I ATTACHED THE STATEMENT THAT I'VE GAVE EMILY ON A STATEMENT RAW FOR AN ALDI IS SUBMITTED ON THE 17TH.

HE MAILED IT AND GAVE IT IN SOCIAL MEDIA.

ONE OF THE STATEMENTS IS WE ARE, WE ARE FORTUNATE TO HAVE FUNDING SET ASIDE FOR THREE PROJECTS.

CURRENTLY WE DO NOT HAVE FUNDS TO PAY FOR OUR SHARE OF THE NEXT THREE PRIORITIES, WHICH IS THE SIP PLAN.

THAT ABOVE STATEMENT IS UNTRUE.

THERE IS NO MENTION OF THE EXCESS FROM THE SANITARY DISTRICT,

IT IS MY OBSERVATION AT THE ADVISORY BOARD DOES NOT POST ANY COMMENTARY ON DISCUSSIONS OR HOLD SEPARATE MEETINGS FOR PROPERTY OWNERS TO DISCUSS THE SANITARY DISTRICT.

MY NEXT TOPIC IS ON FOYA.

USF HAS RECEIVED OVER $710,000 SINCE 2011 FROM THE SANITARY DISTRICT.

I BELIEVE THIS TO BE A MISUSE OF PUBLIC FUNDS PSF COMMUNITY CENTER, UNTIL CURRENTLY IT WAS NOT EVEN LOCATED TO WARREN COUNTY DUE TO THE FACT THAT PSF IS PUBLICLY FUNDED.

THEY ARE SUBJECT TO FOYA LETTER FROM RURAL FERNALDO INDICATING THEY ARE MAINTAINED WITH THE WARREN COUNTY FUNDS IN TRUTH.

IT'S REALLY THE SANITARY DISTRICT.

I HEARD A LAWYER AFTER ATTEMPTS TO FOIL DOC EVENTS FROM USF, WHERE I WAS TOLD THEIR LAWYER ADVISED THEM THAT THEY ARE NOT SUBJECT TO FOYA.

I'VE ALSO ATTACHED TO THAT EMAIL, UM, IN THE MANAGEMENT AGREEMENT, PAGE 10, PARAGRAPH 27 RECORDS AND FINANCIAL INFORMATION CONCERNING MATTERS RELATED TO THE SANITARY DISTRICT SHALL BE MADE AVAILABLE BY PSF BOARD.

DO ANY OWNER OF PROPERTY IN THE SANITARY DISTRICT, THE PELVIS BOARD MAY ESTABLISH REASONABLE PROCEDURES TO GOVERN THE DISTRIBUTION OF SUCH PROPERTY.

MOST SPECIFICALLY, THE ATTORNEY RECEIVED THE ESTIMATE ON POS IS WANTING TO CHARGE ME $35 AN HOUR WITH WORK BEING AT THE MINIMUM ESTIMATE OF $1,225 AT THE MAXIMUM OF 2,310.

AND THIS IS THE CATEGORY BEING EXPENDITURES THAT WE GET REIMBURSED AT A 75% FEDERAL COST SHARE.

UM, AT YOUR DESK, YOU HAVE THE REPORT, UM, THROUGH THE BEGINNING OF SEPTEMBER AND THE COUNTY HAS SPENT $329,798 AND 24 CENTS TOWARDS THE PANDEMIC.

THESE EXPENSES INCLUDE THE PURCHASE OF PERSONAL PROTECTIVE EQUIPMENT FOR ALL COUNTY DEPARTMENTS AND AGENCIES, DISINFECTANTS AND CLEANING SUPPLIES FOR THE PUBLIC FACILITIES.

WHEREAS LIBRARY RESOURCES SERVE STUDENTS OF ALL AGES FROM EARLY LITERACY TO STEAM PROGRAMS TO RESEARCH DATABASES.

WHEREAS SIGNING UP FOR A LIBRARY CARD IS THE FIRST STEP ON THE PATH TOWARDS ACADEMIC ACHIEVEMENT AND LIFELONG LEARNING.

I HAD THE PLEASURE OF SPENDING THE DAY FRIDAY, UH, AT THE CHAMBER OF COMMERCE, LOOKING OVER THE APPLICATIONS FOR THE CARE FUNDS FROM COUNTY BUSINESSES.

UM, THAT WAS, UH, AN ENJOYABLE DAY WITH NIKKI AND JACKIE AND THE OTHER PEOPLE THAT ARE WORKING ON THIS.

UM, HAD A LOT OF PEOPLE COMING INTO FROM THE TOWN SIDE TO PICK UP THEIR CHECKS.

AND, UM, IT'S A REALLY GOOD FEELING TO KNOW THAT PEOPLE ARE BEING HELPED, UM, AND HOW APPRECIATIVE THEY ARE OF THAT.

UH, LAST NIGHT I ATTENDED THE BROWN TOWN COMMUNITY CENTER, UM, MEETING.

I GREW UP IN BROWNTOWN, SO THAT'S A VERY NEAR AND DEAR PLACE TO ME.

AND, UM, THEY'VE GOT SOME GOOD THINGS GOING ON.

I THINK THE THEY'VE GOT A YARD SALE COMING UP AND THEY'VE GOT A LOT OF REALLY NICE THINGS.

IT, UM, PART OF CHESTER GAP IS IN MOORE COUNTY.

PART OF IT IS IN RAPPAHANNOCK COUNTY AND IT ALSO, UH, HIS FIRE DEPARTMENT ALSO DOES, UM, ASSISTANCE TO WARREN COUNTY.

A GOOD PORTION OF THEIR CALLS ARE IN WARREN COUNTY.

UM, AND THEY ALSO SERVE AS RAPPAHANNOCK COUNTY AS WELL AS FALL CARE COUNTING.

IT'S A, QUITE AN INTERESTING LITTLE AREA UP THERE OF HOW THE BOUNDARIES MEET AND THEY'RE HAVING, UM, ISSUES WITH STAFFING BECAUSE OF COVID.

SO WE HAD A DISCUSSION WITH THEM ON HOW TO HELP SUPPORT THEM TO CONTINUE TO SUPPORT US AND IN THAT LINE.

AND, UM, TONIGHT I WANTED TO KIND OF REACH OUT TO PEOPLE AND SEE IF WE CAN HELP BOOSTER OUR VOLUNTEERS IN THE FIRE AND EMS SYSTEM.

AND IF YOU FEEL LIKE FIREFIGHTING IS NOT YOUR THING, YOU FIREFIGHTING IS NOT THE ONLY ASPECT OF VOLUNTEER HELP THAT OUR DIFFERENT COMPANIES NEED.

UM, AND IN SPEAKING WITH THEM IN GREAT LINKS, UH, THEY ASKED ME IF I WOULD PUSH OUT TO THE COMMUNITY, WHAT THEIR NEEDS ARE AND FIREFIGHTERS ARE, ARE ABSOLUTELY NEEDED.

EMS WORKERS ARE ABSOLUTELY NEEDED, BUT ALSO WE NEED TO HELP ON THE ASSOCIATE SIDE OF THE FIRE DEPARTMENTS WITH BEING A PRESIDENT OF A COMPANY, BEING A SECRETARY, TREASURER, BEING JUST A VOLUNTEER TO HELP DO FUNDRAISING, THERE'S ALL KINDS OF THINGS THAT, UM, HAVE REALLY DROPPED OFF EVEN PRE COVID.

AND BY DOING THAT, NOT

ONLY IS IT A WONDERFUL EXPERIENCE FOR YOURSELF, BUT IT HELPS AUGMENT THE PAID STAFF AND HELPS US KEEP THE TAX RATE DOWN BECAUSE VOLUNTEERS WILL SUPPORT THAT SYSTEM.

AND INSTEAD OF HAVING TO GO TO ENTIRE PAID STAFF SYSTEM, WHICH WOULD RAISE OUR TAX RATE, UM, BUT, AND THOSE, IF YOU HAVE AN INTEREST, YOU CAN CALL THE, UM, THE WARREN COUNTY FIRE AND EMS OFFICE, WE PAY FOR TRAINING.

SO IF YOU HAVE AN INTEREST, UH, THERE'S EVEN CLASSES AT THE HIGH SCHOOL LEVEL, FIRST, THE SENIORS TO GET INTO WHEN THEY GRADUATE, THEY COULD BE A FIREFIGHTER ONE OR AN EMT.

SO IT'S JUST A LOT OF OPTIONS THERE.

AND, UM, I THINK THEY NEED OUR HELP.

THEY HELP US IN END UP HELPING THE COMMUNITY AS WELL.

SO I APPRECIATE YOUR THOUGHT ON THAT, MR. FOX.

THIS, THIS NEIGHBORHOOD HAS, HAS KNOWN EACH OTHER FOR A LONG TIME.

WE FEEL SAFE IN THAT AREA.

UH, WE ARE IN FACT GATED AND THERE ARE JUST A FEW HOUSES BEYOND THE, BEYOND THAT GATE.

IT'S A CATTLE GATE WITH A PADLOCK.

IT'S NOTHING FANCY, BUT IT WORKS FOR US.

WE'VE KIND OF WORKED TOGETHER IN ORDER TO MAKE THE COMMUNITY SAFE.

WE'VE HAD PROBLEMS WITH THEFT IN THE PAST.

UM, GIVEN OUR HISTORY OF CRIMES THEFT AND THINGS IN THE NEIGHBORHOOD THAT WE'VE HAD TO WORK TOGETHER ON, NONE OF US WANTS THAT STRESS AND THAT, THAT SECURITY ISSUE IN OUR NEIGHBORHOOD THAT THE EXTRA PROBLEM IS IT BASICALLY I'D BE HAPPY IF HE WERE APPLYING FOR A PERMIT TO OPEN A CAR REPAIR PLACE, BECAUSE AT LEAST THAT WOULD BE DAYTIME HOURS.

THIS IS A 20 SO 24 SEVEN BUSINESS, UM, THAT HE'S NOT ONSITE TO MANAGE.

THAT MEANS WE ACT AS DEFAULT.

PROPERTY MANAGERS WERE THE ONES WHO AT ONE O'CLOCK IN THE MORNING, FRIDAY NIGHT, IT'S IT'S DOWN ON THE RIVER.

PEOPLE RENT THERE TO PARTY AND HAVE A GOOD TIME.

THEY DON'T ALWAYS RESPECT THAT.

MY DAUGHTER AND I ATTENDED THE AUGUST 12TH MEETING HELD BY THE PLANNING BOARD AND SHE SPOKE ON MY BEHALF OF POSTING A RENTAL PERMIT PROPOSED BY MR. LADERMAN.

I WOULD LIKE YOU TO KNOW THAT I'D RATHER TAKE A BEATON'S AND SPEAK IN PUBLIC.

HOWEVER, I FEEL THIS MEETING IS EXTREMELY IMPORTANT TO ALL OF US, HOMEOWNERS OPPOSING THIS PERMIT AND DECIDED TO SPEAK ON MY OWN BEHALF.

THIS IS WHERE I RESIDE DURING THE WARMER MONTHS FOR APPROXIMATELY SIX MONTHS OUT OF THE YEAR, WHICH IS THE PEAK TOUR SEASONS FOR RENTAL IN THIS AREA.

AT THE PREVIOUS MEETING, I FEEL THAT 98% OF THE BOARD'S TIME WAS SPENT DISCUSSING THE GAIT ISSUE.

AND THE REST OF OUR CONCERNS WERE NOT ADDRESSED.

HERE ARE A FEW THINGS THAT CONCERN ME WHEN I'M FISH IN A GATED COMMUNITY.

I THINK OF A LARGE PIECE OF PROPERTY WAS QUITE A FEW HOUSES WITHIN THE COMMUNITY LIKE BOOM ISLAND.

OUR HAND UP THAT IS NOT THE CASE ON VALLEY RETREAT ROAD.

THE PROPERTY WAS ORIGINALLY PART OF A LARGE FARM AND A VERY SMALL PART OF THAT FARM WAS SOLD AND DIVIDED INTO A FEW SMALL PARCELS.

ONLY FOUR OTHER LOTS HAVE HOUSES ON THEM.

THE ONLY WAY TO ACCESS AND EXIT THE COMMUNITY IS VIA A SHORT HALF MILE SINGLE LANE OWNER MAINTAIN GRAVEL ROAD BEHIND A LOCKED GATE.

THE RENTAL HOUSE IS WITHIN THE FLOOD.

PLAIN WELL PEOPLE FROM OUT OF TOWN KNOW HOW TO READ THE RIVER AND HOW TO REACT TO A FLOOD SITUATION IN EMERGENCY THE LADDER MEN'S PROPERTY IS LOCATED ROUGHLY CLOSE TO MY HOME WITH ONLY ONE SMALL COTTAGE IN BETWEEN VALLEY RETREAT.

IT'S A VERY RUSTIC, BEAUTIFUL, HAPPY PLACE TO LIVE, WHERE EVERYONE KNOWS EVERYONE ELSE AND THEIR PETS.

I TRUST MY NEIGHBORS AND I KNOW IF THEY ALLOWED SOMEONE TO ENTER THE GATE, I COULD TRUST THEM AS WELL.

I FEEL THAT THE GATE ITSELF IS NOT THE PROBLEM, BUT THE STRANGER SAID, MR LADERMAN WILL BE GETTING THROUGH THAT GATE IS THE MAIN ISSUE.

EVEN IF HE FINDS A WAY TO VET THE RENTERS, THEY'RE STILL STRANGERS.

AND THE OTHER HOMEOWNERS BE A HIGHER RISK.

IF SOMETHING BAD OCCURRING IN 2017, I BECAME A WIDOW AT THE AGE OF 69 AND IT WAS A LIFE CHANGING EVENT FOR ME WITH THE HELP OF MY NEIGHBORS IN THIS GATED COMMUNITY.

I'VE LEARNED TO ADJUST TO LIFE WITHOUT HIM AND EVERY GAIN.

MY SENSE OF SECURITY LIVING HERE ALONE.

IF A SITUATION SHOULD ARISE, I HAVE NO WAY TO PROTECT MYSELF.

THIS TRANSIENT RENTAL APPLICATION IS APPROVED.

I LOSE ALL SENSE OF SAFETY WITH THE STRANGERS THAT WILL BE A CONSTANT BEHIND OUR GATE.

AT MY ADVANCED STAGE.

I NEVER EXPECTED TO HAVE TO FACE A CHALLENGE AS A HOMEOWNER AND WHICH I HAVE NO SAY OVER MY SENSE OF SECURITY AT MY OWN RESIDENCE.

YOUR HOME IS SUPPOSED TO BE ONE OF THE SAFEST PLACES IN YOUR LIFE.

AND I WILL PERSONALLY LOSE ALL FEELING OF THAT.

IF THIS PROCEEDS FORWARD, IT ALSO SANDS ME THAT THIS BEAUTIFUL RUSTIC AREA OF KNOWING ALL OF YOUR NEIGHBORS WILL NO LONGER EXIST.

SEVERAL OTHER THINGS THAT CONCERN ME ARE HIGHER RISK.

THE VANDALISM AND THEFT TOO, MAY HAVE A NEGATIVE IMPACT ON THOSE WHO DO HAVE HOUSES AND WISH TO SELL THE HOUSE WITH THE LIKELIHOOD OF DECREASED VALUE ON OUR PROPERTIES.

THREE PROBLEM SELLING THE HOUSE BECAUSE IT'S NOW A RENTAL COMMUNITY AND THEY MAY NOT WANT TO BUY A HOUSE WITH RENTERS COMING AND GOING NO MATTER THEIR CIRCUMSTANCE, MOST FAMILIES, WHETHER THEY'RE FULL OR PART TIME, RESIDENTS WILL NOT LIKE THIS FACET OF LIVING AS A WAY OF, I AM ON A LIMITED INCOME.

AND I WORRY IF THIS HOMEOWNER'S PREMIUM MAY INCREASE.

IF I HAVE TO FILE A CLAIM DUE TO ONE OF MR. LAUDER, MISS RENTERS, WANDERING ONTO MY PROPERTY AND ENTERING THEMSELVES INCREASED ROAD MAINTENANCE DUE TO INCREASE TRAFFIC.

THIS WILL MEAN ADDITIONAL EXPENSES TO ALL HOMEOWNERS FOR MAINTAINING THE ROAD, WHICH IS UNFAIR TO US OPPOSING THIS ACTION.

THE VAST MAJORITY, UM, ARE OPPOSED TO BEING APPROVED AND HAVE VOICED THEIR OPPOSITION AT THE AUGUST PLANNING COMMISSION MEETING PROPERTY OWNERS, OPPOSING THE PERMIT, STAYED AT THEIR CONCERNS IN PERSON AND IN WRITTEN SUBMISSIONS.

SOME OF THE CONCERNS WERE PRIVACY SECURITY, GAY DISHES, PROPERTY VALUE BEING NEGATIVELY AFFECTED SAFETY, LACK OF SCREENING AND VETTING OF THE TENANTS POSSIBLE ISSUES RELATING TO NOISE, TRASH, VANDALISM, THEFT, TRESPASSING, PETS, INCREASED ROAD MAINTENANCE IMPACT ON INSURANCE LIABILITY FOR ACCIDENTS BECOMING A COMMERCIALIZED AREA, LACK OF ANY SUPERVISION WHEN THERE ARE NO PROPERTY OWNERS AROUND CONCERNED THAT THE PERMIT CONVEYS A FUTURE OWNERS AND CONCERN FOR A NEIGHBOR, DEBBIE, WHO JUST MET A WHO IS 72 AND LIVES ALONE.

THAT IS A VERY LONG LIST OF CONCERNS THAT WE ASK THE COMMISSIONERS TO CONSIDER WHEN REVIEWING THE, AND MAKING THE DECISION.

HOWEVER, THE COMMISSIONERS ONLY DISCUSSED FOUR ITEMS AFTER THE PUBLIC PORTION OF THE HEARING WAS CLOSED AND THEY WERE GATE SECURITY, PROPERTY MANAGEMENT, SPECIFYING PROPERTY BOUNDARIES, AND THE NEED FOR A LANDLINE TELEPHONE.

DESPITE THEIR LIMITED DISCUSSION.

IN THE END, THEY APPROVED THE PERMIT AND A FIVE TO ZERO VOTE.

THEY DID NOT PROPOSE ANY AMENDMENTS, NOT EVEN ONE TO ADDRESS THE ISSUE OF THE GATE SECURITY, WHICH SEEMED TO DOMINATE IT THROUGH LIMITED CONVERSATION UNDER SEPARATE COVER.

I'VE SUBMITTED TODAY, A LIST OF CONDITIONS TO, UM, LISTENERS, UM, FOX AND CALLERS.

VALERIE RETREAT ROAD IS A DEAD END GRAVEL LANE WITH FOUR HOUSES AND THE REST ARE LOTS.

IT IS ABOUT A HALF A MILE LONG.

WE BROUGHT OUR PROPERTY OVER 40 YEARS AGO FOR ITS PRIVACY AND TRANQUILITY APPROVING THE PERMIT WILL CHANGE NOT FOREVER.

I AM TRYING TO PROTECT OUR PRIVACY WILL I BELIEVE THE COUNTY VIEWS.

THIS IS A BOOST FOR TOURISM AS WELL AS AN OPPORTUNITY FOR ADDITIONAL REVENUE.

PART OF THE JUSTIFICATION FOR THEM THAT IS TO DEFRAY COSTS OF OWNERSHIP.

AND I WOULD SUGGEST THAT THE NEW OWNER BUY A HOME AND A PLACE WHERE SUCH ACTIVITY HAS ALREADY ZONED TO ACCOMMODATE THEM WITHOUT THE NEED FOR THE APPROVAL OF NEIGHBORS OR A SPECIAL COMMISSION.

I WOULD LIKE TO CLOSE WITH A QUOTE FROM ANOTHER PROPERTY OWNER SUBMISSION, WHICH YOU HAVE ALREADY READ, SO IT SHOULD SOUND FAMILIAR, BUT I THINK IT BEARS REPEATING TO UPSET THE STATUS QUO AND THE LONGSTANDING EXPECTATIONS OF TAX PAYING PROPERTY OWNERS AND VALLEY RETREAT ROAD.

FOR THE PURPOSE OF HELPING AN OWNER OF LESS THAN SIX MONTHS START A PROFIT MAKING BUSINESS WITH COMMERCIAL ATTRIBUTES IS UNFAIR AND UNJUST.

AND WE BOUGHT IT FROM HIM.

HE WAS A BANKER AND WE SHOOK HANDS AND FED HIM OFF AND HAD THE HOUSE EVER SINCE.

HOWEVER, WE'VE HAD THAT DYNAMIC CHANGES.

UH, WE BOUGHT A HOUSE IN 84, 1985, HURRICANE FRAN CAME UP THE GUT AND WE GOT 27 FOOT.

WE'D NEVER HAD EXPERIENCED THE FLOOD.

AND THAT WAS A UNIQUE EXPERIENCE.

WHEN THEY TELL YOU I WAS YOUNG, THEN I WAS 40 YEARS OLD.

UH, WE'VE HAD A COUPLE OF CLOSE CALLS AND THEN IN 1996 WE HAD TWO FLOODS, 96.

UH, THIS THE FALL WAS VERY WET FALL SEASON AND I'VE GONE WITH SATURATED.

AND THEN WE HAD 30 INCHES OF SNOW UP ON THE SHENANDOAH SKYLINE DRIVE, TEMPERATURE WARMED UP TO 60 DEGREES AND UP CLEAN THE RIVER.

AGAIN, IT COMES UP VERY QUICKLY.

DOES IT DAMAGE? CAUSE BACK THEN WE HAD FOUR FOOT OF WATER THAT TIME IN THE HOUSE, THE PREVIOUS FLOOD IN 85, WE HAD A, I THINK WROTE 10 FEET IN THE HOUSE.

UH, WE GOT THAT SQUARED AWAY.

THAT WAS IN, UH, JANUARY, FEBRUARY, MARCH, AND THEN IN SEPTEMBER ANOTHER, UH, HURRICANE CAME UP 32 FEET, LOW FLOOD STAGE.

SO IT WAS TWO STEPS FROM THE SECOND LEVEL.

SO WE HAD THAT AND THAT'S THE DYNAMIC CHANGES THAT I'VE SEEN IN 36 YEARS.

AND THOSE WERE ALL NATURAL.

THERE'S ONE MORE THOUGH.

THE SECOND ONE BEING THAT WE HAD THE MRIS BORE, IT JUST DEVASTATED ALL THE ASH THAT ARE DOWN THERE AND IT LOOKS LIKE A EVERYTHING BLEW UP DOWN THERE AND YOU KNOW, WE'RE STILL DEALING WITH THAT.

IN FACT, PEOPLE LINED UP BEHIND US AND WHETHER I CAN RENT THIS OR NOT, I PLAN ON KEEPING THIS HOUSE FOREVER BECAUSE I LOVE IT.
