WE DON'T HAVE HIGH DOLLAR INVESTORS. UH, IN AN ERA WHERE MOST PEOPLE ARE PAYING LAYAWAY TO GET THEIR TICKETS, WE DO UP TO 60% OFF EARLY BIRD PRICING SPECIFICALLY TO LET PEOPLE THAT ARE IN THIS AREA MAKE AN INCOME IN THIS AREA. UM, SO ACCORDING TO ECONOMIC IMPACT, THE LAST TWO YEARS WE'VE HAD OVER 8,000 ATTENDEES. THAT'S ALMOST PUSHING $2 MILLION ACCORDING TO THE VTC ECONOMIC IMPACT INDICATOR ON THE WEBSITE THERE. SO WE KNOW WE'RE BRINGING PEOPLE IN. THIS WAS MY GOAL. BUT, UM, THE FESTIVAL SAYS SPECIFICALLY ON SATURDAY AND SUNDAY OF LABOR DAY WEEKEND, AND I, WE DID THIS ON PURPOSE BECAUSE WE WANTED TO LEAVE THE SHOULDER DAYS, THE FRIDAY AND THE MONDAY SPECIFICALLY SO PEOPLE COULD GET TO KNOW THE AREA, THE AREA THAT I GREW UP IN, THE AREA THAT I WAS ALWAYS TRAVELING BACK FROM DC TO BE IN. UH, AND SO I'M LOOKING FOR, UM, A PARTNERSHIP FROM THE, THE COUNTY. SINCE COVID, ALL OF OUR EXPENSES HAVE GONE UP 40%. AND NOT ONLY THAT, BECAUSE OF WE'RE MAXIMIZING, UH, WE'RE AT SKYLINE RANCH RESORT EVERY YEAR. UH, WE'RE OVERTAXING THE SYSTEM. SO WE HAVE TO PUMP THE FULL SEPTIC SYSTEM, UH, TWICE THROUGHOUT THE WEEKEND, AND WE HAVE TO BRING IN TWO WATER TANKERS TO SUPPORT THE 8,000 PEOPLE THAT COME OVER TWO DAYS. SO WE'RE, WE'RE, OUR EXPENSES KEEP ON GOING UP. BUT THE SPONSORSHIP DOLLARS, FOR INSTANCE, OUR VIRGINIA TOURISM GRANT, WE'VE MAXED THAT OUT EVERY YEAR. UH, THEY'VE GIVE A LOT. I MEAN, NOT MAXED IT OUT. THEY'VE GIVEN US THE MAXIMUM AMOUNT EVERY YEAR. THEY CUT THAT BY 60% THIS YEAR. SO WE'RE FACING A DYER, UM, SITUATION HERE WHERE THE SPONSORSHIP DOLLARS ARE GOING DOWN, OUR EXPENSES ARE GOING UP. WE ARE NOT MAX PROFIT. IT'S A FAMILY FESTIVAL THAT'S, UH, 12 YEAR, UH, KIDS 12 AND UNDERGO FOR FREE. WE'RE LOOKING, UH, WE HAVE A NONPROFIT WHERE THERE'S FREE MUSIC WORKSHOPS ALL WEEKEND. UH, I MET ONE FAMILY THAT MOVED FROM GEORGIA, ACTUALLY, UH, A COUPLE YEARS AGO. THEY SAID THE REASON WE LIVE HERE IS BECAUSE OF APPALOOSA. UM, IN JULY AND AUGUST, WE ANTICIPATE, UM, COMPLETING TWO MORE INTERNAL PAVING PROJECTS IN THE HOT TOP AREA. THAT'LL BE HIGH TOP ROAD DOWN THE CROSSWAY UNTIL IT POPLAR TO MCDONALD FARM. I CONTINUE TO HAVE CONCERNS ABOUT ENCOURAGING MORE RESIDENTIAL DEVELOPMENT IN THE AGRICULTURAL AREAS OF THE COUNTY, ALLOWING ADUS AND AG LAND GOES AGAINST THE RECENTLY ADOPTED COMP PLAN, WHICH STATES, AS A GOAL PRESERVE THE COUNTY'S RURAL CHARACTER BY PRESERVING OPEN SPACE AS WELL AS AGRICULTURAL AND FOREST LANDS. A STATED OBJECTIVE IS TO DIRECT COUNTY DEVELOPMENT TO AREAS CONTIGUOUS WITH FRONT ROYAL THAT ARE SERVED OR WILL BE SERVED WITH ADEQUATE PUBLIC FACILITIES SUCH AS ROADS, SEWER, AND WATER. THIS MANAGED GROWTH WILL REDUCE DEVELOPMENT PRESSURES ON NATURAL SYSTEMS SUCH AS RIVERS, STREAMS, WETLANDS, AND AGRICULTURAL LANDS. IN ADDITION, GUIDED GROWTH WILL HELP MAINTAIN AN IMPORTANT AND DESIRED DISTINCTION BETWEEN RURAL AND RESIDENTIAL GROWTH ACROSS THE COUNTY. CURRENTLY, THERE ARE 4,483 AG PARCELS, WHICH ARE 3.5 ACRES OR GREATER IN THE COUNTY. DO WE WANT TO POTENTIALLY ALLOW TWO HOMES ON THIS MANY PARCELS? WILL ADUS CREATE THE TYPES OF HOUSING OPTIONS THE COUNTY NEEDS? WHY NOT CONSIDER ADUS IN THE RESIDENTIAL ZONED AREAS OF THE COUNTY BEFORE ALLOWING THEM IN THE AGRICULTURAL AREAS? OR WHY NOT CONSIDER ALLOWING ONLY ATTACHED ADUS AS THESE UNITS WOULD NOT SIGNIFICANTLY INCREASE THE DENSITY WOULD PROVIDE ANOTHER HOUSING OPTION AND WOULD LIKELY BE MORE AFFORDABLE THAN DETACHED ADUS. MORE AFFORDABLE WORKFORCE HOUSING IS BEST CREATED WHEN THE NEW RESIDENTIAL DEVELOPMENT IS DIRECTED TOWARDS THE TOWN WHERE PUBLIC SERVICES ARE ALREADY PROVIDED. AND THERE ARE MORE TRANSPORTATION OPTIONS FROM WALKING TO HOPPING ON THE TROLLEY AND SHOP TO, TO GET TO GROCERY STORES, SHOPPING SCHOOLS, ET CETERA. DIRECTING RESIDENTIAL DEVELOPMENT AWAY FROM THE TOWNS AND INTO AG LAND MEANS GREATER COST TO TAXPAYERS TO PROVIDE PUBLIC SERVICES SUCH AS FIRE AND RESCUE, POLICE, ROAD INFRASTRUCTURE, SCHOOLS, AND TRANSPORTATION. SO, DESPITE THE GOOD WORK BY THE STAFF, I URGE YOU TO TABLE THE TEXT AMENDMENT TONIGHT AND CONSIDER THE BIG PICTURE OF HOUSING. I HOPE YOU WILL TAKE A MOMENT TO FURTHER STUDY AND DETERMINE THE BEST WAYS TO ADDRESS HOUSING NEEDS IN WARREN COUNTY AND COME UP WITH A SET OF SOLUTIONS BASED ON ANALYSIS AND A PLAN WHICH ALIGNS WITH THE GOALS OF THE COMP PLAN. AGRITOURISM IS SO VALUABLE AND SO GOOD FOR FARMERS, FOR OUR COMMUNITY, FOR EVERYBODY, THAT IT'S NOT ONLY PROTECTED IN STATE LAW, BUT THE STATE WENT OUT OF THEIR WAY TO SAY, LOCAL GOVERNMENTS CAN'T MESS WITH IT UNLESS IT HAS A SUBSTANTIAL IMPLIED NEGATIVE IMPACT ON THE HEALTH, SAFETY AND WELFARE OF THE COMMUNITY. THIS TEXT AMENDMENT SEEMS TO FLIP AROUND THAT INTENT. THE ANSWER, THIS ANSWER WOULD BE TO MAKE EVERYONE WHO WANTS TO DO THIS THING HAVE AN EVALUATION OF WHETHER THEIR PLANS OR EXISTING ACTIVITIES HAVE THE POTENTIAL TO HAVE A SUBSTANTIAL IMPACT ON THE HEALTH, SAFETY OR GENERAL WELFARE OF THE PUBLIC. BUT WITHOUT ANY OBJECTIVE STANDARDS FOR WHAT THAT MEANS, WE SHOULD BE ENCOURAGING THESE THINGS, EVEN IF THEY HAVE A SUBSTANTIAL IMPACT, PROTECTING THEM BECAUSE THEY ARE BETTER FOR EVERYONE THAN ANY REALISTIC ALTERNATIVE AND MAKING PROTECTING FARMLAND AN OPEN SPACE AS LEAST AS EASY AND PROFITABLE AS DESTROYING IT. WE'RE ALREADY SUBJECT TO HEALTH DEPARTMENT RULES, V DACS RULES, BUILDING DEPARTMENT ZONING RULES, NOISE ORDINANCES, WATER QUALITY REQUIREMENTS, AIR POLLUTION REQUIREMENTS, MANAGEMENT PLANS, AND ON AND NONE. AND YOU ALREADY HAVE THE ABILITY TO INTERVENE IF AN ACTIVITY THAT WE DO ON OUR FARM OR ATOR BUSINESS BREAKS THE LAW OR CAUSES HARM IN SOME WAY. THE STATE LAW SAYS ANY WORKING FARM CAN DO THESE THINGS, AND IF THEY HAVE A SUBSTANTIAL NEGATIVE IMPACT ON THE COMMUNITY, THEY'LL GET INVOLVED. IF AN ACTIVITY TRULY DOES HAVE A REAL IMPACT ON HEALTH OR SAFETY, THEN THAT DECISION SHOULD NOT JUST STOP AT ONE DESK. UM, ALONG WITH, ALONG WITH THAT WOULD ALLOW YOU GUYS TO HAVE THE ROOM FOR THE LONG-TERM RENTAL GROWTH, WHICH WOULD ALSO ALLOW THE 2% TO INCREASE OVER TIME AS THAT LONG-TERM RENTAL, UM, GROWTH COMES, COMES TO. UM, I ONLY SAY THAT 'CAUSE I NOTICED THAT THAT'S A VERY, UM, IMPORTANT TOPIC THAT I'VE HEARD TONIGHT IS LONG-TERM GROWTH AND MAINLY LONG-TERM, UH, HOUSING. SO I, I DEFINITELY UNDERSTAND THE, THE ISSUE OF AND CONCERN THAT THERE'S GONNA BE AN OVERSATURATION OF JUST VACATION HOMES AND REYNOLDS AND THAT WOULD ROB THE COMMUNITY OF EVERYTHING. UM, THE WAY THE CITY KIND OF REGULATED THAT WAS, THEY HAD A MANDATE, UM, THE PROPERTY OWNERS HAD TO BE IN THE DWELLING THEMSELVES, SO THEY WOULDN'T, THEY WOULDN'T JUST BE OWNING LIKE 20 PROPERTIES AND JUST, YOU HAVE 20 PROPERTIES SITTING VACANT AND JUST AT SHORT TERM RENTALS KIND OF ROBBING THE COMMUNITY OF THOSE LONG TERM RENTALS.
