IT'S ABOUT THE LONG TERM IDENTITY LIKE AN ECONOMY AND FUTURE OF OUR COMMUNITY. PEOPLE CHOOSE TO LIVE IN WARREN COUNTY BECAUSE OF OUR SCENIC BEAUTY, SMALL TOWN CHARACTER, RURAL LANDSCAPE, OUTDOOR RECREATION, AND QUALITY OF LIFE. WE SIT AT THE GATEWAY TO SHE INTO A NATIONAL PARK IN SKYLINE DRIVE. TOURISM, AGRICULTURE, SMALL BUSINESS AND OUTDOOR RECREATION ARE ASSETS THAT ALREADY EXIST HERE AND CONTINUE TO GROW. ONCE INDUSTRIAL SCALE DATA CENTERS ARE BUILT, THAT CHARACTER CANNOT BE RESTORED. SUPPORTERS OFTEN FRAME DATA CENTERS AS EASY REVENUE, BUT COMMUNITIES ACROSS VIRGINIA ARE TELLING THAT THE REALITY IS FAR MORE COMPLICATED AND ISN'T WHAT HAPPENS. DATA CENTERS GET TAX BREAKS. DATA CENTERS BRING ENORMOUS POWER AND WATER DEMANDS, MAJOR TRANSMISSION INFRASTRUCTURE, NOISE CONCERNS, DIESEL BACKUP GENERATORS, AND LONG-TERM PRESSURE ON SURROUNDING LAND USE. THEY ALSO CREATE RELATIVELY FEW PERMANENT JOBS COMPARED TO THE SCALE OF LAND CONSUMPTIONS AND INFRASTRUCTURE IMPACT. I ALSO WORRY ABOUT WHAT THIS MEANS FOR FUTURE GROWTH. WHEN ZONING LANGUAGES CHANGE, IT OPENS THE DOOR FOR ADDITIONAL APPLICATIONS AND EXPANSION OVER TIME. THIS ISN'T A VOTE ON A ONE-TIME PERMIT. THIS IS ABOUT CHANGING THE DEVELOPMENT AND TRAJECTORY OF WARREN COUNTY. FOR DECADES, DATA CENTERS ARE NOT THE RIGHT FIT FOR WARREN COUNTY. ECONOMIC DEVELOPMENT MATTERS, BUT WE CAN FOCUS ON INDUSTRIES THAT COMPLEMENT OUR STRENGTHS RATHER THAN UNDERMINE THEM. WE CAN FOCUS ON TOURISM, SMALL BUSINESS GROWTH, ENTREPRENEURSHIP, MAYBE SOME RESORTS, RECREATION DOWNTOWN RE DOWNTOWN REVITALIZATION, LIGHT MANUFACTURING, AND QUALITY OF LIFE IMPROVEMENTS THAT ATTRACT RESIDENTS, VISITORS, AND SUSTAINABLE BUSINESSES SUSTAIN. AS A RESULT, $267 MILLION OF REVENUE THAT WOULD HAVE SUPPORTED PUBLIC K THROUGH 12 EDUCATION WAS LOST. FAIRFAX MISSING OUT ON $38 MILLION THAT WOULD'VE GONE DIRECTLY TO SCHOOLS YESTERDAY LOUD AND NOW PUBLISHED THAT SLOWING DATA CENTER REVENUE AND RISING COSTS ARE CAUSING BUDGET SHORTFALLS. BUT, UH, MAINLY THE, UH, THE THAI AQUIFER IS VERY LIMITED IN WATER STORAGE. THE CARBONATE SECTION HAS CAR TOPOGRAPHY, REDUCING THE SURFACE WATER CAUSES THE CAR, UM, SYSTEM TO DRY OUT. WHEN YOU DRY OUT A CARTON SYSTEM, YOU COLLAPSE CAVES AND YOU COLLAPSE AND MIXING COALS. SKYLINE CAVERN A FEW YEARS AGO HAD A CAVE COLLAPSE CLOSING PART OF THE PART OF THE CAVE THAT, SO VISITORS CANNOT GO INTO IT ANYMORE. UM, THERE ARE A FEW EXCEPTIONS FOR HIGH WATER RATES, BUT IT'S VERY LIMITED AND IT'S NOT ALL OVER THE WHOLE COUNTY. UH, THERE'S ALSO, DURING THIS DROUGHT, YOU'RE GONNA HAVE THE GROUNDWATER LEVEL DROP 20 TO 40 FEET AND THAT'S GONNA MAKE IT MORE DIFFICULT FOR PEOPLE WITH WELLS COVERING THE, UH, SURFACE WITH DEVELOPMENT AND COVERING AND, AND LIMITING THE WATER THAT'S SOURCING THE AQUIFER, UH, IS GOING TO, UH, DIMINISH THE AQUIFER IN THE COUNTY. SO WHEN YOU HAVE HUNDREDS OF ACRES BEING COVERED WITH CEMENT, YOU'RE NOT GETTING WATER DOWN INTO THE AQUIFER. THE COUNTY HAS POOR WATER RETENTION. 'CAUSE THE CLAY SOIL THAT WE HAVE AND ALL THREE OF THE ROCK TYPES, UM, ARE, UH, HAVE A HARD TIME GETTING THE WATER THROUGH IT DOWN INTO THE FRACTURES. SO YOU BASICALLY DEPEND A LOT ON RUNOFF AND I REALLY DO SUGGEST THAT YOU CONSIDER RETENTION PONDS OR UNUSED QUARRIES. AND I THINK YOU SHOULD CONSIDER ENCOURAGING, UH, RESIDENTS TO DEVELOP WATER STORAGE SYSTEMS THEMSELF. THE HIGHEST AVERAGE RAINFALL IN THE COUNTY NORMALLY OCCURS IN THE EAST ON THE MOUNTAINS WHERE SKYLINE DRIVE IS AT 40 INCHES PER YEAR. AND OVER IN STRASBURG WHERE I AM, IT IS 20 INCHES A YEAR. AND IT, IT JUST KIND OF SLOWLY BUT SURELY KIND OF STARTED TO, TO FADE INTO SOMETHING THAT WASN'T SO GREAT. UM, WHEN I GOT INVOLVED, I MEAN, I, I REALLY SAY THIS WITHOUT EXAGGERATION. IT WAS, IT WAS, UH, NOT A GREAT PLACE FOR PEOPLE TO BE LIVING. IT WAS, UH, TERRIBLE CONDITIONS AND, UH, YOU KNOW, JUST REALLY ASHAMED TO SEE THAT. AND, YOU KNOW, OUT OF ALL THE PROJECTS I'VE DONE, I REALLY, THIS IS THE ONE I'M PROBABLY MOST PROUD OF. 'CAUSE I FEEL LIKE WE'VE REALLY IMPROVED THE QUALITY OF PEOPLE'S LIVES IN THE PARK. UH, THERE WAS A TERRIBLE DRUG PROBLEM, TERRIBLE CRIME PROBLEM WHEN WE FIRST BOUGHT THE PARK. MY PARTNERS AND I HAVE INVESTED A TREMENDOUS AMOUNT OF MONEY IN FIXING IT UP. WE'VE UPGRADED ALL THE ELECTRIC, AND RODNEY WILL TELL YOU IN MORE DETAIL THAN I CAN ABOUT ALL THAT. 'CAUSE RODNEY'S THE BOOTS ON THE GROUND GUY. BUT, YOU KNOW, UM, THE WATER SMELLED SO BAD OF SULFUR THAT PEOPLE WERE, WERE TAKING SHOWERS AT LIKE GYMS AND, AND PLACES OUTSIDE OF THEIR HOMES. WE'VE TOTALLY UPGRADED THE WATER SYSTEM, PURIFIED THE WATER SYSTEM. PEOPLE ARE DRINKING IT NOW, YOU KNOW, TAKING SHOWERS THERE. NOW WE'VE UPGRADED ALL THE ELECTRICAL, UH, TO THE PARK SO WE CAN HANDLE, YOU KNOW, THERE WERE, UH, RESIDENTS WERE COMPLAINING IF I TURNED MY MICROWAVE ON AND MY LIGHT LIGHT SWITCH ON AT THE SAME TIME THE POWER GOES OUT. WE'VE FIXED ALL THAT. WE HAVE EVICTED ALL THE BAD ELEMENT IN THE PARK AND, AND GOT THOSE PEOPLE OUT OF THERE. WE'VE CLEANED IT OUT. WE'VE REALLY CLEANED IT UP. UH, YEAH, I, THIS IS KIND OF ANECDOTAL, BUT THERE WAS A SHERIFF WHO USED TO COME BY OUR PARK ALL THE TIME ON, ON CALLS 'CAUSE THERE WAS SO MANY, YOU KNOW, DOMESTIC VIOLENCE CALLS, DRUG CALLS, WHATEVER. AND, UH, NOW SHE COMES UP THERE JUST TO SIT AND EAT LUNCH AND, UH, AND, AND, UH, BECAUSE IT'S SUCH A, A, A NICER PLACE. AND, UH, YOU KNOW, THAT'S NICE AND TRANQUIL NOW. IT'S ANOTHER BILL THAT THEY'VE GOTTA PAY. WITH OUR NEW UNITS, WE HAVE COMPLETE TOTAL ELECTRIC, UH, ELECTRIC FOR THE HEAT. NOW HE'S SAYING POTENTIALLY 50 INDIVIDUALS, YOU KNOW, UH, SO 50 ADDITIONAL INDIVIDUALS ALONG WITH THE WORKERS 24 7, YOU KNOW, USING ALL THAT WATER, WHICH WE'RE IN A DROUGHT, YOU, IT IS, NO ONE KNOWS HOW MUCH WATER IS IN THE GROUND. UH, AND IT'S A BIG CONCERN TO EVERYONE. UM, YOU KNOW, YOU HAVE THE WATER CONCERN, YOU HAVE THE SEPTIC CONCERN. I DON'T WANT THE SEPTIC TO BE CONTAMINATING OR GROUNDWATER, SO I DON'T KNOW WHAT KIND OF SPECIAL SEPTIC SYSTEM THEY WOULD HAVE TO COME UP WITH. I AM AN ACTIVE CATTLE FARMER AND MANAGE AN ANGUS COW CALF OPERATION. MY GREATEST FEAR IS HAVING MY WELL GO DRY AND NOT HAVING WATER FOR MY COWS OR MY HOME WATER IS NATURALLY MY MAIN CONCERN. UH, WITH THIS REQUEST TONIGHT, THERE'S A FRONT PAGE STORY IN OUR LOCAL NORTHERN VIRGINIA NEWSPAPER TODAY STATING THAT 80% OF VIRGINIA IS EXPERIENCING SER SEVERE DROUGHT CONDITIONS. OUR PONDS AND STREAMS ARE DRYING UP AND THE RIVER IS QUITE LOW. OUR WATER TABLE IS AT LEAST A FOOT BELOW NORMAL. ROCKLIN WELLS DO GO DRY DURING DROUGHTS, AND MOST OF OUR LIVESTOCK IN ROCKLAND ARE ON WELL WATER. WE HAVE LOTS OF CATTLE AND HORSES VERY CLOSE TO THIS RURAL RESIDENTIAL ZONE LAND CLOVER HILL. I THINK THIS IS, UH, MORE OF AN INSTITUTIONAL USE CONFLICTS WITH THE RURAL RESIDENTIAL DISTRICT STATED INTENT, WHICH EXPLICITLY SAYS, FOR LOW DENSITY RESIDENTIAL DEVELOPMENT OF AN EXCLUSIVE NATURE, THE DISTRICT IS MEANT TO PROTECT NATURAL RESOURCES, WATERSHEDS, AND NATURAL BEAUTY OF THE LAND. AN INSTITUTIONAL CARE FACILITY, IT'S DIFFICULT TO RECONCILE WITH THAT PURPOSE. REGARDLESS OF ANY CONDITIONS WE WOULD PUT ON BY A CEP MINIMUM WA STANDARDS REINFORCE THAT EXCLUSIVITY. THE DISTRICT'S DENSITY STANDARDS REFLECT A VISION OF QUIET, SPACIOUS RESIDENTIAL USE, NOT INSTITUTIONAL FACILITIES. OUR SUPPLEMENTAL REG REGULATIONS ALSO RECOGNIZE THE INFRASTRUCTURE DEMANDS OF THIS USE. SECTION 180 55 REQUIRES THAT REST HOMES BE LOCATED IN PROXIMITY TO OR SHORT RESPONSE TIME TO EMERGENCY MEDICAL AND FIRE FACILITIES. IT'S A SIGNIFICANT PROBLEM. UH, IN OUR RURAL RESIDENTIAL DISTRICTS, WE HAVE TWO IN ROCKLAND AND FREEZELAND BOTH LACK ADEQUATE ROAD CAPACITY TO SAFELY SUPPORT A CARE FACILITY AND ITS ASSOCIATED TRAFFIC BEYOND JUST THE EMERGENCY ACCESS CARE FACILITIES WOULD GENERATE SUBSTANTIALLY SUBSTANTIAL DAILY TRAFFIC, MULTIPLE STAFF SHIFT CHANGES, VISITOR TRIPS, MEDICAL SUPPLY DELIVERIES, AND EMERGENCY VEHICLES. ITS LEVEL ACTIVITY IS FUNDAMENTALLY INCONSISTENT WITH THE QUIET RESIDENTIAL SURROUNDING THAT THE RURAL RESIDENTIAL DISTRICT IS MEANT TO PRESERVE. THE AGRICULTURAL DISTRICT MEANWHILE ALREADY PERMITS REST HOMES BY CUP. SO ARE WE REALLY ADDRESSING A PUBLIC NECESSITY, CONVENIENCE OR GENERAL WELFARE NEED BY EXPANDING THIS USE INTO THE RURAL RESIDENTIAL DISTRICT? AGAIN, WE ONLY HAVE TWO OF THEM. FINALLY, ALLOWING AN INSTITUTIONAL SCALED USE IN A RESIDENTIAL DISTRICT, EVEN BY A CUP, OPENS THE DOOR TO FUTURE REQUEST FOR SIMILAR OR MORE INTENSIVE USES OVER TIME. THIS ERODES THE EXCLUSIVE RESIDENTIAL CHARACTER OF THE RURAL RESIDENTIAL DISTRICT THAT WAS, WAS CREATED TO PROTECT. UH, SO JUST REITERATE, I'M, I'M AGAINST, I I DON'T THINK THERE'S A SINGLE THING I COULD ADD TO WHAT HE SAID. ABSOLUTELY. AND I'M IN AGREEMENT.
