDS.

ONE NATION UNDER GOD IN LIBERTY AND JUSTICE FOR HONOR, UH, THANK YOU VERY MUCH.

IT'S ALWAYS GOOD THING TO STATE THE PLEDGE OF ALLEGIANCE, BUT ON THIS ANNIVERSARY, I THINK IT HAS A LITTLE BIT, YOU KNOW, MORE SIGNIFICANCE.

AND SPEAKING OF WHICH, NEXT WOULD BE A MOMENT OF SILENCE AND REMEMBRANCE OF NINE 11.

OKAY.

THANK YOU.

OUR NEXT ITEM IS THE ADOPTION OF OUR AGENDA.

MR. CHAIRMAN, MAKE A MOTION TO ADOPT THE AGENDA AS PRESENTED.

I'LL SECOND.

OKAY.

ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE.

OPPOSED? MINUTES ARE ADOPTED.

[VI. Public Presentations]

NEXT IS PUBLIC PRESENTATIONS.

PUBLIC PRESENTATIONS ARE LIMITED TO ISSUES THAT ARE NOT INCLUDED IN THE MEETING AGENDA AS INTENDED, AS AN OPPORTUNITY FOR THE PUBLIC TO GIVE INPUT ON RELATIVE PLANNING ISSUES NOT INTENDED.

AS A QUESTION AND ANSWER PERIOD, IF ANYONE'S COMING FORWARD, OUR RULES OF ENGAGEMENT DO APPLY ALONG WITH A THREE MINUTE TIME LIMIT.

BUT IF ANYONE HAS ANYTHING TO SAY, PLEASE COME FORWARD.

STATE YOUR NAME AND ADDRESS AND SAY WHAT'S ON YOUR MIND.

MR. CHAIRMAN, WE ACTUALLY DID HAVE A COUPLE PEOPLE SIGN UP.

OKAY.

ALL RIGHT.

JEFF BAGLEY.

OH MY GOD.

JEFF, EVERYONE.

GOOD EVENING.

MR. CHAIRMAN.

BOARD OR PLANNING COMMISSION? UH, MY NAME IS JEFF BAGLEY.

I LIVE IN THE NORTH RIVER DISTRICT.

I'M GETTING READY TO BUILD A HOUSE IN THE SOUTH RIVER DISTRICT.

I I'M HERE TO TALK ABOUT THE PROPOSED, UH, GUN RANGE IN, IN BENTONVILLE.

UM, LAST NIGHT'S PRESENTATION, THE, UH, THE, THE OFFICER HAD PRESENTED IT, I WON'T SAY HIS NAME, BUT HE HAD PRESENTED, THE FIRST THING WAS THE SAFETY.

WELL, WHEN YOU HAVE SAFETY, YOU, YOU'RE, HE'S BEHIND THE PISTOL WHEN YOU'RE IN FRONT OF THE PISTOL AT 67 FEET, WHICH, WHICH MY PROPERTY IS, HE IS BASICALLY SHOOTING RIGHT AT US.

AND IT'S NOT A COUPLE OF SHOTS.

IT'S, UH, IT'S, IT'S AROUND 80,000.

I I LOOKED THIS UP FROM MAY 17TH, 2022.

WAS IN THE NORTHERN VIRGINIA PAPER, UH, FROM THE PREVIOUS, PREVIOUS SHERIFF.

HE HAD STATED THAT THERE'LL BE 80,000 SHOTS PER YEAR.

SO IF YOU DIVIDE THAT DOWN BY THE 20 TO 25 DAYS THAT, THAT THE SHERIFF'S DEPARTMENT WAS LOOKING FOR, IT'S, IT'S 3,200 ROUNDS PER DAY.

YOU BREAK THAT DOWN INTO 10 HOURS, WHICH IT START AT 8:00 AM TO ABOUT SIX EIGHT, 6:00 PM WHICH WILL BE A LITTLE LONGER IN THE SUMMER, A LITTLE SHORTER THAN THE WINTER.

UH, IT'S, IT'S A SHOT ABOUT EVERY 11.25 SECONDS, 11.25 SECONDS.

SO WHAT I'M SAYING IS, IS THE 67 FEET THAT MY PROPERTY IS LIKE RIGHT SQUARE AGAINST IT.

WE'RE NOT SHOOTING BESIDE IT.

WE'RE SHOOTING AT IT.

IT'S, IT'S NOT SAFE FOR, FOR, FOR, FOR MYSELF.

IT'S NOT SAFE FOR MY WIFE TO BE THERE.

IT'S NOT SAFE FOR MY KIDS TO BE THERE, MY GRANDKIDS TO BE THERE.

YOU'RE BASICALLY TELLING ME THE DAYS I CAN BE THERE AND CAN BE THERE WHEN, WHEN I BUILD A HOUSE, AM I GONNA BE ABLE TO STAY IN MY HOUSE AND FEEL SAFE.

I, I KNOW THIS IS IN THE QUESTION AND ANSWER, BUT I, I ASK THAT, THAT YOU HEAR MY PLEA AND THAT YOU HEAR MY VOICE.

I, I'VE LIVED IN THE COUNTY FOR THE 60 YEARS.

I'VE BEEN ON THIS SPACE OF THE EARTH AND, UM, I I, HOPEFULLY YOU, YOU WILL HEAR WHAT I'M SAYING.

THANK Y'ALL FOR YOUR TIME.

GOD BLESS YOU.

THANK YOU.

I'M GONNA POSE THIS QUESTION FIRST.

UH, BRIAN AND CAROLYN, DID YOU MEAN TO SIGN UP FOR YOUR PUBLIC HEARING OR FOR THE, OKAY, THAT'S WHAT I THOUGHT.

I JUST WANTED TO MAKE SURE.

JOHN JENKINS,

[00:05:07]

GOOD EVENING NAME'S JOHN JENKINS, 2 4 1 GILET RIDGE ROAD, BENTONVILLE, VIRGINIA.

I'M HERE AGAIN TONIGHT.

ALSO ABOUT THE FIRING RANGE FROM BENTONVILLE.

I KNOW TWO WEEKS AGO AT THIS BOARD MEETING HERE, UH, HE HAD ASKED QUESTIONS.

ANY WORD BACK FROM THE SHERIFF'S DEPARTMENT NEEDED MORE INFORMATION? UH, THEY PREVENTED THEY DID A PRESENTATION LAST NIGHT, UH, WHICH AMOUNTED TO, UH, ONE PAGE OF INFORMATION, WHICH, UH, I DIDN'T FIND VERY IMPRESSIVE.

UH, I DON'T THINK THE BOARD LAST NIGHT, UH, WAS TOO IMPRESSED WITH IT EITHER.

SO ONE OF THE BIG THINGS WAS THE SAFETY AND THE OTHER THINGS WAS THE COST.

WE'VE ALREADY JUST TALKED ABOUT THE SAFETY.

UH, ONE OF THE THINGS HE DIDN'T MENTION WAS THAT IF YOU, I'M OUT THERE WITH MY PISTOL AND I'M SHOOTING AT MY NEIGHBOR'S HOUSE 67 FEET AWAY.

HE CALLS THE SHERIFF'S DEPARTMENT.

THEY'RE GONNA CALL THAT RECKLESS ENDANGERMENT WITH A FIREARM COUNTY ATTORNEY'S SITTING OVER HERE.

MAYBE HE CAN CLARIFY THAT FOR YOU AFTER WE'RE ALL DONE.

BUT THAT IS AGAINST THE LAW.

IT'S A VIOLATION CAN LEAD TO A FELONY.

ALL THE NOISE REGULATIONS THAT WE'VE BROUGHT UP, NOISE REGULATIONS, QUALITY OF LIFE, COUNTY REGULATIONS, STATE REGULATIONS, AND FEDERAL REGULATIONS, NO ONE FROM THE COUNTY HAS QUESTIONED THE ATTORNEYS ABOUT WHAT'S LEGAL AND WHAT'S NOT LEGAL.

IF IT'S NOT LEGAL, WHY DO WE CONTINUE TO PUT IT OUT THERE? THERE'S LIKE, THERE'S NO LEADERSHIP.

NO ONE PERSON'S IN CHARGE TO FIGURE OUT WHAT'S GOING ON.

THE OTHER ISSUE WAS THE COST.

NOW, HE HAD, HE HAS A PAPER HERE THAT SAYS, YOU KNOW, MINIMUM COST, MORE COST BUT NO COST, NO DOLLAR SIGN.

YOU KNOW, I WORKED ALL MY LIFE AND I DON'T BUY ANYTHING UNLESS I KNOW WHAT'S GONNA COST.

I DON'T GO OUT AND JUST START A PROJECT WITHOUT HAVING SOME KIND OF A DOLLAR FIGURE.

YOU KNOW, THE TAXPAYERS IN THE COUNTY ARE PAYING MILLIONS OF DOLLARS TO COMPENSATE FOR WHAT EDA STOLE MISUSE OF FUNDS.

YOU DON'T, YOU DON'T DO YOU KNOW HOW MUCH THE TAXPAYERS ARE, HAVE TO PAY TO ACCOUNT FOR ALL OF THAT.

WHEN YOU WANT TO GO OUT HERE IN BENTONVILLE, START A PROJECT WITH NO IDEA WHAT'S GOING ON AND TRY TO TELL ME THAT VOLUNTEERS ARE GONNA GET THAT WORK DONE.

THEY HAD QUOTED 300 TRUCKLOADS OF DIRT.

YOU'RE A CONTRACTOR WHO'S GONNA VOLUNTEER TO GO OUT AND EXCAVATE 300 DUMP TRUCKLOADS OF DIRT AND SPREAD IT ACROSS THAT LANDFILL.

EVEN IF THE SHERIFF'S HUSBAND IS A CONTRACTOR.

I DON'T SEE 'EM VOLUNTEERING TO DO THAT.

I LIKE TO KNOW WHAT IT'S GONNA COST.

NOW WE CAN SPEND $500,000 OUT THERE IN SHOOTING THE DIRT, OR WE CAN SET THIS THING ASIDE BECAUSE IT'S ONLY $15,000 A YEAR FOR 'EM TO DO WHAT THEY'VE BEEN DOING FOR THE PAST 50 YEARS AND DO THE RIGHT THING AND GET AN INSIDE FRYING RANGE.

SPEND THE MONEY AND BE DONE WITH IT.

ALRIGHT, THANK YOU.

THANK YOU.

DREW BAGGER EIGHT.

GOOD EVENING, DREW BAGLEY, TWO 15 RIVERRIDGE DRIVE LIVE IN NORTH RIVER.

SON OF THE LANDOWNER RIGHT THERE IN SOUTH RIVER.

THAT PROPERTY ADJOINS TO, UM, SENT AN EMAIL OUT TO EVERYBODY TODAY.

NOT SURE IF EVERYBODY GOT IT.

I KNOW MR. GORDON YOU DID NOT.

UM, YEAH, I YOU WEREN'T IN THE EMAIL 'CAUSE I MISSED YOU.

UM, BUT I PROVIDED INFORMATION BEYOND WHAT THE SHERIFF'S OFFICE IS PROVIDING.

FACTUAL INFORMATION OF NOISE REGULATIONS THAT ARE, ARE SUPPOSED TO BE UP TO STANDARD THAT SHERIFF'S OFFICE IS SUPPOSED TO ENFORCE, WHICH I CONDUCTED THE TEST.

THEY WERE THERE WITH ME.

119 DECIBELS, 115 DECIBELS.

THAT'S WELL ABOVE WHAT'S ALLOWED.

67 FEET IS BLATANT DISREGARD FOR A PROPERTY OWNER.

AND SAFETY.

ALSO, I PROVIDED IN THAT EMAIL THAT THE CODE OF ETHICS IS WHAT SHERIFF'S OFFICE SWEARS TO SECOND SENTENCE IN, IN THERE SAYS THAT THEY WILL PROTECT THE INDIVIDUALS AND THEIR PROPERTY.

SO THEY CAN EITHER GO AGAINST OUR CODE OF ETHICS OR DO THE RIGHT THING AND FIND A DIFFERENT PLACE.

ALSO, ON TOP OF THAT EMAIL, I SENT IT TO VIRGINIA ACCREDITATION FOR THE SHERIFF'S OFFICE, WHICH CURRENTLY FROM THE PREVIOUS SHERIFF WE WERE ACCREDITED IN THAT IF THE CURRENT SHERIFF LOSES THAT THEY LOSE GRANT MONEY AND EVERYTHING ELSE THAT THEY'RE GETTING MONEY FOR, I ALSO SENT IT TO THE COMMISSION'S OFFICE OF THE SHERIFF'S OFFICE AND EVERYBODY ELSE THAT LOOKS OVER TOP, I HAVE CONTACTS THAT I CAN REACH OUT TO TO ENSURE THAT THE SHERIFF'S OFFICE IS CONDUCTING

[00:10:01]

THEMSELVES IN A MANNER THAT UPHOLDS A STANDARD OF ACCREDITATION.

SO THEY CAN EITHER PICK A DIFFERENT SPOT THAT DEEMS THEY'RE PROTECTING MYSELF, MY LAND, AND MY FAMILY, OR SEE WHAT IT'S GONNA COST THEM IN THE END.

YES, THIS MIGHT BE TENS OF THOUSANDS THAT COST THEM TILL THEY SHOOT ME, MY FAMILY MEMBER AND IT'S GONNA COST THEM MILLIONS.

WE'RE UP HERE FIGHTING THIS SO WE HAVE PROOF THAT WE ARE FIGHTING IT.

IF THE SHERIFF OFFICE ACCIDENTALLY INJURES ONE OF US, IT'S NOT GONNA BE CHEAP.

I CAN ASSURE YOU OF THAT.

THEY'RE GONNA CONDUCT THEMSELVES IN A MANNER IN WHICH IS NOT CONDUCIVE OF WHAT A SHERIFF'S OFFICE SHOULD BE.

THANK YOU.

THANK YOU.

THAT IS THE END OF THE SIGNUP SHEET.

OKAY.

IS THERE ANYONE ELSE THAT CARES TO MAKE A PUBLIC PRESENTATION? NOT ON THIS, BUT ANYTHING ELSE THAT'S NOT ON OUR AGENDA? I'M NOT SURE.

COVER THREE.

MM-HMM? ? YEAH.

YES.

YEAH.

THIS IS STUFF THAT'S NOT ON THE AGENDA.

THIS IS, YEAH.

NOT, I DON'T.

OKAY.

WE'LL SEE IF NO ONE COME FORWARD, THEN WE'LL CLOSE THE PUBLIC PRESENTATIONS AND MOVE INTO THE PUBLIC HEARINGS OF WHICH WE HAVE THREE TONIGHT.

FIRST ONE CUP 20 24 0 8 0 1 CAROLINE HIRSCH AND BRIAN STA ULTI.

HOPEFULLY THAT'S CORRECT.

SORRY ABOUT BUTCHERING IT.

THE PROPERTY MANAGEMENT PLAN HAS BEEN PROVIDED AND REVIEWED BY PLANNING STAFF.

BEFORE WE OPEN THE PUBLIC HEARING, DO THE APPLICANTS HAVE ANYTHING ADDITIONAL TO ADD?

[VII. A. CUP2024-08-01 - Caroline Hersh & Brian Stechschulte - A request for a conditional use permit for a Short-Term Tourist Rental. The property is located at 289 Catron Ridge Road and identified on tax map 42B, section 1, as lot 10A. The property is zoned Residential-One (R-1) and is located in the Thompson Hollow Acres subdivision in the South River Magisterial District. - Kelly Wahl , Planner ]

OKAY.

ALL RIGHT.

WITH THAT, THE PUBLIC HEARING IS NOW OPEN.

DOES ANYONE SIGN TO SPEAK? ANYONE CARE TO SPEAK? YES SIR.

PLEASE COME FORWARD.

STATE YOUR NAME AND ADDRESS.

MY NAME IS JAMES DEBAR.

I LIVE AT 55 CAPES RIDGE ROAD.

I LIVE AT THE BOTTOM OF THE FIRST HOUSE GOING UP THE HILL.

I DON'T THINK WE NEED TO ANY ADDITIONAL TRAFFIC THAN WHAT WE HAVE ON THAT ROAD.

IT'S A PRIVATE ROAD AND IT'S IN BAD SHAPE.

NOBODY'S MAINTAINED IT

[00:15:01]

FOR SEVERAL YEARS AND I THINK TOURIST RENTAL WOULD BE, UH, ADDITIONAL TRAFFIC.

WE REALLY DON'T NEED.

I HAVE A 6-YEAR-OLD THAT LIVES WITH ME THAT LIKES TO GO OUT IN THE ROAD 'CAUSE I HAVE A SMALL FRONT YARD.

I HAVE ANIMALS AND IF SOMEBODY, AND WE HAVE A 10 MILE AN HOUR SPEED LIMIT, BUT NOT EVERYBODY ABIDES BY THAT.

SO I LIKE TO KNOW WHAT THEY'RE GOING TO DO ABOUT TRAFFIC.

SO THAT'S ALL I GOT TO SAY.

OKAY.

THANK YOU SO MUCH.

ANYONE ELSE FOR OR AGAINST? MY NAME'S GLENN FERGUSON.

I'M AT 1 5 8 KARON RIDGE ROAD.

UM, I'M ON THE SAME PAGE WITH THE, THE ROAD BEING NOT THE GREATEST MAINTENANCE AND NOT NEEDING ADDITIONAL TRAFFIC.

UM, AS FAR AS THAT, THAT'S THE ONLY ISSUE I'VE SEEN WITH IT WAS THE ADDITIONAL TRAFFIC.

OKAY.

THANK YOU SO MUCH.

ANYONE ELSE? IF NOT, THE PUBLIC HEARING IS CLOSED AND THE APPLICANTS HAVE AN OPPORTUNITY TO ADDRESS THE COMMENTS.

PLEASE.

SAME THING APPLIES.

STATE YOUR NAME AND ADDRESS AND ALL THAT.

UH, CAROLINE HIRSH.

WE JUST PURCHASED 2 8 9 CATHERINE RIDGE ROAD.

BRIAN ST.

SCHULTE.

BRIAN ST.

SCHULTE, SAME ADDRESS.

THANK YOU.

UM, STACK TY.

UM, YEAH, WE, I UNDERSTAND THOSE CONCERNS.

UM, THE ROAD DOES NEED A LITTLE BIT OF WORK, UM, AND WE'VE TALKED TO A COUPLE NEIGHBORS THAT LIVE FURTHER UP THE ROAD THAN US.

UM, AT ONE POINT THERE HAD BEEN A ROAD MAINTENANCE FUND THAT PEOPLE WERE PAYING INTO, UM, THAT I GUESS THEY STOPPED FOR, FOR WHATEVER REASON.

BUT WE ARE MORE THAN WILLING AND WANT TO MAINTAIN THE ROAD AND MAKE SURE THAT IT IS IN, YOU KNOW, SAFE PASSAGE FOR EVERYONE.

UM, AND I DON'T THINK THAT IT WILL INCREASE THE TRAFFIC.

UM, TYPICALLY PEOPLE, YOU KNOW, COME IN THE MORNING OR DURING THE DAY AND THEN LEAVE MAYBE ONCE OR TWICE.

BUT THAT'S JUST THE NORMAL TRAFFIC THAT ANYONE LIVING THERE WOULD BE DOING ANYWAYS.

SO ANYTHING TO ADD? SECOND, WHAT SHE SAID, , THANK YOU SO MUCH.

THANK YOU.

ALL RIGHT.

THAT IS BACK TO US.

I UNDERSTAND THE TRAFFIC, BUT ONE OF THEIR OPTIONS THIS DOESN'T GO THROUGH WOULD BE A LONG-TERM RENTAL AND A LONG-TERM.

RENTER'S GONNA BE ON THAT ROAD EVERY DAY RATHER THAN JUST WEEKENDS.

SO YOU'D HAVE MORE TRAFFIC THAT WAY.

YEAH, THE STU THE STUDIES HAVE, UH, SHOWED THAT, YOU KNOW, IT'S NOT GONNA RENT 365 DAYS A YEAR WHERE IF IT WAS A LONG-TERM RESIDENT EITHER RENT IT OR THEY LIVE THERE.

SOMEBODY WILL TRAVEL 365 DAYS A YEAR.

IF THIS THING RENTS 30 WEEKS A YEAR, THAT'S ALL THE TRAVEL YOU'LL GET IS IT'S ACTUALLY LESS TRAFFIC, UH, THAN A PERMANENT, PERMANENT RESIDENT, UH, WOULD BE.

YEP.

UH, BUT IT, AS FAR AS THE ROAD FEES, IF THERE'S NOTHING IN THE, UH, YOU KNOW, SUBDIVISION OR IT'S NOT SANITARY DISTRICT, I DON'T KNOW THAT THE COUNTY'S GOT ANY ENFORCEMENT OVER COLLECTING DUES OR ANYTHING.

.

YEAH.

SO THAT, YOU KNOW, THAT WOULD BE ALL BETWEEN THE LANDOWNERS.

WE AS CAMP, WE, UH, USED TO TAKE GO OF THE MAINTENANCE PASSED AWAY.

OH, OKAY.

WELL MAYBE, UH, UH, PUBLIC HEARING'S ACTUALLY CLOSED, BUT WE, WE CAN JUST SAY THAT MAYBE, OH, GOING FORWARD, MAYBE IT WOULD DO GOOD TO REACH OUT TO YOUR NEIGHBORS.

MAYBE EVERYBODY SHOULD GET TOGETHER AND COME UP WITH A, A PLAN FOR SOME ROAD MAINTENANCE BEING THE, UH, THE PREVIOUS GUY SEEMED TO KIND OF HIT IT UP AS PASSED ON.

SO MAYBE WE NEED TO, WE NEED A NEW PERSON, UH, FOR YOU GUYS WOULD MAYBE BE SOMETHING I'D RECOMMEND, BUT NOT ANYTHING WE CAN ENFORCE FROM THE COUNTY.

MR. HENRY, UH, WE DO HAVE A, A TOOL IN PLACE IS, UH, SANITARY DISTRICTS.

UH, THAT'S A TOOL THAT, AS YOU'RE FAMILIAR WITH, UH, HAS BEEN USED IN OTHER RESIDENTIAL ONES, SUBDIVISIONS.

THIS MIGHT, THAT MIGHT BE A, UH, A GOOD SOLUTION FOR THESE, UH, FOR THE CITIZENS OF THE COMMUNITY TO EXPLORE.

UM, YOU KNOW, THEY CAN FIND THE BENEFITS AND THE COST TO WHAT IT WOULD TAKE TO BE A PART OF THAT SANITARY DISTRICT, BUT IT WOULD BE A POSSIBLE OPTION.

AGAIN, AS YOU'RE MENTIONING FOR MAINTAINING THESE ROADS, I HAVE SPOKEN WITH SOMEONE WHO LIVES DOWN THERE AND, AND SHE EXPRESSED IT WAS A BIT OF A CHALLENGE TO KEEP 'EM MAINTAINED AND TAKEN CARE OF.

[00:20:01]

SO I'LL JUST THROW THAT IN TO, UH, CONFIRM.

BASICALLY WHAT YOU'RE TELLING IT IS, IT IS A VALUABLE OPTION.

WE'VE HAD, UH, GREAT SUCCESS IN OTHER, UH, PRIVATE SUBDIVISIONS IN A COUNTY WHERE THEY COULDN'T GET A GOVERNING GROUP TO MAINTAIN THEIRSELVES WHERE YOU COULD ALMOST LIKE HAVING THIRD PARTY HELP YOU MANAGE, YOU KNOW, SO EVERYBODY'S TREATED FAIR AND IN THE, UH, THE DUE COLLECTION THING WAS, I THINK THE BIGGEST, YOU'RE NOT, YOU'RE NOT CHASING THE DUES YOU'RE ACTUALLY FOCUSED ON, I'M NOT PAYING CARE OF THE, THEY MAKE SURE EVERYBODY PAYS EQUAL, YOU KNOW, PUTS THEIR FAIR SHARE IN.

SO IT IS NOT THAT IS A WORKABLE OPTION.

ALL IF IS AS, AS A COMMUNITY, THEY WANNA GO THAT WAY.

ANYBODY GOT ANYTHING ELSE? TAKE A MOTION.

PLEASE MOVE THAT.

THE PLANNING COMMISSION FORWARD THIS APPLICATION TO THE BOARD OF SUPERVISORS WITH A RECOMMENDATION TO APPROVE THE CONDITIONAL USE PERMIT REQUEST OF CAROLYN HIRSCH AND BRIAN S FOR A SHORT TERM TOURIST RENTAL WITH THE CONDITIONS THAT'S RECOMMENDED BY STAFF.

SECOND.

OKAY.

ALL THOSE IN FAVOR PLEASE SAY AYE.

AYE.

AYE.

OPPOSED? AYES HAVE IT, IT'LL BE FORWARDED ON THE BOARD OF SUPERVISORS APPROXIMATELY A MONTH FROM NOW FOR THEIR SAY SO.

THE PROPERTY MANAGER TIFFANY PIER, IS WITHIN THE 30 MILE REQUIRED DISTANCE FROM THE PROPERTY.

UH, COMMENTS WERE RECEIVED FROM THE PROPERTY OWNERS OF SHENANDOAH FARMS. YOU ALL HAVE BEEN PROVIDED WITH A COPY.

UM, BUT I'M AVAILABLE IF YOU HAVE ANY QUESTIONS FOR ME.

OKAY, THANK YOU.

BEFORE WE OPEN TO PUBLIC HEARING, I WILL JUST MATTER CLARITY SAY THAT MR. MYERS NOT SHARE THE SAME LAST NAME AND ARE NOT RELATED.

SO I DON'T HAVE A CONFLICT OF INTEREST ON VOTING ON THIS ONE.

I'LL ALSO SAY HE SHARES THE LAST NAME FROM MY FAVORITE UNCLE, BUT THAT'S THEIR SAME NAME.

BUT THAT'S ANOTHER STORY .

WITH THAT THE PUBLIC HEARING IS NOW OPEN.

ANYONE SIGNED UP TO SPEAK? ANYONE CARE TO SPEAK FOR OR AGAINST? SEE NO ONE COME FORWARD.

SOUNDS LIKE EVERYTHING'S IN ORDER.

BE GOING ON TO THE BOARD OF SUPERVISORS THIRD PUBLIC HEARING CUP 20 24 0 8 0 3.

ANDREAS BARQUE OEO.

HOPEFULLY I GOT THAT ONE RIGHT.

A PROPERTY ZONED R ONE RESIDENTIAL LOCATED IN THE SHENANDOAH FARMS RIVERVIEW SUBDIVISION, THE SHENANDOAH MAGISTERIAL DISTRICT MR. LENS.

THE OWNER WOULD LIKE TO MAKE THE PROPERTY AVAILABLE FOR SHORT-TERM LODGING FOR TOURISTS AND VISITORS OF THE WARREN COUNTY AREA.

THE APPLICANT WILL RETAIN A LOCAL PROPERTY MANAGER TO HELP OVERSEE MAINTENANCE CLEANING AND THE BOOKING OF RENTAL REQUESTS.

UH, CONDITIONAL USE PERMIT FOR A SHORT-TERM TOURIST RENTAL WAS PREVIOUSLY APPLIED FOR THIS PROPERTY EARLIER THIS YEAR.

ON UH, JUNE 4TH OF THIS YEAR, THE BOARD OF SUPERVISORS FAILED TO PASS A MOTION TO APPROVE THE CONDITIONAL USE PERMIT.

UH, WENT ON A TWO TWO VOTE WHICH RESULTED IN DENIAL.

UH, THE REQUEST, THIS REQUEST IS A REAPPLICATION FOLLOWING THE SALE OF, UH, THE NEIGHBORING PROPERTY WITHIN THE 100 FOOT SETBACK REQUIRED FROM NEIGHBORING RESIDENCES FOR SHORT-TERM TOURIST RENTALS.

THE DWELLING FINISHED CONSTRUCTION THIS YEAR AND THERE ARE NO RECORDS OF ANY ACTIVE ZONING VIOLATIONS, UH, FOR THIS PROPERTY.

UM, THE REQUEST IS VIRTUALLY IDENTICAL TO THE LAST TIME YOU GUYS, UH, HAD SEEN THIS.

STILL GOT THE SIX PERSON, UH, APPROVAL BY THE HEALTH DEPARTMENT.

THE PROPERTY MANAGEMENT PLAN IS ALL THE SAME.

UH, THE MAIN DIFFERENCE IS THE, THE NEIGHBOR THAT WAS WITHIN THE 100 FEET, UH, HAS NOW ESTABLISHED THERE, ACTUALLY ALSO APPLIED FOR CONDITIONAL USE PERMIT FOR A SHORT-TERM TOURIST STRE AND WAS APPROVED LAST MONTH.

UM, BUT OTHER THAN THAT, WE'RE RECOMMENDING THE SAME CONDITIONS AS LAST TIME.

CONDITION NUMBER ONE, THE APPLICANT SHALL COMPLY WITH ALL WARREN COUNTY HEALTH DEPARTMENT, WARREN COUNTY BUILDING INSPECTIONS AND VIRGINIA STATEWIDE FIRE PREVENTION CODE REGULATIONS AND REQUIREMENTS.

AND NUMBER FIVE, IF YOU CHOOSE TO RECOMMEND THE WAIVER OF THE SETBACK, READ A WAIVER TO THE REQUIRED SETBACK OF 100 FEET TO NEIGHBORING DWELLING SHALL BE GRANTED FOR THE EXISTING 35 FOOT SETBACK TO THE DWELLING WEST OF THE SUBJECT PROPERTY.

THIS PUBLIC HEARING HAS BEEN PROPERLY ADVERTISED ADJACENT PROPERTY OWNER IS NOTIFIED AND THE APPLICANT IS HERE THIS EVENING.

IF YOU HAVE ANY QUESTIONS FOR US.

THANK YOU.

DOES APPLICANT CARE TO ADD TO THE COMMENTS? UH, PUBLIC HEARING IS NOT OPEN YET, SIR.

OKAY.

WITH THAT PUBLIC HEARING IS NOW OPEN.

YOU HAVE ANYONE SIGNED UP TO SPEAK, UH, CONCERN THE PROPERTY? UH, MY NAME IS GEORGE HETT.

I OWN THE PROPERTY THAT'S JUST BELOW THIS, UM, PARTICULAR HOME.

UH, I DON'T HAVE ANY OBJECTION TO SHORT TERM RENTALS.

MY CONCERN WAS, AND I DIDN'T HEAR FROM YOU, WHAT IS THE SEPTIC PERMIT AUTHORIZATION FOR THAT PROPERTY? IS IT OKAY IF HE ANSWERS THERE? NUMBER OF OCCUPANTS? YES, GO AHEAD.

UH, IT SHOULD BE SIX, YES.

SIX PERSON APPROVAL.

FOUR BEDROOMS. OKAY.

MY ONLY CONCERN WAS, AND I ALSO DIDN'T KNOW WHAT TYPE OF SEPTIC WAS THERE BECAUSE THE PROPERTY THAT I'M ON IS THE DRAIN OFF.

RIGHT.

AND I, IT COMES DOWN OVER WHAT COULD BE MY WELL LOCATION.

UH, SO I, I JUST WANT TO UNDERSTAND HOW FAR THE SETBACK IS, HOW IT MIGHT AFFECT MY PROPERTY IF I WERE TO CHOOSE TO DO SOMETHING ON IT.

OKAY.

OKAY.

THANK YOU.

AND I DON'T KNOW WHO TO ASK THAT QUESTION FROM AND GET A DEFINITIVE ANSWER.

OKAY.

THANK YOU.

ANYONE ELSE? LAST CALL.

PUBLIC HEARING IS CLOSED.

OH, THE PREVIOUS, I ACTUALLY DID THE SEPTIC FOR THE PREVIOUS OWNER.

OH.

I HAVEN'T DID ANY WORK FOR THIS GUY.

'CAUSE I HAD, I WOULD'VE HAD TO ABSTAIN FROM VOTING.

BUT, UH, THE, UH, THEY'RE, THEY'RE

[00:30:01]

ALL, ALL THE HOUSES UP THERE, THEY, THEY HAVE TO MAINTAIN A HUNDRED, AT LEAST A HUNDRED FOOT SEPTIC TO WELL, UH, I DON'T KNOW HOW FAR YOUR WELL IS AWAY.

I'M, YOU KNOW, EVERYBODY'S DOWNHILL WITH SOMEBODY.

BUT, UH, ALL, MOST OF 'EM ARE ALTERNATIVE SEPTICS.

SO THEY'RE GOOD TREATMENT ON 'EM.

SO IT'S NOT A HEAVY SEWAGE.

AND THEY, UH, THE PLUS TO A SHORT TERM RENTAL IS, IS THAT THEY, UH, DO REQUIRE THE ANNUAL INSPECTION.

AND THEY, YOU'RE SUPPOSED COUNTY OR STATE CODE SAYS THAT ALL OF 'EM ARE, ALL THE ALTERNATIVES ARE SUPPOSED TO BE, UH, YEARLY MAINTAINED.

ALL THE STATE HAS A VERY POOR SYSTEM OF ENFORCING THAT FOR JUST A RESIDENTIAL HOMEOWNER.

BUT THE, UH, IF THERE'S A PLUS TO ENFORCEMENT ON A SHORT-TERM RENTAL, IF HE DOESN'T COMPLY WITH THE RULES, IT COULD BE TAKEN AWAY.

AND HIS ANNUAL SEPTIC INSPECTION AS PART OF HIS PLAN.

ALL, I HOPE THAT HELPED YOU SOME.

OH, AND ALSO, SIR, IF I MAY ADD BEING SHORT TERM, IT'S NOT GONNA BE A FULL-TIME OCCUPANT THERE, SO IT'S GONNA BE GENERATING LESS SOLID WASTE THAN A FULL-TIME RENTER WOULD BE.

TAKE A MOTION.

PLEASE BE THAT THE PLANNING COMMISSION FORWARD THIS APPLICATION TO THE BOARD OF SUPERVISORS WITH A RECOMMENDATION TO APPROVE THE CONDITIONAL USE PERMIT REQUEST OF ANDRE'S BARLA OEO OEO WITH THE CONDITIONS AS RECOMMENDED BY STAFF.

I'LL SECOND.

OKAY.

ALL THOSE IN FAVOR PLEASE SAY AYE.

AYE.

AYE.

AYE.

AYE.

OPPOSED? AYE.

AS HAVE WOULD BE FOR ON THE BOARD SUPERVISORS.

THANK YOU.

HEY, THAT'S OUR PUBLIC HEARINGS.

OUR NEXT ITEM,

[VIII.A. CUP2024-09-02- Balachander Rajasekaran - Short-Term Tourist Rental - A request for a conditional use permit for a Short-Term Tourist Rental. The property is located at 377 Avalon Drive and is identified on tax map 20C, section 1, block 2, as lot 21. The property is zoned Residential-One (R-1) and is located in the Shenandoah River Estates subdivision in the Shenandoah Magisterial District. - Chase Lenz, Zoning Administrator]

NEW BUSINESS CUP 20 24 0 9 0 2 BALA K ROGERSON, SHORT TERM TOURIST RENTAL REQUEST FOR CONDITIONAL USE PERMIT FOR A SHORT TERM TOURIST RENTAL PROPERTY IS LOCATED AT 3 77 AVALON DRIVE AND IS IDENTIFIED A TAX MAP 20 C SECTION ONE BLOCK TWO IS LOT 21.

PROPERTY IS ZONED R ONE RESIDENTIAL LOCATED IN THE SHENANDOAH RIVER STATE SUBDIVISION IN THE SHENANDOAH MAGISTERIAL DISTRICT.

MR. LENS.

THANK YOU MR. CHAIR.

SO, YEAH, WE DID WANNA PULL THIS FROM THE CONSENT AGENDA AHEAD OF TIME JUST TO BRIEFLY DISCUSS A FEW, UH, ITEMS WITH THIS.

UM, IT IS JUST A REQUEST FOR A CONDITIONAL USE PERMIT FOR A, A SHORT TERM TOURIST RENTAL.

IT IS WITHIN THE SHENANDOAH RIVER ESTATE SUBDIVISION, WHICH WE HAVEN'T HAD ANY CONDITIONAL USE PERMIT APPLICATIONS FOR THAT SUBDIVISION AS OF YET.

UM, THE PARTICULAR CHALLENGE WITH A LOT OF THOSE HOMES, UH, THERE WERE CONSTRUCTED IN THE FIFTIES TO SEVENTIES, I BELIEVE, AND THERE WASN'T MUCH CONSIDERATION FOR ZONING.

THINGS LIKE SETBACKS AND FLOODPLAIN ORDINANCES, AND ALL THAT GOOD STUFF.

SO, UM, WE ARE LOOKING AT A VERY SUBSTANTIAL SETBACK WAIVER REQUEST FOR THIS PROPERTY.

IT'S, UH, THE NEIGHBORING HOUSE IS ONLY LOCATED 12 FEET AWAY.

UH, SO WE DID WANNA MAYBE HAVE A MOMENT TO DISCUSS IT BEFORE, UH, AND GET ANY FEEDBACK FROM YOU ALL, UH, BEFORE ANYTHING'S VOTED ON OR, OR MOVED FORWARD OR ANYTHING.

UM, SO THAT'S ON ONE HAND, OBVIOUSLY A RATHER STEEP SETBACK WAIVER REQUEST, BUT ON THE OTHER HAND, THE PROPERTY IS ENTIRELY WITHIN THE FLOODWAY.

AND SO GENERALLY SPEAKING, IT MIGHT BE BETTER FOR A SHORT-TERM, UH, REYNOLDS TO BE LIVING THERE THAN A FULL-TIME OCCUPANT WHO MIGHT BE FULLY DISPLACED IF, UH, THE HOUSE FLOODS, UH, OR SOMETHING LIKE THAT.

SO IT'S KIND OF A, A BIT OF A BOTH AND I THOUGHT IT, IT MIGHT BE A WARRANTED TO DISCUSS IT BEFORE, UH, WE MAKE ANY MOTION TO, UH, AUTHORIZE ADVERTISEMENT.

UM, BUT IF YOU GUYS ARE, ARE GOOD WITH IT, THEN UH, I WOULD ASK THAT YOU GO AHEAD AND, AND AUTHORIZE ADVERTISEMENT AND WE'LL BRING IT TO A PUBLIC HEARING NEXT MONTH.

UH, THE, JUST THIS WEEK, THE APPLICANT WAS ABLE TO SECURE A WRITTEN APPROVAL, UH, LETTER OF APPROVAL FROM THE NEIGHBOR THAT IS LOCATED ONLY 12 FEET AWAY.

UH, I BELIEVE THE INDIVIDUAL USES THAT HOUSE AS A, A SECOND HOME.

UH, AND HE'S OUT OF STATE AND SO IT TOOK SOME TIME TO GET IN TOUCH WITH HIM, BUT HE DOES HAVE APPROVAL FROM BOTH THE HOUSE THAT'S 12 FEET AWAY AND 85 FEET AWAY.

UM, BUT ANY OTHER QUESTIONS? UH, WE'RE LOOKING AT STANDARD CONDITIONS RECOMMENDED WITH THE SETBACK WAIVER.

I'M, UH, THAT'S CLOSE.

YEAH.

BUT, BUT MY BIGGEST THING WAS, YOU KNOW, IF WE'RE GONNA WAVE THE SETBACK RULE, I DON'T CARE IF IT'S A FOOT OR 99 FEET OR WHATEVER IT IS, AS LONG AS THE NEIGHBOR SAYS IT'S OKAY.

UH, I I HAVE NO PROBLEM SUPPORTING IT IF THAT GUY'S OKAY WITH IT.

YOU KNOW, MAYBE, YOU KNOW, IF BOTH OF 'EM ARE IN THE FLOODPLAIN LOOK LIKE AND HE DOESN'T LIVE THERE FULL TIME, IT LOOK LIKE IT MIGHT BE AN OPPORTUNITY FOR BOTH OF THEM

[00:35:01]

TO BE SHORT TERM AND THEN SET BACK THINGS, MOVE POINT THEN, UH, IF THE OTHER GUY WANTS TO DO IT LATER, IT WOULD UP HIS PROPERTY VALUE.

UM, HE DOESN'T HAVE TO, HE IS NOT REQUIRED TO, OBVIOUSLY.

UM, BUT THE BIGGEST THING IS IF HE'D SAID NO, I'D VOTE NO.

BUT IF HE SAYS YES, I'LL VOTE YES AND I HAVE NO PROBLEM, UH, DEFINITELY ADVERTISING IT PROBABLY CARE.

I DON'T HAVE A PROBLEM ADVERTISING.

I JUST 12 FEET.

IT IS SHORT.

15 FEET.

YEAH.

THAT IS DESPITE THE MA NEIGHBOR SAYS YES.

NOW WE TALL TOUCH HANDS WITH ONLY THE PERMANENT RESIDENCY.

I THINK THAT'S, I MEAN, I AGREE.

LIKE, I THINK GENUINELY IF A FLOOD DOES HAPPEN AND WE'VE HAD 'EM, YOU KNOW OH YEAH.

TO WHERE WE'VE HAD A LOT OF HOUSES AND A LOT OF FAMILIES GO, UM, YOU KNOW, HAVE TO MOVE.

SO I I I'M MORE FOR THIS BEING THAT IT IS SO CLOSE.

YES.

THE NEIGHBORS AGREEING, BUT I ALSO THINK, YEAH, IF IT'S A FAMILY THERE AND IT'S A FLOOD, THEN THEY'RE DISPLACED.

OH YEAH.

IT'S A SHORT TERM RENTAL.

THAT WOULD BE HORRIBLE.

SOMEBODY JUST DIDN'T GET TO COME UP THAT WEEKEND.

CORRECT.

YEAH, THERE'S NO, UH, HOW MANY TIMES DOES THE RIVER ACTUALLY RISE? THAT LOOKS LIKE A GOOD 12, 13 FOOT.

I DON'T KNOW IF IT'S EVER BEEN ANY WATER IN THAT HOUSE OR NOT, BUT I BET IT'S BEEN CLOSE TO IT.

I BET 10 YEAR FLOODED GET THERE.

BACK IN WHAT 96? 90 96 WAS A BAD ONE YEAR FLOOD.

80, 80 SOMETHING WAS A BAD ONE.

85.

YEP.

85 IN 1870 I WASN'T, WASN'T THEN JUST READ ABOUT IT.

.

AND WITHOUT BEING TOO SPECIFIC, THERE ARE MULTIPLE DWELLINGS ON THE RIVERSIDE OF AVALON DRIVE THAT ARE REPETITIVE LOSS.

SO HAVE FLOODED MULTIPLE TIMES.

AND I'LL JUST MENTION, UH, THE BOARD DID, OR PLAINTIFF COMMISSION AND BOARD DID APPROVE SOME PREVIOUS HOMES ON BECKWITH DRIVE AND, UH, OLD DAM ROAD A COUPLE YEARS AGO FOR SHORT TERM TOURIST RENTALS THAT DID NOT MEET THE SETBACK REQUIREMENTS.

UM, BUT HAD, I THINK THEY HAD THE NEIGHBOR, UH, NOT HAVE AN ISSUE.

ACTUALLY THE ONE NEIGHBOR WAS A MANAGER OF THE PROPERTY, SO, UM, IT WAS DIRECTLY ACROSS THE RIVERS.

I DON'T THINK THEY EVER ACTUALLY GOT ESTABLISHED DUE TO SOME OTHER REASONS.

BUT, UH, SO IT, IT WOULD NOT SET A PRECEDENCE IN THE SPECIAL FLOOD HAZARD AREA.

SO MAKE A MOTION.

YEAH, I MEAN, I'M, I'M LIKE EVERYBODY ELSE.

I'M OKAY ADVERTISING IT.

I ALSO, UM, YOU KNOW, I DROVE BY THERE.

IT IS, UM, PRETTY, PRETTY, PRETTY CLOSE.

UM, THERE IS A FENCE, SO I MEAN, IT IS WELL DEFINED.

YOU KNOW WHOSE PROPERTY IS WHOSE, UM, AND I, I DON'T, IMA I IMAGINE WHEN PEOPLE ARE THERE, YOU'LL PRIMARILY BE IN THE BACK LOOKS.

YEAH, THERE'S A RIVER LOT.

YEAH.

IT LOOKS NICE ON THE RIVER.

THAT'S THE RIVER.

YEAH.

SO MAKE A MOTION.

WE NEED NOTION TO AUTHORIZE THIS ONE.

GOT, UM, I MOVE THAT THE PLANNING COMMISSION AUTHORIZED THE PROPOSED CONDITIONAL USE PERMIT REQUEST FOR THE, FOR ADVERTISEMENT FOR PUBLIC HEARING.

SECOND, ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE.

OPPOSED? AYES HAVE, IT'LL BE FOR, WE'LL SEE YOU PROBABLY NEXT MONTH.

OUR

[VIII.B. CUP2024-09-03- SouthFork RiverSide Campground, LLC Land-use Campground - The applicant is requesting a conditional use permit for a campground located at 204 Russ Johnson Rd. off Rivermont Drive. The property tax is identified on TM28 as parcel 17 and zoned Agricultural (A). It is located in the Wayland subdivision and in the Fork Magisterial District. The property is approximately 142.09 acres. - Matt Wendling, Planning Director]

NEXT ITEM UNDER NEW BUSINESS CUP 20 24 0 9 0 3 SOUTH FORK RIVERSIDE CAMPGROUND, LLC LAND USE CAMPGROUND.

THE APPLICANT IS REQUESTING CONDITIONAL USE PERMIT FOR CAMPGROUND LOCATED AT 2 0 4 RUST JOHNSON ROAD OFF RIVERMONT DRIVE.

PROPERTY TAX IS, IS IDENTIFIED AS ON TM 28 AS PARCEL 17.

AND ZONED AGRICULTURAL IS LOCATED IN THE WAYLAND SUBDIVISION IN THE FORK MAGISTERIAL DISTRICT.

THE PROPERTY IS APPROXIMATELY 142.09 ACRES.

MR. WINLAND? YES.

SO THE, UH, APPLICANT IS REQUESTING THIS FOR A CAMPGROUND AS WE DEFINE IT NOW FOR A HUNDRED CAMP SITES FOR MOTOR MOTORIZED RECREATIONAL VEHICLES, CAMPERS, AND PRIMITIVE TENT CAMPING.

THE EXISTING BARN, UH, WILL BE RENOVATED AND CONVERTED TO AN OFFICE FOR CAMPGROUND CHECK-IN AND MANAGEMENT, UH, AND GENERAL STORE TO PROVIDE GOODS AND MATERIALS FOR CAMPGROUND GUESTS.

THE PROPOSED, UH, CONSTRUCTION OF TWO SANITARY FACILITIES, AN INSTALLATION OF A DRAIN FIELD IN THE AREAS AS SHOWN ON THE GENERAL CONCEPT PLAN, WHICH HAS BEEN PROVIDED TO DIGITALLY FOR, UH, VIEWING.

THE MAJORITY OF THE LAND WILL CONTINUE TO BE FARMED AND USED FOR AGRICULTURAL PURPOSES, SUCH AS MAKING HAY AND FOREST FOREST MANAGEMENT USES.

UM, PROPERTY HAS BEEN USED PRIMARILY FOR AGRICULTURAL USES FOR A NUMBER OF YEARS.

UH, UH, COMPREHENSIVE PLAN DOES FALL IN LINE WITH THAT.

IT IS,

[00:40:01]

UH, AGAIN, UH, UH, UH, ALLOWED USE BY CUP AND UH, UH, AGRICULTURAL ZONING DISTRICT.

IT DOES HELP, UH, PRESERVE COUNTIES RURAL CHARACTER BY PRESERVING SOME OF THE OPEN SPACE AS PART OF THE USE AS WELL AS AGRICULTURAL ENFORCED LANDS DOES AVOID MODIFICATION TO EXISTING TERRAIN AND PROHIBIT, UH, DEVELOPMENT IN ENVIRONMENTAL SENSITIVE AREAS.

SO IT'S A MINIMAL DEVELOPMENT THAT WHAT WE WOULD SEE AS PART OF THIS APPLICATION.

UM, THE APPLICANT HAS SUBMITTED A, UH, CONCEPT PLAN IN WHICH, UM, UH, WE AGAIN SUBMITTED IT TO YOU.

MOST OF THE, ALL OF THE CAMPSITES WILL ACTUALLY BE DOWN IN, IN THIS, WITHIN THE SPECIAL FLOOD HAZARD AREA.

COUNTY STAFF WILL REVIEW THOSE, UH, SITE LOCATIONS TO VERIFY IT MEETS, UH, THE, UH, COUNTY ORDINANCE, UH, REQUIREMENTS FOR A CAMPGROUND AND FOR THAT DENSITY THAT'S, UH, REQUIRED WITHIN THAT ORDINANCE.

BUT AGAIN, IT WILL BE LIMITED TO THE A HUNDRED, UH, SITES, UH, AS PER THE ORDINANCE.

UH, ALSO STAFF HAS, UH, SUBMITTED, UH, UH, RECOMMENDED CONDITIONS.

I'LL FOREGO READING THEM THIS EVENING.

UM, THEY ARE WITHIN YOUR PACKETS, I WILL MENTION, UM, THREE OF THE ORDINANCES AND THEN, UH, OR THREE OF THE CONDITIONS.

UH, ONE NUMBER, NUMBER EIGHT, THE CAMPING AREAS SHALL BE INSPECTED BY PLANNING STAFF PRIOR TO AN ISSUANCE OF THE CERTIFICATE OF ZONING AND CERTIFY A FIRE SAFETY AND EMERGENCY EGRESS PLAN HAS BEEN POSTED FOR GUESTS OF THE CAMPGROUND.

AND THEN NUMBER NINE, THE CAMPGROUND SHALL HAVE ONE FIRE EXTINGUISHER FOR EVERY FIVE PRIMITIVE CAMPSITES AVAILABLE FOR USE BY CAMPGROUND GUESTS.

SO, UH, YOU WOULD HAVE THAT AVAILABLE PRI PRIMARILY FOR THOSE PRIMITIVE SITES.

UH, MOST OF THE CAMPERS AND RVS HAVE SOME SORT OF A, AN EXTINGUISHER ON THEM.

UM, ALSO JUST MENTION AS PART OF THE CONCEPT PLAN WITHIN THE NOTES, UH, THE APPLICANTS DO DO MENTION THAT THEY ARE LOOKING TO, UH, UM, PUT A RIVER SPORTS OUTFITTER BUSINESS IN.

UM, THAT WOULD BE AN ACCESSORY USE TO THE CAMPGROUND.

AND FOR A CONDITION THAT WE WOULD USE FOR THAT IS THE USE OF THE PROPERTY AS A RIVERPORT OUTFITTER BUSINESS SHALL BE PERMITTED AS AN ACCESSORY USE TO THE PRIMARY CAMPGROUND USE.

SO IT WOULD NOT REQUIRE A SEPARATE CUP.

UM, WE DO HAVE THAT LISTED USE AS A SEPARATE USE IN OUR UNDER, UH, THE AGRICULTURAL ZONING DISTRICT.

BUT BECAUSE THIS WOULD BE AN ACCESSORY TO THE PRINCIPAL USE, UH, WE WOULD HAVE THAT CONDITION PLACED ON THERE.

HE ALSO MENTIONS ABOUT FUTURE EXPANSION FOR POOL, UH, RESTAURANT AND, UH, INDOOR RECREATION BUILDING.

I, I BELIEVE THAT WOULD BE AN ACTUALLY A SEPARATE CUP FOR A COMMERCIAL, UH, OUTDOOR SLASH INDOOR RECREATION FACILITY.

WE WOULD ASK THEM TO COME BACK FOR THAT.

UM, RESTAURANTS ARE NOT IN ALLOWED USE, BUT IF IT WAS ASSOCIATED AS A SNACK BAR OF SORTS WITH, UH, WITH THAT OUTDOOR RECREATION FACILITY, THEN POTENTIALLY THAT COULD BE SOMETHING THAT COULD BE INCORPORATED INTO THAT.

BUT, UH, CURRENTLY THAT'S NOT ON THE TABLE FOR THE THIS EXISTING CONCEPT PLAN.

JUST WANTED TO MENTION THAT TO YOU BECAUSE IT IS SOMETHING THEY MENTIONED IN THE, ON THE PLAN.

UM, SO THIS IS A, A NEW BUSINESS, THE APPLICANT, UH, UH, REPRESENTATIVE THIS EVENING.

MR. BROGAN, A LOCAL SURVEYOR WHO HAS SUBMITTED THE APPLICATION ON BEHALF OF THE PROPERTY OWNER.

AND THE, THE COMPANY THAT THAT IS SUBMITTING IS HERE TO ANSWER ANY QUESTIONS.

AND I BELIEVE HE HAS A, SOME INFORMATION THAT HE'S BROUGHT IN TODAY.

IF, UH, YOU WANT TO COME ON UP, JOE, AND DO YOU WANNA TALK ABOUT THAT A LITTLE BIT AND MOVE THROUGH THAT? AND THEN, UH, I BELIEVE WE HAVE A, A DIGITAL VERSION OF THE LAYOUT OF THE CAMPGROUND THAT THEY'RE PROPOSING.

HI EVERYBODY.

UH, SEAN NEWMAN, 1 3 8 PASSAGE BANNER DRIVE, UH, RESIDENT OF THE FOR DISTRICT.

AND YEAH, WE KIND OF JUST WANTED TO GIVE EVERYBODY AN OVERALL, I GUESS, SUPPLEMENTAL GUIDE, IF YOU WILL, TO THE, UH, CONCEPTUAL PLAN THAT MR. BROGAN ALREADY SUBMITTED TO EVERYBODY.

UH, AT THE TAIL END OF THIS, WHICH WE DON'T NEED TO REALLY GET TO THAT, YOU'LL SEE THOSE, UH, CONCEPTUAL PLATS FOR BOTH JUST THE OVERALL CAMPSITE LAYOUT OR A CAMPGROUND LAYOUT RATHER, AS WELL AS THE, UH, THE, UH, PROPOSED EVACUATION PLAN THAT MR. BROGAN HAS DRAFTED.

SO, YOU KNOW, IN SHORT, WE'RE JUST, UH, WE'RE KIND OF LOOKING AS AN LLC TO, UH, BRING A SUSTAINABLE AND, UH, YOU KNOW, JUST A, UH, SERENE CAMPGROUND TO THE AREA.

AND, AND LIKE, UH, MR. WENDLING SAID, WE'RE LOOKING ULTIMATELY TO PRESERVE ALL THE NATURAL BEAUTY OF THE AREA.

UM, WE DO HAVE A LOT MORE, A LOT MORE FREQUENT TOURISTS

[00:45:01]

WE FEEL LIKE LATELY THAT ARE LOOKING FOR, YOU KNOW, TYPES OF SPOTS LIKE THIS TO, UH, TO, TO STAY AT.

SO WE THINK THAT THIS WILL KIND OF SERVE ALL THAT PURPOSE WHILE ALSO MAINTAINING ALL THAT, YOU KNOW, INTEGRITY OF THE ORIGINAL LAND.

SO IF WE SCROLL ON OVER TO THE NEXT ONE, THAT'S GONNA BE A FOCUS POINT OF US IS HIGHLIGHTING, YOU KNOW, ALL THE NATURAL AND BEAUTIFUL FEATURES OF THE RIVERSIDE.

UM, YOU KNOW, APPROXIMATELY 140 ACRES.

LITTLE BIT MORE GIVE OR TAKE WITH, YOU KNOW, ALL THE LOCAL FLORA AND FAUNA THAT IS, YOU KNOW, AVAILABLE FOR ALL THESE TOURS TO INTERACT WITH, BE A PART OF, AND TO BE ABLE TO EXPERIENCE.

SO, UM, YOU KNOW, EVERYTHING'S GONNA BE, OBVIOUSLY IN A TRANQUIL SETTING.

YOU KNOW, WE DON'T EXPECT ANY, UH, YOU KNOW, ANY TYPE OF REAL CHANGE TO THE PEACEFUL NATURE THAT'S ALREADY THERE.

THE PROPERTY WE GO ON DOWN TO THE THIRD ONE.

YOU KNOW, WE, WE DO PLAN ON WHICHEVER WAY WE CAN, YOU KNOW, HAVING SUSTAINABILITY AT, YOU KNOW, THE FOREFRONT AND, UM, YOU KNOW, ECO-FRIENDLY PRACTICES.

OBVIOUSLY WHEREVER WE CAN, WE UNDERSTAND THERE'S DIFFERENT DARK SKY REQUIREMENTS AND ALL THAT STUFF WITH THE LIGHTING, YOU KNOW, THAT HAS TO BE IN THERE.

SO WE DEFINITELY PLAN ON HAVING THAT AT THE FOREFRONT AND TRYING TO FIND WAYS TO REDUCE ENERGY CONSUMPTION.

UH, WHILE WE CAN, YOU KNOW, IE SOLAR POWERED LIGHTS AND STUFF LIKE THAT FOR LANDSCAPE AND, YOU KNOW, WHERE, WHERE NEEDED, UM, KEEP ON GOING DOWN GUYS, IF YOU DON'T MIND.

YOU KNOW, ULTIMATELY IT'S GONNA PROVIDE A LOT OF, UH, A LOT OF ECONOMIC BENEFITS FOR THE COMMUNITY.

AND IT'S ALSO GONNA BE GIVING AWAY, YOU KNOW, FOR THE COMMUNITY TO ENGAGE THEMSELVES, UM, YOU KNOW, AND HAVE SOMETHING, YOU KNOW, THAT'S, THAT THEY'RE PROUD OF HAVING HERE AT THE END OF THE DAY.

SO, YOU KNOW, WE'RE, WE'RE LOOKING TO, UH, YOU KNOW, TO ATTRACT THESE TOURISTS TO ULTIMATELY, YOU KNOW, BETTER, BETTER SERVE LOCAL BUSINESSES, RESTAURANTS, YOU KNOW, SHOPS OF THAT NATURE AND STUFF LIKE THAT.

I KNOW THE CONCEPT DOES OUTLINE THAT, YOU KNOW, EVENTUALLY, YOU KNOW, WE PLAN ON DOING LIKE THE RIVER SPORTS AND STUFF LIKE THAT, THAT'S MORE OR LESS ALONG THE LINES OF, YOU KNOW, TUBE RENTALS AND KAYAK RENTALS OR, YOU KNOW, CANOE RENTALS, SOMETHING LIKE THAT, THAT THEY COULD FURTHER ENJOY.

UM, BUT OUTSIDE OF THAT, YOU KNOW, IT'S ALSO GONNA PROVIDE, YOU KNOW, EDUCATIONAL OPPORTUNITIES FOR ANY GUEST OF THE CAMPGROUND.

SO WE PLAN ON DOING THINGS, YOU KNOW, THAT THAT INCORPORATES NATURE SUCH AS, YOU KNOW, UH, BEEHIVES ON SITE AND, AND YOU KNOW, DIFFERENT, UM, LIKE, LIKE NATURE WALKS AND STUFF LIKE THAT.

THAT WAY, YOU KNOW, FOLKS CAN REALLY FEEL, UM, THEY CAN FEEL, YOU KNOW, ONE WITH, WITH, UH, THE PROPERTY ITSELF.

SO, UH, BUT OUTSIDE OF THAT, IF YOU KEEP ON GOING PAST THIS, YOU KNOW, WE DID GET THE, UH, COMMENTS AS FAR AS, UM, YOU KNOW, OR THE CONDITIONS RATHER.

ALL OF THIS STUFF IS GONNA BE ABSOLUTELY SPEARHEADED, YOU KNOW, WORKING, UH, HAND IN HAND WITH THE FIRE, FIRE MARSHAL TO UH, YOU KNOW, MAKE SURE THAT, THAT EVERYTHING IS, YOU KNOW, ADHERES TO LOCAL CODE THERE.

UM, OBVIOUSLY NOISE OR NOISE ORDINANCE, COMPLIANCE, UH, LITTER AND WASTE MANAGEMENT ARE GONNA BE KEY.

THAT'S GONNA BE A RIVERSIDE CAMPGROUND.

SO, SO WE'RE GONNA HAVE THAT AT THE FOREFRONT OF OUR PRIORITY AS WELL.

UM, AND YEAH, PRESERVATION OF LANDSCAPING, ET CETERA, ET CETERA.

SO THAT'S BASICALLY, YOU KNOW, ALL I HAVE IN A NUTSHELL ANY QUESTIONS YOU GUYS HAVE AS FAR AS THE CONCEPTUAL LAYOUT ITSELF.

THIS IS DEFINITELY THE MAN YOU WANNA TALK TO ABOUT ALL THAT STUFF.

UH, I DO THINK THE LAST FEW SLIDES DO REFERENCE, I DON'T KNOW HOW GOOD YOU'LL BE ABLE TO SEE IT ON HERE, BUT THAT IS THE, UH, THE MOST RECENT AND FINAL CONCEPTUAL PLAT THAT WE HAVE FOR THE CAMPGROUND RIGHT THERE.

THE NEXT ONE WOULD BE FOR THE EVA, UH, EVACUATION ROUTE.

I DO BELIEVE THAT YOU GUYS HAVE ALL THIS IN YOUR, IN YOUR PACKETS AS WELL.

UM, BUT OUTSIDE OF THAT, I HAVE NOTHING ELSE.

SO, JOE, YOU HAVE ANYTHING? UM, I DON'T THINK SO, UNLESS YOU HAVE ANY QUESTIONS.

WE GOOD? DID, UH, IS IT OKAY IF I ASK THEM A FEW QUESTIONS, PLEASE? YES, ABSOLUTELY.

OH, OF COURSE.

THIS IS MY DISTRICT.

I, IT'S IT, UH, IS THAT AN ENTRANCE RIGHT THERE THAT THEY HAD STARTED, UH, RIGHT ACROSS FROM CORN DRIVE? IS THAT, IS IT A VDOT APPROVED ENTRANCE? WE GOT A GOOD ENTRANCE THERE IT LOOKS LIKE.

YES.

YES.

IT'S BEEN APPROVED AS, AS AN ENTRANCE WHEN WE, UH, DID A SUBDIVISION OF A LOT, UH, SEVERAL YEARS AGO.

UM, IT WAS FOR A UTILITY LOT, SO THEY GOT A COMMERCIAL ENTRANCE APPROVED FOR THAT LOCATION ACROSS FROM, UM, CAPTAIN MOUNTAIN ROAD.

YEAH, THAT'S, THAT'S A BIG PLUS GOING IN, UH, EVERY PART OF CAT MOUNTAIN ROAD DOESN'T, NOT A GOOD FIT FOR A COMMERCIAL ENTRANCE.

IT'S GOOD THAT, UH, IT'S GOOD AS GOT ONE, IT'S GOT GOOD SIGHT DISTANCE.

OH, I WAS LOOKING AT THE PLATINUM STUFF.

OH, OF COURSE.

IT'S HARD TO VISUALIZE EVERYTHING ON A SHEET OF PAPER.

OH, THE WAY I'M SEEING IT DON'T LOOK LIKE THE CAMPSITES WOULD BE VISUAL, UH, VISIBLE FROM SIX 19.

WILL THEY? 'CAUSE IT'LL ALL BE YEAH, NOT AT ALL.

NO, THEY'RE, THEY'RE ALL GONNA BE MORE OR LESS RIVERFRONT IS WHAT YEAH.

WHAT WE'RE LOOKING DOWN THERE.

YEAH.

I'M JUST LOOKING AT THE TOPOGRAPHY THERE ALL.

YEAH, I MEAN, VIRTUALLY THE, THE, YOU KNOW, THE, THE MEAT AND POTATOES OF THE CAMPGROUND ITSELF WON'T BE VISIBLE FROM SIX 19, YOU KNOW, 'CAUSE YOU GO PAST THAT BARN.

THAT'S WHERE KIND OF THAT, UH, THAT RENOVATION FOR THE, YOU KNOW, WHATEVER YOU WANNA CALL IT, GENERAL STORE, OFFICE, WHATEVER WE END UP DOING WITH THAT, THAT'S, THAT'S GONNA BE PROBABLY THE CLOSEST THING I'D SAY VISIBILITY FROM SIX 19.

OTHERWISE IT ALL GOES DOWN THAT HILL.

AND, UM, MATTER OF FACT, NOW THAT I THINK ABOUT IT, IF YOU DO SCROLL PAST THESE, UH, THESE PLATS THAT JOE WORKED UP, YOU WILL SEE SOME AERIAL SHOTS.

WE DID GET TAKEN.

JUST, JUST SOME BULLET POINTS RIGHT THERE.

SO, YEAH, I MEAN, ZERO VISIBILITY FROM SIX 19

[00:50:02]

EVEN WITH THE TREE COVERAGE.

YEAH.

THAT, UH, YOU KNOW, 'CAUSE I, UH, IN OTHER WORDS, I'VE LIVED THERE, DROVE PAST THAT MY WHOLE LIFE.

AND YOU DON'T EVEN THINK ABOUT THE RIVER BEING THAT CLOSE.

RIGHT? NO, FOR SURE.

FOR SURE.

FROM THAT PART OF SIX 19 FOR SURE.

YOU KNOW, YOU THINK, GOSH, I'M A MILES AWAY FROM THE RIVER AND IT'S NOT.

YEAH.

OH, IT WAS ACTUALLY PRETTY, WHEN I LOOKED AT IT ON THE CLOUD, I WAS LIKE, WOW, THAT'S A LITTLE CLOSER.

AND I THOUGHT, BUT THEN WHEN I WAS LOOKING AT IT, UM, TODAY IT SAYS COMING OUT I WAS LIKE, WELL, YOU'RE NOT GONNA BE ABLE TO SEE THAT.

RIGHT? 'CAUSE YOU KNOW, IT, UH, IN OTHER WORDS, FROM THE, THE WE'RE IN AGAR, BUT THERE, THAT AREA, UH, YOU KNOW, OTHER THAN THE AIRPORT AND THE FIRE STATION, THE REST OF IT, THERE IS MORE OF AN R ONE FIELD.

IT'S NOT A VERY AG FEEL, YOU KNOW? SO I WAS, UH, YOU KNOW, VIEW SHED FROM THE HOMES THAT LIVE ON SIX 19, UH, WAS INITIALLY A CONCERN OF MINE.

BUT I WAS LOOKING AT IT.

I SAID, YOU'RE NOT GONNA BE ABLE TO, I JUST WANTED TO VERIFY THAT, YOU KNOW, JUST THERE'S NO CAMPING ON THAT FRONT SECTION THERE IN THAT FRONT FIELD.

YEAH, NO, NOT AT ALL.

IT, IT'S ALL, I MEAN, YEAH, WE, WE, WE FEEL STRONGLY THAT, YOU KNOW, MOST, UH, WHETHER LOCAL OR, YOU KNOW, FROM OUTSIDE AREA OF THE AREA, MOST HORSES WILL APPRECIATE MORE BEING, YOU KNOW, CLOSE TO THE RIVER.

SO, MM-HMM.

, THAT'S A WHOLE MINDSET.

YOU'LL COME DOWN THAT HILL IDEALLY, AND THEN THAT WOULD BE, THAT'S WHERE YOU GET TO THE HAVEN.

SO, OH, THIS MIGHT BE A STAFF QUESTION.

OH, THAT LITTLE TAIL GETS KIND OF CLOSE TO JUNE ONE.

DOES THIS ACTUALLY TOUCH R ONE? YEAH.

UH, THE, I IT'S WEST SIDE OF IT DOES.

YEAH.

IT, UH, I THINK IT'S, UH, YEAH, IT TOUCHES THE R ONE THERE.

SO, YOU KNOW, IN LIEU OF THIS, IT WOULD, IT WOULD QUALIFY FOR AN R ONE SUBDIVISION, TOUCH AN R ONE POTENTIALLY IF YOU COULD GET POTENTIALLY.

IT'S NOT THE COMP PLAN.

NO.

I KNOW IT'S NOT THE COMP PLAN, BUT IT'S, IT'S, YOU KNOW.

OH, YEAH.

UM, AND, AND AGAIN, IT'S, UH, BY CUP, IT'S AN ALTERNATIVE USE, LISTED USE IN AGRICULTURAL AND, UH, WITH THE ACCESSORY USE, AGAIN, THAT'S, UH, A LISTED USE.

I, I WOULD JUST MENTION, YOU KNOW, THERE WILL HAVE TO BE SOME INFRASTRUCTURE IMPROVEMENTS.

UH, WE, WE MAY WANNA, UH, LOOK AT HAVING A LITTLE BIT WIDER, UH, ROAD SO THAT YOU HAVE LARGER CAMPERS ARE ABLE TO ACTUALLY GET AROUND ONE ANOTHER.

AND, AND THE ACCESS ROAD WOULD HAVE TO BE HARD SURFACE IN SOME FORM.

WE COULD ADDRESS THE, THE FIELDS IS, UH, AND CAMPING AREAS.

TAKE A LOOK AT THAT, UH, AND SEE WHAT WOULD BE BEST AGAIN, IN THE FLOODPLAIN.

UH, WE'VE GOT SOME CAMPGROUNDS IN THE FLOODPLAIN IN THE COUNTY, SO WE COULD USE THOSE SOMEWHAT AS MODELS.

UM, YOU KNOW, THEY'VE KIND OF PROGRESSED OVER TIME AS, AS THEY'VE BEEN IMPROVED AND CHANGED.

BUT, UH, BUT CERTAINLY THE, THE ROAD ACCESSING THAT CAMPING AREA WOULD HAVE TO, WELL, YOU, IF YOU GOT, UH, SUFFICIENT, IF YOU GOT TWO CAMPERS, OBVIOUSLY YEAH.

WITH A HUNDRED SITES.

IF YEAH, IF TWO OF 'EM CAME PASS, THAT WOULD BE A RIGHT.

KIND OF.

IS IT ANYTHING, JOE, WHEN YOU DREW IT, DID YOU DRAW ANYTHING FOR EASEMENT? UH, GOING BACK THERE TO THE CAMPSITE, HAVE YOU GOT ANYTHING? UM, LEMME BETTER GET UP HERE.

SURE.

RIGHT HERE.

UM, MAYBE I SHOULD, JOE BROGAN ONE THIRD, 43 BROGANS LANE.

MAKE SURE I STICK WITH THE RULES HERE.

THANK YOU.

UM, WE CONSULTED WITH MR. BEAM AND, UH, AND WITH THE FIRE MARSHAL ABOUT ROAD ROAD WIDTH, AND THEY WERE REQUIRING 18 FOOT MINIMUM ROAD WIDTH FOR, UH, EMERGENCY VEHICLE ACCESS TO BE ABLE TO PASS, UM, ANY EIGHT, UH, RVS THAT WOULD BE COMING THE OTHER OPPOSITE DIRECTION.

SO THAT'S WHAT WE HAVE PROPOSED ON OUR PLANTERS 18 FOOT MINIMUM ROAD WITH.

OKAY.

WELL, YEAH, THAT'D BE SOMETHING TO SEE.

YEAH, A FIRE MARSHAL RECOMMENDED THAT, I GUESS THAT'D HAVE TO BE AT LEAST THAT, UH, TO GET, TO GET TWO TRUCKS TO, TO PASS FOR SURE.

SO AGAIN, KIND OF THE BIG PART OF THAT IS BECAUSE IT IS A GOOD YEAH.

FAIRLY GOOD DISTANCE FROM THE, THE STATE ROAD AND OH YEAH.

FOR A, FOR EMERGENCY VEHICLE TO BE ABLE TO GET DOWN THERE.

YEAH.

YOU'RE NOT GONNA SIT IN SIX 19 AND SERVICE IT.

RIGHT.

YOU KNOW, WITH FIRE AND RESCUE, YOU'RE GONNA HAVE TO GET IN NOW THERE QUESTION.

SO THAT WOULD BE, WOULD BE ONE OF THE THINGS WE WOULD MAKE SURE WOULD BE ADDRESSED AND ONE MINOR CHANGE.

UM, ORIGINALLY WE HAD A DRY HYDRANT, UH, PROPOSE ON THE RIVER FRONT.

UM, AND THE FIRE MARSHAL SUGGESTED THAT WE PUT THAT IN THE, THE EXISTING POND THAT'S ON THE PROPERTY, WHICH IS BACK UP, UP THE HILL TOWARD THE HALFWAY BACK TO SIX 19.

SO HE, HE REQUESTED, INSTEAD OF I HAVING IT ON THE RIVERFRONT THAT WE INSTALL IT IN THE EXISTING POND, HE FELT LIKE THAT WAS A BETTER ACCESS YES.

FOR TO OKAY.

TO FILL A FIRE TRUCK UP WITH WATER.

SO IT, YEAH.

SO THAT THE PLAN THAT YOU HAVE SHOWS THAT ON THE RIVERFRONT, BUT ON THE REVISION THAT I'LL, I'LL SHOOT TO

[00:55:01]

YOU.

YEAH, HE JUST, THAT THIS CAME UP TODAY, THAT'S ENOUGH TO GET IT STARTED, I GUESS.

HUH? ONLY THING I'VE GOT TO ADD TO IT, WHEN YOU STARTED TALKING CAMPGROUND ALONG THE RIVER, FIRST THING THAT WENT THROUGH MY HEAD WAS THERE'S ONE DOWN IN PAGE COUNTY ALONG THE RIVER ON TWO 11, AND IT'S ESSENTIALLY AN AMUSEMENT PARK WITH A PLACE TO PARK YOUR RFE BEHIND .

I HAVEN'T SEEN THAT.

IT'S ACROSS THE ROAD FROM COOTERS.

YEAH, I KNOW WHERE YOU'RE TALKING ABOUT.

OH, OKAY.

I KNOW WHERE COOTERS ARE DOWN.

YEAH.

AND, AND YOU STARTED TALKING LIKE PRESERVING NATURAL BEAUTY AND TRANQUILITY AND ALL THAT.

I'VE AT LEAST GOT A FAIRLY WARM FEELING.

YOU'RE NOT TRYING TO CONVERT THIS INTO SOMETHING LIKE THAT.

NO, NO INTENTIONS WHATSOEVER.

, WE'RE TRYING TO KEEP THE AGRICULTURAL FEEL OF MM-HMM.

OF AND USE THE AGRICULTURAL LAND STILL ALONG WITH THE CAMPGROUND YEAH.

FOR LIVESTOCK AND HAYMAKING AND YEAH.

YEAH.

THE ONLY, THE ONLY OTHER ONE, THIS IS PROBABLY NOT INVOLVED WITH THIS ONE, BUT IN PARTICULAR, THINKING OF THAT CAMPGROUND DOWN THERE ON SUNDAY MORNING, ROUTE THREE 40 IS JUST A CONSTANT STRING OF RVS.

OKAY.

AND THEY'RE GOING I KNOW RIGHT WHERE YOU'RE AT.

YEAH.

YEAH.

THEY'RE GOING EVERYWHERE UP THERE.

IT'S ALL OVER PAGE COUNTY, AND THEY'RE ALL COMING FROM, I DON'T, THEY'RE COMING UP HERE AND PICKING UP 66 AND GOING HOME YEAH.

AS A LAND USE THAT MIGHT ALMOST BE MORE OF A RURAL RESORT FACILITY THAT WE'VE KIND OF ADDRESSED IN, IN OUR CODE RECENTLY.

SO, UM, YEAH, THE, THE PROPOSAL AND THE STATEMENT OF JUSTIFICATION FOR THIS REALLY DOES, UH, KEEP IT MORE AT A RURAL, UM, ENVIRONMENTALLY SENSITIVE, UH, TYPE OF A, UH, CAMPGROUND.

SO, AND IT ALLOWS 'EM TO KEEP IT IN LAND USE FOR MAKING HAY AND, AND FOREST IN, IN THE OTHER AREAS.

SO.

ALL RIGHT.

THAT'S ALL I GOT.

ANYBODY GOT A MOTION? UH, ANYTHING ELSE? UH, QUE QUESTION FOR STAFF.

YEAH.

SO, SO THE EMERGENCY PLANS, WHO, WHO REVIEWS THAT? IS THAT THE FIRE MARSHAL? WE WOULD, WE WOULD RUN THAT BY THE, UH, MR. TICO, THE FIRE MARSHAL, AND, YOU KNOW, HAVE HIM VERIFY THAT EVERYTHING WAS COVERED IN, IN THAT.

UM, AND UM, AGAIN, THE, THE, WE WOULD HAVE REQUEST THAT THAT BE, YOU KNOW, ONCE APPROVED, BE POSTED APPROPRIATELY IN LOCATIONS AND, AND, UH, MAYBE THE, UH, UM, GUESTS COULD ACTUALLY BE GIVEN A COPY OF THAT, YOU KNOW, JUST, UH, YEAH, JUST MY SAFETY, MY CONCERN IS, YOU KNOW, A HUNDRED CAMPSITES IN THE RIGHT NEXT TO THE RIVER, IF THE RIVER STARTS TO RISE, IT'S A LOT OF PEOPLE TO GET OUTTA THERE PRETTY QUICKLY.

RIGHT, RIGHT.

SO THAT WOULD INCLUDE AN EMERGENCY EGRESS PLAN ALONG WITH, UH, THE FIRE AND RESCUE AND THE, AND.

OKAY.

WILL THAT BE DONE BEFORE THE PUBLIC HEARING? UH, YOU KNOW, WE, WE COULD REQUEST THE APPLICANT TO DO THAT.

THAT WOULD BE, THEY COULD GET A DRAFT COPY DONE, AND WE'D BE GLAD TO SUBMIT THAT TO MR. KO PRIOR TO THE PUBLIC HEARING.

I DON'T KNOW IF, UH, I MEAN, I DON'T KNOW IF THEY'D BE ABLE TO GET IT DONE IN TIME, BUT IF THAT WOULD BE SOMETHING YOU WOULD WANT TO SEE, THEY CERTAINLY COULD WORK ON THAT.

AND WE'LL MAKE SURE MR. TICO GETS IT AS SOON AS WE HAVE AN OPPORTUNITY TO GET IT.

SO IF I MAY, ON THE EVAC PLAN, WE DID ADDRESS EVACUATION AND, UH, PROCEDURES THAT WE WOULD USE, UM, LIKE MONITORING RIVER GAUGES, YOU KNOW, ON FLASH FLOOD, WE'RE NOT GONNA HAVE, WE'RE GONNA HAVE A LITTLE MORE, UM, WARNING OF A FLASH FLOOD BECAUSE OF THE, THE DEPTH OF THE BANK.

SO WE'RE NOT GONNA HAVE, UM, A STORM SNEAK IN AND FLOOD THE CAMPGROUND.

IT'S GONNA BE SOMETHING THAT'S GONNA BE, WE'RE GONNA BE ABLE TO PREDICT BY MONITORING, UM, UM, PLUG GAUGES CONSULTING WITH EMERGENCY SERVICES AND STUFF LIKE THAT.

OKAY.

YEAH.

I, YOU KNOW, THAT, THAT'S, THAT'S MY CONCERN.

UM, YOU KNOW, IT'D BE NICE TO HAVE SOMETHING BY THE PUBLIC HEARING, BUT I, I RECOGNIZE THAT'S PROBABLY A BIG LIFT TO GET DONE.

UM, SO AS LONG AS YEAH.

YOU KNOW, IT'S BEING, BEING WELL, IF YOU'VE GOT IT DRAWN, I MEAN, IT'S JUST A MATTER OF TAKING IT TO MANCO.

I DON'T, YEAH.

YEAH.

YES.

THAT'S NOT A PROBLEM.

THE CHALLENGE IS, IS GETTING IT BACK FROM THIS MAN, MANCO, HE'S VERY BUSY, MAN, SO I THINK HE'D GET IT DONE IN A MONTH, BUT, YOU KNOW.

YEAH.

WE, WE, WELL, I DON'T KNOW WHETHER TASK STAFF SAY WE COULD ASK TO, TO, UH, REVIEW OPPORTUNITY.

YEAH.

IF WE COULD ASK HIM OPPORTUNITY KNOW, BUT I, I ALSO WOULDN'T WANNA HOLD UP THE PROCESS IF, IF WE'RE NOT GONNA HAVE A BACK UNDERSTANDING THAT STAFF.

AND ONE, ONE OF THE THOUGHTS, AND ALONG THOSE LINES IS, IS, UH, I MAYBE THEY, THE APPLICANT'S GONNA ADDRESS THIS.

I DON'T KNOW IF THEY WERE GONNA HAVE A PROPERTY MANAGER THERE FULL-TIME, 24 HOUR WHILE IT WAS OPEN, OR IF THEY WOULD JUST HAVE CERTAIN HOURS AND THEN THAT PROPERTY MANAGER WOULD BE OFF SITE, OR, OR HAVE, HAVE Y'ALL THOUGHT ABOUT GIVING ANY THOUGHT TO THAT? YEAH, SO I, I, I THINK ULTIMATELY THE

[01:00:01]

PLAN WOULD BE TO HAVE SOMEBODY, YOU KNOW, FULL TIME HAVING A FULL STAFF, PROPERTY MANAGEMENT, EVEN, EVEN AS FAR AS SECURITY, ONCE IT GETS TO THE, YOU KNOW, TO THE, UH, TO THE SCOPE OF WHAT WE'RE LOOKING TO DO.

UH, YOU KNOW, MYSELF, I'LL BE HEAVILY INVOLVED IN THE DAY-TO-DAY OPERATIONS AND THE MANAGEMENT, AND I'M, I, I GUESS PROBABLY FIVE MILES, YOU KNOW, FROM, FROM WHERE THIS PROPOSED TOWN'S GONNA BE.

SO WE'LL BE, UH, WE'LL BE ALL HANDS ON DECK UNTIL, UNTIL WE GET, UH, UNTIL WE GET ALL THOSE WHEELS GREASED INITIALLY, SO, GREAT.

THANK YOU.

WE WILL, WE WILL ASK.

WE'LL TRY AND GET THAT TO YOU BEFORE THE OO.

OTHER THAN THAT, ARE WE COMFORTABLE GOING AHEAD AND ADVERTISING THIS? IT'S YOUR OPTION.

I AM, I AM.

YEAH.

THERE'S NO REASON.

TAKE A MOTION.

PLEASE MOVE THAT.

THE PLANNING COMMISSION AUTHORIZE THE PROPOSED CONDITIONAL USE PERMIT REQUEST FOR ADVERTISEMENT FOR A PUBLIC HEARING.

I SECOND.

ALL THOSE IN FAVOR A.

AYE.

OPPOSED AYES HAVE IT PROBABLY SEE YOU GUYS NEXT MONTH.

THANK YOU.

THANK YOU.

THANK YOU VERY MUCH.

[IX. Consent Agenda]

YOUR NEXT ITEM IS OUR CONSENT AGENDA FOR AUTHORIZATION TO ADVERTISE.

MR. CHAIRMAN, I MOVE THAT WE APPROVE THE CONSENT AGENDA AS PRESENTED.

SECOND.

ALL THOSE IN FAVOR? AYE.

AYE.

OPPOSED? OKAY.

AYES HAVE IT.

OUR CONSENT AGENDA IS APPROVED

[X. Commission Matters]

AND THERE WE GO INTO COMMISSION MATTERS FIRST, MR. WENDLING, WELL JUST WANTED TO SEE IF YOU HAD AN OPPORTUNITY TO REVIEW, UH, CHAPTER SEVEN, UH, FOR THE INFRASTRUCTURE AND THE COMPREHENSIVE PLAN.

UM, AND WE WOULD LIKE ANY COMMENTS THAT YOU MAY HAVE REGARDING THAT THIS EVENING.

UH, WE'RE GOING TO, UM, MAKE OUR REVISIONS TO THAT BASED ON ANY OF YOUR COMMENTS, AND THEN SUBMIT IT TO VDOT.

VDOT, UH, REQUIRED IS REQUIRED TO REVIEW, UH, THAT CHAPTER, UH, AND WELL BASICALLY THE COMPREHENSIVE PLAN, BUT WE'LL, YOU KNOW, WE'RE GONNA SUBMIT THAT CHAPTER TO THEM FOR, UM, THE TRANSPORTATION PORTION OF IT, AND WE'D LIKE TO GET THAT TO 'EM AS SOON AS POSSIBLE.

SO, UM, UH, ANY COMMENTS DURING YOUR COMMENTS THAT YOU'D LIKE TO PROVIDE TO US? WE'LL, WE'LL GET IT DOWN AND WE'LL MAKE SURE THAT THEY'RE, UH, THEY'RE ADDRESSED IN WITHIN THE COMPREHENSIVE PLAN.

OTHER THAN THAT, UH, WE'RE KIND OF DOING SOME FINAL TOUCHES TO IT.

UH, WE ARE ADDING SOME INFORMATION, UH, TO THE LAND USE SECTION, UH, CHAPTER FOUR AND CHAPTER FIVE REGARDING THE RURAL VILLAGES AND ADDRESSING, UM, THE, UH, THE PLANNING, UH, UH, REPORTS THAT WERE PROVIDED TO US BY SHENANDOAH.

UM, THE ALLIANCE FOR THE SHENANDOAH ON BEHALF OF ROCKLAND COMMUNITY.

AND, UH, ALSO, UH, THE REPORT ON FROM THE BCCA, BROWNTOWN COMMUNITY CITIZENS COMMUNITY ASSOCIATION.

UH, WE HAVE A REPORT FROM THEM, SO WE'RE REFERENCING THOSE IN THE COMP PLAN, AND WE'RE ACTUALLY GONNA PROVIDE THEM AS PART OF THE APPENDICES IN THE COMP PLAN, UH, PER A SUGGESTION BY MS. LOGAN.

SO, UH, THAT WAS SOMETHING WE THOUGHT WOULD BE GOOD.

SHE WAS INVOLVED WITH THE ROCKLAND, UH, UH, PLANNING SESSIONS AS PART OF THE NORTHERN SHENDO VALLEY REGIONAL COMMISSION.

ALSO, WE, WE HOPE TO HAVE SOME INFORMATION, UH, AND, AND THE LONG-TERM, UH, TRANSPORTATION PLAN FOR REGIONAL TRANSPORTATION FROM THE NORTH EXTENDO VALLEY REGIONAL COMMISSION.

AND WE'LL HAVE THAT AS A APPENDIX ALSO, AND, AND TRY AND REFERENCE THAT ALSO WITHIN THE COMPREHENSIVE PLAN.

SO, UH, KIND OF TRYING TO TIE UP SOME LOOSE ENDS ON IT BEFORE IN THE NEXT FEW WEEKS.

UH, WE'LL GO THROUGH A, A THOROUGH REVIEW, MAKE SURE OUR, OUR FORMATTING IS, AND EVERYTHING IS TOGETHER.

WE'VE GOT A LOT OF GREAT PHOTOS, SOME SUPPLIED BY THE, UH, UH, CITIZENS OF THE COMMUNITY.

AND WE THANK, THANK THEM VERY MUCH FOR THAT.

UM, AND WE'D LIKE TO THANK MR. HENDERSON.

ZACH HENDERSON, OUR, UH, CLERK, UH, DEPUTY CLERK TO THE BOARD WHO HAS, UH, PROVIDED SOME VERY FINE, UH, DRONE SHOTS.

UH, WE APPRECIATE HIM DOING THAT.

UM, AND THEN, UH, I'M, I'M GONNA TAKE, KELLY'S GONNA PROVIDE YOU KIND OF WITH SOME, A LITTLE BIT MORE UPDATES, BUT I JUST WANTED TO, UH, HOPEFULLY WE WILL HAVE THINGS COMPLETED AND READY FOR THE GENERAL PUBLIC TO REVIEW THIS, UH, EARLY PART OF OCTOBER.

SO THAT'S KIND OF OUR GOAL, AND WE'LL GET SOME COMMENTS BACK, FEEDBACK FROM, UH, GENERAL PUBLIC AND THEN MAYBE GET IT ON.

I'D LIKE TO GET AUTHORIZATION TO ADVERTISE FOR PUBLIC HEARING IN OCTOBER AND THEN HAVE THE PUBLIC HEARING IN NOVEMBER.

SO THAT'S OUR TIMELINE.

BUT, UH, AND THAT'S ALL I HAVE, UH, THIS EVENING.

SO WHAT MONTH DID WE GET THE, UH, CHAPTER SEVEN WAS, THAT WAS INCLUDED IN OUR, ONE OF OUR BOARD PACKETS,

[01:05:01]

WASN'T IT? UH, I BELIEVE IT WAS THIS MOST RECENT ONE.

WE SENT YOU A LINK, I BELIEVE IT WAS, IT WAS SUPPOSED TO BE IN WITH THE EMAIL FOR THE AGENDA PACKET.

IF YOU DID NOT RECEIVE IT, I WILL FORWARD IT TO YOU DIRECTLY TOMORROW MORNING.

YOU KNOW HOW I AM WITH EMAILING THIS? I, I KNOW HOW YOU ARE.

THIS MACHINE .

I, I WILL SEND IT TO YOU DIRECTLY, SCOTT.

OKAY.

OR, OR IF YOU WOULD LIKE, YOU CAN COME BY THE OFFICE AND PICK UP A PHYSICAL COPY IF THAT WOULD WORK BETTER.

OKAY.

WE'LL HAVE A PHYSICAL COPY WAITING FOR YOU.

OKAY.

UH, COMMISSION MEMBERS.

WILL YOU GOT ANYTHING? UH, NOTHING FROM ME, SCOTT.

NO, JUST BE HAPPY TO BE ON THE SIDE OF THE DIRT.

SAME HERE.

, YOU, YOU GOT ANYTHING? OH, I THINK WITH THE COMPREHENSIVE PLANE REVIEW, PROBABLY STAY US PROBABLY A LITTLE BUSY RIGHT NOW, BUT WE HAD TALKED A WHILE BACK ABOUT CONTRACTOR STORAGE YARD AND THE AG.

UH, I HAVE DONE A LITTLE BIT OF RESEARCH ON IT.

I GOT SOME COMMUNITY MEMBERS THAT, UH, ALMOST WOULD LIKE TO DO A WORK SESSION.

I DON'T KNOW IF IT KNOW IF IT NEEDS TO BE LIKE WITH ALL OF US OR JUST, UH, A LOT OF 'EM ARE LEGAL QUESTIONS, YOU KNOW, THEY WANNA KNOW, THEY WANNA KNOW HOW THAT TIES INTO, UH, HOME BUSINESS OCCUPATION.

MM-HMM.

, YOU KNOW, OR YOU KNOW, IS THIS CONTRACTOR YARD JUST ON VACANT LOTS OR, OR IS IT HOUSE TWO? AND THEN IF IT'S A HOUSE THERE AND THAT'S OUR HOME OCCUPATION, DOES THAT BUYRIGHT HOME OCCUPATION SUPERSEDE ANYTHING WE WOULD WRITE FOR CONTRACTOR STORY? YOU KNOW, IT'S, IT'S, IT'S A LOT OF LITTLE GRAY AREAS IN THERE.

A LOT OF 'EM ARE LEGAL QUESTIONS, SO THEY'D PROBABLY WANNA SEE HIM.

OR MAYBE I COULD GET A LIST OF, MAYBE IT'D BE BETTER IF I GOT A LIST OF QUESTIONS AND SUBMITTED TO THE LEGAL SO HE'D HAVE SOME TIME FOR IT.

YOU RUB MY MIND.

.

OKAY.

NOT, NOT REALLY, BUT, OH.

BUT, BUT THEY, I COULD GET HIM THE LEGAL QUESTIONS, BUT THEY, OH, SOME GUYS FROM BUILDER ASSOCIATION, JUST SOME GENERAL, YOU KNOW, OTHER CONTRACTORS AND STUFF.

I KNOW THAT, OH, I GUESS WE'RE KIND OF GRANDFATHERED IN, BUT OH, THEY KNOW HOW THAT'S BENEFITED THEIR BUSINESS, YOU KNOW, AND THEN GENERATIONS TO COME, YOU KNOW, THEY WERE LIKE, MAN, Y'ALL AIN'T MESSING IT UP, ARE YOU? AND I SAID, I DON'T KNOW, .

THAT'S WHY I CALLED AND ASKED, YOU KNOW, IF Y'ALL WANT TO GET INVOLVED WITH IT A LITTLE BIT.

YEAH.

YEAH.

AND THOSE ARE GOOD POINTS, GOOD QUESTIONS.

UH, CHASE'S BEEN WORKING ON, HE ACTUALLY WORKED ON THE CODE SECTION.

UH, SO, UM, YEAH, I MEAN IF THEY WOULD LIKE TO, I THINK THE LIST IS PROBABLY THE BEST THING TO START OFF WITH.

IF THEY WANT TO SET UP A MEETING, MAYBE IF THE BUILDER'S ASSOCIATION WANTS TO SET UP A MEETING OR SOMETHING, I WOULD PREFER IF WE COULD DO IT DURING THE WEEK.

YEAH.

DURING THE WORK HOURS, THE WORK DAY.

YEAH.

YEAH, SURE.

IF POSSIBLE, UH, WE CAN WORK WITHIN THAT NINE TO FIVE TIMEFRAME AND THEN, UH, BRING SOME QUESTIONS TO US.

WE'D BE GLAD TO SIT DOWN WITH A FEW OF 'EM.

AND, AND, UH, YEAH, SMALL GROUP, THREE, FIVE TOPS, SOMETHING LIKE THAT.

THERE'S LEGAL QUESTIONS.

CERTAINLY, UH, MR. BOWMAN CAN ASSIST IN HELPING.

SOME OF THOSE QUESTIONS ARE PRETTY THOUGHTFUL AND SO, UM, RATHER THAN PROVIDE OFF THE CUFF ANSWERS IN A MEETING, IT MIGHT BE BETTER IF YOU COULD GATHER AT LEAST AN INITIAL LIST.

I COULD TAKE A LOOK AT THAT AND PROVIDE SOME RESPONSES.

AND THEN IT COULD BE, IF YOU HAVE A MEETING THERE, THERE MIGHT BE MORE QUESTIONS THAT COME UP, BUT AT LEAST YOU WOULD BE, UM, KIND OF HAVE SOME MORE INFORMATION TO TALK ABOUT AND GO OVER IN THE MEETING.

OKAY.

I, I'LL GET, GET WHERE I'VE BEEN BUSY TOO, BUT I HAVEN'T FORGOT ABOUT IT.

I'M, WE'RE WORKING ON.

OKAY, VERY GOOD.

ALRIGHT, KAYLA, YOU GOT ANYTHING? UM, NOTHING NEW OTHER THAN JUST, YOU KNOW, THE LISTENING TO THE PEOPLE FROM, UH, MY COMMUNITY ABOUT THE SHOOTING RANGE.

UM, AND UNFORTUNATELY I WASN'T ABLE TO MAKE IT, UH, TO HERE, UM, WHAT THE SHERIFF HAD REPORTED ON.

SO I, IS THERE A WAY I CAN GET COPIES OF THAT? I, IT WORKS.

THERE, THERE IS THE VIDEO, THERE IS, UM, THROUGH THE BOARD OF SUPERVISORS ON THE GOVERNMENT WEBSITE.

OH, OKAY.

THERE IS A SPOT THAT IT, WE KEEP ALL OF THE RECORDINGS OF ANYTHING THAT IS, THAT IS OPEN TO THE PUBLIC.

OKAY.

SO YOU'LL BE ABLE TO ACCESS THAT, THAT'S FINE.

IT'LL BE UNDER, IF YOU GO TO THEIR MA THE BOARD OF SUPERVISORS MAIN PAGE ON THE LEFT HAND SIDE, IT'LL SAY VIDEOS AND YOU WANT THE ONE FOR THE WORK SESSION FOR LAST NIGHT.

ALRIGHT, SOUNDS GOOD.

I WILL.

OKAY, I WILL WATCH THAT.

ALRIGHT, THANK YOU.

BUT OTHER THAN THAT, NOTHING.

OKAY.

THANK YOU.

YOU ANYTHING ELSE, ALLISON? NOPE.

ALRIGHT.

UM, KELLY, SO, UH, MATT PRETTY MUCH COVERED, UH, COMPREHENSIVE PLAN STUFF.

WE DID RECEIVE A SECTION UPDATE FROM SHERIFF KLEIN, UH, EARLY THIS WEEK FOR CHAPTER FIVE, SECTION FIVE UNDER LAW ENFORCEMENT SERVICES.

SO THAT SECTION HAS BEEN UPDATED IN ITS ENTIRETY.

IF YOU GUYS WOULD LIKE TO REVIEW IT, I CAN EMAIL THAT OR PRINT OUT A PHYSICAL COPY FOR ANYBODY WHO WANTS ONE.

IF YOU WANNA LOOK OVER IT.

SHE DID, UM,

[01:10:01]

SUPPLY SOME NEW GOALS AND OBJECTIVES AND IMPLEMENTATIONS.

UM, SO ONE OF THOSE, UH, GOALS WE ADDED TO OUR VISION STATEMENT FOR THE COUNTY.

UM, AND IT, IT'S, IT'S A GOOD ONE.

UH, WE ARE GOING TO RESCHEDULE THE COMMUNITY OUTREACH FOR EARLY OCTOBER.

WE'D LIKE TO GET COMMENTS BACK FROM VDOT ON CHAPTER SEVEN BEFORE WE MEET WITH THE COMMUNITY.

UM, AND UNFORTUNATELY IT JUST DIDN'T HAPPEN IN THE TIMELINE THAT WE WANTED IT TO.

UH, WE HAVE FINISHED, UH, COMMUNITY, OUR COMMUNITY PROFILE, SO WE'RE HOPING TO PUBLISH THAT SOON.

AND THEN, YEAH, IF YOU GUYS CAN GET US ANY COMMENTS ON CHAPTER SEVEN, WE'D REALLY LIKE TO GET THAT TO VDOT AS SOON AS POSSIBLE.

UH, AND THEN ASIDE FROM THAT POST, ALL OF OUR WORK SESSIONS, ALL OF THOSE EDITS HAVE BEEN COMPLETED.

WE ARE STILL REVIEWING, UM, LANGUAGE, ADDING PICTURES, REVIEWING AND UPDATING GOALS AND OBJECTIVES THROUGHOUT THE COMPREHENSIVE PLAN.

WORKED ON, UH, HISTORIC PRESERVATION PLAN, POSSIBLY BEING ADDED TO THE COMPREHENSIVE PLAN, AS WELL AS MATT COVERED THE RURAL VILLAGES FOR, YOU KNOW, BROWNTOWN, ROCKLAND, ET CETERA, AND ADDING THOSE TO, TO THE APPENDICES OF THE COMPREHENSIVE PLAN.

OKAY.

BUT ASIDE FROM THAT, I DON'T HAVE ANYTHING ELSE.

OKAY.

THANK YOU.

CHASE, YOU GOT ANYTHING? UH, I'LL JUST REPORT THAT THE TEXT AMENDMENTS FOR THE FAIRGROUND DEFINITION AND THE RURAL RESORT CENTER WERE BOTH, UH, APPROVED AND ADOPTED BY THE BOARD.

UH, OTHER THAN THAT, MY, UH, OTHER QUESTION WAS FOR MR. HENRY AND HE ALREADY ADDRESSED THOSE QUE THOSE QUESTIONS, SO I'M GOOD TO GO.

THANK YOU.

OKAY.

LOOKS LIKE THAT'S KIND OF EVERYONE.

SO IS THERE, UNLESS THERE'S ANYTHING ANYONE HAS UNDER MIND, IS THERE A MOTION TO ADJOURN? SO MOVED.

SECOND.

THANK YOU.

GOOD EVENING.
