CONGRESSMAN FRANK WOLF HAD TOLD US THERE WERE GRANT MONIES AVAILABLE FOR THIS PROJECT. UNFORTUNATELY, THE BUILDING IS IN THE FLOODPLAIN AND WOULD NOT QUALIFY. WE LOOK FOR OTHER LOCATIONS AND INSTEAD OF BUILDING, WE THOUGHT THAT U USING THE EXISTING BUILDING, UH, VILLA AVENUE WOULD BE IDEAL. SO INSTEAD OF LEASING FROM SAMUEL'S, WE ENTERED INTO A LEASE PURCHASE AGREEMENT FOR EIGHT YEARS. THE FIRST YEAR, 2012, WE PAID OFF SAMUEL'S FURNITURE DEBT IN THE AMOUNT OF $231,372 AND A CASH PAYMENT OF 31,862 FOR A TOTAL OF $263,234. THE NEXT SEVEN YEARS, THE PAYMENTS WERE 286,868 FOR THAT PERIOD, AND A TOTAL OF, UH, A WHOLE AMOUNT PAID WAS FIVE $550,102. THE FINAL PAYMENT WAS MADE IN 2019. THE RENOVATION PROJECT COST WAS $1,172,456 MINUS THE GRANTS TOTALING [00:15:01] $691 FOR A TOTAL COST TO THE COUNTY OF $481,456. ADDING THE PURCHASE PRICE, RENOVATION COST, AND THE EXPANSION OF THE PARKING LOT FROM, UH, WITH, WITH RMA, WHICH WAS ANOTHER 168,000, THE TOTAL COST TO THE COUNTY WAS RIGHT AT 1.2 MILLION. THE CURRENT TAX ASSESSMENT FOR THIS BUILDING IS 2.1 MILLION IN MY OPINION. AND HOPEFULLY YOU WILL AGREE THAT THIS WAS NOT ONLY A GOOD INVESTMENT IN THE PROPERTY, BUT A GOOD INVESTMENT FOR THE, UH, COMMUNITY AND HAVING GREAT MULTI-USE COMMUNITY, UH, CENTER. I'VE AL UH, GIVEN YOU A PACKET. SOME OF THE INFORMATION YOU MAY HAVE. I'VE ALSO INCLUDED IN YOUR PACKET AN AGENDA FROM 11 21 27, WHERE THERE WAS ADOPTED AN MOA WITH SAMUELS, WHICH WAS WORKED OUT WITH THE COMMITTEE, MADE UP THE SAMUELS IN THE, IN THE BOARD PART OF THE MO STATES THAT RATHER THAN THE COUNTY OR THIRD PARTY, UH, RUN IT, IT WAS BEST TO LEAVE IT WITH THE TRUSTEES. IT WAS ALSO STATED THAT THE TAXPAYERS HAD NO OVERSIGHT IN THE LIBRARY'S BUDGET. THAT WE RESPECTFULLY DISAGREE. THE LIBRARY AND OTHER NONPROFITS AS WELL AS COUNTY DEPARTMENTS GO THROUGH THE BUDGET PROCESS. CITIZENS CAN ASK SOMETHING THERE AND THEN THEY ALSO, THE, UH, HAVE A PUBLIC HEARING WHERE THEY CAN HAVE THEIR INPUT. THE BOTTOM LINE IS YOU, THE BOARD OF SUPERVISORS HAVE THE FINAL SAY. ANOTHER BRIEF COMMENT WAS ABOUT THE LIBRARY'S ENDOWMENT RAINY DAY FUND. THE COUNTY HAS A RAINY DAY FUND AS WELL. IT'S CALLED THE UNASSIGNED FUND BALANCE. AND AS OF THE MOST RECENT AUDIT, IT SHOWED OVER $18 MILLION SITTING THERE. SO IT MAKES SENSE TO HAVE A RESERVE FOR UNEXPECTED COSTS AND, AND THINGS OF THAT NATURE. AND IN THE COUNTY SITUATION, IT ALSO HELPS WITH YOUR BOND RATING FOR EITHER BORROW OR REFINANCE. ONE OTHER THOUGHT. YOUR WORK WITH THE, AND I BELIEVE THIS IN THE PROCESS, YOUR WORK SESSION WITH THE LIBRARY IS A GOOD EXAMPLE OF CONTINUED COMMUNICATION. WHILE BOTH PARTIES MAY NOT ALWAYS AGREE, THINGS CAN BE WORKED OUT FOR THE BEST INTEREST IN THE COMMUNITY. LASTLY, REAL QUICK, UH, I'VE BEEN ON THE BOARD MYSELF. UM, AND UH, THAT ALSO INCLUDES, UH, SOME OF OUR, OUR TOWN TRAILS AND COUNTY TRAILS, INCLUDING THE WALKING TRAILS IN ROCKLAND PARK, THE DOG PARK, UH, TRAIL DOWN IN EASTLAND PARK, UH, ET CETERA. UM, UM, SO THAT'S BEEN GREAT. UH, AND THEY'LL BE ENHANCING THAT IN THE FUTURE BY ADDING, UH, PRE-PLANNED NOTES FOR EACH TRAIL HEAD, UH, AS WELL. UM, SO I'M, I'M PLEASED THAT THEY'VE BEEN TAKING THAT REQUEST AND RUNNING WITH IT. AND NOVEMBER 1ST THE YOUTH CENTER HAD THEIR RIBBON CUTTING THAT WAS, UM, IF YOU HAVEN'T BEEN THERE, YOU REALLY NEED TO STOP IN. THEY'VE GOT A LOT OF PROGRAMS AND THINGS ARE LOOKING WITH THE HOLIDAYS AND BEEN RECOGNIZING A LOT OF PEOPLE TONIGHT. SO WE'VE GOT A COUPLE OF GUYS THAT ARE RETIRING AND UM, JUST WANTED TO RECOGNIZE THEM BECAUSE THEY DID A LOT FOR THE, UM, THE COMMUNITY AND HELPED ME OUT A LOT SINCE I'VE BEEN ON THE BOARD. THE FIRST ONE IS LIEUTENANT JOHN. I KNOW HIM AS KERMIT AND MOST PEOPLE KNOW HIM AS KERMIT GAITHER. HE JOINED THE DEPARTMENT IN JULY OF 1999. HE WAS THE FIRST AFRICAN AMERICAN HIRED BY THE WARREN COUNTY FIRE AND RESCUE, WHICH I DID NOT KNOW. LIEUTENANT GAITHER WORKED VARIOUS SHIFTS ASSIGNMENTS THROUGHOUT HIS CAREER AND IS INSTRUMENTAL IN TRAINING AND COMMUNICATIONS. HE, UM, USED TO DO A LOT OF THE RADIOS AND SO FORTH, UM, GETTING THEM SET UP AND SO FORTH. SOMETHING THAT'S WAY OVER MY HEAD. UM, HE'S ON A LOT OF DIFFERENT THINGS, UH, THROUGHOUT THE SHENANDOAH VALLEY. HE'S ON SO MANY COMMITTEES ON THE SOIL AND WATER AND DIFFERENT THINGS AND HE'S DONE A LOT TO, UM, ACCOMPLISHMENTS WITH HIS JOB AND VOLUNTEERING IN THE FIRE AND EMS AND HE'S ALSO A LAW ENFORCEMENT OFFICER WITH THE WINCHESTER CITY SHERIFF'S DEPARTMENT. THAT MAN WEARS A LOT OF HATS, SO, AND I REALLY APPRECIATE THE EDUCATION HE'S GIVEN ME IN A LOT OF LITTLE AREAS OVER THE YEARS, SO I WANTED TO RECOGNIZE HIM. AND THEN THE OTHER GENTLEMAN IS RICK FERRELL, LIEUTENANT RICK FERRELL. AND RICK WAS, UM, WE ASSIGNED HIM AS OUR EMERGENCY COORDINATOR AND HE GOT US THROUGH COVID. HE MANAGED THE COUNTY'S TWO PLUS PROBABLY MILLION DOLLARS OF, I MEAN HE WAS A TASK MASKER OVERALL. THIS, WE HAD SIT WRAPS WHAT, ONCE A WEEK FOR YES, PROBABLY A YEAR. UM, I WORKED WITH HIM ON UM, ON LIKE AN AUDIT COMMITTEE OF ALL THE MONEY THAT WE GOT THAT WE DISTRIBUTE OUT TO THE LOCAL BUSINESSES TO GET THEM THROUGH. AND I CAN TELL YOU THAT MAN IS A TASK MASTER. UM, HE GAVE ME THE JOB OF GOING DOWN THE LIST AND MAKING SURE EVERYTHING WAS RIGHT. I GOT LIKE, I GET IN A ZONE, I GOT LIKE FIVE DOWN AND ALL OF A SUDDEN HE GOES, WHAT ARE YOU DOING? AND I, HE ABOUT GAVE ME A HEART ATTACK. UM, HE'S, HE IS JUST A, A MAN OF VERY METICULOUS AND I JUST WANTED TO RECOGNIZE HIM.
