UH, THAT WAS ISSUED ON FOUR APRIL, ENCLOSED ON 21 APRIL AT 2:00 PM ON 21 APRIL AT 5:00 PM THE LIBRARY BOARD MET IN CLOSED SESSION, UH, TO EVALUATE AND SCORE TWO BIDS THAT WERE PROVIDED TO THE WARREN COUNTY IN RESPONSE TO THE LIBRARY SERVICES RFP.
THE LIBRARY BOARD SCORED EACH OF THESE BIDS BASED ON THE RFP REQUIREMENTS, SPECIFICALLY THE RFP STATEMENT OF NEED.
THE FIVE SCORING CRITERIA FACTORS SYNCHRONIZED WITH THAT STATEMENT OF NEED ADHERENCE TO THE SPECIFIED RFP RESPONSE FORMAT AND THE SIGNATORY REQUIREMENTS.
THE COMPLETED SCORECARD WERE THEN SENT TO MS. KIMBERLY HENRY, WHO'S THE WARREN COUNTY PROCUREMENT OFFICER, WHO TALLIED EACH OF THE LIBRARY BOARD MEMBERS SCORES AND PROVIDED ME WITH THE FINAL SCORECARD.
BASED ON THE SCORE, THERE WAS ONLY A SINGLE, UH, BASED ON THESE SCORES, THERE WAS ONLY A SINGLE COMPETITIVE BID, WHICH WAS PRESENTED BY THE LIBRARY SYSTEMS AND SERVICES ORGANIZATION, HENCEFORTH REFERRED TO AS LSS, WHO SCORED POS UH, WHO SCORED 395.5 POINTS OUTTA THE POSSIBLE 400.
SO, LSS HAS EXTENSIVE EXPERIENCE IN PROVIDING THE FULL BREADTH OF LIBRARY SERVICES ACROSS THE COUNTRY, AND IN VIRGINIA WHERE THEY PROVIDE LIBRARY SERVICES TO THE CITY OF MANASSAS PARK AND KING KIND LIBRARY SYSTEM.
LSS PROVIDED A HIGHLY COMPETITIVE FINANCIAL BID WITH YEAR ONE THROUGH FIVE OF A POTENTIAL 10 YEAR CONTRACT, MAINTAINING A FLAT BUDGET OF $1,024,000.
IT'S NOT UNTIL YEAR SIX WHERE LSS EXPECTS THE COUNTY TO INCREASE THEIR FUNDING AND THEN JUST SLIGHTLY TO $1,054,000 IN YEAR SEVEN THROUGH 10.
UH, L-S-S-L-S-S WOULD REQUEST THAT SOME ADDITIONAL MONEY, BUT ONLY INCREMENTAL, UH, INCREASES, UH, NOT TO EXCEED BY YEAR TEN ONE MILLION ONE HUNDRED EIGHTY SEVEN THOUSAND DOLLARS.
SO AS YOU CAN SEE, IT'S A VERY, VERY GRADUAL INCREASE THROUGHOUT THE 10 YEAR CONTRACT.
UM, BUT THE MOST IMPRESSIVE ASPECT OF THE LI OF THE LSS BID IS THEIR COMMITMENT TO WARREN COUNTY AND ITS CITIZENS.
UH, AS SHOWN IN THE FOLLOWING, QUOTE, DIRECTLY FROM THEIR BID, AND I QUOTE, LSS AT LSS, WE DELETE, WE DEEPLY VALUE THE LIBRARY'S ESSENTIAL CONTRIBUTION TO A VIBRANT COMMUNITY SERVING AS A HUB FOR LEARNING CONNECTION AND ENRICHMENT.
WE ARE ENTHUSIASTIC ABOUT THE PROSPECT OF COLLABORATING WITH WARREN COUNTY TO ENHANCE ITS LIBRARY SERVICES DELIVERY, DEMONSTRATING OUR COMMITMENT FROM THE OUTSET LSS WILL PROACTIVELY INVEST IN WARREN COUNTY'S FUTURE UPON SELECTION.
LSS WILL CONTRIBUTE AN ADDITIONAL $125,000 IN YEAR ONE TO REVITALIZE THE LIBRARY'S COLLECTION INSURANCE.
ITS RELEVANCE AND, UM, ITS APPEAL TO THE CITIZENS.
MOREOVER, RECOGNIZING THE IMPORTANCE OF ACCESS LSS WILL DON DONATE $150,000 TO COMMISSION A MOBILE OUTREACH VAN, UH, ENABLING THE LIBRARY TO EXTEND ITS VALUABLE SERVICES THROUGHOUT THE COUNTY.
OR IF THAT'S NOT DONE, THAT WE COULD UTILIZE THE FUNDS FOR FURNISHER FURNISHINGS AND EQUIPMENT, UH, WITH, UH, IMPROVEMENTS WITHIN THE LIBRARY.
SO BASED ON THIS INFORMATION, UH, THAT I JUST HIGHLIGHTED, THE LIBRARY BOARD RECOMMENDS THAT THE BOARD OF SUPERVISORS AUTHORIZE THE LIBRARY BOARD TO ENTER AND CONTRACT NEGOTIATIONS WITH LSS TO PROVIDE LIBRARY SERVICES TO THE CITIZENS OF WARD COUNTY, BEGINNING AT THE START OF THE WARREN COUNTY FISCAL YEAR 2026, WHICH IS ONE JULY, 2025.

IF THE LIBRARY BOARD AND THE BOARD OF SUPERVISORS, UM, ENTER IN A CONTRACT, ANOTHER CONTRACT WITH ANOTHER VENDOR, THEY WILL OCCUPY THAT BUILDING AND THEY WILL HAVE THAT LEASE.

UH, I MEAN, THAT'S CLEARLY SUBJECTIVE, BUT, UH, TO STATE IT IN A, IN A, YOU KNOW, IN THE NEGATIVE, I DON'T THINK AMENDMENTS TO THE ZONING ORDINANCE SHOULD BE ORIGINATED OR TAILORED BASED ON A SINGLE LANDOWNER'S BENEFICIAL CONSIDERATION.
UM, AND SO WHEN A SINGLE, UH, INDIVIDUAL COMES AND WANTS TO MAKE A TEXT AMENDMENT THAT COVERS THE WHOLE COUNTY, I THINK THAT'S SOMETHING THAT COX AND EYEBROW, UM, WE, EVEN WHEN WE HAD, UH, THE APPLICANT'S, UM, UH, ATTORNEY VISITED US AND REWORDED THE AMENDMENT, IT WAS TO SATISFY THE, WHAT HE EXPRESSED AS A CONCERN HE HEARD IN OUR, IN OUR FIRST WORK SESSION THAT IT WOULD ENCOMPASS THE WHOLE COUNTY, THEREFORE TOO MANY PEOPLE WOULD BE AFFECTED.
AND WHAT HE EFFECTIVELY DID IS CREATED LANGUAGE THAT NARROWED DOWN AND TAILORED IT SO THAT FEWER AGRICULTURALLY ZONED PROPERTIES WOULD BE AFFECTED.
