IN DECEMBER, 2024, ELIA HILLS COUNSEL DECLARED NO CONFIDENCE IN MAYOR JANE CLAIRE WISDOM FOR SECRETLY RECORDING PRIVATE CONVERSATIONS IN VIOLATION OF ETHICAL STANDARDS, UNAUTHORIZED RECORDING OF A CLOSED SESSION WITHOUT APPROVAL OF ROADS, PUBLIC TRUST, AND COULD CONSTITUTE MISCONDUCT WHEN DONE BY AN OFFICIAL.

IN DECEMBER, JOHN JENKINS REFERENCED VARIOUS ETHICS CODES.

UM, AS YOU KNOW, NATURAL DISASTERS HAVE BEEN INCREASING IN FREQUENCY AND INTENSITY AND ARE OCCURRING IN AREAS THAT TYPICALLY HAVEN'T SEEN LARGE DISASTERS.

IN 1980, THE AMERICAN RED CROSS RESPONDED TO AN AVERAGE OF THREE NATIONAL DISASTERS A YEAR.

LAST YEAR WE RESPONDED TO 27 AND WE WERE ON TARGET TO DOUBLE THAT NUMBER THIS YEAR.

UH, YOU HAVE SEEN THE DEVASTATION CAUSED BY STORMS MOST RECENTLY IMPACTING NORTH CAROLINA, KENTUCKY, AND SOUTHERN WEST VIRGINIA COMMUNITIES.

JUST LIKE YOUR OWN, EVERY COMMUNITY NEEDS TO PREPARE FOR DISASTER.

SO WHEN ROADS AND BRIDGES GET WASHED AWAY AND POWER LINES OF COMMUNICATION TOOLS ARE DOWN, FAMILIES HAVE THE KNOWLEDGE AND RESOURCES THAT THEY NEED TO STAY WELL UNTIL HELP CAN ARRIVE.

ONE OF THE UNS OTHER UNSEEN COSTS OF DISASTERS IN INCLEMENT WEATHER IS THE LOSS OF BLOOD PRODUCTS.

WHEN BLOOD DRIES HAVE TO CLOSE DUE TO STORMS, WE LOSE LIFESAVING RESOURCES THAT CANNOT BE REPLACED.

THE AMERICAN RED CROSS HELPS TO PREPARE COMMUNITIES BEFORE A DISASTER OCCURS, WHETHER IT'S BIG LIKE NORTH CAROLINA OR KENTUCKY FLOODS OR SMALL, LIKE A SINGLE FAMILY FIRE.

LAST YEAR IN WARREN COUNTY, WE COLLECTED 1073 UNITS OF BLOOD ASSISTED.

APPROXIMATELY 15 FAMILIES WHO EXPERIENCED A DISASTER, INSTALLED NEARLY 1000 SMOKE ALARMS, PROVIDED AROUND 30 SERVICES TO MILITARY VETERANS AND THEIR FAMILIES, AND TRAINED NEARLY 450 PEOPLE IN LIFESAVING SKILLS.

UH, AND OVER 80 STUDENTS IN PREPAREDNESS EDUCATION.

THE AMERICAN RED CROSS COULD NOT FULFILL ITS MISSION WITHOUT THE DEDICATED VOLUNTEERS WHO GIVE SELFLESSLY, UH, THEIR TIME AND THE GENEROSITY OF OUR DONORS.

AND YET, DUE TO CHRONIC STATE OF OUR DISASTER RELIEF OPERATIONS AND CONSTANT NEED FOR BLOOD, WE ARE ALWAYS IN NEED OF BLOOD DRY MONITORS, BLOOD DONORS, VOLUNTEERS, AND FINANCIAL DONATIONS.

UM, THIS 18TH DAY OF MARCH, 2025, I ASK THAT YOU DECLARE A MARCH AS RED CROSS MONTH TO RECOGNIZE THE HARD WORK AND DEDICATIONS OF THE VOLUNTEERS WHO SERVE THIS COMMUNITY AND THE DONORS WHO SUPPORT OUR MISSION.

WE ALSO REQUEST MEMBERS OF WARREN COUNTY TO JOIN US IN OUR MISSION TO ALLEVIATE HUMAN SUFFERING AND TO BE A BEACON OF HOPE TO THOSE EXPERIENCING THEIR DARKEST HOUR.

MARCH 10TH, I ATTENDED THE SAMUELS LIBRARY MEETING, AND AFTER THAT I WENT TO BROWNTOWN FOR THE BROWNTOWN COMMUNITY CENTER MEETING.

AND FOR THOSE WHO, UM, LIKE TO ATTEND THE REDBUD FESTIVAL, IT'S BEING PLANNED FOR APRIL 26TH.

AND, UM, IF YOU'VE NEVER BEEN, IT WOULD BE A GOOD TIME TO GO.

IT'S A, A VERY NICE LITTLE, UM, FESTIVAL THAT THEY PUT ON MARCH 11TH, I ATTENDED THE DISASTER TRAINING CLASS IN STANTON.

THAT WAS THE LAST OF THREE.

AND ON THE 12TH WE HAD OUR TOURISM COMMITTEE MEETING, AND WE CONTINUE TO WORK ON GATHERING TOGETHER STAKEHOLDERS, IDEAS, WORKSHOPS TO BUILD OUR COMMITTEE, UM, TO THE BEST WE CAN PROMOTE TOURISM IN WARREN COUNTY.

WE'VE GOT A GOOD GROUP OF PEOPLE.

AND THEN, UH, I MET WITH SHERIFF KLINE TO GO OVER HER BUDGET AGAIN.

AND FOUR O'CLOCK THAT DAY WE HAD OUR TRANSPORTATION AND INFRASTRUCTURE COMMITTEE MEETING.

AND, UM, IT WAS A REALLY GOOD MEETING.

WE HAD, UM, QUITE A FEW ITEMS ON OUR AGENDA AND, YOU KNOW, SEVERAL ROADS IN MY AREA, THOMPSON HOLLOW ROAD, BOYD MILL ROAD, PLANTATION HOLIDAY ROAD, ALL UM, HAD REPRESENTATIVES THERE TO TALK ABOUT THE NEEDS OF THEIR ROADS WITH VDOT.

AND THEN WE HAVE TWO MEMBERS OF THE BOARD, MR. STAN MEYER IS UP MYSELF.

AND WE HAVE TWO COUNCILMEN, UH, GLEN WOOD AND, UM, MR. RAPPAPORT, BRUCE RAPPAPORT.

SO THEY PUT, UM, WHERE THEY WANTED TO AN UPDATE ON THE SOUTH STREET STUDY AND EIGHTH STREET BRIDGE REPLACEMENT.

AND THEN THEY HAD A COUPLE OTHER QUESTIONS ON, UM, SOME TURN LANES ON DIFFERENT PLACES ON RURAL AVENUE.

WE DISCUSSED THE, UM, SHANDOR SHORES ROAD 6 0 6 AND THE NEED FOR AN EMERGENCY EXIT OFF OF 66 ONTO THAT.

AND THAT'S A, A CONTINUING THING WE'VE BEEN WORKING ON NOW FOR A WHILE.

AND THE EAST WEST CONNECTOR, UM, ANYBODY THAT LIVES OUT THERE KNOWS THERE'S ONE WAY IN ONE WAY OUT, AND WE'RE TRYING TO GET AN ALTERNATE ROUTE TO, UM, TO GET OUTTA THERE.

AND, UM, THAT WAS MOST OF THE DISCUSSION FOR THAT MEETING.

UM, ATTENDED THE PLANNING COMMISSION MEETING THAT NIGHT.

I THINK THAT WAS A RECORD FOR YOU GUYS.

IT WAS, UM, WELL, UH, WELL EXECUTED AND DONE IN TIMELY FASHION.

MARCH 14TH, UM, DEPARTMENT OF SOCIAL SERVICES HAD INVITED ME TO BE, IF IT WAS PIE DAY, SO PIE AS IN THE NUMERICAL PIE, UM, EQUATION.

AND THEY HAD A PIE TASTING CONTEST, WHICH MY, I TOOK MY, UM, EIGHTH MONTH OLD GRANDSON.

AND, UM, FOR THE FIRST TIME HE'S CLAPPING ON THINGS.

UM, THERE, THERE ARE, IT COULD CHANGE FROM ONE, UH, PROPERTY OWNER TO THE NEXT, AND THE CODE DOESN'T REALLY SAY A SHORT TERM RENTAL MUST BE USED AS A SHORT TERM RENTAL 50% OF THE YEAR OR ANYTHING LIKE THAT.

THE APPLICANT RECENTLY ACQUIRED THE DOWNRIVER CANOE COMPANY, CANOE OUTFITTER BUSINESS, LOCATED AT 8 8 4 INDIAN HOLLOW ROAD AND IS SEEKING TO ADD RETAIL SALES RENTALS AND REPAIRS OF BICYCLES TO THE GOODS AND SERVICES OFFERED BY THE EXISTING BUSINESS.

UM, THE PLANNING COMMISSION HEARD THIS ON WEDNESDAY, FEBRUARY 12TH, 2025, HELD THEIR PUBLIC HEARING, UH, AND THEY DID MOVE IT FORWARD WITH RECOMMENDATION OF APPROVAL.

THEY DIDN'T THINK THAT THAT WAS NECESSARY.

AND, UH, A PROPOSED CUTOFF TIME OF 7:00 PM FOR THE LATEST ALLOWABLE CLOSING TIME WITHIN THE HOURS OF OPERATION, UM, THEY DIDN'T THINK THAT IT, IT NEEDED TO BE, UH, LIMITED TO THAT TIMEFRAME.

UH, MOTION WAS, UH, PASSED BY THE PLANNING COMMISSION BY VOTE OF FOUR TO NOTHING.

BUT THE NET RESULT IS YOU WILL HAVE THE OPPORTUNITY TO ROLL BACK THE RATE.

AND WHEN YOU LOOK TO ROLL BACK THE RATES, YOU EQUALIZE IT SO THAT THE REVENUE FOR THE COUNTY IS THE SAME WITHIN 1% OF THE CURRENT YEAR REVENUE.

AND AS WE HAVE TALKED BEFORE, EARLIER IN THIS ASSESSMENT

AND USUALLY WHEN THE BOARD IS GOING TO CONSIDER ANY TYPE OF AN INCREASE, THEY DO IT ON A YEARS WHEN THERE ARE NOT REASSESSMENTS THAT BEING GIVEN, WE HAVE BEEN, STAFF HAS BEEN WORKING UNDER THAT AS THE GUIDELINE FOR THIS BUDGET, THAT IT IS THE BOARD'S INTENT TO NOT INCREASE THE TAX RATE ANYMORE THAN WHAT IS REVENUE NEUTRAL.

SO THAT YOU WOULD ROLL THE RATE BACK AND THEREFORE THE REVENUE IN THIS BUDGET WILL BE ESSENTIALLY NEUTRAL.

UH, THIS ITEM WAS TABLED, UH, WITH THE REQUEST FOR PLANNING STAFF TO REVISE THE DRAFT ORDINANCE TO CHANGE THE PROPOSED EXPIRATION PROCESS TO ALLOW FOR, UH, A 60 DAY TIMEFRAME TO REQUEST AN EXTENSION FOR A CONDITIONAL USE PERMIT AS OPPOSED TO, UH, 30 DAYS, WHICH WAS ORIGINALLY PROPOSED.

AND, UH, FOR THE BOARD OF SUPERVISORS TO RENDER THE FINAL DECISION TO EXPIRE A CONDITIONAL USE PERMIT.

UH, SO RUNNING BACK THROUGH IT, I KNOW WE'VE HEARD IT A FEW TIMES, BUT THE DRAFT ORDINANCE NOW PROPOSES THE EXPIRATION PROCEDURES FOR A CONDITIONAL USE PERMIT BE ESTABLISHED UNDER A SEPARATE SUBSECTION WITH PROCEDURES FOR EXPIRATION AND REQUESTING AN EXTENSION FROM THE BOARD OF SUPERVISORS.

THE EXPIRATION PROCEDURES WILL APPLY TO ANY CONDITIONAL USE PERMIT WHERE THE PERMITTED USE HAS NOT BEEN ESTABLISHED WITHIN A THREE CALENDAR YEAR TIMEFRAME.

OR IF THE PERMITTED USE HAS BEEN ABANDONED FOR THREE YEARS, THE PROPOSED SUBSECTION WILL REQUIRE THE ZONING ADMINISTRATOR TO SEND A CERTIFIED NOTICE OF IMPENDING CONDITIONAL USE PERMIT EXPIRATION TO THE PERMIT HOLDER AND GRANT THE PERMIT HOLDER 60 DAYS FROM RECEIPT OF THE NOTICE TO APPLY FOR AN EXTENSION.

THE LOCALITY IS GRANTED THE EXPRESS POWER TO ESTABLISH SUCH AN ORDINANCE BY CODE OF VIRGINIA SUBSECTION 15.2 DASH 2310, WHICH STATES, UH, ANY LOCALITY MAY PROVIDE BY ORDINANCE THAT SUBSTANTIALLY THE SAME APPLICATION WILL NOT BE CONSIDERED BY THE BOARD WITHIN A SPECIFIED PERIOD, NOT EXCEEDING ONE YEAR.

NOW, I'D LIKE TO ADDRESS SUPERVISOR JAMESON'S CLAIMS REGARDING COUNTY FUNDING THAT WAS USED TO PURCHASE FURNITURE AND FIXTURES FOR SAMUEL'S LIBRARY.

WHEN SAMUEL'S LIBRARY MOVED TO THE NEW LOCATION ON ER ROAD, WARREN COUNTY GAVE THEM A LOAN TO PURCHASE ADDITIONAL FURNITURE AND FIXTURES DUE TO THE INCREASED SIZE OF THEIR SPACE.

WHEN WARREN COUNTY ACQUIRED THE VILLA AVENUE BUILDING, THE OUTSTANDING LOAN BALANCE WAS $256,372.

TO SETTLE THIS BALANCE, SAMUEL'S LIBRARY REDUCED THE PURCHASE PRICE OF THE BUILDING, THEREBY TRANSFERRING OWNERSHIP OF THE FURNITURE AND FIXTURES TO SAMUEL'S LIBRARY DESPITE CLAIMS. TO THE CONTRARY, THE ACTIONS OF THE WARREN COUNTY LIBRARY BOARD AND SEVERAL MEMBERS OF THIS BOARD MAKE IT CLEAR THAT SAMUEL'S LIBRARY IS UNDER ATTACK.

YOU PRESENT AND PERPETUATE LIES.

YOU DISMISS FACTS, YOU DO NOT LISTEN TO OR RESPECT THE WILL OF YOUR CONSTITUENTS.

YOU ARE ON TRACK TO WASTE OVER $100,000 OF TAXPAYER MONEY ON AN ISSUE THAT AN OVERWHELMING MAJORITY OF CITIZENS HAVE TOLD YOU TO LET GO.
