AND WE HAD A LOT OF PEOPLE WHO WERE VERY UNHAPPY WITH HAVING PENALTY CHARGED ON JUNE THE SIXTH THIS YEAR WITH THE REASSESSMENT AND THE TRANSITION FROM, UM, BRIGHT TO VISION FOR THE REASSESSMENT SOFTWARE, IT WAS GONNA TAKE LONGER FOR THE TEXTBOOKS TO BE COMPLETED ANYWAY. AND I FEEL LIKE TAXPAYERS SHOULD HAVE 30 DAYS ONCE THEY RECEIVE THEIR TAX BILLS, BEFORE YOU'RE GONNA CHARGE THEM PENALTY. THE STATUTE REQUIRES 14 DAYS, BUT AS I SAID, THAT'S, YOU KNOW, WHEN YOU'RE GETTING PENALTY CHARGED WITHIN TWO WEEKS, THAT'S CAN BE HARSH FOR, FOR TAXPAYERS. AND SO LAST YEAR WE ACTUALLY HAD A LOT OF PEOPLE COME IN THAT, NUMBER ONE, THEY DIDN'T UNDERSTAND THAT THEY WERE GONNA HAVE PENALTY CHARGED BECAUSE THEY WERE THINKING ABOUT THE TOWN'S DUE DATE. UM, AND NUMBER TWO, IT'S 10%, IT'S 10% OR $10, UM, IS THE MINIMUM. SO THERE'S NO VARIANCE. LIKE AS SOON AS THEY'RE LATE, THAT LATE PENALTY IS CHARGED. AND, UM, IT'S KIND OF BASED, THAT FORMULA IS BASED UPON HOW MANY UNPAVED ROADS, MILES YOU HAVE IN YOUR COUNTY VERSUS THE REST OF THE STATE. UM, I WILL NOTE THERE WAS A CHANGE AND, AND THE REASON IT SAYS ESTIMATED ALLOCATIONS, YOUR FY 26 MONEY IS, IS FIXED AND THEN EVERYTHING OUT FROM THERE IS A PROJECTION. WE'VE ISSUED, UM, TURNOUT GEAR AND THEN WASHERS AND DRYERS FOR THE EQUIPMENT. UM, THOSE CAME UNDER THE CANCER PROTECTION, UM, THROUGH CAPITAL IMPROVEMENT AND THEN THE PLUM EVENT SYSTEM INSTALLATION AND ALL OF THE DEPARTMENTS THAT ALSO CAME THROUGH, UM, PARTIALLY OUT OF CAPITAL IMPROVEMENT AND THEN PARTIALLY UNDER THE SLUR FUNDS. UM, SO WE WERE ABLE TO MOVE FORWARD WITH THE COST FOR BOTH OF THOSE. THERE IS SOME REPAIR WORK BEING DONE IN LINDEN AND THAT'S ALSO UNDER THE FIRE STATION ENHANCEMENT. AND THEN WE HAVE A RESERVE FUND, THE FIRE STATION DEVELOPMENT THAT WE PUT $50,000 IN IN ORDER TO PREPARE FOR FUTURE EXPENSES. UM, I THINK EVERYBODY'S AWARE OF THE S UNIT AND THE LITTLE OVER HALF A MILLION DOLLAR PRICE TAG THAT IS STILL UNDER DEVELOPMENT CURRENTLY. WE'RE HOPING TO HAVE IT INSTALLED THE END OF JUNE, EARLY PART OF JULY. UM, THE SENIOR CENTER, THE UM, PIPES IN THE KITCHEN COLLAPSED AND THEY HAD TO, TO RIP OUT THE ENTIRE FLOORING AND REPLACE ALL OF THE PIPES. THAT WAS, UM, CLOSE TO A HUNDRED THOUSAND DOLLARS. UM, AND THEN THE OLD OAK, UM, FOUR PROJECT, THE COUNTY'S CONTRIBUTION TO THAT PROJECT IS $250,000. UM, AND THAT IS A THREE-WAY FUNDING, UM, PROJECT. AND THEN INDIAN HOLLOW, THIS WAS RESIDUAL, UM, BILLING THAT CAME IN FOR THAT PROJECT THAT HIT FY 25. AND THAT IS PAID FOR OUT OF THE TOURISM DOLLARS. SO FOR 25, WE'VE SPENT OVER MIL $2 MILLION IN CAPITAL PROJECTS SO FAR THIS YEAR FOR FY 26. THESE ARE THE REQUEST FOR THE YEAR AND THEY'RE ACTUALLY TWO PAGES OF REQUEST. UM, AND I HAVE A STATUS, KIND OF AN UPDATE ON WHERE WE ARE CURRENTLY AT WITH EACH PROJECT. SO THE GENERATOR FOR ELECTIONS, WE, UM, THE ESTIMATE WAS $75,000. WE FIGURED OUT AN ALTERNATE SOLUTION FOR THAT. SO IF SOMETHING WERE TO HAPPEN, UM, THEY WOULD NOT ACTUALLY NEED A GENERATOR, THEY COULD GO TO ANOTHER BUILDING. UM, FOR [01:10:01] CANCER PREVENTION MEASURES, UM, AGAIN, THIS ORIGINAL ASK FOR $250,000 HAS BEEN REDUCED TO $50,000 IN FY 20 SIX'S BUDGET. UM, FOR BUILDINGS AND GROUND, THERE WERE GROUNDS, THERE WAS A REQUEST FOR, UM, ASPHALT MAINTENANCE THROUGHOUT ALL OF THE COUNTY OWNED PROPERTIES. UM, THAT PROJECT IS ON HOLD, SO IT'LL BE PUSHED TO A FUTURE YEAR. UM, THE GOVERNMENT CENTER ROOF REPLACEMENT, UM, AGAIN, A MILLION AND A HALF THAT IS ON HOLD. SO WE WILL PUSH IT TO A FUTURE YEAR, UM, FOR THE TRANSFER STATION IN ORDER TO HAVE THE SCALE REPLACED. AND THEN THE SELF SOFTWARE UPDATE, IT'S UM, AN INITIAL INVESTMENT OF $200,000 AND THAT PROJECT IS ALSO GONNA BE PUT ON HOLD UNTIL THE FUTURE YEAR WITH THE WASTE STATION. UM, IN ORDER TO DEAL WITH, WE ARE HAVING AN INFLUX OF BASICALLY HOW WE HANDLE TRASH. UM, IN ORDER TO REDUCE IT, WE WERE LOOKING AT DOING A BULK GRINDER, UM, AND BUILDING IN THE INFRASTRUCTURE TO MANAGE THAT WHOLE UM, PROJECT. SO THE $50,000 IS JUST THE TIP OF THE ICEBERG FOR THAT PROJECT. UM, IT WILL BE PUSHED OUT UNTIL FUTURE YEARS. UM, THE COURTHOUSE CLOCK AND FACADE. UM, I THINK DURING THE BUILDING COMMITTEE MEETING, UM, THE TWO BOARD MEMBERS WHO WERE A PART OF IT WERE ABLE TO SEE KIND OF THE ROTTEN DETERIORATION THAT'S HAPPENING. SINCE IT IS A HISTORIC STRUCTURE, THERE ARE CERTAIN PARAMETERS AS TO HOW TO HANDLE IT. UM, THE COST IS ALMOST A QUARTER OF A MILLION DOLLARS AND THAT IS ALSO ON HOLD FOR A FUTURE FISCAL YEAR. THE UM, STREET THAT WE OWN ON SECOND STREET, UM, WE'VE BEEN ABLE TO LOOK AT HOW WE COULD REPAIR IT TO GET IT INTO A STATUS TO BE ABLE TO RENT OUT. IT'S SOMETHING THAT'LL CONTINUE TO WORK ON WITH OUR STAFF INTERNALLY. THROUGHOUT FY 26, UM, IN ORDER TO HOPEFULLY GET IT TO A POINT WHERE WE CAN RENT IT. HOWEVER, UM, WE'RE NOT, THERE WILL BE SOME COST PROBABLY IN FY 27. UM, BUT RIGHT NOW IT'S NOT ON THE, THE SHORT LIST. UM, FOR IT, THEY HAD REQUESTED A GENERATOR FOR THIS BUILDING. NONE OF THOSE WERE FUNDED. THE HR GENERALIST POSITION, WHICH IS AN APPROVED POSITION, BUT THE FUNDING WAS, UM, UTILIZED OR REMOVED IN FY 25 HAS NOT BEEN REPLACED. AND FOR THE DEPUTY PLANNING DIRECTOR, AGAIN, IT'S AN APPROVED POSITION THAT HAS NOT BEEN FUNDED FOR ACTUALLY TWO YEARS. UH, NINE OF THOSE POSITIONS WERE OPERATIONAL STAFF POSITIONS TO, UH, INCREASE STAFFING AT, AT STATION ONE IN ADD FLOATER POSITIONS TO HELP COVER, UH, STAFF OR, UM, LEAVE USAGE. UH, ADDITIONALLY, WE REQUESTED ONE FULL-TIME FIRE MARSHAL UNDERSTANDING THAT, UM, WE WERE PLACED IN A POSITION WITH THE TIGHT BUDGET CONSTRAINTS OF NOT RECEIVING THAT BUDGET REQUEST. UM, WE HAD TO GO IN AND KIND OF PRIORITIZE WHAT, UM, OUR FUNDING STREAMS WERE AND HOW WE WOULD ALLOCATE THOSE FUNDING STREAMS TO MEET OUR STAFFING GOALS. UM, JUST TO RECAP ON THE 2024 CALLS FOR SERVICE AS IT'S RELEVANT TO THIS REQUEST. IN 2024, THE COUNTY EXPERIENCED 7,649 TOTAL CALLS FOR SERVICE, UM, OR INCIDENT IN OUR FIRE AND EMS RESPONSE SYSTEM. THAT WAS A 5.7% INCREASE FROM CALENDAR YEAR 2023, OUR FRONT ROYAL FIRE STATION ACROSS THE STREET, UH, THAT FIRE STATION PROTECTS 14.59 [01:30:01] SQUARE MILES, UH, 5,943 ADDRESSES AND AN ESTIMATED POPULATION OF 15,700 PEOPLE. UM, IN CALENDAR YEAR 2024, THAT STATION RESPONDED TO 4,266 INCIDENTS. UM, CURRENTLY THAT STATION HAS THREE PERSON MINIMUM STAFFING, AND THERE WERE 429 CALLS FOR SERVICES MISSED OUT OF THAT FRONT ROYAL DISTRICT. SO 429 TIMES FRONT ROYAL WAS NOT ABLE TO COVER THE CALLS FOR SERVICE WITHIN THEIR DISTRICT. SO WE TALKED TO YOU LAST TIME ABOUT THE CHESTER GAP STAFFING ARRANGEMENT AND AGREEMENT. UM, THERE WAS AN ADVOCATION FOR AN INCREASE OF FUNDING, SO THAT REALLY DROVE THE DATA ANALYSIS TO LOOK AT THE HOLISTIC CALLS FOR SERVICE. UM, THIS WAS, UM, ULTIMATELY RESULTED IN THE FIRE CHIEF'S ADVOCATION THAT HE'LL SPEAK TO YOU IN A MINUTE IN THE WAY OF WHERE TO BEST UTILIZE THOSE FUNDS. UM, WE KNOW THAT THAT CHESTER GAP STAFFING ARRANGEMENT BEGAN IN 2020, IS A TEMPORARY STAFFING MEASURE. UM, IT WAS ORIGINALLY, UH, UTILIZED CARES ACT AND ARPA FUNDS TO COMPLETE THAT PROGRAM, AND IT'S NOW REQUESTED AS PART OF OUR VOLUNTEER BUDGET. UM, IT ORIGINALLY STARTED AS A 50 50 SPLIT, BUT TODAY IT STANDS AT A 60 40 SPLIT BETWEEN WARREN AND RAPPAHANNOCK COUNTY WITH CHESTER GAP MAKING UP THE DIFFERENCE IN THAT PROGRAM, UH, AS PROVIDED. UM, THE REASON IT'S A 60 40 SPLIT IS BECAUSE 60% OF THE CALLS FOR SERVICE THAT CHESTER GAP RUNS FROM THE ENTIRETY OF THEIR RESPONSE SYSTEM TO INCLUDE HANOCK FALK. HERE IN WARRING COUNTY, 60, ROUGHLY 60% OF THEIR CALLS FOR SERVICE ARE TO INCIDENTS IN THE GEOGRAPHICAL LOCATION OF WARREN COUNTY. SO OUR HOLISTIC DATA ANALYSIS REALLY DOVE IN TO REALLY LOOK AT WHAT THE CHESTER GAP FIRE DEPARTMENT IS PROVIDING FOR OUR FIRE AND RESCUE RESPONSE SYSTEM. UM, WE HAD THE OPPORTUNITY TO MEET WITH CHESTER GAP'S LEADERSHIP DISTRICT CHIEF, UH, TODD BROWN YESTERDAY, GO OVER SOME OF THESE NUMBERS, UM, AND KIND OF REVIEW WHAT THEIR OPERATIONAL SERVICES ARE TO WARRING COUNTY, UM, BUT OF THEIR RESPONSES INTO WARRING COUNTY. SO 336 TOTAL RESPONSES. UM, 39% WERE WITHIN THEIR FIRST DUE GEOGRAPHICAL AREA. SO THE AREAS THAT YOU WOULD CONSIDER HARMONY HOLLOW POINT OH, WOODS LAKEFRONT ROYAL, UH, THAT REMOUNT ROAD STRETCH, UM, 61% ARE 212 OF THEIR TOTAL CALLS FOR SERVICE. WERE IN THE OTHER GEOGRAPHICAL RESPONSE AREAS OF WARRING COUNTY. LOOKING AT THE TOTAL EMS REQUESTS. SO THIS, IF WE CONSIDER THIS AN EMS STAFFING PROGRAM, UH, AND WE LOOK AT THE TOTALITY OF THEIR EMS RESPONSES INTO WARREN COUNTY. WE NOTE THAT 89 TOTAL CALLS FOR SERVICE, OR 46% WERE IN THE GEOGRAPHICAL RESPONSE DISTRICT OF FRONT ROYAL, UH, ONLY 78 OR 40% WERE IN THEIR OWN GEOGRAPHICAL RESPONSE AREA, UM, AS CALLED THEIR FIRST DUE. ALL THE OTHER RESPONSES WERE JUST SPORADIC THROUGH THE OTHER GEOGRAPHICAL RESPONSE AREAS OF THE COUNTY. THEIR RES, THEIR FIRE RESPONSE IS A LITTLE DIFFERENT. SO YOU SEE THAT THEY HAVE A HIGHER RESPONSE RATE IN FIRE WITHIN THEIR FIRST DUE GEOGRAPHICAL AREA. 38%, 32% OF THEIR FIRE RESPONSES WERE IN THE FRONT ROYAL GEOGRAPHICAL AREA WITH THE REMAINDER BEING IN THE OTHER GEOGRAPHICAL RESPONSE AREAS OF WARRING COUNTY. THEIR TOTAL RESPONSE, IF YOU LOOK AT THE FIRE AND EMS BASED RESPONSES BY GEOGRAPHICAL RESPONSE AREA, UH, YOU CAN SEE THE MAKEUP HERE, 140 ARE IN THE TOWN OF FRONT ROYAL OR THE FRONT ROYAL RESPONSE AREA 138. WERE WITHIN THE CHESTER GAP RESPONSE AREA, TAKING ALL OF THE ADDRESSES WORKING WITH GIS AND JUST MAPPING THAT TO KIND OF SHOW YOU WHAT THEIR CALL DISTRIBUTION LOOKS LIKE AS A STATION. THAT WOULD ADD THREE FULL-TIME, UH, POSITIONS TO THE BUDGET. UH, WE WOULD CROSS STAFF THAT STATION, UM, STAFFING EITHER TO MEDIC UNITS OR ONE MEDIC UNIT AND A FIRE TRUCK, THE RESCUE SQUAD OR THE LADDER TRUCK BASED OFF OF CALL VOLUMES OR DEMANDS. UM, IT DECREASES THE CALL PRESSURES ON THE OUTLYING STATIONS. SO WHEN WE TALK ABOUT CALLS MISSED OUT OF THAT FRONT ROYAL RESPONSE DISTRICT, UH, THAT'S 429 TIMES WE'RE MOVING RESOURCES FROM OUR OUTLYING STATIONS INTO THE GEOGRAPHICAL AREA FRONT ROYAL TO PROVIDE OR BACKFILL THAT RESPONSE COVERAGE. EVERY DAY WE'RE JOCKEYING UNITS AROUND TO MEET CALL PRESSURES AND DEMANDS. UM, SOMETIMES UNITS PASS EACH OTHER AND THEY GIVE A FRIENDLY WAVE BASED OFF OF, UM, WHAT CAPABILITIES LEVELS ARE. OH NO, IT'S LESS THAN THAT. IT'S LESS THAN THAT. I WAS USING THIS, SO I WAS 20. SO THAT'S CHANGED. YES, YES. OKAY. SO WHAT'S THE NEW NUMBER? LESS THAN A HUNDRED THOUSAND. AND THAT WE SHOULD FOCUS ON, ON OUR DEBT RATHER THAN INCREASING IT. SO IN FACT, DURING MY FIRST YEAR, MY ANALOGY THAT I SHARED WITH THE COMMUNITY WAS, IS LIKE, UM, IF YOU LAID $130,000,001 BILLS IN FRONT OF EACH OTHER, IT WOULD CROSS WARREN COUNTY SIX TIMES. THAT WAS MY ANALOGY BACK IN THAT TIME. SO ANYWAY, SO AS THE BOARD THAT STARTED TO RECOGNIZE ABOUT THE MILLION DOLLAR ANNUAL DEBT, YOU KNOW, THAT WE HAD TO FREE UP TAX DOLLARS TO CONTINUE HIRING MUCH NEEDED FIRE AND RESCUE STAFF, WE NEED TO INCREASE SCHOOL PROGRAMS, WE NEEDED TO FUND PARK AND REC RENOVATIONS AND OTHER ASSET REPLACEMENTS. I HAD A LOT OF LESSONS LEARNED THAT, YOU KNOW, FOR THE FUTURE BOARD TO CONSIDER. SO BEFORE I JUMP INTO THAT, I JUST WANTED TO GO THROUGH THIS TIMELINE OF HOW WE GOT HERE. SO THE TIMELINE OF WHEN THE DEBT BEGAN, IT, IT, AND THIS IS BASED ON PUBLIC RECORD AND INFORMATION THAT I HAD AVAILABLE. SO, UM, I WOULDN'T CALL IT EXACT, BUT IT'S PRETTY CLOSE. SO THE TIMELINE WITH THE DEBT BEGAN TO GROW WAS LIKE 13 YEARS AGO WITH THEN BOARD OF SUPERVISORS APPROVAL FOR CAPITAL PROJECTS TOTALLY IN ABOUT A HUNDRED, A HUNDRED MILLION DOLLARS. AND I'M JUST SAYING THEY APPROVED THE PROJECTS, A LOT OF DIFFERENT COLOR OF MONEY THAT WENT BACK AND FORTH WITH THESE PROJECTS, BUT AT THAT TIME, THAT WAS EQUIVALENT TO ABOUT $15 MILLION A YEAR DURING THAT 13 YEARS. SO THE BEST TO WHAT I CAN, WHERE WE STARTED ON THIS TIMELINE WAS BACK IN 2007 WHERE THERE WAS $2.5 MILLION TAX DOLLARS THAT WAS TRANSFERRED TO, AT, UM, SAMUELS INC. INTO THEIR INVESTMENT FUND FOR THE CONSTRUCTION OF A COUNTY LIBRARY BUILDING. IN THE SAME YEAR, 2007, THERE WAS $82.8 MILLION THAT WAS APPROVED FOR THE SKYLINE AND WARREN COUNTY HIGH SCHOOL CAPITAL PROJECTS. 2008, ANOTHER $2.5 MILLION OF TAX DOLLARS WERE TRANSFERRED TO SAMUEL INC. TO HOLD FOR THEIR, IN THEIR INVESTMENT FUND FOR THE CONSTRUCTION OF THE COUNTY LIBRARY BILLING BILL, UM, BUILDING. AND I THINK AT THIS POINT IS WHEN THEY STARTED THE CONSTRUCTION AT THIS TIME. THEN IN 2009 THERE WAS ANOTHER $1.8 MILLION THAT WAS TRANSFERRED TO SAMUEL SINK ALSO TO HOLD IN THEIR INVESTMENT FUND TO, I THINK TO FINISH THE CONSTRUCTION OF THE, OF THE LIBRARY. THEN IN 2009, THE, THE BOARD OF SUPERVISOR, UH, ACCEPTED A LEASE OPTION TO BUY AGREEMENT IN WHICH THEY BOUGHT THE NEW, UH, [02:10:01] THE OLD, THE VILLA BUILDING, THE OLD LIBRARY BUILDING FOR ABOUT $550,000. AND, AND AGAIN, THERE COULD BE A LOT OF DIFFERENT COLOR OF MONEY THAT WAS BEING PASSED, BUT, UH, UH, THAT WAS, UH, ABOUT 550,000. THEN IN 2010, $24 MILLION WAS, UH, APPROVED TO RENOVATE THE OLD HIGH SCHOOL THAT WHAT WE KNOW TODAY AS THE WARREN COUNTY MILL MIDDLE SCHOOL. THEN IN 2011, PAYMENTS WERE MADE TO, UH, WE MADE THE FINAL PAYMENT TO PURCHASE THE OLD LIBRARY BILLING IN VILLA AVENUE. AND THAT WAS $550,000. IN 2011, THERE WAS ANOTHER 10.5 MILLION THAT WAS APPROVED FOR THE NEW PUBLIC SAFETY BUILDING. IN 2013, THERE WAS ANOTHER 2.5 MILLION THAT WAS APPROVED FOR THE RENOVATIONS FOR OUR HEALTH AND HUMAN SERVICES BUILDING THAT'S OUT ON 15TH STREET. RIGHT? UM, IN 200, IN 2017, THERE WAS ANOTHER 32 MILLION THAT WAS APPROVED FOR THE NEW WARREN COUNTY MIDDLE SCHOOL IN 2017. NOW, I DON'T KNOW, I, THROUGH MY RESEARCH, I DON'T KNOW IF THIS SHOULD EVEN BE ON THE LIST, BUT, UM, THERE WAS SOME INVOLVEMENT, I THINK THAT WAS WITH THE FRONT ROW POLICE BUILDING. I DON'T KNOW EXACTLY, BUT SOMEHOW THERE WAS SOME TYPE OF CONNECTION AT THAT TIME. SO THAT'S UNKNOWN AS FAR AS HOW MUCH MONEY WAS APPROVED TO GO THROUGH THAT. THEN IN 2018, UM, THERE WAS A PARTNERSHIP, UH, WITH THE TOWN TO CONSTRUCT LE LEACH RUN PARKWAY. AND THEN IN 2020 THERE WAS $5.6 MILLION THAT WAS, UH, APPROVED FOR THE RIVERMONT FIRE FIRE STATION. SO NOW WHERE WE ARE TODAY, AND AS MS. SCOTT CORRECTED ME THAT THE DEBT HAS GONE DOWN. SO I WAS USING THIS, OKAY, SO YOU CAN CORRECT ME ANYTIME YOU WANT TO. OKAY? SO FROM THOSE CAPITAL PROJECTS THAT I JUST LISTED FOR THE PAST, THOSE PAST 13, 14 YEARS THAT WE'RE STILL PAYING OFF ABOUT 125 MILLION IN DEBT. AND THAT'S 'CAUSE I INCLUDED RSW IN IT, WHICH AGAIN IS A MILLION DOLLARS A YEAR THAT WE PUT OUT. AND NOW JUST THINK ABOUT $11 MILLION A YEAR. I MEAN, WE COULD, YOU KNOW, UH, DO ROCKLAND PARK, WE CAN FUND FIRE AND RESCUE, WE CAN GIVE THE SHERIFF ALL THE, YOU KNOW, THE, THE, UM, PATROL CARS SHE WANTS. SO ANY EVENT, I KNOW I'M GETTING SIDETRACKED. SO OUT OF THAT, OF THE, OF THESE APPROVALS, THESE ARE THE DEBTS THAT WE STILL HAVE THAT WE'RE PAYING ON. WE'RE STILL PAYING ON THE DEBT FOR THE WARREN COUNTY HIGH SCHOOL. WE'RE STILL PAYING THE DEBT FOR THE LEACH RUN PARKWAY, WHICH THAT WAS PART OF THIS LIST. WE'RE STILL PAYING THE DEBT FOR THE WARREN COUNTY MIDDLE SCHOOL. WE'RE PAYING A DEBT FOR AN ENERGY PERFORMANCE EQUIPMENT IN SCHOOL BUILDINGS. UM, WE'RE PAYING, STILL PAYING THE DEBT FOR JESS, UH, JESSE REFEREES. WE'RE STILL PAYING FOR THE HEALTH AND HUMAN SERVICES BUILDING. WE'RE STILL PAYING FOR THE RIVERMONT FIRE STATION. AND THEN THERE'S SOME VRA AND V-S-P-A-S-P-A BONDS FOR COSTS ASSOCIATED WITH SCHOOL IMPROVEMENTS. AND IT DIDN'T GET INTO DEAL DETAILS, WHAT THOSE WERE. AND THEN OF COURSE, RSW. SO NOT ONLY DID WE GO THROUGH THIS, THIS, UH, CAPITAL IMPROVEMENTS BACK IN THOSE, UH, PAST YEARS, AND NOW LET'S JUST ADD SALT TO THE WOUND. AND, UM, WE HAD THE EDA SCANDAL, WHICH RESULTED OF OVER $20 MILLION OF TAX DOLLARS BETWEEN 2019 AND 2024 PRIMARILY. UH, IT PRIMARILY DUE TO THE LEGAL FEES AND THE EDA LOAN PAYMENTS. THIS DIDN'T TALK ABOUT WHAT, WHAT THE FEDERAL CASE WAS OR ANYTHING. THIS WAS JUST TAX DOLLARS THAT WERE USED. SO ALSO, AND THIS IS, IN MY OPINION, AND I WANNA POINT THIS OUT, THIS IS ALL MY, THIS IS, THE BOARD HAS NOTHING TO DO WITH THIS. THIS IS ALL IN MY OPINION THAT I, ALONG THE WAY, I SAW THAT THERE WAS SOME MISSED OPPORTUNITIES THAT WE, WE HAD AND SUCH AS THE, THE $6.8 MILLION OF THE ARPA FUNDS FOR THE BROAD BROADBAND INITIATIVE. NOW, I BELIEVE THE PROJECT WAS NECESSARY. WE NEED BROADBAND. THERE'S NO DOUBT I LIVE IN ONE OF THOSE ISOLATED PLACES AS WELL. BUT, YOU KNOW, THE, WHAT HAPPENED IS THAT THE PROJECT IS BEHIND SCHEDULE AND IT HAD TO DO WITH CONS, YOU KNOW, WITH UM, DESIGN AND UM, WHICH MADE IT BE DELAYED AND, AND I GET THAT, THAT THOSE THINGS HAPPEN. BUT HOWEVER, I BELIEVE THAT WE COULD HAVE HAD A LITTLE BIT OF MORE OF AN OPPORTUNITY TO KIND OF REVISIT THE FUNDING AS IT WENT, WENT, WENT [02:15:01] ALONG, YOU KNOW, BECAUSE, YOU KNOW, BEFORE WE HAD TO LOCK IN THE TOTAL AMOUNT IN DECEMBER, 'CAUSE AFTER DECEMBER IS WHEN I FOUND OUT THROUGH ONE OF THE PRESENTATIONS THAT BROADBAND WAS UP HERE, THAT, UM, THAT THERE WAS A REDUCTION ABOUT 50% OF THE HOUSEHOLDS THAT WAS ORIGINALLY PART OF THE PROJECT PLAN. AND IF I WAS AWARE, YOU KNOW, A LITTLE BIT SOONER THAT MAYBE WE MAY HAVE HAD AN OPPORTUNITY TO TAKE THOSE, THOSE, THOSE FUNDS THAT WERE NOT GONNA BE USED FOR THAT 50% AND MAYBE USED IT FOR PURCHASING FIRE AND RESCUE EQUIPMENT, YOU KNOW, BECAUSE WE HAD TO LOCK IN THE FUNDS BY END OF DECEMBER OF 2024. SO, BUT I JUST WANNA, YOU KNOW, LOOK AT IT ON A, ON A POSITIVE SENSE. SO I GO, THESE ARE THE LESSONS LEARNED. THIS IS HOW WE GOT HERE AND THIS IS WHY IT'S BEEN A CHALLENGE. AND WE PICK ON, YOU KNOW, HOW MUCH THE SCHOOLS GET, HOW MUCH, YOU KNOW, OUR CONSTITUTIONAL OFFICERS GET, YOU KNOW, BECAUSE WE GOTTA, YOU KNOW, WE HAVE TO BALANCE THINGS. SO ANYWAY, SO I JUST WANTED TO LET YOU KNOW THAT WE ALSO SEIZED OPPORTUNITIES TO ENHANCE THE REVENUES AND EFFICIENCIES OF THE COUNTY DOC DEPARTMENTS IN THE PAST FOUR YEARS. THIS WHICH HAS OFFSET THE REVENUE LOSS TO THE ALL OF THIS COUNTY DEBT. FOR, FOR INSTANCE, FOR THE PAST TWO YEARS, THE BOARD OF SUPERVISORS HAD REDUCED REOCCURRING COSTS ASSOCIATED WITH THE EDA BY ABOUT $1.5 MILLION. THIS WAS ACHIEVED BY ELIMINATING PAYMENTS THAT WERE RELATED TO THE EDA DEBT. AND, AND NOW THAT WE'VE GOT, WE'VE PASSED THROUGH THE, THE LEGALS, THERE'S NO MORE LEGAL FEES. ALSO, THE BOARD REVIEWED ZONING BUILDING, ZONING, BUILDING INSPECTION, AND TRANSFER TRANSFERS FEES THAT HAD NOT BEEN UPDATED IN OVER 20 YEARS. THIS REVIEW HELPED TO OFFSET THE TAXPAYER SUBSIDY FOR THE PLANNING, INSPECTION COSTS WELL, AS WELL AS OUR PUBLIC WORK EXPENSES. I ALSO WANNA ADD THAT THERE WERE OTHER OPPORTUNITIES THAT WERE GAINED THOUGH THE PAST FOUR YEARS WITH THE BOARD. WELL, UH, ONE IS THE COUNTY TREASURER PRIORITIZED RESOURCES, STARTED COLLECTING DELINQUENT TAXES, AND THEN WE STARTED COLLECTING FEES. THAT'S KIND OF HELPED US. I THINK THE LAST NUMBER THAT I WAS GIVEN WAS $3.5 MILLION. I THINK SHE, SHE IS WORKING WORK HAS, HAS RECOVERED. UM, ALSO OUR TREASURER HAS WORKED WITH THE COUNTY ADMINISTRATION, AND I KNOW IT WAS PAINFUL THAT WE WORK TOGETHER AND, AND NOW THERE WE'RE TRANSFERRING, UM, FUNDS TO A FINANCIAL INSTITUTION THAT HIRES A, THAT BRINGS IN A HIGHER RETURN ON INVESTMENTS. SO THAT HELPS US WITH OUR ANNUAL CASH FLOW. THAT HELPS US USE SOME OF THIS MONEY TO OTHER LITTLE PROJECTS AND OFFSET OTHER EXPENSES. SO ALSO DURING MY FIRST YEAR, THE, WE ALSO WORKED WITH THE ADMINISTRATION TO TRANSFER $20 MILLION IN A UNUSED TAX DOLLAR SPECIAL PROJECTS FUND THAT WAS NOT BEING REPORTED IN THE ANNUAL BUDGET. AND AS A RESULT, THAT'S WHERE WE HAVE THE ASSET REPLACEMENT FUND. NOW. WE TOOK THAT MONEY AND WE PUT IT INTO THIS FUND. SO NOW IT'S VISIBLE AND TRANSPARENT TO EVERYBODY. AND NOW WE'RE BUYING, YOU KNOW, UM, UH, VEHICLES AND IT EQUIPMENT AND THAT KIND OF THING. UM, AND THEN THE FINANCE AUDIT COMMITTEE WE ESTABLISHED, AND THAT ALSO REVIEWS COUNTY POLICIES AND IT PROVIDES, AND WHAT WE'RE DOING IS ENHANCING INTERNAL CONTROLS SO WE CAN CONTINUE TO LEARN THE BOUNDARIES OF HAVING A LACK OF INTERNAL CONTROLS. AND THIS IMPROVES TRANSPARENCY. SO ANYWAY, SO THIS HAS ALL TAKEN ME BACK, YOU KNOW, WHERE I STARTED HERE WITH THE ASSESSMENT AND THE CHALLENGE THAT THE BOARD FACES IN BALANCING REVENUES WITH COSTS OF PROVIDING ESSENTIAL SERVICES, SUCH AS, AGAIN, PUBLIC SAFETY EDUCATION, SOCIAL SERVICES, PUBLIC WORKS ZONING, ANIMAL CONTROL, BUILDING INSPECTIONS, AND MUCH MORE. SO I WANNA JUST ENCOURAGE THE BOARD TO LEARN FROM THE PAST CAPITAL AND DEBT DECISIONS, THE PRIOR BOARDS, AND TO CONTINUE TO FOCUS ON INNOVATIVE IN INITIATIVES TO GET US THROUGH THIS, THESE INITIATIVES THAT WE'VE BEEN TALKING ABOUT. I BELIEVE IT WILL INCREASE REVENUE AND EFFICIENCIES THAT WILL HELP US PAY OFF THIS DEBT. AND THUS, YOU KNOW, AT THE END OF THE DAY, IT'S GONNA BE MINIMIZING TAXES FOR OUR TAXPAYER DOLLARS. SO I JUST WANTED TO PUT THAT ALL OUT ON THE TABLE. UM, BECAUSE EVERY YEAR WE GO THROUGH THIS PROCESS AND EVERY YEAR WE GET [02:20:01] CRITICIZED EVERY YEAR. YOU KNOW, EVERYONE WANTS THIS, EVERYBODY WANTS THAT. AND, YOU KNOW, AND WE KEEP SAYING WE DON'T HAVE THE MONEY. AND I THINK WE'RE GETTING BETTER THOUGH. I THINK WE'RE BETTER. WE'RE, WE'RE MOVING AHEAD. AND I JUST WANTED TO, YOU KNOW, JUST SHARE THE HISTORY HOW WE GOT HERE. THAT'S ALL I HAVE TO SAY. THANK YOU VERY MUCH. WELL, THANK YOU. THANK YOU. UM, BUT I'LL TELL YOU FROM GOING TO SCHOOLS HERE, FROM FIRST GRADE TO 12TH GRADE, THAT THE, A LOT OF THAT WAS INVESTMENT IN OUR CHILDREN, IN THE FUTURE OF OUR CHILDREN BECAUSE THE SCHOOLS WERE IN BAD SHAPE, UM, WINDOWS, THERE WAS NO AIR CONDITIONING IN THE HIGH SCHOOL. THERE WAS NO AIR CONDITIONING IN RUSTY JEFFRIES. UM, YOU COULDN'T OPEN WINDOWS, YOU COULDN'T, YOU KNOW, IT WAS, THEY WERE DILAPIDATED AND A NEED. I KNOW I GRADUATED IN 1977 AND I KNOW THERE'S SOME PEOPLE HERE THAT GRADUATED BEFORE ME, AND WE WERE ASSURED THAT WE WOULD BE GRADUATING FROM A NEW HIGH SCHOOL WHEN I WAS IN, UM, ELEMENTARY SCHOOL DIDN'T HAPPEN. SO THE CAN WAS KICKED AND IT WAS KICKED AND IT WAS KICKED. AND SO, YES, THERE WAS A HUGE INVESTMENT. BUT LOOK AT THE SCHOOLS THAT OUR CHILDREN HAVE TO GO TO NOW. SO ANYTIME YOU INVEST IN THE CHILDREN, YOU'RE INVESTING IN THE FUTURE. AND THAT'S MONEY I THINK IS WELL SPENT. I, YOU KNOW, COLOR OF MONEY IS WHAT IT IS. AND I'M NOT GONNA SIT HERE AND DEBATE IF EVERYTHING WAS DONE A HUNDRED PERCENT KOSHER. I, I CAN'T TESTIFY TO THAT BECAUSE I WASN'T LIVING IN THE MOMENT OF IT. BUT I WILL SAY THAT WE MADE A DECISION TO PAY DOWN DEBT AND NOT GET OURSELVES IN MORE DEBT. AND WE'VE DONE A GOOD JOB OF THAT. I WILL ACKNOWLEDGE THAT. BUT TO SAY IN A DISPARAGING WAY, IT SEEMED THAT DECISIONS OF PRIOR BOARDS TO GET US IN THAT DEBT WAS A MISTAKE. I DON'T THINK IT WAS BECAUSE WE HAVE THE SCHOOLS, WE HAVE THE BUILDINGS AND THE PROGRAMS THAT HAVE BENEFITED THIS COMMUNITY. AND I WASN'T TRYING TO SAY IT WAS A MISTAKE. I WAS JUST GOING DOWN THE TIMELINE, IT FELT LIKE, OF HOW WE, HOW WE GOT HERE. THAT'S ALL. WELL, IT FELT LIKE IT WAS, AND I JUST DON'T THINK THAT'S A FAIR ASSUMPTION OR STATEMENT. WHEN WE DO HAVE THE SCHOOLS, AND MAYBE BECAUSE NONE OF YOU WENT TO THE SCHOOLS HERE, YOU'RE NOT AWARE OF WHAT POOR CONDITION THEY WERE IN, BUT THEY WERE, UM, THE CHILDREN OF THIS COMMUNITY STILL ARE IN SOME INADEQUATE PLACES FOR THE NEEDS THEY HAVE. UM, IT'S JUST A SIMPLE FACT. AND, YOU KNOW, I JUST DON'T THINK THAT YOUR STATEMENT WAS TOTALLY FAIR, UM, THE WAY IT WAS PRESENTED. AND I JUST HAVE TO SAY THAT. WELL, AGAIN, AGAIN, THAT IF THAT WAS HOW IT WAS INTERPRETED, I APOLOGIZE BECAUSE THAT'S NOT THE, WHAT MY MESSAGE WAS.
