THE LOCATION OF THE FIRING RANGE WOULD BE IN BENTONVILLE AT THE TRANSFER STATION FIRING RANGE REQUEST WAS ADDED AND THE GROUP THERE APPROVED THE ADVERTISING. AT THE TIME, THERE WAS NO PERMIT. THE AGENDA FOR THAT MEETING WAS POSTED AT 6 49, 1 HOUR AND 49 MINUTES AFTER THE MEETING HAD STARTED. SO I WENT BACK AND RESEARCHED ALMOST TWO AND A HALF, THREE YEARS OF ALL THE MEETINGS AND EVERY MEETING, PLANNING COMMISSION, SPECIAL MEETING, THE VARIOUS ONES, THE AGENDA'S ALWAYS PLACED FOUR TO FIVE DAYS AHEAD OF TIME ON JULY THE SECOND, AFTER I PICKED UP A COPY OF THE APPLICATION AND REVIEWED IT AND COME TO THE COUNTY AND TOLD THE CLERK THAT THE APPLICATION WAS INCOMPLETE SHOULD NOT BE PART OF THE AGENDA FOR THAT MEETING. DURING THAT MEETING, MR. DAILEY REMOVED THAT ITEM FROM THE AGENDA WHERE IT HAD THE REQUEST HAD BEEN MADE FOR ADVERTISED ACCORDING TO THE MEETING TO SAY STRUCK. SO I'M HOPING THAT I WILL GET SOME TYPE OF RESPONSE TO THOSE QUESTIONS TO ME. BUT, UH, I JUST WANTED TO SAY THAT OVERALL, I THINK THAT THE AIRPORT BOARD HAS DONE SOME REALLY, REALLY GOOD THINGS TO, UH, TO HELP, UH, YOU KNOW, THE, THE, UH, THE AIRPORT MOVE IN THE RIGHT DIRECTION. SO, UH, I HAD A CALL WITH A CONSTITUENT AND, UH, SHE MADE A SUGGESTION, WHICH I WANT TO GIVE SOME FEEDBACK ON, UH, BECAUSE I THINK IT'S SOMETHING THAT MIGHT INTEREST A LOT OF PEOPLE. BUT SHE SUGGESTED TO ME THAT AS A, A SEATED, UH, REPRESENTATIVE ON THE BOARD OF SUPERVISORS, THAT EVERY TIME I HAVE AN OPPORTUNITY, I SHOULD GIVE A REPORT. UM, [00:10:01] GIVING SOME INFORMATION AT A ANONYMOUS LEVEL ON WHAT TYPES OF CONVERSATIONS I HAD HAD WITH CONSTITUENTS AND WHAT EMAILS OR PHONE CALLS I HAD DEALT WITH AND ON WHAT TOPICS. AND, UH, UM, I WAS HESITANT TO COMMIT TO ANYTHING. AND AFTER FURTHER REFLECTION, UM, I DO SEE PROS AND CONS TO THAT. UM, I'M NOT GOING TO COMMIT TO DOING THAT ON A REGULAR BASIS. UM, AND I'M NOT SUGGESTING THAT, UH, ANY OF US SHOULD NECESSARILY BE DOING THAT. BUT I WANTED TO GIVE A FEW UPDATES 'CAUSE IT'S BEEN A WHILE SINCE I'VE GIVEN A DETAILED REPORT. UM, SO, UH, RECENTLY I'VE DEALT WITH MULTIPLE CONSTITUENTS WITH, UH, DEALING WITH THEIR PERSONAL ISSUES ON THEIR TAXES AND EITHER HAVING TROUBLE WITH THEIR TAXES OR QUESTIONS ABOUT THEIR TAXES AND, AND KIND OF LIAISING BETWEEN THEM AND THE COUNTY. UM, I DEALT WITH A CONSTITUENT ON A DATA CENTER DEVELOPMENT QUESTION AND, UH, SEEKING TO FIND OUT MY POSITION ON THAT, WHICH, UM, I BELIEVE IS, IS FAIRLY WELL KNOWN. UM, BUT I, UH, EXPLAINED WHAT I THOUGHT WAS THE RIGHT, UH, POSTURE FOR THE COUNTY WITH REGARDS TO DATA CENTERS. UM, I HAVE DEALT, UH, A LOT RECENTLY WITH A PARTICULAR FIRE AND RESCUE, UM, MATTER. UM, AND, UH, UM, OTHER THAN THAT, UH, IT'S BEEN RELATIVELY CALM, UH, THIS CONSTITUENT THOUGHT THAT MAYBE WE GET THOUSANDS OF, OF CALLS AND EMAILS, UH, ON A REGULAR BASIS. AND THANKFULLY THAT'S NOT THE CASE. UM, JUST WANTED TO ALSO JUST TOUCH ON, UH, THE COMMITTEES. I'VE, I'VE RECENTLY BEEN ON THE TRANSPORTATION INFRASTRUCTURE COMMITTEE FOR A MEETING THERE. UH, THE AIRPORT COMMITTEE, UH, WITH, WITH JAY, UM, JAIL COMMITTEE WAS POSTPONED. I'LL BE ATTENDING THAT LATER THIS WEEK. UM, AND THEN I'VE BEEN INVOLVED IN MULTIPLE MEETINGS AND, UM, PLANNING MATTERS WITH REGARD TO SANITARY DISTRICTS, UH, PARTICULARLY WITH GETTING THE SHENANDOAH FARMS ADVISORY BOARD UP AND RUNNING AGAIN. UH, BUT ALSO SOME DISCUSSIONS WITH REGARD TO NANDO SHORES. UH, AND THAT'S MY REPORT. THANK YOU. UM, LET'S SEE, STARTING WITH SEPTEMBER 18TH, UM, I WENT TO THE TRIAD MEETING AT THE MOOSE AND, UM, THERE WAS SOME GOOD SPEAKERS THERE THAT DAY. IT, UM, WAS A NICE TURNOUT AND, UM, GLAD TO SEE THAT. THAT'S, UM, THE SENIORS IN OUR AREA ARE WELL REPRESENTED THERE AND, UM, THROUGH DDSS AND OUR SENIOR CENTER AND DIFFERENT OPPORTUNITIES FOR 'EM THERE. IT SPOKE ON, UM, MEDICARE AND, UM, MEDICAID. I DIDN'T KNOW YOU COULD DO BOTH, AND IF YOU QUALIFY, YOU CAN. THERE'S SO, UM, A LOT OF INTERESTING INFORMATION GIVEN OUT AND HELPFUL INFORMATION. UH, THAT AFTERNOON WE DID HAVE THE TRANSPORTATION MEETING AND, UM, WE'RE IN KIND OF, UM, A LULL OF WAITING ON DIFFERENT AGENCIES. UM, WE HAD ASKED VDOT AND VDOT HAS BEEN THERE, TOWN OFFICIALS HAVE BEEN THERE, PLANNING DEPARTMENT MEMBERS HAVE BEEN THERE. AND, UM, WE WENT OVER WHAT'S GOING ON IN THE TOWN AND WHAT'S GOING ON IN THE COUNTY. WE HAVE ASKED FOR CHAND SHORES BECAUSE IF THAT TRAIN IS THERE TO HAVE, UM, ACCESS OFF OF 66 UP ON THE MEDIUM STRIP, AND VDOT IS WORKING WITH THE FEDERAL DEPARTMENT OF TRANSPORTATION ON THAT. AND OF COURSE WHEN YOU GET IN TO THOSE AGENCIES, IT TAKES FOREVER. BUT WE'RE HOPING THAT THAT'S GONNA BE DONE. SO THAT'S IN A HOLDING POSITION. UM, SEVERAL OTHER ITEMS THAT WERE DISCUSSED. UM, NEW HOUSING AND THE INFRASTRUCTURE FOR THAT. BECAUSE WE ARE IN A LAW, WE ARE DECIDED THAT INSTEAD OF MEETING MONTHLY, THAT WE'RE GONNA START MEETING QUARTERLY AND TRY TO MAKE THOSE MEETINGS BEFORE WE HAVE OUR LIAISON MEETINGS WITH THE TOWN SO THAT WE CAN SHARE THE INFORMATION THAT COMES OUT OF THAT AT THOSE MEETINGS AS WELL. UM, ON A PERSONAL SIDE, I MISSED QUITE A FEW MEETINGS LAST WEEK BECAUSE I HAD, EVIDENTLY MY GRANDCHILDREN SHARED A LITTLE STREP WITH ME AND I HAD THE CRUD, SO I DIDN'T GET UP TO THE, UH, SHENANDOAH BLUE RIDGE COMMITTEE, WHICH I HATE. I ENJOY GOING UP THERE AND KNOWING WHAT'S GOING ON WITH OUR PARTNERS UP ON THE, UM, SKYLINE DRIVE AND, UM, THE REGIONAL COMMISSION. I MISS THAT AS WELL. SO, UM, MY APOLOGIES FOR THAT AND I CERTAINLY WOULD'VE RATHER GONE TO THOSE AND BEEN SICK. UM, I WAS ABLE TO GO SEPTEMBER 23RD, JUST BRAGGING AS A PARENT. AND, UM, THESE WERE YOUTH THAT WERE STEALING CARS, SO THEY BROKE UP QUITE A LITTLE BIT OF RING AND THEY BOTH RECEIVED, UM, UH, RECOGNITION THROUGH THE VIRGINIA SHERIFF'S ASSOCIATION AND VIRGINIA STATE POLICE. [00:15:01] UM, ON ANOTHER NOTE, UH, EARLIER IN THE YEAR, UM, WELL I WANNA TALK ABOUT THE FLOODING, UM, THE RECENT RAINS UP RIVER. 'CAUSE WE, WE'VE GOT SOME MUCH NEEDED RAIN HERE, BUT AS EVERYONE KNOWS, THE CHAND RIVER IS UP. UM, IT GOT UP TO A LITTLE OVER 12 FEET TODAY, WHICH WAS A LITTLE HIGHER THAN IT WAS A COUPLE OF DAYS AGO. UM, OUR FIRST RESPONDERS HAVE BEEN VERY BUSY. THEY'VE DONE A LOT OF, UM, WATER RESCUES. UM, I HAPPEN TO GO DOWN TO THE BOAT LANDING BECAUSE THERE'S, UM, MARKS ON THE, THE BRIDGE ABUT THAT I CAN SEE EXACTLY WHAT FOOT IT IS. AND I, SO I JUST GO DOWN AND TAKE PICTURES OF IT AND THEN SHARE THAT AROUND WITH, UH, A MS AND SO FORTH SO THEY KNOW WHERE, WHERE THAT STAGE IS. AND THERE WERE SOME PEOPLE GETTING READY TO GO IN KAYAKS. I'M NOT SURE IF THEY WERE THE ONES ABOUT A COUPLE HOURS LATER THAT NEEDED TO BE RESCUED OR NOT, BUT, UM, I, I TOLD 'EM I DIDN'T THINK IT WAS A WISE IDEA. UM, I KNOW IT'S FUN TO RIDE THE WAVES 'CAUSE IT'S MUCH BETTER THAN WALKING YOUR, UM, BOAT OR YOUR, UH, INNER TUBE DOWN, WHICH IS WHAT A LOT OF PEOPLE DID ALL SUMMER LONG. BUT YOU DON'T KNOW WHERE ALL THAT DRIFT AND TREES AND STUFF IS. AND SO YOU'RE NOT ONLY PUTTING YOURSELF IN DANGER, BUT THEN YOU'RE PUTTING OUR FIRST RESPONDERS IN DANGER 'CAUSE THEY HAVE TO COME GET YOU. THAT PROCESSOR, THAT PAY FLOW MANAGER THEN SENDS THAT INFORMATION TO A CREDIT CARD COMPANY PROCESSING COMPANY. THE CREDIT CARD COMPANY PROCESSES THE CREDIT CARD AND SENDS THE MONEY TO WARREN COUNTY AND THEN RESPONDS BACK TO THE PAY FLOW SYSTEM. THE PROBLEM WAS SP SPECIFICALLY WITH PAYPAL, NOT WITH THE COUNTY AND NOT WITH BRIGHT, UH, THE, UH, SOFTWARE MAKER EITHER. THERE WAS NOBODY IN THE S 400 OR ANYTHING LIKE THAT. WE BROUGHT THE SYSTEM BACK UP ON MONDAY, UM, AUGUST 26TH, AND RECOGNIZED THAT WHEN WE TRIED TO MAKE CREDIT CARD PAYMENTS, IT WASN'T WORKING. UM, WHEN WE INVESTIGATED FURTHER, WE FOUND OUT THAT THE, UM, TREASURER'S OFFICE ALSO RECOGNIZED THAT THERE WAS AN ISSUE WITH PAYPAL. THEY CONTACTED THE CREDIT CARD PROCESSING COMPANY WE WERE USING AT THE TIME THE CREDIT CARD PROCESSING COMPANY SAID, YOU ARE USING A LEGACY PRODUCT CALLED PAYPAL PAYFLOW MANAGER. WE NO LONGER SUPPORT THAT PRODUCT, AND THEY TOOK IT AWAY FROM US WHEN THEY TOOK THAT AWAY FROM US. NOW THERE'S NO CORRESPONDENCE BETWEEN OUR WEBSITE, THE CREDIT CARD PROCESSING COMPANY, AND THE AS 400. SO WE WENT BACK TO THEM AND SAID, YOU CAN'T TAKE THAT AWAY. WE NEED TO HAVE THAT. THEY SAID, WELL, WE WANT YOU TO TAKE YOUR HOMEPAGE THAT YOU USE FOR YOUR CREDIT CARD PROCESSING, CHANGE IT FROM PAYPAL TO OUR COMPANY'S WEBSITE. WE CAN'T DO THAT BECAUSE IF WE HAD DONE THAT, THEN WE WOULD AGAIN, BREAK THE LINK BACK INTO THE AS 400, SOMEBODY WOULD MAKE A CREDIT CARD PAYMENT, BUT IT WOULDN'T COME OFF THEIR ACCOUNT. SO WE REQUESTED THAT WE GO BACK TO THE, UH, ORIGINAL CREDIT CARD PROCESSING COMPANY AND ALLOW THEM TO ASK THEM TO LET US USE PAYPAL PAYFLOW AGAIN. THEY HAVE REFUSED TO DO THAT. SO WE NEED TO FIND A CREDIT CARD PROCESSING COMPANY THAT ACTUALLY USES PAYPAL, PAYFLOW LINK. WE DID CONTACT BAI [00:25:01] AND ASKED THEM IF THERE WAS ANOTHER SYSTEM WE COULD USE.
