RECENTLY, THE, UH, WARREN COUNTY BOARD OF SUPERVISORS APPOINTED A BOARD TO OVERSEE THE SPENDING HABITS OF THE, UH, STATEMENT PUBLIC LIBRARY.
THAT LIBRARY IS FUNDED WITH TAX DOLLARS.
THERE ARE 18 INDEPENDENT NON-PROFIT ORGANIZATIONS AND 19 DEPARTMENTS FROM WITHIN THE COUNTY THAT RECEIVE COUNTY FUNDING.
AND NO BOARD OR COMMITTEE HAS BEEN APPOINTED TO MONITOR ANY SPENDING OR ACTIVITIES.
UH, MY QUESTION IS WHY THE BOARD SUPERVISORS RECENTLY DECIDED AGAINST APPOINTING AN INDEPENDENT BOARD TO OVERSEE THE INVESTMENTS OF THE COUNTY AT A COURT HEARING CONCERNING THE LIBRARY.
RECENTLY, RATHER THAN USING THE COUNTY ATTORNEY, A CORPORATE ATTORNEY WAS CONTACTED FROM FAIRFAX WITH 12 ATTORNEYS TO HANDLE A SIMPLE CASE IN THE WARREN COUNTY COURTHOUSE COSTING THE TAXPAYERS A LOT OF MONEY.
THERE'S CURRENTLY A $2.2 MILLION DEFICIT WITH NO EXPLANATION.
AND THE BOARD MEMBERS AT THE RECENT MEETING DISCUSSED A, UH, $2 MILLION TRANSFER OF ACCOUNTS THAT OCCURRED IN OCTOBER, AND IT HAS TAKEN THEM 90 DAYS TO HAVE DISCUSSION ABOUT WHY IT HAPPENED AND WHERE IT WENT.
THERE WAS ALL SO DISCUSSIONS AT THAT TIME ABOUT INTEREST EARNED.
THERE WAS CONFLICTING INFORMATION ABOUT THE AMOUNT OF INTEREST ON THE ACCOUNT, HOW IT WAS POSTED TO THE ACCOUNTS.
AND IN MY MIND, UH, INTEREST EARNED IS REVENUE, SO IT SHOULD HAVE JUST BEEN POSTED AS REVENUE.
THE BOARD IS CURRENTLY WORKING ON THE BUDGET FOR THE UPCOMING PHYSICAL YEAR WITHOUT AN AUDIT OF THE PREVIOUS YEAR.
THE AUDIT IS NEEDED TO GIVE THEM INFORMATION AND DIRECTION ON HOW TO PROCEED WITH THE NEW BUDGET.
NONE OF THAT MAKES ANY SENSE TO ME.
THE CITIZENS OF WARREN COUNTY DON'T WANT ANOTHER TAX INCREASE EVERY YEAR.
THE REASON THAT IS, IS BECAUSE WITHOUT CORRECT INFORMATION, YOU CONTINUE TO GIVE ADDITIONAL MONEY TO EVERY DEPARTMENT WITHIN THE COUNTY WITHOUT KNOWING THAT THAT INFORMATION IS CORRECT.
I'M LOOKING TO FIND OUT WHERE'S THE TRANSPARENCY IN THE ACCOUNTABILITY OF THE GOVERNMENT OF WARREN COUNTY WHO IS IN CHARGE AND WHO CAN TAKE RESPONSIBILITY FOR ANSWERING THE QUESTIONS AND DETERMINING WHERE THE MONEY'S AT AND WHAT'S BEING DONE WITH IT.

UM, SO WE'VE HAD MORE THAN 1200 RESERVATIONS ACROSS THE LAST FEW YEARS.
TO MY KNOWLEDGE, WE'VE NEVER HAD A COMPLAINT.
UH, AND I WILL BE OUT THERE PUSHING A CAR IF, UH, SOMEONE HAS ISSUES.
UH, YOU KNOW, ACCESSING A CABIN IN THE SNOW.
UM, AND UH, WE ARE VERY STRICT THOUGH WITH THINGS LIKE FOUR WHEEL DRIVE DURING THIS TIME OF YEAR.
UM, ESPECIALLY WE GOT SPOILED ACROSS THE LAST FEW YEARS, RELATIVELY MILD.
UH, BUT, UH, REGARDING THAT, JUST BECAUSE THAT WAS THE ONLY COMMENT, UH, FROM THE PROPERTY OWNERS ASSOCIATION AND THEN GENERALLY SPEAKING, ALL OF THE OTHER AND RULES AND REGULATIONS, I THINK THAT MY TEAM AND I MORE THAN EXCEED, UM, MAKING SURE THAT OUR RENTERS ARE, UH, GOOD MEMBERS OF THE COMMUNITY EVEN THOUGH THEY'RE HERE A SHORT TIME.

PERHAPS WHAT THAT DOES THAT REMOVES THOSE HOUSES AVAILABLE FOR FAMILIES THAT WANT TO MOVE INTO WARREN COUNTY OR PEOPLE THAT, UH, WITH FAMILIES THAT HAVE ADULT CHILDREN THAT WANNA MOVE INTO A, A PLACE AND CONTINUE TO, TO LIVE IN THE COUNTY.
SO I DON'T KNOW IF THESE RENTAL, UH, SHORT TERM TOURIST RENTALS INCREASE REVENUE FOR THE COUNTY, UH, OR NOT.
UH, I GUESS THAT, THAT, THAT'S MY BIG QUESTION.
AND WHAT I LOOKED AT TOO IS THE AVERAGE FAMILY IN, IN WARREN COUNTY IS 3.2, WHICH WOULD BE TWO ADULTS AND 3.2 OR 1.2 CHILDREN.
SO WITH THAT BEING SAID, UH, THAT WOULD BE 190 CHILDREN THAT WOULD NOT ATTEND WARRENTON COUNTY SCHOOLS.
AND WITH THE AVERAGE COST OF A CHILD TO EDUCATE A CHILD IN WARRENTON COUNTY IS $10,500.
NOW THAT WORKED OUT TO $1,000,995.
SO IS THAT THE, THE GOAL IS TO ELIMINATE THE CHILD, THE CHILDREN THAT ARE GOING THROUGH THE SCHOOLS TO LOWER THE TAXES.
I, I, I CAN'T FIGURE OUT, LIKE I SAID, I'M TRYING TO FIGURE OUT WHAT THE ADVANTAGE IS TO THE COUNTY.
IT ALSO DECREASES THE NUMBER OF THE FAMILIES THAT WOULD BE AVAILABLE FOR ANY TYPE OF SERVICES THAT WARREN COUNTY PROVIDES.
ONE OF THE THINGS THAT DOES, I THINK CREATE A PROBLEM IS, OR THERE'S NO NEW FAMILIES BEING THAT WOULD BE ABLE TO COME IN TO MOVE INTO WARREN COUNTY WITH SOME NEW IDEAS.
UH, IF THESE HOUSES WERE ALL OCCUPIED BY FAMILIES, THEN YOU WOULD HAVE THAT MANY MORE PEOPLE THAT WOULD BE HERE TO HELP, UH, WITH THE ECONOMY, YOU KNOW, BUYING, BUYING PRODUCT FROM THE VARIOUS DIFFERENT, DIFFERENT LOCALITIES WITHIN THE COUNTY.

SO BASICALLY THEY WOULD SIT EMPTY ALL IF THESE PEOPLE COULDN'T USE IT, YOU KNOW, IT IS BEEN A FEW GUYS THAT'S COME IN, THEY WERE MILITARY, YOU KNOW, THEY MIGHT WORK DOWN HERE IN PENTAGON, THEN THEY MIGHT GO BACK OVERSEAS FOR SIX MONTHS AND THEY COME IN AND OUT LIKE THAT.
SOME OF 'EM ARE JUST PURELY INVESTMENT, YOU KNOW, PURELY FOR PROFIT.

UH, THEY BECAME DERELICT, DAMAGED, YOU KNOW, NASTY LOOKING AND AS A SHORT TERM RENTAL, UH, THEY HAVE TO BE KEPT IN PRETTY GOOD SHAPE OR THEY'RE NOT MARKETABLE, YOU KNOW, SO THEY, THEY NEED TO BE KEPT CLEAN AND, AND NICE.
AND THEN, UH, WE'VE HAD PRETTY GOOD, WE'VE HAD, WE HAVEN'T HAD TO, UH, THEY'RE NOT PERMANENT EITHER.
YOU KNOW, EVERYBODY PICTURES SOME OF THE COLLEGE FRAT HOUSE, YOU KNOW, THING ON THE WEEKEND AND, AND OWNER DOESN'T WANT THAT EITHER.
DO THE NEIGHBORS AND WE'VE GOT SOME RULES IN PLACE FOR IF THAT GETS ABUSED.

I'M SURE IT'S TAKEN A FUEL AWAY, BUT IF THEY'RE SECOND HOMES, THEY PROBABLY WEREN'T GOING, THEY'RE NOT, THEY CAN'T RUN 'EM LONG TERM ANYWAY.

PLANNING COMMISSION ANNUAL REPORT FOR 2024.I HAVE BEEN VERY GRACIOUSLY VOLUNTEERED TO TAKE OVER FROM MATT SINCE HE IS NOT WITH US HERE TONIGHT.
UM, THIS IS OUR ANNUAL REPORT FOR WHAT THE PLANNING DEPARTMENT AND YOU ALL COLLECTIVELY HAVE DONE FOR THE PREVIOUS YEAR.
A LOT OF THE, A LOT OF THE INFORMATION IN THERE IS FORMATTED THE SAME AS IT WAS THE LAST TIME.
I'VE JUST CYCLED IN NEW NUMBERS AND GIVEN US A A LOOK AT WHAT HAS CHANGED OVER THE COURSE OF THE YEAR.
THE BIGGEST CHANGES ARE WE HAVE HAD A, I WON'T SAY SIGNIFICANT, BUT A MARKED DECREASE IN THE NUMBER OF CONDITIONAL USE PERMITS WE HAD BETWEEN 23 AND 24.
OUR REVENUE IS DEFINITELY UP BECAUSE OF THE UH, FEE SCHEDULE CHANGE THAT WAS INITIATED IN JUNE OF LAST YEAR.
UM, I KNOW CHASE MADE A SLIGHT MODIFICATION TO THE FLOODPLAIN PORTION OF THE DOCUMENT.
WE INCLUDED A SECTION OF ALL OF THE WORK THAT OUR LOVELY GIS COORDINATOR HAS BEEN DOING OVER THE COURSE OF THE YEAR AND MATT MADE SOME MODIFICATIONS TO INCLUDE OUR WORK ON THE COMPREHENSIVE PLAN AND OTHER JUST KIND OF GENERAL WORK THAT THE PLANNING STAFF HAS DONE.

UM, AND I THINK THAT'S KIND OF WHAT MR. GORDON IS GETTING AT IS THAT WE NEED KIND OF MORE OF THAT SO WE HAVE FEWER INDIVIDUAL SPECIFIC USES AND, AND A LITTLE MORE FLEXIBILITY WITH THOSE OR, UM, WHOLESOME USES LIKE THAT.
