I HOLD VIRGINIA STATE MEDICAL LICENSE, MY PRACTICE AND MY HOME OFFICE WHERE I'M CURRENTLY RUNNING, UH, ONE-ON-ONE SESSIONS WITH PATIENTS AND PARENTS LIES 470 YARDS FROM THE PROPOSED BENTONVILLE SHOOTING SITE.

UH, TO SAY THE RANGE WOULD BE A DISTRACTION IS AN UNDERSTATEMENT.

UH, SHOULD THE BENTONVILLE SITE GET APPROVED, IT WOULD EFFECTIVELY END MY ABILITY TO PRACTICE AT MY LOCATION, UM, FOR THE COUNTY TO MAKE A DECISION LIKE THAT.

I'M LOOKING TO THEM TO EFFECTIVELY START FROM THE BEGINNING AND PROVE THAT THIS IS A NEED.

UM, YOU KNOW, SCHOOL SHOOTINGS WERE MENTIONED LAST NIGHT, UM, AT LAST NIGHT'S SESSION.

THAT'S EVERYONE'S WORST NIGHTMARE.

YOU KNOW, IT'S, UH, IT'S A STRONG TALKING POINT.

IT INSPIRES FEAR IN EVERYONE.

THE EMOTION THAT THAT BRINGS UP COULD CONVINCE A COUNTY OF 500 PEOPLE TO BUILD A SHOOTING RANGE, LET ALONE A COUNTY WITH 40,000 PEOPLE.

UM, BUT IS THERE ANY DATA SHOWING THAT THIS IS ACTUALLY A NEED? IS CRIME OR ACTIVE SHOOTER SITUATIONS QUICKLY RISING? UH, IS THERE ANY DATA TO SUPPORT THAT BETTER AIM WILL PREVENT ACTIVE SHOOTER SCENARIOS? UM, ARE OUR SHERIFFS ACTUALLY UNABLE TO GET PISTOL CERTIFIED RIGHT NOW? OR ARE THERE JUST CURRENT PARAMETERS THAT MAKE IT INCONVENIENT? RIGHT.

I'M THINKING ABOUT NEED.

UM, WHILE WE'RE ON THIS TOPIC, I JUST MET THE THERAPIST EQUIVALENT OF, UH, MYSELF IN THE WARREN COUNTY SCHOOL DISTRICT.

UNLIKE AT MY PRIVATE COMPANY, THERE'S ONE OF HER IN THE ENTIRE SCHOOL DISTRICT.

IF WE REALLY CARE ABOUT SCHOOL SHOOTINGS, WE'RE GONNA MENTION IT IN THIS ISSUE, RIGHT? LET'S USE SOME DATA, RIGHT? YOU NEED THERAPISTS, YOU NEED PROGRESSIVE POLICE TRAINING POLICIES, UM, AND YOU NEED COLLABORATION WITH OTHER DEPARTMENTS.

SO I DON'T NECESSARILY THINK THAT THAT MENTIONING LAST NIGHT

UM, IF THE COUNTY DOES ESTABLISH A NEED, WELL THEN THAT'S GREAT.

UM, A PLANNING COMMISSIONER LAST NIGHT, YOU KNOW, BRAVELY WENT ON RECORD STATING TWO THINGS.

ONE, THAT HE WOULD NOT STAND BEHIND THAT RANGE WALL ON THE BAGGER LEE'S PROPERTY, AND TWO, THAT THE ESA LANE SITE WOULD BE, IN FACT, CHEAPER.

THOSE ARE TWO REALLY STRONG THINGS TO THINK ABOUT.

UM, IF IT'S UNSAFE, UM, AND ESA LANE WOULD BE LESS STRAIN ON THE BUDGET.

IT'S PROBABLY A GOOD SERIOUS THING TO CONSIDER.

UM, NOT TO MENTION THAT THE BENTONVILLE SITE IS, OH, THAT WAS THREE MINUTES.

AND TO ME, THAT MAKES THE MOST SENSE TO DO THAT.

AND I DEFINITELY THOUGHT LAST NIGHT WAS VERY POSITIVE, HEARING, HEARING IT FINALLY BEING TALKED ABOUT OTHER OPTIONS, EXPLORING, UNLESS THERE'S JUST A MAJOR RUSH THAT THIS HAS TO BE DONE, TO ME, THAT'S, THAT'S THE WAY TO GO.

AND AS ONE OF YOU MENTIONED AT THE END, IT'S A WAY TO MAKE EVERYONE COMFORTABLE, HAPPY, AND IT'S A GOOD TURNOUT THE WAY IT ENDS UP.

SO I THINK PURSUING THAT IS THE WAY TO GO.

AND I THINK THERE'S POSSIBILITY THAT EVEN IN THE FUTURE, SHERIFF KLEIN MIGHT SAY, BOY, THIS IS REALLY GOOD.

BENTONVILLE, I JUST WANT TO ADDRESS ONE SMALL ITEM THAT IS ACTUALLY RELATIVELY NEW TO THE DISCUSSION AND JUST MAKE SURE EVERYBODY WAS AWARE.

SO THE DEPARTMENT OF INTERIOR IS ONE OF THE FEDERAL AGENCIES THAT WE'VE BEEN LOOKING AT CONTACTING THAT HAVE RELEVANT, UH, POSITIONS IN ON THIS.

AND I, I BELIEVE A LETTER, THEY, THEY ISSUED A STATEMENT SAYING THAT THE PARK SERVICE WAS IN OPPOSITION TO THIS LOCATION AS IS.

IT WOULD BE DISRUPTIVE TO THE PARK ENVIRONMENT.

OTHER OUTREACHES TO THE, UH, EPA AND OSHA ARE ALREADY PREPPED AND STANDING.

AND I SAY THAT BECAUSE AS A RESIDENT OF THIS COUNTY, I WANT US TO NOT, YOU KNOW, I WANT US TO USE OUR MONEY WISELY, NOT START PICKING FIGHTS THAT TURN OUT TO BE VERY EXPENSIVE.

AND IF THESE THINGS START ROLLING INTO THE FEDERAL GOVERNMENT COMING AND STICKING THEIR NOSE AND THINGS, THAT'S GONNA DRIVE THE COST UP IN WAYS THAT I THINK NOBODY IS CONSIDERED AS PART OF THIS.

BUT THAT IS AN INEVITABILITY IF THIS GOES FORWARD AS IT IS, EVERYBODY FEELS VERY STRONG ABOUT IT.

IT'S NOT A FIGHT ANYBODY WANTS TO HAVE, BUT IT IS ONE THAT'LL EXIST.

SO I WANTED TO MAKE SURE THAT THE COMMITTEE WAS AWARE OF THE PARK SERVICE LETTER THAT WAS ISSUED AND THE POSITION THEY'VE TAKEN IN OPPOSITION TO THIS.

AND HOPE THAT WILL, PARTICULARLY IN THE LIGHT OF WHAT I'VE JUST, JUST LEARNED, IS THE POSSIBILITY OF ANOTHER LOCATION THAT I THINK IS A 107 ACRES COMPARED TO SEVEN AND IS NOT SITTING IN THE MIDDLE OF A RESIDENTIAL AREA NEXT TO A BUSINESS THAT I WOULD HOPE WOULD BE A FAR MORE PREFERABLE CHOICE AND WOULD REALLY ENCOURAGE EVERYONE TO CONSIDER THAT.

SO I SORT OF UNDERSTAND THE EDA, I DON'T UNDERSTAND THE FRONT ROYAL.

YOU'RE TAKING WARREN COUNTY TAXPAYERS MONEY MAKING PAYMENTS TO THE TOWN OF FRONT ROYAL TO COVER LOANS FOR SIX YEARS.

SIX YEARS.

MY TAX DOLLARS, YOUR TAX DOLLARS, BECAUSE YOU LIVE IN THE COUNTY.

AND THE PEOPLE BEHIND ME, UH, I, I'M A LITTLE UPSET WITH THAT.

I GO BACK AND I LOOK AT THE BUDGET TRYING TO FIGURE IT OUT, AND I HAVE ALL THE TIME DOING THAT.

BUT THE COUNTY IS IN DEBT FOR $131 MILLION AND IT'S TAKEN ABOUT $12 MILLION A YEAR TO PAY THAT DEBT DOWN.

AND, AND, UH, WITH THE INTEREST AND THE PRINCIPAL.

SO WHEN YOU DEFAULT ON A BANK LOAN AND YOU HAVE A DEBT OF $131 MILLION AND YOU WANT TO TRY THE CAPITAL IMPROVEMENT PLAN, WHERE YOU GONNA GET THE MONEY FROM? I'M NOT A BANKER.

I'M IN CONSTRUCTION, BUT I WOULDN'T LOAN YOU NOTHING, ESPECIALLY WITH THE DEBT, THE AMOUNT OF THE DEBT, AND THE FACT THAT YOU DEFAULTED ON TWO LOANS.

SO A LOT OF THAT CONCERNS YOU.

I DON'T KNOW WHY YOU HAVEN'T APPLIED FOR A GRANT TO GET WHAT THE SHERIFF'S DEPARTMENT NEEDS.

THESE SOUNDS ARE MUCH LOUDER AND TRAVELING MUCH FURTHER ENHANCED BY THE MEGAPHONE CHARACTER OF GIMLET RIDGE IN MATTHEW'S ARM.

THE PARK ARGUABLY THE COUNTY'S MOST IMPORTANT NEIGHBOR, ENVIRONMENTALLY SENSITIVE, AND ONE OF THE MOST ICONICALLY BEAUTIFUL PLACES IN THE WORLD.

ADDITIONALLY, WITH A TRANSFER STATION, WE HAVE ALREADY MET OUR CIVIC OBLIGATION TO THE COUNTY ENDURING SOUND TRUCK, TRAFFIC, TRAFFIC ON THE ROAD, ET CETERA.

SPREAD THIS OBLIGATION FAIRLY AS YOUR DUTY, AS YOUR DUTY REQUIRES, FIND A BETTER LOCATION FOR THIS SHOOTING RANGE.

THAT, THAT IT COULD WIND UP JUST COMPARING TWO SITES OR ONE CRITERIA, WHICH MY CRITERION, WHICH WOULD BE JUST THE, THE NOISE AT THE ADJACENT HOUSES.

I KNOW THAT'S A LOT OF MONEY.

I KNOW THAT'S A LOT MORE OF YOUR TIME.

UH, WE HAD SOME, UH, VERY GOOD DIALOGUE ABOUT, UH, THE ROLLOUT FOR OUR 2024 COMPREHENSIVE PLAN.

UM, TONIGHT'S MEETING IS A PUBLIC HEARING FOR THE PLAN.

UM, AND WE DO PLAN ON TAKING DOWN NOTES FOR COMMENTS THAT ARE BEING, UH, ADDRESSED ON THE PLAN AND BOTH BY, UH, CITIZENS AND BY THE PLANNING COMMISSION.

UM, PLAN IS A FUTURE FOR WARREN COUNTY, YOUR HOMES, AND, UH, IT'S VERY IMPORTANT DOCUMENT BECAUSE IT GUIDES THE PLANNING, COMMISSION AND BOARD OF SUPERVISORS AND THE DECISIONS ON LAND USE IN THE COUNTY.

I KNOW YOU GUYS HAD TO SIT THROUGH THIS YESTERDAY, BUT WE'LL RECAP.

UM, SO WHAT IS A COMPREHENSIVE PLAN? A COMPREHENSIVE PLAN IS A LONG TERM DOCUMENT THAT OUTLINES A COMMUNITY'S VISION AND GOALS FOR FUTURE DEVELOPMENT.

THEY ARE DESIGNED TO PLAN FOR THE NEXT 20 YEARS AND PROVIDE AN OUTLINE FOR ADDRESSING THE COUNTY'S MOST PRESSING ISSUES BY STATING POLICIES, GOALS, AND IMPLEMENTATION STEPS.

WHY HAVE A PLAN? WELL, FIRST AND FOREMOST, THE STATE REQUIRES IT.

UM, SECONDLY, IT IS A GUIDE FOR OUR FUTURE.

UH, WE WANT TO BE ABLE TO PRESERVE RURAL AND HISTORIC CHARACTER WITHIN OUR COMMUNITY.

IT, IT INVOLVES, IT GETS THE COMMUNITY INVOLVED.

A COMPREHENSIVE PLAN ENGAGES RESIDENTS IN PLANNING FOR WARREN COUNTY'S FUTURE, AND IT LEADS TO A CLEAR DIRECTION FOR THE COUNTY.

WE CREATED A TIMELINE OF THE COMPREHENSIVE PLAN IN 2018.

WE BEGAN THE REVIEW.

UM, IT IS SUGGESTED BY THE STATE THAT YOU REVIEW THE COMP COMPREHENSIVE PLAN EVERY FIVE YEARS.

UH, STAFF DID TRY TO BEGIN THAT IN 2018, UH, BUT THERE WERE A LOT OF UNFORESEENS MOVING FORWARD IN 2019.

THEY ADOPTED THE STRATEGIC VISION MOVING FORWARD INTO 2020.

THERE WERE SOME SETBACKS DUE TO COVID-19 2021 TO 2022.

THERE WERE PLANNING STAFF CHANGES, NEW PLANNING COMMISSION MEMBERS, NEW BOARD OF SUPERVISOR MEMBERS, AND A COMPREHENSIVE PLAN SCHEDULE WAS OUTLINED IN 2023.

PLANNING STAFF BEGAN WORK SESSIONS WITH PLANNING COMMISSION MEMBERS IN FALL OF 2024.

PLANNING STAFF SUBMITTED,

UM, OUR INFRASTRUCTURE CHAPTER TO VDOT FOR FINAL APPROVAL.

WE RECEIVED OUR LETTER OF APPROVAL FROM VDOT TODAY, SO WE DID GET THE LETTER OF APPROVAL, AND WE ARE GOOD TO MOVE FORWARD WITH PUTTING THAT INTO THE COMPREHENSIVE PLAN.

THEY WERE VERY HAPPY WITH OUR INFRASTRUCTURE CHAPTER, UM, AND ULTIMATELY, UH, FINALIZING ALL OF THE UPDATES WITH THE COMMUNITY IN, UH, OUTREACH, THE JOINT WORK SESSION YESTERDAY EVENING.

AND WE HOPE TO HAVE THIS PLAN ADOPTED BY THE BEGINNING OF 2025.

THIS IS NOT A COMPLETE REWRITE, THIS IS JUST AN UPDATE TO THE ADOPTED VERSION OF THE 2013 COMPREHENSIVE PLAN.

THE DATA THROUGHOUT HAS BEEN UPDATED TO REFLECT THE MOST RECENT PUBLISHED STATISTICS, AND MUCH OF THE 2013 PLAN IS STILL INCORPORATED INTO THIS VERSION OF THE PLAN.

CHAPTER TWO.

UH, WE'RE GONNA BEGIN THERE WITH THE UPDATES BECAUSE THERE WERE NO UPDATES TO CHAPTER ONE.

THAT IS OUR HISTORY CHAPTER.

OUR DATA RESOURCES FOR CHAPTER TWO CAME FROM THE AMERICAN COMMUNITY SURVEY, A CS, UM, US CENSUS BUREAU, WELDON COOPER CENTER, AND THE VIRGINIA EMPLOYMENT COMMISSION.

THIS CHAPTER ANALYZED CURRENT POPULATION AND DEVELOPMENT TRENDS WITHIN OUR COMMUNITY TO, TO PREDICT THE FUTURE GROWTH TRENDS THROUGH POPULATION INCOME, HOUSING AND EMPLOYMENT.

BY 2030, THE POPULATION OF WARREN COUNTY IS EXPECTED TO INCREASE FROM 40,727 TO 43,250.

AND AS OF 2020, WHICH WAS THE MOST RECENTLY PUBLISHED DATA, THE MEDIAN ANNUAL HOUSING INCOME IS 70,109.

CHAPTER THREE IS OUR NATURAL RESOURCES SECTION.

IN THIS, WE OUTLINED HOW OUR COMMUNITY WILL PROTECT ITS NATURAL RESOURCES AND ENSURE THAT GROWTH OCCURS IN HARMONY WITH THE LAND'S ABILITY TO SUSTAIN DEVELOPMENT.

AND MATT, AS OUR FLOODPLAIN MANAGER, WOULD YOU LIKE TO CONTRIBUTE TO THE UPDATES WITHIN THE FLOODPLAIN FOR THIS CHAPTER? SURE.

JUST BRIEFLY, UH, WITHIN THAT TIME PERIOD, UH, 2016, THE BOARD, UH, PASSED A RESOLUTION TO, UH, ALLOW AND ADOPT, UH, PARTICIPATION IN THE FEMA'S COMMUNITY RATING SYSTEM PROGRAM.

THAT'S A PROGRAM THAT'S BASED ON, UH, 10 CLASSES OF, UH, OF STATUS FOR THE PROGRAM.

AND YOU MUST MEET, MEET A NUMBER OF ELEMENTS, UH, TO PARTICIPATE IN THAT BY PARTICIPATING IN IT.

IT DOES, UH, ALLOW PROPERTY OWNERS WHO PAY FLOOD INSURANCE, UM, TO HAVE A DISCOUNT ON THEIR FLOOD INSURANCE BASED ON THE, UH, CLASS THAT YOU ARE, ARE IN.

UH, WE CURRENTLY ARE IN CLASS NINE.

UM, PART OF THAT WAS A REWRITE, UH, OF OUR ORDINANCE FOR A FLOOD PLAIN OVERLAY DISTRICT, UH, RELATING TO SOME OF THE HIGHER STANDARDS THAT WE IMPLEMENTED IN ORDER TO, UM, GET INTO, UH, THE CRS AND, AND QUALIFY FOR THAT.

UM, WE CONTINUE TO, UH, WORK AND STRIVE ON, UH, UH, PARTICIPATING IN THAT.

AND WE HOPE AT SOME POINT IN TIME TO, UH, BECOME A CLASS EIGHT WITH, UH, FURTHER EDUCATION OF THE PUBLIC AND, AND, UH, UH, PROCESSES AND PROCEDURES THAT WE, WE DO TO, UH, UH, MANAGE OUR FLOODPLAINS CHAPTER FOUR, UH, LAND USE CHAPTER.

QUITE A FEW UPDATES.

UM, AND BEFORE WE ADD TO ANY DISCUSSION MEMBERS, UM, WOULD YOU ALLOW ME TO GET THROUGH SPOT AND THEN WE CAN MOVE FORWARD WITH ANY DISCUSSION? UM, SO WE EXPLORED A DOCUMENT ORDINANCE TO ALLOW ACCESSORY DWELLING UNITS IN AGRICULTURAL AND RURAL RESIDENTIAL DISTRICT ONLY FOR LONG TERM HOUSING NEEDS.

WE IDENTIFIED URBAN DEVELOPMENT AREAS WITHIN THE TOWN OF FRONT LIMITS.

THIS HAS CARRIED OVER FROM 2013, WORKING IN CONJUNCTION WITH THE TOWN.

UM, THEY'RE WELL AWARE AND WE EXPLORED AGRICOR TO HELP OUR COMMUNITY PROMOTE THEIR AGRI AGRICULTURAL SECTORS TO STRENGTHEN FARMING AND ENCOURAGE CONSERVATION.

IN WARREN COUNTY.

WE INCLUDED THE ROCK COMMUNITY VISION PROJECT TO SUPPORT AND PROMOTE CONSERVATION, AS WELL AS BROWNTOWN COMMUNITY DIVISION TO PROTECT ITS RURAL CHARACTER AND ENSURE PRESERVATION.

WE ALSO INCLUDED A NEW LAND USE MAP, NEW PROPOSED FUTURE LAND USE MAP FOR THE CORRIDOR, AND IDENTIFIED ALL OF THE VACANT ALL RESIDENTIAL LOCKS WITH THE POTENTIAL OF HOUSING AFFORDABILITY.

AFFORDABILITY.

CHAPTER FIVE IS OUR COMMUNITY CHAPTER.

THE UPDATES IN THIS CHAPTER WERE TO, UM, POSSIBLY LOOK INTO ADOPTING HISTORIC PRESERVATION PLAN TO PUT IN SAFEGUARDS FOR HISTORIC HERITAGE AND ARCHEOLOGICAL RESOURCES.

ADDITION OF NON-PROFIT ORGANIZATIONS THAT ASSIST OUR CITIZENS WITHIN OUR COMMUNITY.

THE SCHOOL BOARD UPDATED THEIR COMPREHENSIVE LONG RANGE PLAN, LAW ENFORCEMENT SERVICES, IDENTIFY RESULTS

AND OBJECTIVES.

FIRE AND RESCUE IDENTIFIED THEIR TOP PRIORITIES AND MORGAN COUNTY PARK AND REC UPDATED THEIR MASTER FACILITY PLAN FOR IMPROVEMENT TO, IN ADDITION OF THE CHAPTER SIX IS OUR ECONOMIC DEVELOPMENT.

THE ENTIRE CHAPTER WAS UPDATED.

UM, THIS IS OUR DATA CHAPTER, SO OUR LABOR FORCE STATISTICS, EMPLOYMENT RATE, OCCUPATION, RETIREES, UNEMPLOYMENT, LABOR POOL, WORK SOURCE ANALYSIS, UH, BUSINESS LICENSE, RETAIL TAXES, COMMUNITY INCOME WAGE, ALL UPDATED HERE FOR INFORMATIONAL PURPOSES.

LAST BUT NOT LEAST, CHAPTER SEVEN, OUR INFRASTRUCTURE CHAPTER.

WE UPDATED DATA ON OUR TRAFFIC VOLUME IDENTIFIED INFRASTRUCTURE NEEDS FOR WARREN COUNTY.

WE IDENTIFIED THE 20.5.

WE GOT SIX YEAR IMPROVEMENT PLAN, UM, AS WELL AS SMART SCALE AND STAR STUDY RECOMMENDATIONS.

WE HAVE A, UM, SECTION ON PROPOSED IMPROVEMENTS TO THE CORRIDOR, UH, TRANSPORTATION PLAN, UPDATES TO HIKING, BIKING, AND RAIL TRAIL INITIATIVE, THE ADDITION OF BROADBAND INFRASTRUCTURE.

AND AFTER YESTERDAY'S COMMUNITY OUTREACH, WE WERE MADE AWARE THAT IN ADDITION OF CELLULAR WOULD ALSO BE A GREAT ADDITION TO THE COMPREHENSIVE PLAN.

SO WE'RE WORKING ON TERM LANGUAGE AS CELLULAR AS WELL.

WE, UM, ALSO INCLUDED AN INFRASTRUCTURE, A RIDE SHARING PARK AND RIDE LOT SERVICE, TRANSIT SERVICE AVIATION, AND INLAND WATER SERVICES SERVICES.

AND STORM WATER MANAGEMENT REMAIN VERY MUCH THE SAME AS IN THE 20, BUT WE'LL BE LOOKING ON THE NEW MAP THAT WERE ADDED TO CHAPTER SEVEN, FIVE MAPS IN OUR INFRASTRUCTURE CHAPTER TO 14 IN TOTAL.

UH, CORY GRIFFITH, OUR GIS COORDINATOR, WORKED TIRELESSLY ON DEVELOPING THE BEST POSSIBLE MAPS, AND HE PUT OUT SOME REALLY BEAUTIFUL MAPS.

THEY INCLUDE OUR D ROAD CONDITION IMPROVEMENT, YEAR IMPROVEMENT PLAN, THE CORRIDOR TRANSPORTATION PLAN, SANITARY DISTRICT, SHE FARM V ROAD, AIRPORT OVERVIEWS, UM, THE BIKE HEAD TRAIL, SMART SCALE APPLICATIONS, AND STAR STUDY.

OUR LAST CHAPTER IS OUR IMPLEMENTATIONS CHAPTER.

THIS WAS UPDATED TO REFLECT ALL OF THE IMPLEMENTATION CHANGES FROM CHAPTER THREE THROUGH SEVEN.

SO, UM, STAFF SAT DOWN AND WE WORKED WITH OUR GI S COORDINATOR, CORY, AND HE PUT TOGETHER SOME MAPS BASED ON, UM, UH, WHAT YOU SEE HERE AS VACANT LOTS IN THE SHENDO FARMS, UH, AREA.

AND THESE WOULD BE ZONED R ONE, CURRENTLY ZONED R ONE.

AND IT KIND OF GIVES YOU AN IDEA OF POTENTIALLY WHY THEY HAVEN'T BEEN DEVELOPED.

AND, UH, THERE'S A NUMBER OF THE LOTS THAT ARE IN THE FLOODPLAIN THAT ARE PROHIBITED FROM BEING DEVELOPED.

UM, BUT THEY, THEY CAN BE USED FOR RECREATIONAL LOTS.

AND THEN THERE ARE A NUMBER IN THE STEEP SLOPE AREAS OF THE COUNTY, UM, WHERE THERE IS NOT A ROAD IN PLACE, BUT THERE IS A PLATTED ROAD.

SO, UM, YOU KNOW, THAT'S KIND OF A VISUAL TO, YOU KNOW, WHY THESE AREAS HAVEN'T BEEN DEVELOPED.

UH, SOME OF THE THINGS THAT WE'VE DISCUSSED AND WERE DISCUSSED LAST NIGHT WERE, UM, THE REQUIREMENT FOR PUTTING IN STATE ROADS OR ROADS BUILT TO STATE STANDARDS, WHICH, UH, CAN BE VERY COST PROHIBITIVE TO A DEVELOPER.

UM, THE SETBACKS, UH, FOR THE, THE CONSTRUCTION, THERE'S A REQUIRED 50 FOOT SETBACK.

UM, THERE'S A POTENTIAL IF YOU, UH, MINIMIZED OR,

OR DECREASED THAT THAT WOULD MAKE THE LOT A LITTLE BIT BETTER TO BE BUILT ON.

AND THEN ALSO, UM, WELL IN SEPTIC SETBACKS, UH, ALL OF THIS AREA IS SERVED BY PRIVATE, WELL IN SEPTIC.

SO THOSE, UM, UH, ITEMS AND WOULD HAVE TO BE ADDRESSED AND WE'D HAVE TO LOOK AT THE STANDARDS THAT ARE IN PLACE TO SEE IF THAT COULD BE CHANGED OR IMPROVED OR, UH, WAIVED IN CERTAIN, UH, CASES IN ORDER TO, TO GET THAT CONSTRUCTION DONE.

SO, UM, THAT'S JUST ONE OF THE PROJECTS THAT WE WERE LOOKING AT TO ADDRESS SOME OF THE HOUSING.

UH, WHAT YOU SEE HERE IS A CURRENT, UH, COMPREHENSIVE, UH, PLAN, FUTURE LAND USE MAP THAT WAS ADOPTED IN 2013.

UM, FOR THE CORRIDOR.

THE, THE BLUE IN THE CENTER IS A HIGHWAY CORRIDOR OVERLAY DISTRICT.

SO THOSE ARE, THAT'S A, A CODE SECTION THAT REQUIRES CERTAIN STANDARDS TO BUILD BE BUILT WITHIN THAT AREA.

I THINK IT'S A THOUSAND FEET IN WIDTH.

UM, UH, THE PURPLE YOU SEE IS INDUSTRIAL, UH, AND TO THE NORTH, UH, WEST IS A 440 ACRE PROPERTY THAT WE CURRENTLY HAVE A, UH, REZONING FOR FROM, UM, AGRICULTURAL TO INDUSTRIAL.

AND THERE'S A SMALL PROPERTY THAT ABUTS, UH, WINCHESTER ROAD THAT IS A, UH, IS REQUESTED TO BE, UH, REZONED TO COMMERCIAL, AND THAT WOULD PROVIDE ACCESS TO THOSE, UH, LOTS ON THE OTHER SIDE OF CROOKED RUN.

UM, THE ROAD YOU SEE IS COMMERCIAL.

THE YELLOW IS RESIDENTIAL ONE, AND THE KIND OF ORANGES COLOR IS OUR, UH, SUBURBAN RESIDENTIAL BLUE RIDGE SHADOWS, UH, SUBDIVISION, HIGHER DENSITY SUBDIVISION 224, UH, LOTS, UH, UH, HOUSES THERE, HIGHER DENSITY HOUSING.

AND THEN THE BALANCE OF WHAT YOU SEE IS, IS AGRICULTURALLY ZONED.

YOU CAN SEE THAT IN BLUE.

UM, THERE'S A BUFFER JUST ADJACENT TO IT THAT WE HAD PUT IN, AND THERE'S SOME VERY STEEP SLOPE TOPOGRAPHY THERE THAT WOULD PRECLUDE DEVELOPMENT IN THAT SPECIFIC AREA AND REQUIRE A BRIDGE, UH, THAT COULD BE SOMEWHAT CROSS PROHIBITIVE, UM, TO BE ABLE TO HAVE TO PROVIDE ACCESS TO THAT INDUSTRIAL AREA.

SO WE CONSIDERED PROPOSING THAT AS RURAL RESIDENTIAL, WHICH IS A VERY SIMILAR TO AGRICULTURAL TWO ACRE LOTT SIZE, BUT WITH A FIVE ACRE DENSITY REQUIREMENT FOR HOUSING, WHICH, UH, WOULD REQUIRE SOME OPEN SPACE TO BE SET ASIDE, WHICH IS, UH, WHAT THE, UH, FLOOD PLAIN AND STEEP SLOPE AREAS AND, AND, UH, DEEP STEEP, UH, SWALE AREAS COULD BE IDENTIFIED FOR.

UM, THE ADDITION OF THAT PROPERTY THAT, THAT IS UNDER THAT CURRENT REZONING WOULD BE LEFT, UH, TO EITHER BE INDUSTRIAL OR COMMERCIAL, AND THAT WOULD BE DIRECTLY ADJACENT TO WINCHESTER ROAD AND PROVIDE, UM, ACCESS, UH, DIRECTLY OFF OF WINCHESTER ROAD.

AND THE PIECES THAT YOU SEE IN RED ARE CURRENTLY ZONED AGRICULTURAL, BUT THEY WOULD, UH, WE ARE PROPOSING AND, UH, THAT THEY BE REZONED OR FUTURE LAND USE FOR A COMMERCIAL.

IF YOU LOOK TO THE LOWER LEFT OF A, UH, SITE THERE, UM, THAT THERE ARE TWO RED PARCELS.

UM, THOSE ARE DIRECTLY ADJACENT TO A CURRENTLY ZONED PARCEL THAT IS COMMERCIAL, UM, WHICH ABUTS BOTH CROOKED RUN AND, UH, I 66.

AND THE DEVELOPER WHO OWNS THOSE, UM, WAS IDENTIFYING THOSE OTHER LOTS WHICH HE OWNS, UH, AS POTENTIAL FOR COMMERCIAL.

UM, FOR, UH, A FUTURE LAND USE TO BE DETERMINED, POSSIBLY, UH, OFFICE CENTER, UH, THAT WOULD BE REQUIRED.

UH, EITHER HAVE A BRIDGE, UH, PROVIDE ACCESS FOR, UH, ACCESS FROM RI NARROW HOLLOW ROAD, WHICH IS OFF OF, UH, RELIANCE ROAD.

SO THERE WOULD BE SOME V OUT IMPROVEMENTS THAT WOULD ABSOLUTELY BE REQUIRED FOR THAT.

UM, AND THEN TO THE VERY NORTH, UM, YOU SEE THE PURPLE BLOCK IN THE NORTHEAST, UH, SECTION OF THE MAP.

UM, WE ARE PROPOSING

AS A TRADE OFF FROM THE OTHER ACREAGE, UM, THAT WAS FUTURE LAND USE FOR INDUSTRIAL TO, UM, UH, DO THAT FOR FUTURE LAND USE.

IT'S 150 ACRE PARCEL TO FUTURE LAND USE TO INDUSTRIAL THAT HAS DIRECT ACCESS TO WINCHESTER ROAD.

UM, AND THEN THERE'S A LOT JUST ACROSS WINCHESTER ROAD THAT IS, UH, CURRENTLY AGRICULTURAL, AND THAT WOULD BE, UH, COMMERCIAL ACT, UH, COMMERCIALLY REZONED, UH, OR FUTURE LAND USE FOR A COMMERCIAL.

UM, BOTH OF THOSE LOTS ARE OUTSIDE OF THE, UH, UH, DISTRICT FOR PUBLIC SEW WATER THAT, UH, THE TOWN, UM, HOLDS THE, BASICALLY THE RIGHTS TO.

AND WE HAVE AN AGREEMENT WITH THEM TO PROVIDE IT WITHIN THE, THE, THE CORRIDOR.

UM, BUT THAT, UH, DISTRICT CURRENTLY ENDS AT FAIRGROUND ROAD, SO WE WOULD HAVE TO WORK WITH THE TOWN TO GET THEM TO ACCEPT THOSE PARCELS INTO THE, UH, UH, THE FLOOD, THE, UM, UH, SEWER WATER DISTRICT, UH, PUBLIC SEWER WATER DISTRICT WITH THE TOWN.

UM, AND THE BALANCE OF IT IS, UH, WE'VE, WE'VE SEEN A LOT OF, UH, UH, PURCHASES OF LAND THAT, UH, FOR INDUSTRIAL USES THAT WE HOPE TO SEE IN THE NEXT FEW YEARS, UH, BECOME DEVELOPED AND ADD TO THE TAX BASE TO THE COUNTY.

AND THAT IS THE BENEFIT, UH, OF THAT.

UM, AND THEN REGULATING, UM, THE ACTUAL DEVELOPMENT ITSELF THROUGH SITE PLAN REVIEWS, CONDITIONAL USE PERMITS, AND POTENTIALLY PROFFERS THAT WE COULD GET THROUGH REZONINGS FOR, UH, VARIOUS IMPROVEMENTS, UH, WHETHER IT BE, UH, UH, VDOT IMPROVEMENTS OR, UH, ALSO CASH PROPERTIES THAT POTENTIALLY CAN GO TO, UH, FIRE DEPARTMENT AND, AND ANY OTHER, UH, UH, COMMUNITY FACILITIES THAT ARE BEING, UH, IMPACTED BY THE USE.

UM, SO AGAIN, THIS IS, UH, PROPOSED USE THAT WAS ADVERTISED.

CONGRATULATIONS TO STAFF AND THE PLANNING COMMISSIONERS, UH, FOR ALL THE HARD WORK IN GETTING IT TO THIS FINAL DRAFT.

THE PLAN DOES A GOOD JOB OF UPHOLDING THE GOALS

SHARED BY THE COMMUNITY, INCLUDING PROTECTING NATURAL RESOURCES AND VALUING RURAL AND HISTORICAL CHARACTER.

WE PARTICULARLY APPRECIATE THE INCLUSION OF THE ROCKLAND AND BROWNTOWN COMMUNITY VISIONS INTO THE PLAN.

WE ALSO APPLAUD THE ADDITION OF ENCOURAGING AGRIBUSINESS AND THE DEVELOPMENT OF AN HISTORIC PRESERVATION PLAN TO MAKE A STRONG PLAN EVEN BETTER.

WE SUGGEST A SLIGHT ADJUSTMENT TO THE COMMUNITY GOAL OF PROTECTING OPEN SPACE AND RURAL CHARACTER BY CONSIDERING EDITS TO THE NEW LANGUAGE REGARDING THE ACCESSORY DWELLING UNITS OR THE ADUS.

MANY COMMUNITY MEMBERS HAVE RAISED THE ISSUE OF A LACK OF HOUSING AND THE NEED FOR MORE AFFORDABLE HOUSING IN THE COUNTY.

THE DRAFT COMP PLAN STATES, AND WE AGREE THAT NEW HOUSING SHOULD BE FOCUSED IN AND AROUND THE TOWN OF FRONT ROYAL.

THIS IS HOW WE WILL PRESERVE RURAL CHARACTER AND KEEP TAXES LOW.

INSTEAD, HOWEVER, THE PLAN SEEMS TO POINT TO ADUS AS A PREFERRED WAY TO CREATE MORE HOUSING.

WHILE THERE ARE BENEFITS TO ALLOWING ADUS, WE QUESTION WHETHER THEY ARE THE MOST CO MOST EFFECTIVE APPROACH TO ADDRESS THE NEED FOR MORE HOUSING.

AND WE ARE CONCERNED THAT WITHOUT PROPER GUARDRAILS IN PLACE, ADUS COULD BE MISUSED AND ULTIMATELY LEAD TO RESIDENTIAL DEVELOPMENT IN THE RURAL AREAS, WHICH UNDERMINES THE SHARED GOALS OF PROTECTING OPEN SPACE AND AGRICULTURAL CHARACTER.

WE ENCOURAGE THE PLANNING COMMISSION TO REMOVE THE SPECIFIC LANGUAGE THAT ENCOURAGES ADUS AS A PREFERRED APPROACH TO ADDRESS HOUSING ISSUES.

AND ONCE THE COMP PLAN UPDATE IS COMPLETE, WE WELCOME THE OPPORTUNITY TO WORK TOGETHER ON ONE, A COMPREHENSIVE, COMPREHENSIVE LOOK AT APPROACHES TO EXPAND HOUSING OPTIONS, ESPECIALLY FOCUSING ON OPTIONS TO CREATE NEW HOUSING, NEAR EXISTING INFRASTRUCTURE.

AND TWO, UH, THE ZONING ORDINANCE UPDATES.

IT IS ON THE NATIONAL REGISTER AND ON THE VIRGINIA LANDMARK REGISTER SINCE 19, I MEAN, SINCE, UH, 2004, SO THAT'S ABOUT FOUR, I'M SORRY, UH, 7,000 ACRES.

700 ACRES, AND MOST OF IT, THE MAJORITY OF IT IS UNDER, ALREADY UNDER CONSERVATION EASEMENT.

I LIVE IN NORTH WARREN, AND I HAVE SEEN A BIG INCREASE IN TRAFFIC 3 45 22 FAIRGROUND ROAD AND MORGAN FORD ROADS.

UM, TWO, UH, IN REFERENCE TO CHANGING THE FARM THAT'S NORTH OF FAMILY DOLLAR, I BELIEVE MOST OF THE RESIDENTS WARREN COUNTY CHERISH ITS BEAUTY, RURAL BEAUTY AND CHARACTER.

MY QUESTION TO YOU IS, UM, AT WHAT POINT HAVE WE CHIPPED AWAY AT OUR OPEN SPACE TRYING TO CREATE REVENUE THAT WE LOSE THAT RURAL BEAUTY IN CHARACTER? I THINK WE'RE ALREADY GETTING VERY CLOSE, AND I WORRY IN 20 YEARS WHAT WE WILL LOOK LIKE.

UM, THREE, EVEN THOUGH IT'S A HIGHLY CONTENTIOUS SUBJECT, I FEEL OUR PLANET IS WARMING.

UM, OUR COMPREHENSIVE PLAN IS OUR VISION FOR THE NEXT 20 YEARS.

I WOULD LIKE TO SEE A WHOLE SECTION ON HOW WE AS A COUNTY DEAL WITH RAMIFICATIONS OF A WARMING PLANET.

WE NEED VISION TO ADDRESS HOW WE ENDURE THE HOTTER SUMMERS.

WE NEED VISION, UM, TO ADDRESS OUR DWINDLING WATER SUPPLY.

WE NEED VISION TO HELP OUR DYING WILDLIFE, THE MAMMALS, THE BIRDS, THE INSECTS, AMPHIBIANS, AND WE NEED VISION FOR INTEGRATING ALTERNATIVE ENERGY RESOURCES SUCH AS SOLAR INTO OUR COUNTY SO WE CAN MAINTAIN OUR BEAUTIFUL AREA.

LAST, I'M NOT SURE I UNDERSTAND THE PROPOSED CHANGES TO THE A DU, UM, INCLUDING THE NEED TO TIE THE NEW STRUCTURES TO FA TO A FAMILY MEMBER IF THE CHANGE IS TO HELP THE FARMER.

THERE ARE MANY FARMERS THAT DO NOT HAVE FAMILY WHO WOULD NEED TO LIVE IN THAT HOUSE, BUT FARMERS NEED HELPERS IN HAVING AN ADDITIONAL DWELLING CAN HELP THEM FIND WORKERS.

ON THE OTHER HAND, THERE ARE MANY PEOPLE THAT NEED HOUSING AND WOULD LIKE TO WORK ON A FARM AND DO NOT HAVE FAMILY WITH THE FARM.

SO IT SEEMS LIKE IF YOU DIDN'T TIE THE FAMILY IN THERE, IT WOULD BE ADVANTAGEOUS.

UM, I'M NOT REALLY SURE WHY WE DON'T KEEP THE EXISTING A DU AND ADD THE ABILITY TO COMPLETE TO INSTALL A COMPLETE KITCHEN.

MOST CITIZENS HAVE TO WORK, THEY HAVE FAMILY COMMITMENTS, AND IT'S IMPOSSIBLE TO READ AND DIGEST A DOCUMENT THIS MAGNITUDE IN A MERE TWO DAYS.

IT FEELS LIKE THERE'S A UNDERCURRENT OF, UH, CIRCUMVENTING

UM, I'M HERE TO SPEAK OF MY NEIGHBORS AND MYSELF, OUR CONCERNS THAT WE HAVE ABOUT, YOU KNOW, UH, THE DEVELOPMENT OF THAT PROPERTY, THAT THERE'S A ROCK LEDGE THAT RUNS ALL THE WAY ACROSS THERE, AND IT WOULD TAKE A LOT OF BLASTING FOR WHO, WHOEVER DEVELOPS IT AND WE'RE AFRAID AND OF BEING AFFECTED, OUR FOUNDATIONS, YOU KNOW, IT WOULD AFFECT OUR FOUNDATIONS ON OUR HOUSES AND OUR WELLS.

AND IT'S CLOSE TO THE GAS LINE OUT THERE.

AND, UM, AS FAR AS ACCESS OUT ONTO 5 22, THAT LOT RUNS WHERE THERE COULD BE A ROAD THAT WOULD LEAD OUT TO FAIRGROUNDS ROAD, AND THEY COULD COME UP TO THAT LIGHT RATHER THAN HAVE TO HAVE ANOTHER LIGHT OUT THAT WAY.

SO THESE ARE MY CONCERNS AND MY NEIGHBOR'S CONCERNS, AND WE JUST ASK THAT YOU CONSIDER ALL THESE THINGS WHEN YOU'RE MAKING CHOICES AS TO WHO YOU LET GO OUT THERE.

I'VE BEEN TO ALL THE MEETINGS AND, UM, THEY CLAIM THAT THEY SENT OUT BALLOTS.

IT WAS A END GENERAL VAGUE SURVEY, WHICH I HAVE AND I'LL SUBMIT TO YOU.

UM, THEY CLAIM THAT THE MAJORITY OF BROWNTOWN IS ALL FOR THIS, AND THEY REALLY WANT IT, AND THAT'S WHAT WE WANT.

THAT'S REALLY MISLEADING.

BASICALLY, IT'S MIST TRUE IN THEIR OWN INFORMATION.

THEY SAY THERE'S 1330, 35 PEOPLE IN BROWNTOWN.

THERE WAS 123 SURVEYS THAT WERE SUBMITTED.

THEY'RE BASING ALL THIS ON 123 SURVEYS.

THAT'S NOT EVEN CLOSE TO HALF.

UM, MY MAIN CONCERNS WERE SHOPPING, DINING AND ENTERTAINMENT IN BROWNTOWN, UH, RECREATIONAL FACILITIES, BIKING AND WALKING PATHS.

SCENIC S WHICH WE DON'T NEED MORE TRAFFIC IN BROWNTOWN, WE'VE GOT PLENTY, UM, RURAL VILLAGERS WITH A MIX OF USES.

MOST PEOPLE DON'T REALIZE THAT RURAL VILLAGERS WITH A MIXED USE OPENS THE DOOR TO COMMERCIAL.

I'M FORTUNATE I'VE BEEN IN A BUILDING TRADE LONG ENOUGH.

I UNDERSTAND WHAT THAT MEANS.

PEOPLE DON'T KNOW THAT IF THEY SAY, YEAH, WE WANT THIS, THEY'RE GONNA HAVE COMMERCIAL COME INTO THEIR VILLAGES AND THERE'S NOTHING THEY CAN DO ABOUT IT, THEY CAN DO IT BY, RIGHT.

UM, MY OTHER CONCERN WAS ZONING TOOLS.

IT, THEY STATED THAT THEY WOULD USE ALL THE TOOLS THEY

HAD AND THE ZONING DEPARTMENT TO MAKE SURE THAT THERE WERE, UM, FACILITIES THAT ALL THE, THE TRAIL HEADS FOR THE NATIONAL FOREST AND STUFF, WHICH IS GREAT, BUT WHEN YOU'RE TALKING PRIVATE PROPERTY, THAT'S A LITTLE INVASIVE.

YOU KNOW, WHAT DO, WHAT DO YOU DO THERE? THEY WANT PARKING LOTS.

IT'S A TRAIL HEADS ON PRIVATE PROPERTY.

I, I DID A PETITION.

MY SISTER AND I DID A, JUST DID A BASIC PETITION WITH THESE POINTS ON THERE.

AND I READ AROUND, JUST SPENT A FEW WEEKENDS FOR A FEW HOURS RIDING AROUND AND TALKING TO THE LOCALS.

UM, EVERYBODY I SPOKE WITH DIDN'T HAVE A CLUE WHAT WAS GOING ON.

THEY, THEY DIDN'T KNOW ABOUT IT.

AND EVERYTHING I TALKED ABOUT, THEY DIDN'T WANT IT ALL.

BUT TWO OF THE PEOPLE I TALKED TO SIGNED, ONE WAS AN OLD LADY THAT DIDN'T HAVE A CLUE WHAT I WAS TALKING ABOUT.

AND THE OTHER ONE WAS A FLAMING LIBERAL THAT DIDN'T WANNA HEAR WHAT I HAD TO SAY.

UM, I THINK IF, IF ANY OF THIS GOES THROUGH, WE NEED TO CHECK WITH THE OTHER COMMUNITIES, TON BETONVILLE.

NONE OF THEM, PEOPLE KNOW ABOUT ALL THIS EXTRA TRAFFIC AND STUFF THAT THEY'RE TRYING TO ADD.

AND THEN WHEN I WENT AND LOOKED AT THE NEW PLAN, THEY WERE TALKING ABOUT SEWAGE TREATMENT PLANTS, WATER AND TRAFFIC IS THE TWO MAIN ISSUES.

WE'VE HAD DROUGHT FOR THE LAST TWO YEARS IN BROWNTOWN.

THE CREEKS ARE DRYING UP.

WHY CAN'T WE TAKE THAT MONEY THAT THEY WANT FOR ADVISORY BOARDS AND STUDIES? PUT IT TO OUR FIRE DEPARTMENTS AND EMERGENCY SERVICES.

WE NEED THOSE IN BROWNTOWN, PUT IT TO OUR POLICE, GIVE 'EM WHAT THEY NEED TO TAKE CARE OF US.

AND GOD KNOWS WE HAVEN'T HAD INTERNET IN BROWNTOWN TO SPEAK OF.

WE ALL NEED THAT.

UM, AND EVEN FROM WHAT IT SAYS HERE, YOU KNOW, NATURAL RESOURCES ARE LIMITED AND THERE'S ONLY A CERTAIN AMOUNT OF PEOPLE THAT, THAT WE CAN SERVE ON OUR WATER THAT WE HAVE UP THERE.

UM, WE HAVE PEOPLE THAT COME IN, THEY WANNA, YOU KNOW, MAKE THEIR COFFEE SHOPS IN OUR ANTIQUE SHOPS AND, YOU KNOW, THEY WANT TO PUT THE SEWAGE SYSTEMS IN AND HOW IS THAT GONNA AFFECT THE, THE WATER AND THE, YOU KNOW, THE NOISE LEVEL AND THE PROTECTING THE ROYAL.

AND YOU KNOW, WHEN HERE IN THE VISION IT SAYS, PRESERVE THE QUALITY OF OUR CLEAN WATER AND NATURAL REESES, WHERE IN SCENIC LANDSCAPE, YOU'RE NOT GONNA DO THAT WITH SEPTIC SYSTEMS. WHAT ARE YOU GONNA DO? WHERE ARE YOU GONNA PUT IT IN BROWNTOWN? YOU'RE GONNA TEAR DOWN THE COMMUNITY CENTER AND THE CHURCH AND PUT IT IN THE MIDDLE OF BROWNTOWN AND HAVE IT FEEDING IN THE WATER.

ARE YOU GONNA HAVE THE TOWN SERVE THE, THE WATER OUT TO BROWNTOWN? IS THAT FEASIBLE FOR THE TOWN? THEY DON'T WANT TO, THEY'RE TRYING TO GET AWAY FROM GIVING THEIR WATER AWAY NOW TO THE NORTH END.

SO, YOU KNOW, WHY WOULD THEY WANT TO BRING IT TO THE SOUTH END TO ALL THESE LITTLE RURAL COMMUNITIES, YOU KNOW, LIKE TON AND BENTONVILLE, YOU KNOW, PEOPLE MOVE THERE FOR A REASON.

IT'S A COUNTRY, IT'S QUAINT, IT'S QUIET, SUPPOSEDLY, AND THEY MOVED THERE.

THEY DON'T WANT, IF THEY WANTED THE CONVENIENCE OF TOWN, THEY CAN GO TO TOWN.

WE WANT TO SUPPORT OUR MAIN STREET.

WE WANT TO SUPPORT OUR SHOPS IN FRONT ROYAL, WE DON'T NEED ANYTHING LIKE THAT IN BROWNTOWN.

WE, AND IT'S, IT'S AGRICULTURAL.

IT DON'T NEED TO BE CHANGED IN ZONING.

UM, IT WOULD JUST BE A BABY MIDDLEBURG AND I DON'T REALLY THINK THAT WE NEED THAT.

UM, AND THERE'S A LOT OF OTHER THINGS HERE THAT I DIDN'T AGREE WITH.

I DON'T BELIEVE THAT THE, AS WHAT SHE SAID, I DON'T THINK THAT IT WAS ADVERTISED, UH, WAY ENOUGH.

I DON'T THINK PEOPLE HAD ENOUGH TIME TO COMPREHEND IT AND TO READ IT AND TO UNDERSTAND IT.

WHEN YOU GUYS ARE LOOKING AT ACTIVITIES AND OPPORTUNITIES THAT PROTECT FARMLAND AND OPEN SPACE, WHILE ALSO CREATING JOBS, FOSTERING COMMUNITY, CONTRIBUTING MORE TO THE TAX BASE THAN THE SERVICES THEY CONSUME, AGRICULTURE AND AGRITOURISM ARE AMONG THE MOST POWERFUL TOOLS WE'VE GOT AND USEFUL TO ACCOMPLISH THOSE GOALS.

SP2024-11-01_ Pavilion Development Co. - Site Plan - Convenience Store & Gas Station - This initial submission of the general concept plan for a proposed Convenience Store -Station Project located on on the southwest corner of the intersection of Diamond Ridge Rd. and Winchester Rd. (Rte.340/522N) in the County's Highway Corridor Overlay District HCOD). The property is identified as Tax Map #12N, parcel 1 and is zoned Commercial. This land-use is by-right in the commercial zoning district and a final site plan is required for review and approval by the Planning Commission when it has been completed and reviewed by County Planning Staff and outside agencies. This initial application with concept plan is a request by the applicant, Pavilion Development Company to waive the setbacks of the HCOD which is 100' to building and the parking setbacks which is 50' in order to have the flexibility for placement of the structure and parking on the site. The existing depth of the parcel is 240' and this would be prohibitive to the construction of the convenience store and fuel station canopy which are proposed to be 6,100 sq. ft. in total. The structures would be required to meet the property line setbacks for the zoning district and the concept plans show that they do. As stated in the applicant's statement of justification the proposed layout provides for site circulation, parallel road connectivity with adjacent parcels, and commercial development meeting the standards as set forth in the County Code, 180-27 and 180-29.1. (Rte.340/522N) in the County's Highway Corridor Overlay District HCOD). The properties are identified as Tax Map #12N, parcels 2 and 3 and are zoned Commercial. This land-use is by-right in the commercial zoning district and a final site plan is required for review and approval by the Planning Commission when it has been completed and reviewed by County Planning Staff and outside agencies. This initial application with concept plan is a request by the applicant, Pavilion Development Company to waive the setbacks of the HCOD which is 100' to building and the parking setbacks which is 50' in order to have the flexibility for placement of the structure and parking on the site. The existing depth of the parcel is 240' to 80' and this would be prohibitive to the construction of the Restaurant with Drive-Thru which are proposed to be 5,200 sq. ft. in total.
